Retired Gurkha soldiers changing the face of security services in Britain

An interesting article at the BBC website details how many retired Gurkha soldiers have found civilian careers in security a good follow-up to their military service:

It has been suggested that some Gurkhas are struggling to cope with the cost of living in the UK, with the British Gurkha Welfare Society saying about 25,000 of those who retired before 1997 still only receive a third of the pension of their British and Commonwealth former comrades.

But a recent study suggested that Gurkhas of working age are the most economically active and self-reliant social group in Britain.

The University of Kent research found the employment rates among Gurkha men and women are particularly high, at 95% for men under 60 and 93% for women under that age.

It also showed that security is the most popular job for male veterans. Ex-military people joining the security industry is nothing new, but security companies are capitalising on the Gurkhas’ formidable reputation.

G4S set up Gurkha Services in 2007 and it now employs at least 600 people across 27 contracts.

They are involved in guarding the UK’s “critical infrastructure”, such as power stations and railways, from vandals, protesters and thieves. Rarely a day goes by without some story about how cable theft has disrupted a train journey or caused a power outage. Now Gurkhas are the new front line against the crime wave.

More on the campaign to grant a specific medal to the veterans of the WW2 Arctic convoys:

They risked their lives again and again on what Churchill described as ‘the worst journey in the world’.

The heroes of the Arctic Convoys ran the gauntlet of German warplanes and U-boats to keep the Soviet Union supplied on the Eastern Front.

Even Russia has awarded commemorative medals to acknowledge its gratitude to the surviving sailors, more than 3,000 of whose comrades were killed.

Yet David Cameron has refused to do the same. Yesterday, as the nation paid tribute to its war dead on Remembrance Sunday, disgusted veterans expressed anger that the Prime Minister had seemingly reneged on a pledge to introduce a specific Arctic Medal.

‘We feel completely and utterly betrayed,’ said Commander Eddie Grenfell, 91, the leader of the Arctic Medal campaign. ‘How can Cameron stand up and support us in public but privately say we don’t deserve a medal? It’s two-faced and wrong.’

In opposition, the Tories pledged to introduce an Arctic Medal if they won power.

New wargame “ripped from the headlines”

Clash of Arms games is releasing a new wargame based on a possible Israeli airstrike against Iranian nuclear facilities:

Speculation regarding a possible Israeli air campaign against Iran’s nuclear facilities has been rife for years — a pair of MIT students wrote an analysis on the subject back in 2007, and countless articles have appeared before then and since. Now, however, it’s possible to do more than simply talk about such a battle: should you wish to, you can set aside the Monopoly or the chess set in favour of a rousing boardgame pitting one player as Iran against another as Israel, with preservation or destruction of Tehran’s nuclear capability as the prize.

The game is called — perhaps inevitably — Persian Incursion, and is the brainchild of technothriller writer Larry Bond, formerly well known as a designer of tactical combat games (Bond has collaborated with Tom Clancy, and it’s said that his games were used extensively in development of such seminal Cold War works as The Hunt for Red October and Red Storm Rising).

Renewed call for Britain to issue a medal for WWII Arctic convoy veterans

A video report at the BBC website (no embedding allowed, unfortunately) looks at the campaign on the part of Arctic convoy veterans for a specific medal to recognize their amazing story.

There are calls for recognition for the sailors on the WWII Arctic Convoys who risked their lives to transport crucial supplies and munitions from Scotland to Russia.

Although the bravery of the crews is not disputed, the men who served on the ships have never been officially recognised with a British campaign medal.

The BBC’s Robert Hall reports.

Recapping World War 2 through Twitter updates

It’s a huge undertaking, but Alwyn Collinson will be sending out frequent Twitter updates with 72-year-old “breaking news”:

The account, @RealTimeWWII, features up to 40 tweets each day and has attracted almost 45,000 followers as German forces tear across Europe in the autumn of 1939.

It covers major military and political developments, as well as featuring eyewitness testimony from the battlefield, contemporary photography and newsreel footage.

Created by 24-year-old Alwyn Collinson, the project is an attempt to “help people feel like they’re there”.

“I’m hoping to use Twitter to help bring the past to life, helping people understand the past as people at the time saw it, without the benefit of hindsight,” he said.

“I want them to see that people then were just like they are.”

I’d follow this myself, but I’m already overwhelmed with all the Twitter accounts I currently follow. This is a much bigger undertaking than the “live tweeting” of the Battle of Britain by the Imperial War Museum.

