Kenneth Whyte announces the Sutherland House Prize

If the Canada Council for the Arts — the most important prize-awarding organization in Canadian literature — decides to ignore the majority of works of history in their award schemes, what can the Canadian literary community do about it? Sutherland House reacts by creating their own prize for those works deemed no longer prize-worthy by the Canada Council:

Almost from the start of this newsletter in May 2019, we’ve been concerned with the crisis in Canadian nonfiction publishing.

It began with our realization (SHuSH 10 and SHuSH 17) that the Canada Council had decided that books relying primarily on facts as opposed to the author’s voice are not art. Personal history, personal memoir, personal essay meet the Canada Council’s standard for art and are therefore eligible for grants and awards. Objective fact-based journalism, essays, histories, biographies, business and science writing, not so much.

We were bothered by the notion that the distance an author chooses to take from a subject (first person, say, versus third-person) is what makes or breaks a work of art. Same goes for an author’s fidelity, or lack thereof, to verifiable fact.

It also seemed bonkers that a government agency like the Canada Council would bail on researched nonfiction in favor of works in which the subjective experience of the writer is primary at a time when the rest of the government was so panicked over the lack of reliable fact-based information in the public sphere that it was pumping more than $500 million into our failing newspaper chains. If Ottawa was genuinely concerned about the quality of public discourse in Canada and the information available to the electorate, it would be directing the Canada Council to rescind its policy and support fact-based nonfiction to the same levels as fiction, poetry, and personal literature.

SHuSH pursued the issue. We explained why Canada Council funding matters: most publishers in Canada would be out of business or much reduced without their grants, so they naturally produce books that keep them in the money. Researched nonfiction is expensive and time-consuming to produce at the best of times; when it’s relatively disadvantaged by arts funders, it begins to disappear. It’s no accident that the shortlists of all the major nonfiction prizes in Canada have been dominated by memoir in recent years.

(We’ve always been at pains to add that we have nothing against memoir — we publish our share — but it is no substitute for well-researched, fact-based nonfiction. We need investigative journalism, history, biography, politics, current affairs, science & health books if we’re going to understand ourselves and our times.)

The bookselling biz in Toronto

In the latest edition of the SHuSH newsletter, Ken Whyte looks back to those dimly remembered days early in the never-ending pandemic lockdown theatre we’ve all been trapped in since, like, forever:

I was in downtown Toronto one morning this week for the first time in a long time and while there was still lighter traffic and fewer people than in pre-pandemic days, things were bustling. That’s good news for thousands of retail businesses in Toronto’s core, not least Ben McNally’s bookstore.

Grumpy Ben is a favorite of this newsletter, always good for a quote. Way back in SHuSH 10, a reader asked us: “Why do books have prices printed on them? Very few items I purchase have ‘suggested retail prices’ but books and magazines do.” We went to Ben for an answer and, as reported at the time, almost lost our hearing:

    Why do they have prices printed on them? Great question! It makes me fucking nuts. Why shouldn’t I be able to set my own price? I mean, the publisher can have a suggested retail price, fine, but I shouldn’t have to honor it. As a bookseller, I should be able to sell it for what I can get. Some of those books from places like Harvard University Press, I could price the shit out of them. Who else is gonna carry the goddamn things?

I caught up with Ben again at his former Richmond and Bay store […] for SHuSH 53, a few months into lockdown. He was closed to foot traffic but delivering by courier and fulfilling curbside pickup orders. His lease was almost up and he had no option to renew. His landlord was turning his space into a breezeway. He felt fortunate not to have signed on for another ten years given that the retail world was falling down around his ears and I was happy for him from a financial perspective, but that location was easily the most beautiful bookstore in Toronto, and maybe in Canada. It was a real loss when it closed in August of that year. Ben put its gorgeous hardwood fixtures into storage and moved to a temporary location with plans to perhaps open again at a new spot if life ever returned to normal.

It was interesting for me to re-read that conversation. So much was unknowable at the time. Would the virus pass as quickly as SARS, or would it haunt us for years? Would there be a vaccine? Would people return downtown or work from home in perpetuity? Would they ever feel comfortable returning to a bookstore, buying a book off a shelf that some other customer may have handled a few minutes before? Was the future of book retailing home delivery and, if so, would Ben ever need another store? Were book launches and book events, an important part of his business, ever coming back? On a brighter note, would there be great opportunities to snap up prime commercial space on better terms after landlords had suffered for a year or two?

He also revisited the situation of Canada’s only big box book retailer (who long ago gave up on selling many books and now seem to give much more floor space and marketing attention to candles, housewares, decorative cushions and goodness knows what else):

In our review of Indigo’s travails in SHuSH 152, I complained, almost as an aside, about the chain’s commitment to selling crap general merchandise. It strikes me that putting blankets and candles on an equal footing with literature leaves the customer with the impression that the retailer believes books are nothing more than housewares or decorative objects. It trivializes them. Most of the feedback I received focused on this point. I’ll let author Judy Stoffman speak for the majority:

    Ken is absolutely right about Indigo having to learn or relearn to be a decent bookseller first instead of selling cushions and cheese boards. Here in Vancouver the store stocks few quality children’s books and no children’s music — staff has never heard of Dennis Lee. They never host a reading or book launch or an interesting talk about books. It’s a continuing source of frustration to readers like myself.

