Europe and the refugees

Theodore Dalrymple on the various European governments’ attitudes and actions on the refugee problem:

Europe, despite its Union, is as divided as ever. Recently, when Italy’s new right-wing government — anxious to prove its credentials — refused to allow a boat carrying 629 African migrants to dock in Italy, Spain’s new left-wing government — equally anxious to do the same — accepted the boat. When the French president, Emmanuel Macron, criticized the Italians for their decision, the Italian government accused the French of hypocrisy, inasmuch as they had refused to take more than 9,000 migrants from Italy that they had previously agreed to accept.

This story is revealing in several aspects. The first is that, whatever attitude governments take to the migrants, no one truly believes that they are more of an asset than a liability. Madrid’s action, for example, was taken on “humanitarian” grounds, rather than because it believed that Spain would benefit from the migrants’ presence. When European leaders discuss the migrant question, it is always in terms of sharing the burden, not the assets, equitably. No one speaks of foreign investment in this way, which suggests that European politicians believe, whether rightly or wrongly, that the free movement of people and capital are different in an important way.

The leaders speak of sharing the burden, then, and are incensed when countries such as Hungary and Poland refuse point-blank to take any migrants from Africa or the Middle East. But I have never seen mentioned in this context the question of where the migrants themselves want to go. They might as well be inanimate toxic waste as far as the discussion is concerned, rather than human beings with wishes, desires, ambitions, and so forth. They are but pawns in a political game. Hungary, for example, is deemed duty-bound to take x number of migrants: no one asks whether x number of migrants can be found who want to go to Hungary. Nor is the question ever discussed in public whether Hungary, having open borders, would be held responsible for making the migrants stay there once they had arrived. Short of penning them in, how exactly would you keep them in Hungary, or in Poland?

QotD: Langue de bois

The attendees [of a medical leadership conference] would learn about something called “lean management,” one feebly-attempted definition of which is as follows:

    If someone tells you that “lean management is this” and not something else, if someone puts it in a box and ties a bow around it and presents it in a neat package with four walls around it, then that someone knows not of what they speak. Why? Because it is in motion and not a framed picture hanging on the wall. It is a melody, a rhythm, and not a single note.

This is the mysticism of apparatchiks, the romanticism of bureaucrats, the poetry of clerks. From my limited observations of management in public hospitals and other parts of the public health care system, it seeks to be not lean, in the commonly used sense of the word, but fat, indeed as fat as possible; nor are large private institutions very much different.

It seems, then, that we have entered, gradually and without any central direction or decree, a golden age of langue de bois or even of Newspeak. Langue de bois is the pompous, vague, and abstract words that have some kind of connotation but no real denotation used by those who have to hide their real motives and activities by a smokescreen of scientific- or benevolent-sounding verbiage. Newspeak is the language in Nineteen Eighty-Four whose object is to limit human minds to a few simple politically permissible thoughts, excluding all others, and making doublethink — the frictionless assent to incompatible propositions — part of everyday mentation.

Langue de bois and Newspeak are no longer languages into which normal thought must be translated; rather they have become the languages in which thought itself, or rather cerebral activity, takes place, at least in the upper echelons of the bureaucracy that rules us. If you ask someone who speaks either of them to translate what he has said or written into normal language, it is more than likely he will be unable to do so: His translation will be indistinguishable from the words translated. It is therefore clear that, where culture is concerned, the Soviet Union scored a decisive and probably irreversible victory in the Cold War.

QotD: Workshops and how to avoid them

Kingsley Amis, a man whom, for reasons neither interesting nor publishable, I did not much admire, once said that the word “workshop” summed up all that was wrong with the modern world. He was right, and his comment was both shrewd and prescient. Courses, conferences, away-days, workshops, team-building weekends – they’re all part of the same pathology, and they’ve spread like bacteria on agar gel.

With a regularity bordering on the boring, from many sources, I receive flyers offering me courses to improve myself. I am far from supposing that I cannot improve or be improved, but most of these courses seem more designed to relieve me of money than anything else. They come with pictures of the course leaders (or trainers), happy and smiling and, to my eyes at least, deeply crooked.

