The easy days of piracy are fading rapidly

Strategy Page has an update on the anti-piracy efforts off the Somalian coastline:

After two years of immense prosperity, the last year has been a disaster for the Somali pirates. For example, in the last eight months, only six ships have been captured, compared to 36 ships in the same eight month period a year ago. Pirate income is down 80 percent and expenses are up. Pirates have to spend more time at sea looking for a potential target, and when they find one, they either fail in their boarding efforts (because of armed guards, or better defense and more alert crews) or find anti-piracy patrol warships and armed helicopters showing up. Unlike in the past, the patrol now takes away the pirates weapons and equipment, sinks their mother ships and dumps the pirates back on a beach. The pirates claim that some members of the anti-piracy patrol simply kill pirates they encounter on the high seas (some nations have admitted doing this, at least once, in the past). But no one does this as official policy, and the rules are still basically “catch and release.” The big change is that the patrol has become much better at detecting pirates, on captured fishing ships, and shutting these pirates down. Often the pirates bring along the crew of the fishing ships, to help with the deception. But the patrol knows which fishing ships have “disappeared” and quickly identify those missing ships they encounter, and usually find pirates in charge. The anti-piracy patrol also has maritime reconnaissance aircraft that seek to spot mother ships as they leave pirate bases on the north Somali coast, and direct a warship to intercept and shut down those pirates. The pirates have been losing a lot of equipment, and time, and money needed to pay for it.

Pirates have responded by finding new targets (ships anchored off ports waiting for a berth) and using new tactics (using half a dozen or more speedboats for an attack.) The pirates still have a powerful incentive to take ships. In 2010, for example, pirates got paid over $200 million in ransom. The year before that it was $150 million. Most of that was taken by the pirate gang leaders, local warlords and the Persian Gulf negotiators who deal with the shipping companies. But for the pirates who took the ship, then helped guard it for months until the money was paid, the take was still huge. Pirates who actually boarded the ship tend to receive at least $150,000 each, which is ten times what the average Somali man makes over his entire lifetime. Even the lowest ranking member of the pirate gang gets a few thousand dollars per ransom. The general rule is that half the ransom goes to the financiers, the gang leaders and ransom negotiators. About a quarter of the money goes to the crew that took the ship, with a bonus for whoever got on board first. The pirates who guard the ship and look after the crew gets ten percent, and about ten percent goes to local clans and warlords, as protection money (or bribes).

For the last four years, Somali pirates have been operating as far east as the Seychelles, which are a group of 115 islands 1,500 kilometers from the African coast. The islands have a total population of 85,000 and no military power to speak of. They are defenseless against pirates. So are many of the ships moving north and south off the East Coast of Africa. While ships making the Gulf of Aden run know they must take measures to deal with pirate attacks (posting lookouts 24/7, training the crew to use fire hoses and other measures to repel boarders, hanging barbed wire on the railings and over the side to deter boarders), this is not so common for ships operating a thousand kilometers or more off the east coast of Africa. Ships in this area were warned last year that they were at risk. Now, the pirates are out in force, demonstrating that the risk is real.

The F-35 program is “Military Keynesianism”

Wayne K. Spear explains the ordinary and the extraordinary parts of a military procurement process, as illustrated by the F-35 project:

A straight-shooting bureaucrat will admit that procurement processes are often initiated with the final selection a foregone conclusion. If you know in advance what you need, and you furthermore know who’s most qualified to deliver, then formalities intended to promote transparency and accountability are at best inconveniences to circumnavigate — and every public servant knows well how to steer that ship. That this occurs regularly within the bureaucracy is an open secret.

The Joint Strike Force program, at the centre of which is a proposed purchase of F-35 fighters, introduces disturbing wrinkles to an otherwise unremarkable bureaucratic occurrence. On military matters I refer to the self-described “prolific Ottawa blogger” Mark Collins , who has been training his keen eye on this fiasco for years. At his site you’ll find links to a range of useful resources, for example a DND PowerPoint which makes it clear that military leaders chose the F-35 and only later manufactured the selection criteria. Again, not unusual in procurement. The department however did so on grounds no one has yet admitted, never mind defended. That’s only one of many problems.

