The sickly Raptor spawns another concern

As if the F-22 hadn’t already had enough issues, there’s a new concern called the “Raptor cough” (acceleration atelectasis) showing up among F-22 pilots:

Increasingly desperate to find out what is causing its F-22 (“Raptor”) fighter pilots to get disoriented while in the air, the U.S. Air Force is now investigating what appears to be excessive coughing by F-22 pilots. It’s being called “Raptor Cough” and is actually a known condition (acceleration atelectasis) for pilots who have just completed a high speed maneuver. But it appears to be showing up more frequently among F-22 pilots. That may be the result of months of tension over the reliability and safety of the aircraft. The F-22 pilots are perplexed and a bit nervous about their expensive and highly capable jets.

The air force believes that something, as yet unknown, is getting into the pilot air supply and causing problems. Despite this, the air force continues flying its F-22s. The decision to keep flying was made because the air supply problems have not killed anyone yet and they are rare (once every 10,000 sorties).

The 14 incidents so far were all cases of F-22 pilots apparently experiencing problems. The term “apparently” is appropriate because the pilots did not black out and a thorough check of the air supply system and the aircraft found nothing wrong. There have been nearly 30 of these “dizziness or disorientation” incidents in the last four years, with only 14 of them serious enough to be called real incidents. Only one F-22 has been lost to an accident so far and, while that did involve an air supply issue, it was caused by pilot error, not equipment failure.

Disruptive technologies and naval warfare

Naval warfare has seen several revolutions as new technology disrupts the status quo. The pace of innovation has meant shorter spans of time between revolutionary developments, and this is a serious problem for naval powers as ships take so long to build and have to serve for lengthy periods of time.

Last year, I posted an article about how the Royal Navy had attempted to ride the technological changes during the Victorian era, with varying levels of success:

Fifty years later, the stasis is being broken technologically. Wind power is giving way to steam. Solid shell cannon are starting to give way to both larger and more complex weapons. Iron is starting to supplant oak as the material of choice for shipbuilding. The renowned duel between USS Monitor and CSS Virginia (formerly the USS Merrimac) sets all the major navies of the world busy considering how to protect their existing fleets and merchant vessels against the new threat of the ironclad.

The English government is suddenly faced with the stark reality that their entire fleet has become or is about to become obsolete. Neither Monitor nor Virginia are ocean-going ships, but the message is clear that no wooden vessel has a prayer of survival against the modern steam-powered ironclad. And even the greatest economic power in the world can’t replace an entire fleet overnight.

The Admiralty couldn’t depend on past experience for guidance, as everything they’d done for hundreds of years was now undecided: what kind of ships do you need to build? How will they be armed? How will they be armoured? How will they be propelled? Bureaucracies are, by nature, not well equipped to face challenges like this. The Royal Navy, from the late 1860′s until the late 1880′s struggled with finding the correct answer, or combination of answers, to meet the needs of the day.

It’s not just a single change — like the switch from sail to steam power — it’s multiple changes, each with their own array of materials, training, support, and maintenance changes that force organizations to adapt. This runs directly into the problem that it takes years to design, build, arm, equip, and crew a new ship. The pace of change was so brisk in that period that ships could literally be obsolete before they were commissioned into the fleet. And bureaucracies are by their very nature, ill-suited to cope with disruptive change: they thrive on routine and predictability.

Today, the US Navy finds itself in the same relative situation as the Royal Navy of Queen Victoria: the most powerful fleet in the world, but facing uncertainty due to technological changes. Strategy Page has a brief run-down of the potentially disruptive developments we may see in the near future:

The 21st century is barely underway, and much unknown technology is yet to be invented. Many of the key warship technologies were unknown in 1912. But we can already see some new stuff which is leading revolutionary changes in how navies will operate this century. Here some of the more obvious ones.

