Animal “rights”

In the latest Libertarian Enterprise, L. Neil Smith republished a short essay he wrote for the March 1996 edition which is still fully relevant today:

Last Friday I watched an episode of X-Files in which innocent zoo animals were being abducted — apparently by benign, superior UFOsies (the ones who mutilate cattle and stick needles in women’s bellies) — to save them from a despicable mankind responsible for the erasure of thousands of species every year.

Or every week, I forget which.

I was reminded of a debate I’d found myself involved in about sea turtles; I’d suggested that laws prohibiting international trade in certain animal products be repealed so the turtles might be privately farmed and thereby kept from extinction. After all, who ever heard of chickens being an endangered species? From the hysteria I provoked — by breathing the sacred phrase “animal rights” and the vile epithet “profit” in one sentence — you’d have thought I’d demanded that the Virgin be depicted henceforth in mesh stockings and a merry widow like Frank N. Furter in The Rocky Horror Picture Show.

That debate convinced me of two things. First: I wasn’t dealing with politics, here, or even philosophy, but with a religion, one that would irrationally sacrifice its highest value — the survival of a species — if the only way to assure it was to let the moneylenders back into the temple. Its adherents abominate free enterprise more than they adore sea turtles.

Second (on evidence indirect but undeniable): those who cynically constructed this religion have no interest in the true believers at its gullible grassroots, but see it simply as a new way to pursue the same old sinister objective. A friend of mine used to refer to “watermelons” — green on the outside, red on the inside — who use environmental advocacy to abuse individualism and capitalism. Even the impenetrable Rush Limbaugh understands that animal rights and related issues are just another way socialism pursues its obsolete, discredited agenda.

In my experience, those who profess to believe in animal rights usually don’t believe in human rights. That’s the point, after all.

Maxim Pom-Pom 37mm Machine Gun

Failed to sell at auction.

“Pom-Pom” was the name given to the 37mm Maxim gun by the Boers of South Africa, based on the gun’s sound. It was a Maxim machine gun scaled up to the quite impressive 37mm caliber, intended primarily for naval use defending large vessels against small torpedo boats. This particular example is serial number 2024, made in 1889 and then sold three times before being ultimately purchased by the United States Coast Guard and installed on the USS Manning (along with a second gun, number 2026). The Manning was promptly put into military service by the Navy and steamed down to Cuba, where it participated in the first bombardment of Cuba during the Spanish-American War.

These 37mm guns could fire a wide variety of projectiles, including solid rounds which could pierce an inch (25mm) of iron armor at 100 yards and hollow rounds filled with black powder and fused to explode on impact. During World War One, they would be pushed into anti-aircraft service, with the explosive rounds being extremely effective on early aircraft (when you could get a hit, anyway).

QotD: Welfare programs as a form of subsidy to employers

A final line of argument is that these public assistance programs have become de facto subsidies for low-wage employers. For a program to be a subsidy for an employer, it needs to lower wages. Is this plausible for the public assistance programs considered? I think it is for the EITC [Earned Income Tax Credit], but not for other programs. Depending on where one is on the EITC schedule, that policy can increase work incentives. And there is a lot of empirical evidence showing EITC encourages labor force participation. An unintended consequence of that labor supply response, however, is that employers capture some of the tax subsidies. This can happen in a simple supply and demand framework, where an increased labor supply to the market drive wages down. This can also happen in a bargaining context where the size of the bilateral surplus expands from lower taxes, and employers capture some of this increased surplus. Work by UC Berkeley’s Jesse Rothstein suggests that for every $1 of transfer to workers using the EITC, post-tax income rises only by $0.73 because of employer capture.