Every infantryman a machine-gunner

Lewis Page on the new lightweight ammunition the US Army is considering introducing:

The US Army has announced successful tests of a new, lightweight portable machine-gun which fires special plastic ammunition. The gun and ammo are so much lighter than current weapons and their brass-cased cartridges that some soldiers are suggesting that every infantryman could in future pack the sort of firepower reserved today for heavy-weapons specialists.

[M]ost soldiers are armed with assault rifles not intended to deliver sustained automatic fire and holding less ammo. These lighter weapons are handier for close-in fighting and permit other kit to be carried.

But US military boffins at the famous Picatinny Arsenal have been working on this situation for some time. Since ammo weight and bulk is much of the problem, they have come up with a new kind of ammunition: Cased Telescoped cartridges.

In a cased telescoped round, the bullet is no longer attached to the tip of a brass case full of propellant powder. The new case is shorter, fatter and made of plastic, so weighing substantially less, and the bullet is sunk into the middle of the propellant which makes the whole round shorter — it has been “telescoped”. A shorter round weighs less itself, and also means that the gun’s action, feed equipment etc is smaller and thus lighter as well. It’s a trick originally developed for tanks, to make the turret smaller and easier to protect.

According to the Picatinny scientists, their new LMG and a thousand rounds of its plastic-cased-telescoped ammo weigh no less than 20.4 pounds less than the current M249 (a version of which is also used by British troops) and a thousand ordinary 5.56mm brass cartridges. The new LMG shaves no less than 8.3 pounds off the 15.7-lb M249, coming in at just 7.4lb — actually lighter than a standard British SA80 assault rifle! This, perhaps, explains Specialist Smith’s opinion that it would be reasonable for all soldiers to carry such weapons, rather than just heavy-weapons specialists.

US Air Force to upgrade F-16 to fill the gap until the F-35 comes into service

The delays in the production of the F-35 are forcing the USAF to extend the service life of hundreds of aging F-16 aircraft:

The U.S. Air Force will refurbish several hundred of its 22 ton F-16 fighters, because their replacement, the 31 ton F-35 is not arriving in time. The F-35 began development in the 1990s and was supposed to enter service in 2011. That has since slipped to 2017, or the end of the decade, depending on who you believe. Whichever date proves accurate, the air force has a problem. Its F-16s are old, and by 2016 many will be too old to operate. The average age of existing F-16s is over 20 years, and the average aircraft has over 5,000 flight hours on it. Two years ago, the first Block 40 F-16 passed 7,000 hours. Three years ago, the first of the earliest models (a Block 25) F-16 passed 7,000 hours.

Depending on how late the F-35 is, the air force will refurbish 300-600 Block 40 and 50 aircraft. The work will concentrate on extending the life of the airframe, plus some electronics upgrades. The air force does this sort of thing frequently to all aircraft models. It’s called SLEP (Service Life Extension Program), and this one is special only because it concentrates on very old aircraft and is intended to keep these birds viable for another 5-10 years.

The F-16C was originally designed for a service life of 4,000 hours in the air. But advances in engineering, materials and maintenance techniques have extended that to over 8,000 hours. Because of the wars in Iraq and Afghanistan, F-16s sent to these areas will fly over a thousand hours a year more than what they would fly in peacetime. The current planned SLEP will extend F-16C flight hours to 10,000 (10K) or more.

The likely result of a strike against Iran’s nuclear facilities

Ralph Peters paints a grim picture of the immediate results of any US or Israeli attack on the Iranian nuclear weapon program:

How would Iran respond to strikes on its nuke facilities? Inevitably missiles would be launched toward Israeli cities — some with chemical warheads — but these tit-for-tat attacks would be the least part of Tehran’s counterattack strategy. The Iranians would “do what’s doable,” and that means hitting Arab oil-production infrastructure on the other side of the narrow Persian Gulf. Employing it mid-range missiles, aircraft and naval forces, Tehran would launch both conventional and suicide attacks on Arab oil fields, refineries, storage areas, ports and loading facilities, on tankers in transit, and on the Straits of Hormuz, the great chokepoint for the world’s core oil supplies. The price of a barrel of crude would soar geometrically on world exchanges, paralyzing economies — exactly as Iran’s leaders intend. Ten-dollar-a-gallon gas would be a brief bargain on the way to truly prohibitive prices. And, in the way of the world, Tehran would not get the blame. We would.

