The politics of the school lunch

Baylen Linnekin examines the school lunch issue, and finds yet another example of experts and government officials trying to override parental input and childrens’ own wishes “for the children”, of course:

School food is always a hot topic, and is perhaps more so now than it’s ever been. From a publicity standpoint, school food has taken off as an issue largely due to the efforts of [British chef and food nuisance Jamie] Oliver and First Lady Michelle Obama. But viewed from the standpoint of edibility, cost, and healthiness, food served by public schools via the USDA’s National School Lunch Program was already an issue because that program and its food have a decades-long track record of sucking. And in spite of the best efforts of Oliver and Mrs. Obama, along with new rules set to take effect in the coming months, I’m not optimistic that the quality of school food is likely to change anytime soon. Why?

If you’re one of those who thought all this talk about the National School Lunch Program had translated into better food, think again. Contrary to any visions you may have of expensive reforms leading to school kitchens serving as virtual clearinghouses for fresh fruits and vegetables, that just isn’t the case. Expensive reforms? You bet. They crop up every few years. But schools are still serving kids nachos. And sometimes — as happened last week at a public school in Ohio — those nachos are full of ants.

Issues like ants in food are hardly rare. And other systemic problems persist.

I remember what kind of crap my middle and high school cafeterias offered … and if I’d forgotten to bring a sandwich with me that day, going hungry always seemed like the better choice. The food on offer always seemed to manage the difficult stunt of being visually unappealing (sometimes being actually disgusting to look at), nutritionally inadequate, and either utterly flavourless (the better choice) or actively nasty. No wonder the best sellers in the cafeteria were the milk cartons (especially the chocolate milk), pop cans, potato chips, chocolate bars, and Vachon cakes (all of which were pre-packaged and relatively invulnerable to further processing).

As a 12-year-old army cadet, my first experience of army cooking was a huge shock: it was actually good! I didn’t know that cafeteria-style cooking didn’t have to be bland, boring, or nauseating. Schools couldn’t seem to manage the trick, but the army could.

School lunches also neuter the ability of families to make dietary choices their children. Consider the pink slime controversy earlier this year. Whether you were up in arms over chemically treated meat or thought it was completely fine to eat, the truth is if you’re a public school parent whose child eats a school lunch you still have little say over whether or not your child eats pink slime — or genetically-modified foods, sugars, starches, and a whole host of other foods about which decent parents (and experts) disagree.

Another good example of how school lunches usurp family decision-making took place in Chicago last year, where a seventh grader named Fernando Dominguez helped lead a revolt against his school’s six-year-old policy that banned students from taking their own lunch to school. According to the Chicago Tribune, the principal argued that the policy was put in place “to protect students from their own unhealthful food choices.”

These anecdotes help illustrate the point that food served in public school cafeterias has — along with prison food — long been one of the best arguments against the singular notion that big, mean corporations are responsible for all of the food problems we face in America. After all, public-school lunches are government creations. They’re subsidized by government, provided by government, served by government, and paid for by government. And they’re often gross, unhealthy, and wasteful.

But supporters of the National School Lunch Program, not surprisingly, argue that what’s needed are reforms, improvements, rejiggering, and — of course — more money.

That is the annual change in child mortality in those selected countries. No country, no group of countries, has ever seen anything like this, it simply has not happened so quickly anywhere else at all. Something, blessedly, is going very right indeed in this world. My suggestion is that we keep doing exactly what it is that we are currently doing: we might call it globalisation, foreign direct investment, openness to trade or as Madsen puts it, buying things made by poor people in poor countries. But it’s working, isn’t it?

Why fly?

