Years ago, long before Google came to the salvation of lazy football writers who couldn’t be bothered with microfiche searches, the term ‘unsupport’ was coined in the football magazine, When Saturday Comes.

It meant, as the name suggests, the exact opposite of supporting a team. You wished defeat on another team, hated that team with a passion. So, for example, in the last day of the Premiership season, many neutrals wanted Manchester City to win the title. This was not through any great love for the oil-rich upstarts in blue, but because they were unsupporting Manchester United. In the Premiership era, Manchester United are simultaneously the best supported and, at the same time, the most unsupported club in the land. Unsupporting is the football equivalent of Newton’s third law of motion: all the time United are successful, hatred of the side occurs as an equal and opposite reaction.

You can tell a lot about people by the team they hate. Take Manchester United unsupporters. They assume two forms. In the blue half of Manchester or on Merseyside, the Anyone But United (ABU) sentiment is an expression of bitter local rivalry. But throughout the rest of the country, ABU represents an increasing disenchantment with modern football. Manchester United is essentially a proxy for the gentrification and commercialisation of the game. When fans sing ‘Stand up if you hate Man U’, it’s not simply green-eyed envy of United’s success, it’s also a howl of protest against the corporate takeover of football. United embodies everything the traditionalists hate about the Premier League: the hype, the desecration of 3pm kick-offs, the relentless merchandising, the prawn-sandwich munching ‘plastic fans’, and the absentee foreign owners

The constant appearance of Manchester United and Chelsea at or near the top of the English Premier League have always seemed to me to be a good argument in favour of a salary cap in the NFL style: otherwise richer clubs will always be able to buy their way to a higher season finish than poorer teams.

On the other hand, the NFL could learn from the EPL with their promotion/relegation system (I say that in full knowledge that my beloved Vikings would have been relegated after the 2011 season if such a scheme was implemented). Of course, structurally the NFL and EPL have many differences preventing the adoption of the other sport’s practices, but as (I think) Gregg Easterbrook pointed out, Ohio State … sorry, The Ohio State University’s football team could have beaten both of Ohio’s professional teams for much of the last decade.

British government energy policies are “befuddled and beset by lobbyists”

Anyone who claims to understand energy policy is either mad or subsidised. Last week I wrote that politics is seldom rational. It is more often based on intuition and tribal prejudice. This week we have a thundering example: the government’s new policy on nuclear energy.

Do not read on if you want a conclusion on this subject. For years I have read papers, books, surveys and news stories, and am little wiser. I trust to science and am ready to believe there is some great mathematician, some Fermat’s last theorem, who can write an equation showing where energy policy should turn. I have never met him.

The equation would start with the current market price of coal, gas, oil, nuclear and so-called “renewables”. That would give simple primacy to coal and gas. The equation would then factor in such variables as security of supply, which — being imponderable — can be argued from commercial interest and prejudice. Then it would have to take account of global warming and the virtue of lower carbon emissions. At this point the demons enter.

We must consider CO2 reduction through substituting gas for coal, carbon capture, nuclear investment, biomass, wind, wave, solar and tidal generation. We must consider the application of fiscal policy to gas and petrol use, to energy efficiency and house insulation. Each has a quantity attached to it and each a fanatical lobby drooling for subsidies. As for achieving a remotely significant degree of global cooling, that requires world diplomacy — which has, as yet, proved wholly elusive.

Britain’s contribution to cooling can only be so infinitesimal as to be little more than gesture politics, yet it is a gesture that is massively expensive. Meeting the current EU renewables directive, largely from wind, would cost some £15bn a year, or £670 a household, and involve the spoliation of swaths of upland, countryside and coast. It is calculated to save a mere 0.2% of global emissions, with negligible impact on the Earth’s sea level.