Unmanned vehicles. Unlike aircraft, which were a new vehicle, UAVs (Unmanned Aerial Vehicles), UUVs (Unmanned Underwater Vehicles) and USVs (Unmanned Surface Vehicles) are radically new technologies. There are already examples of all three in service. There will be more and they will change everything by incorporating more powerful AI and new weapons. That said, UUVs were first developed in the 19th century (the modern torpedo) and 20th (guided missiles). But these two weapons were not flexible enough to change as many aspects of naval warfare as unmanned vehicles will be doing.

Super Sensors. Sonar (using sound to detect objects underwater) appeared during World War I (1914-18) while radar (using radio signals to detect objects in the air) was developed during the 1930s and widely used during World War II (1939-45). Widely recognized as the first electronic sensors (although the earliest sonars were all-acoustic), their 21st century descendants are much more capable. More powerful computers and transmitting technology has since produced several generations of cheaper, more reliable and more powerful sensors. This is continuing and the power of new sensors will make it much more difficult to hide. Stealth is still important for spoiling the aim of long range guided weapons. But the super sensors make it much more difficult to achieve surprise by coming out of nowhere.

Other items on this list include artificial intelligence (AI), all-electric ships, stealth technology, networking, composite materials, space-based services, nanotech, and laser weapons. Lots of ways for admirals to lose sleep over the next few years.

Israel and the draft dodgers

Israel’s growing ultra-orthodox community are exempt from the military draft, and even those who choose to join the military are demanding changes in the way the military operates. Strategy Page explains:

Israeli police have declared open season on young men and women who refuse to serve in the armed forces. Last year 2,700 Israeli men and over a thousand women illegally avoided military service. That’s fifty percent more than in 2010. This trend is partly in response to the growing number of Jewish Israelis claiming religious exemptions. Government efforts to placate the religious conservatives have not worked. This perceived unfairness is making it difficult to maintain morale and high standards in its armed forces.

The most obvious sign of this declining morale is the growing number of young men and women who are avoiding service (draft dodgers, in U.S. parlance). The Israeli armed forces has about 175,000 people on active duty, about 60 percent of those are draftees (men serving for 36 months, women for 21 months) and a third are women (who can serve in 90 percent of military jobs). There are another 450,000 reservists (those who have already completed their active service). You get drafted at 18, unless you have a deferment. Currently about a quarter of men and nearly half the women get some kind of deferment.

The military expects this deferment rate to keep increasing. In an effort to get more young men with a religious deferment to volunteer, the army is giving in to conservative Jewish sects that demand unmarried men and women remain separated while in the military. At first, this meant smaller (company and battalion size) units containing only “religious” (actually, very religious) Jews. But when these units came together for operations or ceremonies, the religious Jews demanded that female soldiers be segregated from the men. They also demanded that women soldiers not sing (Israeli soldiers sing a lot) when religious male soldiers are around. In general, female soldiers were increasingly not allowed to mingle with male soldiers if there are religious soldiers present. All this sort of thing has been bad for morale, angered the female soldiers and caused a public uproar over the issue.

But the most contentious problem is, ironically, the religious one. Israeli women know very well how women are mistreated in Moslem countries and they see ultra-religious Jews as a local version of that. The ultra-orthodox (Haredi) Jews are becoming more aggressive in imposing their rules on others. Violence by religious extremists is becoming more common. The most conservative religious Jews have increasingly used violence in Jerusalem. For example, they oppose the government allowing cars to park near Haredi neighborhoods on Saturday (the Sabbath). They also oppose billboard ads that feature women anywhere near where Haredi live, and segregate women on buses in their neighborhoods. Now they want to segregate the military as well, in addition to keeping most of their young men and women out, and that has aroused a lot of public opposition.

The military trade-off between protection and mobility

There is a rebellion brewing in the U.S. Army and Marine Corps. It’s all about the protective vest. This lifesaving bit of equipment has saved thousands of lives in the last two decades, but has, because of political grandstanding and media distortions, become too heavy and restrictive. The troops want lighter body armor, even if it does increase vulnerability to bullets. Marine and army experts point out that the drive (created mainly by politicians and the media) for “better” body armor resulted in heavier and more restrictive (to battlefield mobility) models. This has more than doubled the minimum weight you could carry into combat.

