Foreigners in the RCAF – nothing to see here, business as usual, move along

Strategy Page looks at a recent mini-scandal when it was noted by Canadian media types that the Royal Canadian Air Force was — shock! horror! — actually recruiting foreign pilots:

Canada has a long history of allowing foreigners to join its armed forces. This happened on a large scale with Americans in the years before the United States entered World War I and World War II. But Australians and British recruits continue to be welcomed, as well as those from other parts of the old British Empire.

The big advantage of recruiting foreign pilots in the last five years was the need to obtain experienced personnel with lots of flying time in aircraft (like transports) Canada was operating all over the world. Canada has lost a lot of their experienced pilots for these aircraft to retirement or more attractive offers from commercial airlines. The incentive for British military pilots was keeping some of the high rank and credit for time already served in the British military. The British recruits will also be able to become Canadian citizens quickly, which is what many British citizens have been doing regularly since Canada became independent in 1867.

The RCAF also reminded the media that it has long used foreign pilots, often as instructors, on a “loan” program. The foreign country continued to pay the salary of their pilot but the RCAF picked up all other expenses while the foreign (often American) pilot was working in Canada. The loaner pilots are most frequently used when Canada is buying a new type of aircraft and needs pilots experienced with the new aircraft in order to speed the training of Canadian pilots.

HMCS Bonaventure (CVL 22) – Majestic Class Aircraft Carrier

HMCS Bonaventure (CVL 22) was a Majestic class aircraft carrier. She served in the Royal Canadian Navy and Canadian Forces Maritime Command from 1957 to 1970 and was the third and the last aircraft carrier to serve Canada. The ship was laid down for the British Royal Navy as HMS Powerful in November 1943. At the end of World War II, work on the ship was suspended in 1946. At the time of purchase, it was decided to incorporate new aircraft carrier technologies into the design. Bonaventure never saw action during her career having only peripheral, non-combat roles. A Canadian Mistral? What’s the maritime equivalent of “pie in the sky”?

A few months back, the French amphibious assault ship Mistral took part in joint exercises with Canadian troops from the Royal 22e Régiment (the “Van Doos”). I wondered at the time if it might be an opportunity for the RCN to “kick the tires” of the Mistral with an eye to eventually adding that to their theoretical shopping list (if they ever manage to get anything built this decade). At USNI News an opinion piece by Jim Dorschner looks at the benefits to NATO if the RCN leased one of the Mistrals being built for Russia while NATO itself took on the other one:

The September decision by France to withhold delivery of two Mistral-class Landing Platforms Helicopter (LPH) building for Russia is an opportunity for NATO, the Royal Canadian Navy (RCN) and for the French shipbuilding industry and economy. France should not suffer economically for taking a stand against Russia’s aggression toward Ukraine. Rather, NATO, France and Canada can benefit if a little mutually beneficial creativity is applied.

While France desperately wants to complete the two amphibious warships — and get paid for them — NATO and Canada need the capabilities these ships can provide.

For Canada, an LPH would help buttress logistic support for the upcoming Canadian Joint Support Ship (JSS). The replacement to Canada’s fleet oilers originally required a level of expeditionary capabilities which were ultimately not included in the final ship design.

Furthermore, while one of the Russian Mistrals is already undertaking sea trials and the second is scheduled for completion in 2016, the first of three new Queenston-class JSS for the RCN will not even begin building in Vancouver until 2017 or 2018 at best, with delivery by 2019 or 2020.

It was just announced that one of the two the current support ships HMCS Protecteur and the three Tribal-class destroyers HMCS Algonquin, HMCS Athabaskan, and HMCS Iroquois will be withdrawn from service immediately, and the Queenston-class are not going to be built any sooner.

A RCN Mistral could operate the full range Canadian helicopters, including CH-148 Cyclones and CH-147F Chinooks. Ideally, Canada should obtain 6-8 additional Cyclones configured for the Commando Helicopter role as part of a financial settlement with Sikorsky over the Maritime Helicopter Program (MHP). Commando Cyclones would be optimized for Special Operations, tactical assault, medical evacuation and utility missions, with troop seats in place of maritime sensors, though retaining the CH-148’s FLIR system.

