The “successes” of the drone war can only be measured in body counts

In the Guardian, Simon Jenkins discusses the negative aspects of the drone war:

The greatest threat to world peace is not from nuclear weapons and their possible proliferation. It is from drones and their certain proliferation. Nuclear bombs are useless weapons, playthings for the powerful or those aspiring to power. Drones are now sweeping the global arms market. There are some 10,000 said to be in service, of which a thousand are armed and mostly American. Some reports say they have killed more non-combatant civilians than died in 9/11.

I have not read one independent study of the current drone wars in Afghanistan, Pakistan and the horn of Africa that suggests these weapons serve any strategic purpose. Their “success” is expressed solely in body count, the number of so-called “al-Qaida-linked commanders” killed. If body count were victory, the Germans would have won Stalingrad and the Americans Vietnam.

Neither the legality nor the ethics of drone attacks bear examination. Last year’s exhaustive report by lawyers from Stanford and New York universities concluded that they were in many cases illegal, killed civilians, and were militarily counter-productive. Among the deaths were an estimated 176 children. Such slaughter would have an infantry unit court-martialled. Air forces enjoy such prestige that civilian deaths are excused as a price worth paying for not jeopardising pilots’ lives.

Since the drone war began in earnest in 2008, there has been no decline in Taliban or al-Qaida performance attributable to it. Any let-up in recruitment is merely awaiting Nato’s departure. The Afghan president, Hamid Karzai, has called the attacks “in no way justifiable”. The Pakistan government, at whose territory they are increasingly directed, has withdrawn all permission.

The young Yemeni writer Ibrahim Mothana protested in the New York Times of the carnage drones are wreaking on the politics of his country, erasing “years of progress and trust-building with tribes”. Yemenis now face al-Qaida recruiters waving pictures of drone-butchered women and children in their faces. Notional membership of al-Qaida in Yemen is reported to have grown by three times since 2009.

The Cuban Missile Crisis, 50 years on

In The Atlantic, Benjamin Schwarz looks at the myths and realities of the standoff between the Soviet Union and the United States over Cuba in 1962:

On October 16, 1962, John F. Kennedy and his advisers were stunned to learn that the Soviet Union was, without provocation, installing nuclear-armed medium- and intermediate-range ballistic missiles in Cuba. With these offensive weapons, which represented a new and existential threat to America, Moscow significantly raised the ante in the nuclear rivalry between the superpowers — a gambit that forced the United States and the Soviet Union to the brink of nuclear Armageddon. On October 22, the president, with no other recourse, proclaimed in a televised address that his administration knew of the illegal missiles, and delivered an ultimatum insisting on their removal, announcing an American “quarantine” of Cuba to force compliance with his demands. While carefully avoiding provocative action and coolly calibrating each Soviet countermeasure, Kennedy and his lieutenants brooked no compromise; they held firm, despite Moscow’s efforts to link a resolution to extrinsic issues and despite predictable Soviet blustering about American aggression and violation of international law. In the tense 13‑day crisis, the Americans and Soviets went eyeball-to-eyeball. Thanks to the Kennedy administration’s placid resolve and prudent crisis management — thanks to what Kennedy’s special assistant Arthur Schlesinger Jr. characterized as the president’s “combination of toughness and restraint, of will, nerve, and wisdom, so brilliantly controlled, so matchlessly calibrated, that [it] dazzled the world” — the Soviet leadership blinked: Moscow dismantled the missiles, and a cataclysm was averted.

Every sentence in the above paragraph describing the Cuban missile crisis is misleading or erroneous. But this was the rendition of events that the Kennedy administration fed to a credulous press; this was the history that the participants in Washington promulgated in their memoirs; and this is the story that has insinuated itself into the national memory — as the pundits’ commentaries and media coverage marking the 50th anniversary of the crisis attested.

Scholars, however, have long known a very different story: since 1997, they have had access to recordings that Kennedy secretly made of meetings with his top advisers, the Executive Committee of the National Security Council (the “ExComm”). Sheldon M. Stern — who was the historian at the John F. Kennedy Library for 23 years and the first scholar to evaluate the ExComm tapes — is among the numerous historians who have tried to set the record straight. His new book marshals irrefutable evidence to succinctly demolish the mythic version of the crisis. Although there’s little reason to believe his effort will be to any avail, it should nevertheless be applauded.

