The Greek historian Thucydides argued that countries go to war for three reasons: honor, fear and interest. He put honor first, and yet that is probably the least appreciated aspect of foreign policy today. Historian Donald Kagan, in his essay “Honor, Interest, Nation-State,” recounts how since antiquity, nations have put honor ahead of interest. “For the last 2,500 years, at least, states have usually conducted their affairs and have often gone to war for reasons that would not pass the test of ‘vital national interests’ posed by modern students of politics.”
“On countless occasions,” he continues, “states have acted to defend or foster a collection of beliefs and feelings that ran counter to their practical interests and have placed their security at risk, persisting in their course even when the costs were high and the danger was evident.”
Americans instinctively understand this when our own honor is at stake. The rallying cry during the Barbary Wars, “Millions for defense, but not one cent for tribute,” has almost become part of the national creed. I am no fan of Karl Marx, but he was surely right when he observed that “shame is a kind of anger turned in on itself. And if a whole nation were to feel ashamed it would be like a lion recoiling in order to spring.”
Both the first and second world wars cannot be properly understood without taking the role national honor plays in foreign affairs. Similarly, Vladimir Putin’s constant testing of the West only makes sense when you take into account the despot’s core conviction that the fall of the Soviet Union was a blow to Russian prestige and honor.

QotD: Booze, smokes, and heroin
It is now impolite to refer to habitual drunkards. They are “alcoholics,” supposedly suffering from a complaint that is not their fault. The curious variable ambiguity of Alcoholics Anonymous on this point has added to the confusion. AA, to begin with, asked its adherents to admit they had no control over themselves, as a preliminary to giving that power to God. Somehow I suspect that God plays less of a part in modern AA doctrine, but the idea of powerlessness remains. Members of the organization quietly moved from calling alcoholism an “illness” or a “malady” to describing it as a “disease,” round about the time that the medical profession began to do the same thing.
We are ceaselessly told that cigarettes are “addictive.” Most powerfully, most of us believe that the abusers of the illegal drug heroin are “addicted” to it. Once again, the public, the government, and the legal and medical systems are more or less ordered to believe that users of these things are involuntary sufferers. A British celebrity and alleged comedian, Russell Brand, wrote recently, “The mentality and behaviour of drug addicts and alcoholics is wholly irrational until you understand that they are completely powerless [my emphasis] over their addiction and, unless they have structured help, they have no hope.”
Brand is a former heroin abuser who has by now rather famously given up the drug. But how can that be, if what he says about addiction is true? The phrase “wholly irrational” simply cannot withstand the facts of Brand’s own life. It will have to be replaced by something much less emphatic — let us say, “partly irrational.” The same thing happens to the phrase “completely powerless.” Neither the adverb nor the adjective can survive. Nor can the word “addiction” itself, which is visibly evaporating. We have to say “they struggle over their compulsion.”

QotD: Celtic nationalism
Welsh, Irish and Scottish nationalism have points of difference but are alike in their anti-English orientation. Members of all three movements have opposed the war while continuing to describe themselves as pro-Russian, and the lunatic fringe has even contrived to be simultaneously pro-Russian and pro-Nazi. But Celtic nationalism is not the same thing as anglophobia. Its motive force is a belief in the past and future greatness of the Celtic peoples, and it has a strong tinge of racialism. The Celt is supposed to be spiritually superior to the Saxon — simpler, more creative, less vulgar, less snobbish, etc. — but the usual power hunger is there under the surface. One symptom of it is the delusion that Eire, Scotland or even Wales could preserve its independence unaided and owes nothing to British protection.

QotD: The deep state
The deep state is no myth but a sodden, intertwined mass of bloated, self-replicating bureaucracy that constitutes the real power in Washington and that stubbornly outlasts every administration. As government programs have incrementally multiplied, so has their regulatory apparatus, with its intrusive byzantine minutiae. Recently tagged as a source of anti-Trump conspiracy among embedded Democrats, the deep state is probably equally populated by Republicans and apolitical functionaries of Bartleby the Scrivener blandness. Its spreading sclerotic mass is wasteful, redundant, and ultimately tyrannical.
I have been trying for decades to get my fellow Democrats to realize how unchecked bureaucracy, in government or academe, is inherently authoritarian and illiberal. A persistent characteristic of civilizations in decline throughout history has been their self-strangling by slow, swollen, and stupid bureaucracies. The current atrocity of crippling student debt in the US is a direct product of an unholy alliance between college administrations and federal bureaucrats — a scandal that ballooned over two decades with barely a word of protest from our putative academic leftists, lost in their post-structuralist fantasies. Political correctness was not created by administrators, but it is ever-expanding campus bureaucracies that have constructed and currently enforce the oppressively rule-ridden regime of college life.
In the modern world, so wondrously but perilously interconnected, a principle of periodic reduction of bureaucracy should be built into every social organism. Freedom cannot survive otherwise.

