Hidden fears about Germany’s national character

Some interesting thoughts about Germany and the current German chancellor, Angela Merkel. First from Theodore Dalrymple a few weeks back in City Journal:

When the German chancellor, Angela Merkel, decided to take in 1 million migrants and refugees (the precise numbers have yet to be established and probably never will be), it is difficult to believe that thoughts of Hitler and Nazism were far from her mind. Hitler believed that the German national interest was the touchstone of morality; anything that served it, in his opinion, was justified. So catastrophic was this monstrous ethic that for a long time, it seemed virtually impossible for anyone other than a neo-Nazi to speak of the German national interest. When Germany won the soccer World Cup in 2014, the nation exploded in joy and celebration. Newspapers suggested that Germany had finally overcome its postwar feelings of guilt, so that it was possible for Germans to express an unapologetic pride in their country. This, however, seems false: everyone understands that, in this context, sport is unimportant, a distraction. A rally to celebrate the German trade surplus as a vindication of the German people compared with its neighbors would be another thing entirely — and it is inconceivable that it would take place.

One can imagine no policy more distant from Hitler’s than Merkel’s acceptance of the million migrants. Her gesture says: we Germans are as far from Hitler as it is possible to be. We need not think whether the policy is wise or just; it is sufficient that it should distinguish us from what we were before.

It is not only in Germany, however, that the national interest may not be mentioned for fear of appealing to Nazi-like sentiments; indeed, any such appeal routinely winds up labeled as “far right,” a metonym for Hitler or Nazism. The identification is a means of cutting off whole areas of inquiry, nowhere more so than in the question of immigration.

One of the justifications for the European Union that I have often heard is that it brings peace to the continent. This, usually unbeknown to its proponents, is an argument ad Hitlerum, for the likeliest source of war on the continent is Germany: Portugal would never attack Denmark, for example, or Sweden Malta. No: what is being said here is that the Germans, being Germans, are inherently militaristic and racist nationalists, and the logical consequence or final analysis of these traits is Nazism; and that unless Germany is bound tightly into a supranational organism, it will return to violent conquest. I personally do not believe this.

And this, from Nikolaas de Jong in American Thinker earlier this week:

… it is important to point out that the popular image both of Angela Merkel and of modern Germany is deeply flawed. Because far from representing a negation — or a misguided attempt at negation — of past German policies and attitudes, the modern German mentality is in many ways a mutation or an update of the same mentality that has guided Germany since the eighteenth century, and especially since the unification of the country in 1870.

Let us begin with the more obvious parallel: German support for further European integration. Despite all the German talk about subordinating narrow national interests to the European project, careful observers must have noticed the coincidence that the Germans always see themselves as the leaders of this disinterested project, and that the measures deemed to be necessary for further European cooperation always seem to be German-made.

Are the Germans really such idealistic supporters of the European project? It is more probable that in reality they see the European Union as an ideal instrument to control the rest of Europe. Indeed, in 1997 the British author John Laughland wrote a book about this subject, The Tainted Source: the Undemocratic Origins of the European Idea, which is still worth reading for anyone who wants understand what kind of organization the EU actually is. According to Laughland, the Germans are such big supporters of the European ideal because they know that all important decisions in a confederation of states can ultimately only be taken by or with the approval of the most important state — in this case, Germany.

Thus, on closer scrutiny, there is a strong continuity between the foreign policy of Wilhelm II, Hitler, and Merkel. And this continuity can easily be explained by looking at Germany’s position within Europe. On the one hand, Germany is the strongest and largest country in Europe, but on the other hand it is not strong or large enough to dominate the rest of Europe automatically. In consequence, ever since German unification in 1870, the country has been presented with the choice either to subordinate its wishes to those of the rest of Europe — which has always appeared rather humiliating — or to attempt the conquest of Europe, in order to ensure that Germany’s wishes would always prevail. Unsurprisingly, the Germans have consistently chosen the second course, and both World Wars were attempts to permanently bring the rest of Europe under German control.

If you subsidize art, you’ll get more [bad] art

I missed this when it got posted initially … Theodore Dalrymple on an Irish government initiative to actually audit the art they’re busy subsidizing:

Like most governments these days, the Irish government is a patron of the arts. The problem is that most governments know as much about the arts as I know about how to select camels for a camel race.

