It was one of this Kaiser’s many peculiarities that he was completely unable to calibrate his behaviour to the contexts in which his high office obliged him to operate. Too often he spoke not like a monarch, but like an over-excited teenager giving free rein to his current preoccupations. He was an extreme exemplar of that Edwardian social category, the club bore who is forever explaining some pet project to the man in the next chair. Small wonder that the prospect of being buttonholed by the Kaiser over lunch or dinner, when escape was impossible, struck fear into the hearts of so many European royals.
Wilhelm’s interventions greatly exercised the men of the German foreign ministry, but they did little to shape the course of German policy. Indeed it may in part have been a deepening sense of impotence and disconnection from the real levers of power that fired up Wilhelm’s recurring fantasies about future world wars between Japan and the USA, invasions of Puerto Rico, global jihad against the British Empire, a German protectorate over China and so on. These were the blue-sky scenarios of an inveterate geopolitical fantasist, not policies as such. And whenever a real conflict seemed imminent, Wilhelm pulled in his horns and quickly found reasons why Germany could not possibly go to war. […] Wilhelm could talk tough, but when trouble loomed he tended to turn and run for cover. He would do exactly that during the July Crisis of 1914. “It is a curious thing,” Jules Cambon, French ambassador in Berlin, observed in a letter to a senior official at the French foreign ministry in May 1912, “to see how this man, so sudden, so reckless and impulsive in words, is full of caution and patience in action.”

The breakdown state of Greece
David Warren, earlier this month, on the slow-motion financial, economic, and political disaster that is modern-day Greece:
Now seriously, gentle reader, we are being reminded that there is truly no way out — no foreseeable practical and material escape — from the Nanny State web we have woven. Except by catastrophe, and/or miracle. My fascination with Greece is, as I have said, to see what happens as that state breaks down. Greece is unrepresentative in some ways; she never was a truly Western country, and thus even her way of abandoning the Christian faith is different from the Western. Since the West freed her from the Infidel Turk, Greece has had the luxury to pick and choose between spiritual destinies. The West offered three: the Catholic, the Protestant, and the Revolutionary. Greece chose to dress her post-Byzantine, Orthodox self in the robes of Marianne, goddess of fake Liberty. They don’t fit, can’t, and she has experienced one wardrobe malfunction after another. Whereas the French, whom she most likes to emulate, at least know how to carry off satanic modernism in style.
Notwithstanding, the material facts of Nanny State are universal, and Greece can now serve as an illustration of their consequences — for the simple reason that she has made more mistakes, faster, than any other European country.
My fondest hope was that the failure of Greece would provoke a genuine re-assessment of the European Union. My worst fear is that it would instead make Europe’s commissars circle their wagon (the EU flag unintentionally represents this), and advance the continental nannyism in the vain belief that they can somehow save it. This, I observe, is what most likely happens. Or to put this another way, for the third time in a century, Europe has embarked on a mission of self-destruction, and will not turn back.
The correct response, to my humble mind, would have been on two fronts. First, to acknowledge that Greece can’t pay, and therefore write off the debts. Let them start again from scratch, according to their lights, providing whatever humanitarian aid can be afforded, but making clear it is a gift, and therefore delivering it through visibly European (and North American) agencies. Never let anyone think he is receiving gifts by right, and thus confuse gifts with payment. But don’t kick Greece out of anything; they have as much right to use euros while unwinding as the Argentines had to use U.S. dollars through their last bankruptcy. In defiance of post-modern sentimentalism, I would say it is possible to be both charitable, and firm.
Second, to begin a peaceful disassembly of most of the pan-European scheme, including the euro currency, which doesn’t and can’t work. Restore marks, francs, lire, pesetas; but also gradually downsize the Brussels bureaucracy to what it can and did do reasonably well — as a clearing house for trade transactions. This would be sane, now the ambition of a “European nation” is proved to have been foolish in itself. It would be insane, politically, to leave it to the member countries’ respective nationalist lunatics to achieve the same end by jingo, with the violence that follows inevitably from that.
