QotD: Culture in the late western Roman Empire

This vision of the collapse of Roman political authority in the West may seem a bit strange to readers who grew up on the popular narrative which still imagines the “Fall of Rome” as a great tide of “barbarians” sweeping over the empire destroying everything in their wake. It’s a vision that remains dominant in popular culture (indulged, for instance, in games like Total War: Attila; we’ve already talked about how strategy games in particular tend to embrace this a-historical annihilation-and-replacement model of conquest). But actually culture is one of the areas where the “change and continuity” crowd have their strongest arguments: finding evidence for continuity in late Roman culture into the early Middle Ages is almost trivially easy. The collapse of Roman authority did not mark a clean cultural break from the past, but rather another stage in a process of cultural fusion and assimilation which had been in process for some time.

The first thing to remember, as we’ve already discussed, is that the population of the Roman Empire itself was hardly uniform. Rather the Roman empire as it violently expanded, had absorbed numerous peoples – Celtiberians, Iberians, Greeks, Gauls, Syrians, Egyptians, and on and on. Centuries of subsequent Roman rule had led to a process of cultural fusion, whereby those people began to think of themselves as Romani – Romans – as they both adopted previously Roman cultural elements and their Roman counterparts adopted provincial culture elements (like trousers!).

In particular, by the fifth century, the majority of these self-described Romani, including the overwhelming majority of elites, had already adopted a provincial religion: Christianity, which had in turn become the Roman religion and a core marker of Roman identity by the fifth century. Indeed, the word paganus, increasingly used in this period to refer to the remaining non-Christian population, had a root-meaning of something like “country bumpkin”, reflecting the degree to which for Roman elites and indeed many non-elites, the last fading vestiges of the old Greek and Roman religions were seen as out of touch. Of course Christianity itself came from the fringes of the Empire – a strange mystery cult from the troubled frontier province of Judaea in the Levant which had slowly grown until it had become the dominant religion of the empire, receiving official imperial favor and preference.

The arrival of the “barbarians” didn’t wipe away that fusion culture. With the exception of the Angles, Saxons and Jutes who eventually ended up in England, the new-comers almost uniformly learned the language of the Roman west – Latin – such that their descendants living in those lands, in a sense still speak it, in its modern forms: Spanish, French, Italian, Portuguese, etc. alongside more than a dozen local regional dialects. All are derived from Latin (and not, one might note, from the Germanic languages that the Goths, Vandals, Franks and so on would have been speaking when they crossed the Roman frontier).

They also adopted the Roman religion, Christianity. I suspect sometimes the popular imagination – especially the one that comes with those extraordinarily dumb “Christian dark age” graphs – is that when the “barbarians invade” the Romans were still chilling in their Greco-Roman temples, which the “barbarians” burned down. But quite to the contrary – the Romans were the ones shutting down the old pagan temples at the behest of the now Christian Roman emperors, who busied themselves building beautiful and marvelous churches (a point The Bright Ages makes very well in its first chapter).

The “barbarians” didn’t tear down those churches – they built more of them. There was some conflict here – many of the Germanic peoples who moved into the Roman Empire had been converted to Christianity before they did so (again, the Angles and Saxons are the exception here, converting after arrival), but many of them had been converted through a bishop, Ulfilias, from Constantinople who held to a branch of Christian belief called “Arianism” which was regarded as heretical by the Roman authorities. The “barbarians” were thus, at least initially, the wrong sort of Christian and this did cause friction in the fifth century, but by the end of the sixth century nearly all of these new kingdoms created in the wake of the collapse of Roman authority were not only Christian, but had converted to the officially accepted Roman “Chalcedonian” Christianity. We’ll come back later to the idea of the Church as an institution, but for now as a cultural marker, it was adopted by the “barbarians” with aplomb.

