Are we approaching the end of the aircraft carrier era?

At the Thin Pinstriped Line, “Sir Humphrey” looks at Spain’s all-but-certain exit from the ranks of carrier-equipped navies:

In Spain for instance the veteran carrier Principe De Asturias (PDA) has finally been paid off after some 25 years service as part of budget cuts. It is perhaps ironic to consider that she was originally conceived in the early 1980s as a cheap ‘Sea Control Ship’ solution originally looked at by the US Navy to provide cheaper carriers. Intended to put ASW helicopters to sea as a replacement for the Delado, she represented the closest any nation has perhaps come to a truly ‘austere’ carrier, with minimal support facilities for the airwing. Optimised in the first for ASW, with a very limited fixed wing capability using the Harrier (although never to the same level of development as the UK with the mixed FA2 / GR7 airwing), the PDA was an example in the 1980s of how smaller ‘harrier carriers’ could be built for emerging middle tier navies, providing them with airpower at relatively small cost. In reality she remained the sole of her class built around the world, with the closest other example being a Thai vessel optimised for EEZ protection and to act as a Royal Yacht.

Although the Spanish have built a large LPH, with carrier facilities (the Juan Carlos) as a second platform relatively recently, she is not an aircraft carrier in the conventional sense, and with the Spanish economic crisis deepening, it seems likely that PDA will not be directly replaced by another ‘proper’ aircraft carrier.

Similarly, with the emphasis on Juan Carlos as an assault ship, it seems likely that the small fleet of Spanish harriers (less than 15 airframes) will be increasingly vulnerable to defence cuts in an economy which is desperately struggling. The chances of seeing a credible Spanish fixed wing aviation capability beyond the next few years seem slim, and at a time when they are struggling to afford sustaining a relatively small buy of Eurofighters, it seems hard to envisage introduction of the JSF too.

So, Spain is perhaps the first carrier casualty of the economic crisis, although Italy is also looking increasingly vulnerable. The Guissepe Garibaldi is now nearly 30 years old, and again is unlikely to be directly replaced. Mindful of the recent cuts to the Italian Navy which will see a near 20% cull in manpower, and significant loss of hulls across the fleet, it again seems less and less likely that a credible carrier aviation capability can be sustained in a single hull (the Cavour). Having seen both these nations enter the ‘Carrier Club’ in the 1980s, one cannot help but wonder if they will be leaving it as full time members in the not too distant future?

Update: BBC News is reporting that the US Navy is planning a new class of UAV carriers:

The new project has been dubbed Tern (Tactically Exploited Reconnaissance Node) after a sea-bird known for its endurance.

Darpa programme manager Daniel Patt, said: “Enabling small ships to launch and retrieve long-endurance UAVs on demand would greatly expand our situational awareness and our ability to quickly and flexibly engage in hotspots over land or water.”

He added: “It is like having a falcon return to the arm of any person equipped to receive it, instead of to the same static perch every time.”

Why did Machiavelli write The Prince?

In History Today, Alexander Lee discusses the situation in Florence leading up to the time when Niccolò Machiavelli wrote his (in)famous work:

In 1512, however, everything fell apart. After a series of military defeats, Soderini was forced from office. With the help of Pope Julius II, Giuliano di Lorenzo de’ Medici was installed as the de facto ruler of Florence. The Republic collapsed.

Immediately, Giuliano purged the government and instituted a city-wide witch-hunt. As a prominent republican, Machiavelli was summarily dismissed from his positions in late 1512, and in 1513, a warrant was issued for his arrest. Accused of plotting against the Medici, he was tortured using a cruel technique known as the ‘strappado’ — which left his shoulders dislocated, and his whole body in excruciating pain — before being released and exiled to his country estate.

It was at this point that Machiavelli penned The Prince. Broken, depressed, and penniless, he saw it as his best chance of getting into the Medici’s good books, and of recouping his losses. Dedicating the book first to Giuliano di Lorenzo de’ Medici — the very man who had destroyed his life — and, after Giuliano’s death, to his nephew, Lorenzo, Machiavelli set out to provide not just a guide to princely government, but a positive justification of all of the terrible things to which he had fallen victim. Much like a fallen Politburo members at a Soviet show trial, Machiavelli defended his persecution in the hope of securing favour. Only later did he feel safe enough to express his republican sympathies more openly.

