The Rif War between Spain and the Rif Republic gave rise to a young Spanish officer named Francisco Franco — who later would become Spanish dictator. After Spain had almost lost the war against the Rifi people, they got help from France and WW1 hero Philippe Pétain.

QotD: Relearning lessons as old as warfare

DURING THE FIRST MONTHS of American intervention in Korea, reports from the front burst upon an America and world stunned beyond belief. Day after day, the forces of the admitted first power of the earth reeled backward under the blows of the army of a nation of nine million largely illiterate peasants, the product of the kind of culture advanced nations once overawed with gunboats. Then, after fleeting victory, Americans fell back once more before an army of equally illiterate, lightly armed Chinese.

The people of Asia had changed, true. The day of the gunboat and a few Marines would never return. But that was not the whole story. The people of the West had changed, too. They forgot that the West had dominated not only by arms, but by superior force of will.

During the summer of 1950, and later, Asians would watch. Some, friends of the West, would even smile. And none of them would ever forget.

News reports in 1950 talked of vast numbers, overwhelming hordes of fanatic North Koreans, hundreds of monstrous tanks, against which the thin United States forces could not stand. In these reports there was truth, but not the whole truth.

The American units were outnumbered. They were outgunned. They were given an impossible task at the outset.

But they were also outfought.

In July, 1950, one news commentator rather plaintively remarked that warfare had not changed so much, after all. For some reason, ground troops still seemed to be necessary, in spite of the atom bomb. And oddly and unfortunately, to this gentleman, man still seemed to be an important ingredient in battle. Troops were getting killed, in pain and fury and dust and filth. What had happened to the widely heralded pushbutton warfare where skilled, immaculate technicians who had never suffered the misery and ignominy of basic training blew each other to kingdom come like gentlemen?

In this unconsciously plaintive cry lies buried a great deal of the truth why the United States was almost defeated.

Nothing had happened to pushbutton warfare; its emergence was at hand. Horrible weapons that could destroy every city on earth were at hand — at too many hands. But pushbutton warfare meant Armageddon, and Armageddon, hopefully, will never be an end of national policy.

Americans in 1950 rediscovered something that since Hiroshima they had forgotten: you may fly over a land forever; you may bomb it, atomize it, pulverize it and wipe it clean of life — but if you desire to defend it, protect it, and keep it for civilization, you must do this on the ground, the way the Roman legions did, by putting your young men into the mud.

Toward a taxonomy of military bullshit

Armies, as a rule, are quagmires of bullshit. The Canadian Army is no exception. We accept that bullshit is an occupational hazard in the Army, but it’s a hazard that we struggle to manage and it’s one that threatens our effectiveness as a force.

In order to understand bullshit we need a taxonomy, that is, a map of bullshit and the common varieties found in the wild. Using our taxonomy, we can develop diagnostic tools to detect bullshit and expose its corrosive effects on our integrity and professional culture. I assume that bullshit is also a hazard in other environments and government departments, but since my experience is in the land force I will be focusing my attention on that.

The subject of bullshit entered the mainstream in 2005 when Princeton University Press issued a hardcover edition of Harry G. Frankfurt’s 1988 essay “On Bullshit“. Frankfurt doesn’t mince words: “[one] of the most salient features of our culture is that there is so much bullshit. Everyone knows this. Each of us contributes his share.” He argues that even though we treat bullshit as a lesser moral offence than lying, it’s actually more harmful to a culture of truth. I believe this wholeheartedly, for reasons which will become clear.

In Frankfurt’s view, even though a liar and a bullshitter both aim to deceive their targets, bullshitting and lying require different mental states. In order to lie, someone must believe that they know the truth and intentionally make a false account of it. For example, if you believe that today is Monday but today is in fact Tuesday, and somebody asks you what day it is, you’re not a liar if you say “today is Monday”. You’re not lying because you really do believe that today is Monday, even though this belief is incorrect. In order to lie, you have to intentionally make a statement that is contrary to the truth as you understand it. In this example, you would be lying if you said “today is Tuesday” while believing that today is actually Monday. You would be accidentally correct, but you would still be lying because you are providing a false account of what you believe is true.

This means that lying actually requires a tacit respect for the truth on the part of the liar. The liar has to at least acknowledge the existence of truth in order to avoid it. To provide a false account of the truth, the liar must first believe in the truth.