The make-up of a Tailored Air Group (TAG) for the RCN LPH would depend on the mission. A mix of Commando Cyclones, Griffons and Chinooks for amphibious, SOF, Arctic support and humanitarian operations. Cyclones for maritime security and ASW task forces. Exchange aircrew from the US Marine Corps, the Royal Navy Commando Helicopter Force and the Royal Danish and Norwegian Air Forces should be embedded within the Cyclone squadron forming the core of the TAG. This is critical for building expertise and interoperability among Arctic and NATO partners. By way of building a more direct partnership, Resolute could regularly embark RDAF EH-101 Merlin tactical helicopters and MH-60S Seahawk maritime helicopters.

Not least of the challenges facing the RCN would be manning. Fortunately, Mistral was designed from the beginning to operate with a small crew – just 20 officers, 80 petty officers and 60 sailors.

The foremost challenge for Canada may be convincing the government and the public that obtaining a Mistral LPH for the RCN is sensible and affordable, despite being outside the NSPS construct. Given the challenges now emerging for NATO member states and for Canada itself, the answer is surely a resounding ‘Yes’.

Given the current government’s allergy to spending actual money on military priorities (as opposed to nice-but-cheap uniform changes for photo ops), this grand notion is probably dead in the water with no hopes of success … but it’d be a nice boost for the RCN, and nearly as useful for the Canadian Army and RCAF. But it wouldn’t win key voting blocks in Halifax or Vancouver.

New uniforms for the Royal Canadian Air Force

The Honourable Rob Nicholson, PC, QC, MP for Niagara Falls and Minister of National Defence and Lieutenant-General Yvan Blondin, Commander of the Royal Canadian Air Force (RCAF), unveiled the new RCAF uniform today at the Battle of Britain ceremony in Ottawa.

Main aspects of the new uniform, are drawn from pre-unification rank insignia while the design also maintains the modern elements and terminology familiar to serving members and militaries around the world. The insignia for most ranks will be recognizable as the symbols that air force personnel have worn for nearly half a century.

In recognition of the 90th anniversary of the founding of the RCAF, rank insignia and national shoulder titles for both officers and non-commissioned members will return to a distinctive pearl-grey stitching, the original colour worn by RCAF non-commissioned members until 1968. Dress tunic buttons will not change in design but their colour will switch from gold to silver. General officers headdress piping (embroidery) will also change from gold-coloured to pearl-grey.

The rumoured rank insignia and name changes have not been decided upon yet, except that the new rank “Aviator” will replace the current “Private”, “Airman”, and “Airwoman”. The rank insignia is a single stitched propeller.

Russian air activity rises significantly

It may just be a co-incidence (or it may be that these intrusions happen all the time but are only occasionally reported), but I fired up my Twitter client this morning, these entries were almost consecutive in my Military list:

Update: CNN talks to a White House military representative about the US and Canadian intercepts.

Two Alaskan-based F-22 fighter jets intercepted two Russian IL-78 refueling tankers, two Russian Mig-31 fighter jets and two Russian Bear long-range bombers, a statement from NORAD said. The Russian planes flew in a loop and returned toward Russia.

Two Canadian CF-18 fighter jets intercepted two Russian Bear long-range bombers in the Beaufort Sea, the statement said.

Though the planes did not enter sovereign territory, the statement said, they did enter the U.S. Air Defense Identification Zone west of Alaska and the Canadian ADIZ, according to a statement.

The ADIZ is a zone of airspace which extends approximately 200 miles from the coastline and is mainly within international airspace, according to the statement. The outer limits of the ADIZ go beyond U.S. sovereign air space.

When Royal Navy submarines fly the “Jolly Roger”

Sir Arthur Wilson was infamous within the Royal Navy for being an admiral with a tetchy temper. His nickname – Old ’Ard ’Art – was a bad joke about his uncaring nature.

Yet a verbal broadside he delivered in 1901 was to spawn one of the Submarine Service’s most loved and deeply ingrained traditions – the flying of the Jolly Roger flag to mark the victorious return from a successful patrol.

Wilson, later a hugely unpopular First Sea Lord, is said to have blasted the innovation of submarines, dubbing the covert way they operated as “underhand, unfair and damned un-English”.

He even went so far as to say: “They’ll never be any use in war and I’ll tell you why. I’m going to get the First Lord to announce that we intend to treat all submarines as pirate vessels in wartime and that we’ll hang all the crews.”

One hundred years ago this week, shortly after the start of the Great War, British submarine HMS E9 despatched two torpedoes at close range at Germany’s SMS Hela in a skirmish off Heligoland.

Its commanding officer, Lieutenant Commander Max Horton, had to dive immediately to avoid return fire, so he did not see the cruiser sink.

