The revolution will not be revolutionary … soon

In the Globe and Mail, Timothy Caulfield explains that we need to be careful not to drink the “healthcare revolution” Kool-Aid:

It has been suggested that this technological advance will usher in a new health-care “revolution.” It will allow us, or so it’s promised, to individualize health-care treatments and preventive strategies — an approach often called “personalized medicine.” It will allow us to become fully aware of our genetic shortcomings and the diseases for which we’re at increased genetic risk, thus providing the impetuous to adopt healthier lifestyles.

But will having your personal genome available really revolutionize your health-care world? Will you be able to use this information to significantly improve your chances of avoiding the most common chronic diseases? Not likely.

Tangible benefits will be (and have been) achieved. But, for the most part, these advances are likely to be incremental in nature – which, history tells us, is the way scientific progress usually unfolds.

Why this “we are not in a revolution” message? Overselling the benefits of personal genomics can hurt the science, by creating unrealistic expectations, and distract us from other, more effective areas of health promotion.

The relationship between our genome and disease is far more complicated than originally anticipated. Indeed, the more we learn about the human genome, the less we seem to know. For example, results from a major international initiative to explore all the elements of our genome (the ENCODE project) found that, despite decades-old conventional wisdom that much of our genome was nothing but “junk DNA,” as much as 80 per cent of our genome likely has some biological function. This work hints that things are much more convoluted than expected. So much so that one of ENCODE’s lead researchers, Yale’s Mark Gerstein, was quoted as saying that it’s “like opening a wire closet and seeing a hairball of wires.”

40 years ago today, man last walked on the moon

At sp!ked, Patrick West notes an under-observed anniversary:

It is a fine testament to NASA’s Apollo programme that of all the world-shaking events in living memory, men landing on the moon is the only one that doesn’t involve death. As Andrew Smith, author of Moon Dust (2006), notes, everyone remembers where they were when John F Kennedy was assassinated, Princess Diana died, or on 9/11. Most people, if they were alive at the time, also vividly recall when a man first walked on the moon on 20 July 1969.

Few, however, will remember what they were doing when the last man walked on the moon. That was 40 years ago today.

As he fired up the engines of Apollo 17‘s Lunar Module, Gene Cernan, the last man on the moon, delivered a final message to the world: ‘America’s challenge has forged man’s destiny of tomorrow. And as we leave the moon at Taurus-Littrow, we leave as we came and, God willing, as we shall return with peace and hope for all mankind.’ On this date, many of us lament that we haven’t gone back to the moon. Others won’t, citing the vast expense of this Cold War sideshow, equivalent to roughly $130 billion in today’s money.

We certainly aren’t likely to return to the moon in such cynical and pessimistic times, of Mayan prophecies, omens of economic stagnation and environmental catastrophe, Frankie Boyle misanthropy and books called Is It Just Me Or Is Everything Shit?. In other words, everything the Apollo programme didn’t represent. America’s race to the moon may have been partly a means of getting one over the Soviets, but it also embodied the spirit of adventure and progress, as encapsulated by Neil Armstrong’s first words from the moon.

Climatic witchcraft

No offense intended to practitioners of witchcraft intended:

Superstition about the weather in particular is hardly surprising, given the awesome power of nature. Witnessing storms, lightning and even the daily rising and setting of the sun surely induced fear and wonder in primitive cultures. The same fear and wonder are what warmists exploit today in linking weather extremes to global warming.

Scholars tell us that weather superstition often found expression in ritual human sacrifice. The Mayans, for instance, tossed victims into a limestone sinkhole to appease the rain god Chaac.

And it’s only a few centuries since superstition over the climate led to intensive witch hunts and widespread executions, usually by burning, for witchcraft.

University of Chicago economist Emily Oster demonstrated in 2004 that the most active era of witchcraft trials in Europe coincided with the Little Ice Age. Since then, other researchers have argued that chilly weather may have precipitated the Salem witch trials in the 1690s — one of the coldest periods of that epoch.

It was widely believed during the late Middle Ages that witches were capable of controlling the weather with their magic powers, and thus cause storms that could destroy harvests and hobble food production.

Our obsession with weather extremes has reached such heights that it has become a knee-jerk reaction for climate-change alarmists to ascribe any unusual weather event at all to global warming. So they tell us that heat waves, floods, harsh winters, dust storms — even wildfires — are all the result of man-made CO2. But a check of records from, say, the 1930s or the 1950s, when the CO2 level was much lower than now, reveals that such events are nothing new.