Artwork also sees the clear impact of cultural fusion. Often this transition is, I think, misunderstood by students whose knowledge of artwork essentially “skips” Late Antiquity, instead jumping directly from the veristic Roman artwork of the late republic and the idealizing artwork of the early empire directly to the heavily stylized artwork of Carolingian period and leads some to conclude that the fall of Rome made the artists “bad”. There are two problems: the decline here isn’t in quality and moreover the change didn’t happen with the fall of the Roman Empire but quite a bit earlier. […]

Late Roman artwork shows a clear shift into stylization, the representation of objects in a simplified, conventional way. You are likely familiar with many modern, highly developed stylized art forms; the example I use with my students is anime. Anime makes no effort at direct realism – the lines and shading of characters are intentionally simplified, but also bodies are intentionally drawn at the wrong proportions, with oversized faces and eyes and sometimes exaggerated facial expressions. That doesn’t mean it is bad art – all of that stylization is purposeful and requires considerable skill – the large faces, simple lines and big expressions allow animated characters to convey more emotion (at a minimum of animation budget).

Late Roman artwork moves the same way, shifting from efforts to portray individuals as real-to-life as possible (to the point where one can recognize early emperors by their facial features in sculpture, a task I had to be able to perform in some of my art-and-archaeology graduate courses) to efforts to portray an idealized version of a figure. No longer a specific emperor – though some identifying features might remain – but the idea of an emperor. Imperial bearing rendered into a person. That trend towards stylization continues into religious art in the early Middle Ages for the same reason: the figures – Jesus, Mary, saints, and so on – represent ideas as much as they do actual people and so they are drawn in a stylized way to serve as the pure expressions of their idealized nature. Not a person, but holiness, sainthood, charity, and so on.

And it really only takes a casual glance at the artwork I’ve been sprinkling through this section to see how early medieval artwork, even out through the Carolingians (c. 800 AD) owes a lot to late Roman artwork, but also builds on that artwork, particularly by bringing in artistic themes that seem to come from the new arrivals – the decorative twisting patterns and scroll-work which often display the considerable technical skill of an artist (seriously, try drawing some of that free-hand and you suddenly realize that graceful flowing lines in clear symmetrical patterns are actually really hard to render well).

All of the cultural fusion was effectively unavoidable. While we can’t know their population with any certainty, the “barbarians” migrating into the faltering western Empire who would eventually make up the ruling class of the new kingdoms emerging from its collapse seem fairly clearly to have been minorities in the lands they settled into (with the notable exception, again, of the Angles, Saxons and Jutes – as we’re going to see this pattern again and again, Britain has an unusual and rather more traumatic path through this period than much of the rest of Roman Europe). They were, to a significant degree, as Guy Halsall (op. cit.) notes, melting into a sea of Gallo-Romans, or Italo-Romans, or Ibero-Romans.

Even Bryan Ward-Perkins, one of the most vociferous members of the decline-and-fall camp, in his explosively titled The Fall of Rome and the End of Civilization (2005) – this is a book whose arguments we will come back to in some detail – is forced to concede that “even in Britain the incomers [sic] had not dispossessed everyone” of their land, but rather “the invaders entered the empire in groups that were small enough to leave plenty to share with the locals” (66-7). No vast replacement wave this, instead the new and old ended up side by side. Indeed, Odoacer, seizing control of Italy in 476, we are told, redistributed a third of the land; it’s unclear if this meant the land itself or the tax revenue on it, but in either case clearly the majority of the land remained in the hands of the locals which, by this point in the development of the Roman countryside, will have mostly meant in the hands of the local aristocracy.

Instead, as Ralph Mathisen documents in Roman aristocrats in barbarian Gaul: strategies for survival in an age of transition (1993), most of the old Roman aristocracy seems to have adapted to their changing rulers. As we’ll discuss next week, the vibrant local government of the early Roman empire had already substantially atrophied before the “barbarians” had even arrived, so for local notables who were rich but nevertheless lived below the sort of mega-wealth that could make one a player on the imperial stage, little real voice in government was lost when they traded a distant, unaccountable imperial government for a close-by, unaccountable “barbarian” one. Instead, as Mathisen notes, some of the Gallo-Roman elite retreat into their books and estates, while more are co-opted into the administration of these new breakaway kingdoms, who after all need literate administrators beyond what the “barbarians” can provide. Mathisen notes that in other cases, Gallo-Roman aristocrats with ambitions simply transferred those ambitions from the older imperial hierarchy to the newer ecclesiastical one; we’ll talk more about the church as an institution next week. Distinct in the fifth century, by the end of the sixth century in Gaul, the two aristocracies: the barbarian warrior-aristocracy and the Gallo-Roman civic aristocracy had melded into one, intermarried and sharing the same religion, values and culture.