Reviewing the Auditor General’s report and the media coverage of this issue, I infer that the F-35 achieved the status of a foregone conclusion for the following reasons. 1) Canada had invested millions of dollars into the F-35 program as early as the 1990s; 2) Lockheed Martin Aeronautics lobbied aggressively, and more effectively, than its rivals (and employed Prospectus Associates, a consultancy firm with the inner track to Defence Minister Peter MacKay); and 3) the F-35 series of fighters — although years from completion and with many important details unclear and ever-changing (including year of completion, engine cost, cost to maintain) — were the only “fifth generation” fighters on the table. As the Auditor General points out, fifth generation “is not a description of an operational requirement.” My own research suggests this phrase means something like ”Ooo!” — which is what I often say when I see a jet fighter in action.

It’s a given that the Royal Canadian Air Force needs to address the rapidly aging CF-18 fleet before 2020 (the estimated end-of-life for the current fighters). The choice had appeared to be simple: follow on our pre-existing development deal with a purchase of F-35 fighters. The problems were that the development schedule had slipped multiple times, the estimated costs had climbed and climbed again, and the technical “teething” issues were still promising longer delays and higher costs. Canada had intended to buy 65 aircraft — in my opinion at least 33% less than the RCAF actually needed — at a “fixed” cost.

The F-35 is still years away from being in service in any air force, there’s no way to be sure that the government’s budget will be enough to buy the minimum number of aircraft, and the CF-18 isn’t getting any younger.

We need (some) new fighter aircraft in the next eight years, but the F-35 is no longer the automatic choice to fill that role.

There’s another root problem, and it’s also to be found in the 2012 federal budget. This document superstitiously relies on the notion that everything the feds do creates jobs. Every spending initiative in the budget creates jobs. Every departmental trim, and every restraint, ditto. Having gone through the budget, I wonder if Mr. Flaherty thinks a job is created when he sneezes. At the same time I was reading the budget, I was reviewing the federal government’s 2010 F-35 sales pitch — which, coincidentally, was the DND’s and Lockheed Martin’s sales pitch. Again, it’s all about “industrial benefits.” Lo and behold: the F-35 program creates jobs!

One name for this line of argument is “Military Keynesianism,” the idea that a brilliant and effective way to create jobs and boost the economy is to give folks like Lockheed Martin billions of dollars of public money. In the 1980s, the American public heard many Pentagon procurement stories concerning $40 staplers and $200 hammers, all part of a federal stimulus effort which by 1988 had tripled the nation’s deficit. There are distinctions to be made between this and the present case. Nonetheless, these staplers and hammers came to my mind as I dug down into the bogus F-35 procurement process and my shovel chipped the Reagan-era bedrock.

The Military-Industrial Complex lives

From Strategy Page, where the US Army doesn’t want any more tanks right now, but the politicians (and their crony capitalist “friends”) want the tanks to continue to be built and upgraded:

The U.S. Army is fighting the politicians to avoid having to buy more M-1 tanks, or upgrade some older ones that do not need upgrades. What it comes down to is that the politicians want to keep the only American tank manufacturing plant open. It’s all about political posturing, votes and getting reelected. But the army wants to spend its shrinking budgets on things that will save lives in the next battle. At stake is several billion dollars. The generals cannot openly say that this is about buying votes versus buying lives, but that’s what it comes down to.

So far, over 9,000 American M-1 tanks have been produced and most of them subsequently updated at least once. But the army, seeking to save a billion dollars, wants to close the plant that builds and modifies the M-1. The closure would be for three years, and when it was reopened there would be a backlog of upgrades and parts orders to fill to keep the plant open until, perhaps, an M-1 replacement comes along. At the moment the generals do not have any firm plans for an M-1 replacement.

