Virginia bans campus “free speech zones”

The way the fight for free speech has been going, you might be forgiven for reading that headline as “Virginia bans free speech”, but fortunately it’s actually a significant improvement in the right of university students to speak freely:

On Friday, Virginia Governor Terry McAuliffe signed a bill into law effectively designating outdoor areas on the Commonwealth’s public college campuses as public forums, where student speech is subject only to reasonable, content- and viewpoint-neutral time, place, and manner restrictions. Under this new law, college students at Virginia’s public universities will not be limited to expressing themselves in tiny “free speech zones” or subject to unreasonable registration requirements.

HB 258, championed by its lead patron Delegate Scott Lingamfelter, passed both houses of the Virginia General Assembly unanimously. The Foundation for Individual Rights in Education (FIRE) urged the passage of the bill and testified on behalf of the legislation in hearings in both legislative houses.

“FIRE thanks Governor McAuliffe, Delegate Lingamfelter, and all of Virginia’s delegates and senators for coming together and supporting this legislation,” said FIRE Legislative and Policy Director Joe Cohn. “One in six public colleges in the United States unjustly restricts student speech with free speech zones. Thanks to this new law, public institutions in Virginia will no longer be among them.”

Restricting student speech to tiny “free speech zones” diminishes the quality of debate and discussion on campus by preventing expression from reaching its target audience. Often, institutions that maintain these restrictive policies also employ burdensome permitting schemes that require students to obtain administrative permission days or even weeks before being allowed to speak their minds. Even worse, many of these policies grant campus administrators unfettered discretion to deny applications based on the viewpoint or content of the speakers’ intended message.

Grade inflation at US universities

Stu Burguiere looks at the remarkable increase in higher grades handed out at US universities:

I never went to college so I missed out on all the keg parties and, apparently, a surplus of good grades.

Contrary to the concept of school as you knew it growing up, A’s are pretty easy to come by these days. In fact the only thing you have to work really hard to get are D’s and F’s. In college today, an A is over four times as common as a D or an F combined.

It’s a drastic change from the 15% of students who received A’s in 1960.

The pool is a little higher today. Ok, it’s a lot higher. If you look at this chart you’ll see that 43% of all letter grades given today are A’s.

And this sort of makes sense if you think about it. No one wants to pay $40,000 a year to hear that they’re dumb.

College is one of the rare businesses in which you pay them and at the end of the experience they tell you how well they did. If you’re a parent and you send your kids to school and they get A’s you feel good about the purchase. But if your kids get F’s you feel like they wasted your money.

And amazingly these institutions of higher learning, that do little other than indoctrinate kids against the evils of capitalism, sure do understand incentives.

The “affirmative consent” meme meets the “purity test” form

As we’re regularly informed by media outlets and websites, we are in the middle of a rape epidemic, with skyrocketing rates of rape (especially on the campus). Wendy McElroy discusses the new White House initiative for “affirmative consent” and the actual statistics on sexual crimes:

It is called “affirmative consent.” It is a new front in the growing regulatory oversight of the most intimate aspect of personal life: making love or having sex. If the White House Council on Women and Girls gets its way, then the doctrine of affirmative consent will regulate sex on a campus near you. It may already be happening.

Affirmative consent is sometimes called “enthusiastic consent” or “yes means yes.” It is intended to replace the current standard of “no means no.” By that standard, the noninitiating sexual partner — almost always assumed to be the woman — needs to decline sex in some manner for the act to be legally viewed as rape. She can verbally decline, try to leave, or push the man away; her “no” can be expressed in many ways.

The legal standard of affirmative consent is said to solve these perceived problems. The person initiating sex must receive explicit consent before and throughout the sex act in order to escape the specter of rape. In practical terms, this means the man must receive explicit consent from the woman prior to and during a sex act, or he becomes vulnerable to being criminally charged.

When I read this, I instantly imagined a re-worked “sexual purity test” questionnaire for the new affirmative consent requirement. If it hasn’t already been done, I’m sure it’ll be posted somewhere within the week.

