Sinking of HMCS Annapolis as an artificial reef. HMCS Annapolis is being sunk in Halkett Bay on Gambier Island by the Artificial Reef Society of British Columbia. It will serve as a recreational dive site, and provide a habitat for fish and other marine life.

Poul Anderson pointed out to me that he rather doubted if this country could survive through purely voluntary military service.

Perhaps he is right. I care not. If there are not sufficient Simon-pure, utterly uncoerced volunteers to defend a country and save it … [sic] then let it go down the drain! And that applies just as much to my own beloved country as it does to the Roman Empire … The thought of a draftee being required to die that I may live is as morally offensive to me as that of galley slaves, chained to their sweeps, and drowning in battle not of their choosing.

If the United States goes under (as I am inclined to think she will), I will be inclined to blame it on moral decay rather than on the superiority of our enemies … [sic] and, to me, the gravest aspect of that moral decay lies in the fact that we have elected to depend on human slaves as cannon fodder.

But I suppose that my opposition to a democratically accepted and publicly approved social institution such as the National Selective Service Act — having the gall to label this flag-bedecked and chaplain-blessed custom “human slavery” — is still another of “Heinlein’s dangerous ideologies” as seditious as my unspeakable notion that the franchise is not a “natural right” to be handed out as freely as favours at a children’s party, but to be earned by toil and danger at great personal sacrifice.

Well, if my teachings are now to be indicted as “dangerous”, tending to “corrupt the youth of the land”, I will be in most noble and distinguished company. Pass the hemlock, please —

The threat of fire is ever-present on warships, which is why fire training is conducted every day a Canadian vessel is in port and at least once a week when it’s at sea. But the fire on Chicoutimi, which already had experienced a four-year delay in getting out of port, could hardly have come at a worse time for Canada’s “silent service.” It fuelled a controversy that had begun in 1998 with the purchase of the ship and three other mothballed Upholder-class submarines from the United Kingdom’s Royal Navy. From the start, critics questioned the deal, which was supposed to cost $800 million for the subs and the conversion work required to bring them up to the Royal Canadian Navy’s requirements. (Few put it as succinctly as Mike Hancock, the British MP who asked, “Why were the Canadians daft enough to buy them?”) The fire simply added to what Paul Mitchell, a professor of defence studies at the Canadian Forces College in Toronto, calls an already “well-established narrative of waste and dysfunction.”

In 1943, thousands of Canadians bought a book, co-authored by humorist and early supporter of the RCN Stephen Leacock, that gave a reasonably clear account of the U-boat attacks on the St. Lawrence in 1942, which claimed twenty-one ships and 249 lives, including 136 aboard the ferry SS Caribou. Ultimately, Canada emerged from the war with the world’s fourth-largest navy, most of which was quickly scrapped, or “paid off.” In the late 1940s, the threat posed to transatlantic shipping by Soviet submarines led the navy to purchase the aircraft carrier HMS Magnificent, which was replaced in 1957 by HMCS Bonaventure. When the Trudeau government decided to decommission the carrier — Misadventure, as some wags had dubbed it — commentators intelligently discussed the anti-submarine capabilities of the ships that would replace it.

What passes for naval debate today is, by contrast, too often uninformed and sloppy. The Halifax Chronicle Herald reported in September 2011 that Chicoutimi was being “cannibalized” for parts for HMCS Victoria (not acknowledging that this practice, known as a transfer request, is standard RCN operating procedure). And most articles about the submarine program are riddled with errors and boilerplate references to the 2004 fire. Compare that to a 1969 fire, which killed nine men aboard the destroyer HMCS Kootenay and quickly vanished from a more sea-conscious news.

For much of the late twentieth century, Canada’s three British-built, diesel-electric Oberon-class submarines served an important role as “clockwork mice” — targets for anti-submarine training exercises by Canadian and other Allied navies. After being equipped with passive sonar and Mark 48 torpedoes in the mid-1980s, these “O-boats” became true weapons platforms capable of performing their NATO missions in the Canadian Atlantic Submarine area. (Not until 2009 did the public learn of the “surreal moment” in late November 1986 during which Lieutenant-Commander Larry Hickey worked out the coordinates that, had he detected an offensive move, would have guided a torpedo from HMCS Onondaga into the hull of a nearby Soviet submarine — and possibly precipitated World War III.)