In this sense there really is a very strong argument to be made that the “Romans” and indeed Roman culture never left Rome’s lost western provinces – the collapse of the political order did not bring with it the collapse of the Roman linguistic or cultural sphere, even if it did fragment it.

QotD: “Orwellian”

All writers enjoying respect and popularity in their lifetimes entertain the hope that their work will outlive them. The true mark of a writer’s enduring influence is the adjectification of his (sorry, but it usually is “his”) name. An especially jolly Christmas scene is said to be “Dickensian”. A cryptically written story is “Hemingwayesque”. A corrupted legal process gives rise to a “Kafkaesque” nightmare for the falsely accused. A ruthless politician takes a “Machiavellian” approach to besting his rival.

But the greatest of these is “Orwellian”. This is a modifier that The New York Times has declared “the most widely used adjective derived from the name of a modern writer … It’s more common than ‘Kafkaesque’, ‘Hemingwayesque’ and ‘Dickensian’ put together. It even noses out the rival political reproach ‘Machiavellian’, which had a 500-year head start.”

Orwell changed the way we think about the world. For most of us, the word Orwellian is synonymous with either totalitarianism itself or the mindset that is eager to employ totalitarian methods — notably the bowdlerization or suppression of speech and freedoms — as a hedge against popular challenge to a politically correct vision of society dictated by a small cadre of elites.

Indeed, it was thanks to Orwell’s books — forbidden, acquired by stealth and owned at peril — that many freedom fighters suffering under repressive regimes, found the inspiration to carry on their struggle. In his memoir, Adiós Havana, for example, Cuban dissident Andrew J. Memoir wrote, “Books such as … George Orwell’s Animal Farm and 1984 became clandestine bestsellers, for they depicted in minute detail the communist methodology of taking over a nation. These […] books did more to open the eyes of the blind, including mine, than any other form of expression.”

QotD: Corruption and crony capitalism

When leftists look at the private sector, they see tips of icebergs – for every businessperson caught gouging the consumer, they insist there are a thousand under the surface waiting to trap the unwary. Whereas a libertarian like myself sees the mirror image – the odd bad civil servant caught is not a rotten apple as they claim, but the tip of another large iceberg.

Surely we have seen enough to know that large organisations like the government and their crony capitalists in the corporate sector are deeply resistant to independent investigations, whistleblowers and all other genuine threats to their status?

Whereas those that battle away in the competitive private sector don’t even get the chance to be that corrupt – they either treat their customers and employees well, or they crumble into dust like the costumed retards in the entertainment industry are doing so reliably these days, those beloved of progressive dunces the world over.

There are few cover-ups in the world of dogwalking and fishmongering – these people do a good job or they get told to piss off by their customers. But in the public sector and the corporate world that depend upon it …?

When we catch a corrupt civil servant or corporate lackey, we are seeing the Tip of An Iceberg. But when we catch a corrupt landscape gardener or carpenter, we are finding a Rotten Apple.

My claim is that terrible government officials and corrupt crony capitalists are the both the tips of icebergs, so the cries from Left and Right about rotten applies need to go away. Those that work in the public sector or depend upon their relationship with it, are routinely terrible and usually without consequence.

QotD: Sticking it to “the Man” in Collegetown, USA

Back in College Town, it was as predictable as sunrise: Every election year, a group of Leftie goofs would picket Republican Party headquarters. It was an exercise in futility, of course — since College Town was exactly that, and it totally dominated its surrounding county, no Republican had bothered even making a whistle stop there since the 1950s. A Republican couldn’t get elected dog catcher; the token county headquarters was, no fooling, located in an all-but-abandoned strip mall next to a thrift store.

But it made a certain type of college kid, and of course xzhyr professors, feel good about themselves, sticking it to The Man like that, so they kept on keepin’ on. In the grand tradition of puerile student protest, they’d routinely chalk up the parking lot and sidewalk in front of the building with catchy slogans like “this sidewalk brought to you by socialism!” Yes, they really thought that, and if you’ve followed my “inside the ivory gulag” posts, you can easily suss out why: Sidewalks are public services; public services are paid for by taxes; “conservatives” are against taxes; “conservatives” are also against socialism; therefore sidewalks are socialist.