And we would be in one hell of a war, with the Middle East literally aflame and our Navy able to conduct only limited operations (if any) within the Persian Gulf, given that the body of water would become a shooting gallery: Even our finest surface-warfare ships can’t fight or maneuver effectively in a bathtub. The flow of oil would not resume, and we would have no idea how to end the war (not least, since we’re unwilling to inflict serious pain on our enemies anymore).

So . . . if we are forced to attack Iran’s nuclear-weapons facilities at some point, what would it take to do it right and limit Tehran’s ability to respond with such devastating asymmetrical attacks?

On the other hand, that may be a feature rather than a bug

Pakistan is trying to conceal the location of its nuclear weapons from US spy satellites, and the concern voiced in this article is that they’re using low-security techniques to do it. On the other hand, if you’re actually trying to get nuclear warheads into the hands of terrorists with a certain degree of deniability, this is certainly a way to do it:

Pakistan has begun moving its nuclear weapons in low-security vans on congested roads to hide them from US spy agencies, making the weapons more vulnerable to theft by Islamist militants, two US magazines reported Friday.

The Atlantic and the National Journal, in a joint report citing unnamed sources, wrote that the US raid that killed Al-Qaeda chief Osama bin Laden in May at his Pakistani compound reinforced Islamabad’s longstanding fears that Washington could try to dismantle the country’s nuclear arsenal.

As a result, the head of the Strategic Plans Divisions (SPD), which is charged with safeguarding Pakistan’s atomic weapons, was ordered to take action to keep the location of nuclear weapons and components hidden from the United States, the report said.

Khalid Kidwai, the retired general who leads the SPD, expanded his agency’s efforts to disperse components and sensitive materials to different facilities, it said.

But instead of transporting the nuclear parts in armored, well-defended convoys, the atomic bombs “capable of destroying entire cities are transported in delivery vans on congested and dangerous roads,” according to the report.

RCN may get nuclear submarines

A report by the CBC on what may or may not have been a casual remark by Defence Minister Peter MacKay:

CBC News has learned the Harper government is considering buying nuclear submarines to replace its problem-plagued fleet of diesel-powered subs, all of which are currently awash in red ink and out of service for major repairs.

The four second-hand subs Jean Chrétien’s Liberal government bought from the British navy in 1998 for $750 million were portrayed at the time as the military bargain of the century.

Instead, they have spent almost all of their time in naval repair yards, submerging Canadian taxpayers in an ocean of bills now totalling more than $1 billion and counting.

High-ranking sources tell CBC News the government is actively considering cutting its losses on the dud subs, and mothballing some if not all of them.

Defence Minister Peter MacKay is hinting they might be replaced with nuclear submarines that could patrol under the Arctic ice, something the existing diesel-electric subs cannot do.

The deal of the century turned out pretty badly for the Royal Canadian Navy. Let’s hope that the next submarine deal won’t be quite as bad.

Boy did the Brits ever see us coming in 1998 when the Chretien Liberals pulled up to Honest Nigel’s Used Submarine Shop looking to buy four underwater patrol boats. The quartet they sold us for the unbelievably low price of just $750 million have been up on blocks in our front yard almost ever since, with weeds growing out the portholes. I expect Canadian Pickers to come along anytime now and offer us $2,000 for the set, take it or leave it.

Let’s face it, the Limeys sold us lemons. If the Liberals had just agreed from the start to buy new nuclear subs, Canada would have spent about the same money ($3 billion), but we would have had subs we could have been using for the past 10 years already, with another 30 years to go. Now by the time we get our British diesel subs fixed, they will be 30 years old and have only about 10 years of serviceable life remaining. Moreover, they still won’t be able to sail under the North Pole and patrol the Arctic because they need air to feed their engines and no aspirated sub can stay underwater for the 14-21 days it takes to sail under the Polar icepack.

This is not unlike the Liberals decision in the same era to cancel the EH-101 helicopter contract. Breaking the deal signed by the Mulroney Tories in the early 1990s cost taxpayers $500 million, on top of which we had to buy new helicopters anyway. Pretty much the same helicopter at pretty much the same price.

The F-35 project “just seems like it’s slowly unravelling”

The latest in a long series of warnings about the spendy-and-getting-spendier-every-day F-35 Joint Strike Fighter project:

The Conservative government’s controversial F-35 jet fighter project, plagued by delays, cost overruns and now economic turmoil in Europe, is at growing risk of being sharply curtailed or shelved — the defence minister’s protestations notwithstanding.

“It just seems like it’s slowly unravelling,” said an industry insider who specializes in aircraft procurement. “It’s a mess.”