Until the 1980s, you could strip down (for actual fighting) to your helmet, weapon (assault rifle and knife), ammo (hanging from webbing on your chest, along with grenades), canteen and first aid kit on your belt, and your combat uniform. Total load was 13-14 kg (about 30 pounds). You could move freely and quickly like this, and you quickly found that speed and agility was a lifesaver in combat. But now the minimum load carried is twice as much (27 kg) and, worse yet, more restrictive.

While troops complained about the new protective vests, they valued it in combat. The current generation of vests will stop rifle bullets, a first in the history of warfare. And this was after nearly a century of trying to develop protective vests that were worth the hassle of wearing. It wasn’t until the 1980s that it was possible to make truly bullet proof vests using metallic inserts. But the inserts were heavy and so were the vests (about 11.3 kg/25 pounds). Great for SWAT teams, but not much use for the infantry. But in the 1990s, additional research produced lighter bullet proof ceramic materials. By 1999, the U.S. Army began distributing a 7.3 kg (16 pound) “Interceptor” vest that provided fragment and bullet protection. This, plus the 1.5 kg (3.3 pound) Kevlar helmet (available since the 1980s), gave the infantry the best combination of protection and mobility. And just in time.

China increases their naval presence near Scarborough Shoal

I posted an item last month about the stand-off between the Chinese People’s Liberation Army Navy (PLAN) and the Philippine ship BRP Gregorio del Pilar (a former USCG cutter) in the Scarborough Shoal. Now there’s a report from Hong Kong’s largest English-language newspaper that China is sending another flotilla to the area:

China has sent five warships to the disputed Scarborough Shoal off the west coast of the Philippines with the warning that Beijing is ready for “any escalation” of the conflict.

That comes as the outgunned Philippines looks to the United States for naval support in South China Sea territory that may be rich in energy sources.

The five warships are said to be among the most advanced vessels in the Chinese fleet.

They include ships with state-of-the-art systems against attack from the sky, while one is an assault ship that carries 20 amphibious tanks and specialized fighting teams among 800 personnel.

Japanese surveillance aircraft saw the flotilla west of Okinawa and sailing south on Sunday.

Without American support, the Philippine navy is completely out-classed by the PLAN (aside from a large number of in-shore patrol craft, there are only 14 combat-capable ships). And it’s not clear that the US will want to escalate tension at this moment, especially over something like the Scarborough Shoal.

What’s in a name? Just centuries of military tradition

The military bureaucrats and their civilian masters are well on the way to stamping out all those awfully old-fashioned names and symbols of the Scottish highland regiments:

Senior Downing Street sources said David Cameron is not yet at the stage of overruling Philip Hammond, his Defence Secretary, over his proposal to replace iconic names like the Black Watch with battalion numbers.

But they were keen to emphasise that no final decision has been made and the Prime Minister is aware of the potential political damage to the campaign to prevent Scotland separating from the UK.

Fury has been mounting since the Defence Secretary told the Daily Telegraph earlier this week that the “ancient cap badges have largely gone” and some traditional regimental names are now just “attached in brackets”.

Under Mr Hammond’s proposals, the Black Watch, 3rd Battalion the Royal Regiment of Scotland (3 SCOTS), would become just 3 SCOTS and the Argyll and Sutherland Highlands would be names 5 SCOTS.

The former Labour Government faced a fierce backlash when the battalions were amalgamated in 2005 to form the Royal Regiment of Scotland, but they were promised they could keep their historic names.

Jeff Duncan, who managed the Save Scotland’s Army Regiments campaign, said yesterday it had restarted and nearly 1,500 had signed up in only 48 hours using the social networking site Facebook.