No, really — I’ve heard more than one professor make a version of that “argument”. If it’s a public service of any kind — police, trash pickup, whatever — it’s by definition “socialist”, because it’s paid for by taxes, and “conservatives” think all taxes, everywhere, are totally illegitimate.

College these days runs about $20K per year on average, by the way. What a deal, huh?

QotD: Method acting

Fortunately, pop Wonka is played by Christopher Lee — or, as one of my kids exclaimed, “It’s Count Dooku!”, that being the name of his splendid turn in Star Wars. Lee is having a grand old time at the moment, doing ten minutes in every blockbuster around. My favourite moment in the Lord of the Rings movies isn’t actually in any of the movies, but in one of those “the making of” documentaries that appears on the DVD. It’s the scene where Saruman gets stabbed by Grima Wormtongue, and Lee explains to director Peter Jackson that the backstabbing sound isn’t quite right, because in his days with British Intelligence during the war he used to sneak up and stab a lot of Germans in the back and it was more of a small gasp they made. Jackson backs away cautiously.

QotD: The need for social status

Human beings become more preoccupied with social status once our physical needs are met. In fact, research reveals that sociometric status (respect and admiration from peers) is more important for well-being than socioeconomic status. Furthermore, studies have shown that negative social judgment is associated with a spike in cortisol (hormone linked to stress) that is three times higher than non-social stressful situations. We feel pressure to build and maintain social status, and fear losing it.

It seems reasonable to think that the downtrodden might be most interested in obtaining status and money. But this is not the case. Inhabitants of prestigious institutions are even more interested than others in prestige and wealth. For many of them, that drive is how they reached their lofty positions in the first place. Fueling this interest, they’re surrounded by people just like them — their peers and competitors are also intelligent status-seekers. They persistently look for new ways to move upward and avoid moving downward. The French sociologist Émile Durkheim understood this when he wrote, “The more one has, the more one wants, since satisfactions received only stimulate instead of filling needs.” And indeed, a recent piece of research supports this: it is the upper class who are the most preoccupied with gaining wealth and status. In their paper, the researchers conclude, “relative to lower-class individuals, upper-class individuals have a greater desire for wealth and status … it is those who have more to start with (i.e., upper-class individuals) who also strive to acquire more wealth and status”. Plainly, high-status people desire status more than anyone else.

Furthermore, other research has found that absolute income does not have much effect on general life satisfaction. An increase in relative income, on the other hand, has a positive effect. Put differently, making more money isn’t important. What’s important is making more than others.

QotD: Membership in the Senate during the Roman Republic

This week, we’re looking at the Roman Senate, an institution so important that it is included alongside the people of Rome in the SPQR formulation that the Romans used to represent the republic, and yet also paradoxically it is an institution that lacks any kind of formal legal powers.

Despite that lack of formal powers, the Senate of the Roman Republic largely directed the overall actions of the republic, coordinating its strategic policy (both military and diplomatic), setting priorities for legislation, handling Rome’s finances and assigning and directing the actions of the various magistrates. The Senate – not the Pontifex Maximus1 – was also the final authority for questions of religion. The paradox exists because the Senate’s power is almost entirely based in its auctoritas and the strong set of political norms and cultural assumptions which push Romans to defer to that auctoritas [the Mos maiorum].

We should start with who is in the Senate. Now what you will generally hear in survey courses is this neat summary: the Senate had 300 members (600 after Sulla) and included all Romans who had obtained the office of the quaestorship or higher and its members were selected by the censors. And for a basic summary, that actually serves pretty well, but thinking about it for a few minutes one quickly realizes that there must be quite a bit of uncertainty and complexity underneath those neat easy rules. And indeed, there is!

First we can start with eligibility by holding office. We know that in the Sullan constitution, holding the quaestorship entitled one into entrance into the Senate. Lintott notes that the lex repetundarum of 123/4 lumped every office aedile-and-above together in a phrasing “anyone who has or shall have been in the Senate” when setting eligibility for the juries for the repetundae courts (the aim being to exclude the magistrate class from judging itself on corruption charges), and so assumes that prior to Sulla, it was aediles and up (but not quaestors) who were entitled to be in the Senate.2 The problem immediately occurs: these higher offices don’t provide enough members to reach the frequently attested 300-Senator size of the Senate with any reasonable set of life expectancies.

