How we used to “dine out” (and someday might be able to again)

In The Critic, Alexander Larman reviews The Restaurant: A history of eating out by William Sitwell:

The recent enforced lockdown closure was a potential death blow to the entire [restaurant] industry. Which makes William Sitwell’s luxurious book both a celebration and an unintentional requiem for what may be a bygone time.

His central thesis is clear: the history of dining out is also a social history of evolving cultures and tastes. This means that the subjects he writes about range from ancient Pompeii to the growth of the sushi conveyor belt restaurant, encompassing everything from medieval taverns and the French Revolution to the rise of Anglo-Indian cuisine.

It is a broad and impressive spectrum, but perhaps Sitwell has, like some of the less fortunate people he describes, bitten off more than he can chew. His opening chapter about Pompeii is rich in surprising detail (graffiti uncovered outside one tavern when it was excavated ranged from the poetic — “Lovers are like bees in that they lead a honeyed life” — to the crude — “I screwed the barmaid”) and an insightful evocation of the dining culture in Ancient Rome.

He is then, unfortunately, faced with the insurmountable difficulty that the restaurant, as we know it today, did not exist until the late eighteenth century, meaning that his definition of “eating out” has to do some extremely heavy lifting.

There is as much padding in the early chapters as there is around some of his subjects’ waistlines. Much of what he writes is very interesting and often amusing, such as the way in which coffee, first drunk in London around the time of the Restoration, became associated both with health-giving properties and reportedly making men impotent, withered “cock-sparrows”. Yet there are also lengthy sections that have little or nothing to do with restaurants, such as a potted history of the Industrial Revolution.

Nevertheless, when Sitwell finally gets into his stride and begins to write about eateries proper, his authority and enthusiasm are palpable. He describes the dawn of fine dining in Paris in the nineteenth century evocatively. London lagged behind, although gentlemen’s clubs such as the Athenaeum and Reform offered some delights for the wealthy thanks to chefs (French, naturally) such as Alexis Soyer who implemented what one biographer called “the most famous and influential working kitchen in Europe” in 1841, complete with gas-fired stoves, butcher’s rooms and a fireplace devoted to the roasting of game and poultry.

Mid-August 1944. The battle for France enters its decisive phase. With the Allied spearheads just 100 km away from Paris, the Résistance prepares for its long-awaited uprising. While collaborators and fascist officials flee the city in panic, many insurgents are eager to immediately rise up against the occupation and fight the Germans in the streets. But there is need for caution. The Germans are still there in force, and they have tanks and machine guns. The fear that this might turn into “another Warsaw” if the Allies don’t show up in time is very real.

“Agglomerationists” today and in the Middle Ages

In his latest Age of Invention newsletter, Anton Howes compares the views of today’s “urbanists” with the “agglomerationists” of the late Medieval period:

The other day, economic historian Tim Leunig tagged me into a comment on twitter with the line “intellectually I think the biggest change since settled agriculture was the idea that most people could live in cities and not produce food”. What’s interesting about that, I think, is the idea that this was not just an economic change, but an intellectual one. In fact, I’ve been increasingly noticing a sort of ideology, if one can call it that, which seemingly took hold in Britain in the late sixteenth century and then became increasingly influential. It was not the sort of ideology that manifested itself in elections, or even in factions, but it was certainly there. It had both vocal adherents and strenuous opponents, the adherents pushing particular policies and justifying them with reference to a common intellectual tradition. Indeed, I can think of many political and economic commentators who are its adherents today, whether or not they explicitly identify as such.

Today, the people who hold this ideology will occasionally refer to themselves as “urbanists”. They are in favour of large cities, large populations, and especially density. They believe strongly in what economists like to call “agglomeration effects” — that is, if you concentrate people more closely together, particularly in cities, then you are likely to see all sorts of benefits from their interactions. More ideas, more trade, more innovation, more growth.

Yet urbanism as a word doesn’t quite capture the full scope of the ideology. The group also heavily overlaps with natalists — people who think we should all have more babies, regardless of whether they happen to live in cities — and a whole host of other groups, from pro-immigration campaigners, to people setting up charter cities, to advocates of cheaper housing, to enthusiasts for mass transit infrastructure like buses, trams, or trains. The overall ideology is thus not just about cities per se — it seems a bit broader than that. Given the assumptions and aims that these groups hold in common, perhaps a more accurate label for their constellation of opinions and interests would be agglomerationism.