QotD: “Working over Christmas”
“Are you working over Christmas?” I asked the waitress at my local diner in New Hampshire last Thursday – December 23rd.
Erica looked bewildered. “No,” she said. “We’re closed Christmas Day.”
My mistake. I’d just been on the phone to an editor in London who’d wanted early copy for the late January issue because no-one was going to be in the office “over Christmas”. I’d forgotten that, in New Hampshire, “over Christmas” means December 25th. In London and much of the rest of Europe, it’s a term of art stretching as far into mid-January as you can get away with.
In America, the Christmas holiday is what it says: a holiday to observe Christmas. If it happens to fall on a Saturday or Sunday, tough. See you at work Monday morning. But across the Atlantic, if Christmas and New Year fall on the weekend, the ensuing weeks are eaten up by so many holidays they can’t even come up with names for them. I see from the well-named “Beautiful Ireland” calendar this newspaper sent me in lieu of a handsome bonus for calling the US elections correctly that January 3rd 2005 is a holiday in Ireland and Britain – the Morning After The Morning After Hogmanay – and the lucky Scots get January 4th off too – the First Hogtuesday After Hogmonday? Eventually, the entire Scottish economy will achieve the happy state of their enchanted village of Brigadoon and show up for one day every hundred years.

Christmas, according to Hillary Rodham Clinton in 1999, is when those in that particular faith tradition celebrate “the birth of a homeless child.” Or, as Al Gore put it in 1997, “Two thousand years ago, a homeless woman gave birth to a homeless child.” For Pete’s sake, they weren’t homeless — they couldn’t get a hotel room. They had to sleep in the stable only because Dad had to schlep halfway across the country to pay his taxes in the town of his birth, which sounds like the kind of cockamamie bureaucratic nightmare only a blue state could cook up. Except that in Massachusetts, it’s no doubt illegal to rent out your stable without applying for a Livestock Shelter Change of Use Permit plus a Temporary Maternity Ward for Non-Insured Transients License, so Mary would have been giving birth under a bridge on I-95.

QotD: Christmas shopping
A day in the life of a male Christmas shopper is one of trepidation and resignation.
Let’s be honest, the expectations on a guy at Christmas time to come up with the perfect gift are tremendous. Are we equal to the task? No.
Not to paint everyone with the same brush, and there are exceptions which prove the rule, but guys are out of their element when it comes to Christmas shopping … or shopping for that matter.
Christmas shopping for women is like deer hunting season for guys. They prepare for the season, they’ve spent hours scouting, they’re dressed for it, they read all the magazines, purses and budgets are finalized, and when they hit the woods, er, I mean the stores … they are ready to make the kill.
Men on the other hand, are like the deer caught in the proverbial headlights.

QotD: “Baby, it’s cold outside”
Speaking of immorality, MGM’s censors cut the wrong song. A few decades back, a young middle-class Egyptian spending some time in the US had the misfortune to be invited to a dance one weekend and was horrified at what he witnessed:

Where was this den of debauchery? Studio 54 in the 1970s? Haight-Ashbury in the summer of love? No, the throbbing pulsating sewer of sin was Greeley, Colorado, in 1949. As it happens, Greeley, Colorado, in 1949 was a dry town. The dance was a church social. And the feverish music was “Baby, It’s Cold Outside,” as introduced by Esther Williams in Neptune’s Daughter. Revolted by the experience, Sayyid Qutb decided that America (and modernity in general) was an abomination, returned to Egypt, became the leading intellectual muscle in the Muslim Brotherhood, and set off a chain that led from Qutb to Zawahiri to bin Laden to the Hindu Kush to the Balkans to 9/11 to the brief Muslim Brotherhood takeover of Egypt to the Islamic State marching across Syria and Iraq. Indeed, Qutb’s view of the West is the merest extension of “Baby, It’s Cold Outside” — America as the ultimate seducer, the Great Satan.
I’m a reasonable chap, and I’d be willing to meet the Muslim Brotherhood chaps halfway on a lot of the peripheral stuff like beheadings, stonings, clitoridectomies and whatnot. But you’ll have to pry “Baby, It’s Cold Outside” from my cold dead hands and my dancing naked legs. A world without “Baby, It’s Cold Outside” would be very cold indeed.