Politicians and the operators of the plant want to keep the plant open in order to save jobs, votes, and operating profits. This is basically a largely political decision that involves getting the money (from the taxpayers) to stay open by pretending that the army wants this. But the army leadership has not cooperated and has openly opposed this plan. How long the plant will remain in business is uncertain, as is the future of the M-1 tank.

David Akin: The F-35 fiasco is now a boondoggle

Nobody in the government or the Department of National Defence comes off well in this politico-techno-bureaucratic mess:

The acquisition process to replace our aging CF-18 fighter jets can now officially be proclaimed as the F-35 boondoggle.

In a damning report Tuesday, Auditor General Michael Ferguson said the whole process in which the Harper Conservatives decided to allocate at least $25 billion over the next 20 years to buy 65 F-35 Lightning II “fifth generation” fighter jets was gummed up by Department of National Defence bureaucrats — and possibly air force officers — who flat out lied to their political masters and to Parliament about the costs and risks associated with the program.

The only good news is we have not yet spent that $25 billion or signed any contracts.

Canada has generally been well served by the civil service (I grit my teeth to say that, as I’m not at all fond of big government), if only in comparison to other countries. One of the better inheritances from Britain is the (relatively) non-political, impartial bureaucracy. In this case, however, the bureaucracy has failed, and failed spectacularly:

But the politicians, like any prime minister or cabinet minister before them, has to be able to rely on the bureaucracy to give them the straight goods.

That did not happen.

Here’s Ferguson in his report: “National Defence told parliamentarians (last year) that cost data provided by U.S. authorities had been validated by U.S. experts and partner countries which was not accurate at the time. At the time of its response, National Defence knew the costs were likely to increase but did not so inform parliamentarians.”

In other words, DND bureaucrats lied. Full stop. Period.

Here’s another paragraph from Ferguson: “Briefing materials did not inform senior decision-makers, central agencies, and the Minister [of National Defence] of the problems and associated risks of relying on the F-35 to replace the CF-18.”

And another: “We found that the ministers of National Defence and Industry Canada and those ministers on the Treasury Board were not fully informed (in 2006) about the procurement implications.”

I’ve been less-than-fully-supportive of the F-35 acquisition, as a quick perusal of F-35 related posts will show, but this is now much more important than the question of what aircraft (if any) the RCAF will be purchasing. It’s now a case of finding out how deep the rot is in the DND and whether the RCAF actively aided the deception. If so, heads must roll.

Argentine government accuses Britain of “militarizing” the Falklands

The latest bee in the Argentinian government’s bonnet is the deployment of HMS Dauntless on a “pre-planned” six-month tour of duty in the Falkland Islands:

HMS Dauntless, a Type 45 Destroyer, sailed from Portsmouth and was seen off by crowds of flag-waving well-wishers.

It will relieve HMS Montrose and carry out operations off the coast of west Africa and the wider South Atlantic, with planned port visits in both west and South Africa.

BBC defence correspondent Jonathan Beale said it was unlikely that there would be any visits to Argentina’s ports.

The Royal Navy said it was the first operational deployment for HMS Dauntless since it was commissioned in 2010.

In a sidebar, Jonathan Beale discusses the balance between provocation and bad planning:

Argentina has already accused Britain of behaving like a colonial power, by sending warships and royalty to the islands.

Though the MoD insists the timing is just “coincidence”, Argentina will view it as calculated. But it is probably more cock-up than conspiracy. The plans have been in the pipeline for some time. The Royal Navy always has a warship in the South Atlantic on a six-month rotation.

As discussed in a post back in 2010, the Type 45 class are very expensive ships with a not-yet-proven military value:

The Royal Navy’s new £1bn+ Type 45 destroyers, which have been in service for several years (the first is already on her second captain), have finally achieved a successful firing of their primary armament.

The Ministry of Defence (MoD) announced yesterday that HMS Dauntless, second of the class, has made the first firing from a Type 45 of the French-made Aster missiles with which the ships are armed. All previous trial shoots were carried out using a test barge at French facilities in the Mediterranean.