Naturally, therefore, governments rely on advisers to advise them on artistic matters, in effect delegating to them the disbursement of funds. Here the problem is that the art world is now so corrupt morally, intellectually, and aesthetically that the advice it gives is more likely to resemble Mr. Madoff’s advice to investors than Lord Duveen’s to Henry Clay Frick. There has always been bad art, of course, but rarely has it been so heavily subsidized; and when we see work of which we are inclined to ask, “But is it art?” we should perhaps be asking instead, “Is it government-funded?”

The Irish Arts Council, however, recently came up with a novel, even transgressive idea (“transgressive” is the highest term of praise in current art criticism, incidentally), namely that the artists they subsidize should show some sign of artistic endeavor. It is true that the council’s choice of word, audit, was an unfortunate one, as if artists were accountants having their accuracy checked; and the eminent Irish writer Colm Toibin said that the council’s terminology — for example, “working artists engaged in productive practice” — had a North Korean ring about it; an exaggeration, no doubt, given that the North Korean regime subjects its artists to something more severe than mere audit, but one knows what he means. These days it is increasingly difficult to distinguish, stylistically, between an official circular and a page from The Selected Works of Kim Il-sung. (The only one of those communist leaders worth reading, by the way, is Enver Hoxha, who had a wonderful natural gift for poisonous invective and insult. As by the end of his life he had fallen out with everyone, he also had a lot of practice at it; his principle was never to speak well of the dead, especially if he had killed them himself.)

But Mr. Toibin was exercised about the very idea of demanding of artists that they actually produce something in return for the money they receive. After all, many a great artist in the past has had a fallow patch in his life, sometimes lasting decades; you can’t just go to an artist and insist that he be inspired, any more than a photographer can insist that his subjects be natural in front of the lens. His logic appears to be:

Great artists a and b had fallow patches

Artist c is having a shallow patch

Therefore artist c is great and indefinitely worth subsidy

Now, I’m not against patronage as such; sometimes I even wish I had had a patron who had relieved me of the necessity to earn my daily bread (and jam). Then, surely, I would have written an imperishable masterpiece; I would have had time for le mot juste instead of having to make do with the le mot approximatif that mere journalism, as against literature, requires. But the government doesn’t have the taste or discrimination to act as patron. It can’t even choose its advisers well.

QotD: Coca-Cola seen as harmful

I hate sweet drinks — Coca-Cola et al. — so passionately that I grow angry whenever I see someone buy or drink one. I hate their taste, I hate the horrible plastic bottles in which they come; to see people carry them around with them as if they were dolls or comfort blankets infuriates me. It appalls me worse that anyone actually likes them. The drinks don’t relieve thirst, they merely create it and make their drinkers wish for more: a perfect recipe, from a certain unscrupulous commercial point of view.

I was therefore secretly pleased to read in a paper published recently in the British Medical Journal that those who drink these disgusting concoctions are more likely than others to develop type 2 diabetes — the type that is increasing throughout the world at an alarming pace, and in some countries even threatening to reverse the increase in life expectancy to which of late decades we have grown accustomed as part of the natural order of things and now think of almost as a human right. Such diabetes is not only the wages of sin — gluttony — but of something that affects our everyday lives even worse, namely mass bad taste.

Of course, the paper in the BMJ can be criticized. A statistical association is not by itself proof of causation, though I should be surprised in this instance if the relationship were not causative. Again, in my heart of hearts I hope that it is. It would restore my faith that the universe is just.

QotD: Sir John Falstaff

… in the back of my mind always ran the great anti-perfectionist utterance of Sir John Falstaff, Shakespeare’s indelible comic character, in Part 1 of Henry IV: “Banish plump Jack, and banish all the world.” A world of perfect sense and good behavior would be well-nigh intolerable: we need Falstaffs, even if we are not Falstaffian ourselves.