It is in this greater (political, not religious) light that I think another bailout for Greece is a horror. It means Europe’s politicians are accelerating down a blind alley — the political equivalent of “the spirit of Vatican II.”

The pleasures of a weak government
At Samizdata, Brian Micklethwait sings the praises of “an infirm hand on the tiller” during the War of the Roses:
For my point is that this royal “hand on the tiller” that Wilson says the country so much needed can sometimes be rather too firm.
Wilson is right that medieval civil war, or medieval war of any kind, could be a disaster to the wider society in which it happened. A routine military method in those days was for a retreating army to wreck the countryside, burning crops and killing livestock, in order to deny these resources to an advancing enemy. That this was a death sentence to whoever lived in this devastated area may have troubled the people who inflicted such horrors, but not enough to stop them doing it whenever they were told to. Elsewhere in the book, Wilson mentions an episode of just this sort, in which the King of Scotland inflicted just this horrible fate upon great swathes of Scotland, when he was faced with an invading English army. Those medieval wars between England and Scotland were not quite the nationalist confrontations that Anglo-Scottish wars later became. They were battles between aristocratic dynasties, between “families”, in the Godfather movies sense. Civilian populations were more prizes to be contested, to be owned or failing that denied to an enemy, than the ideologically enthused participants in the contest, as they became later, for instance in the seventeenth century.
But, on the whole, England’s Wars of the Rose, as they later came to be called, were not like this. These “wars” tended to consist of relatively small armies having sometimes very bloody battles with one another, but not, on the whole, creating all that much havoc for nearby civilians, apart from the unlucky civilians whose crops or animals had been on the actual battlefield.
So, what of that mercantile class which, in Wilson’s word, “emerged” at the same time as all of this rather low level fighting? He makes it sound like an unrelated coincidence. But might there not be an element of cause and effect in operation here? Was not the very fact that all this commerce, all this development of the wool trade, was “beyond politics” perhaps one of the key things that enabled it to “emerge”?
For many people, the mere possibility that the dynastic fights of the fifteenth century might degenerate, even if only in their immediate vicinity, into something more like the English — or worse, the German — civil wars of later times, was probably enough to make them believe, as Wilson believes, that a firm hand on the tiller would be preferable to rival hands flailing at each other. But in the meantime, it surely must have helped farmers — often farmers way off the beaten tracks of the contending English armies in places like East Anglia, and merchants, and speculators, and seafarers, that the aristocrats who might have taken command of their “emerging” arrangements, who, had they been all on the same side, might have brought them into politics, and if not ruined them then at least slowed them down quite severely, instead had other things on their minds. Basically, each other. What I am suggesting is that, from the commercial point of view, the Wars of the Roses might have been quite good wars, complicated enough to divert the attentions of aristocrats away from their usual anti-commercial meddlings, yet not too widespread in their destructive effect. That the Wars of the Rose were, for some, very bad wars, I do not contest.

Long considered lost, the life-size family portrait of the artist’s friend, a leading banker and art collector, was in sorry shape when the Metropolitan Museum acquired it from a private collection earlier last year.
Gallagher worked for ten months to counteract the various indignities it had suffered, including a re-stretching that left the original canvas severely creased, and a Gilded Age application of varnish that weathered poorly over time.
It’s a painstaking process, restoring such a work to its original glory, requiring countless Q-tips and a giant roller that allowed staffers to safely flip all 9 x 10.75 feet of the massive canvas. Gallagher identifies the last step, a sprayed-on coat of varnish necessary for teasing out the painting’s original luster, as the most nerve-wracking part of the odyssey.

British humour “derives from the sloppiness of our language”
In sp!ked, Patrick West discusses the wellspring of British humour:
The English have a reputation for being a funny people. This, I think, derives from the sloppiness of our language, the messiness of which leads to misunderstandings. Indeed, the word ‘funny’ itself has two meanings.
