King James and the search for ready cash

In the latest Age of Invention newsletter, Anton Howes outlines how and why England’s new Stuart king found himself in desperate financial straits very early in his reign:

… after a generous honeymoon period of about a year, he and his government soon discovered that they were leaking cash. Despite eliminating the costly wars in Spain and in Ireland, James still had to pay off the debts that his predecessor Elizabeth I had incurred in fighting them. And he had a more extensive, and expensive, royal family to support. He traded the one-off expenses of war for the ongoing expenses of a profligate court.

This may sound like a good deal. James effectively stopped the English Crown splashing out money on really big but infrequent expenses, while increasing its ongoing expenditure — like refraining from buying a new car every few years, while spending a lot more each month eating out at restaurants.

But the Crown’s sources of revenue were ill-suited to this change. The funding for wars had been voted to Elizabeth by Parliament, usually as and when the need arose. Such expenditures were matters of national interest, and she otherwise just relied on other sources of income — ongoing taxes like customs duties, or simply the rent from her lands. When the one-off “subsidies” granted to her by Parliament had not quite been sufficient to cover the costs of the wars, Elizabeth had made up the difference by keeping her own ongoing expenses as low as possible, and took out loans to fill any gaps. It also helped that in the years before crises, Elizabeth had tried to run a surplus, building up a war-chest of cash to dip into.

So switching to the new pattern of expenditure was not straightforward. To increase the Crown’s ongoing expenses, it would have to find more sources of ongoing income, especially as it was already in deficit and had loans to pay off. It was politically impossible for James to ask Parliament for extra one-off subsidies to help him bridge the gap, as some of Elizabeth’s subsidies from 1601 had yet to even be collected. He did actually test the waters about what would happen if he did ask, just in case, but when the matter was raised by some would-be sycophants, it was met with outrage. As one member of Parliament angrily put it, “we have no sheep that yields two fleeces in the year.”

The country was already feeling over-taxed, there were no looming crises to justify such extra taxation, and even if there were, such one-off measures would be unsustainable. James needed to find revenue streams to match his spending leak — and ideally, to even exceed it. His ministers fretted about getting the Crown back into surplus again, to build up another war-chest. Who knew when the next war or rebellion might arise.

So when James called his first Parliament in 1604, it was not really to ask for one-off subsidies as Elizabeth had so often done. Instead, he and his ministers focused on outlining a series of financial deals.

One of the original design intentions of the SA80 project was to replace the infantry rifle and the submachine gun with a single weapon that could fulfill both roles — hence the choice of a bullpup configuration. This would, theoretically, allow rifle ballistics and also SMG handling and maneuverability. As with most bullpup projects, however, this plan did not last. It quickly became clear that a shortened version of the L85 rifle could be made, which would be more suitable for troops who would previously have been issued submachine guns — notably aircraft and armored vehicle crews.

Today we take a look at a couple of early prototypes of these carbines which did not go into production. We also examine an L22A2 carbine, which did become standard issue in 2003 for some units. This carbine includes all of the H&K A2 pattern upgrades, and was given the A2 designation despite there never being an adopted L22A1.

The early aviation pioneers who tested the terrifying sound barrier have helped scientists better understand the dynamics of superfast speeds.

QotD: Insulated from reality

To understand the green movement, really understand it, you could do worse than look at the photographs of today’s vast tailbacks on the M25. Here were thousands of ordinary people – workers, deliverymen, mums and dads, holidaymakers – delayed for hours by the self-righteousness of middle-class greens. Activists from a group called Insulate Britain – which, almost comically, agitates for the insulation of British homes – blocked various junctions on the M25, causing distress to people who had places to be. It was eco-elitism distilled: the sanctimonious zealots of the green religion disrupting the lives of the plebs to make some daft point.

The first notable thing about today’s act of public nuisance masquerading as a protest was the hilarity of the campaign group itself. Remember when radicals fought for higher wages or better working conditions or for a revolution to replace capitalism with something else? Not anymore. Today’s self-styled militants demand the insulation of houses. “What do we want? The creation of a thermal envelope in people’s homes! When do we want it? Now!” What a crock to go to the barricades for. Also notable is the irony of supposed planet-lovers causing so much pollution by forcing hundreds of cars and trucks to sit still for ages, chugging fumes into the air for nought. Well played, greenies.

