Our modern verbal taboos

John McWhorter tackles the dreaded “N-word” — perhaps the most powerful taboo word in our current quasi-religious culture:

The question is why we have become so extremely sensitive about that word since the 1990s, despite that our times are so much further from the ones where whites casually levelled the term with abandon. Why are we making a finger-cross and hanging garlic in the doorway against even any semblance or suggestion of a sequence of sounds?

Supposedly because the word recalls slavery, Jim Crow and horrific abuses. But then, even black people just a few decades ago didn’t typically think this meant that one cannot utter the word even to refer to it. That’s new, and it is, quite simply, a taboo — as in what we associate with societies vastly different from our own.

There are languages in Australia where you use a separate vocabulary with your mother-in-law, and it is taboo to use the regular word equivalents for it with her. In one of the languages, there is a general word for moving that you use when talking to your mother-in-law about going, walking, sailing and crawling. To use the regular words for these things with her would be like hauling off with a curse word in English.

This sounds quaint to us, but should not, because our treatment of the N-word is hardly different. The idea that the word is simply never to be uttered is so deeply entrenched now that it may seem odd to many people under about 40 that in times that seemed quite modern not so long ago, one could produce the sounds of the word nigger in public if you were talking about it rather than using it. With taste, of course — one didn’t go about saying it over and over. But there was an understanding that to refer to it — especially since this was usually in condemnation — was harmless. Because it was.

If you think about it, this made perfect sense. It’s today’s situation that is odd, in that suddenly we have a taboo of a kind we associate with pre-scientific indigenous societies. The word must be chased away whenever it seeps in through the cracks in the floor, just as if you pick up the phone and the Devil is on the line, you hang up. To wit, this is more evidence that Electness is a religion. The evolution in sensibility about the N-word has been an early manifestation of Elect ideology, penetrating so quickly because of the especially loaded nature of the word. It’s pretty easy to classify it as heresy for saying a word that is used as a slur; getting people fired for saying reverse racism — as happened to former San Francisco Museum of Modern Art Gary Garrels — takes a while.

Some will despise that I am calling the new take on the word pious. But 25 years ago we all knew exactly those things about the word’s heritage, and felt modern and enlightened to, with sensible moderation, utter the word in reference rather than gesture. Under normal conditions, the etiquette would have stayed at that point. The only thing that makes that take on the word now seem backwards is a sense of outright “cover-your-mouth” taboo: i.e. religion. This performative refusal to distinguish, this embrace of the mythic, shows a take on the N-word analogous to taking the Lord’s name in vain.

I call this refusal performative — i.e. a put-on — because I simply cannot believe that so many people do not see the difference between using a word as a weapon and referring to the word in the abstract. I would be disrespecting them to suppose that they don’t get this difference between, say, Fuck! as something yelled and fuck as in a word referring to sexual intercourse. They understand the difference, but see some larger value in pretending that it doesn’t exist.

In my experience, a common idea is that if we allow the word to be used in reference, there is a slippery slope from there to whites feeling comfortable hurling the slur as well. There are two problems with this point. One: for decades civilized people could use the word in reference, and yet there was no sign of the epithet coming back into style. Today’s crusaders can’t claim to be holding off some rising tide. Second: what is the sociohistorical parallel? At what point in human history has a slur been proscribed, but then returned to general usage because it was considered okay to refer to the word as opposed to use it? That many people can just imagine this happening with the N-word is not an argument, especially since it’s hard not to notice that this hypothetical scenario fits so cozily into their professionally Manichaean take on race.

I have always believed that I am the kind of person who doesn’t like sports. I don’t like playing them, and I don’t like watching them. Despite growing up in a sports-friendly household, I don’t think I have ever watched a complete game of professional basketball. I enjoy the over-the-top production values of the Super Bowl, but not football itself. I appreciate baseball as an exercise in the generation of discrete statistical outcomes, but I can’t bring myself to feel any passion about the game. All I know about hockey is that there’s something called the icing rule, which sounds delicious.

Only about 7 percent of American adults don’t watch sports at all. That means that non-sports-watchers are, by some counts, even rarer than libertarians. What I’m trying to say is, I’m fun at parties.