Bombing campaigns against Nazi Germany were remarkably inaccurate

An article in History Today recaps the huge gap between what the RAF was thought to be accomplishing in the first half of World War 2 and what they actually achieved in the bombing campaign against Germany:

By 1941, after the winter Blitz in which the Luftwaffe had relentlessly bombed the cities of Britain, the British people wanted to know that the RAF were ‘giving it back’ to the Germans. Later that year, as [Michael] Paris describes, Harry Watt directed his film Target for Tonight for the Crown Film Unit. Made with actual RAF personnel performing a script written by Watt, Target follows the story of a single raid on an imaginary railway yard and oil depot somewhere near a bend in the Rhine. The film sought to celebrate the quiet heroics of the RAF, which is shown to have the ability to mount a precision raid with great success. Audiences no doubt cheered to see the (models of the) target ablaze and to know — or, rather, believe — that the RAF was creating havoc in the enemy’s heartland.

According to a secret Cabinet report, which analysed aerial photographs in the summer of 1941, the RAF failed to get even one third of its bombs within five miles of its targets. The Strategic Air Offensive was published much to the chagrin of wartime RAF leaders such as Sir Arthur ‘Bomber’ Harris and generated intense and widespread controversy.

By the 1980s it was largely accepted that, before new navigational aids were introduced in 1942, the RAF offensive had been a complete failure. Although the moral debate about the rights and wrongs of ‘area’ or ‘indiscriminate’ bombing has continued ever since, there are no serious historians today who challenge the accuracy of the Webster-Frankland account. And so, in 1990, Paris was able to point out the gulf between what the RAF pretended had been happening and what, in reality, was going on.

Before the war started, the air force always claimed that the “bomber would always get through”. What they didn’t say was that it couldn’t be predicted where the bomber would get through to.

However, it must be remembered that even the US Air Force, which carried out daylight air raids against German targets in the latter half of the war, had an accuracy issue too:

Gladwell began with the story of Carl Norden — a Swiss engineer, born in 1880, domineering and narcissistic, “who had very strong feelings about alternating current” and much else. Norden became obsessed with finding a more precise ways to deliver bombs from aircraft — and invented the Norden Mark 15 Bomb Sights. Its promise: that a bomb could be dropped into a pickle barrel from 20,000 feet.

The US military was excited; in fact, Washington spent $1.5 billion in 1940 dollars rolling out the devices, buying 90,000 of them and training 50,000 bombardiers to use them. Yet when America was brought into world war two, “it turns out they were not the holy grail”. They could only hit a pickle barrel under perfect conditions — and life is rarely perfect, it proved. They were hard to use, broke down, could not function in cloud without direct line of sight of the target, and were inaccurate. Plus, Norden had hired German engineers — who gave Berlin the complete blueprint by 1938.

Will privacy be on one of the things that differentiates the rich from the rest?

Is privacy being turned into a privilege that only the moneyed and the well-connected may enjoy? Two striking stories in the news last week suggest that it is.

In the first story, it was reported that activists and hacks are heaping further pressure on Mark Zuckerberg to improve the privacy settings on Facebook, so that they might update their statuses and post photos of their social shenanigans without having the world and its mother peering over their shoulders. In the second story, we were told that social workers, backed by much of the media, are calling on the prime minister to get rid of “red tape” so that they might more easily interfere in — I’m sorry, intervene in — so-called problem families. There are a lot of damaged families out there, the social workers hinted, and thus we need to rip up some of the rules governing when it is and isn’t okay to stick our snouts into their business.

That these two stories could appear in the same week, and not be considered contradictory, suggests we have a pretty screwed-up attitude to privacy today. Indeed, sometimes the very same members of the political and media classes who believe that their private lives must remain absolutely private will think it is perfectly logical that other people’s private lives — the lives of Them — should be thrown open to state snooping.

Scotland’s latest moral panic, soon to spread to England

A spectre is haunting Scotland: the spectre of cheap booze and binge drinkers. The most recent regulatory answer, raising the minimum price of alcohol, won’t solve the problem.

Scotland announced minimum pricing for alcohol this week, at 50p a unit; the price of the cheapest spirits will now rise by almost 50%. It will arrive in England soon, although possibly at the more timid rate of 40p per unit. It will only make a tiny difference, says the government, as it contemplates raising prices for a commodity almost all citizens enjoy (86% of the adult population drink alcohol), and at a time when prices are rising everywhere.