But what about other programs like food stamps or housing assistance? These means tested public assistance programs are not tied to work, and we should not expect them to lower wages. Let’s take food stamps, which are available to eligible families whether or not a family member works or not. Indeed, when people are not working, they are more likely to be eligible for food stamps since their family incomes will be lower. Therefore, SNAP [Supplemental Nutrition Assistance Program] is likely to raise, and not lower a worker’s reservation wages — the fallback position if she loses her job. This will tend to contract labor supply (or improve a worker’s bargaining position), putting an upward pressure on the wage. Whether or not wages are increased is an empirical matter: there is evidence that the initial roll-out of the food stamps program across counties in the 1970s lowered work hours, consistent with an increase in the reservation wage. The key point is that it is difficult to imagine how food stamps would lower wages. And if they don’t lower wages, they can’t be thought of as subsidies to low wage employers. The same logic applies to other means tested programs like energy or housing assistance. Moreover, these conclusions hold in a wide array of models of the labor market, including ones that emphasize bargaining or efficiency wage concerns.

Bastiat’s parking meters

At the Continental Telegraph, Esteban explains why nineteenth century French writer Frédéric Bastiat would be able to fully explain Atlanta’s parking meter woes even though Bastiat never saw an automobile in his life:

One of Frédéric Bastiat’s most famous observations was the importance of recognizing “That which is seen and that which is not seen”. A government agency builds a road, some people get jobs working on the road, voila, look at all the benefits the government has brought us. What is unseen is what would have happened if the government hadn’t taken our resources to build the road, perhaps we would have spent them on something of greater value?

That people often (perhaps usually) overlook the unseen isn’t too surprising, but the inability to see is sometimes striking. A couple of years ago the City of Atlanta decided to get rid of its parking meter enforcement staff and outsource this work to a private sector company (let’s call it NewCo). Some time after the transition there were discussions at the City Council that perhaps they should reverse this decision, or at least find another provider.

What was the source of these complaints? Was NewCo inefficient? Was the City getting less revenue from the meters? No, meter revenues were actually up as were parking ticket revenues. Some misbehavior by NewCo’s employees, bribery, favoritism, kickbacks? No, no, no and no. The problem was that NewCo was doing a better job. Seriously, the City Council was inundated with complaints such as “I was, like, 2 minutes late getting back to my car and they had already ticketed me”. People who had been ticketed as well as many businesses complained about NewCo’s efficiency.

What really stood out is that no one involved in these discussions – aggrieved parkers or Council members – seemed to think about why we have meters, time limits and tickets. If enforcement is lax, more people overstay their allotted time, one consequence of which is that you have to drive around longer to find a parking space. People notice their parking ticket or the inconvenience of having to run out and feed the meter (that which is seen) but were oblivious to the shortage of parking spaces that is exacerbated by lax enforcement (that which is not seen, or perhaps not identified as connected?).

One wonders how people who live in a City where finding a parking spot is very difficult could “not see” the value of good enforcement. The time spent circling the block, rushing to turn around and grab the space that just opened up before somebody else snagged it, then just missing out and starting the dance over – nobody thought of that? Bueller, anyone?

Confederate Whitworth Sniper: Hexagonal Bullets in 1860

Sir Joseph Whitworth is quite the famous name in engineering circles, credited with the development of such things as Whitworth threading (the first standardized thread pattern) and engineer’s blue. When he decided to make a rifle, he decided that he could make flat surfaces more precisely than round ones, and chose to design a rifle with a hexagonal bore and mechanically fitted bullets.

The Whitworth rifles proved to be magnificently accurate, with a British military test showing a group of 0.85 MOA at 500 yards, and under 8MOA even at 1800 yards. However, the rifles were equally expensive, and were not given further consideration for military use. Whitworth made a total of about 13,700, selling them to high level competitive marksmen and wealthy shooting enthusiasts. A small number were purchased by Confederate agents during the Civil War, and between 50 and 125 were able to evade the Union blockades to be delivered into Confederate hands. These rifles were equipped with Davidson 4-power telescopic sights, and they were put to extremely good effect by Confederate sharpshooting units. In particular, they were used to shoot at Union artillery crews, and Whitworth bullets have been found on a great many Civil War battlefields. They were not available in large numbers, but they were excellent rifles and put to use as much as possible.