Last October, at the Naval Association of Canada conference in Ottawa, speaker after speaker lamented the public’s ignorance of these topics and, in many cases, its outright hostility toward submarines. Frigates, with their flared bows and graceful lines, intercept pirates in the Arabian Sea and hurry supplies to disaster areas after earthquakes and tsunamis. They sail to Toronto for the Canadian National Exhibition and make for good photo ops while passing under Vancouver’s Lions Gate Bridge. Part of the image problem, one speaker wryly noted, is that “you can’t host a decent cocktail party on the deck of a submarine.” Nor can the Victoria-class subs assert Canada’s sovereignty in the Arctic in the muscular terms employed by Stephen Harper in his 2007 “Use It or Lose It” speech.

The submarine’s most important characteristic is its stealth. Far from being appreciated as a strategic asset, however, stealth jars with the public’s notion of a peaceable kingdom. Former foreign affairs minister Lloyd Axworthy went so far as to declare the ships “un-Canadian,” echoing British admiral Sir Arthur Wilson’s 1901 comment that they are “underhanded, unfair, and damned un-English.” According to Commander Michael Craven, gathering intelligence, joining with coalition partners to close off choke points, enabling “covert delivery and recovery of Special Operations Forces,” and performing a constabulary role against illegal fisheries and drug smugglers is exactly consistent with what Axworthy called “soft power.” That is, global influence exerted via “ideas, values, persuasion, skill and technique” and other forms of “non-intrusive intervention.”

Adam Clark Estes provides a beginner’s guide to Navy-strength rum:

The Royal Navy’s successful invasion of Jamaica in 1655 had a lot of terribly negative outcomes. The commanders ended up in the Tower of London. Many of the English sailors fell sick or starved. A lot of Spanish settlers died. But there was one undeniably positive outcome: rum.

After that fated invasion, the Royal Navy started giving its sailors daily rations of domestically produced rum instead of the French brandy they’d been receiving. (“Domestically produced” meaning produced on the captured island of Jamaica, of course.) Referred to as a “tot,” this ration of rum measured about half a pint and was given to sailors around midday. The order used to distribute rum rations—”splice the mainbrace” — got its name from one of the most difficult repair jobs aboard it the ship. It remains a euphemism for having a drink today.

In order to ensure that the rum hadn’t been watered down, the sailors would “prove” the spirit’s strength by pouring it on gunpowder and then trying to ignite it. If it lit up, they knew that the alcohol content was greater than 57 percent. If it did not, the rum was considered “under proof.” This is where the term alcohol proof comes from, though it means something slightly different today.

The Royal Navy later tweaked the formula of the rations after the rum had been proved by adding some water and a bit of lime juice to combat scurvy. This healthy cocktail became known as grog after the 18th century British admiral Edward Vernon, better known as “Old Grog” for the waterproof grogram cloak he wore at sea.

Over the course of the past three centuries, Navy-strength rum has become the stuff of legend. The deep brown spirit made its way around the world, often in oak grog barrels with brass letters that read “The Queen God Bless Her,” or “The King God Bless Him” depending on the reign. Sailors used copper cups of various “measures” to portion out the grog. Since it took little more than molasses to make rum, the Royal Navy had no trouble keeping the kegs full.

Parallels between the Regia Marina of the 1930s and the PLAN today

In The Diplomat, Franz-Stefan Gady shows how it could be that China’s People’s Liberation Army Navy (PLAN) may be following a similar strategy to Mussolini’s Regia Marina (Royal Italian Navy):

The history of the inter-war Italian navy, the Regia Marina, which faced a strategic outlook similar to the PLAN and was also confronted by technologically superior naval opponents, provides a great lesson in why overestimating your enemy’s capabilities is maybe just as dangerous as underestimating military power.

