BT is worth negative £30bn

The British telecoms firm is actually worth much less than the scrap value of its copper wire network:

British Telecom is, as a telecoms company, worth minus £30bn. Yes, that’s a negative number there. And yet it is literally sitting on top of billions in assets.

Ten pairs of copper cabling weighs around 132kg per mile. Which by the miracle of multiplication can be seen to be about 10 million tonnes of copper. Which, at current LME prices of just over £5,000 a tonne, is £50bn.

BT’s current market capitalisation is just north of £20bn. So, as an operating telecoms company they’re worth £30bn less than the mountain of copper they’re sitting upon: that is, they’re worth less than the physical assets or they have, as a telecoms company not a mountain of scrap copper, a negative value.

Tories drop “lawful access” provisions from omnibus crime bill

That’s a bit of good news on the civil liberties front:

A controversial Internet surveillance bill has been omitted from the federal Conservative party’s proposed crime legislation.

Today, Canadian Minister of Justice and Attorney General Rob Nicholson held a press conference to introduce the Conservatives’ promised omnibus crime act, titled The Safe Streets and Communities Act, which focuses on crime and terrorism. However, an expected component of the act regarding Internet surveillance known as “Lawful Access” legislation was nowhere to be found.

The set of Lawful Access bills would have warranted Canadian law enforcement and intelligence agencies the power to acquire the personal information and activity of web users from internet service providers (ISPs). ISPs would also be required by an additional provision to install surveillance equipment on their networks.

The legislation would essentially give law enforcement the ability to track people online without having to obtain a warrant. The federal NDP and Green parties, and civil liberties groups among others decried the bill as overly-invasive, dangerous and potentially costly for internet users.

That’s the good news. The rest of the bill, as Grace Scott points out, is awash with “tough on crime” noises:

The Safe Streets and Communities Act will increase penalties for sex offenders, those caught with possession or producing illicit drugs for the purposes of trafficking, and intends to implement tougher sentencing on violent and repeat youth crime. It also plans to eliminate the use of conditional sentences, or house arrest, for serious and violent crimes.

F-22 flies again

The months-long grounding is over:

On September 21st, the U.S. Air Force will allow its F-22 fighters to fly again. The aircraft had been grounded for 140 days because of problems with the pilot’s oxygen system. The air force is not giving out many details on exactly what the problems is, although they say a report on the F-22 oxygen system will be out by the end of the year. Each F-22 will undergo a detailed inspection before it is cleared to fly. This may have something to do with earlier remarks about toxins somehow getting into the pilot’s air supply. The problem was always about something bad in the air supply. This has kept all 168 F-22s grounded since May. The only exception was a squadron based on the Virginia coast, that was given permission to fly out of the way of hurricane Karina. Those F-22s encountered no problems with their air supply.

During the grounding, pilots and ground crews used simulators and (for the ground crews) maintenance exercises on the grounded aircraft to keep their skills sharp. In addition, everyone helped checking out a growing list of aircraft components in support of the search for the breathing problem). The air force was also under time pressure to fix the problem. That’s because after 210 days on the ground, aircrew have to undergo extensive retraining to regain combat flying status. This added a little more urgency to fixing the problem quickly. The grounding also left a dozen F-22s stranded at a training base, where they were for live weapons exercises. At least six new F-22s could not be delivered because of the grounding.

How spendy will those whizzy F-35 aircraft end up being?

Strategy Page has a state-of-play report on the escalating cost of the F-35:

The U.S. Department of Defense and the U.S. Air Force are trying to agree on what the new F-35 fighter will cost. The air force insists that it is $65 million each, while the Department of Defense says when all costs are included; it will be more like $111 million each. Another number being debated is how many F-35s will actually be produced. The air force assumes 3,162, but the Department of Defense is not so sure that many will eventually be built. Total development cost is now put at $65 billion, which comes to over $20 million per aircraft if 3,162 are built. Development costs for the new U.S. F-35 fighter-bomber has grown by more than a third over the last few years. The additional development costs are accompanied by additional delays. Current estimates are that the F-35 will enter service in another 6-7 years. The Department of Defense believes production and development costs will continue to rise, and that the number to be built will decline. Both trends increase the average aircraft cost. Based on past experience, the higher Department of Defense estimates are more likely to be accurate.