US Postal Service develops a lithium allergy

The United States Postal Service has announced that they will no longer allow shipments that include lithium batteries, as of May 16th:

If you want to send an iPad, a Kindle Fire, an iPhone, a laptop, or a similar device overseas, now is the time to send it, because as of next week, the U.S. Postal Service will be banning all electronic gadgets that contain a lithium battery.

The reason? Those lithium batteries can potentially explode or catch fire when devices are shipped with a full charge, improperly stored, or improperly packed. Lithium battery related fire incidents have occurred 17 times on passenger flights since 2004, and have been implicated in at least one major crash of a UPS plane.

As a result of the ban, people who want to ship electronic devices to troops or to family overseas will have to use a private delivery service, such as UPS, DHL, and FedEx, which are pricy alternatives.

USPS’s refusal to ship devices with lithium batteries will have the greatest impact on military serving overseas (DHL and UPS do not deliver to APO or FPO boxes) and commercial resellers, who will have to increase shipping costs and rely on FedEx, DHL, and UPS, which still have challenges in countries like Russia.

British aircraft carriers to be equipped with F-35B in policy reversal

The two Queen Elizabeth class aircraft carriers being built for the Royal Navy were originally to be equipped with F-35B model which can operate in VTOL mode (like the Harriers used on HMS Ark Royal up to her retirement). This was deemed to be too expensive, so the British government ordered the carriers to be retro-fitted with catapults and conventional landing equipment so the RN could use the (relatively) cheaper F-35C.

The plan has now been revised back to the original:

The Ministry of Defence is to abandon plans to buy the preferred fighter for the Royal Navy’s new aircraft carriers, in an embarrassing U-turn for David Cameron.

The prime minister personally endorsed the decision to equip the over-budget carriers with “cats and traps” so they could catapult and recover a version of the F-35 joint strike fighter (JSF) from their decks.

But the cost of converting the carriers has already reached £2bn, and the JSF model Downing Street wanted has been beset by delays and technical problems.

The aircraft will now not be ready until 2023 at the earliest, forcing the government to revert to Labour’s original plans to buy the less capable jump jet model.

Philip Hammond, the defence secretary, is due to make an announcement in the Commons on Thursday explaining the about-face, which was approved by the National Security Council on Tuesday.

It should be no surprise at all that Lewis Page is ready to call this decision idiotic (and he’s almost certainly right):

It’s well known that the F-35B will cost a lot more to buy and more to run than the F-35C catapult version: and it’s also well known that the main cost of aircraft carriers is not the ships but the planes. So, right out of the gate, we can see that this is a foolish decision.

In fact it’s a lot worse than it seems, as the contest in real life was not between the F-35B and the F-35C: it was between the F-35B and — for the immediate future — one or another cheap, powerful, modern carrier jet already in service. This would most most likely have been the F-18 Hornet as used by the US Navy and many other air forces around the globe, but possibly the French Rafale instead of or alongside Hornets.

In fact the UK will not be able to afford either the F-35B or the F-35C in any large numbers any time soon. Both planes are, after all, brand new supersonic stealth aircraft — only the second make of supersonic stealth aircraft ever built, in fact, and the first ever which can land on ships. They are brand new, bleeding edge kit and will cost accordingly. Both planes are still in flight test at the moment, in fact, and the F-35 programme as a whole has suffered serious cost and time overruns. This has led to delays to US orders, which have in turn pushed up costs for other early purchasers. Production is still at a low rate only.

Thus, if the Royal Navy had managed to get its hands on a catapult carrier, it would have been compelled (very happily!) to buy or lease an interim carrier jet to tide it over until a reasonable number of F-35Cs could be bought for a reasonable price — probably at some point in the 2020s. There would be no need for a full force of F-35Cs any sooner than the 2030s, by which point they would be affordable and there might be a real need for their stealth and other advanced capabilities.