Our Type 45s will have no serious ability to strike targets ashore, and we will continue to have no capabilities against ballistic missiles. Most glaringly of all, the Type 45 will have no weapon other than its guns with which to fight enemy ships — Sea Viper has no surface-to-surface mode.

You might feel that preservation of British high-tech jobs in some way justifies such horrific overspending for such lamentable amounts of capability, but in fact the relatively few Brit workers concerned have now mostly been fired anyway.

New study estimates US Civil War deaths were 20% higher than previously believed

Guy Gugliotta summarizes the research of J. David Hacker on the actual death toll for both side during the American Civil War:

For 110 years, the numbers stood as gospel: 618,222 men died in the Civil War, 360,222 from the North and 258,000 from the South — by far the greatest toll of any war in American history.

But new research shows that the numbers were far too low.

By combing through newly digitized census data from the 19th century, J. David Hacker, a demographic historian from Binghamton University in New York, has recalculated the death toll and increased it by more than 20 percent — to 750,000.

The old figure dates back well over a century, the work of two Union Army veterans who were passionate amateur historians: William F. Fox and Thomas Leonard Livermore.

Fox, who had fought at Antietam, Chancellorsville and Gettysburg, knew well the horrors of the Civil War. He did his research the hard way, reading every muster list, battlefield report and pension record he could find.

30 years on, and the tension is rising again

On this day in 1982, Argentina attempted to take the Falkland Islands in a surprise attack. The ruling Junta had hoped to use the invasion to rally popular support. After the islands were retaken, the Junta fell and democracy eventually returned to Argentina. In recent months, a democratically elected Argentinian government has been pushing for Britain to “negotiate” the future of the islands.

A total of 255 British servicemen and about 650 Argentines died after the UK sent a task force following the Argentine invasion on 2 April 1982.

The anniversary comes amid renewed tension, as Argentina has reasserted its claim to the archipelago.

UK Prime Minister David Cameron said the day should be used to remember both the British and Argentine dead.

In a statement, Mr Cameron also said that he remained committed to upholding British sovereignty over the islands.

Argentina’s President Cristina Fernandez de Kirchner is expected to visit the southern port of Ushuaia on Monday to remember the Argentine servicemen who died.

President Fernandez is due to lead rallies to commemorate the Argentine dead and to light an eternal flame devoted to their memory.

Argentina has complained about what it calls British “militarisation” in the south Atlantic.

BBC World affairs editor John Simpson said while a new armed conflict remained unlikely, Argentina was now using diplomatic weapons to push its claim over the Falklands.

The defeat of the Argentine forces led directly to the collapse of the military dictatorship led by Gen Leopoldo Galtieri, who was later jailed in Buenos Aires for “incompetence” during the war.

The British prime minister at the time was Margaret Thatcher, but she is not expected to play a part in the commemoration of the 30th anniversary because of ill-health.

EUNAVFOR to get more aggressive against pirates

Strategy Page explains why the pirates in Puntland are being targeted:

The EU (European Union) agreed, on March 23rd, to allow its anti-piracy force off Somalia (EUNAVFOR) to attack coastal targets and coordinate military operations with the Somali TNG (Transitional National Government). This means that EUNAVFOR ships and aircraft can attack pirate targets on land. Most of the pirate bases (coastal towns and villages) are in Puntland, a self-declared state in northern Somalia. While less violent and chaotic than southern Somalia, Puntland officials are bribed and intimidated (by the superior firepower of the pirate gangs) into inaction. Technically, Puntland is opposed to the pirates, so the EU is hoping that Puntland won’t make a stink when EU forces begin shooting at pirates on the coast.

The EU plan apparently involves going after pirate logistics and fuel supplies in their coastal havens. This could be tricky, as the pirates are well aware of how the Western media works and could easily put many of these targets in residential neighborhoods. The EU could respond by blockading the pirate bases, and attacking pirate attempts to truck in fuel and other supplies. Pirates could put civilians on trucks, or even captured sailors from ships held for ransom. There is no easy solution to the Somali pirates.