On the rather more dubious claim that rape is increasing, the stats don’t back that up at all:

There is a proximate cause for the growing campaign to assert affirmative consent on campuses and in legislatures. On January 22, 2014, the White House Council on Women and Girls issued a paper entitled “Rape and Sexual Assault: A Renewed Call to Action” (PDF). It stated, “1 in 5 women has been sexually assaulted while in college.” That’s a stunning statistic. Or, it would be, if it were true. It is not. And the New York Times headline, “Obama Seeks to Raise Awareness of Rape on Campus,” printed on the same day as the council’s report was released, can’t turn falsehood into truth. Nevertheless, the task force established in the wake of the report will almost certainly validate its findings and act on them.

The truth: the rate of rape has fallen sharply since 1979.

In March 2013, the U.S. Department of Justice reported,

    From 1995 to 2005, the total rate of sexual violence committed against U.S. female residents age 12 or older declined 64% from a peak of 5.0 per 1,000 females in 1995 to 1.8 per 1,000 females in 2005 (figure 1, appendix table 1). It then remained unchanged from 2005 to 2010. Sexual violence against females includes completed, attempted, or threatened rape or sexual assault. In 2010, females nationwide experienced about 270,000 rape or sexual assault victimizations compared to about 556,000 in 1995. [PDF.]

The White House Council’s report is also biased in its presumption that the majority of sexual assaults are committed by men against women. The council states that “1 in 71” men is raped in his lifetime, as opposed to “1 in 5” women during her college years. But this figure appears to conflict with the landmark 2007 “Sexual Victimization in State and Federal Prisons Reported by Inmates” conducted by the Bureau of Justice Statistics (BJS) within the Department of Justice (DOJ). The BJS report indicated that around 60,500 prisoners were sexually abused in one year alone. Since the prison population is overwhelmingly male, it is reasonable to assume most of the victims were male as well. (Indeed, of the ten prison facilities found to have the highest incidence of “nonconsensual sexual acts,” eight had only male prisoners [PDF].)

QotD: The triad of distinctively Canadian sports

We have a triad of distinctively Canadian sports: Canadian football, hockey and curling. Football, from its origins to the present, has remained a collegiate game, a game of the ruling class. College kids invented gridiron football; McGill undergrads taught Americans what a “touchdown” was. Today, football is, notoriously, the shortest path to becoming a partner in a law firm, with golf a close second. Peter Lougheed and Rob Ford were football players, rich kids who, in different ways, leveraged the social connectivity of the game.

Hockey is the most popular sport in the triad because it is the game of the Canadian middle class, a game that requires a family to have something of a surplus and, ideally, to live near a town of some size. The typical sponsor for a minor hockey team has always been some kind of small business — a plumber, a restaurant, a trucking company. There are still plenty of kids in families too broke to afford hockey. In Canada, it is the first way one might learn that one is poor.

This is where curling fits in: It is a farmer’s game, a peasant tradition. There are still many villages in the West that cannot afford hockey rinks, but that faithfully lay down two curling sheets in a long, narrow shack every fall. In those towns, an agriculture society’s community investment in two sets of stones will serve all for decades. Where hockey requires every child to have skates and pads and sticks, the traditional equipment for curling amounts to two ordinary household brooms for every four players.

The utopian bubble of elite university students

Jonah Goldberg on the “ideal” lifestyle of students at elite universities:

There’s a certain kind of elite student who takes himself very, very seriously. Raised on a suite of educational TV shows and books that insist he is the most special person in the world — studies confirm that Generation Y is the most egocentric and self-regarding generation in our history — he is away from home for the first time, enjoying his first experience of freedom from his parents. Those same parents are paying for his education, which he considers his birthright. Shelter is provided for him. Janitors and maids clean up after him. Security guards protect him. Cooks shop for him and prepare his food. The health center provides him medical care and condoms aplenty. Administrators slave away at finding new ways for him to have fun in his free time. He drinks with abandon when he wants to, and the consequences of his bacchanalia are usually somewhere between mild and nonexistent. Sex is as abundant as it is varied. If he does not espouse any noticeably conservative or Christian attitudes, his every utterance in the classroom is celebrated as a “valuable perspective.” All that is demanded of him is that he pursue his interests and, perhaps, “find himself” along the way. His ethical training amounts to a prohibition on bruising the overripe self-esteem of another person, particularly a person in good standing with the Coalition of the Oppressed (blacks, Latinos, Muslims, women, gays, lesbians, transsexuals, et al.). Such offenses are dubbed hate crimes and are punished in a style perfected in Lenin’s utopia: through the politicized psychiatry known as “sensitivity training.”

