Those damned unintended consequences

Unintended consequences are the bane of social engineers. They are why the “Scientific” and centralized method of governance never worked and will never work. (Sorry, guys, it just won’t.)

Part of it is because humans are contrary. Part of is because humans are chaotic. And part of it is because like weather systems, societies are so complex it’s almost impossible to figure out what a push in any given place will cause to happen in another place.

This is why price controls are the craziest of idiocies. They don’t work in the way they’re intended, but oh, they work in practically all the ways they’re not. So, take price controls on rent. All they really do is create a market in which housing is scarce, landlords don’t maintain their property AND the only people who can afford to live in cities that have rent control are the very wealthy.

BUT Sarah, you say, aren’t rent controls supposed to make them affordable. Yeah. All that and the good intentions will allow you to go skating in hell on the fourth of July weekend.

Let’s be real, okay? I saw rent control up close and personal in Portugal. Rents were controlled and landlords were penalized for “not keeping the property up”.

In Portugal at the time, and here too, most of the time from what I’ve seen, the administration of property might be some management company, but that’s not who OWNS the damn thing. The owners are usually people who bought the property so it would support them in old age/lean times.

To begin with, you’re removing these people’s ability to make money off their legitimately owned property. And no, they’re not the plutocrats bernie bros imagine. These are often people just making it by.

Second, people are going to get the money some other way, because the alternative is dying. And people don’t want to die or be destitute. So they’re going to find the money. I have no idea what it is in NYC, etc, but in Portugal? it was “key buying.” Sure, you can rent the house for the controlled price, but you have to make a huge payment upfront to “buy the key.” From what I remember this was on the order of a small house down payment. And if you couldn’t do that, you were stuck getting married and living with your parents. And if you say “greedy landlords” — well, see the other thing you could do was leave the lease in your will. So the landlord didn’t know if they’d ever get control of their property back, and they needed to live off this for x years (estimated length of life.) So, that was an unintended consequence. The kind that keeps surfacing in rent-controlled cities in the US.

The same applies to attempts to “help” the homeless. Part of this, as part of all attempts to “fix” poverty is that the people doing it, usually the result of generations of middle class parents and strives assume the homeless and the poor are people like them.

To an extent, they’re correct. The homeless and the poor are PEOPLE. But culture makes a difference, and culture is often based on class and place of upbringing. And the majority of humanity, judging by the world, might be made to strive but are not natural strivers. Without incentive, most of humanity sits back, relaxes and takes what it’s given.

The movement for more Irish self determination had turned into a full out revolutionary movement by 1919. The British Empire was losing control over Ireland and by early 1920 was in a full out guerrilla war against the Irish Republican Army (IRA). To regain control more police forces were recruited with wide ranging authorities – and a lack of actual police training. With their mismatched equipment made from war supplies, they soon got the nickname “Black and Tans”.

In Quillette, Matt Johnson remembers the great anti-identitarian writer and speaker, Christopher Hitchens:

Hitchens thought fearlessly. As Martin Amis put it, he liked “the battle, the argument, the smell of cordite.” This is why he told the publisher of God is Not Great: How Religion Poisons Everything to organize a book tour that ran through the pulpits of the American South instead of remaining confined to the coasts. It’s why he relished every opportunity to lambaste Bill and Hillary Clinton in front of liberal audiences. It’s why he went after Mother Teresa and Princess Diana. He was an inveterate iconoclast — if there was a bloated reputation to puncture or a cherished dogma to deflate, he saw it as a duty and a pleasure to do so.

It’s no surprise that this oppositional inclination, coupled with blistering rhetorical ability, made Hitchens a deadly debater. After his death in December 2011, countless tributes and articles about Hitchens emphasized what a force he was in the studio and on the debate stage — his erudition and wit, his fluency, his seemingly superhuman memory. Hitchens is unforgettable for all these reasons, but people don’t miss him because he could turn a phrase or win an argument on CNN — they miss him because he thought for himself and refused to apologize for it. He didn’t want to write and speak as the representative of a community: “My own opinion is enough for me,” he told the audience at a debate on free speech in 2007, “and I claim the right to have it defended against any consensus, any majority.”

