Perhaps a more interesting question would be why the United States allowed states and local governments to operate with armed dictators using force to hold onto power for many decades.
Remember, the Battle of Athens in 1946 was due to the Sheriff attempting to steal the election at gunpoint just as the Democrats had for years. McMinn County was not at all unusual.