But even as this sensitivity is being cultivated, the student is stuffed to the gills with cant about the corruption of “the system,” i.e., the real world just outside the gates of his educational Shangri-La. He is taught that it is brave to be “subversive” and cowardly to be “conformist.” Administrators encourage kitschy reenactments of 1960s radicalism by celebrating protest as part of a well-rounded education — so long as the students are protesting approved targets, those being the iniquities of “the system.” There is much Orwellian muchness to it all, since these play-acting protests and purportedly rebellious denunciations of the status quo are in fact the height of conformity.

But it is a comfortable conformity, and this student — who in all likelihood will go into a profession at the pinnacle of the commanding heights of our culture — looks at this Potemkin world and thinks it is the way things are supposed to be. He feels freer than he ever has or ever will again, but that freedom is illusory. He is, in fact, a dependent: All his fundamental needs are met and paid for by others. This is what the political theorists call positive liberty — when someone else gives you a whole pile of stuff so you can be “free” to do whatever you want.

He’d have gotten away with it, except for those pesky girls

Being shy can be a handicap for certain kinds of activities. It can prevent you from doing things you might otherwise want to do. Shockingly, however, the Ontario Human Rights Tribunal doesn’t think that you should get special treatment just because you’re afraid to be the only guy in a class full of women:

Sexual politics have erupted again in Toronto’s ivory tower as another male student has lost a bid to be excused from a class with women without losing marks, this time because he’s shy.

The Ontario Human Rights Tribunal has dismissed a complaint by University of Toronto student Wongene Daniel Kim, who accused his professor of discriminating against him as a male when she docked him marks for not coming to class because he was too shy to be the only guy.

The second-year health science major arrived at the opening of a Women and Gender Studies course for which he had signed up in the fall of 2012 — “It had spaces left and fit into my timetable” — only to discover a room full of women and nary a man in sight.

“I felt anxiety; I didn’t expect it would be all women and it was a small classroom and about 40 women were sort of sitting in a semicircle and the thought of spending two hours every week sitting there for the next four months was overwhelming,” said Kim, 20, adding he manages a part-time job with women because there are also other men.

However the tribunal ruled his complaint did not warrant a hearing.

“The applicant has not satisfied me that his claimed discomfort in a classroom of women requires accommodation under the (Ontario Human Rights) Code,” wrote adjudicator Mary Truemner. “He admitted that his discomfort is based on his own ‘individual preference’ as a shy person … and stated he thought they (the women) would not be willing to interact with him because of his gender.”

This was “merely speculation as he never gave the class, or the women, a chance,” wrote Truemner, vice-chair of the tribunal.

Kim had no evidence of being “excluded, disadvantaged or treated unequally on the basis of” his gender, she said.

Administration costs in higher education

Megan McArdle says that the meme about fast-rising tuition costs at university being driven primarily by the increase in administration staff isn’t the whole story:

Tim Burke, a Swarthmore professor who is also a top-notch (if insufficiently prolific) blogger, has penned a long post that is a very useful corrective to this complaint. It isn’t that the professors are wrong, exactly — administration has grown fantastically over the last 50 years. And empire building is undoubtedly some of the reason for this, because all organizations accumulate unnecessary mid-managerial retinues unless the leadership makes a regular effort to scrape off the supernumerary barnacles.

