QotD: The Auftragstaktik principle of the Third Reich

[The Nazis], being Social Darwinists to the core, applied the military principle of Auftragstaktik to civilian life. “Mission-oriented” tactics means that the overall commanders leave as much as possible to the on-the-spot commanders, be they officers or noncoms, on the theory that properly-trained leaders will have a much better understanding of what needs to be done, and how to do it, than some general back at HQ. It’s the main reason the Wehrmacht could keep fighting so well, for so long, in the face of overwhelming opposition — tasks that would fall to an American company, or a Russian regiment, were often undertaken by a Wehrmacht platoon under the command of a senior corporal.

Obviously civilian life isn’t as goal-directed as the military in wartime, but a similar principle applied — given a vague set of generalized objectives from the top (Kershaw’s famous “working towards the Führer” thesis), everyone at every level was encouraged to move the ball downfield as he saw fit … with the added twist that, in the absence of a clearly defined, military-style chain of command, the various “subordinates” would ruthlessly battle it out with each other, Darwin-style, for bureaucratic supremacy.

Thus the Nazis’ infamous plate-of-spaghetti org charts. I’m not an expert, but I’m pretty sure there were more than a few guys who held wildly different ranks in various different organizations simultaneously. He might be a mere patrolman in the Order Police, but an officer in the SS, a noncom in the SA (you could be in both, at least in the early days), and so forth. I wouldn’t be surprised if there was more than one guy who technically reported to himself, somewhere deep in the bowels of the RHSA [Reich Security Main Office]. You could spend a lifetime trying to sort this stuff out …

QotD: The munificent benefits of big government

So, the things that capitalism produces have fallen in price over the past couple of decades. That’s the pure and unadorned free market capitalism that is. The things where we’ve a managed sorta capitalism have still fallen relative to wages. The things where the government is rather more responsible for production – education and healthcare – have risen in price with respect to wages.

This is the argument that government should run more of the economy of course.

No, don’t laugh, it is. Because these things are rising in price is exactly why, so the argument goes, government must regulate and control more, so as to lower the price.

QotD: The use of Epigraphy and Papyrology in interpreting and understanding the ancient and classical world

… let’s say you still have a research question that the ancient sources don’t answer, or only answer very incompletely. Where can you go next? There are a few categories, listed in no particular order.

Let’s start with the most text-like subcategories, beginning with epigraphy. Epigraphy is the study of words carved into durable materials like stone or metal. For cultures that do this (so, Mesopotamians, Egyptians, Greeks, Romans: Yes! Gauls, pre-Roman Iberians, ancient Steppe nomads: No!), epigraphy provides new texts to read and unlike the literary texts, we are discovering new epigraphic texts all the time. The downside is that the types of texts we recover epigraphically are generally very limited; mostly what we see are laws, decrees and lists. Narrative accounts of events are very rare, as is the epigraphic preservation of literature (though this does happen, particularly in Mesopotamia with texts written on clay tablets). That makes epigraphy really valuable as a source of legal texts (especially in Greece and Rome), but because the texts in question tend to be very narrowly written (again, we’re talking about a single law or a single decree; imagine trying to understand an act of Congress renaming a post office if you didn’t [know] what Congress was or what a post office was) without a lot of additional context, you often need literary texts to give you the context for the new inscription you are looking at.

The other issue with epigraphy is that it is very difficult to read and use, both because of wear and damage and also because these inscriptions were not always designed with readability in mind (most inscriptions are heavily abbreviated, written INALLCAPSWITHNOSPACESORPUNCTUATIONATALL). Consequently, getting from “stone with some writing on it” to an edited, usable Greek or Latin text generally requires specialists (epigraphers) to reconstruct the text, reconstructing missing words (based on the grammar and context around them) and making sense of what is there. Frankly, skilled epigraphers are practically magicians in terms of being able figure out, for instance, the word that needs to fit in a crack on a stone based on the words around it and the space available. Fortunately, epigraphic texts are published in a fairly complex notation system which clearly delineates the letters that are on the stone itself and those which have been guessed at (which we then all have to learn).