The bullshitter, by contrast, does not operate under this constraint. Bullshit according to Frankfurt is speech without any regard for the truth whatsoever. To Frankfurt, “[the bullshitter] does not care whether the things he says describe reality correctly. He just picks them out, or makes them up, to suit his purpose.” Bullshit, Frankfurt argues, is speech that is disconnected from a concern for truth. The bullshitter will say anything if it helps them achieve their desired ends.

Let’s move on to the topic of “bull”, which is discussed at length by British psychologist Norman F. Dixon, author of On the Psychology of Military Incompetence. Dixon beat Frankfurt to the punch by publishing his own theory of bullshit in 1976, twelve years before “On Bullshit”. Dixon is a Freudian psychologist writing in the 1970s, so I am skeptical of the scientific merit of his book. Nonetheless, he provides an interesting outsider’s perspective of British military culture from the Crimean War up to the Second World War and how that culture enabled terrible officers while punishing competent ones (spoiler: aristocrats and nepotism are bad for meritocracy).

There is an entire chapter of the book about bullshit as a contributing factor to military incompetence. Dixon attributes the origin of the word “bullshit” to Australian soldiers, who in 1916 “were evidently so struck by the excessive spit and polish of the British Army that they felt moved to give it a label”. His theory of the Australian origin of bullshit is supported by Australian philosopher David Stove, who believed that it’s a signature national expression.

Canadian political philosopher G. A. Cohen added some depth to the discourse when he responded to Frankfurt in “Deeper into Bullshit“. Cohen wasn’t satisfied that Frankfurt had explored full range of bullshit as a social phenomenon. Frankfurt anchors his definition of bullshit in the intention or mental state of the speaker (the bullshitter) whose lack of concern for truth is what makes their statements bullshit. Cohen responds to this by pointing out that there are many people who honestly profess their bullshit beliefs. Reading this brought me back to my undergrad days. I had a TA in a 300-level philosophy course who claimed that he doubted his own existence. Personally, I wondered whether he would still doubt his own existence if I punched him in the balls for spewing such performative bullshit in class. So I think that Cohen makes a good point: there are bullshitters who honestly believe their own bullshit.

Cohen’s argument is squarely aimed at a certain style of academic writing, which he calls “unclarifiable unclarity.” These are intentionally vague statements which cannot be clarified without distorting their apparent meaning or dropping the veil of profundity altogether. If you want an example, you can try reading Hegel or a postmodernist philosopher, or just save yourself the effort and click on this postmodern bullshit generator (trust me, it’s indistinguishable from the real thing). Pennycook et al. label statements of this type as “pseudo-profound bullshit“. Hilariously, they ran a series of experiments to see if test subjects would find the appearance of profound truth in both real and algorithmically-generated Deepak Chopra tweets. The result, disappointingly, was yes.

Cohen adds a fourth type of bullshit to our taxonomy: “irretrievably speculative comment”. Basically, when someone is arguing for a proposition which they have no way of knowing is true or false, or they put forward an argument that’s completely unsupported by readily available evidence, then that argument is bullshit.

Still with me? So far we’ve identified and defined four types of bullshit (BS):

BS1 (Frankfurt): propositions made without concern for truth.

BS2 (Dixon): ritualistic activity which doesn’t serve its stated aim or justification.

BS3 (Cohen/Pennycook): unclarifiable unclarity aka pseudo-profound bullshit.

BS4 (Cohen): speculation beyond what’s reasonably permitted by the evidence.

The common denominator of all four types of bullshit is their disconnection from reality. Bullshit statements don’t enhance our understanding and bullshit activity doesn’t get us any closer to achieving our goals in the real world. Bullshit doesn’t necessarily move us further away from truth, like lies do, but it certainly doesn’t get us any closer to it either. Essentially, bullshit lowers the signal-to-noise ratio of discourse.

The True Size of a Roman Legion.

A history documentary on the True Size of a Roman Legion. This is our first episode in the new True Size series which seeks to bring history to life in 3D using Unreal Engine 5. In this episode we cover the organization of a Roman Legion from the soldier to the Contubernium, the Century, the Cohort, and the Legion. Along the way we not only include the troops and their officers but all the slaves, mules, support, staff, and gear which accompanied them. This makes for a much better understanding of the Roman army structure.

We then put these into context by looking at a Roman army camp, a Roman army on the march, and a Roman army in battle order. This gives the viewer a full 3D history of a legion like never before.