But the 13-year-old Silent Service had notched up its very first kill, confirming the deadly effectiveness of sneaking around in the deep then launching a surprise attack on an enemy.

Horton, recalling Admiral Wilson’s words, told his signaller to sew a piratical Jolly Roger flag, which flew proudly from his boat’s periscope as she sailed into Harwich, Essex.

A naval tradition was born, as the skull and crossbones went on to be the Royal Navy Submarine Service’s official emblem.

No women in the infantry, says female USMC officer

You have to admire the courage of Captain Lauren F. Serrano for publishing this opinion article in the Marine Corps Gazette. She clearly states why women do not belong in the infantry, and explains the few exceptions (Israel and the Kurds have female infantry troops). This may mark the moment at which she stopped progressing toward her next promotion, however, as what she says will be incredibly unpopular politically:

While reading the February issue of the Marine Corps Gazette, I skimmed past the “Be Bold” advertisement calling for readers to submit articles that challenge a Marine Corps policy or way of doing business. Immediately a current “hot topic” came to mind, but as usual I quickly discarded it because I have purposely avoided publicly disagreeing with the passionate opinions of many of my female peers and friends. After weeks of contemplation and debate, I am “being bold” and coming clean: I am a female Marine officer and I do not believe women should serve in the infantry. I recognize that this is a strong statement that will be vehemently challenged by many. I have not come to this opinion lightly and I do not take joy in taking a stance that does not support equal opportunity for all. I have spent countless hours discussing this topic with many civilians and Marines and have discovered that a large number of people agree with the arguments in this article but do not wish to get involved in the public discussion. Interestingly, most of the people who want to incorporate women into infantry are civilians or young, inexperienced Marines. Most of the more seasoned Marines with whom I have spoken tend to oppose the idea of women in infantry—perhaps this is failure to adapt or perhaps it is experienced-based reasoning. National Public Radio’s recent segment, “Looking for a Few Good (Combat-Ready) Women,” stated, “Col Weinberg admits there’s anecdotal evidence that female Marines, who make up 7 percent of the force, aren’t rushing to serve in ground combat.” If the infantry had opened to women while I was still a midshipman or second lieutenant I probably would have jumped at the opportunity because of the novelty, excitement, and challenge; but, to my own disappointment, my views have drastically changed with experience and knowledge. Acknowledging that women are different (not just physically) than men is a hard truth that plays an enormous role in this discussion. This article addresses many issues regarding incorporating women into the infantry that have yet to be discussed in much of the current discourse that has focused primarily on the physical standards.

Before you disagree, remember that war is not a fair business. Adversaries attempt to gain an advantage over their enemies by any means possible. Enemies do not necessarily abide by their adversary’s moral standards or rules of engagement. Although in today’s world many gory, violent war tactics are considered immoral, archaic, and banned by international law or the Geneva Conventions, adversaries still must give themselves the greatest advantage possible in order to ensure success. For the Marine Corps, this means ensuring that the infantry grunt (03XX) units are the strongest, most powerful, best trained, and most prepared physically and mentally to fight and win. Although perhaps advantageous to individuals and the national movement for complete gender equality, incorporating women into infantry units is not in the best interest of the Marine Corps or U.S. national security.

These highly advanced ships will have a huge variety of roles that she will be able to perform when the first ship launches and the amazing technology that has been built into them to put them at the fore-front of the Fleet. They really will be the Jewel in the Crown of the Royal Navy.

The “semi-war” against ISIS – watch their actions, don’t listen to their words

Brendan O’Neill notes the huge gap between what western politicians say about ISIS and what actually happens:

Has anyone else noticed the colossal disconnect between Western leaders’ rhetoric on the Islamic State and their proposed action against it?

With their words they tell us IS poses the greatest threat to Western civilisation. This bloody cowboy statelet is an ‘imminent threat to every interest we have’, says US defence secretary Chuck Hagel. This ‘death cult’ is a threat not only to the people of Iraq and Syria but to ‘the whole world’, says Australian PM Tony Abbott. Fighting IS is the ‘greatest struggle of our generation’, says Canada’s foreign affairs minister, adding: ‘[The IS] worldview is a direct challenge to the values of Western civilisation.’ IS is ‘the most serious threat’ the Western world faces right now, says British PM David Cameron.