While we had his attention, we asked Ben McNally what he thought of Indigo’s merch strategy. He understood the attraction: “The margins are ok on that stuff. Books, you’re pretty much locked into a 40 per cent margin. You sell sweatshirts or something and you price them at whatever you want. So the margins are there, but long-term, I don’t know. I haven’t been into [an Indigo superstore] in a long time but I’m hearing that their stores are pretty spotty. Not looking healthy.”

Ben sells some gift cards, because people are often buying his books as gifts, but he’s otherwise light on general merchandise: “We’ve always shied away from that stuff because we want people to think that we’re serious about selling books.”

Serious about selling books. Imagine that.

I can see the sense in selling book-adjacent items, but Chapters/Indigo seemed to decide well before the pandemic that they needed to attract a non-reading audience who otherwise would never set foot in their retail stores. In the process, of course, they de-emphasized the advantage that big box stores have over smaller retailers: the width of stock they can offer. If you go into one of the cavernous Chapters or Indigo stores these days — and it’s been over two years since the last time I did — you rarely find much in the book sections beyond the “bestsellers” (taking up vast swathes of shelf space) and suggestions to go to their website if you are looking for something they don’t have on hand. If I have made the effort to go to your store, telling me I’d have been better off firing up a web browser isn’t the best method of luring me back again.

QotD: “Aristos à la Lanterne!

When the rage of downtrodden French peasants, living-on-the-edge city dwellers and frustrated bourgeois towards the ruling nobles and royalty final exploded into a kind of civic wildfire, there was no appeasing their collective anger. A handful of wary and fleet-footed aristocrats, or those who had made a good living out of serving the royals and the nobility fled from France in all directions. The slow and unwary made a humiliating appointment with Madame Guillotine before a contemptuous and jeering crowd, if they had not already run afoul of a mob with pikes and knives, and ropes at the foot of civic lampposts. (The fury of the French Revolution flamed so furiously that it that eventually it burned a good few leading revolutionaries themselves. As the Royalist pamphleteer Jacques Mallet Du Pan remarked pithily, “Like Saturn, the Revolution devours its children.”) For a long time, my sympathies as regards parties in the French Revolution tended to be with those who fell out with it, sympathies formed by popular literature and music: The Scarlett Pimpernel, A Tale of Two Cities, Dialogues of the Carmelites, and other tales which basically tut-tutted the madness which overcame all reason and discretion, and championed those who had the brunt of it fall on them, either justly or not. How fortunate that our own very dear revolution had been able to escape such conflagrations: Loyalists in the colonies might have suffered being tarred and feathered and ridden out of town or having to leave in an undignified rush when Yankee Doodle went to town and made their independence stick. But the jailhouse regrets of those who called up and inflamed that conflagration, even inadvertently is not my concern here.

“Fusion is 30 years away and always will be” … how much progress have we made toward practical fusion energy?

One of the readers of Scott Alexander’s Astral Codex Ten has contributed a review of The Future of Fusion Energy by Jason Parisi and Justin Ball. This is one of perhaps a dozen or so anonymous reviews that Scott publishes every year with the readers voting for the best review and the names of the contributors withheld until after the voting is finished:

Fusion is the power which lights the stars. It is the source of all elements heavier than hydrogen in the universe. Wouldn’t it be great if we could use and control this power here on Earth?

I predict that we will get fusion before 2035 (80%) or 2040 (90%). I am a professional plasma physicist, a fusioneer if you will, so I probably know more about this subject than you, but am likely to overemphasize its importance.

The Future of Fusion Energy is the best introduction to fusion that I know. I can confirm that the information it contains is common knowledge among plasma physicists. My parents, who are not physicists, can confirm that it is accessible and interesting to read.

Things are changing fast in fusion right now, and The Future of Fusion Energy is already out of date in some important ways. I will summarize our quest for fusion as it is portrayed in the book, describe what has happened in the field since 2018, and make some predictions about where we go from here. The predictions are my own and do not reflect the opinions of Parisi or Ball.

 
 

Why Don’t We Have Fusion Already?

There is an old joke:

    Fusion is 30 years away and always will be.

What happened? Why has fusion failed to deliver on its promise in the past?

By the 1970s, it was apparent that making fusion power work is possible, but very hard. Fusion would require Big Science with Significant Support. The total cost would be less than the Apollo Program, similar to the International Space Station, and more than the Large Hadron Collider at CERN. The Department of Energy put together a request for funding. They proposed several different plans. Depending on how much funding was available, we could get fusion in 15-30 years.

How did that work out?

Along with the plans for fusion in 15-30 years, there was also a reference: “fusion never”. This plan would maintain America’s plasma physics facilities, but not try to build anything new.

Actual funding for fusion in the US has been less than the “fusion never” plan.

The reason we don’t have fusion already is because we, as a civilization, never decided that it was a priority. Fusion funding is literally peanuts: In 2016, the US spent twice as much on peanut subsidies as on fusion research.