Climate-change skeptics might be regarded as modern-day witches because they think that global warming comes from natural forces. However, it’s superstitious alarmists, who believe that extreme weather originates in our CO2 emissions and who have a dread of impending disaster, who are really the witches.

“Big Food” is killing us!

At sp!ked, Rob Lyons debunks a recent video by Canadian anti-corporate activist Dr. Yoni Freedhoff:

This is a handy menu of food-related government intervention that is trotted out all the time by food crusaders everywhere. But before we get to those interventions, maybe we should ask how we got here in the first place.

First, food got cheaper while, on average, we’ve been generally getting richer. In particular, if America is anything to go by, we spent less as a proportion of income on meat and dairy products — surprisingly, spending on fruit and veg has been pretty constant — and more on processed foods and sweets. In other words, we bought convenience with the money we were saving.

Second, suppliers and retailers realised that as food got cheaper, the way to make money was to ‘add value’ — in other words, take basic ingredients and make them more convenient, more ‘fun’, more ‘premium’ or to appeal to some other psychological need. Yes, food manufacturers are as capable of bullshitting as anybody else with something to sell.

One of the other ways that suppliers add value is to make ‘healthy’ products. But who set up those health claims in the first place? It was the media, the medical profession and, most of all, governments. Who said we should be stuffing our faces with fruit to get our ‘five a day’? Who suggested that we get more omega-3s? Who said we should aim to eat low-fat diets? All of these ideas got the big official stamp of approval. And in the spirit of convenience, the food industry has made it easy, for better or for worse, to meet these official goals.

Moreover, what about the wild claims made for organic food? It has a completely spurious image as natural and wholesome, but study after study finds no consistent difference between organic foods and conventional foods — apart from the price. Yet it is often the most vociferously anti-Big Food campaigners, bloggers and ‘experts’ who push organic as the healthy alternative.

Rather than endless calls for regulations, bans and taxes — whose efficacy is doubtful but whose effect on personal autonomy would be substantial — it would be far better to recognise that any diet with some modicum of balance will be fine for most people, who will live to a greater age than their parents or grandparents, on average, no matter how much disapproved food they consume. Claims that any particular food is some dietary panacea should be treated with a large, metaphorical pinch of salt, whoever makes them, whether they are an evil mega corporation or the bloke behind the counter at the health-food shop.

Above all, a similarly healthy scepticism should be applied to crusading medics who want to scare us with the idea that Big Food is out to kill us and who encourage politicians to regulate what we eat.

No, we’re not running out of phosphorus (phosphate) and potassium (potash)

The most recent outbreak of the-sky-is-falling, we’re-at-peak-whatever panic mongering is debunked by Vaclav Smil:

Jeremy Grantham, a well-known presence in the financial world, recently published a World View column in the journal Nature in which he concludes that, “simply, we are running out” of almost all commodities whose consumption sustains modern civilization. There is nothing new about such claims, and since the emergence of a vocal global peak oil movement during the late 1990s, many other minerals have been added to the endangered list. Indeed, there is now a book called Peak Everything. What makes Grantham’s column – published under the alarmist headline “Be Persuasive. Be Brave. Be Arrested (If Necessary)” – worth noticing, and deconstructing, is that he puts his claims in terms more suitable for tabloids than for one of the world’s oldest and most prestigious scientific weekly magazines.

His direst example is “the impending shortage of two fertilizers: phosphorus (phosphate) and potassium (potash). These two elements cannot be made, cannot be substituted, are necessary to grow all life forms, and are mined and depleted. It’s a scary set of statements…. What happens when these fertilizers run out is a question I can’t get satisfactorily answered and, believe me, I have tried.” Well, he could have tried just a bit harder: an Internet search would have led him, in mere seconds, to “World Phosphate Rock Reserves and Resources,” a study published in 2010 by the International Fertilizer Development Center (IFDC) and funded by the U.S. Agency for International Development.

This detailed assessment of the world’s phosphate reserves (that are the part of a wider category of resources that is recoverable with existing techniques and at acceptable cost) concluded that they are adequate to produce fertilizer for the next 300 to 400 years. As with all mineral resource appraisals (be they of crude oil or rare earths), the study’s conclusions can be criticized and questioned, and the statement by the Global Phosphorus Research Initiative is perhaps the best document of that kind. But even the most conservative interpretation of IFDC’s assessment shows that phosphates have a reserve/production ratio well in excess of 100 years, higher than that of many other critical mineral resources.