Amy Alkon on yet another blatant attempt by the TSA to lord it over passengers, especially the young, weak, and vulnerable:

Chris Morran on Consumerist excerpts a Facebook post from a Montana mom, Michelle Brademeyer, who was flying home from Kansas with her two young children and their grandmother. Grandma apparently triggered some alarm at the checkpoint, and was forced to have a seat and wait to be groped by an agent. That’s when the 4-year-old ran over to give Granny a hug. Sweet — until the TSA went all police state on them. The mother writes:

First, a TSO began yelling at my child, and demanded she too must sit down and await a full body pat-down. I was prevented from coming any closer, explaining the situation to her, or consoling her in any way. My daughter, who was dressed in tight leggings, a short sleeve shirt and mary jane shoes, had no pockets, no jacket and nothing in her hands. The TSO refused to let my daughter pass through the scanners once more, to see if she too would set off the alarm. It was implied, several times, that my Mother, in their brief two-second embrace, had passed a handgun to my daughter.

My child, who was obviously terrified, had no idea what was going on, and the TSOs involved still made no attempt to explain it to her. When they spoke to her, it was devoid of any sort of compassion, kindness or respect. They told her she had to come to them, alone, and spread her arms and legs. She screamed, “No! I don’t want to!” then did what any frightened young child might, she ran the opposite direction.

That is when a TSO told me they would shut down the entire airport, cancel all flights, if my daughter was not restrained. It was then they declared my daughter a “high-security-threat”.

The TSO loomed over my daughter, with an angry grimace on her face, and ordered her to stop crying. When my scared child could not do so, two TSOs called for backup saying “The suspect is not cooperating.” The suspect, of course, being a frightened child. They treated my daughter no better than if she had been a terrorist…

A third TSO arrived to the scene, and showed no more respect than the first two had given. All three were barking orders at my daughter, telling her to stand still and cease crying. When she did not stop crying on command, they demanded we leave the airport. They claimed they could not safely check my daughter for dangerous items if she was in tears. I will admit, I lost my temper.

Finally, a manager intervened. He determined that my child could, in fact, be cleared through security while crying. I was permitted to hold her while the TSO checked her body. When they found nothing hidden on my daughter, they were forced to let us go, but not until after they had examined my ID and boarding passes for a lengthy amount of time. When we arrived at our gate, I noticed that the TSOs had followed us through the airport. I was told something was wrong with my boarding pass and I would have to show it to them again. Upon seeing the TSO, my daughter was thrown into hysterics. Eventually, we were able to board our flight.

Terrorize ’em young and they stay terrorized, pliable, and afraid to confront authority. It won’t be long before the TSA is Tasing ’em before they can run away (if they don’t already have that power).

Sweden pushes past “gender equality” to “gender neutrality”

But for many Swedes, gender equality is not enough. Many are pushing for the Nordic nation to be not simply gender-equal but gender-neutral. The idea is that the government and society should tolerate no distinctions at all between the sexes. This means on the narrow level that society should show sensitivity to people who don’t identify themselves as either male or female, including allowing any type of couple to marry. But that’s the least radical part of the project. What many gender-neutral activists are after is a society that entirely erases traditional gender roles and stereotypes at even the most mundane levels.

Activists are lobbying for parents to be able to choose any name for their children (there are currently just 170 legally recognized unisex names in Sweden). The idea is that names should not be at all tied to gender, so it would be acceptable for parents to, say, name a girl Jack or a boy Lisa.

I’ve always thought it a bad idea to allow governments to decide what names parents are allowed to give to their children. Obviously I’m an old fogey and should be ignored on critical issues like this.

Social Democrat politicians have proposed installing gender-neutral restrooms so that members of the public will not be compelled to categorize themselves as either ladies or gents. Several preschools have banished references to pupils’ genders, instead referring to children by their first names or as “buddies.” So, a teacher would say “good morning, buddies” or “good morning, Lisa, Tom, and Jack” rather than, “good morning, boys and girls.” They believe this fulfills the national curriculum’s guideline that preschools should “counteract traditional gender patterns and gender roles” and give girls and boys “the same opportunities to test and develop abilities and interests without being limited by stereotypical gender roles.”

The next step, of course, is to require the Prime Minister to address the Sveriges riksdag as “Buddies”. That’d set a proper tone of intimacy and co-operative inclusiveness, right?