Related to this is papyrology and other related forms of paleography, which is to say the interpretation of bits of writing on other kinds of texts, though for the ancient Mediterranean this mostly means papyrus. The good news is that there is a fairly large corpus of this stuff, which includes a lot of every day documents (tax receipts! personal letters! census returns! literary fragments!). The bad news is that it is almost entirely restricted to Egypt, because while papyrus paper was used far beyond Egypt, it only survives in ultra-dry conditions like the Egyptian desert. Moreover, you have all of these little documents – how do you know if they are typical? Well, you need a very large sample of them. And then we’re back to preservation because the only place you have a very large sample is Egypt, which is strange. Unfortunately, Egypt is quite possibly the strangest place in the Ancient Mediterranean world and so papyrological evidence is frequently plagued by questions of applicability: sure we have good evidence on average household size in Roman Egypt, but how representative is that of the Roman Empire as a whole, given that Egypt is such an unusual place?

Outside of Egypt and a handful of sites (I can think of two) in England? Almost nothing. To top it all off, papyrology shares epigraphy’s problem that these texts are difficult and often require specialists to read and reconstruct them due to damage, old scripts and so on. The major problem is that the quantity of recovered papyrus has vastly outstripped the number of trained papyrologists, bottle-necking this source of evidence (also a lot of ancient papyri get traded on the antiquities black market, potentially destroying their provenance, and there is a special level in hell for people who buy black market antiquities).

QotD: Lowering the voting age

It occurs to me that if you start demanding that small children be allowed to vote in general elections – largely because you assume that their choices, their politics, will tend to mirror your own – then perhaps it’s time to ponder why your own politics correspond with the imagined preferences of children, who are, by definition, unworldly and irresponsible. Such that you grudgingly concede that, “Enfranchising everyone [i.e., including small children] will make the electorate less informed on average”. The rest of us, meanwhile, may wish to ponder whether a leftist’s desire to exploit the ignorance of small children in order to further her own socialist vanities is not only farcical, but degenerate.

QotD: The original United States government

I think governments, being human institutions, evolve as people do – and evolution, as we know, is copious, local, and recent. Put as simply as possible: If the government the Founders designed worked as intended (note: IF), it only really worked for them – that is, for Anglo-Celt misfits in a frontier society with, at best, 18th century technology and information velocity.

And in any case, that government – IF it worked as designed – lasted the span of one long-ish (then, average now) human lifetime: 1788-1861.

Most “political” problems, on this theory, can be boiled down to the attempt to retrofit old, unsuitable institutions to new creatures. To take the most basic example, that stuff about a “well-regulated militia” rests on the assumption – integral to a rough frontier society of Anglo-Celt misfits – that everyone is armed, and competent with their arms. This is simply not the case in a more settled society, with the higher information velocity that entails / requires, so we get all the endless wrangling over “gun control” (assuming anyone in that debate was ever arguing in good faith, which is also a big IF, etc.).

One obvious counter to this line of thought is to put it mostly down to technology – just as the Founders couldn’t imagine drones and ballistic missiles and “assault rifles” and the rest while they were writing the 2nd Amendment, so the problems with government can almost all be boiled down to old institutions trying to cope, not with new people, but with new technology.

QotD: Orwell’s “hero” in Nineteen Eighty-Four

Like virtually all utopian or anti-utopian satires, Nineteen Eighty-Four presents drab, flat characters living in a grim world. Their journeys are predictable because their freedoms are narrow, often nonexistent and merely imagined. You cannot judge this book by the conventional criteria signaling a “good” novel. Even the main characters are not three-dimensional figures.

That is how it should be. What would you expect? In a world like this, it would be inconsistent, if not contradictory, to portray human beings who are not stunted and who live exciting lives with unexpected plot twists and turns.