The more we ask governments to do, the less well they do … everything

Matt Gurney’s latest Code 47 post reflects on the good and bad of Canadian governance right now (and yes, I agree with his basic take that despite buffoonery and incompetence at all levels of government, Canadians still generally have it good):

In some ways, absolutely. Canada’s relative awesomeness is not an accident. We rest on the accomplishments of prior generations and some of what we do today contributes directly to the common prosperity. A ton of stuff happens behind the scenes, every day, that contribute enormously to our way of life — really, make it possible. But in other ways, the pandemic has revealed just how incompetent and inept our governments have become meeting new challenges. It’s like every last bit of bandwidth our governments have is used up just keeping the status quo running along, and if we ask it to do anything new, it’s like hitting a computer with one process too many for its CPU. It just locks up.

Real-life example: I was watching today as the Ontario and federal governments continued bickering about the proper border controls we should have during what will probably be the last phase of this crisis. And what struck me was the sheer insanity of not having settled this a long time ago. I’m not even saying what I think the answer should have been. There’s a lot of genuinely competing interests there. I have my opinion, you can have yours. But can we at least agree that what to do about the goddamn borders ought not to still be under active decision 14 frickin’ months after this all began?

The federal government, in particular, seems to have fallen into a trap of its own making in that it corporately seems to believe that saying they’ll do something is exactly the same as actually doing something. Often enough, I’m pleased and relieved to find that Trudeau Jr.’s latest brain fart never got further than the press release and obligatory photo op, but it has become a constant in federal affairs. Optics matter far more than achievements, as long as the tame Canadian media play along — and they always played along with their boyfriend PM even before he bought them off with real money — nothing really changes. And everyone seems generally okay with this … except that real problems are not being addressed (ask any First Nations representative about how well the feds are helping with long-standing, known issues, for instance).

Certain provinces have done better than others. It’s tempting to point at them and go, ah ha, there’s what we should have done. And I think this is in large part fair and true. But it’s hard to make direct comparisons. Nova Scotia is not Ontario, and what worked in Nova Scotia wouldn’t necessarily have worked here. Believe me, if I could have swapped in their leaders for ours, I would have. It would have been an upgrade for sure. But the right solution, and personalities, for one crisis, in one time and place, aren’t necessarily the right solution for even that same crisis, at the same time, in a different place. I suspect we’ll spend a long time arguing about this once it’s all over, but I think that’s more or less where I’ve landed. Most of us would have been better off trying to be more like the Atlantic, but that doesn’t mean it would have recreated Atlantic-like successes everywhere.

But all that being said, there have been enormous basic failures, both in leadership and execution. You’ve all heard the joke about how someone new to government is shocked and dispirited to finally seize the levers of power, only to discover they’re not connected to anything. You can push and pull the levers all day long. But they don’t do anything. In Canada, both federally and in some of the provinces, we’ve been shockingly slow, again and again, to pull those levers. And sometimes, even after they’re pulled, nothing happens.

I don’t know if I have this thought through yet in a meaningful, useful way. This is a big, big idea that I’m starting at from different angles, trying to even conceive of its dimensions and scope. But if there is one problem we have — we have more, but if there is a meta-problem — I think it is that Canadian governments have lost the ability to execute new policy agendas. What we already have will generally work, more or less. But new things, or updates to old things? We routinely accept that failure is an option, or that even our successes will be late and overbudget — beyond acceptable real-world margins. (Life is always more complicated than theory.) There are things in my life that I just take for granted will work. If I get into my car and it doesn’t start, that surprises me, even though I am intellectually aware that that’s a possibility every time I try. But too often, with government, there is an entirely justified skepticism that it’ll succeed at all, let alone as intended, and yet, we shrug, because, hey. It’s Canada. Things are still good. How upset can I get about another program failure when I can just go fire up the barbecue and watch some hockey or something.

Governments are generally not very good at solving problems, especially novel problems that don’t already have a template to follow for success in similar circumstances. Set up a bureaucracy, establish processes and procedures, and set it in motion and it’ll carry on until the final Trump, but don’t ask it to cope with a crisis or even just an unexpected event or six. That’s not what they’re good at and they generally lack the organizational flexibility to adapt on the fly. Or at all.