QotD: An “authentic” peasant diet
The fact is that you wouldn’t want to eat like a European peasant of yesteryear, or a Chinese peasant, either. Sure, peasants ate well when the garden was producing and the harvest was ripe. A lot of the year, they ate pretty meager, dull fare. Many of the spices we now take as ordinary — salt and pepper, for example — were pretty pricey. So were meat and cheese, which, like everything else, tended to get pretty scarce in winter. When you read about what people were actually eating most of the year, you realize that diets were dull, repetitive, and heavy on grains and legumes, lightly complimented by salted and dried things (home canning, like many of the other things we think of as traditional, was another Industrial Revolution contribution, and before modern farming practices, cows tended to be “dried off” in the winter to save the expense of the extra feed a milking cow needed). And this stayed true throughout the 19th century for large swaths of the population in both America and abroad.
The farther north you went, the more this was true — it’s probably no accident that Ireland and Scandinavia are not, let us say, renowned for their fantastic contributions to world cuisine. When your growing season is a short cloudy period between miserable winters, you don’t have the raw materials to construct amazing dining experiences. (Sure, every country has at least one or two really good fairly traditional foods. But the shorter the time fresh ingredients are available, the fewer culinary marvels you’ll be able to produce.)
Too, we must remember that not everyone was a good cook. Cooking was a job, not an absorbing hobby, and as with any other job, many people did it badly. Every farm wife could produce enough calories to feed her family (at least, if the raw materials were available). Not all of them could produce anything you’d want to eat. Modern food-processing technology has relieved us of that most “authentic” culinary experience: boring ingredients processed by an indifferent cook into something that you’d only voluntarily consume if you were pretty hungry. Even the memory of these cooks has fallen away, though you’ll encounter a lot of them if you read old novels.

QotD: Maple-flavoured corporate welfare
There’s that word: “investments.” That’s what Canadians — Ontarians and Quebecers, certainly — have been trained to expect in these situations: An elaborate mating dance culminating in a greasy press conference where corporate leaders hail bold new provincial and federal “investments” in the company and its workers and its world-beating widgets. Critics are assailed as uncaring and testily reminded that every jurisdiction subsidizes the widget industry.
Traditionally, this is later followed by outrage when it emerges the company has used taxpayers’ bold investment to pay out lavish bonuses or dividends. In the fullest version of the performance, the company just pulls up stakes and leaves town anyway — sometimes having fulfilled its stated obligations, sometimes not, but always leaving behind a bad taste and a per-employee subsidy rate that makes no sense in hindsight.
If the company is Bombardier, it might extract lavish subsidies from government for an airplane project on the theory the Canada needs an aerospace industry, then turn around and sell the project to a foreign competitor for basically nothing.

QotD: Addiction
The chief difficulty with the word “addiction” is the idea that it describes a power greater than the will. If it exists in the way we use it and in the way our legal and medical systems assume it exists, then free will has been abolished. I know there are people who think and argue this is so. But this is not one of those things that can be demonstrated by falsifiable experiment. In the end, the idea that humans do not really have free will is a contentious opinion, not an objective fact.
So to use the word “addiction” is to embrace one side in one of those ancient unresolved debates that cannot be settled this side of the grave. To decline to use it, by contrast, is to accept that all kinds of influences, inheritances, and misfortunes may well operate on us, and propel us towards mistaken, foolish, wrong, and dangerous actions or habits. It is to leave open the question whether we can resist these forces. I am convinced that declining the word “addiction” is both the only honest thing to do, and the only kind and wise thing to do, when we are faced with fellow creatures struggling with harmful habits and desires. It is all very well to relieve someone of the responsibility for such actions, by telling him his body is to blame. But what is that solace worth if he takes it as permission to carry on as before? Once or twice I have managed to explain to a few of my critics that this is what I am saying. But generally they are too furious, or astonished by my sheer nerve, to listen.