To those who feel gender equality or gender neutrality ought to be intrinsic to a modern society, it probably makes sense to argue for instilling such values at an early age. The Green Party has even suggested placing “gender pedagogues” in every preschool in Stockholm, the Swedish capital, who can act as watchdogs. But of course toddlers cannot weigh arguments for and against linguistic interventions and they do not conceive of or analyze gender roles in the way that adults do.

Ironically, in the effort to free Swedish children from so-called normative behavior, gender-neutral proponents are also subjecting them to a whole set of new rules and new norms as certain forms of play become taboo, language becomes regulated, and children’s interactions and attitudes are closely observed by teachers. One Swedish school got rid of its toy cars because boys “gender-coded” them and ascribed the cars higher status than other toys. Another preschool removed “free playtime” from its schedule because, as a pedagogue at the school put it, when children play freely “stereotypical gender patterns are born and cemented. In free play there is hierarchy, exclusion, and the seed to bullying.” And so every detail of children’s interactions gets micromanaged by concerned adults, who end up problematizing minute aspects of children’s lives, from how they form friendships to what games they play and what songs they sing.

And you thought helicopter parents were bad? Imagine living your entire pre-school-to-high-school career under the watchful gaze of “gender pedagogues” whose task is to ensure that you never display any behaviour or utter any phrases which are gender-specific.

“Teacher tenure is one of those ideas” [that] “do real damage to the public education system”

If I told you that an article in support of ending tenure for public school teachers appeared in The New Republic, would you believe it? I wouldn’t have done, until today:

Like the abortion measures, this bill was also pushed by Republicans — but here’s the strange part: It was actually a halfway decent idea. The subject of the bill was an important one: tenure for public school teachers. And, while the proposal wasn’t perfect, it was at least an attempt to rectify what is perhaps the least sane element of our country’s approach to education.

The vast majority of states have long granted public school teachers tenure. The way it works is simple: After a certain number of years, teachers qualify — “virtually automatically” in most states, according to the National Council on Teacher Quality — for a form of job protection that makes it extremely difficult to fire them for the rest of their careers.

So what is the case for K–12 teacher tenure? The truth is, there isn’t a good one. One argument typically offered by tenure defenders is that teaching is a notoriously difficult profession in which to measure success. But this is true for lots of jobs — yet, in all other professions, efforts are still made, however imperfect, to evaluate whether an employee is succeeding and to remove those who are not. Why should teaching be different? In fact, given that teaching is arguably the most important job in our society, it would be difficult to name a profession, save maybe the military, for which these sorts of heightened job protections would be less logical. If a job is truly important to the nation’s future, then you want to make sure that the most able, talented people are doing it — and doing their best work at all times.

That goal is simply incompatible with tenure. Indeed, tenure is so illogical that it’s impossible to see why it shouldn’t be abolished. And that is exactly what the Virginia bill sought to do. Predictably, however, Democrats — who remain far too beholden to teachers’ unions — scuttled the measure. As a result, tenure lives on in Virginia for now.

Nick Gillespie on the “bully” crisis that isn’t

There’s an ongoing major media story about bullies, but Nick Gillespie says the crisis doesn’t really exist:

“When I was younger,” a remarkably self-assured, soft-spoken 15-year-old kid named Aaron tells the camera, “I suffered from bullying because of my lips—as you can see, they’re kind of unusually large. So I would kind of get [called] ‘Fish Lips’—things like that a lot—and my glasses too, I got those at an early age. That contributed. And the fact that my last name is Cheese didn’t really help with the matter either. I would get [called] ‘Cheeseburger,’ ‘Cheese Guy’—things like that, that weren’t really very flattering. Just kind of making fun of my name—I’m a pretty sensitive kid, so I would have to fight back the tears when I was being called names.”

It’s hard not to be impressed with — and not to like — young Aaron Cheese. He is one of the kids featured in the new Cartoon Network special “Stop Bullying: Speak Up,” which premiered last week and is available online. I myself am a former geekish, bespectacled child whose lips were a bit too full, and my first name (as other kids quickly discovered) rhymes with two of the most-popular slang terms for male genitalia, so I also identified with Mr. Cheese. My younger years were filled with precisely the sort of schoolyard taunts that he recounts; they led ultimately to at least one fistfight and a lot of sour moods on my part.