Consider the old joke. ‘My dog has no nose’, says one. ‘How does he smell?’, asks another. ‘Terrible!’ This works because the English verb ‘to smell’ means both to sniff and to emit an odour. This joke wouldn’t work in Italian, where there’s no room for confusion. ‘Il cane sente l’odore del cibo’ means ‘the dog smells the food’; ‘Il cane puzza terribile’ means ‘the dog smells terrible’.
Romance languages also use reflexive verbs much more than we do, which also removes ambiguity. In Catalan, ‘ofegar’ means to suffocate someone or something else, and ‘ofegar-se’ means for oneself to suffocate. In English, ‘to suffocate’ can mean to asphyxiate or to strangle, two very different things.
Italian has ‘sentire’ meaning ‘to feel (something)’ and ‘sentirsi’ meaning ‘to feel’ – the latter pertaining to your internal self. To feel cold is ‘sentire freddo’, while to feel like doing something is ‘sentirsi di fare’. English doesn’t have that distinction.

English is ripe for misunderstanding. Children are amused by the construction ‘I feel like an apple’, as they are yet to comprehend that ‘like’ is the equivalent of the preposition ‘similar to’, as well as a verb. That ‘your’ and ‘you’re’ sound the same gives us verbal jokes like the one I heard on BBC Radio 4 this week:
‘Two nuns are driving along when the devil suddenly appears on their car bonnet, surrounded by fire and brimstone. One nun says to the other: “Quick, show him your cross.” The other leans out the window and shouts, “Get off my fucking bonnet!”.’
Then there’s the dual role of the apostrophe. In speech, ‘Gerrards Cross’ can either be a village in Buckinghamshire, a cross that belongs to Gerrard, or the state of mind of a Liverpool footballer who hasn’t been picked for the England team.
Canada’s international reputation
Paul Wells on yet another of those meaningless “polls” that Canadian media latch on to because they somehow show that Canada matters … to someone outside Canada:
How are you feeling about Hungary these days? Earthy, mitteleuropäische old country, redolent of paprika, graced by the meandering Danube, nice vacation getaway, maybe? I would totally get that. Me, I’m leery about the place these days because its prime minister, Viktor Orban, is a bit of a mess, governing in a country where anti-Semitic and anti-Roma sentiment are spiking, scrupulous journalists are on the outs, and Vladimir Putin is warmly greeted.
But that’s just me. You have to be fairly well-read on international news to have caught most of that stuff about Orban, and you need to be obtusely focused on high politics to let any of that taint your view of what is, after all, largely the same Hungary this year as five years ago or five years from now.
Much the same point could be made about Canada, which shone this week in two new international rankings. Portland’s “Soft Power 30,” a measure of international influence, ranks Canada fifth — ahead of Japan, Brazil and China to list only the most surprising few. And the Reputation Institute’s 2015 Country RepTrak, which measures “the reputation of 55 countries based on levels of trust, esteem, admiration and respect,” has Canada in first place.
This news aligns poorly with a certain current of thought in foreign-policy circles to the effect that the Harper government has shattered Canada’s reputation and that the world snickers behind our back as we drag our knuckles around like a bunch of baboons. I am hardly even paraphrasing.

The last question was about what I thought Canada’s reputation in the world is these days. I said, approximately, that it would depend who you ask. If you ask career diplomats from Canada, many would say the current gang have pushed our once-proud nation off a cliff for giggles. Career diplomats from other countries would note, sometimes with dismay, divergences from long-held positions on climate change, Israel and several other questions. But if you stop a stranger on the street in Frankfurt or Rio or Cape Town, you’d probably get a distracted and reasonably familiar opinion: that Canada remains a country of relative fairness and welcome, whose people don’t fuss much and can usually be relied on to help when asked. The Harper government, like its predecessors, has affected this vague impression mostly around the edges. And sometimes for the good — as, indeed, when its embassy staff refused to push some kids into the Kyiv streets out of excessive regard for neutrality while an obnoxious regime was busy collapsing onto the slag heap of history early last year.