The socialist origins of Mussolini’s Fascist Italy

Everyone “knows” that Fascism is an ideology of the extreme right, and Communism is an ideology of the extreme left. Benito Mussolini’s fascist state was bankrolled by big business and the Catholic Church to suppress the democratic demands of the workers in the wake of the First World War. Except that isn’t actually true:

… Mussolini was every bit as much as man of the Left as contemporaries such as Eugene V. Debs. He was what would later come to be known as a “red diaper baby” (meaning the child of revolutionary socialist parents). As a young man, Mussolini himself was a Marxist, fervently anticlerical, went to Switzerland to evade compulsory military service, and was arrested and imprisoned for inciting militant strikes. Eventually, he became a leader in Italy’s Socialist Party and he was imprisoned once again in 1911 for his antiwar activities related to Italy’s invasion of Libya. Mussolini was so prominent a socialist at this point in his career that he won the praise of Lenin who considered him to be the rightful head of a future Italian socialist state.

When the Italian Fascist movement was founded in 1919, most of its leaders and theoreticians were, like Mussolini himself, former Marxists and other radical leftists such as proponents of the revolutionary syndicalist doctrines of Georges Sorel. The official programs issued by the Fascists, translations of which are included in Norling’s book, reflected a standard mixture of republican and socialist ideas that would have been common to any European leftist group of the era. If indeed the evidence is overwhelming that Fascism has its roots on the far Left, then from where does Fascism’s reputation as a rightist ideology originate?

During its twenty-three years in power, Mussolini’s regime certainly made considerable concessions to traditionally conservative interests such as the monarchy, big business, and the Catholic Church. These pragmatic accommodations borne of political necessity are among the evidences typically offered by leftists as indications of Fascism’s rightist nature. Yet there is abundant evidence that Mussolini essentially remained a socialist throughout the entirety of his political life. By 1935, thirteen years after Mussolini seized power in the March on Rome, seventy-five percent of Italian industry had either been nationalized outright or brought under intensive state control. Indeed, it was towards the end of both his life and the life of his regime that Mussolini’s economic policies were at their most leftist.

After briefly losing power for a couple of months during the summer of 1943, Mussolini returned as Italy’s head of state with German assistance and set up what came to be called the Italian Social Republic. The regime subsequently nationalized all companies employing more than a hundred workers, redistributed housing that was formerly privately owned to its worker occupants, engaged in land redistribution, and witnessed a number of prominent Marxists joining the Mussolini government, including Nicola Bombacci, the founder of the Italian Communist Party and a personal friend of Lenin. These events are described in considerable detail in Norling’s work.

It would appear that the historic bitter rivalry between Marxists and Fascists is less a conflict between the Left and the Right, and more of a conflict between erstwhile siblings on the Left. This should come as no particular surprise given the penchant of radical leftist groupings for sectarian blood feuds. Indeed, it might be plausibly argued that leftist ”anti-fascism” is rooted in jealously of a more successful relative as much as anything else.

Insufficient bribes and transport aircraft

Strategy Page on the sad-but-predictable situation in Afghanistan:

Afghanistan recently announced that it would cancel the contract to buy and use 20 C-27A transports. The official reason was the inability of the Italian maintenance firm to keep the aircraft operational. The unofficial reason is the unwillingness of the Italians to pay as much in bribes as the Afghan commanders were demanding. Over half a billion dollars was being spent on buying and operating these aircraft and all the money was coming from the United States. Afghan government and air force officials were determined to grab as much of that cash as possible. That meant there was not enough money for the spare parts and tools needed to keep the C-27As flying. The Afghans can be self-destructive in so many ways, and letting these transports get away because not enough could be stolen from the contracts was another example of this.

More self-destructive behavior is expected. The Western donor nations are getting fed up with the increasingly aggressive Afghan corruption. Last year, as the Afghans asked for more military aid, the donor nations instead cut contributions. The Afghans were told that the aid would be reduced from $11 billion a year to $4.1 billion a year between 2012 and 2017. That would only change if, by some miracle, the Afghans managed to get their thieving ways under control. Currently, the Afghans will go to great lengths to get around donor auditors and anti-corruption measures. The C-27A was a case of everyone just giving up. Expect to see more cases like this.