“Off the Somali coast, everyone is looking for a big payday”

Strategy Page on recent developments in the anti-piracy campaign off the Somali coast:

To get around laws, in many ports, forbidding weapons aboard merchant ships, security companies operating off the Somali coast have equipped small ships to serve as floating arsenals. The security guards boards, in port, the merchant ships they are guarding, then meet up with the gun ship in international waters so the guards can get their weapons and ammo. The process is reversed when the merchant ships approach their destinations or leave pirate infested waters (and put the armed guards off onto the gun ship.) Maritime lawyers fret that there are no proper laws to regulate these floating armories, or that if there are applicable laws, everyone is not following them. It’s also feared that some enterprising lawyers will seek to represent the families of pirates shot by these armed guards. Off the Somali coast, everyone is looking for a big payday.

In the last three years, more and more merchant ships, despite the high expense, have hired armed guards when travelling near the “Pirate Coast” of Somalia. It began when France put detachments of troops on tuna boats operating in the Indian Ocean, and Belgium then supplied detachments of soldiers for Belgium ships that must move near the Somali coast. These armed guards are not cheap, with detachments costing up to $200,000 a week. There are now over a dozen private security companies offering such services. What makes the armed guards so attractive is the fact that no ship carrying them has ever been captured by pirates. That may eventually change, but for the moment, the pirates avoid ships carrying armed guards and seek less well-defended prey.

F-35 and the “bubbling skin” problem

Michael Byers and Stewart Webb report on the latest technical glitch to be reported in the F-35 development:

The ability of F-35s to avoid radar detection depends on a “fibre mat,” which is cured into the composite surfaces of the aircraft.

In December 2011, a test version of the F-35 for the first time achieved the design speed of Mach 1.6. According to Bill Sweetman of Aviation Week, the flight caused “peeling and bubbling” of the stealth coating on the horizontal tails and damage to the engine’s thermal panels, and the entire test fleet was subsequently limited to Mach 1.0.

Repairing and replacing stealth materials is a time- and technology-intensive process that reduces the “mission capable rate” of aircraft. Indeed, it has been reported by the U.S. Congressional Research Service that after five years of service the F-35’s sister plane, the F-22, has a mission capable rate of just 60%.

And then they touch on the issue that has been lurking below the surface for a while, regarding the small number of aircraft the RCAF will be able to afford (assuming the government goes through with the F-35 purchase):

If the F-35 has a similar mission capable rate, Canada will, at any given time, only be able to deploy approximately 44 of its planned 65 planes. When attrition through accidents is factored in — and Canada has lost 18 of its CF-18s since 1982 — we could soon have an available fleet of just 30-35 planes, or roughly half of what the Department of National Defence says we need.

That might be the crucial point on which the F-35 acquisition fails: no matter how good the aircraft are (and I believe they will eventually work through and fix all the major issues), we can’t afford enough of them. Even without taking on new missions, we need a certain minimum number of aircraft, and I thought 65 was low-balling that number. The alternatives are to buy some F-35’s and a larger number of less expensive planes like the Super Hornet, or skip the F-35 altogether and just buy a different aircraft. The problem with splitting the order is that what we’d save on reduced F-35 acquisition costs, we’d more than lose because the RCAF would have to maintain duplicate maintenance and training programs. Unlike the RAF or the USAF, the RCAF isn’t big enough to fly multiple models on an ongoing basis (and you know that the government can’t and won’t fund a larger air force budget).

Time Capsule: Red Mike’s review of Starship Troopers

Robert A. Heinlein’s Starship Troopers is still one of my all-time favourite science fiction books. For that reason alone, I avoided going to see Verhoeven’s film “adaptation”. To more than make up for that, here’s a great review of the film … by that, I mean the review is great, not the film:

We start off with a news report from the surface of the planet Klendathu, the bugs’ home world, where you will instantaneously flash on that Korean-war era song,

    “Hear the sound of runnin’ feet
    It’s the old First Cav in full retreat
    They’re haulin’ ass,
    Not savin’ gas,
    They’ll soon be gone.”