Ah, yes, the joy of classmates discovering that “Nick” is such a useful name for casual abuse. It was part of the reason I’ve insisted on using “Nicholas” ever since I got into the working world. Bullies were certainly part of my early school experience, and that of my own son. Rather like the changing of the seasons, they were just part of the school environment. I got into a few fights, but quickly learned that most other boys had a weight and reach advantage over me that resulted in a fairly quick end to each fight. The bullying tapered off in high school, but I tried to minimize the opportunities for it to happen, too. I have very few remaining friends from school — but that’s partly a reflection of the fact that I had relatively few friends in school.

Part of the perceived problem with bullies is that parents are much more involved in their kids’ lives than earlier generations:

How did we get here? We live in an age of helicopter parents so pushy and overbearing that Colorado Springs banned its annual Easter-egg hunt on account of adults jumping the starter’s gun and scooping up treat-filled plastic eggs on behalf of their winsome kids. The Department of Education in New York City — once known as the town too tough for Al Capone — is seeking to ban such words as “dinosaurs,” “Halloween” and “dancing” from citywide tests on the grounds that they could “evoke unpleasant emotions in the students,” it was reported this week. (Leave aside for the moment that perhaps the whole point of tests is to “evoke unpleasant emotions.”)

Politicians, always eager to be seen to be “doing something”, are lining up to “do something” about bullying:

Last year, in response to the suicide of the 18-year-old gay Rutgers student Tyler Clementi, the state legislature passed “The Anti-Bullying Bill of Rights.” The law is widely regarded as the nation’s toughest on these matters. It has been called both a “resounding success” by Steve Goldstein, head of the gay-rights group Garden State Equality, and a “bureaucratic nightmare” by James O’Neill, the interim school superintendent of the township of Roxbury. In Congress, New Jersey Sen. Frank Lautenberg and Rep. Rush Holt have introduced the federal Tyler Clementi Higher Education Anti-Harassment Act.

The Foundation for Individual Rights in Education has called the Lautenberg-Holt proposal a threat to free speech because its “definition of harassment is vague, subjective and at odds with Supreme Court precedent.” Should it become law, it might well empower colleges to stop some instances of bullying, but it would also cause many of them to be sued for repressing speech. In New Jersey, a school anti-bullying coordinator told the Star-Ledger that “The Anti-Bullying Bill of Rights” has “added a layer of paperwork that actually inhibits us” in dealing with problems. In surveying the effects of the law, the Star-Ledger reports that while it is “widely used and has helped some kids,” it has imposed costs of up to $80,000 per school district for training alone and uses about 200 hours per month of staff time in each district, with some educators saying that the additional effort is taking staff “away from things such as substance-abuse prevention and college and career counseling.”

Bullying is a problem, but it’s neither new nor growing:

But is bullying — which the stopbullying.gov website of the Department of Health and Human Services defines as “teasing,” “name-calling,” “taunting,” “leaving someone out on purpose,” “telling other children not to be friends with someone,” “spreading rumors about someone,” “hitting/kicking/pinching,” “spitting” and “making mean or rude hand gestures” — really a growing problem in America?

Despite the rare and tragic cases that rightly command our attention and outrage, the data show that things are, in fact, getting better for kids. When it comes to school violence, the numbers are particularly encouraging. According to the National Center for Education Statistics, between 1995 and 2009, the percentage of students who reported “being afraid of attack or harm at school” declined to 4% from 12%. Over the same period, the victimization rate per 1,000 students declined fivefold.

I’ve thought this might be the case for years

So it’s nice to find that the science seems to be pointing in the same direction:

Maybe it’s okay to let your toddler lick the swing set and kiss the dog. A new mouse study suggests early exposure to microbes is essential for normal immune development, supporting the so-called “hygiene hypothesis” which states that lack of such exposure leads to an increased risk of autoimmune diseases. Specifically, the study found that early-life microbe exposure decreases the number of inflammatory immune cells in the lungs and colon, lowering susceptibility to asthma and inflammatory bowel diseases later in life.