Given the small number originally brought into the CSA, the number of known surviving examples is extremely low. This one, like many, was found without its scope and mount, and those parts have been replaced with period examples. As a true Confederate Whitworth, however, this is an extremely rare and historically relevant rifle!

Modern day Kremlinology and show trials

At Rotten Chestnuts, Severian explains why the Soviet Union’s Moscow Trials were so important well outside the borders of the USSR:

It’s not much of an exaggeration to say that the Moscow Trials set the course of 20th century history. If you want to be a dictator in peacetime, this is pretty much how you have to do it — see e.g. every other Communist regime ever. The downside, though, is that you cost yourself a lot of irreplaceable technical expertise. I’m not saying Hitler would’ve called Barbarossa off if Stalin hadn’t purged all his generals — Hitler was, of course, crazy — but he surely would’ve thought twice about it, the plan relying as it did on the utter incompetence of the now-leaderless Red Army.

The show trials also gave birth to “Kremlinology”, the art and science of reading Soviet tea leaves to find out who’s really in charge. Stalin didn’t invent “elimination by promotion”, but he was a master of it. In Stalin’s USSR, being “promoted” to some big, important-sounding position was an all-but-guarantee that you’re going to get shot. Seemingly minor functionaries, on the other hand, really ran things in the countryside. E.g. Khrushchev, a Red Army commissar — not an unimportant position by any means, but hardly a glory post either. Stalin’s generals knew who he was, but few outside the Red Army’s high command did. And since Stalin liked to signal major policy shifts with articles in obscure publications — he once wrote an article on lingustics that previewed some huge change — you had to be very wired in to figure out who was really a comer.

Let’s imagine, then, that somehow the Moscow Show Trials failed. That Zinoviev, say, was acquitted, because (take your pick) he’d obviously been tortured, the charges were ludicrous, there was zero hard evidence against him, or any combination of the above. Stalin staked his entire position on the outcome of the Trials. What if he’d lost? How long do you think the Boss would’ve remained Boss? A few weeks? A few days? Hours, maybe?

Nancy Pelosi is no Stalin, of course, but whoever survives November’s electoral bloodbath had better start working on Secret Speech 2.0 the very second the last vote is counted. I was doubtful about the 2020 presidential election until they actually decided to show-trial Donald Trump. Since there’s no way in hell they’re going to get a 2/3 majority to vote to convict, the whole thing looks like not just a witch hunt, but a botched witch hunt. No one, not even Koba the Dread, is politically strong enough to survive one of those.

QotD: The negative economic and human value of foreign aid

I’d like nothing better than to be proven wrong, but I’m gloomily confident that my prediction of failure will be verified. History and sound economics both warn that foreign aid is far more likely to harm than to help economies.

During the past four decades, Western governments have lavished on Africa nearly a half-trillion dollars in aid. But to no good effect. Everyone agrees that Africans remain desperately poor.

Academic studies confirm aid’s ineffectiveness. In his celebrated 2001 book, The Elusive Quest for Growth, former World Bank economist William Easterly carefully reviews aid’s history and concludes that it is one of abject failure.

Indeed, many studies find that aid harms economies. For example, University of Regina economist Tomi Ovaska, writing in the Cato Journal, finds that “a 1 percent increase in aid as a percent of GDP (gross domestic product) decreased annual real GDP per capita growth by 3.65 percent.”

The reasons for this dismal record should be plain to anyone with a rudimentary understanding of economics. Failure of economies to develop is not because of lack of resources. Instead, it’s because of overbearing and corrupt governments, as well as to the dysfunctional social and cultural institutions that keep such governments in power and that are themselves fostered by such governments.

As long as a country is cursed by a malignant government and dysfunctional institutions, no amount of foreign aid will help it.