Our collective maladjusted attitude to small risks

Tim Harford shows that you can learn a lot about economics by looking at the process of hiring a rental car:

Here’s a puzzle. If it costs €500 to hire a €25,000 car, how much should you expect to pay to hire a €50 child’s car seat to go with it? Arithmetic says €1; experience suggests you will pay 50 times that.

This was just one of a series of economics posers that raised their heads during my summer vacation – indeed, within a few minutes of clearing customs in Milan. One explanation is that the apparently extortionate price reflects some unexpected cost of cleaning, fitting or insuring the seat – possible but implausible. Or perhaps parents with young families are less sensitive to price than other travellers. This, again, is possible but unconvincing. In other contexts, such as package holidays and restaurants, children with families are often given discounts on the assumption that money is tight and bargains keenly sought.

After paying through the nose for the car seat we were alerted to a risk. “If your car is damaged or stolen, you are liable for the first €1,000 of any loss.” Gosh. I hadn’t really given the matter any thought but the danger suddenly felt very real. And for just €20 a day, or something like that, I could make that danger vanish.

What’s happening here? Behavioural economists have long known about “loss aversion”: we’re disproportionately anxious at the prospect of small but salient risks. The car hire clerk carefully created a very clear image of a loss, even though that loss was unlikely. I haven’t paid such fees for years and have saved enough cash to write off a couple of hire cars in future.

Euro 2012: “I can take the despair. It’s the hope I can’t stand.”

I watched yesterday’s game with a deep sense of foreboding … that it just might come down to penalties. Again. Richard Littlejohn obviously felt the same way:

We might have guessed it was always going to come down to penalties. We’ve been here before.

There was a grim inevitability about England’s elimination from Euro 2012 on penalties. And Italy deserved their victory. But that’s not to pretend it still doesn’t hurt.

Every two years, I kid myself I don’t care. Why invest emotional energy in a bunch of footballers? It’s only a game.

When England kicked off against France 10 days ago, I feigned indifference. So what if England lose? Life goes on. World Cups, European Championships, it’s bound to end in tears.

But England didn’t lose. They drew with France, beat Sweden and Ukraine, finished top of their group and qualified for the quarter finals. Suddenly, it mattered. Three more wins and four and a half decades of bitter disappointment and under-achievement would be consigned to history. Football’s coming home.

Against my better judgment and years of experience I discovered I did care after all. As England progressed and last night’s game against Italy approached, the pulse began to quicken, the optimism returned. This time we really could be in with a chance.

To be honest, it was better when England stuck to the script and crashed out of tournaments prematurely, consumed by hubris and an inflated sense of their own abilities. We’re used to being let down. We can handle it. As John Cleese said in the movie Clockwise: ‘I can take the despair. It’s the hope I can’t stand.’

“… there simply aren’t enough lifeboats!”

Another one bites the dust. Country number four, Spain, gets bailed out and we all of course know that it won’t be the last. Though I wondered over the weekend whether perhaps I was missing something, because when the Spanish prime minister Mr Rajoy got up, he said that this bailout shows what a success the eurozone has been.

And I thought, well, having listened to him over the previous couple of weeks telling us that there would not be a bailout, I got the feeling after all his twists and turns he’s just about the most incompetent leader in the whole of Europe, and that’s saying something, because there is pretty stiff competition.

Indeed, every single prediction of yours, Mr Barroso, has been wrong, and dear old Herman Van Rompuy, well he’s done a runner hasn’t he. Because the last time he was here, he told us we had turned the corner, that the euro crisis was over and he hasn’t bothered to come back and see us.

I remember being here ten years ago, hearing the launch of the Lisbon Agenda. We were told that with the euro, by 2010 we would have full employment and indeed that Europe would be the competitive and dynamic powerhouse of the world. By any objective criteria the Euro has failed, and in fact there is a looming, impending disaster.