China’s awkward actions on the world stage do not charm the neighbours

Yes, the USA and Canada had our Balloons of February, but in the last year or so, what has China been doing to seem like a pleasant alternative to the United States to the rest of the world?

Her largest neighbor? They get sticks:

    The root cause is an ill-defined, 3,440km (2,100-mile)-long disputed border.

    Rivers, lakes and snowcaps along the frontier mean the line can shift, bringing soldiers face to face at many points, sparking a confrontation.

    The two nations are also competing to build infrastructure along the border, which is also known as the Line of Actual Control. India’s construction of a new road to a high-altitude air base is seen as one of the main triggers for a deadly 2020 clash with Chinese troops.

    How bad is the situation?

    Despite military-level talks, tensions continue. In December 2022 troops clashed for the first time in more than a year.

    It happened near the Tawang sector of Arunachal Pradesh state, the eastern tip of India. Some soldiers suffered minor injuries.

    De-escalation work has taken place since a major clash in June 2020. The Galwan Valley battle — fought with sticks and clubs, not guns — was the first fatal confrontation between the two sides since 1975.

    At least 20 Indian and four Chinese soldiers died.

    Another face-off in January 2021 left troops on both sides injured. It took place near India’s Sikkim state, between Bhutan and Nepal.

The “I” and “C” in the B.R.I.C. are not going to be close friends, ever — one of the reasons I roll my eyes at those who propose the BRIC nations as some kind of power block — something only slightly sillier than the Cold War “Non Aligned Movement.”

With the “B” being the basket case Brazil (always the nation of the future, and always will be), and the “R” being Russia, I mean, child please.

Another nation that if the PRC was just slightly more subtle and less arrogant they might have a chance to make things more difficult for the USA-Japan-Australia defense concerns is The Philippines. They had a window in the last couple of decades, but … if they’re doing this;

The PRC Wolf Warrior Lack of Charm Campaign perhaps may play well internally — and that may be all they care about — but there was a window not long ago that the PRC was playing smart on the world stage — making significant impact in Australia and having the USA happy to let them set up Confucius Institutes at our major universities, etc … but the last decade or so they somehow decided to play a different game.

Water-Cooled .50s: The US Navy Mk22 Pedestal Mount

In 1942, the US Navy adopted the Mk22 Pedestal mount, which fitted a pair of water-cooled Browning M2 machine guns (one left-hand feed and one right-hand). It was used for antiaircraft use primarily, and was also adopted by the Army as the M46 in 1943. The mount was an update to the previous single-gun MK21.

The gunner was protected by a 3/8″ (9.5mm) hardened steel shield, and the mount could rotate a full 360 degrees, with elevation from -10 degrees to 80 degrees. They were produced by the Heintz Manufacturing company (no relation to the Heinz company that makes ketchup) of Pittsburgh from 1942 until 1945.

QotD: What is Strategy?

We should start by returning to our three levels of military analysis: tactics, operations and strategy. We’ve dealt with tactics (how you fight) and operations (where you fight, and how you get there). Strategy is an often misunderstood term: most “strategy” games (especially real-time strategy) are actually focused almost entirely on tactics and operations; as a rule, if “don’t have a war” isn’t an option, you are not actually doing strategy. Likewise, a lot of basic planning in business is termed “strategy” when it really is tactics; not a question of goals, but of means to achieve those goals. Because strategy is the level of analysis that concerns why we fight – and thus also why we might not fight. Let’s unpack that.

(Attentive readers who know their Clausewitz (drink!) will recognize that I am being both broader and narrower than he in how I use the term strategy. Clausewitz terms strategy as “the employment of battles to gain the end of war” which is more nearly what we today mean as operations. In contrast, strategy as it is used today in a technical sense corresponds more nearly to what Clausewitz terms policy, the third element of his “marvelous trinity”. A full exegesis of Clausewitz’ trinity is beyond the scope of this essay, but I wanted to note the differing usages, because I’m going to quote Clausewitz below. And as always, every time Clausewitz gets quoted you must take a drink; it’s the eternal military history drinking game).

At the strategic level of analysis, the first question is “what are your policy objectives?” (although I should note that grand strategy is sometimes conceived as an analytical level above strategy, in which case policy objectives may go there). There’s a compelling argument common in realist international relations theory that the basic policy of nearly all states is to survive, with the goal of survival then suggesting a policy of maximizing security, which in turn suggests a policy of maximizing the military power of the state (which ironically leads to lower the security of other states who then must further increase their military power, a reaction known as the “security dilemma” or, more colorfully, the “Red Queen effect”). I think it is also possible for states to have policy goals beyond this: ideological projects, good and bad. But survival comes first.