And then there are operating costs. Earlier this year, after months of contentious disagreement, the U.S. Air Force came around to agreeing with U.S. Navy claims that the F-35 will cost much more to maintain, rather than (as the F-35 promoters assert) less. It was over a year ago that the U.S. Navy, after nervously watching as the manufacturing costs of the new F-35C and F-35B carrier aircraft increase, concluded that these aircraft would also be a lot more expensive to maintain. It comes down to this. Currently, it costs the navy, on average, $19,000 an hour to operate its AV-8 vertical takeoff or F-18C fighter aircraft. The navy calculated that it would cost 63 percent more to operate the F-35C (which will replace the F-18C) and the F-35B (which will replace the AV-8). These costs include buying the aircraft, training and maintaining the pilots, the aircraft and purchasing expendable items (fuel, spare parts, munitions.) The navy concluded that maintenance alone would be about a third more.

In a vicious circle, the higher the cost per plane, the fewer planes will be built, which increases the cost of the planes that do get built. At some point, the costs will get so high that foreign buyers (who are expected to buy more than half of the planned production) will reduce their orders or even back out altogether. The F-35 was supposed to be cheaper to operate than the aircraft it will be replacing, but that appears to be a badly mistaken estimate. That will also tend to ratchet down the foreign interest in purchasing the aircraft.

Solyndra: not just crony capitalism as usual

Andrew C. McCarthy shows the difference between the collapse of Solyndra and ordinary crony capitalist use of government funds:

Homing in on one of the several shocking aspects of the Solyndra scandal, lawmakers noted that, a few months before the “clean energy” enterprise went belly-up last week, the Obama Energy Department signed off on a sweetheart deal. In the event of bankruptcy — the destination to which it was screamingly obvious Solyndra was headed despite the president’s injection of $535 million in federal loans — the cozily connected private investors would be given priority over American taxpayers. In other words, when the busted company’s assets were sold off, Obama pals would recoup some of their losses, while you would be left holding the half-billion-dollar bag.

As Andrew Stiles reported here at NRO, Republicans on the Oversight and Investigations subcommittee say this arrangement ran afoul of the Energy Policy Act of 2005. This law — compassionate conservatism in green bunting — is a monstrosity, under which Leviathan, which can’t run a post office, uses your money to pick winners and losers in the economy’s energy sector. The idea is cockamamie, but Congress did at least write in a mandate that taxpayers who fund these “investments” must be prioritized over other stakeholders. The idea is to prevent cronies from pushing ahead of the public if things go awry — as they are wont to do when pols fancy themselves venture capitalists.

The criminal law, by contrast, is not content to assume the good faith of government officials. It targets anyone — from low-level swindlers to top elective officeholders — who attempts to influence the issuance of government loans by making false statements; who engages in schemes to defraud the United States; or who conspires “to defraud the United States, or any agency thereof, in any manner or for any purpose.” The penalties are steep: Fraud in connection with government loans, for example, can be punished by up to 30 years in the slammer.

Ontario’s clean energy Potemkin village

John Ivison reports on a recent photo op by Premier Dalton McGuinty:

The solar energy company touted this week by Ontario Premier Dalton McGuinty as a flagship of the province’s clean energy economy has halted production because of slow demand.

Mr. McGuinty was flanked by Eclipsall Energy Corp.’s workforce when he visited its Scarborough solar panel plant Tuesday, but there was no mention that the production line is temporarily shut down. When my colleague Tamsin McMahon visited the plant she found the reception desk was empty, the cafeteria was closed and only a handful of employees milling around inside the sparsely furnished building.