Things are bad and getting worse, as a mob of Mobile Infantry types mill about, getting in each others’ lines of fire, screaming things like “Run for your life!” or words to that effect. It isn’t until later in the film that you discover that milling about is the only formation they practice regularly, and aimless running is their chief tactical mode.

Our heroes head to the surface, where they mill about some more. The concepts of formation, organization, and command and control appear to have been lost. They top a rise and stand in dumb amazement, one thumb in their mouth and one in their ass playing switch, as they see giant bugs expand with gas, then lift tail toward the sky and blast a blue-white fart of anti-spaceship gas up to where the fleet is in orbit.

Our guys stand shoulder to shoulder, firing at the mass of bugs, using a set of tactics that hasn’t worked well since Gettysburg. Actually, the guys at Gettysburg were a bit better better equipped for what they were doing, since they had artillery (a concept that has been lost, apparently) and weapons with an accurate range of over eight feet. Other lost concepts that would have proved Really Helpful here include close air support, mortars, air-dropped mines, barbed wire, fire, maneuver, cover, concealment, objectives, and useful orders. (I mean, “Kill everything that has more than two legs” is really neat, but “Go to coordinates XXYY, and set up a perimeter. Your covered arc runs from AA through CC. You’ll be linking up with Unit Name on your left and Other Unit Name on your right. Hold the position until you’re relieved by Unit Name. At that time go to YYZZ and await further orders” would have actually been helpful.) Nor, for that matter, do we have armored fighting vehicles, heavy machineguns, shoulder-launched missiles, or other stuff (a spray can of Raid?) that might have come in handy.

We go bug hunting again. And after an engagement that proves that a British Square from Waterloo would have done better than the MI at fighting bugs, we win anyway. We have a party! Dizzy and Johnny finally get it on. (I have to comment that I really liked the Special Effects in this film. Especially Dizzy’s left special effect and her right special effect. Carmen has even bigger special effects, but she never whips her shirt off so it’s hard to be sure.)

The less-than-glamorous reality of Cold War spy work

A review of Steve Gibson’s Live and Let Spy: BRIXMIS – The Last Cold War Mission by Bill Durodié at spiked!:

Called the British Commander-in-Chief’s Mission to the Group Soviet Forces of Occupation in Germany, or BRIXMIS for short, it was part of an officially sanctioned exchange of observers between the Red Army and the British Army established by the victorious Allied powers and the USSR through the Robertson-Malinin agreement in 1946. Its ostensible purpose was to improve communication and relations between them.

In addition to BRIXMIS — and their French and American counterparts in the East — the Red Army also conducted similar operations through a unit in West Germany. But, diplomatic liaison and translation duties aside, the real purpose of these units soon became clear: to find out what each other was up to by heading out into those areas where they had been specifically told not to go.

For anyone who imagines that spying is glamorous, or somehow akin to being in a Bond movie, they will be disabused by Gibson’s chapter on document-gathering from dumps (literally). It had been recognised for some time that, when they went on manoeuvres in East Germany, the Soviet forces were not supplied with any toilet paper. They would use whatever came to hand — a copy of Pravda, a letter from a loved one, or even their mission papers. And after they were done, it was then that Her Majesty’s specially trained and equipped Cold War warriors really came into their own…

The book is republished with an expanded final chapter reflecting on what happened in the time following the fall of the Iron Curtain:

As a professor of political science at the University of Warwick, Robert Aldrich, notes in the new foreword, Gibson is now clearly of the mind that ‘much of what [he] was led to believe [during the Cold War], and some of what he was told, was simply wrong!’