Oikophobia run rampant

In the New English Review, Theodore Dalrymple considers the prevalence of oikophobia in western culture:

In an article for the American Mind, Daniel Mahoney draws our attention to a recent book on the phenomenon of oikophobia, the dislike or even hatred of one’s own country or culture, which now seems so prevalent in western academic and intellectual circles as to be almost an orthodoxy or requirement for acceptance into the intellectual class. Of course, no social trend or phenomenon is entirely new or has an indisputable starting point: for example, George Orwell drew attention to English self-hatred many years ago. But the spread of oikophobia has been of epidemic proportion in late years.

It seems to me that Mr. Mahoney’s analysis can be extended. The first question to ask is why oikophobia should now be so prevalent. To this, I should tentatively reply that it is because of the mass intellectualization of society consequent upon the spread of tertiary education. Intellectuals have an inherent tendency to be oppositional to all received opinion or feeling, for there is no point in going to the trouble of being an intellectual if one ends up thinking and feeling what the great mass of the people around one think and feel. Love of country and inherited custom is so commonplace as to appear almost normal or natural, and much of it, of course, is unreflecting.

But intellectuals are supposed to reflect. That is their function, and they are inclined to reject received opinion, not because it is wrong but because it is received. It goes without saying that received opinion can be wrong and even wicked or evil, in which case the strictures of intellectuals are necessary and salutary; but intellectuals themselves may promote wrong or even wicked opinions, partly from the a priori need to distinguish themselves from the run of mankind.

The phobia in oikophobia is the fear of being taken for one of the common run of mankind.

The second question about oikophobia is the old one of cui bono? Again, one must not confuse the psychological or social origin or function of an opinion with its justification or correctness in the abstract, but once one has decided that an opinion is mistaken or deleterious in its effect, it is natural to ask where it comes from and what interests it serves.

In my opinion, oikophobia is generally bogus, that is to say insincere, as is its cognate, multiculturalism. The oikophobe and the multiculturalist are not really interested in other cultures, except as instruments with which to beat their fellow citizens. The reason for their lack of real interest in other countries is not difficult to find and is of very common application. The fact is that it is very difficult genuinely to enter into a culture, or subculture, other than one’s own, even when that culture or subculture is close to or adjacent to one’s own.

A brutal microcosm of the English Civil War

At The Critic, Jonathan Healey reviews The Siege of Loyalty House by Jessie Childs:

Late in the summer of 1641, with Charles I deep in dispute with his Parliament, alarming reports reached Westminster of Catholics amassing arms at Basing House in Hampshire. At this point in time, few expected civil war, but plenty feared an imminent Catholic plot. Recent reform to the Church had introduced lavish ceremonies which looked, to many eyes, like the trappings of Rome, and Charles himself was married to a Catholic.

More to the point, England’s Catholics had done it before. Every year, people marked the anniversary of the Gunpowder Treason, which was already stuck in the national consciousness as the quintessential Popish rebellion: an armed coup plotted by dissident aristocrats gathering weapons on their great rural estates and planning subterfuge at the highest levels.

Yet civil war came, and when it did it would be nothing like the “Popish Plots” of Protestant imagining. It would be fought over constitutional as much as religious divides. And, rather than a rebellion, it would be an armed struggle between two competing fiscal-military organisations — effectively between two competing states.

The English countryside became militarised. Now, it was not just a landscape. It was territory. The great houses were no longer places for covert plotting; now they were centres of command and control. And few were more important than Basing House.

Hampshire today is a pleasant place: gentle and verdant with rolling chalk hills, shaded woodlands, and quiet valleys. But in the 1640s it became contested and dangerous: a dark, malevolent land of violence and death. People looked upon one another with suspicion, and riders were ambushed and killed as they travelled at night. Parish churches were stormed, towns starved and bombarded. Armies of musketeers, pikemen, and cavalry traversed the folding lanes of the county looking to bring bloodshed and plunder.

A crucial theme is encapsulated in the book’s denouement. The deputy sent to pacify Hampshire for the New Model was Oliver Cromwell. He had been in the thick of the fighting from the start, and before then was an earnest — if obscure and scruffily-attired — Member of Parliament. But Cromwell really rose to prominence in 1644 and 1645, on the back of his military abilities. He represented a new approach to the war: the pursuit of total victory even at the cost of sharp bloodshed.

It was Cromwell’s direct — even brutal — efficiency that brought the siege of Basing House to its end. The walls fell and many of the garrison were killed. Slaughtered, too, were a number of Catholic priests in a moment of violence that was representative of the way the war was heading. Cold-blooded murder of female camp followers had been perpetrated by royalists in Cornwall and by parliamentarians after Naseby. King Charles had allowed a bloody storm of Leicester which had cost many civilian lives, and Cromwell would go on to oversee the horrors of Drogheda and Wexford in Ireland. The chivalry of Waller and Hopton would come to seem a long way in the past.