However, most of those administrators have been hired for two much simpler reasons: The faculty wanted to outsource their administrative responsibilities to professionals so they could focus more on teaching and research; and the demands placed on a university are much greater than they used to be.

I am not going to excerpt Burke’s piece because it is too multifaceted, and too good; you’ll just have to read the whole thing. He elaborates the many new things that administrators now do, from monitoring diversity to tending the mental health of the students. He touches on the legal changes that have made much of this administrative bloat into an expensive necessity, a sort of institutional immune system that defends against lawsuits. He also mentions the new regulations, like Title IX, that imply a whole new staff of people certifying that you have complied with their requirements.

The “77 cents” meme

President Obama recycled the old claim that women are systematically underpaid and only get 77 cents for every dollar earned by men. Christina Hoff Sommers says this is far from the first time he’s been corrected (by the Washington Post, among others) for this hoary myth:

These and other differences in employment preferences and work-family choices have been widely studied in recent years and are now documented in a mountain of solid empirical research. By now the President and his staff must be aware that the wage gap statistic has been demolished. This is not the first time the Washington Post has alerted the White House to the error. Why continue to use it? One possibility is that they have been taken in by the apologetics of groups like the National Organization for Women and the American Association of University Women. In its 2007 Behind the Pay Gap report, the AAUW admits that most of the gap in earnings is explained by choices. But this admission is qualified: “Women’s personal choices are similarly fraught with inequities,” says the AAUW. It speaks of women being “pigeonholed” into “pink-collar” jobs in health and education. According to NOW, powerful sexist stereotypes “steer” women and men “toward different education, training, and career paths.”

Have these groups noticed that American women are now among the most educated, autonomous, opportunity-rich women in history? Why not respect their choices? For the past few decades, untold millions of state and federal dollars have been devoted to recruiting young women into engineering and computer technology. It hasn’t worked. The percent of degrees awarded to women in fields like computer science and engineering has either stagnated or significantly decreased since 2000. (According to Department of Education data, in 2000, women earned 19 percent of engineering BA’s, and 28 percent in computer science; by 2011, only 17 percent of engineering degrees were awarded to females, and the percent of female computer science degrees had dropped to 18.) All evidence suggests that though young women have the talent for engineering and computer science, their interest tends to lie elsewhere. To say that these women remain helplessly in thrall to sexist stereotypes, and manipulated into life choices by forces beyond their control, is divorced from reality — and demeaning to boot. If a woman wants to be a teacher rather than a miner, or a veterinarian rather than a petroleum engineer, more power to her.

The White House should stop using women’s choices to construct a false claim about social inequality that is poisoning our gender debates. And if the President is truly persuaded that statistical pay disparities indicate invidious discrimination, then he should address the wage gap in his own backyard. Female staff at the White House earn 88 cents on the dollar compared to men. Is there a White House war on women?

Reforming the NFL (and the NCAA)

Gregg Easterbook is worried that we’re at peak football (NFL football, anyway), and has a few suggestions to fix what he thinks are some of the worst problems facing the game as a whole:

For the NFL:

  • Revoke the nonprofit status of league headquarters, and the ability of the league and individual clubs to employ tax-free bonds. A bill before the Senate, from Republican Tom Coburn of Oklahoma, would end these and other sports tax breaks.
  • Require disclosure of painkiller use club by club — as anonymous data, with names removed. Painkiller abuse may be football’s next scandal.
  • Change law so images of football games played in publicly funded stadia cannot be copyrighted. The effect would be that the NFL would immediately repay all stadium construction subsidies, and never seek a subsidy again. Altering national copyright law seems more promising than trying to ban pro football stadium subsidies state by state, since the handouts originate with a broad mix of state, county and city agencies. (Yes, careful wording of such a law would be required to prevent unintended consequences.)