You know, this deal makes things worse not better. A hundred billion [euro] is put up for the Spanish banking system, and 20 per cent of that money has to come from Italy. And under the deal the Italians have to lend to the Spanish banks at 3 per cent but to get that money they have to borrow on the markets at 7 per cent. It’s genius isn’t it. It really is brilliant.

So what we are doing with this package is we are actually driving countries like Italy towards needing to be bailed out themselves.

In addition to that, we put a further 10 per cent on Spanish national debt and I tell you, any banking analyst will tell you, 100 billion does not solve the Spanish banking problem, it would need to be more like 400 billion.

And with Greece teetering on the edge of Euro withdrawal, the real elephant in the room is that once Greece leaves, the ECB, the European Central Bank is bust. It’s gone.

It has 444 billion euros worth of exposure to the bailed-out countries and to rectify that you’ll need to have a cash call from Ireland, Spain, Portugal, Greece and Italy. You couldn’t make it up could you! It is total and utter failure. This ship, the euro Titanic has now hit the iceberg and sadly there simply aren’t enough life boats.

Salvage operation on Costa Concordia to cost more than £200 million

The Telegraph headline says £200 million, but the scrap value of the vessel must be much lower than that:

The operation is due to start in the next few days and is expected to take a year, with the battered ship to be towed to an Italian port in one piece and then dismantled for scrap.

“This is the largest ship removal by weight in history,” said Richard Habib, the president of Titan Salvage, the American company that has been given the job of raising the 1,000ft-long, 114,500 tonne cruise liner.

“The magnitude of the job is unprecedented. But we feel confident that we can do it and do it safely, with the least disturbance to the environment and the economy of Giglio.” The Concordia has been wedged on rocks and semi-submerged just a few yards from the coast of Giglio, an island off Tuscany, ever since it ran aground on the night of Jan 13.

The two companies’ plan for removing the wreck involves extracting the huge chunk of rock embedded in its side and patching up the torn hull.

Engineers and divers will then construct an underwater platform beneath the ship.

They will also fix steel compartments or ‘caissons’ to the side of the ship that is out of the water.

Two cranes will slowly pull the ship upright so that it rests on the submerged platform.

The caissons will be filled with water to help the cranes lift the massive weight of the ship.

Once the vessel is upright, more chambers will be attached to the other side of the hull.

All the caissons will then be emptied of water and filled with air, which will stabilise the ship in preparation for it being towed to a nearby port for demolition.

Misreading the European electoral tea leaves

Brendan O’Neill points out that there’s something lacking in the analyses of all the recent electoral upheavals in Europe:

Great claims are being made in the wake of the local elections in Britain, the presidential elections in France, and the legislative elections in Greece. Britain’s Labour Party may have secured the votes of just 12.5 per cent of the eligible electorate, but it came top in the local elections, and so we’re told that ‘Labour is back’. The victories of Hollande in France (where he won 51.63 per cent of the vote to Nicolas Sarkozy’s 48.37 per cent), and of SYRIZA in Greece (the anti-austerity, radical left coalition which won 16.78 per cent of the vote), are being talked up as a ‘new dawn’ for European social democracy. According to a Guardian editorial, we have witnessed a ‘stunning victory… for the left in Europe’.

These observers urgently need to take a reality check. Because in truth, the most striking thing about the recent elections in Europe has been the utter absence of any matters of doctrine, of principle, of ideological outlook. In England, France, Greece, Italy, no doctrinal matters whatsoever have been raised, far less contested. These elections are best seen, not as a new dawn for social democracy, but as an unfocused emotional reaction against things — against Sarkozy, austerity, Brussels. Actually, it’s worse than that. Where once the left was concerned with creating a new reality, one based on systems and values quite distinct from those of traditionalists, today’s emerging left is obsessed with avoiding reality, with hiding away from the harshness of economic life in 2012 and simply saying: ‘Be gone!’ The problem with the newly successful left movements is not just that they’re attracting shallow protest votes, but that they’re extraordinarily infantile, blinkered outfits.