Yes, false conspiracy theories are dangerous. One of the best defences a polity has against them is a reasonable level of trust in the authorities and the media. In the long run the only way to gain this trust is to be worthy of it, i.e. not to lie and not to hide the truth. By their promiscuous propagation of any story, however baseless, that might harm the Republicans and their enthusiastic censorship of any story, however credible, that might make the Democrats look bad, the American Woke Media, old and new, have lost this trust. As a result reality ensues, to quote TV Tropes. Or if you prefer the same truth in an older format, take your quote from William Caxton’s summary at the end of his retelling of the fable of the boy who cried wolf, “men bileve not lyghtly hym whiche is knowen for a lyer“.

Bill C-10, despite frequent government denials, would regulate user-generated content on the internet

Michael Geist continues to sound the alarm about the federal government’s bill to vastly increase CRTC control over Canadians’ access to information and entertainment options online, including the Heritage minister’s mendacity when challenged about how the CRTC’s powers will increase to censor individual Canadians in what they post to online services like YouTube:

Canadian Heritage Minister Steven Guilbeault and the Liberal government’s response to mounting concern over its decision to remove a legal safeguard designed to ensure the CRTC would not regulate user generated content has been denial. The department’s own officials told MPs that all programming on sites like Youtube would be subject to regulation, yet Guilbeault insisted to the House of Commons that user generated content would be excluded from regulation as part of Bill C-10, his Broadcasting Act reform bill.

However, based on new documents I recently obtained, it has become clear that Guilbeault and the government have misled the Canadian public with their response. In fact, the government effectively acknowledges that it is regulating user generated content in a forthcoming, still-secret amendment to Bill C-10. Amendment G-13, submitted by Liberal MP Julie Dabrusin on April 7th and likely to come before the committee studying the bill over the next week, seeks to amend Section 10(1) of the Broadcasting Act which specifies the CRTC’s regulatory powers. It states:

    (4) Regulations made under paragraph (1)(c) do not apply with respect to programs that are uploaded to an online undertaking that provides a social media service by a user of the service – if that user is not the provider of the service or the provider’s affiliate, or the agent or mandatary of either of them – for transmission over the Internet and reception by other users of the service.

The amendment is a clear acknowledgement that user generated content are programs subject to CRTC’s regulation making power. Liberal MPs may claim the bill doesn’t do this, but their colleagues are busy submitting amendments to address the reality.

But it is not just that the government knew that its changes would result in regulating user generated content. The forthcoming secret amendment only covers one of many regulations that the CRTC may impose. The specific regulation – Section 10(1)(c) of the Broadcasting Act – gives the CRTC the power to establish regulations “respecting standards of programs and the allocation of broadcasting time for the purpose of giving effect to the broadcasting policy set out in subsection 3(1).”

SFU professor’s analysis of Covid Lockdown Cost/Benefits

Economist Douglas W. Allen of Simon Fraser University recently published his Covid Lockdown Cost/Benefits:A Critical Assessment of the Literature where he concludes that “it is possible that lockdown will go down as one of the greatest peacetime policy failures in Canada’s history”:

In my forty years as an academic, I’ve never seen anything like the response and reaction to Covid-19. The research response has been immense, with estimates of over 40,000 papers related to the topic produced in one year. This research covers every imaginable aspect of Covid-19, and over the course of the past year knowledge about the virus, the human reactions to it, and the consequences of these reactions has exploded. In one word, the Covid-19 information cascade has been “overwhelming.”

In contrast, the ubiquitous media, public health, and political response to the pandemic has been one-sided, incomplete, and almost unchanging over the past year. With respect to lockdown policies, many political jurisdictions have repeated the same spring 2020 programs in 2021, ignoring what has been learned in the meantime. Often public announcements were made that were inconsistent with basic Covid-19 facts that were easy to look up if you know where to look. Furthermore, when research results contrary to the official government response were shared on social media, they were often pulled from social media platforms. As a result, for average Canadians the public media and official public health news conferences have been the only source of Covid-19 information.

This review of a small segment of the literature is intended to give some guidance for those who would otherwise not have access to academic research. The focus is to only critically assess the cost/benefit studies that have been written over the past year on lockdown policies related to the Covid-19 pandemic.