But the most striking thing about these kinds of protests is their sheer arrogance. Their inherently anti-democratic, anti-masses nature, where the aim is always, but always, to inconvenience the little people and teach us a lesson. You’re on your way to Heathrow for a much-needed jaunt to Malaga to escape the stresses of work? Not anymore, you’re not – the eco-elitists blocked junction 14, which leads to one of Heathrow’s terminals. You’re a knackered trucker who’s been driving all night long and now wants to get back to his family? Tough shit. These plummy alarmists have decided to make you the collateral damage of one of their narcissistic stunts.

QotD: Cultural undermining of the British “establishment” was effectively complete by 1970

Beyond the Fringe, Forty Years On and TW3 created a tradition of “anti-establishment” comedy which continued long after its roots were forgotten. There may still have been an “establishment” of snobbery, church, monarchy, clubland and old-school-tie links in 1961. There was no such thing ten years later, but it suited the comics and all reformers to pretend that there was and to continue to attack this mythical thing. After all, if there were no snobbery, no crusty old aristocrats and cobwebbed judges, what was the moral justification for all this change, change which benefited the reformers personally by making them rich, famous and influential?

It also made the middle class, especially the educated and well-off middle class, despise themselves and feel a sort of shame for their supposedly elitist prejudices, based upon injustice and undermined by their failure to defend the nation from its enemies in the era of appeasement. Thanks to this, in another paradox, they have often felt unable to defend things within Britain which they value and which help to keep them in existence, from the grammar schools to good manners. They are ashamed of being higher up the scale, though for most middle-class people this is more a matter of merit than birth, and nothing to be ashamed of at all.

Since the 1960s, when the Left began its conquest of the cultural battlements, it has always been surprised and annoyed by Tory election victories. The 1970 Tory triumph, though entirely predictable, took the cultural establishment by surprise. The 1979 Tory win, though even more predictable, infuriated them. They had won control of broadcasting, of the schools, of the universities, the church, the artistic, musical and architectural establishment? How was it possible that they could not also be the government? Their rage was enormous, and increased with each successive Labour defeat. It was an injustice. How could the people be so foolish? Now, instead of aristocratic snobs misgoverning the country, the establishment was portrayed as a sort of fascistic semi-dictatorship, hacking at the NHS and the welfare state, waging aggressive wars abroad and enriching itself while the poor lived in misery.

This series of falsehoods has now become a weapon ready and waiting for unscrupulous demagogues to harness, and perhaps use against the new “establishment” which has benefited so much from the satire boom and the alternative comedians. Once you have begun to use dishonest mockery as a weapon, you can never be entirely sure that it will not eventually be turned against you, by others who have learned that abuse and jeering pay much easier and swifter dividends than hard fact or serious argument. It could be that the civilized mirth of the sixties leads in a direct line to the crude hyena cackling of the mob. In any case, there is no sign of the humour industry taking the side of traditional morality, patriotism or civility. The best it can do is dignify itself with noisy and public collections for sentimental and prominent charity. Once you step beyond the fringe, you sooner or later find yourself in very wild country indeed.

QotD: Britain’s alienated intelligentsia of the 1930s

In intention, at any rate, the English intelligentsia are Europeanized. They take their cookery from Paris and their opinions from Moscow. In the general patriotism of the country they form a sort of island of dissident thought. England is perhaps the only great country whose intellectuals are ashamed of their own nationality. In left-wing circles it is always felt that there is something slightly disgraceful in being an Englishman and that it is a duty to snigger at every English institution, from horse racing to suet puddings. It is a strange fact, but it is unquestionably true that almost any English intellectual would feel more ashamed of standing to attention during “God save the King” than of stealing from a poor box. All through the critical years many left-wingers were chipping away at English morale, trying to spread an outlook that was sometimes squashily pacifist, sometimes violently pro-Russian, but always anti-British. It is questionable how much effect this had, but it certainly had some. If the English people suffered for several years a real weakening of morale, so that the Fascist nations judged that they were “decadent” and that it was safe to plunge into war, the intellectual sabotage from the Left was partly responsible. Both the New Statesman and the News-Chronicle cried out against the Munich settlement, but even they had done something to make it possible. Ten years of systematic Blimp-baiting affected even the Blimps themselves and made it harder than it had been before to get intelligent young men to enter the armed forces. Given the stagnation of the Empire, the military middle class must have decayed in any case, but the spread of a shallow Leftism hastened the process.