So much for today. What is the agglomerationist intellectual tradition? In the sixteenth century, one of the mantras that keeps cropping up is the idea that “the honour and strength of a prince consists in the multitude of the people” — a sentiment attributed to king Solomon. It’s a phrase that keeps cropping up in some shape or form throughout the centuries, and used to justify a whole host of agglomerationist policies. And most interestingly, it’s a phrase that begins cropping up when England was not at all urban, in the mid-sixteenth century — only about 3.5% of the English population lived in cities in 1550, far lower than the rates in the Netherlands, Italy, or Spain, each of which had urbanisation rates of over 10%. Even England’s largest city by far, London, was by European standards quite small. Both Paris and Naples were at least three times as populous (don’t even mention the vast sixteenth-century metropolises of China, or Constantinople).

Given their lack of population or density, English agglomerationists had a number of role models. One was the city of Nuremburg — through manufactures alone, it seemed, a great urban centre had emerged in a barren land. Another was France, which in the early seventeenth century seemed to draw in the riches to support itself through sheer exports. One English ambassador to France in 1609 noted that its “corn and grain alone robs all Spain of their silver and gold”, and warned that it was trying to create still new export industries like silk-making and tapestry weaving. (The English rapidly tried to do the same, though with less success.) France may not have been especially urban either, but Paris was already huge and on the rise, and the country’s massive overall population made it “the greatest united and entire force of any realm or dominion” in Christendom. Today, the population of France and Britain are about the same, but in 1600 France’s was about four times as large. Some 20 millions compared to a paltry 5. If Solomon was right, then England had a lot of catching up to do to even approach France in honour.

Restoring Notre Dame – “The matter will be solved in a serene manner, and on time”

Andrew Sullivan breathes a sigh of relief that the French government is going to properly restore the fire-damaged cathedral rather than — shudder — re-imagine it:

A small note of hope. The fiery destruction of the Notre-Dame Cathedral in Paris was one of the more searing occasions for acute depression these past couple of years, and it was not without some stiff competition. Yes, it’s just a building and not a human being. But it is also far more than a building. It’s a reminder to me of what the faith of Europe was once capable of; of a civilization proud, rather than ashamed, of itself; and of a lost world when beauty itself was a virtue and connected to a view of the whole of creation that made sense and provided hope and meaning.

Much of that has disappeared, of course, which is why the physical remains of a previous civilization are so precious. And so I was terrified, to be honest, that our own aesthetically squalid and spiritually devoid ideas of what architecture should be might ruin the rebuilding. And when you take a look at some of the original wackier proposed designs — you can see models for seven modernist monstrosities in this Architectural Digest compilation here — you can see what I was worried about. One tops the cathedral with a greenhouse; another with a swimming pool. One hideous version has the entire roof and new spire made out of stained glass; another re-creates a ball of fire in metallic form. Norman Foster’s design turned the place into a huge greenhouse, or as one Twitter wag put it, like “a conference center in Essex.” This was all because Macron himself hinted that he preferred a “contemporary architectural gesture.”

Mercifully, the chief architect put in charge of the restoration, Philippe Villeneuve, had some strong feelings on the matter. He wanted the original restored in its entirety, period. When I say “strong feelings,” I refer to the following statement he made on television last year: “I will restore it identically, and it will be me, or they will build a modern spire, and it won’t be me.” When President Macron’s somewhat more ambitious adviser on the project, General Jean-Louis Georgelin, testified on the matter to the National Assembly’s cultural-affairs committee, sparks flew when Villeneuve’s statement was brought up. Georgelin said: “The matter will be solved in a serene manner, and on time. I have already explained to the chief architect that he should just shut his big mouth, and I will do it again.” “On time” meant in time for Paris’s hosting of the Olympics in 2024.

And since that time is fast running out, and designing, approving and building a modernist tower would take too long, we found out yesterday that the restoration will be identical after all. It will copy the 19th-century Gothic design exactly. The contemporary gesture that Macron desired will instead be a giant Victorian single finger to all the modernists who would have destroyed it. And who knows how many generations in the future will be thankful.

The CHAZ is a little bit 1968, a little bit 1789, but perhaps more 1871

Lawrence W. Reed finds the developments in the Capitol Hill Autonomous Zone of Seattle remind him of the Paris Commune:

“‘Autonomous zone’ has armed guards, local businesses being threatened with extortion.”

That was quite a striking headline to behold. My immediate reaction was, “Oh my gosh, the Paris Commune is back!”

Except that it wasn’t Paris, and it wasn’t 1871. It was Seattle, Washington, USA — today. According to multiple reports, radical protesters seized a six-block area of the city. They declared it a police-free fiefdom, posted armed guards at its perimeter, began extorting money from local businesses (normally called “taxation”) and were even requiring residents to provide ID to enter their own homes.