If we were to describe a man as deceitful, drunken, cowardly, dishonest, boastful, unscrupulous, gluttonous, vainglorious, lazy, avaricious, and selfish, we should hardly leave room in him for good qualities. No one would take it as a compliment to be described in this way, and we would avoid a person described in such a fashion. Falstaff was all those things, but probably no character in all literature is better loved. Only Don Quixote can compete; and our love of Falstaff is not despite his roguery but because of it. Certainly we would rather spend an evening in his company than with the totally upright Lord Chief Justice of Part 2 of Henry IV. A world of such rectitude, in which everyone had the justice’s probity, would be better, no doubt: but it would not be much fun.

But there is everything in the fat old knight to repel us also: he is almost certainly dirty, and, as a doctor, I would not have looked forward to performing a physical examination on him. He is so fat that the slightest physical effort causes him to exude greasy sweat. As Prince Hal says, he “lards the lean earth as he walks along.” To enjoy Falstaff, you have to be in a tavern; but the world, for most people, cannot be a giant tavern, and outside that setting, Falstaff is distinctly less amusing.

When Falstaff toward the end of Part 2 of Henry IV learns from Pistol that the old king is dead and that Prince Hal has succeeded him, he immediately sees his opportunity for the unmerited advancement not only of himself but of his cronies. He knows the worthlessness of the rural magistrate, Robert Shallow, and of the ensign, Pistol, only too well; yet he says: “Master Robert Shallow, choose what office thou wilt in the land, ’tis thine. Pistol, I will double charge thee with dignities.” He gives not a moment’s thought—he is temperamentally incapable of doing so—to the consequences of treating public office as a means only of living perpetually at other people’s expense.

Again, when given the task of raising foot soldiers, Falstaff has no compunction in selling exemptions from service and appropriating to himself the money for arms and equipment, leaving his soldiers ill prepared for the battle and with, as he says, “not a shirt and a half” between them: “I have led my ragamuffins where they are peppered [with shot]. There’s not three of my hundred and fifty left alive.” Falstaff sheds not even a crocodile tear for his lost men; their fate simply does not interest him, once they have served his turn and he has made his profit from having recruited them. Even Doctor Johnson is too indulgent when he says: “It must be observed that he is stained with no enormous or sanguinary crimes, so that his licentiousness is not so offensive but that it may be borne for his mirth.” True, he is not sanguinary as a sadist is sanguinary; but depriving 150 men of the means to fight before a battle that ends in their deaths is no mere peccadillo, either.

Why, then, do we forgive and even still love him? If he had been thin, we might have been much less accommodating of his undoubted vices (Hazlitt, in his essay on Falstaff, emphasized the importance of his fatness). At a time when to be a “stuffed cloak-bag of guts,” as Prince Hal calls him, was unusual and most men were, of necessity, thin, Falstaff’s immense size was a metonym for jollity and good cheer — as fatness still is with Santa Claus. It would not have made sense for Julius Caesar, after noting that “Yon Cassius has a lean and hungry look,” to say that such men are well contented. And had Falstaff been slender, he would not have been what Johnson called him, “the prince of perpetual gaiety.”

Falstaff appeals to us because he holds up a distorting mirror to our weaknesses and makes us laugh at them. Falstaff’s dream is that of half of humanity: of luxurious ease and continual pleasure, untroubled by the necessity to work or to do those things that he would rather not do (Falstaff will do anything for money except work for it). There is luxury in time as well as in material possessions, and no figure lives in greater temporal luxury than Falstaff, to whom the concept of punctuality or a timetable would be anathema. Former Italian prime minister Silvio Berlusconi was — or rather, appeared to be — a kind of Falstaff figure, admired by many, though eventually detested by even more, who seemed to lead an effortless life of merrymaking and who was unafraid of the world’s censure. He was therefore able to say heartless but witty things that the rest of us, cowed by the moral disapproval of others, laughed at under our breaths but would not dare to say ourselves.

QotD: Gluttony and nutrition

… in what kind of culinary culture could a product advertise itself, apparently with success, as a Whopper? The answer, of course, is crude and childish. We are almost back to the stage of some of the Stone Age tribes of New Guinea, who, at a feast, eat so much pig meat that they die of acute protein poisoning afterward. Except that we do not have their excuse of living in conditions of food insecurity in which the possibility of feast is very uncommon. Increasingly in our supermarkets it is difficult to find small portions of anything, which is a paradox because more and more of us are living alone and therefore need small portions. But once you have bought more than you need it is tempting to eat it because not to do so seems a waste, though in fact it is just as wasteful, and bad for your health to boot, to eat more than you need or even want as it is to throw it away. We need more self-control in matters of food consumption than ever before, unfortunately just as self-control has been derided as an inherently oppressive or even ridiculous notion.