Fallen flag – The Nickel Plate Road

Kevin J. Holland provides a brief look at the history of the New York, Chicago & St. Louis, better known as the “Nickel Plate Road”:

The New York, Chicago & St. Louis opened between Buffalo and Chicago on October 23, 1882, in many spots east of Cleveland just a stone’s throw from rival Lake Shore & Michigan Southern Railway. What would become the Nickel Plate became a Vanderbilt property in January 1883.

Although eclipsed by the Lake Shore’s plush limiteds, NYC&StL from 1893 fielded three unpretentious, reliable Chicago to Buffalo, N.Y., passenger trains, establishing a long-standing pattern of modest passenger service. In 1897, Delaware, Lackawanna & Western entered the picture, conveying NYC&StL cars from Buffalo to Hoboken, N.J.

When NYC&StL was being surveyed, Editor F. R. Loomis of Ohio’s Norwalk Chronicle waxed enthusiastically on the railroad coming to town referring to it as “the great New York and St. Louis double-track, nickel-plated railroad.” Use of “Nickel Plate Road” proliferated, in newspapers and by the road itself.

In 1914, LS&MS and Nickel Plate were wards of New York Central. Passage of the Clayton Act that same year was intended to bolster the earlier Sherman Antitrust Act, and left NYC with a dilemma. Enter brothers Oris P. and Mantis J. Van Sweringen, self-made Cleveland real-estate developers who purchased acreage from NYC Vice President Alfred H. Smith. “The Vans” as the brothers were known, approached Smith, by then NYC president, to discuss their plans involving land owned by the Nickel Plate. As the Clayton Act’s divestiture deadline loomed, Smith engineered a sale to the Vans of not only the land they sought, but of the entire Nickel Plate Road. Their Alleghany Corporation holding company eventually in­­cluded control of the Nickel Plate, Chesapeake & Ohio, Pere Marquette, Erie, Wheeling & Lake Erie, Chicago & Eastern Illinois, and Missouri Pacific.

The gaunt NYC&StL was ripe for re-equipping under its new owners. Addressing the Vans’ lack of railroad experience, Smith orchestrated John J. Bernet’s move from an NYC vice-presidency to be Nickel Plate’s president. Neglected physical plant and obsolete motive power received needed attention under Bernet, who reincarnated the road into a lean and aggressive contender.

QotD: The decline of Jazz

The opening note of Jazz, Ken Burns’ […] series for PBS, comes from trumpeter Wynton Marsalis, who’s not playing but lecturing. “Jazz music objectifies America,” he tells us, then offers a lesson about what jazz really is. The form’s great power emerges from musicians who “negotiate their agendas with each other.” According to Marsalis (he’s Lincon Center’s artistic director for jazz), that negotiation, that handing off and passing around of inspiration — that jam — is jazz’s transcendence.

Most jazz musicians would agree. As the cliché goes, it’s one thing to do a show for your paying customers, playing what they expect and have paid to hear, but after the squares go home, you can stop blowing shit and make another kind of music altogether. Yet many musicians would also agree that, more often than not, it’s a lot more satisfying to play that personal kind of music than it is to sit and listen to it. Jazz musicians involved with each other in intimate creativity may well be negotiating their way to improvisational sublimity, but they’ve often left the audience out of the musical deal. This is a central but rarely acknowledged tension in Burns’ documentary treatment.

Andrew Sullivan – “Our fate was almost certainly cast as long ago as 1964 and 1965”

In his most recent New York magazine column, Andrew Sullivan reviews two new books on the same issues from different perspectives: Ezra Klein’s Why We’re Polarized and Christopher Caldwell’s The Age of Entitlement.

… both books agree on one central thing: Our fate was almost certainly cast as long ago as 1964 and 1965. Those years, in the wake of the Kennedy assassination, saw the Civil Rights Act upend the Constitution of a uniquely liberal country in order to tackle the legacy of slavery and racism, and the Immigration and Nationality Act set in motion the creation of a far more racially and ethnically diverse and integrated society than anyone in human history had previously thought possible. Still, at the time, few believed that either shift would have huge, deep consequences in the long term. They were merely a modernization of American ideals: inclusivity, expansiveness, hope.