QotD: Cicero and the end of the Roman Republic

De legibus (“On the Laws”) along with his earlier work, De re publica (“On the Republic”) show Cicero attempting to grapple with the nature of the Roman Republic and the prospect for reform. In a sense, De re publica looks backwards, with the discussion couched in a fictional dialogue set at the tail end of the life of Scipio Aemilianus (185-129 BC), although Cicero intends the subject – a rumination on the nature of the Republic and its proper workings, based on a discussion of its history – to be applicable in his own time.

De legibus is more aggressively forward looking. Set in Cicero’s own time (it is a dialogue between Cicero, his brother Quintus and their friend Atticus), De legibus first sets out a theory for the general foundation of law […] to use as the basis for a reformed model of the Roman Republic, which is summarized in the third book. Damage to the text means that De legibus cuts off in book three, and there are smaller gaps and fragments in the earlier books as well.

It’s important to get a sense of the situation in the 50s B.C. when Cicero is writing to understand why he feels this is necessary. The previous round of civil wars had ended in 82 B.C., with the victor, the arch-conservative L. Cornelius Sulla, imposing a revised republic with shocking brutality and bloodshed. By the 50s, it would have been clear to anyone paying attention that the peace and apparent stability of the Sullan reforms had been a mirage – the disruptions of the 60s (including the Catilinarian conspiracy, foiled by Cicero) were not one-offs, but merely the first rattlings of the wheels coming off the cart entirely. I don’t want to get too deep into the woods of how exactly this happened; there are any number of good books on the collapse of the Republic which deal with this period (Scullard’s From the Gracchi to Nero (1959) is a venerable and straight-forward narrative of the period; Syme, The Roman Revolution (1939) is probably the most influential – reading both can serve as a foundation for getting into the more recent and often more narrowly directed literature on the topic, note also Flowers, Roman Republics (2011)).

It’s in this context – as the Republic is clearly shaking apart – that Cicero is ruminating on the nature of the Republic, how it functions, what it is for, and how it might be set right. Despite this, Cicero should not be taken for a radical, or even really for much of a reformer; Cicero is a staunch conservative looking to restore the function of the old system, in many cases by a return to tradition as much as the renovation of it. Cicero’s corpus is a plea to save the Republic as it was, not to bury it; it was a plea, of course, that would go unanswered. In a real sense, the Republic died with Cicero.

QotD: Before the (politically correct) Current Era

I have noticed that the authors (or sub-editors) of practically all academic books, or books with intellectual pretensions, now eschew the use of BC and AD, as if to use them were to be either a member of, or an apologist for, the Spanish Inquisition (as popularly, if erroneously, conceived). They have been replaced by the odiously unctuous BCE and CE.

These new initials stand for Before the Common Era and the Common Era: but common to what, and common to whom? Nobody bothers to explain. By strange but happy coincidence, 300 BC turns out to be the same year as 300 BCE, and AD 400 as CE 400, or 400 CE. Why the change, then?

Do those who have promoted it and obeyed its dictates really think that all those sensitive Zoroastrians, who are supposedly so offended by the old style of dating, are also so stupid that they have failed to notice the coincidence and will therefore fail to be offended by it?

The academics, intellectuals and sub-editors of university presses who use the new style evidently believe that the world is populated by people of extreme psychological fragility, and whose self-esteem, which can be shattered by the mere usage of BC and AD, it is their duty to protect.

Thus does condescension and sentimentality unite with megalomania to produce absurd circumlocutions.

Privatize the libraries?

In the latest SHuSH newsletter, Kenneth Whyte discovers — perhaps to his surprise — he’s not actually the most visible crank on public library issues:

I’m no longer the world’s biggest crank on public libraries. My argument, you’ll recall, is that public libraries are a good thing, but that North Americans borrowing rather than buying three out of every four books they read is a bad thing for the incomes of authors, the economics of publishers, and the welfare of just about everyone else involved in the book industry. That’s fainthearted stuff compared to this week’s tweet from Chris Freiman, a philosophy professor at William & Mary:

As you can guess from the 4,152 comments he’d generated by last night, Freiman’s was an unpopular take. Summing up the responses:

No one has been in a mood to ask if Freiman has a point, or where he’s coming from. For what it’s worth, he has a track record of criticism of government welfare spending. His usual schtick is to ask why so many Americans are poor when the poverty line for a family of three is $18,530 (annually) and welfare spending on a family of three from all three levels of government amounts to $61,830 (annually). It’s not the worst question.

His answer appears to be that directly transferring funds to the poor would be a more effective and efficient way of alleviating poverty than allowing governments to keep running expensive programs that are failing to achieve the same end. That’s not the worst answer.

But does he have a point regarding libraries?

I give him half a point. Public libraries are overwhelmingly used by people who can afford to buy books, and those people are reading primarily for pleasure. I’m all for lending books to people who can’t afford them, who have trouble accessing them, or who want to improve their minds by reading important or serious stuff. But to the extent that libraries are giving middle-class patrons free entertainment—sure, privatize them. There are better uses of public money. Apply the funds to reduce tax burdens on low-income families or improve conditions in government-run nursing homes.