A learned journal to which I subscribe always arrives with invitations to courses and conferences. Some, naturally, are of interest: those given by people who are acknowledged experts in their field, and who will provide a convenient digest of the latest research in it. But a high proportion of them are about what one might call para-work: activity that has nothing, or something only very tangential, to do with the ostensible aims of one’s profession.

Carl Jung, “the Madame Blavatsky of psychotherapy”

A few notes on Carl Jung, by Anthony Daniels (more often known by his pen name, Theodore Dalrymple), commenting on a biography from several years ago:

What exactly were [Jung’s] achievements? Oddly enough, although this biography is more than 800 pages long (649 of them are text, each of them so closely printed that they are the equivalent of two normal pages), by the time you finish it you will nevertheless be hard put to say. You will know a lot about the petty quarrels and squabbles in which Jung repeatedly engaged, and about the details of his domestic life, but relatively little about why any of these things matter in the first place. The author therefore assumes not only a familiarity with Jung’s ideas, and a sympathy towards them, but that the reader also assumes that Jung is worthy of such a lengthy biography. This is not an assumption I share, and though the book is written in serviceable prose, it contains not a single humorous remark. From very early on, therefore, I picked it up with some words that Macaulay wrote in a review of a two-volume biography of Lord Burleigh echoing through my mind like the insistent snatch of a tune (I quote from memory): Compared with the labour of reading these volumes, all other labour, the labour of thieves on the treadmill, the labour of children in the mines, the labour of slaves on the plantation, is but a pleasant recreation. That Miss Bair has been diligent is indisputably true; that her diligence has been wisely applied, unfortunately, is a more open question.

Some men are born charlatans, some achieve charlatanry, and some have charlatanry thrust upon them. Jung was decidedly not born a charlatan — or at least, he was not one throughout the whole of his career. True, he grew up in a family with a more than average number of table-rappers, which no doubt inclined him later to the study of the esoteric (for it certainly never occurred to him to wonder why the esoteric was, in fact, esoteric), and was subjected in his youth to that Teutonic windiness which comes so easily, though no means inevitably, to those who think and write in the German language. There is nothing quite like esoteric windiness for creating a penumbra of profundity, to which bored society ladies are drawn like flies to dung: and this no doubt explains how he became the Madame Blavatsky of psychotherapy. At the same time, however, he received a thorough grounding in classics as well as in science, spoke four languages fluently, could read Latin as if it were his native tongue, was not bad at Greek, and contributed several expressions to our daily discourse — complex, collective unconscious, archetypes, animus and anima, persona, introvert and extrovert — which by itself is far more than most of us will ever achieve. This is not the same as saying, however, that he contributed to human knowledge: for it is perfectly possible to give names to non-existent entities.

One of his patients, who has gone down in history as the solar-phallus man, thought (among many other strange things) that there was a phallus that emerged from the sun, and that by causing this solar appendage to move, he controlled the weather, particularly the wind. Jung subsequently discovered, in his reading about ancient myths, that there was a Persian Mithraic belief of exactly the same kind as his patient’s. Now his patient was not a well-educated or widely read man, so it seemed to Jung impossible that he had learnt of the Mithraic myth from external sources. He therefore concluded that the form of myths was almost — as we should now put it — hard-wired into the human psyche, and he called these forms archetypes. The collective unconscious was full of such archetypes.

Jung was a preternaturally unclear writer and thinker: he would never say anything clearly when obfuscation would do. Whether this was from lack of talent or an unconscious appreciation that clarity led to the possibility of contradiction and even refutation, no one can say, but the precise nature of archetypes, their ontological status as it were, has remained unclear ever since. At any rate, the solar-phallus man’s delusion, which he quoted for the rest of his long life, was the rock on which his theory was built: a somewhat inadequate basis for an entire, far-reaching theory about the mental life of all of humanity. But Jung’s theorizing was always like an inverted pyramid: a mountain of speculation resting on a pin-prick of fact.

There were obvious problems with the theory of archetypes. The theory suggested itself to Jung because of the exact, or very close, correspondence between the madman’s delusion and the original Mithraic myth: but how close did correspondences have to be before they were manifestations of archetypes, which were more platonic forms than actual contents of the mind? Only an analyst can say, of course, and there is no public criterion other than the analyst’s authority.