Yet there is a hero in this anti-utopia, and Orwell’s magnificent portrait exemplifies its consummate artistry. The multidimensional, richly drawn “hero” is none other than the setting — that is, the empire of Oceania itself. Its history, its corrupt and tyrannical ruling Party, its oppressive and terrifying technology, its ingenious propagandistic language (“Newspeak”), its hatred of the body and sexuality (Julia belongs to — and pretends to support — the Junior Anti-Sex League): all this makes it a rounded, fascinating, creatively elaborated “character”. And there is no room for any other. Because Oceania is omnipotent and omniscient, it determines that its citizenry — whether prole or Party leader — is a cipher. The setting is, as it were, the (pseudo-Marxist) substructure; the superstructure of character and plot are determined by and beholden to it, utterly secondary and “superfluous” by comparison.

Orwell created an unforgettable, terrifying character — Oceania — and showed its “development” (in the spheres of technology, language, warfare, geopolitics, state torture, social relations, and family and sexuality) with astonishing inventive prowess. That development is manifested above all in Oceania’s range of technological gadgets, Newspeak neologisms, and Party slogans and catchwords.

And that is why Nineteen Eighty-Four is a gripping “novel”. That is, moreover, why it not only became a runaway bestseller in the early Cold War era, but also why it has exerted a cultural impact greater than any work of fiction in the 20th century.

QotD: Study military history in hopes of avoiding future conflicts

the third reason why we study war and conflict: so that we might have less of it. It should be little surprise that, more than most other areas of history, the study of war is replete with veterans of conflict (if I had to guess very roughly, I’d say about half or so of academic military historians seem to have military experience? perhaps a little bit less?). In speaking, arguing and writing with them I find the common refrain that, as people who experienced war, they do not study it because they like war. Rather military historians study conflict in the same way that doctors study disease; no one assumes that doctors like diseases, quite the opposite. Though I have not experienced combat, I share this view. By understanding the costs of conflict, we can learn to try and avoid it (especially as modern technology drives the cost of conflicts higher and higher than the potential benefits). By understanding the causes of conflict, we can try to ameliorate them. And by understanding conflict itself, we can effort to keep the necessary wars as short and confined as possible, empowering our decision-makers (civilian and military) with the tools they need to find the peace that is always the goal of war.

QotD: Leni Riefenstahl’s Triumph of the Will

Eighty-five years ago today, the National Socialist Party was midway through its hugely successful rally at Nuremberg — the Reichsparteitag des Willens, or Rally of the Will. Unlike previous get-togethers, the 1934 rally would produce a hit movie, one that cinéastes still watch with appalled fascination to this day. Its creator was a brilliant cinematographer and editor who could compose and edit anything — except, in the end, her own life. If only she’d been able to snip one problematic decade out of her 101 years, we’d know Leni Riefenstahl as a game old gal who in her sixties went off to live with an African tribe, in her seventies learned to scuba dive, and at the age of 98 survived a plane crash in the Sudan. There was a documentary made about her a few years back in which she’s seen getting off the boat at the end of a day’s diving. The captain and her friend Horst walk up the pier ahead of her, lost in conversation. She follows behind, carrying her scuba gear and oxygen tank. She’s 92, and it never occurs to either man to give her a hand. They don’t think of her as a woman or as a nonagenarian.

Ah, if only it weren’t for that awkward patch …

In the 1930s, Fräulein Riefenstahl put her formidable film-making talents to the cause of the Third Reich, and, after attending the Reichsparteitag des Willens in 1934, produced one of the most remarkable films ever made: Triumph Of The Will.

Go back to that scuba-diving disembarkation scene in Ray Müller’s The Wonderful Horrible Life Of Leni Riefenstahl. In theory, it could all be a setup, and the participants chewed over how best to do it beforehand and did fifteen takes: anyone who’s worked in documentaries knows how phony the whole business is. But the point is it seems careless — as if it happened, and the camera happened to be there to record it.