By contrast, if we assume that the quaestors were enrolled in the Senate, as we know them to have been post-Sulla (Cicero is a senator for sure in 73, having been quaestor in 75), we have eight quaestors a year elected around age 30 each with roughly 30 years of life expectancy3 we get a much more reasonable 240, to which we might add some holders of senior priesthoods who didn’t go into politics and the ten sitting tribunes and perhaps a few reputable scions of important families selected by the censors to reach 300 without too much difficulty. The alternative is to assume the core membership of the Senate was aediles and up, which would provide only around 150 members, in which case the censors would have to supplement that number with important, reputable Romans.

To which we may then ask: who might they choose? The obvious candidates would be … current and former quaestors and plebeian tribunes. And so we end up with a six-of-one, half-dozen of the other situation, where it is possible that quaestors were not automatically enrolled before Sulla, but were customarily chosen by the censors to “fill out” the Senate. Notably, when Sulla wants to expand the Senate, he radically expands (to twenty) the number of quaestors, which in turn provides roughly enough Senators for his reported 600-person Senate.

That leads us to the role of the censors: if holding a sufficiently high office (be it the quaestorship or aedileship) entitles one to membership for life in the Senate, what on earth is the role of the censors in selecting the Senate’s membership? Here the answer is in the sources for us: we repeatedly see the formula that the meetings of the Senate were attended by two groups: the Senators themselves and “those who are permitted to state their opinion in the Senate”. Presumably the distinction here is between men designated as senators by the censors and men not yet so designated who nevertheless, by virtue of office-holding, have a right to speak in the Senate. It’s also plausible that men who were still iuniores might not yet be Senators (whose very name, after all, implies old age; Senator has at its root senex, “old man”) or perhaps men still under the potestas of a living father (who thus could hardly be one of the patres conscripti, a standard term for Senators) might be included in the latter group.

In any case, the censors seem to have three roles here. First, they confirm the membership in the Senate of individuals entitled to it by having held high office. Second, they can fill out an incomplete Senate with additional Roman aristocrats so that it reaches the appropriate size. Finally, they can remove a Senator for moral turpitude, though this is rare and it is clear that the conduct generally needed to be egregious.

In this way, we get a Senate that is as our sources describe: roughly 300 members at any given time (brought to the right number every five years by the censors), consisting mostly of former office holders (with some add-ons) who have held offices at or above the quaestorship and whose membership has been approved by the censors, though office holders might enter the Senate – provisionally, as it were – immediately pending censorial confirmation at a later date. If it seems like I am giving short shrift to the “filling the rank” add-ons the censors might provide, it is because – as we’ll see in a moment – Senate procedure combined with Roman cultural norms was likely to render them quite unimportant. The role of senior ex-magistrates in the Senate was to speak, the role of junior ex-magistrates (and certainly of any senator who had not held high office!) was to listen and indicate concurrence with a previously expressed opinion, as we’re going to see when we get to procedure.

    1. I stress this point because this is a common mistake: assuming that the Pontifex Maximus as Rome’s highest priest was in some way the “boss” of all of Rome’s other priests. He was not; he was the presiding officer of the college of Pontiffs and the manager of the calendar (this was a very significant role), but the Pontifex Maximus was not the head of some priestly hierarchy and his power over the other pontifices was limited. Moreover his power over other religious officials (the augures, haruspices, the quindecimviri sacris faciundis and so on) was very limited. Instead, these figures report to the Senate, though the Senate will generally defer to the judgment of the pontifices.

Why, it appears that we appointed all of our worst generals to command the armies and we appointed all of our best generals to edit the newspapers. I mean, I found by reading a newspaper that these editor generals saw all of the defects plainly from the start but didn’t tell me until it was too late. I’m willing to yield my place to these best generals and I’ll do my best for the cause by editing a newspaper.

People haven’t agreed with me as a soft Marxist, as a social engineering transport economist, as a quantitative economic historian, as a Chicago School economist, as a neoinstitutionalist, as a libertarian, as a global monetarist, as a free market feminist. No wonder they don’t agree with me as a rhetorician of science.

Of course, like most people, I do assume that those people are wrong and I am right. (And in sober truth — can I confide in you as a friend? — I am right.)