Not long ago I read a book by Dr. Robert Lustig about the evils of sugar. It was abominably written but came, persuasively enough, to the conclusion that John Yudkin, a professor of nutritional science, came to 40 years ago or more: namely that sugar was the root of all evil (Yudkin’s famous, but also neglected, book had the splendid title Pure, White and Deadly).

Lustig blamed the food companies and government farming subsidies for the epidemic of type 2 diabetes (they are, of course, guilty as charged), but never the people themselves. This is because it is nowadays regarded as proper to blame only the rich and powerful for anything and never “ordinary” people, including the fat: Though where the sins of the rich and powerful come from then becomes a little mysterious unless it is assumed that they are a caste biologically apart from the rest of humanity. However, Lustig does relate the story of a young mother who gave her child a gallon of orange juice a day, with the natural result that the child soon came to resemble a prize pig at Blandings Castle. To explain her strange child-rearing practices the mother told Lustig that the government said that orange juice was good for children, from which she concluded that the more the better. Against stupidity the gods themselves, let alone mere government public health departments, struggle in vain, though in extenuation it must be entered that Linus Pauling, one of the few men ever to win two Nobel Prizes, believed more or less the same thing, and that heroic doses of vitamin C were the path if not quite to immortality, at least to much increased longevity. (I don’t want to sound like an American liberal, but honesty compels me to admit that it will now be very difficult for the fat boy raised on orange juice ever to lose weight, and I doubt that he will ever be slender.)

QotD: The Economist

When I was living in a very remote part of the world I used to read The Economist from cover to cover, though it arrived two months late (communications in those days were not yet instantaneous). It made me feel that I was well-informed, if only in retrospect, despite my isolation. It was my window on the world.

Even then, though, I thought that it was dull and self-congratulatory, characterizing itself as of “the extreme centre.” I noticed that its reports at the front did not always coincide with the economic data at the back and that its prognostications were frequently belied by events — as, of course, most people’s prognostications are. Nevertheless, it managed to convey the impression that the disparities, insofar as they acknowledged them at all, were the fault of the events rather than of The Economist, and that the world had a duty to be as The Economist said it was and as it would be. The anonymity of the articles was intended to create the illusion that the magazine spoke from nothing so vulgar as a perspective, but rather from some Olympian height from which only the whole truth and nothing but the truth could be descried. It is the saving grace of every such magazine that no one remembers what he read in it the week before. Only by the amnesia of its readers can a magazine retain its reputation for perspicacity.

I found its style dull, too. How was it that correspondents from Lima to Limassol, from Cairo to Kathmandu, wrote in precisely the same fashion, as if everything that happened everywhere was fundamentally the same? Walter Bagehot, son-in-law of the founder of The Economist and its most famous editor, was a brilliant prose stylist and a wonderfully witty literary critic, among many other things; but The Economist has long been about as amusing as a speech by David Cameron. Its prose was the literary equivalent of IKEA furniture, prefabricated according to a manual of style; it tried to combine accessibility with judiciousness and arrived only at portentousness.

Who now reads it, and what for? I suppose there is a type of functionary who does not want to be caught out in ignorance of the latest political developments in Phnom Penh, or the supposed reasons for the latest uprising in Ouagadougou. The Economist is intellectual seriousness for middle management and MBAs. To be seen with it is a sign of belonging to, and of identifying with, a certain caste.

Grammar is now racist

Theodore Dalrymple on the recent revelation of the inherent racism of correct language usage:

Two kind readers have drawn my attention to a person called Asao B. Inoue, of whom I had previously not heard, who teaches writing at Tacoma University in Washington State. This deeply conventional corrupter of youth has delivered himself of the pseudo-original opinion that American grammar is inherently racist. It is true that it is often not very good; but that, alas, is true of the speech and writing of the people of all known nations.