From there, strategy concerns itself with the best way to achieve those policy objectives. Is peace and alliances the best way to achieve security (for a small state, the answer is often “yes”)? Would security be enhanced by, say, gaining a key chunk of territory that could be fortified to forestall invasion? Those, of course, are ends, but strategy also concerns itself with means: how do you acquire that defensible land? Buy it? Take it by force? And then – and only then, finally – do you come to the question of “what sort of war – and what sort of conduct in war – will achieve that objective?”

You may note that this is not the same kind of thinking that animates tactics or operations. Military theorists have noticed that for quite some time, often suggesting a sharp separation between the fellows who do operations and tactics (generals) and those who do strategy (typically kings or politicians). As Clausewitz says (drink!), “The political object is the goal, war is the means of reaching it, and means can never be considered in isolation from their purpose … war should never be thought of as something autonomous, but always as an instrument of policy [emphasis mine].” In short, Clausewitz stresses – and leaders have long ignored to their peril – that of all of the factors in war, policy ought to guide action (although no part of the trinity may be neglected).

This creates subordination between the three levels of analysis (to get technical, this is because operations and tactics are part of a side of the Clausewitzian trinity which ought to be subordinate to policy). Operations is subordinate to strategy; an operation which achieves something that isn’t a strategic goal accomplishes nothing. And tactics is likewise subordinate to operations. Thus the thinking pattern should always proceed from the highest questions of strategy down to the prioritization of ends (still strategy), to the means to accomplish those ends (still strategy); only then to the execution of those means (operations) and then to the on-the-ground details of that execution (tactics). Of course what this tripartite division is mean in part to signal is that all three of these stages are tremendously complex; just because tactics is the subordinate element does not mean it is simple!

“Deltas”, the “socio-sexual hierarchy” spergs inform us, are the good soldiers, the go-along-to-get-along types who know their place in an organization and — crucially — derive their sense of self worth from excelling in it.

Your ideal “delta” is something like a lifer noncom in a non-pozzed military. Back in the days, I’m told, new recruits and civilians used to call crusty old gunny sergeants “sir”, to which the gunny would reply “Don’t call me ‘sir’, I work for a living!” That’s the attitude. Those guys with all the stripes on their sleeves aren’t officers because they lack “command presence”; they’re not officers because they don’t want to be officers. They know themselves, and, crucially, they know where they best fit into the organization’s overall mission. “Get in where you fit in” is, in a very real sense, their identity.

Examples of that kind of guy are tougher to find in the historical literature, which is why we need to develop, and pump up, the archetype. […] the ideal is the centurion, the backbone of Marcus Aurelius’ army. A soldier, a Stoic, a leader … but one who knows, and values, his place in the organization above all things.

QotD: The “camp followers” of a pre-modern army

It is worth keeping in mind that an army of 10,000 or 20,000 men was, by ancient or medieval standards, a mid-sized town or city moving across the landscape. Just as towns and cities created demand for goods that shaped life around them, so did armies (although they’d have to stay put to create new patterns of agriculture, though armies that did stay put did create new patterns of agriculture, e.g. the Roman limes). Thousands of soldiers demand all sorts of services and often have the money to pay for them and that’s in addition to what the army as an army needs. That in turn is going to mean that the army is followed by a host of non-combatants, be they attached to the soldiers, looking to turn a profit, or compelled to be there.

We can start with sutlers, merchants buying or selling from the soldiers themselves (the Romans called these fellows lixae, but also called other non-soldiers in the camp lixae as well, see Roth (2012), 93-4; they also call them mercatores or negotiatores, merchants). Sutlers could be dealing in a wide array of goods. Even for armies where ration distribution was regular (e.g. the Roman army), sutlers might offer for sale tastier and fancier rations: meat, better alcohol and so on. They might also sell clothing and other goods to soldiers, even military equipment: finding “custom” weapons and armor in the archaeology of military forts and camps is not uncommon. For less regularly rationed armies, sutlers might act as a supplement to irregular systems of food and pay, providing credit to soldiers who purchased rations to make up for logistics shortfalls, to collect when those soldiers were paid. By way of example, the regulations of the Army of Flanders issued in 1596 allowed for three sutlers per 200-man company of troops (Parker, op. cit.), but the actual number was often much higher and of course those sutlers might also have their own assistants, porters, wagons and so on which moved with the army’s camp. Women who performed this role in the modern period are often referred to by the French vivandière.