Where the privatization argument fails is that libraries do a lot more than provide middle-class patrons with entertainment. They are important community hubs and for a minority of users they continue to fulfill their original purpose, which, says historian Ed D’Angelo, was to “promote and sustain the knowledge and values necessary for a democratic civilization”. Privatization would likely destroy the valuable public service aspects of public libraries.

In fact, the real problem with public libraries today is that they’re already half privatized. Starting in the middle of the last century, they stopped believing in their role as the community’s edifier-in-chief. They adopted the mindset of the marketplace, giving people what they wanted, filling their shelves with multiple copies of the hottest bestsellers, however vacuous, and measuring their success by counting foot traffic at their branches. They now manage those branches like Walmart supercentres, maximizing transactions per square foot of space. Who cares what patrons are reading, or why, so long as the turnstiles are spinning.

I’d prefer they leave private-sector thinking to the private sector, and let public libraries rebuild their lending practices around their original mission of elevating the minds of citizens. Surely we can’t yet afford to abandon the latter objective.

My solutions to the public library problem, in order of preference, are a much more robust public lending right, an exclusive new release window for the retail trade, and user fees for patrons who can afford them. More discussion here.

Odessa Madre, the female Al Capone of Washington DC

In his latest excerpt from the full Weekly Dish, Andrew Sullivan reviews a new book from James Kirchick, Secret City: The Hidden History of Gay Washington, including a fascinating character I’d never heard of until now, a woman who ranked with Al Capone as an underworld boss during Prohibition:

Odessa Madre grew up in a section of Washington DC called Cowtown, because farm animals would occasionally wander its streets. Born in 1907 in abject poverty, she nonetheless lived and thrived in a deeply segregated city as a dark-skinned African-American woman. “There was only three Blacks at Dunbar (High School) back then — I mean Black like me,” she later recalled. “I had good diction, I knew the gestures, but they still made fun of me.” Dess, as many called her, was also a lesbian, and not too shy about it. “I just couldn’t keep no watchamacallit — a man. I guess I was just born to give orders not take them. What kind of man wants a woman like that?”

She went on to become one of the wealthiest African Americans in an overwhelmingly black city — hauling in over $100,000 a year at her peak — by becoming “the female Al Capone”. She ran brothels, pimped women, owned speakeasies, as well as owning a legit and legendary institution on 14th Street, Club Madre. Jamie Kirchick conjures up a scene from the 1940s:

    The crowd roared its approval whenever Madre, covered in mink furs and diamonds and trailed by a multiracial retinue of women for sale, entered the premises and sauntered over to the central table, denoted as hers by an ever-present vase holding a dozen long-stemmed roses.

Among the performers at the club: Billie Holiday, Duke Ellington and Count Basie. Madre kept all her illicit businesses alive by the old-fashioned method of bribing the fathomlessly corrupt DC police — “You know I practically ran that damn police department,” she later quipped — and became a renowned mediator of mob disputes across the country.

She also reflects a pattern that occurs throughout Kirchick’s new book, Secret City: The Hidden History of Gay Washington. She is within a core group of lesbians and gay men somehow living their best lives in the mid-20th Century, simultaneously at the center and the periphery of power. They were capable, whip-smart and hard-working, resilient beyond measure, yet never free from the threat of being taken down by the criminal law, exposure, blackmail, violence, public shaming and utter ostracism. Madre was convicted in 1949 on various drug offenses, spent over 13 years in prison on one charge or other, and died in 1990, without a penny to her name. Her corpse stayed in the morgue for a week until someone claimed it.

The same terrible story could be told of countless others. They were powerful until they were powerless. They lived on probation their entire lives.

One of several wonderful things about Kirchick’s book is that it doesn’t condescend to these people, but seeks to understand them on their own terms. It shows the tenacity, nerve, and brilliance of a woman like Madre — as well as her immiseration. It brings to crackling life the many gay men and lesbians who were under persecution so brutal and terrifying it is hard for anyone today to appreciate — and yet they lived, worked, loved and often succeeded. Some details (from the magazine, Washington Confidential) leap out:

    Today one can only marvel at the courage demonstrated by the “1700 Negro men, all dressed as women, who held a party on a Potomac River cruise incongruously named the Robert E Lee until it was rudely interrupted ben one hundred police officers.

It’s a rare book about gay people that isn’t burdened by the constrictive dogma of “queer theory” and “intersectionality”, free of the nonsense that the gay rights movement began in 1969. The book treats gay people as complex human beings, not socially constructed victims; and it is unafraid to note how gay men were for long by far the principal targets of American persecution.

A new history of the evil empire. No, not that one. Not that one either. The other evil empire!

In The Critic, Barnaby Crowcroft reviews Caroline Elkins’ new history of the British empire, Legacy of Violence:

Elkins is correct that British decolonisation after the end of the war — if not “white-washed” — has got off lightly among historians, often via a contrast with the dreadful behaviour of the French. We remain far too influenced by the impression that Britain willingly and amicably handed over power (as Harold Macmillan put it) to Asian and African representatives of “agreeable, educated, Liberal, North Oxford society”.