And how do these leaders of the West, these fretters over the future of Western civilisation, plan to tackle this barbaric pseudo-state that is apparently a challenge to every interest we have? With some airstrikes. And by arming the Kurds. That’s it. There will not, as President Obama emphasised with gusto during his address to the American people last week, be boots on the ground. This great struggle to defend the vales of the West ‘will not involve American combat troops fighting on foreign soil’, he said.

In short, this is a generational struggle that will involve very little struggle, a fight to defend civilisation that will involve next to no fighting. Our leaders ramp up the rhetoric – talking about the need to galvanise the West and its allies against what the Canadian minister calls ‘one of the most barbaric terrorist groups the world has ever known’ — while making clear that no Westerner, not even our soldiers, will be expected to put themselves in harm’s way to guard the gates of civilisation from these ‘barbarians’. We won’t fight them on the beaches (or rather, deserts); we’ll just bomb them from the air and leave the messy business of hand-to-hand combat to the ill-trained, already stretched Kurds. Let the Kurds defend the ‘values of Western civilisation’.

RCAF “raids” air force museum for spare parts

We often joke about the “museum pieces” that the Canadian Armed Forces have to operate, due to very long procurement processes and budget shortfalls, but this is the first time I’ve heard of scavenging spare parts from actual museum displays:

The Ottawa Citizen has learned that in July 2012 air force technicians raided an old Hercules airplane that is on display at the National Air Force Museum of Canada because they needed navigational equipment for a similar aircraft still in use.

The revelation highlights the difficulties military personnel have increasingly faced in keeping Canada’s ancient search-and-rescue planes flying after more than a decade of government promises to buy replacements.

The air force museum is at Canadian Forces Base Trenton, Ont., and boasts a large collection of military aircraft that have been retired and subsequently placed on display.

“They sort of called (Colton) up and said ‘Hey, we have these two INUs that we can’t use. Do you have any on yours?’ ” Windsor said. “Some of the parts are interchangeable. They just kind of got lucky on that.”

Defence Minister Rob Nicholson’s office defended the air force’s decision to ask a museum for parts to keep its search-and-rescue planes flying.

“The RCAF took the initiative to remove these functional, perfectly good parts and use them effectively,” spokeswoman Johanna Quinney said in an email.

But former head of military procurement Dan Ross said it’s “embarrassing” that the air force has to “cannibalize old stuff that’s in museums” to keep its planes flying.

Update, 16 September: The story triggered a question to the minister in parliament.

NDP defence critic Jack Harris: “Mr. Speaker, the government’s failed plans to replace Canada’s aging search and rescue aircraft hit a new low with the news that the RCAF had to source parts from a 50-year-old plane on display at the National Air Force Museum. It would be funny if it were not for the fact that Canadians rely on the Hercules and Buffalo aircraft to respond to thousands of emergencies every year. Though started by the Liberals in 2002, there will not be replacement planes in operation until 2019, at the earliest.

Does the minister simply expect the RCAF to raid other museums in the meantime?

Defence Minister Rob Nicholson responded: “What the honourable member was referring to was a mistake. When it was discovered, the RCAF took the appropriate measures. That being said, this is the government that has delivered 17 new Hercules transport aircraft, four strategic transports, and 15 Chinook heavy-lift helicopters. How did the NDP vote? The NDP voted against all of these; every dollar for the military is opposed by the NDP.”

Not sure what Nicholson meant by “a mistake.” He didn’t elaborate in the House of Commons.

But it’s different than the earlier response from his office, which acknowledged the scavenging and praised it as taking the “initiative.”

Australia’s search for new submarines

A few days ago, news reports indicated that the next generation of submarines for the Royal Australian Navy would be bought from Japan, rather than built in Australia. Kym Bergmann says the reports are probably misleading:

There has been a flurry of public commentary following yesterday’s News Limited claims that Australia is about to enter into a commitment to buy its next generation of submarines from Japan. The local submarine community has been concerned about that possibility for some time, and senior members of the Submarine Institute of Australia have been writing to Defence Minister David Johnston — and others — since January of this year warning against such a decision.

Understanding what’s happening is difficult because the speculation appears based on remarks apparently made by Prime Minister Tony Abbott to his Japanese counterpart Shinzo Abe about such a course of action. The concerns have been reinforced among some observers by Abbott’s interest in strengthening Australia–Japan–U.S. defense ties — something in turn being driven by the rise of China. Yesterday Prime Minister Abbott did nothing to dampen the speculation, stating that future submarines were about capability, not about local jobs. As an aside, those sorts of comments also serve the PM’s aggressive political style, jabbing a finger into the eye of the current South Australian Labor Government.