Leo Mednik, Eclipsall’s chief financial officer, said the production line halt is because the company has already completed its current order book. “It’s no secret that the market is slow and there have been delays. That’s part of it — part of it is logistics. Our production team went through our purchased inventory a lot quicker than expected,” he said.

Not only is the plant not working to capacity: it’s only working at all because of government subsidies:

The Liberal government’s efforts have created jobs — though the 20,000 number touted by Mr. McGuinty seems highly questionable, far less the 50,000 he says will be created by the end of next year. In addition, they are hardly high wage, high skilled jobs the Premier claims (Eclipsall pays 20% over minimum wage to its workers, who assemble glass and solar cells imported from Asia, thereby qualifying for the Liberal Green Energy Act’s 60% domestic content rule).

The question is: how sustainable are these jobs? Mr. Mednik admitted that if the domestic content rule was removed, Eclipsall and other Ontario manufacturers would not be able to survive. “Frankly, it would be very difficult for any start-up to compete” against cheaper Chinese producers, he said.

He said it is a question of when, rather than if, the 60% threshold is removed. Both the European Union and Japan have taken the FIT program to the World Trade Organization and want the local content requirements removed. They claim this Buy Ontario provision is a prohibited subsidy. The FIT program might also soon become subject to a NAFTA dispute case, after American renewable company Mesa Power Group said it would file a complaint.

Why first-gen electric vehicles will be a hard sell for Canadians

It’s not just that (at least in Ontario) we’re facing potentially huge electricity price hikes to pay for our new alternative energy strategy, it’s also that electric cars don’t handle winter weather very well:

On Wednesday, Jan. 26 a major snowstorm hit Washington D.C. Ten-mile homeward commutes took four hours. If there had been a million electric cars on American roads at the time, every single one of them in the DC area would have ended up stranded on the side of the road, dead. And, before they ran out of power, their drivers would have been forced to turn off the heat and the headlights in a desperate effort to eek out a few more miles of range.

This illustrates the biggest drawback of BEVs, which is not range, but refueling time. A few minutes spent at a gas station will give a conventional car 300 to 400 miles of range. In contrast, it takes 20 hours to completely recharge a Nissan Leaf from 110V house current. An extra-cost 240V charger shortens this time to 8 hours. There are expensive 480V chargers that can cut this time to 4 hours, but Nissan cautions that using them very often will shorten the life of the car’s batteries.

No doubt some conventional cars ran out of gas while trapped in the massive traffic jams that occurred in and around the nation’s capital the night of January 26. However, a two-gallon can of gasoline can get a stalled conventional car moving again in a few minutes. In contrast, every dead BEV would have had to be loaded on flatbed tow truck and taken somewhere for many hours of recharging before it could be driven again.

Nissan claims that the range of a Leaf is about 100 miles. However, in their three-month extended road test, Car and Driver magazine obtained an average range from a full charge of 58 miles. Cold weather and fast driving can shorten this to as little as 30 miles.

Is the end of the manned fighter plane at hand?

Yes, I know we’ve gone through this discussion before (and the comment thread on that first entry is still a good summary of the counter-arguments). Air-to-air combat has become only a small part of what the air forces of the world are expected to do: ground support, while generally disdained by air force brass hats, is the most common combat task now. Here’s the state of play, according to Strategy Page, as far as the future of air combat is concerned:

The last decade has revolutionized air warfare, and air forces. This revolution was brought about by two technologies (smart bombs and UAVs) that have been around for decades but, over a decade ago, became reliable and capable enough to have a decisive effect on warfare. Now UAVs armed with smart bombs are poised to replace manned aircraft. Moreover, the proliferation of GPS guided weapons and short range guided missiles have greatly reduced the need for ground strikes by manned or unmanned aircraft. Since World War II, air forces have demanded, and obtained, a disproportionate share of military budgets. No more.