“Oxfam, like many large British charities, has long been a villainous organisation”

Theodore Dalrymple puts the boots to Oxfam:

It is very wrong, morally, to take pleasure in the misfortunes of others, but I cannot disguise from myself the intense pleasure, amounting almost to joy, with which I learned of the public exposure of the wrongdoings of Oxfam in Haiti, Chad, and elsewhere. Its workers, sent to bring relief to the acute and chronic sufferings of those countries, used the charity’s money, partly derived from voluntary contributions and partly from government subventions (the British government and the European Union are by far the largest contributors to British Oxfam), to patronise local prostitutes, some of them underage, and also to conduct orgies, no doubt at a fraction of what they would have cost to conduct at home.

Oxfam, at least in Britain, has long been one of the most Pecksniffian of organisations, much give to auto-beatification. Mr. Pecksniff, in Dickens’ Martin Chuzzlewit, introduces his daughters, called Charity and Mercy, to Mrs. Todgers, adding ‘Not unholy names, I hope.’ It is therefore of the hypocritical Mr. Pecksniff that I think whenever I pass the Oxfam shop in my small town, with its unctuous slogan, Thank you for being humankind, posted in the window. It is only with difficulty that I resist the urge to throw a brick through it.

Of course, Oxfam, like many large British charities, has long been a villainous organisation — and the sexual exploits (or should I say exploitations?) of its workers in Haiti and elsewhere are the least of it. In the moral sense, though not the legal, it has for many years been guilty of fraud, of misleading the public.

I first realised this some years ago when I found a used book dealer of my long acquaintance poring in his shop over Oxfam’s annual accounts.

‘Look at this,’ he said, but I saw nothing until he pointed it out to me.

Oxfam, in common with many other charities in Britain, runs thrift stores in practically every British town and city. Such thrift stores are now more numerous even than Indian restaurants: they allow people to give away their unwanted belongings in the belief that, by so doing, they are furthering a good cause.

My acquaintance pointed out that, despite receiving their goods free of charge, paying practically nothing for their labour (which was voluntary), and paying much reduced local taxes, Oxfam shops made a profit on turnover of a mere 17 per cent, much less than his own, despite his incomparably greater expenses. How was such a thing possible, by what miracle of disorganisation (or malversation of funds)?

Until then, I had carelessly assumed that the great majority of any money that I gave to a large charity went to serve its ostensible end, say the relief of avoidable suffering. I was not alone in this, of course. When I asked the volunteer ladies in a local shop run on behalf of the British Red Cross what percentage of the money I paid for a book there went to the Red Cross, they looked at me as if I were mad.

‘Why, all of it of course,’ piped up one of the ladies.

The real average figure at the time for Red Cross thrift stores was 8 per cent; but the volunteer ladies supposed, because the goods they sold were free to the Red Cross and they themselves were not paid, that (apart from a small amount for unavoidable expenses) all the money raised went directly to victims of earthquakes and the like.

QotD: In Britain, crime does pay

Here it is instructive to look at the statistics for house burglary in England and Wales. 750-800,000 such burglaries were known to the police in 2006; the police found the burglars in about 66,000 cases. (The figures for the number of burglaries are underestimated, while those for the numbers of burglaries solved are overestimated, both for technical reasons not necessary to go into, and that we can for the sake of argument ignore.) In that year, just over 6000 burglars received prison sentences. In other words, even if caught, a burglar in England and Wales is not likely to go to prison; but he is even less likely to be caught in the first place. In this sense, then, criminals do indeed have nothing to lose, and possibly much to gain by criminality.

QotD: Political correctness

Political correctness is communist propaganda writ small. In my study of communist societies, I came to the conclusion that the purpose of communist propaganda was not to persuade or convince, nor to inform, but to humiliate; and therefore, the less it corresponded to reality the better. When people are forced to remain silent when they are being told the most obvious lies, or even worse when they are forced to repeat the lies themselves, they lose once and for all their sense of probity. To assent to obvious lies is to co-operate with evil, and in some small way to become evil oneself. One’s standing to resist anything is thus eroded, and even destroyed. A society of emasculated liars is easy to control. I think if you examine political correctness, it has the same effect and is intended to.