Mostly Canada is a big country whose direction any government can nudge, but not much more. A big, generous country — a little too generously bestowed with a compulsion toward anxious self-regard perhaps, but on the scale of human weakness, that’s far from the worst after all.
Making a terrorist
Tam at View From The Porch linked to this discussion of how domestic terrorists don’t match the media’s default profile:
Of course, there’s an easy way to make it harder for Da’esh to “recruit Americans,” and that’s to zero out immigration from nations where the common values are inimical to American values. But there are problems with that. Many of the people seeking to immigrate from Da’esh territory to the USA are fleeing that terror and seeking security — and freedom. They have a very high potential to be very solid, freedom-loving Americans. The problem we have seen in the USA (and to a greater extent in some European countries like Sweden and France) is not so much the immigrants, but their children who, exposed to academia that hates the new homeland, regresses to an imagined “golden age” religious extremism.
The conventional wisdom on the left and in the press (but we repeat ourselves) that terrorists are made by poverty and oppression is, frankly, silly. Like the communist terrorists of the 1970s, the mohammedan terrorists of today are a product of wealthy-kid ennui and self-loathing. Well-known terrorist cases range from solidly middle-class (Tsarnaevs) to professional class (Ayman al-Zawahiri) to stankin’ wealthy (bin Laden); it is rare to find one without some university education. Certainly part of the problem is that the moral component of a university education today includes an unhealthy dose and burden of contempt and blame for the host society. That’s beyond the scope of what this report, centered as it is on the nuts and bolts of what ISIS is and how it means to attack our homeland, covers; but if it is not addressed there is another terrorist cause on the far side of this one, and so on endlessly like a land of rolling hills.

Rising tides of anti-German feeling … in France
Theodore Dalrymple discusses the changing opinions about Germany within the European Union, but especially in France:
There seems to be growing anti-German feeling in France, at least if what I read is anything to go by (which it might not be, of course). For example, a book with the title Bismarck Herring (The German Poison) is on sale everywhere. It is not by an unknown person, but rather by a very well-known left-wing French politician, Jean-Luc Mélenchon.
You don’t have to go far in it to discover a tone of sheer hatred. The Germans, according to him, have returned to their old arrogant ways (which, of course, they never really lost); the price of their industrial and financial success is a land of oppressed, impoverished, and fat workers who don’t want any children; their industry spreads pollution all over Europe; and, unlike the French, who purified themselves of collaborationist industrialists after the war, the Germans just went on as if nothing had happened. At the end of the book, Mélenchon says that France (and presumably only France) has the wherewithal to liberate Europe from German imperialism. In a chapter headed “Spitting Out the Poison,” he mentions that, unlike Germany, France still has considerable military capacity. The obvious implication, I am afraid, is that France could, and perhaps should, use it to occupy the Ruhr again if Germany does not change its wicked ways.
Is it not strange that such thoughts should occur to a deputy of the European Parliament? After all, the most commonly used justification for the existence of the European Union is that it ensures the peace of the continent — by which, of course, is meant the pacification of France and Germany, since Belgium was never very likely to send its troops to occupy, say, Portugal. But from the first, the EU has taken Yugoslavia as its model, and Mélenchon’s rant at least has the merit of drawing our attention to a similar possible denouement.
Catch the last flying Vulcan before September
As I’ve reported before, the very last of the Vulcan bombers able to take to the air will be retiring this year. Stuart Burns and Lewis Page have the details:
Visit a British air show before September and it’s possible you’ll get the opportunity to witness the last Vulcan bomber in flight — and this is definitely the last year you’ll get the chance, this time.
Alongside the staple leather-clad wing-walking ladies, the Battle of Britain Memorial Flight, simulated Apache attack-chopper scenarios and Red Arrows displays, you may find XH558 — now owned and flown by charity Vulcan to the Sky Trust, funded by charitable donations and Lottery cash.