It is clear that the special position of the English intellectuals during the past ten years, as purely negative creatures, mere anti-Blimps, was a by-product of ruling-class stupidity. Society could not use them, and they had not got it in them to see that devotion to one’s country implies “for better, for worse”. Both Blimps and highbrows took for granted, as though it were a law of nature, the divorce between patriotism and intelligence. If you were a patriot you read Blackwood’s Magazine and publicly thanked God that you were “not brainy”. If you were an intellectual you sniggered at the Union Jack and regarded physical courage as barbarous. It is obvious that this preposterous convention cannot continue. The Bloomsbury highbrow, with his mechanical snigger, is as out-of-date as the cavalry colonel. A modern nation cannot afford either of them. Patriotism and intelligence will have to come together again. It is the fact that we are fighting a war, and a very peculiar kind of war, that may make this possible.

The sequel to the British disaster at the Battle of Coronel, the German disaster at the Battle of the Falkland Islands

On December 8th, the people of the Falkland Islands observe “Battle Day” to commemorate the British naval victory off the islands in 1914. This is the bookend to the Battle of Coronel the previous month (described here and here), where a Royal Navy squadron was almost annihilated by Imperial Germany’s East Asia Squadron under Vice-Admiral Graf Maximilian von Spee. At the Battle of the Falkland Islands, an equally lop-sided victory eliminated von Spee’s ships with minimal damage to Rear Admiral Sir Frederick Doveton Sturdee’s squadron. In The Critic, A.S.H. Smyth outlines the events as shown in a British film released in 1927:

Rear Admiral Sir Frederick Doveton Sturdee (unimprovably British, isn’t it?), Chief of War Staff at the Admiralty, and at distinct risk of being scapegoated for the Coronel catastrophe, was summarily appointed Commander-in-Chief South Atlantic and Pacific(!) and despatched posthaste by [First Sea Lord John “Jackie”] Fisher (with whom he did not get on), on something of a do-or-die mission as the commander of new, eight-cruiser squadron.

The Admiral Superintendent of Devonport warns that Sturdee’s two battle cruisers, Invincible and Inflexible, cannot be ready before Friday the 13th November. First Lord of the Admiralty Winston Churchill balks at that ill-omened date, and orders that they sail on the 11th, ready or not. (Students of the 1982 conflict may see more than a couple of parallels here.) Cue: dockyard refitting montage.

Cut to the German colony at Valparaiso, where his countrymen fête von Spee’s glorious German victory in their first naval battle. “Damnation to the British Navy!” they want to toast. No, says, von Spee: “to a gallant enemy.” Handed a bouquet of flowers, he says he’ll keep them for his funeral “when my time comes.” For “when were the British ever content to leave an enemy to his triumph?”

Von Spee was well aware, it seems, that running the gauntlet up through the Atlantic was going to be a torrid prospect, even without a veangeful enemy on the look-out for him personally. But homeless (Tsingtau had fallen to the Japanese), in need of fuel, and down to half their ammunition, von Spee’s captains urged him now to head for Germany, and he agreed.

Von Spee’s ships were in need of dockyard maintenance and not steaming efficiently, but thanks to a captured British collier they were not in need of coal to be able to get home. Before setting off from where they’d been refuelling, Spee decided to strike another blow against the British and raid the Royal Navy’s supply base at Port Stanley in the Falkland Islands where only local militia were expected to be defending.

It was, among other things, sheer bad luck that von Spee came up to Stanley just a few hours after Sturdee had arrived with his group of cruisers — all newer, faster, and better-gunned than their fatigued German counterparts — and was busily refuelling. Likewise, that the sea was calm, there was little wind, and visibility was excellent. Too late, Gneisenau observes that there are British warships in the harbour! (The acting here is particularly terrible.)

It has been suggested that von Spee had not known that the British ships were “waiting” there (they hardly were); but it has also been alleged that he was misled by poor German intelligence, or even false British cryptography. [The Wikipedia article on the battle credits misinformation by British intelligence for leading von Spee into the trap.]

In Britain, meanwhile, the Admiralty is under the impression that Sturdee is the one who has been caught unawares in the Falkland Islands. Von Spee is a mere 12 miles away, and none of the British ships have their steam up. The FIVF [the Falklands Islands Volunteer Force] are called out, as the ships are ordered to go from zero to hero. One poor lad has to run up the Union Jack in local weather conditions (I’ve been that lad: he has my sympathies); another forgets his rifle, as emphasised by a heavily-asterisked title card.

As so often happens, Fate now played its hand, and Canopus, parked, with her fully-functioning 12-inch guns (so missed at Coronel) in Stanley Harbour, as the Islands’ main defensive battery, came into her own. As the Germans turn and run, Canopus opens fire, and soon enough the “grimly purposeful” cruiser group — “fittingly bearing names from the four corners of Britain … Kent, Cornwall, Glasgow and Carnarvon” — set off in pursuit.