The finding, published today (March 21) in Science, may help explain why there has been a rise in autoimmune diseases in sterile, antibiotic-saturated developed countries.

“There have been many clues that environmental factors, particularly microbiota, play a role in disease risk, but there’s very little information about when it’s critical for that exposure to take place,” said Jonathan Braun, chair of pathology and laboratory medicine at the David Geffen School of Medicine at the University of California, Los Angeles, who was not involved in the research. “This is one of the most compelling observations to pin down that time frame.”

Trends in education: “We are cultivating vulnerability in the classroom”

As a follow-up to yesterday’s post on teachers discouraging students from having best friends, here is an article in the Independent by Amol Rajan on the same topic:

Some people argue this is all part of the feminisation of schooling. A reduction in the number of male teachers, as a proportion of the overall teaching population, has led to a greater emphasis on emotions and feelings in the classroom. I think this analysis is patronising, rude to women, and intellectually limited.

What we do know is that over the past few decades, there has been a gradual voiding of knowledge from our schools. Academic education has been systematically attacked, and while proper schooling — in the traditional sense of passing bodies of knowledge down the generations — has been preserved for the rich, what the poor have been given instead of schooling is skilling. The rise of vocational education and the rise of emotional literacy in the classroom are both a consequence of the flight from academic education.

But there is something more fundamental going on too, which Professor Frank Furedi, pictured, described in Paranoid Parenting more than a decade ago. We are cultivating vulnerability in the classroom, just like we’ve long cultivated it in the playground. “The teaching profession is being reformed as a therapeutic profession,” Dr Hayes, a close associate of Furedi’s, writes, “often prioritising the delivery of therapy over education to ‘vulnerable’ children and young people.”

The emotional policing of school children, including various bans on best friends, is designed to protect them from each other. Its main effect may ultimately be to stop them from protecting themselves.

Learn another language to boost your intelligence

My son bitterly resented being sent to French Immersion after kindergarten (many of his friends were not entering FI and he wanted to stay with them), but recent studies back up our decision:

Most people would already describe someone who knows multiple languages as a smart person, but there’s new research that shows learning and knowing more than one language can have a deeper impact on the way your brain works than previously believed. In reality, people who know multiple languages are able to monitor their surroundings better and switch between mental tasks faster, and those benefits extend from the early years to old age — and you can harness them even later in life by picking up a new language.

In its examination of the topic, the New York Times points to a trio of studies, one from 2004 and published in the journal Developmental Science from researchers at the York University Department of Psychology that indicated bilingual individuals are more adept at certain mental challenges and tasks than people who only know one language.

However, it’s still true that the best time to learn a second language is early in life.

Converting teachers into pre-grief counsellors

Dennis Hayes on the recent trend in teaching: preventing children from having “best friends” because the emotional pain of losing a best friend is too much for kids to bear.

In some English schools, having best friends can now get you in serious trouble with teacher. At the weekend, it was reported that primary school children in certain areas are being discouraged from having best friends to avoid the ‘pain of falling out’. Gaynor Sbuttoni, an educational psychologist working with schools in south-west London, told The Sunday Times, ‘I have noticed that teachers tell children they shouldn’t have a best friend and that everyone should play together… They’re doing it because they want to save the child the pain of splitting up from their best friend.’ Sbuttoni is not the first to speak out against this trend in the UK, and ‘no best friend’ policies have been in place in some US schools for quite a while.

Reading the reports, it might seem like this is just a silly intervention by meddling teachers, which simply needs to be stamped out. But that underestimates what is going on in our schools. The teaching profession is being reformed as a therapeutic profession, often prioritising the delivery of therapy over education to ‘vulnerable’ children and young people. As this new therapeutic profession develops, more and more interventions like ‘no best friends’ will arise, either spontaneously in classrooms or as a result of conscious intervention by school heads, local authorities, government and, of course, Ofsted, which runs with every fad and fashion.