The Paris Commune that lasted just 70 days in the spring of 1871 was born amid the ruins of France’s wartime loss at the hands of Prussia in the fall of the previous year. When the Prussians captured France’s Emperor Napoleon III, the monarchy collapsed, and the French Third Republic was born. In Versailles, just a few miles from Paris, its leaders sat on their hands as Parisians stewed in the toxic juices of defeat, resentment, and a rising tide of Marxist-inspired class warfare. The voices of the big mouths increasingly drowned out those of the more moderate citizens who preferred to get the city back to normal and work for a living.

On March 18, 1871, the socialist radicals seized the upper hand in the City of Lights. They occupied government buildings and ousted or jailed their opposition. It was a “People’s Revolution” (unless you were one of the people who didn’t support it). Karl Marx’s communist scribblings provided the radicals — called “Communards” — with their primary inspiration, but Marx himself later criticized their failure to immediately seize the Bank of France and march on the government in Versailles. In the early days of the Paris Commune, however, he hoped he was witnessing a fulfillment of his own delusions:

    The struggle of the working class against the capitalist class and its state has entered upon a new phase with the struggle in Paris. Whatever the immediate results may be, a new point of departure of world-historic importance has been gained.

QotD: Perceived causes of madness during the Renaissance

Eventually the Renaissance became less of an impending threat and more of a fait accompli, and people’s worries died down a bit. Madness began to be treated more as ordinary immorality. This didn’t necessarily mean people freely chose to be mad – the classical age didn’t think in exactly the same “it’s your fault” vs. “it’s biological” terms we do – but it was considered due to a weakness of character in the same way as other failures.

In some cases, it was the result of an excess of passions, flightiness, or imagination: the most famous example is Don Quixote, who went crazy after reading too many fiction books. This was actually considered a very serious risk by practically all classical authorities, especially for women. Foucault quotes Edme-Pierre Beauchesne:

    In the earliest epochs of French gallantry and manners, the less perfected minds of women were content with facts and events as marvelous as they were unbelievable; now they demand believable facts yet sentiments so marvelous that their own minds are disturbed and confounded by them; they then seek, in all that surrounds them, to realize the marvels by which they are enchanted; but everything seems to them without sentiment and without life, because they are trying to find what does not exist in nature.

And a newspaper of the time:

    The existence of so many authors has produced a host of readers, and continued reading generates every nervous complaint; perhaps of all the causes that have harmed women’s health, the principal one has been the infinite multiplication of novels in the last hundred years … a girl who at ten reads instead of running will, at twenty, be a woman with the vapors and not a good nurse.

Novels weren’t the only danger, of course. There were other hazards to watch for, like waking up too late:

    The moment at which our women rise in Paris is far removed from that which nature has indicated; the best hours of the day have slipped away; the purest air has disappeared; no one has benefited from it. The vapors, the harmful exhalations, attracted by the sun’s heat, are already rising in the atmosphere.

Also, freedom:

    For a long time, certain forms of melancholia were considered specifically English; this was a fact in medicine and a constant in literature … Spurzheim made a synthesis of all these analyses in one of the last texts devoted to them. Madness, “more frequent in England than anywhere else,” is merely the penalty of the liberty that reigns there, and of the wealth universally enjoyed. Freedom of conscience entails more dangers than authority and despotism. “Religious sentiments exist without restriction; every individual is entitled to preach to anyone who will listen to him”, and by listening to such different opinions, “minds are disturbed in the search for truth.”

These are a very selective sampling of quotes from just one of Foucault’s many chapters, and some of them are separated by centuries from others, but the overall impression I got was that conformity/wholesomeness/clean living was salubrious, and deviations from these likely to cause madness. Essentially, if you deviate from your humanity a little bit of the way – by failing to be a godly, sober-living, and industrious person – then that can compound on itself and make you lose practically all of your humanity. You will end up a feral madman, little different from a beast.

Benjamin Griveaux discovers that “privacy” is an outdated 20th century concept

At The Register, Alistair Dabbs describes the descent of formerly ascendent French politician Benjamin Griveaux:

Previously a key spokesman for president Emmanuel Macron, he was flying high in the polls to be elected mayor of Paris next month … until the electorate got a good look at his knob.

In a case of political revenge porn that is gripping the French nation almost as tightly as Griveaux was gripping himself, videos of him buffing the aubergine appeared on a short-lived satirical website apparently focusing on “political pornography” (don’t bother asking) and promptly went viral.