Royal Flying Corps, 100 years on

April 13th was the 100th anniversary of the founding of the Royal Flying Corps (RFC), which was merged with the Royal Naval Air Service (RNAS) to become the Royal Air Force in 1918. BBC Magazine has an interesting article about the early days:

In most accounts of WWI, mention of the Royal Flying Corps goes hand-in-hand with stories of the fighter aces, men like Albert Ball and James McCudden, who downed dozens of enemy planes.

The romance of gladiatorial combat in the air — initially firing revolvers at one another from the cockpit, and then shooting machine guns through the propellers of the aircraft — makes their adventures against such legendary foes as the Red Baron some of the most stirring tales of the Great War.

But as a division of the British Army, the main role of the Royal Flying Corps, with its hundreds of pilots and thousands of ground crew, was very different.

It was the eyes of the army.

For the first time in history, it was possible not only to get a detailed view of the enemy lines from above, but to see what was going on behind those lines — the trench systems, the support routes, the railways and road vehicles that manoeuvred troops and weaponry into position.

The real heroes of the war in the air were the pilots and observers who flew in all conditions to maintain British air superiority, and to keep the ground troops aware of everything that the enemy was doing.

During the First World War, Canada hosted a training unit for British aircrew, the Royal Flying Corps Canada (Wikipedia link), from 1917 onwards. It operated the following air stations in southern Ontario:

  • Camp Borden 1917–1918
  • Armour Heights Field 1917–1918 (pilot training, School of Special Flying to train instructors)
  • Leaside Aerodrome 1917–1918 (Artillery Cooperation School)
  • Long Branch Aerodrome 1917–1918
  • Curtiss School of Aviation (flying-boat station with temporary wooden hangar on the beach at Hanlan’s Point on Toronto Island 1915–1918; main school, airstrip and metal hangar facilities at Long Branch)
  • Deseronto Airfield, Deseronto 1917–1918 (pilot training)
  • Camp Mohawk (now Tyendinaga Mohawk Airport) and Camp Rathburn — located at the Tyendinaga Indian Reserve near Belleville 1917–1918 (pilot training)
  • Hamilton (Armament School) 1917–1918
  • Beamsville Camp (Aerial fighting)

[Lt Col (later Brig Gen) Cuthbert] Hoare made several agreements with U.S. Brig Gen George O. Squier (US Army Signal Corps) and the US Aircraft Production Board. Squier had overall responsibility for the US Army’s air service, which was short of flight instructors. The RFC released five experienced American pilots to the US Army, where they became squadron commanders. The US Air Board acquiesced in the British opening a recruiting office in New York City, ostensibly to recruit British citizens, but in fact also soliciting US citizens, of whom about 300 were successfully signed up. The RFC would also train many US Army flight personnel: 400 pilots; 2,000 ground-crew members; and 20 equipment officers. These Americans would then collect aircraft and equipment from the UK, before coming under RFC control in France. Ten American squadrons would train in Canada during the summer of 1917, while RFC squadrons were allowed to train during the winter in Fort Worth, Texas.

During the last two years of the war 3135 pilots and 137 observers trained in Canada and Texas for both the RFC and the new Royal Air Force (RAF). Of these trainees, 2,624 went to Europe for operational duty.

Justin Raimondo on the recent spat between Russia and NATO:

A Russian general has threatened military action if the US and its NATO allies go ahead and build a “missile shield” in Eastern Europe: “A decision to use destructive force preemptively will be taken if the situation worsens,” say Russian chief of staff Nikolai Makarov. That the “shield” is of dubious effectiveness, and is mainly a cash cow for US defense companies, are not factors the Russkies are willing to take into consideration: their main beef seems to be the implied insult of Washington claiming the shield isn’t designed to protect against future aggression emanating from Moscow, but against an alleged Iranian missile threat to Europe. Hey, they seem to be saying: what about us? Aren’t we a threat, too?

Well, no — they aren’t. Russia’s population is falling rapidly, and their economy isn’t doing too hot, either. What the oligarchs didn’t loot and spirit out of the country has been either seized and mismanaged by the state, or else is part of the burgeoning black market. The last thing Moscow needs is an empire: they can barely manage what they already have. That hasn’t stopped Washington from manufacturing a phony narrative that imagines a “resurgent Russia” motivated by revanchism and a desire to refight the cold war.