So why bother doing it? The government says it will save lives, even as it announces the speed limit on some motorways will be raised to 80mph, which will cost lives. I am not sure if the deaths created on the roads will be offset by the lives saved from gin, but it seems that more deaths on the roads are acceptable, but more deaths from alcohol are not. Do I smell snobbery? David Cameron says that alcohol “generates mayhem on our streets and spreads fear in our communities” — so I suppose I do.

Minimum pricing is a result of a national moral panic about alcohol, which follows on the trail of moral panics about tobacco and obesity, which are created by the tabloids and their beloved pictures of girls vomiting into gutters with their skirts hitched round their waists; there is a whole crocodile of moral panics, squeezing its way into Downing Street as more important issues are ignored.

Drinking is something that terrifies some but delights many. Drinkers can be ghastly, but so can politicians, and so can sober politicians. Minimum pricing comes from an ancient place – the desire for a neat society – and it expresses Cameron’s desire to appear to be doing something, while he does nothing elsewhere. Where one stands on minimum pricing depends entirely on whether you believe it is a person’s unalienable right to get shit-faced drunk at the market price, no matter what your income. When so many rights are threatened, who would dispute it?

When we scheduled the release of The Wages of Sin Taxes for 15th May, we did not guess that it would be sandwiched between the announcement of a 50p minimum price for alcohol in Scotland (Monday) and a new campaign for sin taxes on food and soft drinks (today). Writing in the British Medical Journal, two academics have just called for price hikes on sugar-sweetened beverages and ‘junk food’ as a way of dealing with Britain’s alleged obesity epidemic.

Obesity rates, like drinking rates, have not actually risen for ten years, but the same decade saw the medical profession gain an uncanny grip on the nation’s political process and they are in no mood to relinquish it. Taking a break from hassling smokers and drinkers, the mandarins of public health have taken the ‘next logical step’ and moved on to the general population.

“Economists generally agree,” they write, “that government intervention, including taxation, is justified when the market fails to provide the optimum amount of a good for society’s wellbeing.” Even if this dubious statement were true, there has never been a time when the market offered more choice in what we eat than drink than today. And, contrary to popular belief, it is much cheaper for a family to subsist on fresh fruit and vegetables than it is to eat out at McDonalds three times a day. For the spokespeople of public health, the problem is not that there is a lack of options, but that we plebs are not choosing the right ones.

Defining junk food is notoriously difficult. As Rob Lyons explains in his excellent book Panic on a Plate, a portion of McDonalds fries contains a quarter of an adult’s recommended intake of Vitamin C, while middle class favourites like olive oil, parmesan and pasta are rather fattening. A tax on “sugar sweetened beverages” will presumably leave apple juice and smoothies untouched, despite the fact that fruit juices are often sweeter and more calorific than Coca-Cola.

Conducting espionage operations in the age of the internet

Shashank Joshi in the Telegraph on the good and bad news coming out of the recently foiled “underwear bomber” incident:

This week began with news of a remarkable intelligence coup. It has ended in ignominy, and a reminder that the pathological leakiness of the American bureaucracy has consequences for counterterrorism.

According to the Associated Press (AP), the CIA foiled an audacious plot by Al Qaida in the Arabian Peninsula (AQAP) to attack an aircraft using an upgraded version of the underwear bomb that failed three years ago. The AP had, apparently, shown great responsibility in delaying publication for days at the request of the White House.

Then, the story grew both muddier and more remarkable still. The would-be bomber was in fact a mole. He was a British national of Saudi Arabian origin, recruited by MI5 in Europe and later run, with Saudi Arabia, by MI6. This is a testament to the unimaginable courage of the agent in question, and the ingenuity of British intelligence.

But the emergence of this story, with a blow-by-blow account of operational detail, is the result of reckless, impetuous leaking that could cost lives and compromise operations in the future.