For some armies there would have been an additional class of sutlers: slave dealers. Enslaved captives were a major component of loot in ancient warfare and Mediterranean military operations into and through the Middle Ages. Armies would abduct locals caught in hostile lands they moved through or enemies captured in battles or sieges; naturally generals did not want to have to manage these poor folks in the long term and so it was convenient if slave-dealer “wholesalers” were present with the army to quickly buy the large numbers of enslaved persons the army might generate (and then handle their transport – which is to say traffic them – to market). In Roman armies this was a regularized process, overseen by the quaestor (an elected treasury official who handled the army’s finances) assigned to each army, who conducted regular auctions in the camp. That of course means that these slave dealers are not only following the army, but are doing so with the necessary apparatus to transport hundreds or even thousands of captives (guards, wagons, porters, etc.).

And then there is the general category of “camp follower”, which covers a wide range of individuals (mostly women) who might move with the camp. The same 1596 regulations that provided for just three sutlers per 200-man Spanish company also provided that there could be three femmes publiques (prostitutes), another “maximum” which must often have been exceeded. But prostitutes were not the only women who might be with an army as it moved; indeed the very same regulations specify that, for propriety’s sake, the femmes publiques would have to work under the “disguise of being washerwomen or something similar” which of course implies a population of actual washerwomen and such who also moved with the army. Depending on training and social norms, soldiers may or may not have been expected to mend their own clothes or cook their own food. Soldiers might also have wives or girlfriends with them (who might in turn have those soldier’s children with them); this was more common with professional long-service armies where the army was home, but must have happened with all armies to one degree or another. Roman soldiers in the imperial period were formally, legally forbidden from marrying, but the evidence for “soldier’s families” in the permanent forts and camps of the Roman Empire is overwhelming.

The tasks women attached to these armies have have performed varied by gender norms and the organization of the logistics system. Early modern gunpowder armies represent some of the broadest range of activities and some of the armies that most relied on women in the camp to do the essential work of maintaining the camp; John Lynn (op. cit., 118-163) refers to the soldiers and their women (a mix of wives, girlfriends and unattached women) collectively as “the campaign community” and it is an apt label when thinking about the army on the march. As Lynn documents, women in the camp washed and mended clothes, nursed the sick and cooked meals, all tasks that were considered at the time inappropriate for men. Those same women might also be engaged in small crafts or in small-scale trade (that is, they might also be sutlers). Finally, as Lynn notes, women who were managing food and clothing seem often to have become logistics managers for their soldiers, guarding moveable property during battles and participating in pillaging in order to scrounge enough food and loot for they and their men to survive. I want to stress that for armies that had large numbers of women in the camp, it was because they were essential to the continued function of the army.

And finally, you have the general category of “servants”. The range of individuals captured by this label is vast. Officers and high status figures often brought either their hired servants or enslaved workers with them. Captains in the aforementioned Army of Flanders seem generally to have had at least four or five servants (called mozos) with them, for instance; higher officers more. But it wasn’t just officers who did this. Indeed, the average company in the Army of Flanders, Parker notes, would have had 20-30 individual soldiers who also had mozos with them; one force of 5,300 Spanish veterans leaving Flanders brought 2,000 such mozos as they left (Parker, op. cit. 151).

Looking at the ancient world, many – possibly most – Greek hoplites in citizen armies seem to have very often brought enslaved servants with them to carry their arms and armor; such enslaved servants are a regular feature of their armies in the sources. The Romans called these enslaved servants in their armies calones; it was a common trope of good generalship to sharply restrict their number, often with limited success. At Arausio we are told there were half as many servants (calonum et lixarum) as soldiers (Liv. Per. 67, on this note Roth (2013), 105), though excessive numbers of calones et lixae was a standard marker of bad general and the Romans did lose badly at Arausio so we ought to take those figures with a grain of salt, as Livy (and his sources) may just be communicating that the generals there were bad. That said, the notion that a very badly led army might have as many non-combatants following it as soldiers is a common one in the ancient sources. And while Roman armies were considered notable in the ancient world for how few camp servants they relied on and thus how much labor and portage was instead done by the soldiers, getting Roman aristocrats to leave their vast enslaved household staff at home was notoriously difficult (e.g. Ps.Caes. BAfr. 54; Dio Cass. 50.11.6). Much like the early modern “campaign community”, our sources frequently treat these calones as part of the army they belonged to, even though they were not soldiers.