Humans are not as much rational as they are rationalizing creatures

Ronald Bailey discusses a study which confirms what every con man already knew: smart people are easier to fool.

People reason chiefly to persuade others that they are right, not to find out what is true.

So claim Hugo Mercier, a postdoctoral fellow in economics and philosophy at the University of Pennsylvania, and Dan Sperber, a philosopher and cognitive scientist at the Central European University, in their provocative 2010 article, “Why Do Humans Reason? Arguments for an Argumentative Theory,” in the journal Behavioral and Brain Sciences. Now a new study by the Yale Cultural Cognition Project finds that people also use reason to convince themselves, in the face of evidence to the contrary, that they and those on their side are right.

In addition, both liberals and conservatives displayed ideological bias when assessing the validity of the cognitive reflection test. When climate change skeptics were characterized as open-minded, Republicans thought the test was nifty. When skeptics were branded as close-minded, more Democrats found the test results convincing. Thus, the study finds that the experimental “results were more consistent with a finding of symmetry than one of asymmetry with respect to ideologically motivated reasoning.” Ideology distorts both left-wing and right-wing thinking.

Do higher scores on the reflective cognition test temper political polarization? To get at this question, the study compared both liberals and conservatives who scored low on the reflective cognition test (the 62 percent of subjects who got no answers right) with liberals and conservatives scored higher (those who got an average of 1.6 answers right putting them in between the 80th and 90th percentile of the sample). In short, the researchers found that the higher either conservatives or liberals scored on the cognitive reflection test the more likely they were to judge the test as valid when its results supposedly confirmed their ideological views about climate change skeptics and vice versa. People skilled at systematic reasoning use that capacity to justify their beliefs rather seek out truth.

Kahan notes in passing that social psychological research has found that political independents and libertarians score better on the cognitive reflection than do liberals or conservatives (check your answers below). But before we libertarians and independents start patting ourselves on our collective backs for being the better systematic reasoners, could this simply mean that we are especially good at justifying our beliefs to ourselves?

I got the answers to all three test questions right, which means I’m even more likely to “fool myself” than the average person (according to this study, anyway).

The Doha climate change conference is “like an absurdist flash mob”

Rob Lyons explains why the current meeting in Doha isn’t getting the same media love that earlier conferences have been able to depend upon:

It’s like a fly banging its head against a window pane, desperately trying to get to the other side and uncomprehending as to why it never succeeds. Except this is a 17,000-strong swarm of flies taking part in its annual exercise in futility. Yes, there’s another UN climate conference going on, though you might well have missed it.

The eighteenth Conference of the Parties to the UN Framework Convention on Climate Change — there’s a good reason they call it COP18 — is taking place in Doha, the capital of Qatar. The small Arab state is, by some measures, the richest country in the world per head of population, a position built on the fact that it has the third-largest reserves of natural gas in the world. The conference has been running since 26 November and is due to end on Friday. But no one is predicting any kind of dramatic deal.

Which is a bit of a problem for those who run this peculiar show because another thing that ends soon is the Kyoto Protocol. Signed 15 years ago in Japan, the protocol aimed to reduce greenhouse gas emissions in 37 industrialised countries and the EU to a level five per cent below 1990 levels for the period from 2008 to 2012. There’s no sign of a replacement — which, to be meaningful, really needs to include big developing countries like China, India and Brazil — just endless talks about talks. At last year’s event — COP17 in Durban, South Africa — there was an agreement to negotiate a ‘protocol, legal instrument, or an agreed outcome with legal force applicable to all Parties’ by 2015, to take effect by 2020. As a Greenpeace representative bemoaned then: ‘Right now the global climate regime amounts to nothing more than a voluntary deal that’s put off for a decade.’

It’s all a far cry from the Copenhagen talks in 2009. US president Barack Obama agreed to attend, which meant that there was real anticipation of a major deal. Yet Obama came and Obama went, and nothing of substance was agreed. And so the process has trundled on in its own, other-worldly way. COP18 sees thousands of the kind of people who think we’re screwing up the planet by flying around the world, flying around the world in order achieve bugger all in a country, Qatar, made rich by the very fossil fuels the delegates want left in the ground. It’s like an absurdist flash mob.