These were private, first-person videos he’d taken himself spiralising the old courgette and sent to the object of his amour who, unfortunately for his wife, was not his wife. Predictably, neither woman was impressed with the, er, outcome.

Cue an embarrassed press conference with lots of deliberately posed shots of him looking downwards and contrite, during which he announced he would stand down from the imminent elections and pass the, er, baton to someone else. Taking their example from Griveaux himself, Macron’s party La République en Marche (since redubbed “La République en Main“) did a bit of frenzied reshuffling to find a replacement.

Put aside the political, moral and human issues: these are being thoroughly argued out in the media as you read this. As for nudey selfies, come on, most of us have tried it for a laugh – albeit most probably when we were students. What I want to know is how an intelligent, well-connected and tech-savvy party executive like this could allow his personal instruction video on the subject of unclothed self-taming to get into the wild in the first place.

Griveaux’s official statement to the police claims that he sent the video person-to-person via a certain private messenging system – press reports do not name which one, unfortunately – that would delete the video after one minute. If this is true, it strengthens his case for “invasion of personal privacy”, which has massive punitive outcomes in France thanks to Jacques Chirac who as president beefed up the privacy laws to protect his illegal financial dealings from media scrutiny.

What messaging app was he using? And is he being all that tech-savvy in his belief that his video would self-destruct after 60 seconds, like in some ’70s episode of Mission Impossible? Even in WhatsApp, you have to remember to delete it yourself.

Perhaps he was using a business-focused porn-selfie messenger: a kind of doing-the-business sharing app. It’s the innovative new way of engaging with your contacts. Norbert Spankmoney wants to connect with you! Yes, I bet he does.

Come on, Ben, surely you know that for every ultra-secure, ultra-private, ultra-personal video messaging app, there are a dozen freebie video-grabbing utilities out there. Even if you code it up to prevent screen capture, someone could always video your video, just like they can photograph an onscreen secret document.

Give it up. Nothing is private any more.

We now get to some fascinating stuff that is less known outside of France. The events in 1934 will not create a new Fascist state, but they will have deep impact on how France deals with WW2. The February crisis influences military policy, the civilian response, and the way both right wing and left wing political parties deal with the German invasion and occupation. In the next couple of weeks we will come out with a War Against Humanity episode on the WW2 channel about the beginning of French collaboration and resistance — this episode provides essential background to how that plays out in 1940.

A few days ago a West African wrote to inform us that a certain London dance hall had recently erected a “colour bar”, presumably in order to please the American soldiers who formed an important part of its clientele. Telephone conversations with the management of the dance hall brought us the answers: (a) that the “colour bar” had been cancelled, and (b) that it had never been imposed in the first place; but I think one can take it that our informant’s charge had some kind of basis. There have been other similar incidents recently. For instance, I during last week a case in a magistrate’s court brought out the fact that a West Indian Negro working in this country had been refused admission to a place of entertainment when he was wearing Home Guard uniform. And there have been many instances of Indians, Negroes and others being turned away from hotels on the ground that “we don’t take coloured people”.

It is immensely important to be vigilant against this kind of thing, and to make as much public fuss as possible whenever it happens. For this is one of those matters in which making a fuss can achieve something. There is no kind of legal disability against coloured people in this country, and, what is more, there is very little popular colour feeling. (This is not due to any inherent virtue in the British people, as our behaviour in India shows. It is due to the fact that in Britain itself there is no colour problem.)

The trouble always arises in the same way. A hotel, restaurant or what-not is frequented by people who have money to spend who object to mixing with Indians or Negroes. They tell the proprietor that unless he imposes a colour bar they will go elsewhere. They may be a very small minority, and the proprietor may not be in agreement with them, but it is difficult for him to lose good customers; so he imposes the colour bar. This kind of thing cannot happen when public opinion is on the alert and disagreeable publicity is given to any establishment where coloured people are insulted. Anyone who knows of a provable instance of colour discrimination ought always to expose it. Otherwise the tiny percentage of colour-snobs who exist among us can make endless mischief, and the British people are given a bad name which, as a whole, they do not deserve.

In the nineteen-twenties, when American tourists were as much a part of the scenery of Paris as tobacco kiosks and tin urinals, the beginnings of a colour bar began to appear even in France. The Americans spend money like water, and restaurant proprietors and the like could not afford to disregard them. Hidden away up on the 4th floor of the Paris Army Museum (in Les Invalides) is the rather unexcitingly-named Musée de Plans-Reliefs. Up here in the dark is a collection of strategic dioramas dating back some 350 years. French King Louis XIV created a workshop to build these 1:600 sale models of the major fortifications around the French coast as a tool for planning military actions. Napoleon resumed the practice in the 1800s, and today the collection includes some 100 different models. Not all of these are on display, but they are quite large and intricately detailed. Truly a hidden gem of military history in the attic of the museum. If you have an opportunity to visit the Paris Musée d’Armée, don’t miss the chance to take an hour or so to see these!