QotD: “No official Propaganda Department has ever been half as effective as Twitter and Facebook”

Straight off, we know one thing they wouldn’t do — create a Reich Culture Chamber or Department of Enlightenment. To be fair to the Commies and Nazis, they probably didn’t have much of a choice in their home countries — totalitarianism being what it is, and Europeans being what they are — but the Soviets, at least, soon saw the error of their ways, and let the free market handle it overseas. 99% of the USSR’s propaganda effort was done pro bono by Western “intellectuals”, and that’s how it’s done — convince cripplingly insecure dorks that they’re oh so smart for parroting your party line, and they’ll do all your dirty work for free.

Our overlords figured that out, give credit where it’s due. No official Propaganda Department has ever been half as effective as Twitter and Facebook. But that’s a problem, too, as we’re starting to see. The problem with freelance propaganda is the free market problem of marginal utility.

Facebook and Twitter are SJW cesspools. Everyone knows this. Even your sweet old granny, who is only on Facebook to exchange pie recipes and knitting ideas, knows this, because the #WokeStapo came for knitting years back. When the “trust and safety council” goes so far as to ban the sitting President of the United States, even hermits living in remote Himalayan caves got the message — toe the Party line on social media, or else.

This reduces the value of ALL information on social media to, effectively, zero. Sure, it might be true — and propaganda, as we know, works better the closer to the truth it steers — but given that they’ve even gone after knitting, for pete’s sake, means that any even halfway sorta quasi rational person assumes everything on social media is nothing but propaganda.

QotD: The Potlatch

John: Among the American Indians of the Pacific Northwest, there is a custom called “potlatch”. A potlatch is a feast commemorating a birth, a death, a wedding, or a communal ritual occasion. It has all the usual feast stuff — singing, dancing, drunken revelry, recitation of epic poems and renewal of ancient grudges — but there’s one additional feature to a potlatch that might be less familiar to our readers. As the party reaches its climax, the host of the potlatch reveals a collection of valuables: artisanal handicrafts, or precious items made from bone and ivory, culinary delicacies, alcohol, artworks, the rarer and more valuable the better. And then, all these treasures are heaped into a pile and burned in a giant bonfire.

The point, of course, is to show off how rich you are by showing off how much crystallized labor you are able to destroy. This pattern is not an uncommon one across human societies — a lot of human and animal sacrifice, while ostensibly religious in motivation, has this sort of showing off as an undertone. But what makes the potlatch especially interesting is its competitive nature. The Indians believe that as the goods are consumed by the blaze, every other wealthy man is “shamed” unless he comes back and burns objects of equal or greater value. It’s value destruction as a contest, like a dollar auction for status where the final price is set on fire rather than being paid to somebody, a negative-sum machine for destroying economic surplus.

Good thing our culture is way too civilized to do anything like that.

I don’t remember when it was that you told me I had to read this book about VIP “models and bottles” service at nightclubs, but I’m glad you did because it’s sort of like the Large Hadron Collider but for human social practices. By analyzing behavior under these extreme conditions, certain patterns that are normally obfuscated (often deliberately so) emerge with stark clarity. Much of your research focuses on “disreputable exchange” — the ways people buy and sell things while hiding the fact that they’re buying or selling something. Have you been able to get the NSF to pay for a night out in South Beach yet?

Gabriel: I should start off by disclosing that I’m friends with Ashley. However I don’t think that biases my opinion since the reason we are friends is that I admire her work.

Potlatch is one of the most interesting cultural practices in the world and the keystone upon which both economic anthropology and economic sociology are built. Indeed, you left out just how amazing it is in that not only did the native peoples of the Pacific Northwest destroy property in the form of salmon, blankets, and copper; but also wealth in the form of human beings, as they would use the occasion to both free and kill slaves. To us 21st century WEIRD Americans, murdering a slave and manumitting a slave seem like opposites, because manumission is humane and human sacrifice is brutal. But from the logic of status competition, they are alike in that both demonstrate that one is so wealthy that one can afford to give up the value of some of one’s slaves. Thus we see that not only the Tlingit but also the Romans would both murder and free slaves in funerary contexts.1 Patterson’s Slavery and Social Death has some very interesting material on this and is generally the greatest work of comparative scholarship on economic institutions since Max Weber — I hope to review it with you or Jane some day.