Underlying all of this is the appearance of so many cheaper, reliable, precision weapons in the last decade. This has changed tactics on the ground. While the air force doesn’t like to dwell on this, it’s the war on the ground that is decisive, not what’s going on in the air. This proliferation of precision has also changed the way smart bombs were designed. With the ability to put a weapon within a meter of the aiming point (using laser guidance) or 5-10 meters (using GPS), smaller is now better, at least in urban areas where there are a lot of civilians about, troops have changed the way they fight. There is more movement in urban warfare because of all this precision firepower, and fewer friendly fire casualties from bombs and artillery. But it’s not just the air force and their smart bombs that have brought this on. The army had precision missiles on the ground long before JDAM came along. Now the army has more of them. Thus, over the last five years, there has been a competition between the army and air force to develop smaller, cheaper and more precise, missiles and bombs.

The air force is not happy about the army having a large force of armed UAVs. Many air force generals believe the army should not have the MQ-1C, or at least not use them with weapons. That has already caused some spats in the Pentagon over the issue, but so far the army has prevailed.

The army argument is that these larger UAVs work better for them if they are under the direct control of combat brigades. The air force sees that as inefficient, and would prefer to have one large pool of larger UAVs, that could be deployed as needed. This difference of opinion reflects basic differences in how the army and air force deploy and use their combat forces. The army has found that a critical factor in battlefield success is teamwork among members of a unit, and subordinate units in a brigade. While the air force accepts this as a critical performance issue for their aircraft squadrons, they deem it irrelevant for army use of UAVs. Seeing army MQ-1Cs doing visual and electronic reconnaissance and firing missiles at ground targets, the air force sees itself losing control of missions it has dominated since its founding in 1948.

Meanwhile, the navy has taken the lead in developing larger, jet propelled UAVs like the 15 ton, X-47B. This UAV uses a F100-PW-220 engine, which is currently used in the F-16 and F-15. The X-47B can carry two tons of bombs or missiles and maneuver like a jet fighter. The X-47B is fast and agile enough to carry out air-to-air missions. With the right software, it can do this autonomously (without human intervention). This is being worked on, and the navy already has perfected the software that enables a UAV to land on aircraft carriers.

The coming decade will see more and more UAVs replacing manned aircraft. Thus after only a century in action, manned combat aircraft are on their way out.

Broken CFL? “The four-page document that followed read more like reactor-core meltdown protocols than simple reassurance”

As the compact fluorescent lightbulb (CFL) becomes the only readily available replacement for boring old incandescent bulbs, more people are discovering that cleanup after breaking a CFL is not child’s play:

Not long ago, Dan Perkins was in his New Haven home when his wife told him that she’d broken a lightbulb. She’d been cleaning in the attic bedroom of their seven-year-old son when she knocked over a lamp. The bulb, one of those twisty compact fluorescents, shattered onto the carpet next to their son’s bed.

Perkins, who draws the political comic This Modern World under the name Tom Tomorrow, was vaguely aware that a broken compact fluorescent bulb might be more problematic than a broken conventional incandescent.

“I knew that they had some mercury in them,” Perkins says. “That had been kind of a propaganda point for the right wing in the debate over bulb efficiency, so that was on my radar.”

To learn what kind of risk the broken bulb posed and what he ought to do about it, Perkins turned to Google, which sent him to a fact sheet put out by the Connecticut Department of Public Health entitled “Compact Fluorescent Light Bulbs: What to Do If a Bulb Breaks.”

“Stay calm,” the fact sheet instructed. But the four-page document that followed read more like reactor-core meltdown protocols than simple reassurance. It cautioned that small children, pregnant women, and pets should be sequestered from the breakage site and called for an immediate shutdown of any ventilation systems.

Here’s a post on the incandescent bulb ban and CFL breakage from earlier this year. Tom Kelley posted an informative comment to that post, addressing several issues including the energy efficiency of CFLs:

I don’t use enough of the CFLs to notice a difference in the electric bill, but in a straight-across, lumen for lumen, hour for hour comparison, these bulbs should lower one’s kW/hr electricity consumption (so says the Mythbusters tv show).