So here we have the spectacle of a phony threat being uttered as a response to yet another phony threat: the Russians aren’t going to preemptively attack Poland, and neither they nor the Iranians represent a real danger to the West. Yet the actors in this little drama are intent on playing out their roles to the end, no matter how disconnected from reality their actions and pronouncements may seem.

We have always been at war with Oceania

Strategy Page on the western wishful thinking that contrasts with attitudes in Islamic countries:

The senior commander in the U.S. military recently ordered a course taught at a staff school for the last eight years to be revised to eliminate any mention of a war between Islam and the West. The course (“Perspectives on Islam and Islamic Radicalism”) pointed out that Islam, at least according to many Islamic clerics, is at war with the West. The U.S. has officially denied that since shortly after September 11, 2001, despite the fact that many Islamic clerics and government officials in Moslem nations agree with the “Islam is at war with the West” idea. But many Western leaders prefer to believe that by insisting that such hostile attitudes are not widespread in Moslem countries, the hostility will diminish. To that end the U.S. government has, for years, been removing any reference to “Islam” and “terrorism” in official documents. This comes as a shock to military or civilian personnel who have spent time in Moslem countries. The “Islam is at war with the West” angle is alive and well among Moslems.

There is plenty of evidence. For example, twenty nations account for over 95 percent of terrorism activity in the world. Of these twenty (Pakistan, Iraq, Afghanistan, South Sudan, Yemen, Iran, Uganda, Libya, Egypt, Nigeria, Palestinian Territories, Democratic Republic of Congo, Central African Republic, Colombia, Algeria, Thailand, Philippines, Russia, Sudan, Iran, Burundi, India, Nigeria, and Israel) all but four of them (Democratic Republic of Congo, Central African Republic, Colombia, and Burundi) involve Islamic terrorism. In terms of terrorism fatalities the top four nations (Iraq, Afghanistan, Pakistan, and Somalia) accounted for 75 percent of the world total of terrorism related deaths. All of these were the result of Islamic radicalism, often directed at other Moslems and not just non-Moslems (“infidels”).

This has been the case for decades, and the Moslem world does not like to dwell on this fact. Many Moslem leaders admit that there is a lot of Islamic terrorism but insist that it’s all the fault of Infidels who are making war on Islam, so some Moslems feel compelled to fight back. The catch-phrase Moslem leaders like to repeat is that Islam is the “religion of peace.” It is not, and the historical record makes that very clear.

Remembering the heroism and sacrifice of the defenders at Kohima’s Garrison Hill

A little-known battle had major consequences to the tides of Japanese expansion, and has been called “India’s Battle of the Somme“:

Nestled in the vast country’s north-eastern state of Nagaland, it is a place where two Victoria Crosses were won for outstanding bravery, where a 1,000-strong British and Indian force, outnumbered 10 to one, halted the Japanese army’s relentless march across Asia.

Blood-soaked battles in April 1944 saw the troops of the Royal West Kent Regiment, with their comrades from the Punjab Rifles and other Indian regiments, under siege on the top of Kohima’s Garrison Hill.

Troops fought hand to hand in torrential rain from rat-infested trenches dug on the then British deputy commissioner’s clay tennis court.

The two sides were so close that they could lob grenades into each other’s strongholds barely 50 feet away and, according to chroniclers of the battle, Allied troops sometimes woke in their monsoon mud trenches with Japanese troops sleeping alongside them.

When the siege of the hill was finally relieved some 45 days after it had begun, British officers were appalled at the conditions in which both Japanese and allied forces had fought and compared it to the Battle of the Somme. Some of the Japanese soldiers had died of starvation and disease. By then end, more than 4000 allied soldiers were dead, and 5764 Japanese troops had been killed.