As someone who was born just before these two changes were instigated, I regarded those tectonic shifts as simply part of the landscape — something that seemed always to have been here. And what could be questioned about either? One was reversing a profound moral evil; the other was banishing racism from the immigration laws. No-brainers. The strongest resistance to civil rights came from former segregationists or obvious racists, and there was little resistance to the Immigration Act, because most in the congressional debate seemed to think it wouldn’t change anything much at all. (The House sponsor of the Immigration Act, as Caldwell notes, promised that “quota immigration under the bill is likely to be more than 80 percent European,” while Ted Kennedy insisted: “The ethnic mix of this country will not be upset.”) There were a few dissenters to the 1964 Act, such as Robert Bork, who identified a significant erosion in the freedom of association. And there were southern senators who worried about immigrants from the developing world. But the resisters were easily dismissed on both counts, in the wake of LBJ’s 1964 landslide.

In fact, as Klein shows, a pivotal moment had arrived. The civil-rights movement quickly broke apart the old Democratic party, which had for decades combined the interests of blacks and southern whites into a single multiracial coalition. The result was a sorting of the two political parties into much purer vessels for their diverging ideologies, and into groupings that were also increasingly racially distinct. The GOP became whiter and whiter; the Democrats more and more became the party of the marginalized nonwhites as the years rolled by. Blacks and southern whites ceased to communicate directly within a single party, where compromises could be hammered out through internal wrangling. In the aggregate this was, as Klein emphasizes, a good thing — because blacks kept coming out the losers in those intraparty conversations, and with civil rights, they had a chance of winning in a clearer, less rigged, debate.

But it was also problematic because human beings are tribal, psychologically primed to recognize in-group and out-group before the frontal cortex gets a look-in. And so the whiter the GOP became, the whiter it got, and the more diverse the Democrats got. Simultaneously, the economy took a brutal toll on the very whites who were alienated by the culture’s shift toward racial equality, and then racial equity. Klein recognizes that this racial polarization, is, objectively, a problem for liberal democracy: “Our brains reflect deep evolutionary time, while our lives, for better and worse, are lived right now, in this moment.” So he can see the depth of the problem of tribalism — and its merging with partisanship, which goes on to create a megatribalism.

If humans simply cannot help their tribal instincts, then a truly multicultural democracy has a big challenge ahead of it. The emotions triggered are so primal, that conflict, rather than any form of common ground, can spiral into a grinding cold civil war. And you can’t legislate or educate this away. One fascinating study Klein quotes found that “priming white college students to think about the concept of white privilege led them to express more racial resentment in subsequent surveys.” Anti-racist indoctrination actually feeds racism. So tribalism deepens.

Klein sees this spiral more clearly than most on the left. He acknowledges the truth that in a period of extraordinary demographic and racial change — the U.S. is the first majority-white nation that will become majority nonwhite in human history — every group begins to feel like an oppressed minority. Including whites: “To the extent that it’s true that a loss of privilege feels like oppression, that feeling needs to be taken seriously, both because it’s real, and because, left to fester, it can be weaponized by demagogues and reactionaries.” And the truth is: It was left to fester. Whenever whites resisted ever-expanding concepts of civil rights or mass illegal and legal immigration, they were cast outside the arena of permissible disagreement, deemed racists, and stigmatized. Even the GOP scorned them. Eventually, Hillary Clinton named them: the deplorables. By 2016, plenty of Americans decided to embrace the label, and voted for Trump.

Yet another attempted settlement of the Arab-Israeli conflict that will go nowhere

Ted Campbell on the recent peace plan proposed by US president Donald Trump:

On the subject of the Trump Mideast Peace Plan, I agree with both The Economist which says, “as a blueprint for a two-state solution it was dead on arrival,” and with the Globe and Mail‘s Mark MacKinnon who writes that “President Donald Trump’s Middle East peace plan … aims to resolve the Israeli-Palestinian conflict almost completely on Israel’s terms [and, while] Mr. Trump’s allegiances came as no surprise [to the Palestinian leaders, but] some of [their] bitterness was reserved for the leaders of Arab states that Palestinians see as quietly going along with the designs of the U.S. President and Israeli Prime Minister Benjamin Netanyahu.”