The only ‘doctrine’ uniting the various movements against austerity in modern Europe (both the left-wing and right-wing ones) is the doctrine of responsibility aversion, of shirking seriousness in favour of emotionalism. What the cheerleaders of these movements fail to realise is that being anti-austerity without positing an alternative route out of recession, without any serious proposals for stabilising economic life in Europe, is mere gesture politics. In fact it’s an act of irresponsibility, of wilfulness, where the key aim is to insulate oneself and one’s supporters from the harsh realities of our recessionary times rather than face up to those realities and potentially transform them. The new anti-austerity posturing, to quote an old communist, is an infantile disorder.

The fall of the House of Bossi?

BBC News has a profile of Umberto Bossi, who recently had to resign as head of the political party he founded, Italy’s Northern League:

… Mr Bossi made one of his charismatic, raucous and fiery speeches, declaring in essence that northern Italians were no longer going to kow-tow to Rome’s greedy politicians and to pay their taxes to enable lazy southern Italians to live on public welfare.

One of his famous phrases was “Roma ladrona” meaning “Thieving Romans!”

It was all pretty provocative stuff, and had strongly racist undertones.

The League mocks the accents and the origins of Southerners whom they derisively call “terroni”. I suppose “ignorant peasant” would be the nearest English translation.

Sixteen years later it turns out that Umberto Bossi has apparently been dipping into the public trough, even more deeply than the Roman politicians he was so critical of when he founded his separatist party, and set up the phantom north Italian state he dubbed “Padania” – meaning the country of the river Po.

In 2004 Mr Bossi suffered a stroke which left him with impaired speech, but failed to quench his political ambitions or his vulgar public manners.

He frequently uses swear words in public to smear anyone he does not like and often gives the finger in front of TV cameras to make his message even more clear.

According to court documents, Mr Bossi’s wife bought no fewer than 11 houses and apartments with Northern League party funds.

Mr Bossi himself had his own house done up with public money and his son Renzo — nicknamed by his father the Trout, who in fact does have a somewhat fish-like expression — also had access to apparently unlimited cash to indulge in his taste for fast cars.

The party even paid for the Trout’s speeding tickets, not to mention medical expenses. The 23-year-old has now been forced to resign from his sinecure as a regional government official, which brought him 12,000 euros (£10,000, $16,000) a month.

Schiaparelli’s ambiguous word choice and the lasting obsession with Mars

Scott Van Wynsberghe reviews the hold that fictitious Mars has held on the imagination since “canals” were observed:

Mars, the most obsessed-about extraterrestrial body in the universe, has come our way again. On March 9, Hollywood unveiled John Carter, the first film adaptation of a famous series of Martian adventures written by Edgar Rice Burroughs, better known as the creator of the jungle hero Tarzan. Burroughs’s Martian yarns act as a portal to 135 years of cultural history that really is out of this world.

The bizarre story of humanity’s modern entanglement with the Red Planet began in 1877, when Italian astronomer Giovanni Schiaparelli reported the existence of “canali” on the Martian surface. In Italian, that word can mean both “channels,” which are natural formations, and “canals,” which are not. According to science writer John Noble Wilford, that ambiguity was never cleared up.

Caught between science fiction and the supernatural, actual scientists were in trouble. French astronomer Camille Flammarion, for example, alternately wrote about Mars and reincarnation (1889) and Mars and science (1892). In 1900, the inventor Nikola Tesla announced that he had monitored transmissions from either Mars or Venus, but he was jeered (biographer Margaret Cheney thinks he was just detecting natural electromagnetic patterns in space). In 1921, radio pioneer Guglielmo Marconi thought he had received a signal from Mars, but that, too, went nowhere. The biggest offender, however, was American astronomer Percival Lowell.

In 1895, Lowell released the first of a series of books proclaiming that Mars was inhabited. The canali, he said, really were canals, supporting a civilization struggling to survive on a dying globe. Although rightly scorned by other astronomers, Lowell was a superb writer and a frequent lecturer — Robert Goddard, the father of American rocketry, heard him speak — so his message spread. (And, in a way, it is still spreading: Think of that recent, much-debunked conspiracy theory about a giant, sculpted face on the Martian surface.)

A possible solution to Canada’s long, long search for new search-and-rescue aircraft

Here’s the back story: For nearly a decade, the Department of National Defence has had cabinet approval to go out and spend $3.1 billion on new search-and-rescue planes. That’s a big contract and several aircraft vendors wanted to win that deal.