The patient spadework of Stern and other scholars has since led to further revelations. Stern demonstrates that Robert Kennedy hardly inhabited the conciliatory and statesmanlike role during the crisis that his allies described in their hagiographic chronicles and memoirs and that he himself advanced in his posthumously published book, Thirteen Days. In fact, he was among the most consistently and recklessly hawkish of the president’s advisers, pushing not for a blockade or even air strikes against Cuba but for a full-scale invasion as “the last chance we will have to destroy Castro.” Stern authoritatively concludes that “if RFK had been president, and the views he expressed during the ExComm meetings had prevailed, nuclear war would have been the nearly certain outcome.” He justifiably excoriates the sycophantic courtier Schlesinger, whose histories “repeatedly manipulated and obscured the facts” and whose accounts — “profoundly misleading if not out-and-out deceptive” — were written to serve not scholarship but the Kennedys.

British forces to replace venerable Browning 9mm with new Glocks

Lewis Page on the recently announced retirement of the Browning 9mm from British military service:

The new pistol is the Glock 17 Gen4, which fires the same NATO standard 9x19mm cartridge as its illustrious predecessor. However the Glock holds 17 rounds as opposed to the Browning’s 13 — and even more crucially the new weapon can be carried with a round in the chamber ready to shoot at a moment’s notice due to its modern safety mechanisms, a practice which was normally forbidden with the Browning.

The now superseded weapon was designed way back in the 1920s by the legendary weapons engineer John Browning and first manufactured by Fabrique Nationale of Belgium in 1935. It was known commercially as the “Browning Hi-Power”. It was first issued to British forces during World War II, and gradually replaced all other pistols then in service to become the UK’s standard military sidearm. In its day it was a great weapon, and pistol design has evolved only incrementally since then, but today’s handguns are measurably superior and it was surely time for a change — the more so as the existing Brownings must have been pretty worn out by now.

The wars in Iraq and Afghanistan have enabled the British forces to slowly and belatedly sort out their dire personal-weapons situation of the 1990s. The crappy Royal Ordnance/BAE Systems SA80 (L85A1) rifle was rebuilt in German factories so that it is now a good weapon, and proper belt-fed light machine guns and 40mm grenade launchers were procured. Other popular pieces of kit such as the L115A1 sniper rifle (from the famous Portsmouth firm Accuracy International, perhaps better known under its commercial name Arctic Warfare Super Magnum), the new combat shotgun and the new 7.62mm Sharpshooter rifle have also appeared in response to battlefield needs. Now with the new Glocks, at last, pretty much all the personal weapons carried by British troops today can be said to be first-class.

“Wow, a zeppelin!”

Okay, maybe not a Zeppelin(TM), but still:

The first rigid airship to be built since the 1930s is about to commence trials in California: and the Pelican prototype also features a new technology, never yet flown, which could finally change things for lighter-than-air craft and see the leviathans of the skies make a serious comeback at last.

The 230ft-long, 18-ton demonstrator has been built for the US military by radical airship firm Aeros of California, helmed by Ukrainian LTA visionary Igor Pasternak. Aviation Week reports that it has now tested its ground manoeuvring equipment inside its hangar, and that next week the ship is set to actually lift off in a further sequence of tests for the Pentagon.

In particular, the US military wants to see if the Pelican can defeat the great bugbear of airships: the fact that they cannot usually offload cargo or passengers without taking on equivalent amounts of ballast. This is because, as weight is removed, the ship will become massively buoyant and will surge upwards uncontrollably.

North Korea adopts maskirovka to conceal rocket preparations

Western intelligence agencies are a bit embarrassed that they were not able to predict the exact day that North Korea recently launched a long-range rocket. Even though North Korean announced the two week period during which the launch would take place last December, and several nations had photo satellites flying over the launch site regularly, the actual launch came as a surprise. The North Koreans apparently took advantage of the regular schedules of these spy satellites to move equipment around the launch site at the right time to conceal just how close the rocket was to takeoff. Many intel analysts had not seen this sort of thing at all (if they were young) and the older ones had not seen it done to this degree since the 1980s, when the Soviet Union was still around and using their maskirovka (“masking”) agency to carry out large scale deceptions of photo satellites. The Russians taught the North Koreans many things, and maskirovka was apparently part of the curriculum.