Now imagine it’s your job to describe one of the most interesting things to have ever happened, a ritual of passive-aggressively inviting rivals to parties that gavage your guests and culminate in wealth bonfires and human sacrifice, and the only thing you find worth emphasizing about it is how mean the Canadian government was to suppress the practice. This is how the Gene Autry Museum here in Los Angeles describes it, and you see similar emphasis at other museums that follow the curatorial heuristic of maximizing pious status redistribution and involvement of the descendants of the community being described, while avoiding at all costs anything that would serve as such a near occasion of awesome as to lead your internal monologue to roll tape for the Basil Poledouris score to Conan the Barbarian.

So now that we know what potlatch 1.0 is, why do I describe the models and bottles scene as a douchebag potlatch? There’s no human sacrifice, and the rivalry is a bit more friendly, but otherwise bottle service has a lot in common with a traditional potlatch. Most obviously, it is a ritual of competitive feasting where powerful men show off how much they can waste. The nightclubs are well aware of this and actively encourage “bottle wars”, where different tables compete to see how many bottles they can order. The service the club offers is not intoxication, but the spectacle of other clubgoers (and the home audience on Instagram) seeing how much the customer can spend. And so they don’t merely send a busboy or a waitress to quietly deliver the bottle, as would be the case at Applebee’s, but a bottle girl carrying bottles festooned in sparkler fireworks and, in one particularly decadent instance, the manager dressed as a gladiator and riding a chariot pulled by busboys. And once the bottles are drained, the bottles remain at the table. At a normal bar or restaurant, uncleared dishes would be a sign of lazy staff, but at a bottle service club the debris is an accumulating trophy that makes visible to all the consumer’s glorious expenditure.2

QotD: The Roman Republic at war … many wars … many simultaneous wars

With the end of the Third Samnite War in 290 and the Pyrrhic War in 275, Rome’s dominance of Italy and the alliance system it constructed was effectively complete. This was terribly important because the century that would follow, stretching from the start of the First Punic War in 264 to the end of the Third Macedonian War in 168 (one could argue perhaps even to the fall of Numantia in 133) put the Roman military system and the alliance that underpinned it to a long series of sore tests. This isn’t the place for a detailed recounting of the wars of this period, but in brief, Rome would fight major wars with three of the four other Mediterranean great powers: Carthage (264-241, 218-201, 149-146), Antigonid Macedon (214-205, 200-196, 172-168, 150-148) and the Seleucid Empire (192-188), while at the same time engaged in a long series of often quite serious wars against non-state peoples in Cisalpine Gaul (modern north Italy) and Spain, among others. It was a century of iron and blood that tested the Roman system to the breaking point.

It certainly cannot be said of this period that the Romans always won the battles (though they won more than their fair share, they also lost some very major ones quite badly) or that they always had the best generals (though, again, they tended to fare better than average in this department). Things did not always go their way; whole armies were lost in disastrous battles, whole fleets dashed apart in storms. Rome came very close at points to defeat; in 242, the Roman treasury was bankrupt and their last fleet financed privately for lack of funds (Plb. 1.59.6-7). During the Second Punic War, at one point the Roman censors checked the census records of every Roman citizen liable for conscription and found only 2,000 men of prime military age (out of perhaps 200,000 or so; Taylor (2020), 27-41 has a discussion of the various reconstructions of Roman census figures here) who hadn’t served in just the previous four years (Liv. 24.18.8-9). In essence the Romans had drafted everyone who could be drafted (and the 2,000 remainders were stripped of citizenship on the almost certainly correct assumption that the only way to not have been drafted in those four years but also not have a recorded exemption was intentional draft-dodging).

And the military demands made on Roman armies and resources were exceptional. Roman forces operated as far east as Anatolia and as far west as Spain at the same time. Livy, who records the disposition of Roman forces on a year-for-year basis during much of this period (we are uncommonly well informed about the back half of the period because those books of Livy mostly survive), presents some truly preposterous Roman dispositions. Brunt (Italian Manpower (1971), 422) figures that the Romans must have had something like 225,000 men under arms (Romans and socii) each year between 214 and 212, immediately following a series of three crushing defeats in which the Romans probably lost close to 80,000 men. I want to put that figure in perspective for a moment: Alexander the Great invaded the entire Persian Empire with an army of 43,000 infantry and 5,500 cavalry. The Romans, having lost close to Alexander’s entire invasion force twice over, immediately raised more than four times as many men and kept fighting.