There is a single map in this book which should definitively dispose of such ideas, showing all the colonial conflicts and states of emergency Britain was engaged in around the world after 1945. There are the well-known counterinsurgencies in Palestine, Malaya, Kenya, Cyprus and Aden. Alongside other, less well-known ones, however — British Guiana, Malaysia, Belize, Oman and the New Hebrides — bring us pretty much into the 1980s without a single year of global colonial peace.

In Kenya and Malaya, the British carried out massive coercive interventions in the 1950s, including the forcible resettlement of over a million people into closely monitored “new villages”, which, if they cannot be likened to concentration camps, certainly resemble the kinds of things the French were doing in Algeria. Difficult though it is to believe today, until very recently the British were a “warlike” and patriotic people, and their agents could be ruthless in the pursuit of imperial interest overseas.

Unfortunately, it is not possible to take seriously the more grandiose claims of Legacy of Violence, including Elkins’ presumption to have uncovered the Key to All Mythologies of British imperial wickedness in the form of Liberalism and Racism. The prose is part of the problem. Her introductory statement of the book’s bombastic aims reads more like something written by a professional satirist, than a professional historian.

“To study the British empire,” she writes, “is to unlock memory’s gate using the key of historical enquiry. But once inside, history’s fortress is bewildering … Unlike mythical fire-breathing monsters, however, the creatures inhabiting the annals of Britain’s imperial past are not illusions [but] monstrosities [which] inflicted untold suffering …”

Much of the book is given over to a plodding chronicle of nineteenth- and twentieth-century British history, in which events are construed — and often misconstrued — to give the meanest possible interpretation. British “arch-imperialists” resemble cartoon villains, who wear “Hitleresque moustaches” and “racist coattails” and are awarded MBEs and OBEs according to how much harm they inflict upon colonial subjects. There is even an imaginative reconstruction of British pilots all but laughing as they machine-gun “defenceless women and children”; readers are invited to listen to their “screams of pain”.

To determine whether Britain’s empire was uniquely violent invites the question: compared to what? Niall Ferguson earned opprobrium for suggesting in 2003 that alongside the rival empires which arose to challenge it in the middle of the twentieth century, Britain’s looked pretty attractive.

To her credit, Elkins does not disagree with this. Her treatment of Malaya’s communist insurgency suggests that she is not particularly exercised by violence when it is committed by ideological confrères. The only thing we get in the way of any broader comparison, however, is the notably wishy-washy one implied between the “East and the West”, which she describes as the contrast between “humanity and inhumanity”.

Technocratic meddling in developing countries at the local level

One of the readers of Scott Alexander’s Astral Codex Ten has contributed a review of James Ferguson’s The Anti-Politics Machine. The reviewer looked at a few development economics stories that illustrate some of the more common problems western technocrats encounter when they provide their “expert advice” to people in developing countries. This is one of perhaps a dozen or so anonymous reviews that Scott publishes every year with the readers voting for the best review and the names of the contributors withheld until after the voting is finished:

    But even if the project was in some sense a “failure” as an agricultural development project, it is indisputable that many of its “side effects” had a powerful and far-reaching impact on the Thaba-Tseka region. […] Indeed, it may be that in a place like Mashai, the most visible of all the project’s effects was the indirect one of increased Government military presence in the region

As the program continued to unfold, the development officials became more and more disillusioned — not with their own choices, but with the people of Thaba-Tseka, who they perceived as petty, apathetic, and outright self-destructive. A project meant to provide firewood failed because locals kept breaking into the woodlots and uprooting the saplings. An experiment in pony-breeding fell apart when “unknown parties” drove the entire herd of ponies off of cliffs to their deaths. Why, Ferguson’s official contacts bemoaned, weren’t the people of Thaba-Tseka committed to their own “development”?

Who could possibly be opposed to trees and horses? Perhaps, the practitioners theorized, the people of Thaba-Tseka were just lazy. Perhaps they “didn’t want to be better”. Perhaps they weren’t in their right mind or had made a mistake. Perhaps poverty makes a person do strange things.

Or, as Ferguson points out, perhaps their anger had something to do with the fact that the best plots of land in the village had been forcibly confiscated to make room for wood and pony lots, without any sort of compensation. The central government was all too happy to help find land for the projects, which they took from political enemies and put in the control of party elites, especially when it could use a legitimate anti-poverty program as cover. In Ferguson’s words, the development project was functioning as an “anti-politics machine” the government could use to pretend political power moves were just “objective” solutions to technical problems.

A local student’s term paper captured the general discontent:

    In spite of the superb aim of helping the people to become self-reliant, the first thing the project did was to take their very good arable land. When the people protested about their fields being taken, the project promised them employment. […] It employed them for two months, found them unfit for the work, and dismissed them. Without their fields and without employment they may turn up to be very self-reliant. It is rather hard to know.

Two things stand out to me from this story. First, the “development discourse” lens served to focus the practitioners’ attention on a handful of technical variables (quantity of wood, quality of pony), and kept them from thinking about any repercussions they hadn’t thought to measure.