The Vulcan holds a very special place in the hearts of many, not just for that unmistakable shape but because it functioned as a basic but wholly British nuclear deterrent early on in the Cold War.
Such was its frontline status and iconic image, the Vulcan was used by James Bond scriptwriters and given generous screen time in Thunderball (1965) — in which the V-bomber is hijacked by SPECTRE resulting in the loss of two nukes, which Commander Bond must then retrieve.
In the real world the Vulcan’s only combat action came in 1982, as part of the Falklands War. The “Black Buck” raids in which Vulcans — supported by a large fleet of aerial tankers — travelled all the way from Ascension Island to attack the Falklands held the longest-distance combat bombing record for nine years until the USAF took the top spot with B-52 raids in the 1991 Gulf War.
Standing as I did at the Cosford Airshow — one of those last displays — just few hundred yards from XH558, with its engines running at full tilt, you knew it was something special. The ground shook and your stomach throbbed as this mighty aircraft passed overhead.
To understand the reasoning behind the creation of the Vulcan you need to know the backstory about the freezing of the nuclear relationship between the UK and the US after World War II. When the bombs dropped on Nagasaki and Hiroshima, the war entered its final phase. Unfortunately, so did the nuclear relationship between the UK and the US.
The US, wanting to keep all the nuclear toys for itself, passed the McMahon Act — officially the Atomic Energy Act of 1946 — forbidding the transfer of nuclear knowledge or technology to any country, even those former allies (Britain and Canada) that helped develop the bombs which had been dropped on Japan.
QotD: Virtue vs. temptation, touring version
We did not succeed in carrying out our programme in its entirety, for the reason that human performance lags ever behind human intention. It is easy to say and believe at three o’clock in the afternoon that: “We will rise at five, breakfast lightly at half-past, and start away at six.”
“Then we shall be well on our way before the heat of the day sets in,” remarks one.
“This time of the year, the early morning is really the best part of the day. Don’t you think so?” adds another.
“Oh, undoubtedly.”
“So cool and fresh.”
“And the half-lights are so exquisite.”
The first morning one maintains one’s vows. The party assembles at half-past five. It is very silent; individually, somewhat snappy; inclined to grumble with its food, also with most other things; the atmosphere charged with compressed irritability seeking its vent. In the evening the Tempter’s voice is heard:
“I think if we got off by half-past six, sharp, that would be time enough?”
The voice of Virtue protests, faintly: “It will be breaking our resolution.”
The Tempter replies: “Resolutions were made for man, not man for resolutions.” The devil can paraphrase Scripture for his own purpose. “Besides, it is disturbing the whole hotel; think of the poor servants.”
The voice of Virtue continues, but even feebler: “But everybody gets up early in these parts.”
“They would not if they were not obliged to, poor things! Say breakfast at half-past six, punctual; that will be disturbing nobody.”
Thus Sin masquerades under the guise of Good, and one sleeps till six, explaining to one’s conscience, who, however, doesn’t believe it, that one does this because of unselfish consideration for others. I have known such consideration extend until seven of the clock.
Likewise, distance measured with a pair of compasses is not precisely the same as when measured by the leg.
“Ten miles an hour for seven hours, seventy miles. A nice easy day’s work.”
“There are some stiff hills to climb?”
“The other side to come down. Say, eight miles an hour, and call it sixty miles. Gott in Himmel! if we can’t average eight miles an hour, we had better go in bath-chairs.” It does seem somewhat impossible to do less, on paper.
But at four o’clock in the afternoon the voice of Duty rings less trumpet-toned:
“Well, I suppose we ought to be getting on.”
“Oh, there’s no hurry! don’t fuss. Lovely view from here, isn’t it?”
“Very. Don’t forget we are twenty-five miles from St. Blasien.”
“How far?”
“Twenty-five miles, a little over if anything.”
“Do you mean to say we have only come thirty-five miles?”
“That’s all.”