“Unpopular ideas can be silenced, and inconvenient facts kept dark, without the need for any official ban,” Orwell wrote in his original introduction to Animal Farm (which was, ironically, suppressed). He continued: “Anyone who challenges the prevailing orthodoxy finds himself silenced with surprising effectiveness.” While there was far more official censorship in Orwell’s time, we’re living through an era of pervasive self-censorship, and as Packer explains, this type of silencing is “more insidious than the state-imposed kind, because it’s a surer way of killing the impulse to think, which requires an unfettered mind.”

Hitchens detested tribal and parochial feelings of any kind, which is why he was dismayed when he witnessed the emergence of identity as a catalyst for political mobilization in the late 1960s and early 1970s. In his memoir, Hitch-22, Hitchens attacked radicals who thought it was “enough to be a member of a sex or gender, or epidermal subdivision, or even erotic ‘preference,’ to qualify as a revolutionary.” When Hitchens first heard the expression “the personal is political,” he knew “as one does from the utterance of any sinister bullshit that it was — cliché is arguably forgivable here — very bad news.” As he put it in a 2008 article:

    People who think with their epidermis or their genitalia or their clan are the problem to begin with. One does not banish this specter by invoking it. If I would not vote against someone on the grounds of ‘race’ or ‘gender’ alone, then by the exact same token I would not cast a vote in his or her favor for the identical reason.

It’s easy to imagine what Hitchens would have thought about a recent New York Times headline that declared “The Next President Should Not Be a Man” or a prominent writer and activist who announced that she “will not support white male candidates in the Dem primary.” The people who write such things are thinking with their epidermis and genitalia, which is to say they’re not thinking at all. You don’t have to bother defending candidates’ principles and positions when gender and race are the only relevant variables.

So tell me what’s the price of a mile? The Battle of Passchendaele in 1917 is often remembered as a dismal and dreadful campaign. Fighting over endless mud, waterlogged shell-holes and unrecognizable, bombed out ground, the battle became a slog where everybody was just miserable. Hundreds of thousands of men became casualties for the advance of a handful of miles.

QotD: Rommel’s generalship

Yes, the reader might respond, but surely we are on firmer ground with regard to [Rommel’s] military skill! After all, no less a figure than British Prime Minister Winston Churchill called him “a great general” on the floor of the House of Commons. Even here, it is possible to make a counterargument. Rommel’s daring exploits at the head of the Afrika Korps (later enlarged and renamed Panzerarmee Afrika) were exciting, to be sure, but many officers in his own army reckoned them as an ultimately valueless sideshow. His disinterest in the dreary science of logistics, his “bias for action,” his tendency to fly off wherever the fighting was hottest are qualities that may make for an exciting movie, but they are problematic in an army commander under modern conditions, and they all contributed materially to the disaster that ultimately befell him and his army in the desert.

When Rommel arrived in Africa, he brought with him a fully realized art of war. He’d won a Pour le Mérite (the famed “Blue Max“) for a series of nail-biting mountain exploits in the 1917 Caporetto campaign; he had been a very popular tactical instructor at the Dresden Infantry School between the wars; he had commanded one of the army’s precious Panzer divisions (the 7th) during the 1940 campaign in the West. In France, Rommel had behaved more like an 18th century hussar cut loose on a raiding mission than a divisional commander. He led from the front, braved enemy fire on numerous occasions, and turned off his radio from time to time rather than risk receiving orders to rein himself in. He drove forward so rapidly that the 7th Panzer became known as the “ghost division” for its tendency to drop off the situation maps and reappear where least expected. There were many in the German high command, including the chief of the General Staff Franz Halder, who didn’t much appreciate Rommel running amok, but as one analyst put it, “it was impossible to court martial such a successful general, so Rommel instead got the Ritterkreuz” [the Knight’s Cross of the Iron Cross].

The Hitchhiker’s Guide to the Galaxy turns 42

The weekend marked the 42nd anniversary of the first broadcast of The Hitchhiker’s Guide to the Galaxy, the hugely influential BBC radio show.

42 is a significant number for fans of the innovative series by Douglas Adams so (carefully) pour yourself a Pan Galactic Gargle Blaster, wrap yourself in a towel and join The Register for a trip back to 1978, when the BBC decided to do something quite different.

Writing in the introduction to the Pan Books’ 1985 publication of the radio scripts (which differ from the books, which differ from the television series, which differ from the film …), series producer Geoffrey Perkins described his first meeting with the author. Adams was giving a speech despite being aggressively heckled by the cast members of the Cambridge Footlights show he’d just directed.