Scottish minimum alcohol pricing: “Health fascism is back with a vengeance”

A released statement from Sam Bowman, Head of Research at the Adam Smith Institute, responding to Scotland’s minimum alcohol price decision:

“Minimum alcohol pricing is a miserable, Victorian-era measure that explicitly targets the poor and the frugal, leaving the more expensive drinks of the middle classes untouched. It’s regressive and paternalistic, treating people as if they’re children to be nannied by the government.

“To make things worse, all signs suggest that the minimum price will be successively raised once it’s in place. This is what happened in the UK with alcohol and tobacco taxes, which are now among the highest in the world. It’s like boiling a frog – bring in a low minimum price that only affects the most marginalized part of society, the poor, and raise it gradually every year without people noticing.

“The reality is that Britain does not have a drink problem. The definition of “binge drinking” has been redefined so that a grown man drinking more than two pints of lager is considered to be “binging”. The number of diseases defined as “alcohol-related” has tripled in the last twenty-five years. In fact, we drink less than we did ten years ago, less than we did one hundred years ago, and far less than we did in the 19th Century. Hysteria about drinking alcohol is a red herring invented by the health lobby. Health fascism is back with a vengeance, and minimum alcohol pricing is just another brick in the wall.”

“…but the bedrooms are in the railway carriage”

This is presented as a “bureaucracy run wild” kind of story, but I find it hard to believe that any planning committee — even a British one — would insist that a railway carriage could acquire “grandfather rights”.

When it comes to building a comfortable bungalow, Jim Higgins has got the inside track.

The retired transport manager, 60, has one of the most unique houses in Britain… because it is built around a real railway carriage.

The property in Ashton, Cornwall, is a fully functioning house but bizarrely has the fully restored 130-year-old Great Western Railway car within its walls.

Mr Higgins, 64, originally from Buckinghamshire took over the property from his former father-law Charles Allen who was forced to build it around the railway carriage because bizarre planning regulations meant the train could not be moved.

Mr Higgins said: ‘The railway carriage was lived in by a local woman Elizabeth Richards from 1930.

What’s in a name? Just centuries of military tradition

The military bureaucrats and their civilian masters are well on the way to stamping out all those awfully old-fashioned names and symbols of the Scottish highland regiments:

Senior Downing Street sources said David Cameron is not yet at the stage of overruling Philip Hammond, his Defence Secretary, over his proposal to replace iconic names like the Black Watch with battalion numbers.

But they were keen to emphasise that no final decision has been made and the Prime Minister is aware of the potential political damage to the campaign to prevent Scotland separating from the UK.

Fury has been mounting since the Defence Secretary told the Daily Telegraph earlier this week that the “ancient cap badges have largely gone” and some traditional regimental names are now just “attached in brackets”.

Under Mr Hammond’s proposals, the Black Watch, 3rd Battalion the Royal Regiment of Scotland (3 SCOTS), would become just 3 SCOTS and the Argyll and Sutherland Highlands would be names 5 SCOTS.

The former Labour Government faced a fierce backlash when the battalions were amalgamated in 2005 to form the Royal Regiment of Scotland, but they were promised they could keep their historic names.

Jeff Duncan, who managed the Save Scotland’s Army Regiments campaign, said yesterday it had restarted and nearly 1,500 had signed up in only 48 hours using the social networking site Facebook.

Britain’s government websites under attack

Perhaps I’m just cynical, but I had expected that any government website would need to be “hardened” against attack. The British government’s many official websites have indeed been undergoing attacks for quite some time:

The British Ministry of Defense has admitted, for the first time, that it is under heavy attack by hackers. It was also revealed that some of these attacks had succeeded. The good news is that the military is becoming more aggressive and imaginative in dealing with Cyber War defense. China was not directly accused of being behind any of these attacks, but it was mentioned that there are now discussions underway with the Chinese on the matter. All this is an old problem.

Last year, Britain went public to report a higher number of Internet based attacks. The report noted that the emphasis was now on economic assets. This included technology and business plans. For example, the Foreign and Commonwealth Office was under heavy cyber-attack for several months, apparently in an effort to obtain secret details of government plans and techniques for supporting British exports. Government Internet security officials were making all this public to encourage British firms to increase their Internet security.