To give a flavor of Professor Inoue’s polysyllabic pseudo-ratiocination, I can do no better, alas, than to quote him:

    Antiracist writing assessment ecologies explicitly pay close attention to the relationships that make up the ecology, relationships among people, discourses, judgments, artifacts created and circulated. They ask students to reflect upon them, negotiate them, and construct them. Antiracist writing assessment ecologies also self-consciously (re)produce power arrangements in order to examine and perhaps change them. When designing an antiracist writing ecology, a teacher can focus students’ attention on a few of the ecological elements…which inter-are. This means addressing others, such as power relations and the ecological places where students problematize their existential assessment situations.

This is a quotation, at random, from Professor Inoue’s book, Antiracist Writing Ecology: Teaching and Assessing Writing for a Socially Just Future.

I have not torn this passage out of context because tearing Professor Inoue’s prose out of context is as impossible as tearing fog. There are, in this instance, 300 pages of it, and I congratulate in advance anyone who reads it all. He deserves full marks for persistence, if not for a wise employment of his time.

It might, of course, be thought that a man like Professor Inoue could do little damage. It is unlikely that ghetto youth will ever go on the rampage shouting Problematize our existential assessment situations! It has other problems on its mind, such as police brutality and the price of crack. Moreover, although Professor Inoue’s prose is hardly Gibbonian, the fact is that he himself writes in approximately grammatical form — in other words, he uses standard grammar. No doubt he would argue that this is because he is forced to do so, that the vicious racists of Tacoma University would sack him if he didn’t, but this is no excuse: He doesn’t have to work there and could take another job, though for the moment I cannot think what it could be.

The point is, however, that he probably demands of his students that they reproduce his thoughts — or rather, opinions — not only in content but in form, that is to say in approximately standard grammar. Whether this is hypocritical of him rather depends on whether he is aware of it.

QotD: Like the Bourbons, the Guardian learns nothing and forgets nothing

The Bourbons, said Talleyrand, learned nothing and forgot nothing. Sometimes it seems as if our modern liberals are just like the Bourbons. Here, for example, is a headline from the U.K.’s hard-line liberal newspaper, the Guardian:

FAR-RIGHT PARTY STILL LEADING IN DUTCH POLLS, DESPITE LEADER’S CRIMINAL GUILT.

What was the crime of which the far-right leader — Geert Wilders — was guilty? It was incitement to discrimination; in other words, not even discrimination itself. He had discriminated against no one, but made a speech in which he called for “fewer Moroccans.” Significantly, the Guardian gave no further details of what Wilders meant by this — whether, for example, he proposed that fewer Moroccan immigrants should be allowed into the Netherlands, that the illegal Moroccan immigrants should be deported, or that Dutch citizens of Moroccan descent should be deprived of their citizenship and forcibly repatriated. For the Guardian, it hardly seemed to matter.

More significant still was the Guardian’s inability, even after the victory of Donald Trump in the United States—which must, in part, have been attributable to a revolt against political correctness — to see that the conviction of Wilders on a charge so patently designed to silence the fears of a considerable part of the population couldn’t possibly reduce his popularity. By illustrating the moral arrogance of the political class against which Wilders’s movement is a reaction, the charge might actually make him more popular.

QotD: The new Whitney Museum in New York City

On a recent visit to New York City, I had the opportunity to walk around the exterior of the new Whitney Museum, built at a cost of $442 million. It is a monument of a kind: to the vanity, egotism, and aesthetic incompetence of celebrity architects such as Renzo Piano, and to the complete loss of judgment and taste of modern patrons.

If it were not a tragic lost opportunity (how often do architects have the chance to build an art gallery at such cost?), it would be comic. I asked the person with whom I was walking what he would think the building was for if he didn’t know. The façade — practically without windows — looked as if it could be the central torture chambers of the secret police, from which one half expects the screams of the tortured to emerge. Certainly, it was a façade for those with something to hide: perhaps appropriately so, given the state of so much modern art.

The building was a perfect place from which to commit suicide, with what looked like large diving boards emerging from the top of the building, leading straight to the ground far below. Looking up at them, one could almost hear in one’s mind’s ear the terrible sound of the bodies as they landed on the ground below. There were also some (for now) silvery industrial chimneys, leading presumably from the incinerators so necessary for the disposal of rubbishy art. The whole building lacked harmony, as if struck already by an earthquake and in a half-collapsed state; it’s a tribute to the imagination of the architect that something so expensive should be made to look so cheap. It is certain to be shabby within a decade.