Aircraft makers and their lobbyists knew which buttons to push within DND but also at other key government departments such as Public Works and Government Services and at Industry Canada.

The goal of the lobbyists was to rig the bid so only their plane could win.

Pulled eight ways to Sunday by the heavy lobbying, the bureaucrats at three departments kept pushing pieces of paper at each other but never got close to making some purchase decisions.

Now, with the possibility that the search-and-rescue purchase process could be tied up in the bureaucracy for yet another year (followed by delivery of planes years after that!) the government may be ready to slice through this Gordian Knot and simply turn to our American allies to pick up most of their fleet of C-27 Spartans.

Apparently one of the remaining hurdles to be cleared is that the manufacturer of the Spartan aircraft, Alenia Aermacchi, is trying to prevent the sale and is even threatening not to provide spare parts or service to any country that buys the aircraft from the US. I have no idea why, but I’m sure there’s a reason for it.

Italy faces the end of “a job for life”

You could say that they’re not happy about the possibility:

It was just an off-the-cuff quip during a television interview this month. But when Prime Minister Mario Monti remarked that having a job for life in today’s economy was no longer feasible for young people — indeed, it was “monotonous” — he set off a barrage of protests, laying bare one of the sacrosanct tenets of Italian society that the euro zone crisis has placed at risk.

Reaction was fast, furious, bipartisan and intergenerational. “I think the prime minister has to be careful with the words he uses because people are a little angry,” Claudia Vori, a 31-year-old Rome native who has had 18 different jobs since graduating from high school in 1999, said of Mr. Monti’s “monotonous” moment.

In Italy in particular, every major political force after World War II subscribed to the idea of guaranteeing the work of the male breadwinner to preserve the traditional family structure, said Elisabetta Gualmini, a labor expert who teaches at the University of Bologna. This social doctrine was also blessed by the Roman Catholic Church, which still holds much sway in Italy.

“The problem is that this model is myopic” in a global marketplace, Professor Gualmini said. “But Italy has entrenched itself on this model, which became a strong ideology and so rooted in beliefs that it cannot be challenged.”

Mark Steyn’s latest column in the Orange County Register contrasts the behaviour of the crew of the Costa Concordia with that of the crew (and male passengers) of the RMS Titanic:

In the centenary year of the most famous of all maritime disasters, we would do well to consider honestly the tale of the Titanic. [. . .]

On the Titanic, the male passengers gave their lives for the women and would never have considered doing otherwise. On the Costa Concordia, in the words of a female passenger, “There were big men, crew members, pushing their way past us to get into the lifeboat.” After similar scenes on the MV Estonia a few years ago, Roger Kohen of the International Maritime Organization told Time magazine: “There is no law that says women and children first. That is something from the age of chivalry.”

If, by “the age of chivalry,” you mean our great-grandparents’ time.

In fact, “women and children first” can be dated very precisely. On Feb. 26, 1852, HMS Birkenhead was wrecked off the coast of Cape Town while transporting British troops to South Africa. There were, as on the Titanic, insufficient lifeboats. The women and children were escorted to the ship’s cutter. The men mustered on deck. They were ordered not to dive in the water lest they risk endangering the ladies and their young charges by swamping the boats. So they stood stiffly at their posts as the ship disappeared beneath the waves. As Kipling wrote:

    We’re most of us liars, we’re ‘arf of us thieves, an’ the rest of us rank as can be,
    But once in a while we can finish in style (which I ‘ope it won’t ‘appen to me).

Sixty years later, the men on the Titanic — liars and thieves, wealthy and powerful, poor and obscure — found themselves called upon to “finish in style,” and did so. They had barely an hour to kiss their wives goodbye, watch them clamber into the lifeboats, and sail off without them. They, too, ‘ope’d it wouldn’t ‘appen to them, but, when it did, the social norm of “women and children first” held up under pressure and across all classes.

Today there is no social norm, so it’s every man for himself — operative word “man,” although not many of the chaps on the Titanic would recognize those on the Costa Concordia as “men.”