All this was nothing new. Two years ago Britain’s domestic intelligence service, MI5, went public with numerous charges of Chinese Internet based espionage. MI5 accused China of using both agents and hacker software, to obtain secrets from specific companies and government organizations. This approach had Chinese personnel approaching specific British businessmen at trade shows, and offering gifts, like a thumb drive loaded with hidden hacker software that will load itself on to the victim’s PC and seek out valuable information. Internet based attacks, traced back to China, continue to send real looking email that has an attachment containing another of those stealthy hacker programs that seek out secrets, or even quietly take over the user’s PC. Three years ago, MI-5 sent alerts to major corporations warning them of similar attacks and advising increased security of their data.

British aircraft carriers to be equipped with F-35B in policy reversal

The two Queen Elizabeth class aircraft carriers being built for the Royal Navy were originally to be equipped with F-35B model which can operate in VTOL mode (like the Harriers used on HMS Ark Royal up to her retirement). This was deemed to be too expensive, so the British government ordered the carriers to be retro-fitted with catapults and conventional landing equipment so the RN could use the (relatively) cheaper F-35C.

The plan has now been revised back to the original:

The Ministry of Defence is to abandon plans to buy the preferred fighter for the Royal Navy’s new aircraft carriers, in an embarrassing U-turn for David Cameron.

The prime minister personally endorsed the decision to equip the over-budget carriers with “cats and traps” so they could catapult and recover a version of the F-35 joint strike fighter (JSF) from their decks.

But the cost of converting the carriers has already reached £2bn, and the JSF model Downing Street wanted has been beset by delays and technical problems.

The aircraft will now not be ready until 2023 at the earliest, forcing the government to revert to Labour’s original plans to buy the less capable jump jet model.

Philip Hammond, the defence secretary, is due to make an announcement in the Commons on Thursday explaining the about-face, which was approved by the National Security Council on Tuesday.

It should be no surprise at all that Lewis Page is ready to call this decision idiotic (and he’s almost certainly right):

It’s well known that the F-35B will cost a lot more to buy and more to run than the F-35C catapult version: and it’s also well known that the main cost of aircraft carriers is not the ships but the planes. So, right out of the gate, we can see that this is a foolish decision.

In fact it’s a lot worse than it seems, as the contest in real life was not between the F-35B and the F-35C: it was between the F-35B and — for the immediate future — one or another cheap, powerful, modern carrier jet already in service. This would most most likely have been the F-18 Hornet as used by the US Navy and many other air forces around the globe, but possibly the French Rafale instead of or alongside Hornets.

In fact the UK will not be able to afford either the F-35B or the F-35C in any large numbers any time soon. Both planes are, after all, brand new supersonic stealth aircraft — only the second make of supersonic stealth aircraft ever built, in fact, and the first ever which can land on ships. They are brand new, bleeding edge kit and will cost accordingly. Both planes are still in flight test at the moment, in fact, and the F-35 programme as a whole has suffered serious cost and time overruns. This has led to delays to US orders, which have in turn pushed up costs for other early purchasers. Production is still at a low rate only.

Thus, if the Royal Navy had managed to get its hands on a catapult carrier, it would have been compelled (very happily!) to buy or lease an interim carrier jet to tide it over until a reasonable number of F-35Cs could be bought for a reasonable price — probably at some point in the 2020s. There would be no need for a full force of F-35Cs any sooner than the 2030s, by which point they would be affordable and there might be a real need for their stealth and other advanced capabilities.

“If this drought continues much longer, we’re going to run out of umbrellas”

Rob Lyons on the amusing juxtaposition of a “hosepipe ban” in the south of England and the wettest April since record keeping began:

It never rains but it pours scorn. That must be how many of England’s water companies feel as millions make fun of them. Having just declared a hosepipe ban and spent a fortune on posters declaring ‘WE ARE IN DROUGHT’, the heavens have opened. Result? The surreal combination of drought restrictions on water use going side-by-side with the wettest April since records began in 1910.