This is a serious problem, because “negative effects on things that aren’t your primary outcome” are pretty common in the development literature. High-paying medical NGOs can pull talent away from government jobs. Foreign aid can worsen ongoing conflicts. Unconditional cash transfers can hurt neighbors who didn’t receive the cash. And the literature we have is implicitly conditioned on “only examining the variables academics have thought to look at” — surely our tools have rendered other effects completely invisible!

Second, the project organizers somewhat naively ignored the political goals of the government they’d partnered with, and therefore the extent to which these goals were shaping the project.

Lesotho’s recent political history had been tumultuous. The Basotho Nationalist Party (BNP), having gained power upon independence in 1965, refused to give up power after losing the 1970 elections to the Basotho Congress Party (BCP). Blaming the election results on “communists”, BNP Prime Minister Leabua Jonathan declared a state of emergency and began a campaign of terror, raiding the homes of opposition figures and funding paramilitary groups to intimidate, arrest, and potentially kill anyone who spoke up against BNP rule.

This had significant effects in Thaba-Tseka, where “villages […] were sharply divided over politics, but it was not a thing which was discussed openly” due to a fully justified fear of violence. The BNP, correctly sensing the presence of a substantial underground opposition, placed “development committees” in each village, which served primarily as local wings of the national party. These committees spied on potential supporters of the now-outlawed BCP and had deep connections to paramilitary “police” units.

When the Thaba-Tseka Development Project started, its international backers partnered directly with the BNP leadership, reasoning that sustainable development and public goods provision could only happen through a government whose role they primarily viewed as bureaucratic. As a result, nearly every decision had to make its way through the village development committees, who used the project to pursue their own goals: jobs and project funds found their way primarily to BNP supporters, while the “necessary costs of development” always seemed to be paid by opposition figures.

The funding coalition ended up paying for a number of projects that reinforced BNP power, from establishing a new “district capital” (which conveniently also served as a military base) to constructing new and better roads linking Thaba-Tseka to the district and national capitals (primarily helping the central government tax and police an opposition stronghold). Anything that could be remotely linked to “economic development” became part of the project as funders and practitioners failed to ask whether government power might have alternate, more concerning effects.

As we saw earlier, the population being “served” saw this much more clearly than the “servants”, and started to rebel against a project whose “help” seemed to be aimed more at consolidating BNP control than meeting their own needs. When they ultimately resorted to killing ponies and uprooting trees, project officials infatuated with “development” were left with “no idea why people would do such a thing”, completely oblivious to the real and lasting harm their “purely technical decisions” had inflicted.

Approaching the “Chekhov’s gun” denouement in the Random Penguin-Simon & Schuster play

In the latest SHuSH newsletter, Kenneth Whyte updates us on the state of play in the long-running drama in the publishing world:

SHuSH readers know that back in November 2020, the fattest of the world’s five big publishing companies, Penguin Random House, outbid the second fattest, Rupert Murdoch’s HarperCollins, to acquire a listless third member of that group, Simon & Schuster.

Regulators in the UK, Canada, and the USA immediately began studying the $2.1-billion cash deal to determine if it would result in too much concentration of ownership and not enough competitiveness in the big leagues of book publishing. Last November, the US department of justice decided it would and sued to block it. A trial is expected this summer. Penguin Random House has until November to close the deal or it expires (with PRH owing S&S a dead-deal fee of $200-million).

For those of you who think in literary terms, the deal is Chekhov’s gun, and we’re coming in hard on the third act. Either S&S gets shot (acquired) or the play ends in an anticlimax (although whoever has been stewarding the deal at PRH may get shot by its parent company, Bertelsmann.)

If the deal fails, we’re in for a sequel because the current owner of S&S, Paramount (formerly ViacomCBS) won’t want it back. It is a motion picture/television company in the process of selling everything it owns not directly related to screen entertainment. It hopes to cement its status as a fourth-rate streaming service. S&S no longer fits, if it ever did.

Our view of the PRH-S&S deal is that the department of justice suit will fail to block the merger and S&S will be swallowed whole. It will be difficult to present the merger as the end of competition in the book industry when there are still four large publishers operating in the US, and a shitload of mid-size and smaller publishers. Combined, PRH&S&S may amount to less than a third of the American trade book market, and as little as 20 per cent, depending on how you do the math. That’s a long way from monopoly.

The DOJ, moreover, has chosen to fight its battle on low ground. It’s saying that the deal is bad for competition in books generally, but it is particularly concerned that the merger will result in less competition for the services of writers of anticipated top-selling books, loosely defined as authors commanding huge advances. You read that right: the DOJ is seeking justice for the .001% of the literary world. We argued all this at length, and destroyed the government’s case back in SHuSH 123.

The hierarchy of scientific journals

This is one of perhaps a dozen or so anonymous reviews that Scott publishes every year with the readers voting for the best review and the names of the contributors withheld until after the voting is finished:

The world of scientific publishing is organized as a hierarchy of status, much like the hierarchy of angels in the Abrahamic religions. At the bottom are the non-peer-reviewed blog posts and Twitter threads. Slightly above are the preprint servers like arXiv, and then big peer-reviewed journals like PLOS One. Above those are all the field-specific journals, some with higher reputation than others. And at the top, near the divine presence, are the CNS journals: Cell, Nature, and Science.