The not-so-hidden Agenda 21

In the Libertarian Enterprise, John Walker talks about the UN’s Agenda 21:

In 1992, at the United Nations Conference on Environment and Development (“Earth Summit”) in Rio de Janeiro, an action plan for “sustainable development” titled “Agenda 21” was adopted. It has since been endorsed by the governments of 178 countries, including the United States, where it was signed by president George H. W. Bush (not being a formal treaty, it was not submitted to the Senate for ratification). An organisation called Local Governments for Sustainability currently has more than 1200 member towns, cities, and counties in 70 countries, including more than 500 in the United States signed on to the program. Whenever you hear a politician talking about environmental “sustainability” or the “precautionary principle”, it’s a good bet the ideas they’re promoting can be traced back to Agenda 21 or its progenitors.

When you read the U.N. Agenda 21 document (which I highly encourage you to do—it is very likely your own national government has endorsed it), it comes across as the usual gassy international bureaucratese you expect from a U.N. commission, but if you read between the lines and project the goals and mechanisms advocated to their logical conclusions, the implications are very great indeed. What is envisioned is nothing less than the extinction of the developed world and the roll-back of the entire project of the enlightenment. While speaking of the lofty goal of lifting the standard of living of developing nations to that of the developed world in a manner that does not damage the environment, it is an inevitable consequence of the report’s assumption of finite resources and an environment already stressed beyond the point of sustainability that the inevitable outcome of achieving “equity” will be a global levelling of the standard of living to one well below the present-day mean, necessitating a catastrophic decrease in the quality of life in developed nations, which will almost certainly eliminate their ability to invest in the research and technological development which have been the engine of human advancement since the Renaissance. The implications of this are so dire that somebody ought to write a dystopian novel about the ultimate consequences of heading down this road.

Christine Jorgensen

The BBC has a retrospective on Christine Jorgensen, who started life as George Jorgensen, switching gender 60 years ago:

News of a pioneering sex change operation, one of the first involving both surgery and hormone therapy, was announced in 1952 — exactly 60 years ago this weekend.

“Ex-GI becomes blonde beauty!” screamed one headline as newspapers in the United States broke the news.

George Jorgensen, a quiet New Yorker, shocked a nation by returning from a trip to Denmark transformed into the glamorous Christine.

On her return to the US, Jorgensen was greeted with curiosity, fascination and respect by both the media and the public. There was relatively little hostility.

Hollywood embraced her. Theatre and film contracts began to roll in, she was invited to all the most glamorous parties and even crowned Woman of the Year by the Scandinavian Society in New York.

“I guess they all want to take a peek,” Jorgensen once said.

Throughout the 1960s and 70s she made a comfortable living, touring the country singing and doing impressions in her own show.

She was less successful in her personal life. Her first serious relationship broke down soon after their engagement. The next went as far as the register office, only for Jorgensen to be refused a marriage licence when she pulled out a man’s birth certificate.

Is English really a Scandinavian language?

ESR on some recent linguistic speculation:

Here’s the most interesting adventure in linguistics I’ve run across in a while. Two professors in Norway assert that English is a Scandinavian language, a North Germanic rather than a West Germanic one. More specifically, they claim that Anglo-Saxon (“Old English”) is not the direct ancestor of modern English; rather, our language is more closely related to the dialect of Old Norse spoken in the Danelaw (the Viking-occupied part of England) after about 865.

Previously on this blog my commenters and I have kicked around the idea that English is best understood as the result of a double creolization process — that it evolved from a contact pidgin formed between Anglo-Saxon and Danelaw Norse. The creole from that contact then collided, a century later, with Norman French. Wham, bam, a second contact pidgin forms; English is the creole descended from the language of (as the SF writer H. Beam Piper famously put it) “Norman soldiers attempting to pick up Anglo-Saxon barmaids”.

This is not so different from the professors’ account, actually. They win if the first creole, the barmaids’ milk language, was SVO with largely Norse grammar and some Anglo-Saxon vocabulary. The conventional history of English would have the girls speaking an SOV/V2 language with largely Anglo-Saxon grammar and some Norse vocabulary.

Tim Worstall: Cosmic fun-spoiler

Writing in The Register, Tim Worstall brings his evil economist gaze to the SF fan’s irrational belief that asteroid mining is the way of the future:

Isn’t it exciting that Planetary Resources is going to jet off and mine the asteroids? This is every teenage sci-fi geek’s dream, that everything we imbibed from Verne through Heinlein to Pournelle is going to come true!

But there’s always someone, isn’t there, someone like me, ready to spoil the party. The bit that I cannot get my head around is the economics of it: specifically, the economics of the mining itself.