Peter MacKay has doggedly championed the Royal Canadian Air Force plan to purchase 65 “fifth-generation” Lockheed Martin Lightning stealth fighters to replace Canada’s aging fleet of CF-18s. Last week MacKay sought, with only limited success, to deflect reports that the first batch of planes built by Lockheed will be incapable of communicating in Canada’s far North.

This minister has a knack for projecting blithe confidence. But in this instance he is increasingly offside with other members of the cabinet and with the Prime Minister’s Office, sources familiar with the situation say.

“They expected a whole bunch of kudos for doing (the F-35),” said one. “They believed this was win-win, industrially, that everybody would be happy it has kind of crept in that it just ain’t so.”

US Air Force grounds the F-22 fleet (again)

Strategy Page has the details:

For the second time this year, the U.S. Air Force has grounded all its F-22 fighters. Same reason, problems with the pilot’s oxygen supply. This time, a pilot experienced loss of oxygen during flight. He was able to land safely, but this reoccurrence of the oxygen led to the prompt grounding of all 170 F-22s until the problem could be fixed. At the moment, F-22s comprise the most powerful component of the air force’s air combat capability.

It was only on September 21st that the air force allowed its F-22 fighters to fly again. The aircraft had been grounded for 140 days because of problems with the oxygen system. The air force is not giving out many details on exactly what the problems is, although they say a report on the F-22 oxygen system will be out by the end of the year. It has been mentioned that there appeared to be a problem with two much nitrogen getting into the pilot’s air, and that an additional filter was added to the oxygen system to help keep potential contaminants out.

Government to freeze Canadian Forces at current size and sell off surplus properties

David Pugliese reports on the federal government’s announced freeze-and-sell-off in the Department of National Defence:

The size of the regular Canadian Forces will be frozen at 68,000 people for the next several years and the military and Defence Department will look at selling off property and shutting down facilities as part of its belt-tightening, according to documents obtained by the Ottawa Citizen.

The new directive from Chief of the Defence Staff Gen. Walter Natynczyk and Deputy Minister Robert Fonberg outlines in broad terms how DND and the Canadian Forces plan to deal with a tighter fiscal situation between now and 2016.

A national plan will be developed for DND’s property holdings, putting emphasis on only keeping sites that support operations, the directive notes.

DND’s property holdings are massive, comprising of approximately half of all federally owned buildings. They include various bases across the country. In total DND has 21,000 buildings and 800 parcels of land covering 2.25 million hectares.

That portfolio also includes a large number of buildings with cultural and historical significance to local communities. There are 318 buildings that are considered as heritage structures, including the Cartier Drill Hall in Ottawa, La Citadelle in Quebec City and the Seaforth Armoury in Vancouver.

But the reference to dumping property has some wondering whether base closures could be coming.

DARPA’s new project: space vampires

Yep. DARPA is hoping to release “swarming robot space vampires”* in geosynchronous orbit:

More than $300 billion worth of satellites are estimated to be in the geosynchronous orbit (GEO—22,000 miles above the earth). Many of these satellites have been retired due to normal end of useful life, obsolescence or failure; yet many still have valuable components, such as antennas, that could last much longer than the life of the satellite. When satellites in GEO “retire,” they are put into a GEO disposal or “graveyard” orbit. That graveyard potentially holds tens to more than a hundred retired satellites that have components that could be repurposed — with the willing knowledge and sanction of the satellite’s owner. Today, DoD deploys new, replacement satellites at high cost — one of the primary drivers of the high cost is the launch costs, which is dependent on the weight and volume of antennas. The repurposing of existing, retired antennas from the graveyard represents a potential for significant cost savings.

DARPA’s Phoenix program seeks to develop technologies to cooperatively harvest and re-use valuable components from retired, nonworking satellites in GEO and demonstrate the ability to create new space systems at greatly reduced cost. “If this program is successful, space debris becomes space resource,” said DARPA Director, Regina E. Dugan.

“Satellites in GEO are not designed to be disassembled or repaired, so it’s not a matter of simply removing some nuts and bolts,” said David Barnhart, DARPA program manager. “This requires new remote imaging and robotics technology and special tools to grip, cut, and modify complex systems, since existing joints are usually molded or welded. Another challenge is developing new remote operating procedures to hold two parts together so a third robotic ‘hand’ can join them with a third part, such as a fastener, all in zero gravity. For a person operating such robotics, the complexity is similar to trying to assemble via remote control multiple Legos at the same time while looking through a telescope.”