There’s no sense of that in any frame of Triumph Of The Will. Granted that audiences were a lot less media savvy in 1934, and granted that a people dumb enough to fall for National Socialism will fall for anything, it’s still hard to believe that even in its day anyone accepted what remained Fräulein Riefenstahl’s official explanation to the end — that this was just a “documentary record” of the 1934 annual party convention. Early on, we see the Führer‘s motorcade driving through Nuremberg, with what seems like the entire citizenry jammed on to the streets to greet him. Riefenstahl’s camera shoots Hitler (if you’ll forgive the expression) from directly behind him, a sequence which for some reason always reminds me of Gore Vidal’s boast that only very famous people such as himself know what the back of their heads look like. There’s a fabulous moment when the great man — Adolf, not Gore — is responding to the Hitler salutes offered up by the crowds with his campy little elbow-bend and wrist-flip and, as his Mercedes moves forward, the sun catches his fingers and fills the palm, first bathing it in glory and then making it appear as if the Führer‘s hand is the very source of the sunlight itself. Did the director just get lucky? Did the sun just happen to hit? Seconds later, we cut to a long shot of Hitler in the Mercedes continuing down the street. There’s no camera in the car, although the scene we’ve just witnessed could only have been filmed by someone in the back seat. Another minute goes by, and we’re back to the close-up of the Führer‘s neck.

Did she stop the car, get out and film the long shot, and then get back in? Did Leni get Adolf to do re-takes? Or maybe she made the entire population of Nuremberg re-take the scene; maybe they staged the procession twice. If Hitler was unusually agreeable about taking direction, it was because this was never a filmed record of an event so much as an event created for the film. Whatever Triumph Of The Will is, it’s not a documentary. Its language is that of feature films — not Warner Brothers gangster movies or John Ford westerns, but rather the supersized genres, the epics and musicals where huge columns of the great unwieldy messy mass of humanity get tidied and organized — and, if that isn’t the essence of totalitarianism, what is? Riefenstahl has the same superb command of the crowd as Busby Berkeley, the same flair for human geometry (though Berkeley would have drawn the line at giving the gentlemen of the chorus as swishy a parade step as Hitler’s personal SS bodyguard do).

QotD: Deposing King Charles I

It’s 1642, and once again the English are contemplating deposing a king for incompetence. Alas, the Reformation forces the rebels to confront the issue the deposers of Edward II and Richard II could duck: Divine sanction. The Lords Appellant could very strongly imply that Richard II had lost “the mandate of heaven” (to import an exoteric term for clarity), but they didn’t have to say it – indeed, culturally they couldn’t say it. The Parliamentarians had the opposite problem – not only could they say it, they had to, since the linchpin of Charles I’s incompetence was, in their eyes, his cack-handed efforts to “reform” religious practice in his kingdoms.

But on the other hand, if they win the ensuing civil war, that must mean that God’s anointed is … Oliver Cromwell, which is a notion none of them, least of all Oliver Cromwell, was prepared to accept. Moreover, that would make the civil war an explicitly religious war, and as the endemic violence of the last century had so clearly shown, there’s simply no way to win a religious war (recall that the ructions leading up to the English Civil War overlapped with the last, nastiest phase of the Thirty Years’ War, and that everyone had a gripe against Charles for getting involved, or not, in the fight for the One True Faith on the Continent).

The solution the English rebels came up with, you’ll recall, was to execute Charles I for treason. Against the country he was king of.

QotD: It’s the #BelieveScience fans who are most likely to fall for pseudoscientific scams

But what this whole developing scandal really reminded us of was, ironically, another scientific paper that was published in the midst of the pandemic. This one in the Journal of Experimental Social Psychology was released in September 2021 and titled: “Misplaced trust: When trust in science fosters belief in pseudoscience and the benefits of critical evaluation”.