I think that is because President Trump, and much of the world, has lost patience with the Palestinians who still demand a right of return that, if ever seriously considered by anyone, would destroy Israel. Only Iran really wants that.

The strategic situation in the region, indeed in the entire Islamic Crescent which stretches from Mauritania and Morocco on the Atlantic coast of West Africa to Indonesia in East Asia, has changed in the past 70 years. There is no longer a unified Muslim “world” that opposes the very existence of a Jewish state in the Middle East. Indeed, a few Arab and Islamic states have correct, even friendly relations with Israel and others trade with the Jewish state (without having diplomatic relations) to their mutual advantage. The current problems in the region are centred on a power struggle between the Shia Islamic community, centred in Iran and the larger but socially and politically fragmented Sunni Islamic community …

… the differences are more than just religious. Iran, backed by China and Russia, and Saudi Arabia, backed by the USA, are engaged in something close to a real shooting war while Egypt and Turkey egg them both on. All four have some claim to dominance in the region and none is a real “friend” to any of the others and none gives a damn about Palestine or the Palestinian people.

President Trump has done a big political favour for Benjamin Netanyahu … but, ultimately it is probably pointless, and he and his successor and her (or his) successor, too, will likely still be seized with this issue in 2025 and 2030 and beyond.

Eventually, a solution will be found … it will, I suspect, involve Israel ceding a bit of territory to a new Palestinians state and, perhaps, establishing some sort of controlled, limited access corridor from the West Bank, possibly across the Northern Negev Desert. More importantly, it will involve Israel and Jordan, working in tandem, helping the new state to grow and prosper and live in peace with its neighbours. It’s a dream, of course, but it’s better, better for everyone, than is another war.

Boeing and the kitchen sink

Which brings us to another piece of stock market wisdom, about trying to catch a falling knife. A dangerous occupation and the reference is to trying to call the bottom on some stock that has just had a disaster. At some point, surely, the tumble in price will stop and there will be a bounce. Well, yes, or perhaps maybe, for we must not forget that that proper bottom is that end of life – the bankruptcy – price of nothing. For everything that isn’t about to go bust then yes, there’s a price at which buying in the face of everyone else’s panic can be highly profitable. The question being, well, what is about to go bust? Toys R Us did, after all. Actually, so have quite a lot of retailers just recently. There was no above zero price at which it was sensible to buy in.

So, some stock crashes in price, should we buy in? After all, there is that phenomenon known as the dead cat bounce – anything will bounce at least once if you drop it from high enough. The question becomes one of, well, is this crash a result of something that can be reversed, or perhaps something that’s not going to be terminal for the organisation? Or is this just the start of that realisation process that the organisation is coming to the end of its life and going to that final resting place of a zero dollar valuation?

So, Boeing and the 737 Max. The changes in airframe had the unfortunate consequence of diving a couple of the planes into the ground. We’ve had a drip of stories about how the development process wasn’t all we would wish it to be. The FAA isn’t going to let it back up into the air until the summer at earliest. The Dreamliner seems to be having demand problems and, well, things aren’t looking good.

But is this the start of some spiral to zero? No, don’t be daft. Partly because the American government simply would not allow that. Boeing’s too much part of the backdrop of the US economy for that to be left to happen. The military business is also of significant value whatever happens to the civil aviation side. And of course the numbers we’re talking about here could be painful to stock holders – they are already in part of course – but at the very worst we’re looking at some tens of billions of problem here. That’s just not enough to drive a company Boeing’s size down to zero. Not in this decade at least, given that the only reasonable competition is Airbus. Global duopolies don’t end that way.