However, the chances of the Federal Government making a unilateral decision to sole source a Japanese solution seem low — and if the Prime Minister were to insist on that particular course of action there could be a serious Cabinet and back bench revolt. Not only would such a decision constitute another broken promise — the word “another” would presumably be contested by the PM on the basis that no promises have been broken to date — but it’d almost certainly lead to the loss of Federal seats in South Australia (Hindmarsh for sure, perhaps Boothby and Sturt), as well as generate enormous resentment within institutions no less than the Royal Australian Navy, the Department of Defence, trade unions and a stack of industry associations, amongst others.

Australia is similar to Canada in this regard: military expenditure is almost always seen as regional development/job creation/political vote-buying first and value-for-money or ensuring that the armed forces have the right kit for the task come a very distant second. This means that the RAN, like the RCN, often ends up with fewer hulls sporting lower capabilities for much more money than if they were able to just buy the best equipment for their needs whether overseas or at home. But that doesn’t get the government votes in “key constituencies”, so let the sailors suffer if it means shoring up support in the next federal election…

Ukraine’s PM – “We are still in a stage of war and the key aggressor is the Russian Federation”

In the Guardian, Martin Williams reports on the situation in eastern Ukraine:

The Russian president, Vladimir Putin, wants to destroy Ukraine as an independent country and resurrect the Soviet Union, the Ukrainian prime minister Arseny Yatseniuk has said.

Yatseniuk told a conference of European politicians his country was “in a stage of war” with Russia, as renewed clashes broke out between the Ukrainian army and pro-Russian rebels in the east and Moscow sent a second convoy of trucks into Ukraine without Kiev’s consent.

Continuous rocketfire could be heard overnight in the eastern city of Donetsk. The city council said shells had hit residential buildings near the airport, although no casualties were reported.

Ukraine’s military said it had successfully repelled a rebel attack on the government-held Donetsk airport. But a column of three Russian multiple rocket launchers was seen moving freely through the rebel-held city on Saturday morning.

Speaking at a conference in Kiev attended by European and Ukrainian politicians and business leaders, Yatseniuk praised the economic sanctions imposed on Moscow. He said: “We are still in a stage of war and the key aggressor is the Russian Federation … Putin wants another frozen conflict [in eastern Ukraine].

“His aim is not just to take Donetsk and Lugansk. His goal is to take the entire Ukraine … Russia is a threat to the global order and to the security of Europe.”

US Navy facing unpleasant budget choices and diminishing options

It’s still the largest navy in the world, and will continue to be for some time yet … but it’s shrinking.

In 2009 the navy decided it could only afford to build three of the new DDG-1000s. To replace the cancelled DDG-1000s the navy resumed building older DDG-51 Arleigh Burke class destroyers. It was all about cost. The DDG-1000s would cost more than $3.5 billion each if built in large quantities. The Burkes cost $1.9 billion each. The last of 62 original Burkes was ordered in 2002 and the last of those entered service in 2011. But now, another 13 are on order and more were going to be ordered until the shrinking naval budget got too tight for that. The 9,800 ton Burkes are smaller than DDG-1000, being 154 meters (505 feet) long and 20 meters (66 feet) wide. But even the Burkes have been growing, with the first ones weighing in at only 8,300 tons. In 1945, most destroyers were about 3,000 tons. This constant size escalation is something navies, especially the Americans, have had a hard time dealing with, mainly because the cost per ton has escalated even more (even after taking inflation into account).

While the DDG-51 is much less expensive than the DDG-1000, some navy officials believe that in the long run the larger and more expensive DDG-1000 would be a better investment. The key problem here is the inability of the navy to control costs, and cost estimates, and the inability of the DDG-51s to provide space for new technologies. The navy hopes to overcome this by installing smaller versions of new tech in the DDG-51s and to upgrade other DDG-51s if the new stuff works out.

There are other problems as well, such as the costs of upgrades. Because of budget cuts the navy plans to buy some time (about a decade) by upgrading dozens of existing destroyers and cruisers. This is a bitter pill to swallow, as only a decade ago the navy was so sure about the new DDG-1000 that it accelerated the retirement of a dozen of the 31 Spruance class destroyers, in order to save the $28 million a year it would cost to keep each one of them in service. These ships were not just retired, they were all either broken up or sunk in training exercises. The dozen that entered service in 1979-83 could have been refurbished and been available until 2019. That’s a lost opportunity.