For the NCAA:

  • Graduation rates should be factored into the new FBS playoff ranking system. Not the meaningless “Academic Progress Rate” the NCAA touts precisely because of its meaninglessness — graduation is what matters. News organizations that rank college football should add graduation rates voluntarily, as news organizations have voluntarily agreed to many best-practice standards.
  • For FBS players, the year-to-year scholarship — which pressures them to favor football over the library, to ensure the scholarship is renewed — should be replaced with a six-year scholarship. That way once a player’s athletic eligibility has expired, typically after 4.5 years, and once the NFL does not call — 97 percent of FBS players never take an NFL snap — there will be paid-up semesters remaining for him to be a full-time student, repair credits and earn that diploma. Not all will need the extra semesters. But six-year full scholarships would change big-college football from a cynical exercise in using up impressionable young men and throwing them away, into a fair deal: The university gets great football, the players get educations.
  • NCAA penalties should follow coaches. If a coach breaks rules at College A then skedaddles to College B, all College A sanctions should follow him. The NFL should agree, voluntarily, that the length of any NCAA penalties follows any coach who skedaddles to the pros. So if Coach A gets out of town just before the posse arrives and imposes a two-year sanction on College B, Coach A should face a two-year sanction from the NFL.

For football at all levels:

  • Eliminate kickoffs, the most concussion-prone down. After a score, the opponent starts on his 25. Basketball eliminated most jump balls; purists cried doom; basketball is just fine.
  • Ban the three-point and four-point stance. Because of these stances, most football plays begin with linemen’s heads colliding. No reform reduces helmet-to-helmet contact faster than requiring all players to begin downs with hands off the ground and heads up. Will this make football a sissified sport? That’s what was said of the forward pass.
  • Only four- or five-star rated helmets should be permitted. Some of the safest helmets are prohibitively expensive for public high school districts, but the four-star, $149 Rawlings Impulse is not. Only double-sided or Type III (individually fitted) mouth guards should be permitted. Double-sided mouth guards are the most cost-effective way to protect against concussions. Many players won’t wear them because they look geeky. If everyone was wearing them, this would not matter.

A more general reform is needed, too. Football has become too much of a good thing. Tony Dungy told me for The King of Sports, “If I could change one aspect of football, it would be that we need more time away for the game, as players and as a society. Young boys and teens should not be doing football year-round. For society, it’s great that Americans love football. But now with the internet, mock drafts, fantasy leagues and recruiting mania year-round, with colleges and high school playing more games and the NFL talking about an even longer schedule — we need time off, away from the game.” We need less of everything about football.

Excerpt from Glenn Reynolds’ new book

The Wall Street Journal has an excerpt from The New School: How the Information Age Will Save American Education From Itself, the latest book by the Instapundit himself:

Though the GI Bill converted college from a privilege of the rich to a middle-class expectation, the higher education bubble really began in the 1970s, as colleges that had expanded to serve the baby boom saw the tide of students threatening to ebb. Congress came to the rescue with federally funded student aid, like Pell Grants and, in vastly greater dollar amounts, student loans.

Predictably enough, this financial assistance led colleges and universities to raise tuition and fees to absorb the resources now available to their students. As University of Michigan economics and finance professor Mark Perry has calculated, tuition for all universities, public and private, increased from 1978 to 2011 at an annual rate of 7.45%. By comparison, health-care costs increased by only 5.8%, and housing, notwithstanding the bubble, increased at 4.3%. Family incomes, on the other hand, barely kept up with the consumer-price index, which grew at an annual rate of 3.8%.

For many families, the gap between soaring tuition costs and stagnant incomes was filled by debt. Today’s average student debt of $29,400 may not sound overwhelming, but many students, especially at private and out-of-state colleges, end up owing much more, often more than $100,000. At the same time, four in 10 college graduates, according to a recent Gallup study, wind up in jobs that don’t require a college degree.

Students and parents have started to reject this unsustainable arrangement, and colleges and universities have felt the impact. According to a recent analysis by this newspaper, private schools are facing a long-term decline in enrollment. More than a quarter of private institutions have suffered a drop of 10% or more — in some cases, much more. Midway College in Kentucky is laying off around a dozen of its 54 faculty members; Wittenberg University in Ohio is eliminating nearly 30 of about 140 full-time faculty slots; and Pine Manor College in Massachusetts, with dorm space for 600 students but only 300 enrolled, has gone coed in hopes of bringing in more warm bodies.