QotD: Pre-Traumatic Stress Disorder

… it might have been worth mentioning that, whatever the validity of PTSD as a diagnosis, most people who experience a traumatic event in life do not suffer from it. As is to be expected of a creature as protean as Man, people respond differently to their experiences. They do not forget the trauma, but its memory does not affect their subsequent lives in any pathological way. I once met an American psychiatrist, John E. Nardini, who had been a prisoner of the Japanese for more than three years, who had seen half his fellow prisoners die of hunger and disease, and who had himself suffered from beriberi, but who felt that the appalling experience, which of course he would have wished on no one, had actually strengthened him. The development of PTSD does not follow from trauma as the night does the day, but depends on many things — no doubt the culture of the traumatized among them.

In any case, PTSD is largely irrelevant to what Heer is writing about. He isn’t writing about post-traumatic stress disorder at all, but rather, a new diagnosis of pre-traumatic stress disorder. I can’t help but recall the case of Mr. Podsnap, in Charles Dickens’s Our Mutual Friend:

    A certain institution in Mr. Podsnap’s mind which he called “the young person” may be considered to have been embodied in Miss Podsnap, his daughter. It was an inconvenient and exacting institution, as requiring everything in the universe to be filed down and fitted to it. The question about everything was, would it bring a blush into the cheek of the young person? And the inconvenience of the young person was, that, according to Mr. Podsnap, she seemed always liable to burst into blushes when there was no need at all. There appeared to be no line of demarcation between the young person’s excessive innocence, and another person’s guiltiest knowledge.

What is most interesting from the cultural point of view about the preposterous nonsense of trigger warnings for Victorian books is the obvious thirst or desire for victimization that they express. Victims are the heroes of the politically correct; their victimhood confers unique moral authority upon them ex officio. And since many would like to be a unique moral authority, it follows that they would like to be a victim. The fact soon follows the wish, at least in their own estimation; and this, of course, provides much work and justifies much power for the self-proclaimed protectors of victims. University teachers become the curators of figurines of the finest porcelain, which only they are allowed to touch.

This is a case in which caricature is the best way of capturing truth.

QotD: Separatism and the EU

All the current nationalist parties of small nations in Europe — the Scots, the Welsh, the Basque, the Catalans, the Flemish — strongly support membership in the European Union, which is dedicated to, and even predicated upon, the extinction of national sovereignty. One would have thought that these parties wanted, at a minimum, national sovereignty. The contradiction is so glaring that it requires an explanation.

The human mind is not a perfect calculating machine, and no doubt all of us sometimes contradict ourselves. Perfect consistency tends to be disconcerting — but so does glaring inconsistency. It’s possible that the nationalist parties’ leaders don’t perceive the contradiction, being so blinded by ideology that they are simply unaware of it. But another possible explanation exists: by leading their nominally independent countries, they forever will be able to feed at the great trough of Brussels and distribute its largesse in true clientelistic fashion. The nationalist leaders certainly lead their people, but by the nose.

Oddly enough, I have not seen the contradiction between current nationalism and support for remaining in the European Union referred to in the press, though I don’t read every paper in every language. This is surely one of the first times in history, however, that the expression, “Out of the frying pan into the fire,” has become not a warning, but the desired destination of substantial proportions of whole populations.

QotD: Mediocrity

Moreover, as Somerset Maugham said, only a mediocre writer is always at his best, to which one might add that mediocrity is necessary for us to know what the best actually is. Mediocrities therefore perform a valuable service; they also serve who only stand and act routinely.

Some are born mediocre, some achieve mediocrity, and some have mediocrity thrust upon them. I don’t want to boast, but whenever I have sat on a committee, which I have always tried to avoid, my mind suddenly runs to unaccustomed platitudes, and I hear myself saying the most obvious and self-evident things as if they were revelations. There is something about a committee that fosters mediocrity; on a committee, one becomes as individual as a lemming and as colorful as Pravda.