The paper consisted of the results of four pre-registered experiments of decent sample size, albeit administered online. They introduced false claims about a fictional virus created as a bioweapon, and about the carcinogenic nature of GMO foods.

The results were so, so very telling.

    “Participants who trust science are more likely to believe and disseminate false claims that contain scientific references than false claims that do not,” and “We conclude that trust in science, although desirable in many ways, makes people vulnerable to pseudoscience.”

Let that sink in. The people who #BelieveScience are more vulnerable to falling for pseudoscientific claims, especially when those claims are presented with the comforting ephemera of science — the lab coats, the credentials, the technical studies filled with jargon. That’s because “Believing Science” isn’t the same thing as actually doing science. “Believing Science” is a statement of tribal affiliation. All this claim demonstrates is that a person wants to be seen as the sort of individual who believes experts and takes advice from trusted and credentialed officials. For the most part, this is a good instinct! But if those experts and trusted officials are wrong, malicious, or simply full of shit, the “Believe Science” crowd will reliably fall in line. Because of its ideological affiliation, this crowd is, ironically, far less capable of spotting bad science.

Actually doing science as opposed to merely believing in it requires that we all evaluate claims critically regardless of their origins; we look for inconsistencies, we examine the quality of the evidence presented, and we question the credibility of the people making the claims.

QotD: Making steel

Let’s start with the absolute basics: what is steel? Fundamentally, steel is an alloy of iron and carbon. We can, for the most part, dispense with many modern varieties of steel that involve more complex alloys; things like stainless steel (which add chromium to the mix) were unknown to pre-modern smiths and produced only by accident. Natural alloys of this sort (particularly with manganese) might have been produced by accident where local ores had trace amounts of other metals. This may have led to the common belief among ancient and medieval writers that iron from certain areas was superior to others (steel from Noricum in the Roman period, for instance, had this reputation, note Buchwald, op. cit. for the evidence of this), though I have not seen this proved with chemical studies.

So we are going to limit ourselves here to just carbon and iron. Now in video-game logic, that means you take one “unit” of carbon and one “unit” of iron and bash them together in a fire to make steel. As we’ll see, the process is at least moderately more complicated than that. But more to the point: those proportions are totally wrong. Steel is a combination of iron and carbon, but not equal parts or anything close to it. Instead, the general division goes this way (there are several classification systems but they all have the same general grades):

Below 0.05% carbon or so, we just refer to that as iron. There is going to be some small amount of carbon in most iron objects, picked up in the smelting or forging process.
From 0.05% carbon to 0.25% carbon is mild or low carbon steel.
From about 0.3% to about 0.6%, we might call medium carbon steel, although I see this classification only infrequently.
From 0.6% to around 1.25% carbon is high-carbon steel, also known as spring steel. For most armor, weapons and tools, this is the “good stuff” (but see below on pattern welding).
From 1.25% to 2% are “ultra-high-carbon steels” which, as far as I can tell didn’t see much use in the ancient or medieval world.
Above 2%, you have cast iron or pig iron; excessive carbon makes the steel much too hard and brittle, making it unsuitable for most purposes.

QotD: Constant change

We are engaged in a giant social experiment. For 99 percent of the time humans have lived in settled societies, life in each generation was essentially like life in the generation before. Stasis, not change, was the rule. Now, for the first time, we live differently, and the gap between the generations grows wider as the pace of change grows faster. Can this continue indefinitely? We have no precedent for that working. Analogies to history are analogies to nothing at all. We might as well analogize the driverless car to the hand-ax.

Instead of empty analogies, the only way to survive change is to have a vigorous debate about the merits of our new ideas — precisely the kind of debate that techno-optimists want to foreclose by appealing to history. We might ask instead: what does this new thing do to us? Do we understand enough to answer that question? If not, on what basis does our confidence rest? Debate on the merits is essential to distinguishing good ideas from bad ones. And for that, you need the people that techno-optimists most loathe: conservatives.