Even elite institutions haven’t been spared, as schools such as Haverford, Morehouse, Oberlin and Wellesley have seen their credit ratings downgraded by Moody’s over doubts about the viability of their high tuition/high overhead business models. Law schools, including Albany Law School, Brooklyn Law School and Thomas Jefferson Law School, have also seen credit downgrades over similar doubts. And now Democrats on Capitol Hill are pushing legislation to give colleges “skin in the game” by clawing back federal aid money from schools with high student-loan default rates. Expect such proposals to get traction in 2014.

Camille Paglia on “obsolete” men

Writing in Time, Camille Paglia tries to counter some of the received wisdom of academic feminism:

If men are obsolete, then women will soon be extinct — unless we rush down that ominous Brave New World path where women clone themselves by parthenogenesis, as famously do Komodo dragons, hammerhead sharks and pit vipers.

A peevish, grudging rancor against men has been one of the most unpalatable and unjust features of second- and third-wave feminism. Men’s faults, failings and foibles have been seized on and magnified into gruesome bills of indictment. Ideologue professors at our leading universities indoctrinate impressionable undergraduates with carelessly fact-free theories alleging that gender is an arbitrary, oppressive fiction with no basis in biology.

Is it any wonder that so many high-achieving young women, despite all the happy talk about their academic success, find themselves in the early stages of their careers in chronic uncertainty or anxiety about their prospects for an emotionally fulfilled private life? When an educated culture routinely denigrates masculinity and manhood, then women will be perpetually stuck with boys, who have no incentive to mature or to honor their commitments. And without strong men as models to either embrace or (for dissident lesbians) to resist, women will never attain a centered and profound sense of themselves as women.

From my long observation, which predates the sexual revolution, this remains a serious problem afflicting Anglo-American society, with its Puritan residue. In France, Italy, Spain, Latin America and Brazil, in contrast, many ambitious professional women seem to have found a formula for asserting power and authority in the workplace while still projecting sexual allure and even glamour. This is the true feminine mystique, which cannot be taught but flows from an instinctive recognition of sexual differences. In today’s punitive atmosphere of sentimental propaganda about gender, the sexual imagination has understandably fled into the alternate world of online pornography, where the rude but exhilarating forces of primitive nature rollick unconstrained by religious or feminist moralism.

Reason.tv – Dirty Jobs’ Mike Rowe on the High Cost of College

“If we are lending money that ostensibly we don’t have to kids who have no hope of making it back in order to train them for jobs that clearly don’t exist, I might suggest that we’ve gone around the bend a little bit,” says TV personality Mike Rowe, best known as the longtime host of Discovery Channel’s Dirty Jobs.

“There is a real disconnect in the way that we educate vis-a-vis the opportunities that are available. You have — right now — about 3 million jobs that can’t be filled,” he says, talking about openings in traditional trades ranging from construction to welding to plumbing. “Jobs that typically parents’ don’t sit down with their kids and say, ‘Look, if all goes well, this is what you are going to do.'”

Rowe, who once sang for the Baltimore Opera and worked as an on-air pitchman for QVC, worries that traditional K-12 education demonizes blue-collar fields that pay well and are begging for workers while insisting that everyone get a college degree. He stresses that he’s “got nothing against college” but believes it’s a huge mistake to push everyone in the same direction regardless of interest or ability. Between Mike Rowe Foundation and Profoundly Disconnected, a venture between Rowe and the heavy equipment manufacturer Caterpillar, Rowe is hoping both to help people find new careers and publicize what he calls “the diploma dilemma.”

Whether you like football or not — whether you’ve ever bought a ticket to a high school, college, or NFL game — you’re paying for it.

That’s one of the takeaways from The King of Sports: Football’s Impact on America, Gregg Easterbrook’s fascinating new book on the cultural, economic, and political impact of America’s most popular and lucrative sport.

