Did the Germans and the British really play soccer at Christmas in 1914?

In the Guardian, Scott Murray and John Ashdown discuss the rather amazing events of Christmas Day, 1914 between the combatants in France:

To borrow (and then misuse) one of the oldest football zingers in the book: in the middle of a fight, a football match broke out. A report in the Guardian on Boxing Day 1914 described how in one region “every acre of meadow under any sort of cover in the rear of the lines was taken possession of for football”. In their letters home, British soldiers told of shaking hands with their German counterparts and swapping cigarettes. A Scottish brigadier described how the Germans “came out of their trenches and walked across unarmed, with boxes of cigars and seasonable remarks. What were our men to do? Shoot? You could not shoot unarmed men.”

While there was undoubtedly continued gunfire along many sections of the front, most soldiers appear to have laid down their arms and called an unofficial truce that day, with fußball uppermost in the minds of many. A letter published on New Year’s Day from a British officer reads: “I hear our fellows played the Germans at football on Christmas Day. Our own pet enemies remarked they would like a game, but as the ground in our part is all root crops and much cut up by ditches, and as, moreover, we had not got a football, we had to call it off.” A letter in the Times, meanwhile, from a major reported that a German regiment “had a football match with the Saxons [regiment], who beat them 3-2”.

One match appears to have started between the Germans and a regiment from Cheshire, one of whom years later explained how a ball suddenly came hurtling over the top from the German side. “I should think there were about a couple of hundred taking part. I had a go at the ball. I was pretty good then, at 19. Everybody seemed to be enjoying themselves. There was no sort of ill-will between us. There was no referee, and no score, no tally at all. It was simply a melee — nothing like the soccer you see on television.”

ARA Libertad finally free to sail home from Ghana

If you’ve been following the debt-related travails of the Argentine navy’s flagship, you’ll recall that the ship was impounded on a visit to Ghana back in October. The BBC is now reporting that the ship has been released, and Argentinian sailors will be able to take the frigate home after a UN court decision:

The Libertad set sail from Ghana’s main port of Tema after a United Nations court last week ordered its release.

Argentina sent almost 100 navy personnel to man the three-masted training ship.

It was impounded after a financial fund said it was owed money by Argentina’s government as a result of a debt default a decade ago.

In November, sailors on board the Libertad reportedly pulled guns on Ghanaian officials when they tried to board the vessel to move it to another berth.

The lengthy diplomatic row began when the ship was prevented from leaving Ghana on 2 October, after a local court ruled in favour of financial fund NML Capital. The fund is a subsidiary of US hedge fund Elliot Capital Management which is one of Argentina’s former creditors.

Not all submarines are equal

Strategy Page on the US Navy’s need to work with — and even consider buying — modern diesel-electric submarines:

The U.S. Navy continues to debate the issue of just how effective non-nuclear submarines would be in wartime, and whether the U.S. should buy some of these non-nuclear boats itself. This radical proposal is based on two compelling factors. First, the U.S. Navy may not get enough money to maintain a force of 40-50 SSNs (attack subs.) Second, the quietness of modern diesel-electric boats puts nuclear subs at a serious disadvantage, especially in coastal waters. With modern passive sensors, a submerged diesel-electric sub is often the best weapon for finding and destroying other diesel-electric boats. While the nuclear sub is the most effective high seas vessel, especially if you have worldwide responsibilities and these nukes would have to quickly move long distances to get to the troubled waters, the diesel electric boat, operating on batteries in coastal waters, is quieter and harder to find.

For much of the past decade the U.S. Navy has been trying to get an idea of just how bad the threat it. Thus from 2005 to 2007 the United States leased a Swedish sub (Sweden only has five subs in service), and its crew, to help American anti-submarine forces get a better idea of what they were up against. This Swedish boat was a “worst case” scenario, an approach that is preferred for training. The Gotland class Swedish subs involved are small (1,500 tons, 64.5 meters/200 feet long) and have a crew of only 25. The Gotland was based in San Diego, along with three dozen civilian technicians to help with maintenance.