BUT, and this is a real big BUT, that does not translate into a reduction in the raw energy needed to create the electricity, due to a small detail known as “power factor.” While resistive loads like an incandescent bulb (typically) have a power factor of 1.0, the CFL bulbs have a 0.5 to 0.6 power factor rating, meaning that the CFL consumes as much as twice the raw “energy” (VA (Volt Amps) at the generator), as the electric meter measures in W (Watts).

So, one can go ahead and buy CFLs if one thinks the bulbs may lower one’s electric bill, but one should not be under any illusion that the CFLs are saving any consumption of coal, oil, gas, etc.

Opportunities for humour with your bank’s “secret questions”

If you do online banking, you’ve probably been asked to provide additional security checks beyond your userid and password. Some banks only allow you to select answers from pre-selected questions, but others get you to provide both the question and the answer. In a post from more than a year back, Bruce Schneier offers a few combinations that lighten the mood (and there are lots of funny — and weird — suggestions in the comment thread):

Q: Need any weed? Grass? Kind bud? Shrooms?
A: No thanks hippie, I’d just like to do some banking.

New .xxx top level domain will allow permanent blocking

Although the new .xxx domain is available for registration, you probably won’t find a google.xxx or a microsoft.xxx domain:

Businesses in the adult entertainment industry — and outside of it — from today have the opportunity to register or block .xxx domain names that match their trademarks.

ICM Registry, which has operated .xxx since it signed a contract with ICANN earlier this year, has launched a three-pronged “sunrise period” that will run for the next 52 days.

The pre-launch phase is designed to allow trademark owners to either snag a .xxx domain if they’re in the porn business, or to pay to have their brands blocked forever if they’re not.

While the sunrise has been characterised by many critics as a “shakedown”, ICM is doing things a little differently to domain registries that have launched in the past.

As we have previously reported, a big chunk of the 15,000 names ICM has reserved match the names of celebrities — actors, politicians, sportsmen, singers — to prevent embarrassment.

It did not extend the same courtesy to big corporate brands.

However, uniquely to .xxx, any non-porn company wishing to take their .xxx name out of circulation permanently needs only pay a one-time fee, rather than paying up-front and renewing annually.

How much more will “green” renewable power cost?

In short, lots more than ordinary power generation:

The Telegraph has obtained a policy document, dated July, that seems to suggest that the government is considering a walk away from the most expensive renewables — and now we can see the full copy online. Two No 10 advisers challenge the Department of Energy and Climate Change’s utopian cost predictions, and say energy bills will be much bigger than we’ve been told.

What isn’t in contention is that energy itself will be much more expensive. DECC’s argument is that we’ll all start insulating our homes more — so our utility bills won’t reflect the higher per-unit energy costs. No 10’s energy expert thinks this is nonsense.

The Cameron advisors also suggest that government policy should be “open” to ditching some of the most expensive renewables — such as offshore wind power.

What’s the real cost of wind and solar?

     The former power director of the National Grid, Colin Gibson, now estimates that the lifetime per unit cost of onshore wind is £178 per megawatt hour (MWh), and offshore wind at £254/MWh. Nuclear is £60/MWh. The figures DECC provides don’t account for the huge additional transmission costs of wind.

     Note how much more expensive reality is than the clean, green vision. Government figures reckoned onshore wind cost £55/MWh and offshore wind £84/Mwh [. . .] compared to gas at £44/Mwh. Politicians seeking to dump the renewables policy could argue that green-minded civil servants sold them a pup. They’d be right.

UK “will lose 2 to 3 per cent GDP a year for around 20 years” on renewable energy subsidies

A report in The Register says that the subsidies for green renewable energy will be a big net drain on the national economy:

The UK’s headlong rush into renewable energy — one ignored by the rest of the world — will hit British jobs and then general incomes, an economic study finds.