The report covers over 80 different academic studies and related Covid-19 datasites. I have sought out studies that i) dealt with matters of “lockdown” either directly or indirectly, and ii) were related directly or indirectly to issues relevant to the costs or benefits of lockdown.

The term “lockdown” is used to generically refer to state actions that imposed various forms of non-pharmaceutical interventions. That is, the term will be used to include mandatory state-enforced closing of non-essential business, education, recreation, and spiritual facilities; mask and social distancing orders; stay-in-place orders; and restrictions on private social gatherings.

“Lockdown” does not refer to cases of “isolation,” where a country was able to engage in an early and sufficient border closure that prevented trans-border transmission, followed by a mandated lockdown that eliminated the virus in the domestic population, which was then followed by perpetual isolation until the population is fully vaccinated. This strategy was adopted by a number of island countries like New Zealand. Here I will only consider lockdown as it took place in Canada and most of the world; that is, within a country where the virus became established.

This is a complicated report because it covers a wide range of studies, and deals with a wide range of issues. Table 1 outlines the substance of the report. Sections II: A and B, discuss four critical assumptions often made within the context of estimating benefits and costs. Understanding these assumptions explains why early studies claimed that the benefits of lockdown were so high, and also explains why the predictions of those models turned out to be false.

Section II: C, examines major cost/benefit studies completed over the first six months of the pandemic, and then focuses on what I believe to be the critical factor: distinguishing between mandated and voluntary changes in behavior. This section concludes with an interpretation of some unconditional death comparisons across countries that are typically reported in the media. Section II: D surveys the research done on the costs of lockdown. Finally, Section III. presents a simple alternative cost/benefit methodology to generate two cost/benefit ratios of lockdown.

There should be a specific Canadian variant to indicate our enjoyment of Americans’ discomfort, which is and always has been a major source of satisfaction for many of our media elites. Saad, 57, is a professor of marketing at the John Molson School of Business at Montreal’s Concordia University. His domain is evolutionary psychology as applied to business — a niche field, to be sure. He’s written such papers as “Gender differences in information search strategies for a Christmas gift,” and “Menstrual cycle effects on prosocial orientation, gift giving and charitable giving,” which provide valuable information to guide marketing strategies.

You’d be hard pressed to find any academic in Canada who’s more deeply steeped in knowledge about the ineluctable differences between the sexes. (Speaking of “the sexes,” business schools may be the last places left in academia to use those words to designate men and women and acknowledge their differences. Perhaps because their students want to succeed in the real world.)

Since then, Saad has understood the absolute necessity for critical thinking and freedom of speech. In the present, unhealthy climate, feelings rule, while critical thinking’s value declines daily. Just as our immune systems are designed to cope with novel intruders or atrophy, if we live in an intellectual bubble — as university students do now, rarely confronting opposing views — our cognitive immune systems atrophy, Saad says.

The consequence is what Saad calls “ostrich parasitic syndrome” (OPS). This disorder, in his words, “causes a person to deny realities that are otherwise as clear as the existence of gravity.” Science, reason, infinite data, common sense — all are rejected.

Cognitively disarmed, OPS sufferers accept alternate realities: climate change is “related to terrorism” (Bill Nye, the “science guy”); it is “gross and racist” to suggest Islam is connected to Islamism (Ben Affleck); the Israeli military “dehumanizes” Palestinian women by choosing not to rape them (not a typo: this was the thrust of an award-winning thesis by a radically leftist Israeli sociologist); men can literally be women (nearly everyone says this now, for fear of being labelled transphobic).

It used to be that you could “stand off on the sidelines” when you called out postmodern BS. No longer. There’s no middle ground anymore. You call out the BS or you keep schtum. If you choose the former, as Saad’s writing and actions demonstrate, you need to cultivate your own inner honey badger. Nothing else works.

The latest post by John McWhorter at It Bears Mentioning discusses the “white” behaviours and thought patterns that many activists believe are as harmful to American blacks as outright white supremacism:

The organization 1776Unites, founded by my mentor and model Bob Woodson, has tweeted out a video where various black people decry a now fashionable idea that “whiteness” includes being smart. As in, precise, objective, fond of the written word, oriented towards dispassion, on time.