For many years before the Gotland arrived, the U.S. Navy had trained against Australian diesel-electric subs, and often came out second. The Gotland has one advantage over the Australian boats, because of its AIP system (which allows it to stay under water, silently, for several weeks at a time). Thus the Gotland is something of a worst case in terms of what American surface ships and submarines might have to face in a future naval war. None of America’s most likely naval opponents (China, North Korea or Iran), have AIP boats yet, but they do have plenty of diesel-electric subs which, in the hands of skilled crews, can be pretty deadly.

The real reason it’s so hard to cut military spending

From the January issue of Reason, Veronique de Rugy explains how the system is set up to protect military spending from even the most determined spending cuts:

The Department of Defense, with its 2.3 million workers, is the single largest employer in the United States. The defense industry, which is the main private-sector recipient of defense dollars, directly or indirectly employs another 3 million people. This, in a nutshell, is why it’s so hard to cut government spending in general and military spending in particular.

The scope and reach of the government are far bigger than we think, explains John J. Dilulio of the National Academy of Public Administration in the Spring 2012 issue of National Affairs. It’s more than just the money Washington spends or the people it employs. It’s also the people in the private sector who live off that spending. It’s the nonprofit organizations paid to help administer government programs. It’s the contractors who run the programs, the contractors’ sub-contractors, and so on.

Even when military contractors’ profits have reached an all-time high, Congress seems committed to sheltering the companies from any budget cuts. Industry lobbying probably plays a role here. According to the Center for Responsive Politics, the U.S. defense and aerospace lobby doled out $24 million to political campaigns and committees during the 2008 campaign cycle and spent nearly $60 million on lobbying in 2011. Lockheed Martin alone spent $15 million in 2011 on its lobbying efforts, plus $2 million in political contributions. Boeing spent $16 million on lobbying the same year.

In his seminal 1971 article “The Theory of Economic Regulation,” the Nobel-winning economist George Stigler noted that agencies eventually become captive of the very interest groups they were ostensibly designed to police. Writing regulation or even spending legislation requires in-depth industry knowledge, so federal agencies and lawmakers tend to hire directly from the very companies they must oversee or spend money on.

The reverse is true too. In order to gain better access to their regulators and government funds, companies hire lobbyists who used to work for Congress or government agencies. Of the 408 lobbyists employed by the military industry to apply pressure on Congress, 70 percent used to work on Capitol Hill.

Once upon a time, ministers of the crown would resign over cock-ups as blatant as the F-35 project

In Maclean’s, John Geddes illustrates why we are not as mature a society as we think:

It was painful to listen to Defence Minister Peter MacKay this afternoon as he faced repeated questions from reporters about whether he has any regrets about his handling of the government’s program to buy F-35 fighter jets.

Today’s news, not surprisingly, is that the problem-plagued Lockheed Martin fighter is only one of several jets whose costly tires the government will soon be kicking. And so pretty much everything MacKay has ever said about the necessity and inevitability of the F-35 procurement has proven to be dead wrong.

He might have made it easier to hear his answers without wincing had he just admitted to past mistakes. Failing that mature, obvious response, he might have clung to a fragment of dignity by resolving at least not to drag Canadian men and women in uniform into it.

But no. His couldn’t restrain himself. He couldn’t resist bringing up his concern for the troops when pointedly asked if he had any regrets about his past harsh words toward critics who raised what turned out to be entirely valid concerns about the F-35 program.

And another article from earlier this week from Andrew Coyne:

Yet, even now, MacKay and his officials are still trying to claim operating costs should not really be included, because “we’d have to spend that money anyway,” i.e. regardless of which plane was purchased, or even if we somehow hung onto the old CF-18s. This is interesting, but irrelevant. It’s useful to know how much more one plane would cost than another. But we also just need to know the cost, period. We don’t just need to compare the cost of one fighter jet with another. We also need to compare the benefits of spending a given sum on fighter jets, as a budget item, versus the other purposes to which the same money could be put: tanks, or health care, or cutting taxes.