For an actual hierarchy of journals based on citation data, see this paper, which puts Nature and Science at the top. Might be worth mentioning that it comes from a journal in the Nature Publishing Group family.

Leaving aside Cell, a more specialized biology journal that seems to have gotten into the CNS acronym the same way Netflix got into the FAANG acronym, Nature and Science are very similar. They both publish articles in all scientific fields. They both date from the 19th century. They’re published weekly. They jointly won a fancy prize for services to humanity in 2007. And having your paper in either is one of the best things that can happen to a scientist’s career, thanks to their immense prestige.

But how, exactly, did Nature and Science become so prestigious? This is the question I hoped Making Nature: The History of a Scientific Journal, a 2015 book by historian of science Melinda Baldwin, might answer. It focuses on Nature, but much of its lessons can likely be extrapolated to Science considering their similarity.

I grew curious about this when I realized that most researchers treat journal prestige as a given. Everyone knows that Nature and Science matter enormously, yet few would be able to say why exactly. But this is important! Prestigious institutions, from universities to media companies to major sports competitions, have a huge impact on the world. It’s useful to understand how they came to be, beyond “being famous for being famous”.

One reason this is more difficult than it sounds is that we often settle for superficial answers. Selectivity, for instance, is a common explanation: prestige simply comes from obtaining what is hard to obtain, such as a Harvard degree, an Olympic medal or a Nobel Prize. Nature is indeed highly selective, accepting less than 10% of submitted articles (and the vast majority of papers are not even deemed worthy of a submission to Nature by their authors). Yet harsh selectivity alone cannot explain prestige, or it would be trivial to launch a prestigious journal or university just by setting an artificially low acceptance rate.

Another facile explanation is longevity. It’s true that prestigious institutions are often old, and indeed Nature has been around for more than 150 years since its birth in 1869. Science is only slightly younger, having been founded in 1880. But there are many older scientific journals: the oldest one, the Philosophical Transactions of the Royal Society, was created two hundred years before Nature, in 1665. Then there are more recent publications that are prestigious: Cell, for instance, was founded in 1974. The correlation between prestige and longevity is real, but imperfect. It also says nothing of causation: does longevity cause prestige, or does prestige cause longevity?

What matters is not the span of time per se, but the specific events that happened — in other words, the history. Making Nature, while not specifically about prestige, gives us exactly that.

Alex Tabarrok reviews The Parent Trap

At Marginal Revolution, Alex Tabarrok looks at Nate G. Hilger’s new book, The Parent Trap:

Hilger argues that the problems of poverty, pathology and inequality that bedevil the United States are not primarily due to poor schools, discrimination, or low incomes per se. The primary cause is parents: parents who are unable to teach their children the skills that are necessary to succeed in the modern world. Since parents can’t teach the necessary skills, Hilger calls for the state to take their place with a dramatic expansion of not just child care but collective parenting.

Let’s unpack some details. Begin with schooling. It’s very common to bemoan the state of schools in the “inner city” or to complain about “local financing” which supposedly guarantees that poor counties will have underfunded schools. All of this, however, is decades out-of-date.

    A hundred years ago there really were massive public-school resource gaps by class and race. These days, however, state and federal spending play a larger role than local property tax revenue and distribute educational resources more progressively … In fact, when we include federal aid, 42 states spent more on poor school districts than on rich school districts in 2012. The same pattern holds between schools within districts

    … The highest spending districts are large urban centers such as New York City, Boston and Baltimore. These cities spend large sums to educate rich and poor children alike. p. 10-11

Hilger is correct. No matter what you saw on The Wire, Baltimore spends more than sixteen thousand dollars per student, among the highest in the nation in large school districts and above average for the nation as a whole. Public schools are quite egalitarian in funding with any bias running towards more funding for poorer districts.

Schools, Hilger writes are “actually the smallest and most equalizing part of a much larger skill-building system.” The real problem, says Hilger, are parents.

But what about discrimination? When it comes to wage discrimination, Hilger is brutally honest:

    If we compare individuals with similar cognitive test scores, Black college graduates earn higher wages than white college graduates. Studies that don’t control for test score differences but examine earnings gaps within specific professions — lawyers, physicians, nurses, engineers, scientists — tend to find Black workers earn zero to 10 percent less than white workers. These gaps could reflect discrimination, unmeasured skill differences, or other factors such as geography. In any case, such gaps are small compared to the 50 percent overall Black-white earnings gap and reinforce the idea that closing skills gaps would go a long way toward closing income gaps.

Hilger argues that racism does play an important role in explaining Black-white wage differentials but it’s the historical racism that made black parents less skilled and less able to pass on skills to their children. In the twentieth century, Asians, Hilger argues, were discriminated against in the United States at least much as Black Americans. But the Asians that came to the United States had high skills while the legacy of slavery meant that Black Americans began with low skills. Asians, therefore, were better able to overcome discrimination. The success of Nigerians and Jamaican immigrants in the United States also speaks to this point. (Long time readers may recall that in 2016 I dubbed Hilger’s paper on Asian Americans and Black Americans the Politically Incorrect Paper of the Year.)