The maths was simply not on the Germans’ side. Sturdee even sent his men below to eat. At midday, he called them back to Action Stations. Von Spee responded by ordering his light cruisers to scatter and make for neutral ports, while Scharnhorst and Gneisenau remained to “accept action to cover their escape”. QotD: “The Knowledge” of London’s licensed cab drivers

It is not a simple question of regulation and laissez-faire. Regulation can result in an excellent service, better than what an unregulated service might have provided. London’s licensed taxi drivers are, in my experience, the best in the world, for example, and this is due to proper regulation. To obtain a license to operate, they have to master the Knowledge: learn the street plan of London — as higgledy-piggledy as that of any city in the world — not only in theory, as an abstract mental image, but in actual practice. This usually takes them three years, spent driving around the city, day in, day out. When finally they think that they have mastered it, they are examined — often by a retired policeman — and have to be able to say how they would get from A to B, or from C to D, not only by the shortest but also by the quickest route. Only then (and provided they have no police record) are they granted a license.

Obtaining the Knowledge is a formidable intellectual feat: indeed, neuroscientists have used it to demonstrate by brain scans differences between London taxi drivers and others in the possession of spatial knowledge and powers of orientation. And the result of the regulation requiring the Knowledge is that London taxi drivers, besides being small businessmen working largely on their own account and therefore committed to their profession, are generally intelligent, capable men. No doubt the advent of GPS will reduce the need for much of this effort, at least among unlicensed drivers, who were never required to have it anyway. The license was, and is, a guarantee of quality; and the point remains that regulation is not sometimes without benefit to the public.

What do the regulation of London taxi drivers and the success of the vaccination program have in common? I think that it is in the clarity, but also in the modesty, of their goals. The object of the regulation of taxi drivers, for example, is to produce a large cadre of drivers who provide an excellent public service — and the means to achieve this object are unmistakably and obviously connected to that goal. Any group comprising tens of thousands of human beings will contain some who fall below, even much below, the standard desired, but I know of no profession whose members more approximate its ideal. The drivers are justly proud of what they are. There have been no efforts to make saints, or even good people, of them; all that is required is that no ill be known of them and that they have the requisite knowledge. In 50 years of taking London taxis, I’ve never had a bad experience and have had innumerable good ones.

What if the refugee flow was crossing the Channel the opposite way?

In The Critic, Joel Rodrigues considers what the media narrative would say if the constant stream of migrants from the EU to Britain was reversed, as all the major media outlets predicted would happen if Brexit went through:

Imagine “tent” cities on the Kent coast, similar to “the Jungle” that existed in Calais up until 2016. These camps are the type of camps that the Remain campaign (wrongly) warned would spring up if Britain voted to leave the EU, as part of their Project Fear campaign. The tent cities are full of migrants, hoping to reach the French coast and the “sunlit uplands” of the European Union.

The camps are filthy, riddled with violent crime, and it is here that people traffickers sell spaces on dinghies to cross the channel for thousands of pounds a ticket. The British police and immigration services are aware of undocumented people living in squalor in the camps, but largely do nothing.

Occasionally a camp is cleared to placate the locals, but it quickly springs up somewhere else. The British government make no effort to document, accommodate or process the migrants living in appalling conditions on its territory. Instead, it blames the “pull factor of the EU’s single market”, saying that many of these migrants have family in France and want to live in a French or German speaking society. A junior British minister suggests that the black market economies in the EU are also a pull factor, and that there are a “lack of safe asylum routes” into the EU.

People smugglers continue operating from the British coast, and the migrant camps expand. Dinghies are now launched daily from the UK towards the continent. Police are aware of the launches, but do nothing. The RNLI and Royal Navy escort these flimsy boats until they are in EU waters, despite their not being seaworthy. Thousands succeed in making the crossing.

Then, tragedy strikes when a boat sinks. Statements are released from the British and French governments lamenting the loss of life. Trying to find a solution, Emmanuel Macron writes a letter to Boris Johnson urging increased collaboration, with joint patrols if necessary, to prevent a repeat of the tragedy.

The British government issue a response claiming that the perfectly conciliatory letter is in fact unacceptable, a “threat to British sovereignty”, and that France is uninvited from crisis talks. British media later reports that in a meeting with some of his advisors, Boris Johnson branded Emmanuel Macron as “a clown in charge of a circus”.

Imagine the media commentary and narrative in the UK surrounding such a situation, especially post-Brexit.

“Migrants die fleeing racist, Brexit-ridden, plague island,” says an op-ed in the Guardian. The comments are largely agreed that Boris Johnson is personally responsible for each of their deaths.