Gibson’s resolute clearsightedness is to be admired. So despite having been caught up in the exhilaration of it all as a young man, despite devoting the prime of his life to the East-West conflict, he refuses to lie to himself. ‘The Cold War’, he notes, ‘was a giant historical cul-de-sac where all enlightened efforts at producing a good society were suspended’.

Aldrich astutely summarises a key argument of Live and Let Spy: ‘while Cold War warriors fought a tyrannical and ruthless version of Communism abroad, they remained ignorant of — and lost — an ideological battle at home’. Facebook seen as harmful … to deployed troops

Strategy Page explains how increasing sophistication on the part of the al Qaeda/Taliban forces has been allowing them to select targets of opportunity through things like Facebook posts and cell phone traffic:

The U.S. Army is warning its troops to be careful what they post to on social networking sites (like Facebook). When they post photos of themselves they often reveal militarily useful information. This was discovered in Iraq, where a lot of tech savvy people working with terrorists were able to compile information from what troops posted. This sometimes led to attacks, and this was discovered from interrogating captured terrorists and captured documents and computer data. The background of pictures often indicated targets for the terrorists, or details of base defenses and American tactics. Islamic terrorists have been quick to use the Internet and other modern technology to plan and carry out their attacks.

Some of this technology can be very dangerous, like the geo-locating capability of many smart phones (which include GPS receivers and location data that hackers can obtain.) Troops in combat zones are ordered to turn geo-locating off while in areas where the enemy could use it. Even without geo-locating turned on, cell phone use can provide militarily useful information. This goes back to a century old practice called traffic analysis. This has been used with great success against terrorists in Iraq, Afghanistan and elsewhere, but it can be used against the troops.

Al Qaeda was long suspected of knowing how to manipulate message traffic in order to deceive our traffic analysis methods. This was rarely the case, but this form of deception has been used in the past with success. For example, when the June 6, 1944 D-Day invasion of France was being planned, a fake army group headquarters was set up in England. Actually, this “army group” consisted largely of a lot of radio and telegraph operators sending a large number of messages that would be normal if the “army group” were preparing for an invasion of France, in an area other than where the actual invasion was going to take place. The deception worked. German traffic analysis experts were fooled and the Germans believed the actual invasion at Normandy was just a feint, a move to get the Germans to send their reinforcements to Normandy rather than were the fake “army group” was going to invade.

Intelligence agencies have to be constantly on the guard for al Qaeda, or any other terrorist group, using this kind of deception. It has happened in a few instances, so a larger-scale attempt is not out of the question.

GAO latest to attempt to shoot down the F-35

The situation is looking grimmer for all potential purchasers of the F-35, not just the RCAF:

The F-35 Joint Strike Fighter, the supposed backbone of the Pentagon’s future air arsenal, could need additional years of work and billions of dollars in unplanned fixes, the Air Force and the Government Accountability Office revealed on Tuesday. Congressional testimony by Air Force and Navy leaders, plus a new report by the GAO, heaped bad news on a program that was already almost a decade late, hundreds of billions of dollars over its original budget and vexed by mismanagement, safety woes and rigged test results.

At an estimated $1 trillion to develop, purchase and support through 2050, the Lockheed Martin-built F-35 was already the most expensive conventional weapons program ever even before Tuesday’s bulletins. The Air Force, Navy and Marine Corps are counting on buying as many as 2,500 F-35s to replace almost every tactical jet in their current inventories. More than a dozen foreign countries are lined up to acquire the stealthy, single-engine fighter, as well.

If cuts do occur, the U.S. will be in good company. Australia, Canada and Japan have already begun backing away from the troubled JSF as the new plane has gradually exceeded their budgets. For these countries, alternatives include the Super Hornet and an upgraded F-15 from Boeing, Lockheed’s new F-16V and the European Typhoon, Rafale and Gripen fighters. But so far the U.S. military prefers the F-35, even if the stealthy jet is more than a decade late, twice as expensive as originally projected and available in fewer numbers. “We will remain committed to the long-term success of the F-35 program,” Air Combat Command asserted.