These armies were split between a bewildering array of fronts (e.g. Liv 24.10 or 25.3): multiple armies in southern Italy (against Hannibal and rebellious socii now supporting him), northern Italy (against the Cisalpine Gauls, who also backed Hannibal) and Sicily (where Syracuse threatened revolt) and Spain (a Carthaginian possession) and Illyria (fighting the Antigonids) and with fleets active in both the Adriatic and Tyrrhenian Sea supporting those operations. And of course a force defending Rome itself because did I mention Hannibal was in Italy?

If you will pardon me embellishing a Babylon 5 quote, “Only an idiot fights a war on two fronts. Only the heir to the throne of the kingdom of idiots would fight a war on twelve fronts.” And apparently, only the Romans would then win that war anyway.

(I should note that, for those interested in reading up on this, the state-of-the-art account of Rome’s ability to marshal these truly incredible amounts of resources and especially men is the aforementioned, M. Taylor, Soldiers & Silver (2020), which presents the consensus position of scholars better than anything else out there. I’d be remiss if I didn’t note that my own book project takes aim at this consensus and hopes to overturn parts of it, but seeing as how my book isn’t done, for now Taylor holds the field (also it’s a good book which is why I recommended it)).

QotD: South Africa after Apartheid

Now, what has replaced this abhorrent socio-political system [apartheid] is not good, at all; indeed, what has since happened in South Africa is typical of most African countries: massive corruption, bureaucratic inertia, inefficiency and incompetence, and a level of violence which makes Chicago’s South Side akin to a holiday resort. (For those who wish to know the attribution for much of the above, I recommend reading the chapter entitled “Caliban’s Kingdoms” in Paul Johnson’s Modern Times.) Where South Africa differs from other African countries is twofold: where in the rest of Africa the preponderance of violence and oppression was Black on Black — and therefore ignored by the West — apartheid was a system of White on Black oppression (and therefore more noticeable to Western eyes). The second difference is that apartheid exacerbated the virulence of the “grievance” culture which demands reparations (financial and otherwise) for the iniquities of apartheid. This continues to unfold, to where the homicide rate for White farmers — part of the taking of farmland from Whites — is one of the highest in the world, and the capture and conviction rates for the Black murderers among the lowest — a simple inversion of the apartheid era.

Speaking with hindsight, however, it would be charitable to suggest […] that apartheid was “simply a logical adaptation to the presence of a population that simply cannot support or sustain a First World standard of living, done by people who very much valued the First World society they had created”. While that statement is undoubtedly true, up to a point, and it could be argued that apartheid was a pragmatic solution to the chaos evident throughout the rest of Africa, it cannot be used as an excuse. Indeed, such a labeling would give, and has given rise to the notion that First World systems are inherently unjust, and a different label “colonialism” — which would include apartheid — can be applied to the entirety of Western Civilization.

The fact of the matter is that when it comes to Africa, there is no good way. First World — i.e. Western European — principles only work in a socio-political milieu in which principles such as the rule of law, free trade, non-violent transfer of political power and the Enlightenment are both understood and respected. They aren’t, anywhere in Africa, except where such adherence can be worked to temporary local advantage. Remember, in the African mindset there is no long-term thinking or consideration of consequence — which is why, for example, since White government (not just South African) has disappeared in Africa, the infrastructure continues to crumble and fail because of a systemic and one might say almost genetic indifference to its maintenance. When a government is faced with a population of which 90% is living in dire poverty and in imminent danger of starvation, that government must try to address that first, or face the prospect of violent revolution. It’s not an excusable policy, but it is understandable.

That said, there is no gain in rethinking apartheid’s malevolence […] because apartheid was never going to last anyway, and its malevolence was bound to engender a similar counter-malevolence once it disappeared. Which is the main point to my thinking on Africa: nothing works. Africa is simply a train-smash continent, where good intentions come to nought, where successful systems and ideas fail eventually, and where unsuccessful systems (e.g. Marxism) also fail, just fail more quickly.