“UK condemned as using migrants to destabilise the EU’s single market,” reports the BBC. Parallels are also drawn in The Times between Boris Johnson and Belarus’ Lukashenko. There are mass demonstrations outside Parliament as the crisis worsens.
One can imagine the EU Commission swiftly and publicly denouncing the UK and drawing up sanctions. The Labour party would likely call it a national scandal, and demand resignations, as well as accusing the government of taking a hardline stance as cynical electioneering.

I searched for public domain or Creative Commons images of the English Channel migrant crisis, but came up surprisingly empty, hence the generic map to illustrate this post. I had expected to be inundated with lots of heart-rending images of desperate refugees, but not this time…

The SA80 saga continues today with the final pre-production versions of the L85A1 and L86A1, although at this point they still both carry XL designations, as they were not yet formally adopted weapons. In these weapons we can see a couple last distinctive mechanical changes, but perhaps more importantly by this time the worker morale at RSAF Enfield was thoroughly in the tank. It had become well known that the factory complex was going to be taken public or sold outright, and it was widely expected that Enfield would be shut down as a result. A new facility would be built in Nottingham, but none of the rank and file staff expected to transfer. They would be laid off, and they knew it. Not surprisingly, quality control suffered as a result.

As for the guns themselves, the first distinctive visible improvement was in the magazine well. In the XL70 weapons, the bottom half of the magazine well had been simple welded onto the bottom of the lower receiver, in order to retain the easy stamping of that element. On these guns, that have been replaced by a separate box which encompassed the magazine and was spot welded into the lower receiver. This change in construction method allow the magazine well to be much more precisely located in the receiver, and then fixed in place without the risk of warping the thin sheet metal of the lower receiver – while still retaining the simple stamping of that lower.

The other visible change was to the Light Support Weapon, and it consisted of a long “girder” support added below the barrel. This was intended to mount the bipod onto, in the hopes of resolving the long-running problem of split groups in the LSW. This was a problem in which the first round of a burst would hit substantially low and left relative to the rest of the burst. While the LSW was a quite accurate weapon in semiautomatic mode, this split group problem was a substantial detriment to its effectiveness as a proper support weapon.

QotD: The decline of class distinctions in Britain

After 1918 there began to appear something that had never existed in England before: people of indeterminate social class. In 1910 every human being in these islands could be “placed” in an instant by his clothes, manners and accent. That is no longer the case. Above all, it is not the case in the new townships that have developed as a result of cheap motor cars and the southward shift of industry. The place to look for the germs of the future England is in the light-industry areas and along the arterial roads. In Slough, Dagenham, Barnet, Letchworth, Hayes – everywhere, indeed, on the outskirts of great towns – the old pattern is gradually changing into something new. In those vast new wildernesses of glass and brick the sharp distinctions of the older kind of town, with its slums and mansions, or of the country, with its manor-houses and squalid cottages, no longer exist. There are wide gradations of income, but it is the same kind of life that is being lived at different levels, in labour-saving flats or council houses, along the concrete roads and in the naked democracy of the swimming-pools. It is a rather restless, cultureless life, centring round tinned food, Picture Post, the radio and the internal combustion engine. It is a civilization in which children grow up with an intimate knowledge of magnetoes and in complete ignorance of the Bible. To that civilization belong the people who are most at home in and most definitely of the modern world, the technicians and the higher-paid skilled workers, the airmen and their mechanics, the radio experts, film producers, popular journalists and industrial chemists. They are the indeterminate stratum at which the older class distinctions are beginning to break down.

This war, unless we are defeated, will wipe out most of the existing class privileges. There are every day fewer people who wish them to continue. Nor need we fear that as the pattern changes life in England will lose its peculiar flavour. The new red cities of Greater London are crude enough, but these things are only the rash that accompanies a change. In whatever shape England emerges from the war it will be deeply tinged with the characteristics that I have spoken of earlier. The intellectuals who hope to see it Russianized or Germanized will be disappointed. The gentleness, the hypocrisy, the thoughtlessness, the reverence for law and the hatred of uniforms will remain, along with the suet puddings and the misty skies. It needs some very great disaster, such as prolonged subjugation by a foreign enemy, to destroy a national culture. The Stock Exchange will be pulled down, the horse plough will give way to the tractor, the country houses will be turned into children’s holiday camps, the Eton and Harrow match will be forgotten, but England will still be England, an everlasting animal stretching into the future and the past, and, like all living things, having the power to change out of recognition and yet remain the same.