Those things are all manifestations of intelligence, vigilance, discipline. But according to our Elect folk, we black people are best off channeling our Crazy Badass Mothafucka. Because that’s more “authentic.” And, I get the feeling, fun to watch.

Because so many think that the battle that I and others are waging against Critical Race Theory’s transmogrification into education for children is an obsession with something that isn’t a real problem, I want to explore a bit. Someone I deeply respect not long ago surmised to me that the idea that black kids should be exempt from real standards is something being promulgated via mere paper “handouts,” and that the real problem is censorship from the right. I just don’t think so.

And now, as to what we are referring to, it starts actually before last summer. I knew something was really wrong when in 2019 at a conference in New York City for the city’s principals and superintendents, participants were presented with an idea that to teach with sensitivity to race issues meant keeping certain issues in mind.

These included ways of looking at things that are “white” rather than correct: namely, objectivity, individualism, and valuing the written word. Schools Chancellor Richard Carranza was fine with this, happily telling the media that it’s white people’s job to do the “work” of identifying the racist assumptions in how they go about their business.

So: to stand outside of matters and analyze them with one’s own private mind, and perhaps couch one’s conclusions with the considered artifice of writing rather than the spontaneity of speaking, is inauthentic for black and Latino people. It is racist to impose such things on black and Latino (and Native American?) kids. Or at best, brown kids should be taught this uptight “white” business only as a gloomy alternative to the realness of just hanging out sharing passing personal impressions via chatting.

This view of precision and detachment as white is a view about, more economically, reason. The idea is that to master close reasoning is suspect. It is exactly the roots of the “Math is Racist” notion, and if you want a whiff of how religiously people can glom on to such ideas, take a look at my Twitter feed in the week after I posted about that here.

Yet, seeing this educational philosophy laid out in the sunlight, The Elect cannot dismiss it as fringe “kookiness” — unless they want to insult the curators of a national museum devoted to celebrating the very black people The Elect live to liberate. At the African-American History Museum in Washington, D.C., for a hot minute or two in 2020 you could see a variation on the Jones-Okun business, an expanded presentation of what we must reject as “white” evil. An educational poster was displayed that slammed not only objectivity, individualism, and writing, but linear thinking, quantitative reasoning, the Protestant work ethic, planning for the future, and being on time.

As I watched Canadian Heritage Minister Steven Guilbeault yesterday close the Action Summit to Combat Online Hate, I was left with whiplash as I thought back to those early days. Today’s Liberal government is unrecognizable by comparison as it today stands the most anti-Internet government in Canadian history:

  • As it moves to create the Great Canadian Internet Firewall, net neutrality is out and mandated Internet blocking is in.
  • Freedom of expression and due process is out, quick takedowns without independent review and increased liability are in.
  • Innovation and new business models are out, CRTC regulation is in.
  • Privacy reform is out, Internet taxation is in.
  • Prioritizing consumer Internet access and affordability is out, reduced competition through mergers are in.
  • And perhaps most troublingly, consultation and transparency are out, secrecy is in.

This is not hyperbole. The Action Summit is a case in point. I was part of the planning committee and I am proud that the event produced two days of thoughtful discussion and debate, where the both the importance and complexity of addressing online hate brought a myriad of perspectives, including from the major Internet platforms. There was none of that nuance in Guilbeault’s words, who spoke the evil associated with the “web behemoths” and promised that his legislation would target content and Internet sites and services anywhere in the world provided it was accessible to Canadians. The obvious implications – much discussed in Internet circles in Ottawa – is that the government plans to introduce mandated content blocking to keep such content out of Canada as a so-called “last resort”. When combined with a copyright “consultation” launched this week that also raises Internet blocking, Guilbeault’s vision is to require Internet providers to install blocking capabilities, create new regulators and content adjudicators to issue blocking orders, dispense with net neutrality, and build a Canadian Internet firewall.