The Polish Armed Forces in Exile

The story of the tens of thousands of men and women fighting for Polish liberation is equal parts hope and hardship as they battle the enemy and even sometimes their own allies.

QotD: The “tooth-to-tail ratio” in armies

The first issue is what in military parlance is called the “tooth to tail” ratio. This is the ratio of the number of actual combat troops (the “tooth”) to logistics and support personnel (the “tail”) in a fighting force. Note that these are individuals in the fighting force – the question of the supporting civilian economy is separate. The thing is, the tooth to tail ratio has tended to shift towards a longer tail over time, particular as warfare has become increasingly industrialized and technical.

The Roman legion, for instance, was essentially all tooth. While there was a designation for support troops, the immunes, so named because they were immune from having to do certain duties in camp, these fellows were still in the battle line when the legion fought. The immunes included engineers, catapult-operators, musicians, craftsmen, and other specialists. Of course legions were also followed around by civilian non-combatants – camp-followers, sutlers, etc. – but in the actual ranks, the “tail” was minimal.

You can see much the same in the organization of medieval “lances” – units formed around a single knight. The Burgundian “lance” of the late 1400s was composed of nine men, eight of which were combatants (the knight, a second horsemen, the coustillier, and then six support soldiers, three mounted and three on foot) and one, the page, was fully a non-combatant. A tooth-to-tail ratio of 8:1. That sort of “tooth-heavy” setup is common in pre-industrial armies.

The industrial revolution changes a lot, as warfare begins to revolve as much around mobilizing firepower, typically in the form of mass artillery firepower as in mobilizing men. We rarely in our fiction focus on artillery, but modern warfare – that is warfare since around 1900 – is dominated by artillery and other forms of [indirect] fires. Artillery, not tanks or machine guns, after all was the leading cause of combat death in both World Wars. Suddenly, instead of having each soldier carry perhaps 30-40kg of equipment and eat perhaps 1.5kg of food per day, the logistics concern is moving a 9-ton heavy field gun that might throw something like 14,000kg of shell per day during a barrage, for multiple days on end. Suddenly, you need a lot more personnel moving shells than you need firing artillery.

As armies motorized after WWI and especially after WWII, this got even worse, as a unit of motorized or mechanized infantry needed a small army of mechanics and logistics personnel handling spare parts in order to stay motorized. Consequently, tooth-to-tail ratios plummeted, inverted and then kept going. In the US Army in WWI, the ratio was 1:2.6 (note that we’ve flipped the pre-industrial ratio, that’s 2.6 non-combat troops for every front line combat solider), by WWII it was 1:4.3 and by 2005 it was 1:8.1. Now I should note there’s also a lot of variance here too, particularly during the Cold War, but the general trend has been for this figure to continue increasing as more complex, expensive and high-tech weaponry is added to warfare, because all of that new kit demands technicians and mechanics to maintain and supply it.

[NR: Early in WW2, British Prime Minister Winston Churchill frequently harassed his various North African generals for the disparity between the “ration strength” of their commands and the much-smaller number of combat troops deployed. If General Wavell had 250,000 drawing rations, Churchill (who last commanded troops in the field in mid-WW1) assumed that this meant close to 200,000 combat troops available to fight the Italians and (later) the Germans. This almost certainly contributed to the high wastage rate of British generals in the Western Desert.]

The Spanish-American War (fought in Cuba and the Philippines) kickstarted US global ambitions and expanded their influence far beyond the borders of the United States. At the same time the war marked the endpoint of the decline of Spain as a global power.

L39A1: British Service Target Rifle Before the L42A1

The story of the conversion of the Lee Enfield to 7.62mm NATO would not be complete without the L39A1. This is essentially the civilian competition version of what would become the L42A1. It was actually in British service as a target rifle — not intended for combat. It followed the L8 (the first British military attempts at a 7.62mm precision version of the Enfield) and the L42A1. It was basically a copy of the conversions done by civilian competition shooters in the British NRA.