Meddling in young children’s emotional lives is the worst feature of contemporary schooling. Children are now trained to have ‘appropriate’ emotions through emotional literacy classes and so-called subjects like SEAL — the ‘Social and Emotional Aspects of Learning’. The training on offer in such sessions is nothing short of emotional manipulation. Children are taught to be moderate; empathy is good, anger is bad. They are taught to be emotionally dead, out of touch with all the emotions that make up human relationships, passion, anger, jealousy, hatred and even love, which is sentimentalised and sanitised. This is the anodyne therapeutic ethos that now dominates education at all levels.

The North Carolina school lunch story continues

Remember the original story from a few days ago that lots of conservative and libertarian bloggers jumped on right away: the child whose packed lunch was deemed unhealthy so she had to eat cafeteria chicken nuggets and the bill sent home to the parents? That story was denied and several sources insisted it was a deliberate reframing of an innocent situation. However, there’s now a second parent form that school who says the same thing happened to her child:

Diane Zambrano says her 4-year-old daughter, Jazlyn, is in the same West Hoke Elementary School class as the little girl whose lunch gained national attention earlier this week. When Zambrano picked Jazlyn up from school late last month, she was told by Jazlyn’s teacher that the lunch she had packed that day did not meet the necessary guidelines and that Jazlyn had been sent to the cafeteria.

The lunch Zambrano packed for her daughter? A cheese and salami sandwich on a wheat bun with apple juice. The lunch she got in the cafeteria? Chicken nuggets, a sweet potato, bread and milk.

When Jazlyn said she didn’t eat what her mother had made her, Zambrano went to her teacher and demanded to know what happened. She said the teacher told her an official had come through that day to inspect students’ lunches and that those who were lacking certain food groups were sent to the cafeteria. After she received her cafeteria food, the teacher told Zambrano, Jazlyn was told to put her homemade lunch back in her lunchbox and set it on the floor.

Zambrano said the teacher told her it was not the first time student lunches have been inspected, and that officials come “every so often.”

The memo Jazlyn brought from the school outlines the necessary nutritional requirements students’ homemade lunches must contain: two servings of fruit or vegetables, one serving of dairy, one serving of grain and one serving of meat or meat substitute. Included with the memo was a separate sheet, this one a bill for the cafeteria food Jazlyn was served.

The memo, dated Jan. 27 with the subject line “RE: Healthy Lunches,” was signed by school principal Jackie Samuels and said, while “we welcome students to bring lunches from home … it must be a nutritious, balanced meal with the above requirements. Students, who do not bring a healthy lunch, will be offered the missing portions which may result in a fee from the cafeteria.”

Lemonade stand economics and government accounting

An amusing illustration of the differences between real world profit and loss and the government’s accounting methods:

Parents, wanting to encourage the idea that working and making money is a good idea, drive around to buy the lemon, sugar, designer bottled water, cups, spoons, napkins, a sign or two, and probably a paper table cloth.

Aside from time and gas, the outing adds up to something north of $10. At the opening of business the next day, the kids find business is slow to nonexistent at $1 per cup. So, they start to learn about market demand and find that business becomes so brisk at only 10 cents per cup that they are sold out by noon, having served 70 cups of lemonade and hauled in $7.

There is a strand of economics, we’ll call it the K-brand, that sees all this as worthwhile. They add together the $10 spent by the parents to back the venture and the $7 spent by the customers and conclude that an additional $17 of spending is clearly a good thing. Surely, the neighborhood economy has been stimulated.

To the family it is a loss, chalked up as a form of consumption. If this were a business enterprise it would be a write-off. In classical economics it is a “mal-investment.”

But that is not how it works in government accounting. While a private business must adjust its books to reflect the losses from an intended investment that went bad, governments never do that.

When a government “invests” in, say, an airport in Johnstown, Pa., all the expenditures for labor and materials are recorded as investments and are additions to national output. Never mind that when it is later discovered that only three people a day want to fly to or from the airport, no adjustment to national wealth will reflect the folly of this “mal-investment.”