The EU and its many separatist movements

Theodore Dalrymple explores an odd thing in Europe which has often puzzled me: that movements to separate linguistic or economically distinct regions from their parent country are almost all equally eager to remain part of the EU:

[…] But having said all this, we still have not explained why nationalist centrifugalists, if I may so call them, are so eager to form an alliance with EU centripetalists, who wish to efface the very thing the nationalists claim to be seeking. Several hypotheses are possible, and none susceptible of final proof.

The first is that that these nationalists are not even aware of the contradiction. Few of us are logical calculating machines who work out the full implications of our beliefs, let alone always act in our own best interests. I am only too aware that I have no consistent doctrine of life, morality, or politics, that I am not even consistent from day to day or moment to moment, and am, on the whole, quite untroubled by this. Entirely consistent men are apt to be spine-chilling.

Second, nationalist dislike of immediate neighbors, whether the explanation for it be reasonable or unreasonable, may loom so large that it overcomes logical thought. Jumping out of frying pans into fires is a well-known human phenomenon.

There is a third explanation, which is that the leaders of the nationalist parties or separatist groups want there to be more places at the top table — vacancies that they would then fill. They might even rise to the dizzying heights of the former Prime Minister of Luxembourg, who has long bestridden the world, or Europe at any rate, like a colossus. This he could never have done without the existence of the EU. In other words, personal ambition and the megalomania of petty potentates.

But what should be the attitude of leaders of the European Union toward the potential fracturing of the EU member states as they are at present constituted? In the short term, EU leaders have to pretend to support the current arrangements, because for the moment power is concentrated in the hands of the leaders of those member states. If the power in Madrid or London begins, however, to seep away, the path to a Europe not of the nations but of (as Professor Guérot puts it) “the regions” is cleared. Then, as she says, the citizens of Europe “will elect their president by direct universal suffrage. Finished with the system of checks and balances … ”

I can’t wait for all those terrible checks and balances to be swept away. And, while we are at it, why should this process be confined to Europe? Is Professor Guérot a closet nationalist — even a racist? If Europeans can, why can’t the entire population of the world, elect their president (of a Republic of the World) by direct universal suffrage?

The language of most separatist leaders draws on the airy — and usually not defined in detail — concept of independence, being in charge of their own destiny, Maîtres Chez Nous, out from under those foreign rulers in [London|Madrid|Rome], etc. Yet the very next most important issue always seems to be jumping right back into a different form of foreign rulership. Almost as if the whole “independence” thing was merely a vehicle to getting better parking spots in Brussels.

Post-Brexit Britain as “a Venezuela without the oil or the tropical climate”

Theodore Dalrymple on the possible downsides of a hard Brexit:

Important (for good or evil) as Brexit may be to the future of Britain, it is not without its importance for the European Union. Indeed, it was always essential for the Union that Britain’s departure should be an economic disaster for Britain: for if it were not, why have a union at all?

It was therefore entirely predictable that the Union should drive a hard bargain with Britain, even a bargain economically harmful to itself, provided only that it was worse for Britain: for the self-preservation of the European political class is at stake. In the European Union politics always trumps economics.

In Britain too, political considerations were uppermost in the minds of those who voted for Brexit. They saw in the European Union a Yugoslavia in the making, led by a megalomaniac class without effective checks or balances. But now they are increasingly apprehensive of the economic costs of Brexit.

And the economic auguries for Britain are indeed poor, though not only, or even principally, because of the European Union’s hostility. The fact is that Britain is unlikely to be able to take any advantage of life outside the European straitjacket because its own political class is itself in favour of straitjackets that are no better, and quite possibly worse than, the European ones. The present Prime Minister, Theresa May, is very much a statist, indistinguishable from European social democrats, and the leader of the opposition, Mr Corbyn, who might well be the next Prime Minister, is an unapologetic admirer of Hugo Chavez. It is hardly to be expected that foreign investors will place much trust or confidence in an isolated country whose next government might very well weaken property rights, impose capital controls and increase corporate taxation in favour of supposed social justice. It would not take very long to turn Britain into a northern Venezuela: a Venezuela without the oil or the tropical climate.