In terms of the basic processing of what they want to do I can’t see a problem at all, just as all those authors those years ago could see how it could be done.

Asteroids come in several flavours, and the two we’re interested in here are the ice ones and the nickel iron ones. The icy rocks, with a few solar panels and that very bright 24/7 sunshine up there, can provide water. That’s the first thing we need in abundance if we’re going to get any number of people up off the planet for any appreciable amount of time. And we’d really rather not be sending the stuff up out of the Earth’s gravity well for them.

It’s also true that those nickel iron asteroids are likely to be rich in platinum-group metals (PGMs). They too can be refined with a bit of electricity, and they’re sufficiently valuable (say, for platinum, $60m a tonne, just as a number to use among friends) that we might be able to finance everything we’re trying to do by doing so.

All terribly exciting, all very space cadet, enough to bring tears to the eyes of anyone who ever learnt how to use a slide rule and, as the man said, once you’re in orbit you’re not halfway to the Moon, you’re halfway to anywhere.

Except I’m not sure that the numbers quite stack up here. I’m sure that the engineering is possible, I’m certain that it’s all worth doing and most certainly believe that we want to get up there and start playing around with other parts of the cosmos over and above Gaia. But, but…

Even in a disaster area, the bureaucrats stick to their role

I had to double-check the URL here to make sure this wasn’t a parody news item from The Onion:

Bobby Eustace, an 11-year veteran with the city’s fire department tells FoxNews.com that on Sunday he and his fellow firefighters from Ladder 27 in the Bronx were issued a notice of violation for not maintaining restaurant standards in a tent set up in Breezy Point, Queens, to feed victims and first responders.

“It’s just a little ridiculous. The inspector came up and asked if we were wearing hairnets. I told him, ‘We have helmets. This is a disaster area,’” Eustace told FoxNews.com. “Then he asked if we had gloves and thermometers [for food]. I said, “Yeah, we have rectal and oral. Which one do you want?’ He wasn’t amused.”

Eustace says that the Health Department worker then checked off a list of violations at the relief tent, including not having an HVAC system and fire extinguisher.

“He told us that he might come back to see if we fixed the violations. But what can we do? We are just going to keep going until a professional catering company can help take over,” Eustace said, adding that firefighters across the city together have been contributing about $800 a day out of their own pockets to feeding victims in areas hit hard by Sandy.

Piltdown Man

History Today tweeted that today is the anniversary of the exposure of the Piltdown Man hoax in 1953:

Once cited as the ‘missing link’ between man and beast and definitive proof of the theory of evolution, the Piltdown Man was exposed as a hoax in 1953. Eoanthropus Dawsoni was ‘excavated’ in 1912 by amateur archaeologist Charles Dawson from a shallow gravel pit in Piltdown, Sussex. Great excitement greeted his find, as at the time fewer than five human fossils had been discovered and most of those were incomplete, their dates uncertain and — almost worst of all at a time of intense imperial rivalry — they were foreign. France and Belgium had long boasted Neanderthal skeletons. Germany had Heidelburg Man. Now here, at last, was the first great British palaeoanthropological find. The Piltdown Man, as he was immediately dubbed, was the ‘first Englishman’ and he caused a world sensation.

As time passed and more evidence was disinterred, Piltdown Man became more and more of an anomaly, marginalised in evolutionary theory but remaining on the syllabus. Students were writing dissertations on Piltdown in the 1950s. Then in 1953, following a lecture on Piltdown at the British Museum, South African born Doctor Joseph S. Weiner had an epiphany on the train home to Oxford: Piltdown had to be a fraud.

With his friend and colleague Geoffrey Ainsworth Harrison, who is now the Professor of Biological Anthropology at Oxford, Weiner set about collecting as much evidence as he could before approaching the Head of the Anatomy Department at Oxford, Professor Wilfrid Edward Le Gros Clark. Using the latest scientific techniques, including fluorine measurement and radiocarbon dating, the team proved that the mandible of Eoanthropus Dawsoni had been deliberately stained with potassium bichromate and the teeth filed down. The jaw was later shown to have come from an orangutan.

Space-Age technology on Earth, but not so much in space

In The Register, Shaun Dormon explains why almost all the electronic components used on modern spacecraft, satellites, and the International Space Station (ISS) are actually not cutting-edge, top-of-the-line items:

I hate to say it, but most of what you think about space-age technology is a total fabrication. It’s the stuff of sci-fi.