In addition to concealing weapons, their performance and movements, the Soviets also used satellite deception to mislead the west on how their troops would operate in the field. Several times a year, the Soviets would hold large scale maneuvers. Each of these exercises would involve many divisions, plus hundreds of aircraft and helicopters. Satellite photos of these maneuvers were thought to reveal tactics the Soviets were going to use in future wars. But the Soviets knew when American satellites were coming over and sometimes arranged displays of tactics they had no intention of using. Naturally, this made it more difficult for the Western intelligence analysts to figure out exactly what the Soviets were planning. This, of course, was the sort of confusion the Soviets wanted to create with these little deceptions.

One of the Royal Canadian Navy’s destroyers was supposed to have finished a refitting back in November, but due to delays in the work had to be towed back to Halifax. On the way, further problems arose:

A navy destroyer moored in Cape Breton has been damaged and was set adrift while under tow after problems arose with repair work carried out at an Ontario dockyard, the military said Thursday.

HMCS Athabaskan drifted for several hours off Scatarie Island on Friday after the tow line broke, said Capt. Doug Kierstead of the Royal Canadian Navy in Halifax.

Kierstead said there is damage to the hull behind the ship’s identifying numbers, though he declined to say what the damage was and how it came about.

“At this point all I can say is that we are aware that there is damage visible,” Kierstead said in an interview.

He said the vessel was supposed to have undergone a routine refit by the end of November last year and was expected to be capable of sailing after that work was completed at Seaway Marine and Industrial Inc. in Welland, Ont.

The Avro Arrow model hunt

Updating an old story (original posting at the old blog from 2004) on the search for the scale models used to develop the Avro Arrow:

Andrew Hibbert knows they’re down there somewhere. At the bottom of Lake Ontario, with more than 50 years’ worth of zebra mussels clinging to their hulls, sit nine models of the Avro Arrow.

The models were part of a program to test the hull design of the legendary Canadian plane, cancelled before it could truly soar. Strapped to high-powered booster rockets, the 10-foot models weighed nearly 500 pounds and flew over Lake Ontario at supersonic speeds. Their onboard sensors — revolutionary for the 1950s — relayed information back to the launch site at Point Petre, in Prince Edward County.

The models represent a key part of the development of the scrapped plane project.

The Avro Arrow made its first flight in 1958. The interceptor was widely regarded as ahead of its time in terms of aerospace technology. Its Malton plant employed nearly 15,000 people.

But development was cancelled abruptly in 1959, after five Arrows had flown. All were ordered destroyed, along with any documentation and related equipment.

The models, however, were safe from the scrubbing, protected by 30 metres of water.

Eleven models were tested in total: nine at Point Petre and two in Virginia. None has been recovered yet, but that hasn’t stopped so-called “Arrowheads” from hunting for them, often at great cost of both treasure and time.

Even people who care less than nothing about aircraft or military technology seem to have opinions about the Avro Arrow (usually allowing them to take free shots at former Prime Minister John Diefenbaker for the decision to scrap the plane). It’s far enough in the past that the facts are more than obscured by the myths of the cottage conspiracy theory industry (artisanal Canadian myth-making, hand-woven, fair-trade, and 100% organic).

The Military-Industrial Complex leads to “a bloated corporate state and a less dynamic private economy”

The true costs of the military-industrial complex, they explain, “have so far been understated, as they do not take into account the full forgone opportunities of the resources drawn into the war economy.” A dollar spent on planes and ships cannot also be spent on roads and bridges. What’s more, the existence of a permanent war economy, the specific condition which President Dwight Eisenhower warned of in his famous farewell address, has shifted some entrepreneurial behavior away from private enterprise, and toward the necessarily less efficient public sector. “The result,” Coyne and Duncan declaim, “is a bloated corporate state and a less dynamic private economy, the vibrancy of which is at the heart of increased standards of living.”