QotD: Nihilism of the left

… by that time – the turn of the century or thereabouts – their professors weren’t even bothering to hide it anymore. Some eggheads still talked in euphemisms, but that was just a habit – they’d learned to reel off rote phrases in grad school (it’s pretty much the only thing you learn in grad school), and just kept at it. But when it came to their real opinions about what to do with the deplorables, they were almost bracingly forthright: Yeah, kill ’em all. It was only the fact that such words were coming out of the mouths of Persyns of Genderfluidity who’d cry if the cafeteria was out of tofu that kept students from making the necessary connection: Holy shit, xzhey’re serious!

Leftism is acid. It destroys everything it touches. Leftism enables people to be as evil as they want to be – to do anything, to anyone, at any time – because it teaches that there’s nothing in this world but power, and – crucially – he who recognizes this fact is the smartest, therefore best, persyn of all.

That’s how they win. Ever seen that old tv show The Sopranos? The Mob guys in that show were, for the most part, singularly unimpressive physical specimens – either junkie-skinny or grossly fat, no muscle tone in either case, and goofy-looking to boot. They didn’t win because they were good at fighting; they won because while you were still trying to process the fact that they were making a veiled threat, they started bashing your face in with brass knuckles. They’d get all-the-way violent before normal people realized violence was even a remote possibility.

And they did it with clean consciences. So do Leftists. If Hobbes really was right about the “state of nature” – the war of all against all – then we’ll see soon enough once the Left take over in earnest. As Hobbes put it:

    Whatsoever therefore is consequent to a time of war, where every man is enemy to every man, the same consequent to the time wherein men live without other security than what their own strength and their own invention shall furnish them withal. QotD: The real meaning of “Watergate”

I was reflecting this week on my brief stint, many years ago, as a newspaperman. It was a job I loved. I signed on not too many years after the Watergate scandal, and journalists were still flush with heroic ideas about themselves. Woodward and Bernstein — and all reporters by extension — had toppled a corrupt presidency and saved the republic and the Constitution from the kind of behind-the-scenes government tyranny dramatized in such thriller films as The Parallax View and Three Days of the Condor.

Recently, reading Mark Levin’s Unfreedom of the Press, I was reminded that, before reporters went on their great crusade against Richard Nixon, they had overlooked a whole lot of corruption in the Democrat presidents who preceded him.

Levin tells how John F. Kennedy, with the knowledge of his brother and Attorney General Robert, nudged the IRS into auditing conservative groups. With Kennedy’s approval, the FBI was also employed to investigate those the administration disliked, including Martin Luther King Jr. Lyndon Baines Johnson would later increase the politically motivated auditing and spying. None of this was uncovered until later on.

Ben Bradlee — the editor of the Washington Post, where Woodward and Bernstein broke the Watergate story — was well aware of his pal Kennedy’s misuse of the tax and investigative agencies. Not only did he not report it, he allowed himself and his paper to be manipulated by information JFK had wrongly obtained.

This totally changes the Watergate narrative. Nixon’s dirty tricks and enemy lists may have been creepy and wrong, but the press exposure of these misdemeanors came after years of ignoring similar and worse malfeasance by Democrat administrations.

That changes what Watergate means. That transforms it from a heroic crusade into a political hit job, Democrat hackery masquerading as nobility. The press turned a blind eye to the corruption of JFK and LBJ, then raced to overturn the election of a man they despised — despised in part because he battled the Communism many of them had espoused.

QotD: The changes in Roman legionary equipment attributed to the “Marian reforms”

There only two parts of this narrative unambiguously suggested by our sources are equipment changes: that Marius introduced a new type of pilum (Plut. Mar. 25) and that he standardized legionary standards around the aquila, the eagle standard (Plin. NH 10.16).