Perhaps the biggest misconception of all is that spacecraft are equipped with cutting-edge computing platforms that any self-respecting technophile would commit unspeakable acts to get their mitts on.

If only. The fact of the matter is that even the most advanced chips up there were considered obsolete ten years ago down here. Although it’s true that in space no one can hear you scream, outer space is actually a very noisy place, electromagnetically speaking.

The computer on your desk is very unlikely to experience much in the way of EM radiation unless someone cuts a hole in the side of the kitchen microwave. Out in orbit, though, there are many sources of radiation, ranging from the relatively mundane stuff pouring out of the Sun and collecting in the Van-Allen radiation belts to more exotic things such as cosmic rays and other high-energy particles that cause so-called “single-event effects”.

The damage is cumulative. Individually, an impact causes the ionisation of a single oxide molecule present in the semiconductor. It’s not enough to cause instant failure, but as more and more impacts take place, the effects combine to significantly alter the electrical properties of the circuit until it can no longer function correctly.

More exciting dangers arise from exposure to gamma or cosmic rays. These ultra-high energy impacts cause localised ionisation which results in an unexpected flow of current. In the case of a lower energy event, this may result in a “single event upset” or “bit-flip”, and data corruption can ensue. These are not usually fatal to the system. No so the worst case “single event burnout”, which creates such high currents that the very circuitry itself is burned out almost instantaneously.

Hurricane Sandy, storm surges, and superstition

In sp!ked, Dominic Standish looks at how some recent extreme weather incidents are being attributed to climate change/global warming without sufficient scientific evidence:

Hurricane Sandy brought havoc in the Caribbean, especially Haiti, and caused approximately 60 deaths. Then the storm hit the US east coast; New York experienced exceptional floods and at least 40 people lost their lives. Next, Venice in Italy witnessed high flooding on 11 November, when the city’s tide measurements reached their sixth-highest level for 140 years. No one died from these floods in Venice, but — like Haiti and New York — the economic impact was significant.

Global warming was widely blamed for the flooding, yet in all three cases flooding was principally caused by storm surges. In the Caribbean and America, there was an unfortunate convergence of weather systems creating storm surges. As Hurricane Sandy swirled north in the Atlantic and towards land, a wintry storm headed towards it from the West and cold air was blowing south from the Arctic. After the hurricane devastated parts of the Caribbean, it moved towards the north-east of the US, pushing water up the estuaries of New York into the city. Venice’s floods were unconnected to Hurricane Sandy, but were also caused by high winds creating storm surges pushing water through the three inlets between the sea and the Venetian lagoon towards the city. Subsidence over the past century has made Venice more susceptible to storm surges. Nevertheless, after 70 per cent of Venice was under water on 11 November, Italy’s environment minister, Corrado Clini, insisted that global climate change was to blame.

Although storm surges were the cause of the floods in all three locations, global warming was widely identified as the culprit. Of course, we cannot ignore climate change. The Intergovernmental Panel on Climate Change (IPCC) established in 2007 that there was a global temperature rise of 0.74 degrees Celsius between 1906 and 2005, which added to global sea levels rising by an average rate of 1.8 millimetres per year from 1961. We need to have an open debate about climate change and its relationship with bad weather events. Some argue that climate change has increased hurricanes and storm surges, while others suggest there is insufficient evidence to prove this link. Whether climate change impacts on the frequency and strength of hurricanes remains uncertain, yet global warming has definitely been deployed as a superstitious narrative to close down discussion.

Update: Of course, the storm damage will eventually repaired and the federal government will pay the lion’s share of the costs. This is one of the bigger causes of rising costs due to storm damage along the US coastline: properties that are more exposed to damage keep getting rebuilt. Here’s an example from Dauphin Island, Alabama:

The western end of this Gulf Coast island has proved to be one of the most hazardous places in the country for waterfront property. Since 1979, nearly a dozen hurricanes and large storms have rolled in and knocked down houses, chewed up sewers and water pipes and hurled sand onto the roads.

Yet time and again, checks from Washington have allowed the town to put itself back together.

Across the nation, tens of billions of tax dollars have been spent on subsidizing coastal reconstruction in the aftermath of storms, usually with little consideration of whether it actually makes sense to keep rebuilding in disaster-prone areas. If history is any guide, a large fraction of the federal money allotted to New York, New Jersey and other states recovering from Hurricane Sandy — an amount that could exceed $30 billion — will be used the same way.

Tax money will go toward putting things back as they were, essentially duplicating the vulnerability that existed before the hurricane.