The process perpetuates itself. As more and more resources are diverted into the war economy, that may stifle — or at least impede — a healthy political debate over the proper size and scope of the entire national security infrastructure, another fact that Eisenhower anticipated. Simply put, people don’t like to bite the hand that feeds them.

And that hand feeds a lot of people. The Department of Defense is the single largest employer in the United States, with 1.4 million uniformed personnel on active duty, and more than 700,000 full-time civilians. The defense industry, meanwhile, is believed to employ another 3 million people, either directly or indirectly.

What’s more, these are high paying jobs. In 2010, when the average worker in the United States earned $44,400 in wages and benefits, the average within the aerospace and defense industry was $80,100, according to a study by the consulting firm Deloitte. And 80 percent of that industry’s revenue comes from the government.

Remember this next time you hear about a drone strike on “suspected militants”

Matt Welch rounds up the actual events which were originally euphemistically described as a successful strike against “suspected” al Qaeda militants:

What enables such state-sanctioned murder? One crucial ingredient is highlighted in the next paragraph:

    Quoting unnamed Yemeni officials, local and international media initially described the victims of the Sept. 2 airstrike in al-Bayda governorate as al Qaeda militants.

Follow that link to the Sept. 2 Reuters article, and you’ll see this loaded lead paragraph:

    Five suspected militants linked to al Qaeda were killed by a U.S. drone attack on Sunday in central Yemen, in what appears to be stepped up strikes by unmanned aircraft on Islamists.

Note that “suspected” only modifies “militants”; Reuters treated as fact that the charred bodies were “linked to al Qaeda,” and part of a broader campaign against “Islamists” who don’t qualify as being “suspected.”

This isn’t just linguistic nitpicking of journalismese; this is how you midwife propaganda — straight from anonymous government sources who have a huge incentive to legitimize targeted death-dealing against undesirables, and unadorned with the kind of protective skepticism that such ultimate power (let alone fog of war) so richly deserves.

Captives in longest hijack freed after nearly three years

The crew of the Iceberg 1 are now free, after enduring the longest pirate kidnapping in modern history:

How’s this for a seasonal tale to warm the hearts? After almost three years in captivity, the crew of the Iceberg 1, a cargo ship hijacked by Somali pirates, are home after finally being rescued.

For the benefit of those who haven’t followed the story — and there are probably plenty, as it’s had only scant coverage — the Iceberg 1 was captured back in March 2010, and has languished in pirate custody ever since.

As we reported back in the summer, the ship essentially fell between two stools. Its Dubai-based owner, who appears not to have been insured, refused to pay a ransom for it and simply went to ground, ignoring pleas for help from the hostages’ families.

Meanwhile, the governments representing the different sailors on board — six Indians, nine Yemenis, four Ghanaians, two Sudanese, two Pakistanis and one Filipino — were either unable or unwilling to mount a rescue attempt. So, too,was the multinational anti-piracy force, which generally prefers hijacked ships to be freed by ransom, on the basis that freeing sailors by force carries too much risk of casualties.

Did the Germans and the British really play soccer at Christmas in 1914?

In the Guardian, Scott Murray and John Ashdown discuss the rather amazing events of Christmas Day, 1914 between the combatants in France:

To borrow (and then misuse) one of the oldest football zingers in the book: in the middle of a fight, a football match broke out. A report in the Guardian on Boxing Day 1914 described how in one region “every acre of meadow under any sort of cover in the rear of the lines was taken possession of for football”. In their letters home, British soldiers told of shaking hands with their German counterparts and swapping cigarettes. A Scottish brigadier described how the Germans “came out of their trenches and walked across unarmed, with boxes of cigars and seasonable remarks. What were our men to do? Shoot? You could not shoot unarmed men.”

While there was undoubtedly continued gunfire along many sections of the front, most soldiers appear to have laid down their arms and called an unofficial truce that day, with fußball uppermost in the minds of many. A letter published on New Year’s Day from a British officer reads: “I hear our fellows played the Germans at football on Christmas Day. Our own pet enemies remarked they would like a game, but as the ground in our part is all root crops and much cut up by ditches, and as, moreover, we had not got a football, we had to call it off.” A letter in the Times, meanwhile, from a major reported that a German regiment “had a football match with the Saxons [regiment], who beat them 3-2”.