Sights were made by several different companies, as the rifles were not issued with sights — they were obtained by the unit they went to, whatever particular model that unit preferred. This example has Parker Hale diopter sights. The L39A1 also used a .303 caliber magazine, as they were intended for slow-fire, single-loaded competition but the magazine was used as a loading tray. The .303 magazine will not reliably hold 7.62mm cartridges, but 7.62mm conversion magazines can be put in the L39A1 and will then work just fine. They also sometimes are fitted with .303 extractors. The stock here has a semi-pistol grip a bit less substantial than the L8 .22 rifle, although most had standard No4 stocks.

The original sights were removed, and remarked as L39A1. They were made in 1969, 1970, and 1972, with a single serial number range used for the L39A1, the pretrial trials examples of the L39, and the “7.62 Conv” rifles. A total of 1,213 L39A1 rifles were made, with the other types accounting for about 28 additional rifles.

QotD: Mantetsu and the Kwantung Army

When the Japanese decided to become a modern power, they consciously chose to emulate American business practices. But these were the business practices of the Gilded Age, so Japanese businesses ran in a way that would have the most hardened Robber Baron drooling — horizontal integration, vertical integration, trusts, combines, mergers, the works.

Thus the South Manchuria Railway Corporation, originally contracted to develop a defunct line in a disputed territory, soon developed into a full-spectrum enterprise. Pretty much all heavy industry in the Japanese areas of Manchuria were divisions of Mantetsu. But since all the heavy industry depended on mines, and transportation, and food and housing for workers, and banks, and schools for the workers’ children, etc., pretty soon Mantetsu ran all of that, too. By the late 1920s, you could argue that Mantetsu was almost its own country.

It even had its own army, and that’s where things get really interesting.

The Kwantung Army was the security force assigned to the South Manchuria Railway Zone. The Japanese weren’t stupid; they knew the perils of independent commands far from home, and they rotated units through with some regularity. Nonetheless, the command staff remained fairly stable over the years … and so did Mantetsu’s.

The Japanese weren’t stupid, but they were people, and people being people, soon enough the lines between the Kwantung Army and Mantetsu began to blur. And since the lines between Mantetsu, the Imperial Army, and the government were already pretty blurry, pretty soon the concerns of one became the concern of all. (Nor was the Navy left out, though I’m not discussing them in order to keep it simple. They were up to their eyeballs in Mantetsu, too, because warships need lots of steel and steel comes from Manchuria).

A small but highly committed and totally ideologized faction developed inside the Kwantung Army. Several, in fact, and one of them (the Imperial Way faction) attempted an actual coup d’etat in 1936. It was put down, and the Imperial Way faction dissolved (in theory), but the problem of an intensely ideologized officer corps remained. Long story short, you had a small group of highly ideologized officers garrisoning a remote province pulling the entire Empire into big, unwinnable wars.

One could make the case that World War II in the Pacific was ultimately caused by about fifteen or twenty guys in the Kwantung Army.

That’s overly reductionist, but it highlights the huge problem with organizations slipping the leash. In theory, there was a clear chain of command, and even the head of the Kwantung Army was a down it a ways — he was subordinate to the Army Council, which was subordinate to the War Minister, who was subordinate to the Parliament, who were subordinate to the Emperor. In theory, lots of people could’ve sacked Gen. Araki, or his mini-me Ishiwara Kanji (a lieutenant colonel through most of it). Equally in theory, Mantetsu had no say in any of it — the Kwantung Army was a formation of the Imperial Japanese Army, not Mantetsu’s private security force.

But in reality, Mantetsu was so wired in to the Japanese government that in a lot of cases, it was the government. But not always, because the same could be said about the Army, and the Navy, both of which were also wired into Mantetsu up to the very top (or vice versa, your choice). And Mantetsu had their Media arm, of course, as did the Army and Navy …

What all this boiled down to, then, was a power vacuum. I know, that seems weird, but a skilled bureaucratic infighter like Ishiwara never lacked for groups to play against each other. The Army and Navy would oppose on principle any move that seemed to aggrandize the other, neither could go against Mantetsu (and neither could control it), and all had to pay at least lip service to the civilian government. Because of this, real power fell to whomever had the balls to grab it …

… which was the officer corps of the Kwantung Army. They assassinated at least two Manchurian warlords, staged a number of false flag attacks on their own positions, and generally got up to however you say “standard issue Juggalo fuckery” in Japanese, up to and including a full-scale war with China.