QotD: “Re-imagining” Notre-Dame de Paris

The monstrous regiment of modernists was so quick off the mark with their hideous, egomaniacal plans to rebuild the roof of Notre-Dame — one could not call any of their proposals a restoration — that I began to suspect that the fire that destroyed the roof was the result of a conspiracy by them. Gone were my suspicions that it was either Muslim terrorists or degenerate smokers who had set the fire, and my new hypothesis was perfectly reasonable. Modernists, after all, have done far more damage in the long run to the urban fabric of Europe than even the Second World War did; and it stands to reason that they, the modernists, would not want anything to escape their attentions for long, lest anything remain intact to shame by painful comparison their own wretched efforts.

So far their proposals have included apiaries and swimming pools, and all of them look like greenhouses for the cultivation of marijuana. And why not? After all, Baudelaire wrote a book about les paradis artificiels, that is to say those induced by psychoactive substances, and is not a spire an arrow pointing up to heaven? All conceptions of paradise are artificial in the sense than none of us has any direct knowledge of such a location; perhaps, in the spirit of ecumenical multiculturalism, a kind of Muslim-style paradise could be created under the glass roof (I shall refrain from describing it because young people might read this).

Of course, there is no end to the uses to which this prime space might be put. There could, for example, be a three-Michelin-star restaurant there. Think of the rent it would pay, the prices it could charge! The French state (which is responsible for the upkeep of the building) would — or at least could — be relieved of financial anxiety about it.

This proposal might be objected to because it would not be socially inclusive enough; the Pope would not countenance it because it would exclude illegal immigrants (except, perhaps, as plongeurs). The customers would be mainly wealthy foreigners, Russian oligarchs, Gulf oil sheikhs, and the like, and while this might assist with France’s yawning commercial deficit, it would do little for social justice, the ultimate aim of human existence, by which is meant the reduction of everything to the lowest common denominator.

Paris… German soldiers in 1914 left their homes for the western front painted “To Paris” on their train carriages, little did they know what horrors were awaiting them. And that after four years of fighting in the trenches, none of them made it to Paris. This week, after another month of fighting in France, they finally do.

Whenever we read that some of you think that it’s just Indy making all of this, we have a good laugh. Actually, there are over 10 people working on this project. We have multiple editors, researchers/historians, producers, fact-checkers, colorisers and volunteers working on this. And of course there’s Eastory making the maps. QotD: What is economics?

Probably the most common definition is “the science of allocating scarce resources to diverse ends.” [Michael] Watts offers Marshall’s definition: The study of mankind in the ordinary business of life. Neither of those is what I think of as economics. Still less is it the study of the economy, which I suspect would come closest to what most people think the word means.

To me, economics is that approach to understanding behavior that starts from the assumption that individuals have objectives and tend to take the acts that best achieve them. That is what economists mean by “rationality,” and it is the assumption of rationality that is, in my view, the distinguishing characteristic of economics. What I am looking for are works that tell us something interesting about the implications of that assumption.

Someone at some point suggested Orwell’s Down and Out in Paris and London. It is an interesting book, although much too long for my purposes. But what makes it interesting, economically speaking, is not the vivid picture of poverty in the period between the wars but particular details relevant to implications of rational behavior.

I can give, by memory, an example. Orwell observed waiters in a fancy Paris restaurant, out of sight of the diners, spitting in the dishes they were going to serve. In an idealized market context, the waiter would never spit in the dish unless the value to him of doing so was more than the disvalue to the patron he was serving, which is unlikely. But throw in the inability of either the patrons or the waiter’s employers to monitor the waiter’s behavior and any benefit to the waiter of expressing his hostility is a sufficient incentive to make him do it. That suggests the further point that, when you cannot monitor someone’s behavior, his preferences matter — you want the job he is doing for you to be done by someone whose preferences are close enough to yours so that he will want to do what you would want him to do — even if nobody is watching.

Economics is not the study of the economy. A picture of poverty, or unemployment, or wealth, or economic growth, however accurate and vivid, does not in itself teach you any economics. A story such as Poul Anderson’s “Margin of Profit,” which deals with a wholly fictional future, does, because it demonstrates in that world an important implication of rationality that holds in our world as well — that in order to prevent someone from doing something you do not want him to do it is not necessary to make it impossible, merely unprofitable.