One match appears to have started between the Germans and a regiment from Cheshire, one of whom years later explained how a ball suddenly came hurtling over the top from the German side. “I should think there were about a couple of hundred taking part. I had a go at the ball. I was pretty good then, at 19. Everybody seemed to be enjoying themselves. There was no sort of ill-will between us. There was no referee, and no score, no tally at all. It was simply a melee — nothing like the soccer you see on television.”

ARA Libertad finally free to sail home from Ghana

If you’ve been following the debt-related travails of the Argentine navy’s flagship, you’ll recall that the ship was impounded on a visit to Ghana back in October. The BBC is now reporting that the ship has been released, and Argentinian sailors will be able to take the frigate home after a UN court decision:

The Libertad set sail from Ghana’s main port of Tema after a United Nations court last week ordered its release.

Argentina sent almost 100 navy personnel to man the three-masted training ship.

It was impounded after a financial fund said it was owed money by Argentina’s government as a result of a debt default a decade ago.

In November, sailors on board the Libertad reportedly pulled guns on Ghanaian officials when they tried to board the vessel to move it to another berth.

The lengthy diplomatic row began when the ship was prevented from leaving Ghana on 2 October, after a local court ruled in favour of financial fund NML Capital. The fund is a subsidiary of US hedge fund Elliot Capital Management which is one of Argentina’s former creditors.

Not all submarines are equal

The U.S. Navy continues to debate the issue of just how effective non-nuclear submarines would be in wartime, and whether the U.S. should buy some of these non-nuclear boats itself. This radical proposal is based on two compelling factors. First, the U.S. Navy may not get enough money to maintain a force of 40-50 SSNs (attack subs.) Second, the quietness of modern diesel-electric boats puts nuclear subs at a serious disadvantage, especially in coastal waters. With modern passive sensors, a submerged diesel-electric sub is often the best weapon for finding and destroying other diesel-electric boats. While the nuclear sub is the most effective high seas vessel, especially if you have worldwide responsibilities and these nukes would have to quickly move long distances to get to the troubled waters, the diesel electric boat, operating on batteries in coastal waters, is quieter and harder to find.

For much of the past decade the U.S. Navy has been trying to get an idea of just how bad the threat it. Thus from 2005 to 2007 the United States leased a Swedish sub (Sweden only has five subs in service), and its crew, to help American anti-submarine forces get a better idea of what they were up against. This Swedish boat was a “worst case” scenario, an approach that is preferred for training. The Gotland class Swedish subs involved are small (1,500 tons, 64.5 meters/200 feet long) and have a crew of only 25. The Gotland was based in San Diego, along with three dozen civilian technicians to help with maintenance.

For many years before the Gotland arrived, the U.S. Navy had trained against Australian diesel-electric subs, and often came out second. The Gotland has one advantage over the Australian boats, because of its AIP system (which allows it to stay under water, silently, for several weeks at a time). Thus the Gotland is something of a worst case in terms of what American surface ships and submarines might have to face in a future naval war. None of America’s most likely naval opponents (China, North Korea or Iran), have AIP boats yet, but they do have plenty of diesel-electric subs which, in the hands of skilled crews, can be pretty deadly.

The real reason it’s so hard to cut military spending

From the January issue of Reason, Veronique de Rugy explains how the system is set up to protect military spending from even the most determined spending cuts:

The Department of Defense, with its 2.3 million workers, is the single largest employer in the United States. The defense industry, which is the main private-sector recipient of defense dollars, directly or indirectly employs another 3 million people. This, in a nutshell, is why it’s so hard to cut government spending in general and military spending in particular.

The scope and reach of the government are far bigger than we think, explains John J. Dilulio of the National Academy of Public Administration in the Spring 2012 issue of National Affairs. It’s more than just the money Washington spends or the people it employs. It’s also the people in the private sector who live off that spending. It’s the nonprofit organizations paid to help administer government programs. It’s the contractors who run the programs, the contractors’ sub-contractors, and so on.