And this brings us to the second reason this matters: because whatever the rules are, the government is obliged to follow them; because it knew what the rules are, and didn’t. I can understand why, in a way. There’s no doubt life-cycle costs can be misunderstood, or misrepresented, as if that $45.8-billion were just the acquisition cost, or as if it all came out of one year’s budget. But just because a rule is inconvenient does not entitle you to ignore it.

And even if one were inclined to excuse the initial deception, what is really inexcusable is the government’s subsequent refusal to back down, even when it was called on it, but rather to carry on spinning — as it did after the Parliamentary Budget Officer’s report, as it did after the (current) Auditor General’s report, as it is doing even today.

It has been that kind of month. More or less explicit repudiation of previous acts and stances has been the theme of the year-end for Stephen Harper and his colleagues. One of the questions we are left with is how Harper, notoriously a risk-averse, control-freak incrementalist, managed to leave hundreds of feet of skid marks around a bunch of big files.

Of course what happened is that times changed. The government’s costing of the F-35 was optimistic and short-term to begin with. Optimism worked out the way it usually does when you’re buying something big and untested. The old talking points grew stale, then ludicrous, and the government stuck with them until the government looked stale and ludicrous, and now it denies saying what it once said. None of this is a tragedy: the jets haven’t been bought, no purchase order has been cancelled, there is still time to choose a more realistic course. But it’s all been a bit awkward.

US Army study confirms what every NCO already knows

The US Army recently conducted a study on the effectiveness of their officer corps:

Army Chief of Staff General Ray Odierno announced today the results of an Army-wide study on company and field-grade leadership, which showed Majors are far more dangerous to soldiers than Second Lieutenants.

“While this was something we suspected for a long time,” Odierno said, “this study confirms it and provides the scientific background so we can appropriately react.”

After several pie-chart-rich slides, Bond summarized, “While we all know 2LTs have no experience and practically no training to mitigate that, no one expects anything more than marginal performance from them and no one gives them any real responsibility. That rests with their platoon sergeants.”

“Majors, on the other hand,” Bond explained, “with around 10 years’ experience in the Army are expected to actually know something and can be given positions of pretty significant authority. With that authority, bosses expect these majors to perform. Unlike when they were lieutenants, these majors seriously think they can succeed without a senior NCO carrying the weight for them.”

Odierno admitted that this was a problem he has had his eye on for a while. “Remember I was there once. When I was a 2LT, I had a Platoon Sergeant looking after me. When I made major I was the battalion S3, Ops Officer, and suddenly the Battalion Commander had expectations. Fortunately they were low expectations. At least I didn’t lose two vehicles like the major in supply. Of course Dennis recovered and he’s the Commanding General at Army Material Command now. Our boss just kept reminding us we were really lucky he graded on a curve.”

Granatstein: What Canada needs first is a defence policy

Writing in the National Post, historian J.L. Granatstein discusses the rise and fall of the government’s “Canada First” defence policy:

No one who has followed the history of Canadian defence has any doubt that for their first four years in power the Harper Conservatives were the best government for the Canadian Forces since the 1950s St Laurent government. Coming into power at the beginning of 2006, the Tories supported the troops in Afghanistan with the equipment–Leopards, C17s, new C130J Hercules transports, Chinook helicopters, anti-mine vehicles– and personnel they needed, they extended the mission twice, they increased defence spending massively, and they even produced their Canada First Defence Strategy in 2008.

If Afghanistan was one blow to the government’s defence plans, the Canada First Defence Strategy was another. The CFDS, despite its name, was not a strategy so much as a list of promised equipment purchases. It did not try to lay down much of a rationale for the nation’s defence or indicate how the government envisioned the ways in which the Canadian Forces might be employed in the future. Instead it promised guaranteed growth in defence spending, proposed a modest increase in personnel strength, and promised a long list of equipment to be acquired–15 combat vessels, support ships, the F35 fighter, and a fleet of land combat vessels. In all, the government pledged to spend almost a half trillion dollars over the next twenty or so years.