If that wasn’t enough, his forthcoming bill will also mandate content removals within 24 hours with significant penalties for failure to do so. The approach trades due process for speed, effectively reducing independent oversight and incentivizing content removal by Internet platforms. Just about everyone thinks this is a bad idea, but Guilbeault insists that “it is in the mandate letter.” In other words, consultations don’t matter, expertise doesn’t matter, the experience elsewhere doesn’t matter. Instead, a mandate letter trumps all. If this occurred under Stephen Harper’s watch, the criticism would be unrelenting.

In fact, one of the reasons that the government finds itself committed to dangerous policy is that it did not conduct a public consultation on its forthcoming online harms bill. Guilbeault was forced yesterday to admit that the public has not been consulted, which he tried to justify by claiming that it could participate in the committee review or in the development of implementation guidelines once the bill becomes law. This alone should be disqualifying as no government should introduce censorship legislation that mandates website blocking, eradicates net neutrality, harms freedom of expression, and dispenses with due process without having ever consulted Canadians on the issue.

“Students will find in Shakespeare absolutely no moral compass”

Sky Gilbert responds more than adequately to a demand to “Cancel Shakespeare” that also appeared in The Line recently:

This was long thought to be the only portrait of William Shakespeare that had any claim to have been painted from life, until another possible life portrait, the Cobbe portrait, was revealed in 2009. The portrait is known as the “Chandos portrait” after a previous owner, James Brydges, 1st Duke of Chandos. It was the first portrait to be acquired by the National Portrait Gallery in 1856. The artist may be by a painter called John Taylor who was an important member of the Painter-Stainers’ Company.

Allan thinks that Shakespeare’s language is difficult and old fashioned, and that students today find analyzing the complexities of his old-fashioned rhetoric boring and irrelevant. Yes, Shakespeare essentially writes in another language (early modern English). And reading or even viewing his work can be a tough slog. Not only did he invent at least 1,700 words (some of which are now forgotten today), he favoured a befuddling periodic syntax in which the subject does not appear until the end of a sentence.

But a study of Shakespeare’s rhetoric is important in 2021. There is one — and only one — exceedingly relevant idea that can be lifted from Shakespeare’s congested imagery, his complex, sometimes confusing metaphors — one jewel that can be dragged out of his ubiquitous references to OVID and Greek myth (references which were obviously effortless for him, but for most of us, only confound). And this idea is very relevant today. Especially in the era of “alternate facts” and “fake news.”

This idea is the only one Shakespeare undoubtedly believed. I say this because he returns to it over and over. Trevor McNeely articulated this notion clearly and succinctly when he said that Shakespeare was constantly warning us the human mind “can build a perfectly satisfactory reality on thin air, and never think to question it.” Shakespeare is always speaking — in one way or another — about his suspicion that the bewitching power of rhetoric — indeed the very beauty of poetry itself — is both enchanting and dangerous.

Shakespeare lived at the nexus of a culture war. The Western world was gradually rejecting the ancient rhetorical notion that “truth is anything I can persuade you to believe in poetry” for “truth is whatever can be proved best by logic and science.” Shakespeare was fully capable of persuading us of anything (he often does). But his habit is to subsequently go back and undo what he has just said. He does this so that we might learn to fundamentally question the manipulations of philosophy and rhetoric — to question what were his very own manipulations. Shakespeare loved the beautiful hypnotizing language of poetry, but was also painfully aware that it could be dangerous as hell.

In fact, Shakespeare’s work is very dangerous for all of us. That’s why students should — and must — read it. Undergraduates today hotly debate whether The Merchant of Venice is anti-Semitic, or whether Prospero’s Caliban is a victim of colonial oppression. Education Week reported that “in 2016, students at Yale University petitioned the school to ‘decolonize’ its reading lists, including by removing its Shakespeare requirement.”

It’s true that Shakespeare is perhaps one of the oldest and whitest writers we know. (And sometimes he’s pretty sexist too — Taming of the Shrew, anyone?). But after digging systematically into Shakespeare’s work even the dullest student will discover that for every Kate bowing in obedience to her husband, there is a fierce Lucrece — not only standing up to a man, but permanently and eloquently dressing him down. (And too, the “colonialist” Prospero will prove to be just as flawed as the “indigenous” Caliban.) William Hazlitt said: Shakespeare’s mind “has no particular bias about anything” and Harold Bloom said: “his politics, like his religion, evades me, but I think he was too wary to have any.”