For the pilum, Plutarch says that Marius designed it to incorporate a wooden rivet where the long metal shank met the heavy wooden shaft, replacing one of the two iron nails with a wooden rivet that would break on impact, in order to better disable the shield. The problem is that the pilum is actually archaeologically one of the best attested Roman weapons with the result that we can follow its development fairly closely. And the late, great Peter Connolly did exactly that in a series of articles in the Journal of Roman Military Equipment Studies1 and while the design of the pilum does develop over time, there’s simply no evidence for what Plutarch describes. The “broad tanged” pilum type could have been modified this way, but we’ve never found one actually so modified; instead the pila of this type we find all have rivets (two of them) in place (where rivets are preserved at all). Moreoever, most pila of that “broad tanged” type, both before and after Marius, have the edges of that broad tang bent over at the sides, which would prevent the sort of sliding action Plutarch describes even if one of the rivets broke. Meanwhile, by the first century there are three types of pila around (socketed, broad-tanged and spike-tanged) only one of which could be modified in this way (the broad-tanged type), and that type doesn’t dominate during the first century when one might expect Marius’ new-style pila to be in use. In practice then the conclusion seems to be that Plutarch made up or misunderstood this “innovation” in the pilum or, at best, the design was adopted briefly and then abandoned.

On to the aquila. Now, it is absolutely true that the aquila, the legionary eagle, became a key standard for the Roman legions. Pliny the Elder notes that before Marius it was merely the foremost of five standards, the others being the wolf, minotaur, horse and boar (Plin. HN 10.16). But even a brief glance as legionary standards into the early empire (see Keppie (1984), 205-213 for an incomplete and somewhat dated list) shows that bulls, boars and wolves remained pretty common legionary emblems (alongside the eagle) into the empire. The eagle seems to have been something of a personal totem for Marius (e.g. Plut. Mar. 36.5-6) so it is hardly surprising he’d have emphasized it, the same way that legions founded by Caesar – or which wanted to be seen as founded by Caesar – adopted the bull emblem, quite a lot. But this is a weak accomplishment, since Pliny already notes that the eagle was, even before Marius, already prima cum quattuor aliis (“first among four others”), and so it remained: first among a range of other emblems and standards. Though of all of the things we may credit Marius with instituting, this perhaps gets the closest, if we believe Pliny that Marius further elevated the eagle into its particular position.

Then there is the institution of the Roman marching pack and the furca to carry it, such that Marius’ soldiers became known as “Marius’ mules” because he made them carry all of their own kit rather than, as previous legions had supposedly done, carrying it all on mules. Surely this extremely famous element of the narrative cannot be flawed? And Plutarch sort of says this, he notes that, “Setting out on the expedition, he laboured to perfect his army as it went along, practicing the men in all kinds of running and in long marches, and compelling them to carry their own baggage and to prepare their own food. Hence, in after times, men who were fond of toil and did whatever was enjoined upon them contentedly and without a murmur, were called Marian mules” (Plut. 13.1; trans. B. Perrin). Except that doesn’t say anything about instituting the classic Roman pack that we see, for instance, depicted on Trajan’s column, does it? It just says Marius made his men carry their baggage and prepare their own food, leading to the nickname for men who did toil without complaint.