He’d also elected to stand on a rickety chair to deliver the speech.

“Here,” recalled Perkins, “was someone prepared to stick his neck out further than most people, someone who would carry on in the face of adversity, and someone who would shortly fall off a chair.

“I was right on all three counts.”

Perkins went on to join the BBC, while Adams worked with the Monty Python team as well as contributing to Doctor Who as the 1970s went on. He pitched the idea for a science-fiction comedy radio series to radio producer Simon Brett. Brett recommended Perkins to the BBC as a potential producer and the series was given the go-ahead on 31 August 1977 (after the first episode was commissioned on 1 March 1977).

“We both owe him an enormous debt,” said Perkins of Brett.

Thought-saving inventions

When we think of labour-saving inventions, the kind of labour that springs to mind tends to be manual. We think of machines replacing the muscle of limbs and the dexterity of fingers, and we worry about their effects on unemployment and unrest. But there’s a subset of labour-saving inventions that rarely gets discussed. They might best be called thought-saving.

A few weeks ago I mentioned the introduction of mathematical techniques to navigation. Before the mid-sixteenth century in England, pilots very rarely even knew how to calculate their latitude, let alone their longitude. But over the course of just a few decades, England became one of the world leaders in navigational improvements. A handful of mathematicians saved pilots the trouble of calculation, by coming up with tables, instruments, diagrams, and rules of thumb. In the process, they improved navigation’s accuracy, and ushered in an age of English dominance of the high seas.

The historian Eric H. Ash gives a few great examples. In the 1590s, the explorer John Davis shared a way to calculate the time of high tide, without requiring multiplication. Likewise, William Bourne, a self-taught mathematician and gunner, in the 1560s provided an easy means of calculating the linear distance in one degree of longitude, at any given latitude. He provided a diagram — really an instrument, even if it wasn’t made of wood or brass — which with just a simple piece of string could be used to derive the answer without needing to understand cosines, or really any trigonometry.

The mathematicians did the same with maps, too (after all, aren’t all maps thought-saving?) The sixteenth-century cartographic innovations simplified the pilot’s ability to chart a route, for example by taking away all need to worry about the curvature of the earth. The famous 1560s map projection of Gerardus Mercator stretched the distance between the lines of latitude as they got closer to the poles, so that charting a course on such a map was a simple matter of drawing straight lines rather than complex trigonometry. The Mercator projection may well make Africa look smaller than Greenland — it’s actually almost fifteen times as large — but it made life significantly easier for mariners. For similar reasons, the mathematician John Dee designed a special chart — what he called the “paradoxall compass” — to aid the English explorers who in the 1550s went in search of a northeast and northwest passage to Asia. Conventional charts made navigating high latitudes confusing, as the north pole was a straight line — the map’s top border. Dee’s map made things easier by putting the pole at the centre, as a point, with the lines of latitude as concentric circles.

One of the economic effects of the Coronavirus outbreak might actually be bottom-line positive

One notable thing about tech events is that they tend to be in interesting places like Amsterdam and Barcelona, and you don’t get many self-employed attending. Because someone self-employed loses days of paid hours, has to pay for the flights and the tickets. And they can get the same stuff from YouTube or various learning sites like Lynda.com. Tech events are mostly a jolly for employees in bloated companies. You get 3 days out of the office, have some fun and the boss picks up the tab. Losing this will probably improve the bottom line. And “business conferences” are mostly the same.

For people working more from home, that’s a good thing. Reduced travel costs (time and petrol), less tiredness. This is gradually happening anyway, but Coronavirus has given it a boost.

And maybe everyone realises that a system of education inherited from the time before Gutenberg, when books were a scarce resource, is perhaps in need of reform. OK, you probably need to be at a university for cutting up cadavers in medicine, but for history or computer science you can probably do most of it from your parent’s spare room.

One thing about the way people work is that they often fall into habits. Change often comes from startups and small businesses because they don’t have habits. Sometimes, they’re even anti-habit. Someone in a large company sees something as wasteful and scraps it in the new company. Microsoft let their people wear what they wanted for work, rather than suits. And gradually, those new businesses replace the old. But there’s also sometimes crises that break habits. Someone is forced to do something and gets their eyes opened. They perhaps realise that the alternative works fine, or maybe better.