Training Afghani troops requires deeper cultural knowledge

An interesting post at Strategy Page discusses some of the underlying issues behind recent NATO casualties at the hands of police or Afghan soldiers:

While NATO reports incidents of Afghan security forces killing NATO troops (on purpose or by accident) there were not similar reports for incidents where the Afghans wounded NATO troops or fired and missed. It was earlier noted by the media that nearly 20 percent of NATO troop deaths of late were the result of Afghan troops or police. So it makes sense that 20 percent of NATO wounded would be the same percentage. What the media has yet to pick up on (although it’s been in plain sight for years) is the fact that Afghans are very violent to begin with and quick to anger when frustrated. This is the case when foreigners are not around and is worse when foreigners are present because of Afghan frustration at cultural differences. NATO trainers insist that Afghans be disciplined and organized (cleaning their weapons, firing only when ordered to, not taking bribes and abusing civilians). The Afghans resent this alien advice. Most of the time that results in poor combat performance, which often includes firing weapons at the wrong time, accidentally hitting Afghan or NATO troops. This sort of thing is common in any poorly trained force and has been noted by foreign trainers for over a century (since modern firearms became available, and made friendly fire easier to happen.) Thus friendly fire incidents were often the result of poor discipline and sloppiness. More often, the victims are fellow Afghans and it’s not always clear if the shooting was deliberate or not. A lot of Afghans are tossed out of the security forces because of their inability to handle their weapons properly. It’s been more difficult to get rid of Afghan officers who cannot do the job, particularly higher ranking ones with political connections. Moreover, many Afghan commanders have become addicted to having foreign officers along to advise them, even though the Afghans have enough experience now to operate on their own. But the foreign advisors are useful when it comes to getting rid of incompetent Afghan troops. The better Afghan commanders know that the best way to create a competent Afghan army or police unit is to keep firing the losers until most of your troops are winners.

These cultural differences also create the culture of corruption and constant feuding (often quite violent) between Afghans. The implications of the cultural differences tend to be played down by Western government and media, but these differences play a major role in determining what happens in Afghanistan. Bringing peace to Afghanistan means changing the local culture and recognizing that peace is not a common state for Afghans. Life is a struggle, which often includes fighting your neighbors over land, water or personal differences. Sorting out all those causes of violence is time-consuming, even with Westerners offering advice on how to do it.

The F-35, the “supersonic albatross”?

Foreign Policy has a feature up called “The Jet That Ate the Pentagon” by Winslow Wheeler:

The United States is making a gigantic investment in the F-35 Joint Strike Fighter, billed by its advocates as the next — by their count the fifth — generation of air-to-air and air-to-ground combat aircraft. Claimed to be near invisible to radar and able to dominate any future battlefield, the F-35 will replace most of the air-combat aircraft in the inventories of the U.S. Air Force, Navy, Marine Corps, and at least nine foreign allies, and it will be in those inventories for the next 55 years. It’s no secret, however, that the program — the most expensive in American history — is a calamity.

How bad is it? A review of the F-35’s cost, schedule, and performance — three essential measures of any Pentagon program — shows the problems are fundamental and still growing.

First, with regard to cost — a particularly important factor in what politicians keep saying is an austere defense budget environment — the F-35 is simply unaffordable. Although the plane was originally billed as a low-cost solution, major cost increases have plagued the program throughout the last decade. Last year, Pentagon leadership told Congress the acquisition price had increased another 16 percent, from $328.3 billion to $379.4 billion for the 2,457 aircraft to be bought. Not to worry, however — they pledged to finally reverse the growth.

The result? This February, the price increased another 4 percent to $395.7 billion and then even further in April. Don’t expect the cost overruns to end there: The test program is only 20 percent complete, the Government Accountability Office has reported, and the toughest tests are yet to come. Overall, the program’s cost has grown 75 percent from its original 2001 estimate of $226.5 billion — and that was for a larger buy of 2,866 aircraft.

At those prices, there are few allies who will be able to afford them — Canada clearly not among them.