In short, miscalculating the fighting strengths of Mussolini’s navy prior to and during World War II diverted precious allied resources from dealing with more important military challenges (and as a consequence it inadvertently contributed to various allied defeats in the first three years of the war, such as during the Battle of France, and especially during the campaigns in North Africa). It also influenced policy making by granting Italy too big of a say in European politics (e.g., look up the history of the signing of the Munich Agreement) in comparison to the country’s real military capabilities.

Like the PLAN today, the Italians were engaged in many military innovations throughout the 1930s. For example, one article notes: “The Italian navy was impressive for its pioneering naval research into radar and its prowess in torpedo technology — the latter resulting in powerful aerial and magnetic torpedoes and contributing to the maiali, or small human-guided torpedoes — the ultimate weapons in asymmetric naval warfare.”

Also, the post-World War I Italian Navy, similar to today’s People’s Liberation Army Navy, harbored regional aspirations. With the conclusion of the war in 1918, the Italian admirals agreed that the navy must first dominate the Adriatic Sea and then expand into the Mediterranean and the Red Sea. China has a similar sequential strategy with attempting to dominate the Taiwan Strait as well as the South China Sea, followed by a push beyond the First Island Chain, and finally projecting power all the way to the Second Island Chain and beyond.

This battle will be the blueprints for future British offensives. On the Balkan, Serbia is facing a different enemy: Typhus. ISIS recruiting is going great. Retention? That’s a bit more dodgy

At Strategy Page, a look at an under-reported phenomenon as ISIS struggles with retaining some of its foreign volunteers:

ISIL is having problems with its foreign recruits. Many of them arrive with the intention of simply living in an “Islamic state” not fighting to expand that state. ISIL tried to accommodate the foreigners, lest they return home and report unfavorably about life in ISIL controlled territory. This led to foreign recruits getting better treatment (housing, food, access to “wives” and all manner of creature comforts. This, naturally, led to resentment by local (Syria and Iraq) recruits. That led to more locals deserting, joining the growing number of foreigners who simply walked away. Or tried to walk away as in late 2014 ISIL began accusing those who left of desertion and jailing or executing them. This inspired more (but better planned) desertions and growing dissent within both the ranks and among commanders. ISIL does want skilled foreigners in their caliphate but most of the foreign volunteers have no useful skills and ISIL seeks to use them as fighters or suicide bombers. Few people with useful skills are eager to join ISIL.

Internal criticism is not the only problem ISIL is facing in 2015. ISIL has recently suffered prominent defeats in Iraq and Syria as well as continued rebellions in both countries. Even the Syrian Army is retaking ground from ISIL. The Kurds are defeating ISIL forces outside Kobane in Syria and near the Iraq border. In Iraq Kurds, Iraqi soldiers and Sunni and Shia militias are both stopping ISIL attacks and pushing back ISIL forces outside of Mosul, Kirkuk and Tikrit. An offensive to retake Mosul is expected before June. Meanwhile air attacks not only continue but are more frequent and more damaging. This makes it more difficult to stockpile supplies or move large numbers of gunmen quickly. More leaders are being found and killed by these air attacks. Important economic targets like oil refineries are being destroyed. Inside the ISIL run “caliphate” (eastern Syria and western Iraq) there are growing shortages of everything and ISIL is finding that conquest is easier than running an economy. The economic problems fuel the rebellions and desertions and it’s a vicious circle that is destroying ISIL from within. The problem with ISIL is that so far it has solved its supply (logistical) problems via looting. But there has been no new conquests to loot for over six months and the stockpiles of plunder taken in 2014 is nearly exhausted. It’s another example of the old military maxim, “amateurs study tactics while professionals study logistics.” The accountants always win in the end.

The forces arrayed against ISIL have a better grasp of the logistical problems and have done something with that awareness. Thus Kurdish and Iraqi forces operating along the border with Syria have cut the best supply routes between Syria and Iraq. ISIL can still move between these two areas but with greater difficulty (using more fuel and time to do so). Taking longer to travel puts ISIL more at greater risk of attack by coalition warplanes. Worse, it becomes impractical to move essential supplies (especially food and fuel) between Iraq and Syria.