“The [state-supported] University of Maryland charges each…undergraduate $400 a year to subsidize the football program,” says Easterbrook, who notes that only a half-dozen or so college teams are truly self-supporting. Even powerhouse programs such as the University of Florida’s pull money from students and taxpayers. “They do it,” he says, “because they can get away with it.”

At the pro level, billionaire team owners such as Paul Allen of the Seattle Seahawks and Shahid Khan of the Jacksonville Jaguars benefit from publicly financed stadiums for which they pay little or nothing while reaping all revenue. Easterbrook also talks about how the lobbyists managed to get the NFL chartered as a nonprofit by amending tax codes designed for chambers of commerce and trade organizations.

As ESPN.com‘s Tuesday Morning Quarterback columnist, Easterbrook absolutely loves football but also isn’t slow to throw penalty flags at the game he thinks is uniquely America. In fact, he sees the hypocrisy at the center of the business of football as “one of the ways that football synchs [with] American culture….Everyone in football talks rock-ribbed conservatism, self-reliance. Then their economic structure is subsidies and guaranteed benefits. Isn’t that America?”

Easterbrook sat down with Reason‘s Nick Gillespie to discuss The King of Sports, how the business of football burns taxpayers, and whether increased worries about brain injuries and other problems spell eventual doom for the NFL and other levels of play.

[Karl Marx] was also an unemployed professor, a scholar in the German tradition with a first-rate brain, a vast depth of learning and considerable obscurity of thought. Of his intellect and scholarship there can be no doubt at all. He knew many languages and had read widely in many subjects. A very learned man indeed, he was admirably fitted for the life of a German university. Marx’s complete absorption in his philosophy, history and economics was quite typical of the sort of professor he should by right have become. That mixture of scholarship, vagueness, poverty and practical inexperience would have graced a chair at Heidelberg or Bonn. But for the death in 1840 of Frederick William IV, a man of strictly orthodox views on religion, Marx might have had an academic career. Barred from this, however, as an atheist, he had no class to teach, no pupils from whom he might have learned. There is a sense, of course, in which a professor lives apart from the world. But his duties, even in the mid-nineteenth century, involved some contact with other people. The most professorial of German professors would have examinations to set and appointments to keep. Sessions of Senate and Faculty might give him scope for eloquence or intrigue, and he would find for himself the need to compromise, concede and persuade. Howbeit painfully and slowly, the professor comes to know something of administration and finance. But this was the practical knowledge which Marx was denied. All the experience he had was in his own home, where his failure was catastrophic for his wife and family. Of his children some died of slow starvation and two committed suicide. Retaining and increasing all his professional learning, he became more purely theoretical than even professors are allowed to be. Of the difficulties of organizing human society he knew practically nothing. There was in fact no human society — no province or city, no school or club — of which he could be said to have been a member. His whole life was bounded by the printed page.

A brief history of fifty years of American economic thought

Tyler Cowen wraps up the rise and fall of “right” and “left” economics in the US since the 1960s:

Throughout the 1970s and most of the 1980s, the so-called “right wing” was right about virtually everything on the economic front. Most of all communism, but also inflation, taxes, (most of) deregulation, labor unions, and much more, noting that a big chunk of the right wing blew it on race and some other social issues. The Friedmanite wing of the right nailed it on floating exchange rates.

Arguably the “rightness of the right” peaks around 1989, with the collapse of communism. After that, the right wing starts to lose its way.

Up through that time, market-oriented economists have more interesting research, more innovative journals, and much else to their credit, culminating in the persona and career of Milton Friedman.

I’ve never heard tales of Paul Samuelson’s MIT colleagues mocking him for his pronouncements on Soviet economic growth. I suspect they didn’t.

Starting in the early 1990s, the left wing is better equipped, more scholarly, and also more fun to read. (What exactly turned them around?) In the 1990s, the Quarterly Journal of Economics is suddenly more interesting and ultimately more influential than the Journal of Political Economy, even though the latter retained a higher academic ranking. The right loses track of what its issues ought to be. There is no real heir to the legacy of Milton Friedman.