The report, The Myth of Green Jobs by economist Professor Gordon Hughes of Edinburgh University, examines the long-term impacts of subsidising expensive “green” renewable energy projects. It says that if the UK continues to do so, it will lose 2 to 3 per cent GDP a year for around 20 years. If reducing CO2 emissions is your goal, says Hughes, your economy really can’t afford renewable energy.

“All forms of green energy tend to be substantially more expensive than conventional energy, so there is a trade-off between higher costs and lower emissions,” writes Hughes. “This trade-off is not specific to green energy, since there are many ways of reducing emissions of greenhouse gases. Hence, the starting point of any assessment of such programmes should be the total cost per tonne of carbon dioxide saved — or its equivalent — which will be incurred by relying upon different measures or policies to reduce emissions.”

In praise of air conditioning

File this one under “first world problems”. Air conditioning is something that I’ve tended to take for granted . . . until this week, when our air conditioner failed. I should be grateful that the unit managed to last until nearly the end of summer before giving up the ghost, but it’s hard to feel grateful when even sitting still produces profuse sweating.

Even going to the basement isn’t much of a relief. My miniscule wine cellar is in the corner of the basement, and I monitor the temperature there. It’s usually in the range of 17-19 degrees. Yesterday it was 24. <sarc>That’ll help age those wines nicely</sarc>.

Update: Oh, joy: “Today’s weather: A high of 30 C feeling more like 40 C, the humidex advisory continuing. A mix of sun and cloud with scattered showers.”

Update, the second: Even better: “Heat alert issued for Toronto, public encouraged to stay cool, drink lots of fluids and monitor those at risk for heat-related illness.”

Christopher Howse welcomes the new dark (ages)

A welcoming column on the new “lights” of modern Europe:

Normally, to read a book, one turns on the light. I had thought of that, but the numerous light switches in the room only brought a dim glow from various lengths of compact fluorescent lamps, some shaped like paperclips, others coiled like something from the pavements of dog-loving Dijon. You could tell that they were switched on, but it was as if someone had given the lights several coats of opalescent lacquer. It almost seemed as if the lamps attracted light gravitationally from nearby parts of the room, which were consequently left in shadow.

Except for not emitting light, there is little wrong with the new energy-saving bulbs, apart from their causing night-time falls, triggering epilepsy and storing up deadly poisons. But we must expect to make little sacrifices to save energy.

All over Europe, people are tumbling down the stairs in the small hours, snapping their femurs like breadsticks when they venture out of their bedrooms, perhaps to go to the loo – it isn’t unknown. That is because the energy-saving bulbs in the landing light take time to warm up. Those who survive the nocturnal pitfall soon notice that the new kind of bulbs flicker. For some, this triggers migraine; for others, epileptic fits. For me, it merely induces nausea and a sensation that the room is moving backwards and forwards. So I should count my blessings.

As for the mercury that the energy-saving bulbs contain, I have always found it a most beautiful metal, aptly named quicksilver, shining like the moon. Certainly, the effects of mercury poisoning are no fun: shedding of skin, loss of teeth and hair, salivation, sweating and forgetfulness. Yet anxiety about such matters is soon dispelled by the FAQs on the Energy Saving Trust website. “Energy-saving bulbs contain only tiny traces of mercury,” it says soothingly. “Imagine a pellet smaller than the tip of a Biro.” Yes, I’ve imagined that. It sounds ideal for the tip of a blowpipe-arrow or a Bulgarian secret service umbrella.

So remember to be very careful when you dispose of these wonderful new high-tech devices.

     . . . each fluorescent light bulb contains about 5 milligrams of mercury. Though the amount is tiny, 5 milligrams of mercury is enough to contaminate 6,000 gallons of drinking water, according to the Environmental Protection Agency (EPA).

     Low level mercury exposure (under 5 milligrams) can cause tremors, mood shifts, sleeplessness, muscle fatigue, and headaches. High level or extended length exposure can lead to learning disabilities, altered personality, deafness, loss of memory, chromosomal damage, and nerve, brain, and kidney damage, as stated by the EPA. There is a particular risk to the nervous systems of unborn babies and young children.