Media fans of Chavez

Theodore Dalrymple on the unfailing ability of some political pundits to not only be wrong, but to be proven wrong so completely and so quickly (and yet to seem unable to learn from the experience):

In 2000 [former literary editor of The Guardian, Richard Gott] wrote a book about Chavez that I thought startling in its adulatory idiocy. The Bourbons may have learnt nothing and forgotten nothing, but Gott was far worse than any Bourbon. Despite it being obvious that Chavez’s crude and demagogic economic notions were capable of producing a sand shortage in the Sahara, Gott saw in them a rainbow with a pot of social justice at the end of it. As late as 2012, Gott wrote an article in The Guardian with the title “Chavez’s economic lesson for Europe.” Its subtitle was “Hugo Chavez’s rejection of the neoliberal policies dragging Europe down sets a hopeful example.”

Chavez’s policy was simply to use Venezuela’s large oil revenues, in effect its unearned income, to subsidize the standard of living of millions of people, while at the same time antagonizing foreign and even domestic capital. Oddly enough, it did not occur to the learned author of the article that Greece, for example, had no revenues from a resource comparable to oil to distribute, though for a time borrowed money played the role of those oil revenues; nor that an economy utterly dependent on the price of oil was extremely fragile, and that to distribute largesse on the assumption that the price would remain high forever was improvident, to say the least.

The article ends as follows:

    Greece has a wonderful chance to change the history of Europe and to throw their caps of Bolívar into the air, as once the Italian carbonari did in Paris all those years ago. Lord Byron, who planned to settle in Bolívar’s Venezuela before sailing off to help liberate Greece, named his yacht Bolívar; he would certainly have been pleased with contemporary developments.

What this omits, apart from the chaos into which Venezuela has only too predictably fallen, is Bolívar’s own miserable end as a fugitive from what he himself had brought about, and his deeply despairing though splendidly lapidary last pronouncement: He who serves the revolution ploughs the sea.

It was never very difficult, even for persons such as I ungifted with foresight, to predict that Chavez’s so-called Bolivarian Revolution would end in tears, with shortages of practically everything and corruption on a Brobdingnagian scale. For any person possessed of the most minimal common sense, Gott’s own book about the Venezuelan mountebank provided enough evidence that this would happen. Gott’s economic utopia is a place in which everything for everybody is subsidized, and nothing has a real price. A cynic, said Oscar Wilde, is a person who knows the price of everything; a Gott is a person who thinks there should be no prices, and everything should be distributed according to everyone’s wishes.

But perhaps we should not be too hard on poor old Chavez and his Guardian acolyte, praise-singer, and sycophant. Chavez’s Bolivarian Revolution was only European social democracy writ large and loud, a tropical parrot to Europe’s more soberly plumaged crows. After all, what is most of Western politics about other than the size and distribution of subsidies, the state, as the great French economist of the 19th century, Frédéric Bastiat, put it (he is the only economist in the history of the world who makes you laugh on practically every page), the means by which everyone seeks to live at everyone else’s expense?

QotD: “[A]nnual health checks as carried out in Britain are a waste of time”

In the same “Minerva” column, we learn that annual health checks on everyone between the ages of 40 and 75 are likely to be useless, at least as carried out in Britain, except possibly as a mild Keynesian stimulus to the economy. When the records of 130,356 people who had undergone such checks were examined, it was discovered that only about 20 per cent of those at high risk of cardiac disease were prescribed statins and even fewer of those with high blood pressure underwent treatment to lower it.

Since the beneficial effects of treatment with statins are a matter of controversy anyway, as being of value mainly to those who already have ischemic heart disease or have had a stroke, and since the treatment of high blood pressure is only marginally beneficial in the first place, so that the benefit of treating fewer than 20 per cent of those with high blood pressure is likely to be minuscule from the public health point of view, we can safely conclude that annual health checks as carried out in Britain are a waste of time — unless wasting time by occupying it is the whole object of the activity, in which case wasting time is not wasting time but using it gainfully. Gainfully, that is, to the person who wastes his time (the doctor) rather than has his time wasted for him (the patient). His time is well and truly wasted.