In the end these extensive refurbishments were too expensive and the navy was forced to fall back on a two-tier refurb plan that concentrated on electronic and software systems. The cheaper tier, called MILSPEC (designed specifically and only for military use) cost $113 million and takes six months per ship. This upgrades a lot of the 1980s electronics in the older DDG-51s. The other tier, COTS (commercial off-the shelf) uses commercial hardware and software to replace the older MILSPEC stuff. This makes these ships easier and cheaper to continue upgrading but all this costs $184 million and 18 months per ship. All these upgrades concentrate on the ability of DDG-51s to support the Aegis modification that enables missiles and low orbit satellites to be shot down. There is additional money (from outside the navy budget) available to do this.

The navy is still in danger of losing (to retirement because of aging and failing systems) the oldest DDG-51s if money is not available to refurbish elderly hulls and mechanical equipment. Because of the unpredictable future budget the navy also has to make plans for some radical downsizing. If the money is not there, neither are the ships and prudent admirals have to plan accordingly.

Evolution versus revolution in the design of HMS Queen Elizabeth

The most important change in the Queen Elizabeth class is the open acknowledgement of the primacy of running costs at the heart of the project – manifest in crew numbers, unmanned monitoring and power generation. The UK carriers are platforms designed by economists, not warriors.

The largest costs for running maritime platforms are manpower and fuel. In terms of manpower, the Queen Elizabeth will have a crew of 650 with an additional thousand berths available for the air group. By comparison, the American Nimitz class and new Gerald Ford class, which displace around 40,000 tonnes more, are crewed by 6,000 and 4,500 personnel respectively. The French Charles de Gaulle, which in terms of tonnage is about a third smaller its British counterpart, carries a crew of around 2,500. The UK figures were driven by the necessity to avoid increasing the manpower bill of the Royal Navy. As such, the 650 figure is exactly the same as the preceding Invincible class. Allowing the same complement to effectively operate a vessel three times the size of her predecessor has forced some innovative thinking.

The use of automation and remote monitoring has been essential to meet the manpower restrictions. Cameras and monitoring equipment have been built into almost every system in the new ships. From machinery spaces to bilge areas, remote performance monitoring has allowed a marked reduction in the manpower requirements of the ships. Whilst this makes good sense in financial terms, it does not in terms of pure war-fighting capability. Naval vessels differ significantly from their commercial counterparts in terms of damage control and fire-fighting. These roles are remarkably manpower intensive. The experiences of major damage in the Falklands conflict have been reinforced at intervals by peacetime incidents on HMS Nottingham (2002) and Endurance (2008), which required the efforts of the full ship’s complement to remain afloat. The damage-control capabilities of the UK carrier platforms should, therefore, be a primary concern.

There is one further element that has not been well considered in the Carrier-Enabled Power Projection doctrine of the Royal Navy and the MoD. Protection of these assets from threats has effectively been taken ‘on-risk’, and against all operational analysis. The self defence capabilities of these ships are extremely limited. The provision of close-in weapon systems and automatic small-calibre guns does not guarantee adequate protection against a small scale naval threat, let alone a shore-based one. Naval doctrine instead requires protection of the carriers by destroyers and frigates. This is a cost-effective solution provided that the task group has the necessary units to provide such protection. But there is no evidence that the projected Royal Navy combined frigate/destroyer force could do so.

The Queen Elizabeth class is therefore an interesting example of innovation: rather than in the sense of equipment and capability, it might be more relevant to think about how risk to the platforms is being dealt with in an ‘innovative’ manner.

The second ship in the class, HMS Prince of Wales just reached a major milestone in construction:

Construction of HMS Prince of Wales, the second of two new aircraft carriers for the UK Royal Navy, has moved forward with the docking of two of the ship’s largest hull sections – Lower Block 02 and Lower Block 03.

The movement of the blocks into the dock at Rosyth marks the beginning of the ship’s assembly phase and comes only days after Prime Minister David Cameron announced that HMS Prince of Wales will enter into service, ensuring that the UK will always have one aircraft carrier available.

Ian Booth, Managing Director at the Aircraft Carrier Alliance, said: “Every milestone in the carrier programme is hugely significant and the recent announcement that HMS Prince of Wales will enter service means there is a real sense of excitement as we start to bring the second ship together.