“Nonsense. I don’t believe that map of yours.”
“It is impossible, you know. We have been riding steadily ever since the first thing this morning.”
“No, we haven’t. We didn’t get away till eight, to begin with.”
“Quarter to eight.”
“Well, quarter to eight; and every half-dozen miles we have stopped.”
“We have only stopped to look at the view. It’s no good coming to see a country, and then not seeing it.”
“And we have had to pull up some stiff hills.”
“Besides, it has been an exceptionally hot day to-day.”
“Well, don’t forget St. Blasien is twenty-five miles off, that’s all.”
“Any more hills?”
“Yes, two; up and down.”
“I thought you said it was downhill into St. Blasien?”
“So it is for the last ten miles. We are twenty-five miles from St. Blasien here.”
“Isn’t there anywhere between here and St. Blasien? What’s that little place there on the lake?”
“It isn’t St. Blasien, or anywhere near it. There’s a danger in beginning that sort of thing.”
“There’s a danger in overworking oneself. One should study moderation in all things. Pretty little place, that Titisee, according to the map; looks as if there would be good air there.”
“All right, I’m agreeable. It was you fellows who suggested our making for St. Blasien.”
“Oh, I’m not so keen on St. Blasien! poky little place, down in a valley. This Titisee, I should say, was ever so much nicer.”
“Quite near, isn’t it?”
“Five miles.”

The German-Austrian offensive on the Eastern Front had undone all of Russia’s territorial gains in the last weeks. Lemberg had fallen and the German troops were at the gates of Warsaw. The Russian casualties were in the millions, especially equipment and officers were becoming scarce. And exactly now, the German high command (OHL) prepared an all-out offensive along the entire frontline. At the same time in Gallipoli, one failure followed the other. How long would the Entente be able to continue this exercise in butchery?

The hidden scale of East Germany’s economic disasters
Earlier this month, David Pryce-Jones wrote about one of the 20th century’s greatest con-men and his unbelievable role in the East German economy:
Alexander Schalck-Golodkowski was a most ingenious conman. The world at large never knew about him because he stayed in a little circle of corrupt political and financial insiders with whom he was doing his dirty businesses. In a mind-blowing interview that I had with Günter Mittag, the East German minister of finance, I first heard something about Golodkowski. The collapse of Communism allowed Mittag to speak more freely. Communist East Germany, he said, had always been an economic disaster, so much so that he had never dared tell Erich Honnecker, the Party first secretary, the truth that the state had no money. Mittag made up the numbers. For cash to keep up the pretenses, he turned to Golodkowski, giving him permission to do whatever he thought might be profitable. The measure of Golodkowski’s success was the CIA’s preposterous judgement that East Germany had the tenth-largest economy in the world.
Golodkowski operated through KoKo, a company set up for him freed from the laws and restrictions of both Communism and capitalism. A colonel in the Stasi secret police, he had protection the Mafia would have envied. Through bankers in West Germany and Switzerland he set up false accounts and shell companies. He was an arms trader, a speculator in commodities, and a specialist in bogus insurance claims. One of his scams was to “liberate” 600 old master pictures from the Dresden Museum and sell them. In 22 years of illegal operations, Golodkowski himself estimated (with understatement no doubt) that KoKo had amassed 27.8 billion East German marks.

QotD: Modern urban policing
Let me interject that I hold no brief for the police in America, at least in the cities. They inspire me with a frisson of fear every time I see one, though I break no law. Their manner is more that of masters of the public than of servants of the same; many of them seem to be the kind of people who wanted to be soldiers but couldn’t make the grade because they were not fit enough. They look menacing and seem to shoot to kill on relatively slight pretexts (or perhaps they are just bad shots). I have little doubt that if I were black my less than warm feelings toward them would be a good deal cooler still. Their increasing militarization, on the flimsiest of pretexts, is another reason to mistrust them. Alas, the British police are increasingly modeling themselves on the American, as if they were permanently on riot duty.