And maybe it might have done so, the voters permitting. But the sharp recession of 2008 tossed all plans into the garbage bin, and deficit fighting, not defence spending, soon became the Tories driving force. Instead of the promised increases, there are cuts that are already north of ten percent of the DND budget. The Army has already reduced its training, and there will be more cutbacks everywhere.

The new equipment was necessary — and welcome — but Canadians don’t have the almost instinctive deference Americans sometimes demonstrate to the demands of the generals and admirals for ships, planes, and tanks. Canadians are proud of their armed forces, but will not support endless demands for military toys and don’t welcome the idea of sending in the troops when things go wrong overseas. A well-thought-out, well-articulated defence policy is needed sooner rather than later to outline exactly what the government intends the army, navy, and air force to do in pursuit of our national goals and in protection of Canada and Canadians.

Is this the epitaph for Canada’s F-35 plans?

At the National Post, Kelly McParland offers two interpretations:

Ottawa is finally owning up to the fact the F-35 jet fighter purchase program is dead in the water. The Prime Minster’s Office insists the decision has not been made yet, but that’s reportedly just a formality. The killer was the cost: the government just couldn’t keep pretending it could deliver the jets for $9 billion plus expenses; it was more likely to be around $30 billion (which, curiously enough, is roughly what Parliamentary Budget Officer Kevin Page said they’d cost. Probably just a lucky guess. We’d ask him, but the Tories have duct-taped his mouth shut). The half-full view is that Ottawa bought into what seemed a worthwhile fighter, only to have the program unravel, and it’s doing the right thing (if a bit belatedly) in admitting it. Half-empty view is that the Tories totally mucked up the whole operation and were too pig-headed to look at alternatives from the beginning. Ya pays yer money and ya takes yer choice.

The odds against the RCAF ever getting their hands on the F-35 have been getting longer for a while: “GAO latest to attempt to shoot down the F-35” (March), “F-35 and the “bubbling skin” problem” (March), “David Akin: The F-35 fiasco is now a boondoggle” (April), “The F-35 program is “Military Keynesianism”” (April), “The F-35, the “supersonic albatross”?” (April), “The F-35 is “unaffordable and simply unacceptable”” (July), “The F-35 program in the cross-hairs” (November).

Revisiting Pearl Harbour

In a History Today article from 2001, Dan van der Vat looks at the actual history rather than the film treatments of the Japanese attack on Pearl Harbour in 1941:

To recount what actually happened blow by blow, as in the exhaustive Tora, Tora, Tora!, is one thing; to use the event as the backdrop to an avowed fiction, as in From Here to Eternity, is equally legitimate. But to play fast and loose with history by presenting fiction as fact is at best confusing and at worse dangerous — especially when the event is still within living memory, affects current policy and needs to be understood by the young if the lessons of history are to be truly learned.

On Roosevelt’s ‘date that will live in infamy’, six Japanese carriers launched 350 aircraft to immobilise the US battlefleet at the very moment talks were due to resume in Washington. The Americans knew Japan’s propensity for surprise attack (Korea in 1895, the Russians’ Chinese enclave at Port Arthur in 1904, Manchuria in 1931, China in 1937). They were forewarned by their Tokyo embassy of the inclusion of Pearl Harbor in Japan’s war-plans, and they intercepted signals exposing its intentions. Yet the Japanese achieved strategic surprise. But their strategic blunder in not bombing repair facilities and fuel dumps spared the US Navy the crippling embarrassment of having to withdraw 2,200 miles eastward to the continental West Coast.

Initial American reaction to Pearl Harbor included not only rage at Japanese duplicity but also incredulity based on racism. Many witnesses insisted they had seen swastikas on the bombers; surely the Germans must have been behind such a sophisticated stroke. Inability to cope with the reality of America’s most spectacular lost battle led to a flourishing conspiracy industry which sprang up within hours of the bombing.