Even when military contractors’ profits have reached an all-time high, Congress seems committed to sheltering the companies from any budget cuts. Industry lobbying probably plays a role here. According to the Center for Responsive Politics, the U.S. defense and aerospace lobby doled out $24 million to political campaigns and committees during the 2008 campaign cycle and spent nearly $60 million on lobbying in 2011. Lockheed Martin alone spent $15 million in 2011 on its lobbying efforts, plus $2 million in political contributions. Boeing spent $16 million on lobbying the same year.

In his seminal 1971 article “The Theory of Economic Regulation,” the Nobel-winning economist George Stigler noted that agencies eventually become captive of the very interest groups they were ostensibly designed to police. Writing regulation or even spending legislation requires in-depth industry knowledge, so federal agencies and lawmakers tend to hire directly from the very companies they must oversee or spend money on.

The reverse is true too. In order to gain better access to their regulators and government funds, companies hire lobbyists who used to work for Congress or government agencies. Of the 408 lobbyists employed by the military industry to apply pressure on Congress, 70 percent used to work on Capitol Hill.

Once upon a time, ministers of the crown would resign over cock-ups as blatant as the F-35 project

In Maclean’s, John Geddes illustrates why we are not as mature a society as we think:

It was painful to listen to Defence Minister Peter MacKay this afternoon as he faced repeated questions from reporters about whether he has any regrets about his handling of the government’s program to buy F-35 fighter jets.

Today’s news, not surprisingly, is that the problem-plagued Lockheed Martin fighter is only one of several jets whose costly tires the government will soon be kicking. And so pretty much everything MacKay has ever said about the necessity and inevitability of the F-35 procurement has proven to be dead wrong.

He might have made it easier to hear his answers without wincing had he just admitted to past mistakes. Failing that mature, obvious response, he might have clung to a fragment of dignity by resolving at least not to drag Canadian men and women in uniform into it.

But no. His couldn’t restrain himself. He couldn’t resist bringing up his concern for the troops when pointedly asked if he had any regrets about his past harsh words toward critics who raised what turned out to be entirely valid concerns about the F-35 program.

And another article from earlier this week from Andrew Coyne:

Yet, even now, MacKay and his officials are still trying to claim operating costs should not really be included, because “we’d have to spend that money anyway,” i.e. regardless of which plane was purchased, or even if we somehow hung onto the old CF-18s. This is interesting, but irrelevant. It’s useful to know how much more one plane would cost than another. But we also just need to know the cost, period. We don’t just need to compare the cost of one fighter jet with another. We also need to compare the benefits of spending a given sum on fighter jets, as a budget item, versus the other purposes to which the same money could be put: tanks, or health care, or cutting taxes.

And this brings us to the second reason this matters: because whatever the rules are, the government is obliged to follow them; because it knew what the rules are, and didn’t. I can understand why, in a way. There’s no doubt life-cycle costs can be misunderstood, or misrepresented, as if that $45.8-billion were just the acquisition cost, or as if it all came out of one year’s budget. But just because a rule is inconvenient does not entitle you to ignore it.

And even if one were inclined to excuse the initial deception, what is really inexcusable is the government’s subsequent refusal to back down, even when it was called on it, but rather to carry on spinning — as it did after the Parliamentary Budget Officer’s report, as it did after the (current) Auditor General’s report, as it is doing even today.

It has been that kind of month. More or less explicit repudiation of previous acts and stances has been the theme of the year-end for Stephen Harper and his colleagues. One of the questions we are left with is how Harper, notoriously a risk-averse, control-freak incrementalist, managed to leave hundreds of feet of skid marks around a bunch of big files.

Of course what happened is that times changed. The government’s costing of the F-35 was optimistic and short-term to begin with. Optimism worked out the way it usually does when you’re buying something big and untested. The old talking points grew stale, then ludicrous, and the government stuck with them until the government looked stale and ludicrous, and now it denies saying what it once said. None of this is a tragedy: the jets haven’t been bought, no purchase order has been cancelled, there is still time to choose a more realistic course. But it’s all been a bit awkward.