The problem is that those two things – making soldiers carry their baggage and cook their own food (along with kicking out camp followers) – are ubiquitous commonplaces of good generalship with instances that pre-date Marius. P. Cornelius Scipio Aemilianus does exactly this – getting rid of camp servants, wagons and pack animals, making soldiers cook their own food and kicking out the camp followers – according to Appian in 134 when he besieged Numantia (which fell in 133, App. Hisp. 85). And then Q. Caecilius Metellus, Marius’ own former commander, does the exact same thing in 109 when he takes command against Jugurtha in North Africa, kicking the sutlers out of the camp, getting rid of pack animals and private servants, making soldiers cook their own food, carry their own rations and their own weapons (Sall. Iug. 42.2; note that Sallust dies in in the 30s BC, 80-odd years before Plutarch is born, so Plutarch may well be getting this trope from Sallust and then attributing it to the wrong Roman). Critiques of generals who issued rations rather than making their soldiers cook or praise for generals who didn’t remained standard into the empire (e.g. Tac. Hist. 2.88; Hdn. 4.7.4-6; Dio Cass. 62.5.5). In short this trope was not new to Marius nor was it new to Plutarch’s version of Marius; it was a standard trope of generals restoring good discipline to their soldiers. Plutarch even hedges noting another story that the term “Marius’ mules” might actually have come how well Marius as a junior officer got along with animals (Plut. Mar. 13.2)!

Well, fine enough, but what about the idea that state-issued equipment is emerging in this period? Well, it might be but our evidence is not great. As noted when we discussed the dilectus, Polybius implies – and his schematic for conscription makes little sense otherwise – that the Romans are in that period buying their own equipment. He also notes that the quaestors deduct from a soldier’s pay the price of their rations (if they are Romans; socii eat for free), their clothing and any additional equipment they need (Polyb. 6.39.14). It makes sense; if a fellow forgot a sword or his breaks, you need to get that replaced, so you fine him the value of it and then issue him one from the common store.

Now Keppie (1984) assumes this system changes during the tribunate(s) of Gaius Gracchus (123-2) and you can see the temptation in this idea. If Gaius Gracchus shifts equipment to being issued at state expense, then suddenly there’s no reason not to recruit the landless proletarii (discussed below) opening the door for Marius to do so (discussed below) and fundamentally transforming the Roman army into the longer-service, professional form we see in the empire. The problem is that, well, it didn’t happen. First, we have no evidence at all that Gaius Gracchus did anything related to soldier’s arms and armor; what we have is a single line from Plutarch that soldiers should be issued clothing at state expense with nothing deducted from their pay to meet this cost (Plut. C. Gracch. 5.1). The assumption here is that this also covered arms and armor, but Plutarch doesn’t say that at all. The more fatal flaw is that we can be very, extremely sure this reform didn’t stick, because we have a bunch of Roman “pay stubs” from the imperial period (from Egypt, naturally) and regular deductions vestimentis, “for clothing” show up as standard.2 Indeed, they show up alongside deductions for food and replacement socks, boots and so on, exactly as Polybius would have us expect. Apart from the fact that this is presumably being done by a procurator instead of a quaestor (a change in the structure of administration in the provinces run directly by the emperor), this is the same system.

Now there are reasons to think that at least some equipment was state supplied or contracted (even if it may have been billed to the accounts of the soldiers who got it). Scipio creates a public armaments production center in Carthago Nova in 210, but this may be a one off. Seemingly more centralized production of arms under contract are more common in the late Republic and by the imperial period we start to see evidence of fabricae which seem to be central production sites for military equipment.3 But we have no hint in the sources of any sudden reform to this system. It may well be a gradual change as the “mix” of personal and state-ordered equipment slowly tilts in favor of the latter; the system Polybius describes could accommodate both situations, so there’s no need for a sudden big shift. Alternately, the preponderance of state-produced equipment might well be connected to the formalization of a long-service professional army under Augustus. Even then, we still find pieces of equipment in Roman imperial sites which were clearly personal; soldiers could still go and get a fancy version of standard kit, stamp their name in it and call it theirs. All I think we can say with any degree of confidence is that self-purchased equipment seems to be the norm in Polybius’ day whereas state-issued equipment seems to be the norm by the end of the first century. But Marius has nothing to do with it, as far as we can tell and no ancient source claims that he did.

Oh and by the by, if you are picking up from all of this (and our discussion of Lycurgus) that Plutarch is a difficult source that needs to be treated with a lot of caution because he never lets the facts get in the way of a good story … well, that’s true.