Even today, extreme revisionists claim that British frogmen came in on the midget Japanese submarines that almost gave the game away by trying to attack before the bombers. That at least one batch of intelligence intercepts from 1941 has not yet been released is taken as proof that they must conceal the ‘smoking gun’ the revisionists so stubbornly seek to this day.

Update: MHQ has the story of the most effective Japanese spy who reported on the comings and goings of US Navy ships at Pearl Harbour:

At 1:20 a.m. on December 7, 1941, on the darkened bridge of the Japanese aircraft carrier Akagi, Vice Admiral Chui­chi Nagumo was handed the following message: “Vessels moored in harbor: 9 battleships; 3 class B cruisers; 3 seaplane tenders, 17 destroyers. Entering harbor are 4 class B cruisers; 3 destroyers. All aircraft carriers and heavy cruisers have departed harbor….No indication of any changes in U.S. Fleet or anything unusual.”

Astonishingly, such critical intelligence was not the work of a brilliant Japanese superspy who had worked his way into the heart of the fleet’s installation. Rather, Takeo Yoshikawa, a naval officer attached to the consulate and known to the Americans, had simply watched the comings and goings of the fleet from afar, with no more access than a tourist. He made little effort to cloak his mission, and almost certainly would have been uncovered if American intelligence had been more on the ball, or if America’s lawmakers had recognized the mortal threat Japan presented. Instead, he raised little suspicion, and his observations helped the Japanese piece together an extraordinarily detailed attack plan, ensuring its success.

UAVs move closer to the front rank of US Navy assets

The U.S. Navy X-47B UCAV (unmanned combat air vehicle) made its first catapult launch on November 29th, 22 months after its first flight. This launch was not from a carrier, but an airfield built to the same size as a carrier deck and equipped with a catapult. This first launch was to confirm that the X-47B could handle the stress of a catapult launch. Another X-47B has been loaded onto the deck of a carrier, to check out the ability of the UCAV to move around the deck. If all goes well, the first carrier launch of an X-47B will take place next year, along with carrier landings. Last year the navy tested its UCAV landing software, using a manned F-18 for the test, landing it on a carrier completely under software control.

It was four years ago that the navy rolled out the first X-47B, its first combat UAV. This compact aircraft has a wingspan of 20 meters (62 feet, and the outer 25 percent folds up to save space on the carrier). It carries a two ton payload and will be able to stay in the air for twelve hours. The U.S. is far ahead of other nations in UCAV development, and this is energizing activity in Russia, Europe and China to develop similar aircraft. It’s generally recognized that robotic combat aircraft are the future, even though many of the aviation commanders (all of them pilots) wish it were otherwise. Whoever gets there first (a UCAV that really works) will force everyone else to catch up, or end up the loser in their next war with someone equipped with UCAVs.

The U.S. Navy has done the math and realized that they need UCAVS on their carriers as soon as possible. The current plan is to get these aircraft into service six years from now. But there is an effort to get the unmanned carrier aircraft into service sooner than that. The math problem that triggered all this is the realization that American carriers had to get within 800 kilometers of their target before launching bomber aircraft. Potential enemies increasingly have aircraft and missiles with range greater than 800 kilometers. The navy already has a solution in development; the X-47B UCAS has a range of 2,500 kilometers

Is the USMC an unaffordable luxury for the 21st century?

In Time, Douglas Macgregor does his level best to persuade readers that the US Marine Corps is something the Obama administration could easily cut from the budget:

The Marines as currently organized and equipped are about as relevant as the Army’s horse cavalry in the 1930s and the Marines are not alone. They have company in the Army’s XVIII Airborne Corps.

But, first, let’s examine the Marines.

In truth, the Marines have a low-end warfare niche, but a very small one for extremely limited and unusual types of operations.

The capability to come ashore where the enemy is not present, then, move quickly with sustainable combat power great distances over land to operational objectives in the interior, is essential. The Marines cannot do it in any strategic setting where the opponent is capable (neither can the XVIII Airborne Corps!).