It is as if the declaration of drought were a latter-day raindance. Comedian Jimmy Carr quipped what everyone was thinking: ‘If this drought continues much longer, we’re going to run out of umbrellas.’ The combination of dramatic flooding in some parts of the country that are under drought restrictions caused one friend of mine to coin the term for our current water status: ‘flought’. Pictures of Thames Water’s bus adverts juxtaposed with people in the street huddling under brollies made newspaper front pages.

Yet, while the current situation is bizarre, the water companies do have a point. If the current storage sites are running low of water after two years of well-below-average rainfall, then we need to start preserving stocks. One month of heavy rain is welcome, but unless we have a particularly sodden summer and, more importantly, a damp-and-dreary winter, supplies could start to look very sparse indeed. That’s particularly true in the south and east of England, which depend on underground aquifers to store a large proportion of water supplies. The levels in these aquifers rely on winter rain to drip through the rocks above. Summer rain tends to run off, evaporate or get absorbed by growing plants. A quick look back to February and the warnings coming from Thames Water and others show how serious the problem had become before the deluge.

Royal Flying Corps, 100 years on

April 13th was the 100th anniversary of the founding of the Royal Flying Corps (RFC), which was merged with the Royal Naval Air Service (RNAS) to become the Royal Air Force in 1918. BBC Magazine has an interesting article about the early days:

In most accounts of WWI, mention of the Royal Flying Corps goes hand-in-hand with stories of the fighter aces, men like Albert Ball and James McCudden, who downed dozens of enemy planes.

The romance of gladiatorial combat in the air — initially firing revolvers at one another from the cockpit, and then shooting machine guns through the propellers of the aircraft — makes their adventures against such legendary foes as the Red Baron some of the most stirring tales of the Great War.

But as a division of the British Army, the main role of the Royal Flying Corps, with its hundreds of pilots and thousands of ground crew, was very different.

It was the eyes of the army.

For the first time in history, it was possible not only to get a detailed view of the enemy lines from above, but to see what was going on behind those lines — the trench systems, the support routes, the railways and road vehicles that manoeuvred troops and weaponry into position.

The real heroes of the war in the air were the pilots and observers who flew in all conditions to maintain British air superiority, and to keep the ground troops aware of everything that the enemy was doing.

During the First World War, Canada hosted a training unit for British aircrew, the Royal Flying Corps Canada (Wikipedia link), from 1917 onwards. It operated the following air stations in southern Ontario:

  • Camp Borden 1917–1918
  • Armour Heights Field 1917–1918 (pilot training, School of Special Flying to train instructors)
  • Leaside Aerodrome 1917–1918 (Artillery Cooperation School)
  • Long Branch Aerodrome 1917–1918
  • Curtiss School of Aviation (flying-boat station with temporary wooden hangar on the beach at Hanlan’s Point on Toronto Island 1915–1918; main school, airstrip and metal hangar facilities at Long Branch)
  • Deseronto Airfield, Deseronto 1917–1918 (pilot training)

[Lt Col (later Brig Gen) Cuthbert] Hoare made several agreements with U.S. Brig Gen George O. Squier (US Army Signal Corps) and the US Aircraft Production Board. Squier had overall responsibility for the US Army’s air service, which was short of flight instructors. The RFC released five experienced American pilots to the US Army, where they became squadron commanders. The US Air Board acquiesced in the British opening a recruiting office in New York City, ostensibly to recruit British citizens, but in fact also soliciting US citizens, of whom about 300 were successfully signed up. The RFC would also train many US Army flight personnel: 400 pilots; 2,000 ground-crew members; and 20 equipment officers. These Americans would then collect aircraft and equipment from the UK, before coming under RFC control in France. Ten American squadrons would train in Canada during the summer of 1917, while RFC squadrons were allowed to train during the winter in Fort Worth, Texas.

During the last two years of the war 3135 pilots and 137 observers trained in Canada and Texas for both the RFC and the new Royal Air Force (RAF). Of these trainees, 2,624 went to Europe for operational duty.