Part of the problem is the assumption that doing something must be better than doing nothing. Doctors of the past, because there was so little they could in fact do, employed a technique known as masterly inactivity: they assumed an alert watchfulness, giving the patient the impression, which was false but reassuring, that they would do what had to be done in the event that anything untoward happened. Since most people got better anyway, this seemed to confirm the wisdom of the doctor.

Masterly inactivity, however, is no way to increase your fee for service or gain a reputation for technical mastery. Patients too prefer to think that they are doing something rather than nothing to preserve themselves. That is why some of them are not merely surprised, but aggrieved when illness strikes them: for they have done all that they were supposed to do to remain in good health, from eating broccoli to regular bowel biopsies.

Accepting the truth in the wake of the Paris attacks

Douglas Murray on the slow, unwilling movement toward accepting the true reasons for anti-Western violence like the Paris terror attacks:

The West’s movement towards the truth is remarkably slow. We drag ourselves towards it painfully, inch by inch, after each bloody Islamist assault.

In France, Britain, Germany, America and nearly every other country in the world it remains government policy to say that any and all attacks carried out in the name of Mohammed have ‘nothing to do with Islam’. It was said by George W. Bush after 9/11, Tony Blair after 7/7 and Tony Abbott after the Sydney attack last month. It is what David Cameron said after two British extremists cut off the head of Drummer Lee Rigby in London, when ‘Jihadi John’ cut off the head of aid worker Alan Henning in the ‘Islamic State’ and when Islamic extremists attacked a Kenyan mall, separated the Muslims from the Christians and shot the latter in the head. It was what President François Hollande said after the massacre of journalists and Jews in Paris in January. And it is all that most politicians will be able to come out with again after the latest atrocities in Paris.

All these leaders are wrong. In private, they and their senior advisers often concede that they are telling a lie. The most sympathetic explanation is that they are telling a ‘noble lie’, provoked by a fear that we — the general public — are a lynch mob in waiting. ‘Noble’ or not, this lie is a mistake. First, because the general public do not rely on politicians for their information and can perfectly well read articles and books about Islam for themselves. Secondly, because the lie helps no one understand the threat we face. Thirdly, because it takes any heat off Muslims to deal with the bad traditions in their own religion. And fourthly, because unless mainstream politicians address these matters then one day perhaps the public will overtake their politicians to a truly alarming extent.

If politicians are so worried about this secondary ‘backlash’ problem then they would do well to remind us not to blame the jihadists’ actions on our peaceful compatriots and then deal with the primary problem — radical Islam — in order that no secondary, reactionary problem will ever grow.

Yet today our political class fuels both cause and nascent effect. Because the truth is there for all to see. To claim that people who punish people by killing them for blaspheming Islam while shouting ‘Allah is greatest’ has ‘nothing to do with Islam’ is madness. Because the violence of the Islamists is, truthfully, only to do with Islam: the worst version of Islam, certainly, but Islam nonetheless.

Theodore Dalrymple expresses a bit of sympathy for the politicians who must say something in the wake of atrocities:

One has to pity — a little — politicians obliged to react publicly to events such as those on November 13 in Paris. They can’t pass over them in silence: but what can they say that does not sound banal, hollow and obvious? They can only get it wrong, not right.

That does not excuse inexactitude and evasion, however. French president François Hollande called the attacks cowardly, but if there was one thing the attackers were not (alas, if only they had been), it was cowardly. They were evil, their ideas were deeply stupid, and they were brutal: but a man who knows that he is going to die in committing an act, no matter how atrocious, is not a coward. With the accuracy of a drone, the president honed in on the one vice that the attackers did not manifest. This establishes that bravery is not by itself a virtue, that in order for it to be a virtue it has to be exercised in pursuit of a worthwhile goal. To quote an eminent countryman of the president, Pascal: Travaillons, donc, à bien penser: voilà le principe de la morale. Let us labor, then, to think clearly: that is the principle of morality.

President Obama was not much better. He made reference in his statement to “the values we all share.” Either he was using the word “we” in some coded fashion, in spite of having just referred to the whole of humanity, or he failed to notice that the attacks were the direct consequence of the obvious fact that we — that is to say the whole of humanity — do not share the same values. If we shared the same values, politics would be reduced to arguments about administration.