QotD: Woodrow Wilson’s repressive regime
Not surprisingly, such intellectual kindling was easy to ignite when World War I broke out. The philosopher John Dewey, New Republic founder Herbert Croly, and countless other progressive intellectuals welcomed what Mr. Dewey dubbed “the social possibilities of war.” The war provided an opportunity to force Americans to, as journalist Frederick Lewis Allen put it, “lay by our good-natured individualism and march in step.” Or as another progressive put it, “Laissez faire is dead. Long live social control.”
With the intellectuals on their side, Wilson recruited journalist George Creel to become a propaganda minister as head of the newly formed Committee on Public Information (CPI).
Mr. Creel declared that it was his mission to inflame the American public into “one white-hot mass” under the banner of “100 percent Americanism.” Fear was a vital tool, he argued, “an important element to be bred in the civilian population.”
The CPI printed millions of posters, buttons, pamphlets, that did just that. A typical poster for Liberty Bonds cautioned, “I am Public Opinion. All men fear me!… [I]f you have the money to buy and do not buy, I will make this No Man’s Land for you!” One of Creel’s greatest ideas – an instance of “viral marketing” before its time – was the creation of an army of about 75,000 “Four Minute Men.” Each was equipped and trained by the CPI to deliver a four-minute speech at town meetings, in restaurants, in theaters – anyplace they could get an audience – to spread the word that the “very future of democracy” was at stake. In 1917-18 alone, some 7,555,190 speeches were delivered in 5,200 communities. These speeches celebrated Wilson as a larger-than-life leader and the Germans as less-than-human Huns.
Meanwhile, the CPI released a string of propaganda films with such titles as The Kaiser, The Beast of Berlin, and The Prussian Cur. Remember when French fries became “freedom fries” in the run-up to the Iraq war? Thanks in part to the CPI, sauerkraut become “victory cabbage.”
Under the Espionage Act of 1917 and the Sedition Act of 1918, Wilson’s administration shut down newspapers and magazines at an astounding pace. Indeed, any criticism of the government, even in your own home, could earn you a prison sentence. One man was brought to trial for explaining in his own home why he didn’t want to buy Liberty Bonds.
The Wilson administration sanctioned what could be called an American fascisti, the American Protective League. The APL – a quarter million strong at its height, with offices in 600 cities – carried government-issued badges while beating up dissidents and protesters and conducting warrantless searches and interrogations. Even after the war, Wilson refused to release the last of America’s political prisoners, leaving it to subsequent Republican administrations to free the anti-war Socialist Eugene V. Debs and others.

QotD: Transferring nationalist passions
The intensity with which they are held does not prevent nationalist loyalties from being transferable. To begin with, […] they can be and often are fastened up on some foreign country. One quite commonly finds that great national leaders, or the founders of nationalist movements, do not even belong to the country they have glorified. Sometimes they are outright foreigners, or more often they come from peripheral areas where nationality is doubtful. Examples are Stalin, Hitler, Napoleon, de Valera, Disraeli, Poincare, Beaverbrook. The Pan-German movement was in part the creation of an Englishman, Houston Chamberlain. For the past fifty or a hundred years, transferred nationalism has been a common phenomenon among literary intellectuals. With Lafcadio Hearne the transference was to Japan, with Carlyle and many others of his time to Germany, and in our own age it is usually to Russia. But the peculiarly interesting fact is that re-transference is also possible. A country or other unit which has been worshipped for years may suddenly become detestable, and some other object of affection may take its place with almost no interval. In the first version of H. G. Wells’s Outline of History, and others of his writings about that time, one finds the United States praised almost as extravagantly as Russia is praised by Communists today: yet within a few years this uncritical admiration had turned into hostility. The bigoted Communist who changes in a space of weeks, or even days, into an equally bigoted Trotskyist is a common spectacle. In continental Europe Fascist movements were largely recruited from among Communists, and the opposite process may well happen within the next few years. What remains constant in the nationalist is his state of mind: the object of his feelings is changeable, and may be imaginary.
But for an intellectual, transference has an important function […]. It makes it possible for him to be much more nationalistic — more vulgar, more silly, more malignant, more dishonest — that he could ever be on behalf of his native country, or any unit of which he had real knowledge. When one sees the slavish or boastful rubbish that is written about Stalin, the Red Army, etc. by fairly intelligent and sensitive people, one realises that this is only possible because some kind of dislocation has taken place. In societies such as ours, it is unusual for anyone describable as an intellectual to feel a very deep attachment to his own country. Public opinion — that is, the section of public opinion of which he as an intellectual is aware — will not allow him to do so. Most of the people surrounding him are sceptical and disaffected, and he may adopt the same attitude from imitativeness or sheer cowardice: in that case he will have abandoned the form of nationalism that lies nearest to hand without getting any closer to a genuinely internationalist outlook. He still feels the need for a Fatherland, and it is natural to look for one somewhere abroad. Having found it, he can wallow unrestrainedly in exactly those emotions from which he believes that he has emancipated himself. God, the King, the Empire, the Union Jack — all the overthrown idols can reappear under different names, and because they are not recognised for what they are they can be worshipped with a good conscience. Transferred nationalism, like the use of scapegoats, is a way of attaining salvation without altering one’s conduct.