The Marines cannot confront or defeat armored forces or heavy weapons in the hands of capable opponents. Nor can the Marines hold any contested battle space for more than a very short amount of time, after which the Marine raid or short stay ashore is completed.

Adding vertical-and/or-short-takeoff-landing (V/STOL) aircraft like the F-35B, to compensate for the lack of staying power and mobility on the ground is not an answer, particularly given the severe limitations of VSTOL aircraft, and the proliferation of tactical and operational air defense technology in places that count.

The real question is how much Marine Corps do Americans need? The answer is not the 200,000 Marines we have today.

USS Enterprise, the first nuclear-powered aircraft carrier, decommissioned

The USS Enterprise was taken out of service yesterday after a long career:

The world’s first nuclear-powered aircraft carrier was retired from active service on Saturday, temporarily reducing the number of carriers in the U.S. fleet to 10 until 2015.

The USS Enterprise ended its notable 51-year career during a ceremony at its home port at Naval Station Norfolk, where thousands of former crew members, shipbuilders and their families lined a pier to bid farewell to one of the most decorated ships in the Navy.

“It’ll be a special memory. I’ve missed the Enterprise since every day I walked off of it,” said Kirk McDonnell, a former interior communications electrician aboard the ship from 1983 to 1987 who now lives in Highmore, S.D.

The F-35 program in the cross-hairs

I thought it had been a while since the last “bash the F-35” round of articles came past. Here’s Christopher Drew talking about the parlous state of the F-35 in light of the US government’s crushing budget woes:

The F-35 was conceived as the Pentagon’s silver bullet in the sky — a state-of-the art aircraft that could be adapted to three branches of the military, with advances that would easily overcome the defenses of most foes. The radar-evading jets would not only dodge sophisticated antiaircraft missiles, but they would also give pilots a better picture of enemy threats while enabling allies, who want the planes, too, to fight more closely with American forces.

But the ambitious aircraft instead illustrates how the Pentagon can let huge and complex programs veer out of control and then have a hard time reining them in. The program nearly doubled in cost as Lockheed and the military’s own bureaucracy failed to deliver on the most basic promise of a three-in-one jet that would save taxpayers money and be served up speedily.

“The plane is unaffordable,” said Winslow T. Wheeler, an analyst at the Project on Government Oversight, a nonprofit group in Washington.

Todd Harrison, an analyst at the Center for Strategic and Budgetary Assessments, a research group in Washington, said Pentagon officials had little choice but to push ahead, especially after already spending $65 billion on the fighter. “It is simultaneously too big to fail and too big to succeed,” he said. “The bottom line here is that they’ve crammed too much into the program. They were asking one fighter to do three different jobs, and they basically ended up with three different fighters.”

Chinese aviators start carrier landing practice

Strategy Page updates us on the development of China’s aircraft carrier capabilities:

A Chinese aviator, flying a Chinese made J-15 fighter, made the first landing and takeoff from a Chinese aircraft carrier just two months after the ship was commissioned (on September 25th). The first Chinese aircraft carrier, the Liaoning is a 65,000 ton, 305 meter (999 feet) long ship that had spent over a year on sea trials. During that time Liaoning was at sea for about four months. This was all in preparation for flight operations. Last year China confirmed that the Liaoning will primarily be a training carrier. The Chinese apparently plan to station up to 24 jet fighters and 26 helicopters on the Liaoning and use the ship to train pilots and other specialists for four or more additional carriers.

Five years ago the Chinese Navy Air Force began training carrier fighter pilots (or “aviators” as they are known in the navy). In the past Chinese navy fighter pilots went to Chinese Air Force fighter training schools, and then transferred to navy flight training schools to learn how to perform their specialized (over open water) missions. Now, operating from carriers, and performing landings and take-offs at sea, has been added to the navy fighter pilot curriculum. The first class of carrier aviators has finished a four year training course at the Dalian Naval Academy. This included learning how to operate off a carrier, using a carrier deck mock-up on land. Landing on a moving ship at sea is another matter. The Russians warned China that it may take them a decade or more to develop the knowledge and skills needed to efficiently run an aircraft carrier. The Chinese are game and are slogging forward. The first landing and takeoff was apparently carried out in calm seas. It is a lot more difficult in rough weather (when the carrier is moving up and down and sideways a lot) and at night. The latter, called “night traps” is considered the most difficult task any aviator can carry out, especially in rough weather.