If the airport had been financed by purely private, commercial enterprises, the initial expenditures would have been recorded as investment spending, but when reality struck and the entire project was written off as a total loss, the business-profit component of national output would decline. That is, a previous bad “investment” reduces, rather than augments, current national income.

To help kids stay healthier, don’t be a clean fanatic

I’ve suspected for quite a while that the “epidemic” of food allergies and other ailments among today’s children was related to the extremely hygienic conditions of modern homes (that is, kids’ immune systems were insufficiently stressed by exposure to germs, which meant higher risk of immune system over-reaction later in life). I’m not a scientist, so my suspicion was just based on less-than-statistically valid observation of my son and his friends while they were growing up — the kids with the most sterile home environments did seem more likely to have serious allergy issues come up later.

I could have been on the right track, after all:

I do wonder, however, whether we’re all becoming a bit too paranoid about germs. I include my own family in this group. Once we left the doctors’ office, for example, my wife and I encouraged our children to use a hand sanitizer. When our kids were toddlers our house had alcohol wipes and Purell vials all over the place. But is all this washing and disinfecting really necessary? Is it proactive prevention? Or overly paranoid fear?

That, at least, is the thinking behind the “hygiene hypothesis,” a school of thought first proposed by David P. Strachan in 1989, and now experiencing a resurgence that’s probably a response to society’s mania for cleanliness. Strachan’s original study sought to explain why British kids with greater numbers of older siblings had fewer incidences of hay fever, speculating that perhaps it could be the fact kids with lots of older siblings tend to be exposed to greater numbers of germs. While it was greeted with skepticism early on, Strachan’s theory has since been confirmed. In fact, in the decades since, greater exposure to germs early in life has also been associated in epidemiological studies with lower levels of asthma, some allergies and even such autoimmune diseases as type-1 diabetes and multiple sclerosis.

“These data support the idea that the greater diversity of microbial exposure among children who live on farms is associated with the protection from the development of asthma,” study researchers reported, speculating that microbial exposure may encourage development of immune system cells that in turn suppress the production of the sort of immune-system cells that trigger asthmatic reactions. Researchers’ next hope to determine which microbes are most responsible for preventing asthma — and that, perhaps, may lead to new therapies, such as targeted microbe exposures, for the dreaded respiratory malady.

More broadly, the study is a reminder that humans have been living and fighting off germs for tens of thousands of years. Particularly when we’re young, germs serve an important purpose for the development of the immune system. By depriving our children of exposure to germs, we may be depriving them the benefits of a process the human body has evolved over aeons, a process that helps to create healthy and allergy-free adults.

“I don’t know how these kids do it, how they go to school every day without breaking these laws”

The further criminalization of what used to be ordinary childhood behaviour:

Each day, hundreds of schoolchildren appear before courts in Texas charged with offences such as swearing, misbehaving on the school bus or getting in to a punch-up in the playground. Children have been arrested for possessing cigarettes, wearing “inappropriate” clothes and being late for school.

In 2010, the police gave close to 300,000 “Class C misdemeanour” tickets to children as young as six in Texas for offences in and out of school, which result in fines, community service and even prison time. What was once handled with a telling-off by the teacher or a call to parents can now result in arrest and a record that may cost a young person a place in college or a job years later.

“We’ve taken childhood behaviour and made it criminal,” said Kady Simpkins, a lawyer who represented Sarah Bustamantes. “They’re kids. Disruption of class? Every time I look at this law I think: good lord, I never would have made it in school in the US. I grew up in Australia and it’s just rowdy there. I don’t know how these kids do it, how they go to school every day without breaking these laws.”

The British government is studying the American experience in dealing with gangs, unruly young people and juvenile justice in the wake of the riots in England. The UK’s justice minister, Crispin Blunt, visited Texas last September to study juvenile courts and prisons, youth gangs and police outreach in schools, among other things. But his trip came at a time when Texas is reassessing its own reaction to fears of feral youth that critics say has created a “school-to-prison pipeline”. The Texas supreme court chief justice, Wallace Jefferson, has warned that “charging kids with criminal offences for low-level behavioural issues” is helping to drive many of them to a life in jail.