So, at this point there’s an argument to say that trying to catch that falling knife of the Boeing stock price might be worthwhile. So, when might that be? At which point another idea, kitchen sinking. This is when a new management team decides to make themselves look good by declaring how bad things had got under the previous one. Absolutely anything and everything that looks like, it might even smell of a problem in the future is taken out and declared. Provisions are made for this problem on this contract, for that problem that might occur over there, add a bit more and then heck, why not, double it! This has, assuming the company survives this balance sheet massacre, the obvious effect of making the new management team look good over the years. Not just because everything starts from this new low place. But also because many of those provisions – those over-provisions – won’t be needed and can be written back from reserves into the P&L.

Israeli M1919 Brownings and the US Semiauto Market

In the world of converted semiautomatic “machine guns,” the Browning 1919 is a happy example of one of the most iconic and historically important US machine guns and also one of the cheapest semiautomatic belt fed guns available. This stems from two factors, primarily. One is that the Browning 1919, being developed from the water-cooled M1917 Browning, is a closed bolt system. Open bolt semiautomatic designs are not allowed by ATF, and so most semiauto machine gun conversions require substantial alteration to convert from open bolt to closed bolt — which the M1919 does not need. Second, the IDF used the Browning M1919 for many years and in large numbers, and surplussed many of them in the late 1990s. These guns came into the United States as parts kits in large numbers. This meant a glut of cheap guns, easily built as semi autos, and in an easily shootable caliber — 7.62mm NATO (as converted by Israel from their original .30-06 chambering).

Today, we are looking at an example of a semiautomatic converted M1919, and specifically at the various changes made by Israel to both improve the design and convert it successfully to the NATO cartridge.

Upgrading NORAD’s capabilities with AN/SPY-7(V)1 radar (aka “Aegis Ashore”)

One of the elements which might be considered in modernizing and enhancing the North American Aerospace Defence Command (NORAD) surveillance, warning and control system is a new radar and some people have suggested that the AN/SPY-7(V)1 radar, sometimes called Aegis Ashore, might be a useful (and proven, it is in use, on land, in Japan, and will be fitted on Canada’s new Type 26 (destroyer-frigate) combat ships) solution. This radar is eminently suitable to be part of an enhanced (conventional) NORAD and of a CANUS continental ballistic missile defence system.

There are many technical (and logistical) advantages to using that radar on both our, Canadian, warships and in a land-based role, too.

The AN/SPY-7(V)1 radar produces a lot more information than do the current AN/FPS-117 and AN/FPS-124 radars which are used in the NORAD role, today, and were built in the 1980s using 1960s and ’70s technology.

(Please don’t worry about the AN/*** designations. They are part of a very sensible American system which was designed to make it simpler to identify both Army and Navy systems (hence the AN/ at the beginning). The three letters following the AN/ describe the system:

  • The first letter describes the installation. F means Fixed, on the ground (land) and S means on a ship;
  • The second letter means the type of equipment, and P means radar; and
  • The third letter means purpose. S means search (detection and locating) and Y surveillance and control.

Thus the SPY-7 is a shipborne surveillance radar and the FPS-117 is fixed (land-based) search radar. The numbers just differentiate one system from another.)

If Canada chooses an advanced radar, like the SPY-7, two engineering problems will need to be addressed:

  • First, these things use a lot more power than do the existing radars; and
  • Second, they produce much, much more information which needs to be “transported” instantly, to control centres in places like Canadian Forces Base North Bay, where all the data from all the radars is analyzed and used to effect NORAD’s mission. If the radar sites are located below (about) 72°N, as would be the case for coastal radars in BC, NS and NL, this is not a huge problem because the station is within the “footprint” of the big, high bandwidth satellites in geostationary orbit. But if the radar site is too far North then a terrestrial (possibly microwave, maybe tropospheric scatter) network (in which each station needs electrical power, too) will have to be installed to move the data to a satellite ground station. (Or a non-geostationary, high bandwidth, satellite system will have to be deployed.)