They also point out that the US Navy’s experiments with naval UAVs continue and are putting technological pressure on both Russia and China to do the same:

Over the last few years, the U.S. Department of Defense decided that the air force and navy be allowed to develop combat UAVs to suit their particular needs. The X-45 was meant mainly for those really dangerous bombing and SEAD missions. But the Pentagon finally got hip to the fact that the UCAV developers were coming up with an aircraft that could replace all current fighter-bombers. This was partly because of the success of the X-45 in rapidly reaching its development goals, and the real-world success of the Predator (in finding, and attacking, targets) and Global Hawk (in finding stuff after flying half way around the world by itself.)

The U.S. Navy expects UAVs to replace most manned aircraft on carriers and the Chinese are aware of that. So the age of manned aircraft operating from Chinese carriers may be a short one. Chinese engineers are well aware of automatic pilot software and how it works. Now they will have feedback from Chinese carrier pilots and be able to do what the Americans have done.

The usual caveats about UAVs in combat should be noted.

The slow erosion of the US Navy’s carrier capability

At the Thin Pinstriped Line, Sir Humphrey looks at the US Navy’s carriers and the tasks they are being called on to accomplish:

On paper from next week the USN will operate 10 aircraft carriers, all NIMITZ class, after the USS ENTERPRISE is decommissioned. In reality those 10 vessels are going to be thinly stretched across the globe. Right now, of the 10 hulls, Nimitz is undergoing repairs, three are forward deployed (two are in the Gulf, one is in Japan) and another is available for tasking in the US. One (Abraham Lincoln) is available, but is about to enter deep refit for refuelling, while two more are in deep refit or being refuelled, with a further two in minor refit. As of today, the US Navy has just three operational deployed aircraft carriers at sea, with a fourth available in the US if required, and this is unlikely to change before summer 2013. The worry is that these sorts of availability problems will continue to grow as the class gets older. Make no mistake, these are some of the most complex and capable warships on the planet, but they are also getting old. Three of the hulls have now been commissioned for over thirty years, and another two for over twenty years. Although designed for an optimised 50 year lifespan, it is likely that as they age, maintenance is going to be increasingly difficult and availability will suffer.

Although a replacement class is now under construction, only one has been ordered so far, and the deep budget cuts likely to hit the DOD over the next few years means that it is by no means certain that further orders can be guaranteed in time to generate replacement hulls on time. This is a grim situation and it’s likely to get worse before it gets better.

Despite many years, and millions of dollars expenditure, the USN has not yet introduced a wholly new ship class since the DDG51s entered service back in the late 1980s. Although a couple of small ‘Littoral Combat Ships’ have entered service, the programme is delayed and it feels as if it is unlikely to ever yield large scale unit production. The USN surface fleet is getting a lot older though, with the Ticonderoga Cruisers, the older Arleigh Burkes and the residual Oliver Hazard Perry frigates all getting into their late teens through to late twenties. These ships have been worked hard for years, and yet no replacement is currently in site and likely to enter service within the next 5-6 years. The US escort fleet is increasingly reliant on the DDG51, which looks like it will remain in serial production for at least another twenty years. Of the replacement frigates and cruiser programmes, no signs of real progress seem to be occurring. While this situation drags on, funding is going to be needed soon for the next pair of CVNs to ensure serial production of the Ford class continues. So, the USN has a major problem in managing an ever more elderly fleet with ever fewer ships likely to be active. As spares budgets are cut, it will become harder to keep vessels at sea, while procurement of replacements seems ever more delayed.