Moreover, Britain already has many weaknesses and few strengths. It has a huge and persistent trade imbalance, because it does not produce enough of what the world wants and cannot easily be made to do so; it has a large national debt, about the same size as that of France, but without a highly functioning infrastructure such as France’s to show for it; its household debt is among the highest in the world. For many years, its economic policy might as well have been presided over by Mr Madoff; its social policy has been to smash up all forms of social solidarity or support for the vulnerable that do not pass through the state. The destruction of the little platoons has been very thorough: most large ‘charities’ in Britain are now dependent on government rather than on private funding, and hence are in effect departments of state.

QotD: Heaven

I suspect that if people were asked to describe a heaven, they would come up with something very like an eternal cruise on one of those dreadful ships that ruin the appearance and atmosphere of everywhere they dock: five meals a day, a casino, cinema, sauna, swimming pool, dinner at the captain’s table. But such a life would soon pall. Before long there would be quarrels, divisions into factions, and possibly even a murder or two, just for variation. Man is not so much a problem-solving creature as a problem-creating one; and as for his state of mind, he likes change for its own state, even if it be change for the worse. Man will never be entirely sensible.

QotD: Anti-smoking fanaticism

Whenever I am in Paris I stay near Père-Lachaise, the greatest cemetery in the world, and I always take at least one walk in it. It is, like life and literature, inexhaustible; and after all, the paths not only of glory but of journalism, too, lead but to the grave.

On the way there this time I was passed by a road-sweeping vehicle with an excellent advertisement on its side. It showed a vast pyramid of cigarette ends, with the legend “350 tons of cigarette ends per year”: the sum of such annual sweepings in Paris. This must equate to an awful lot of death.

On the matter of smoking I suffer not so much from cognitive as from emotional dissonance. On the one hand I detest the filthy habit, and whenever I see the slogan SMOKING KILLS on a discarded packet on the ground, I think, “Yes, but not quickly enough.”

On the other hand, I detest the antismokers, the Savonarolas of public health. I want people to spite them by smoking, though not in my breathing space.

QotD: The reputation of Che Guevara proves “the triumph of marketing over truth and reality”

The Irish Post Office has issued a stamp to commemorate the fiftieth anniversary of the death of Ernesto Guevara. This is, presumably, because he was both very famous and had some distant Irish ancestry. It is, however, a rather sinister philosophy that the worth of a man’s work or ideas, or his influence on the world, is much affected, either for the better or the worse, by his distant ancestry.

Guevara’s reputation is, of course, the triumph of marketing over truth and reality. There is probably no resort of mass tourism in the world where Guevara kitsch is not on sale and, one must presume, bought; and in an odd way this is only appropriate, for mass tourism makes lemmings seem like unreconstructed individualists, and Guevara was nothing if not an ardent promoter of mass conformity and unthinking obedience. Like many an adolescent psychopath, as he remained all his life, he dreamed of making mankind anew — not in his own image, exactly, for he thought of himself as a leader rather than a follower, but according to his own far-from-profound ideas of what mankind should be. The triumph of marketing is to have made this apostle of the most complete servitude into an apostle of the most complete freedom.

The triumph of marketing over truth and reality is nothing new, however. To expect people who are trying to sell you something also to tell you the truth, the whole truth, and nothing but the truth is to expect what never did happen and what never will happen. The buyer will always have to beware, no matter what legal protections are put in place for the unwary; the necessity is inscribed, as it were, in human nature itself.

Le Corbusier

Theodore Dalrymple could never be called a fan of Le Corbusier’s architecture:

The French fascist architect Charles-Édouard Jeanneret, better known as Le Corbusier, was another of this charmless ilk, though cleaner than Brecht (a Marxist, the latter’s decision not to wash was his tribute, albeit not a very flattering one, to the proletariat). Jeanneret’s inhumanity, his rage against humans, is evident in his architecture and in his writings. He felt the level of affection and concern for them that most people feel for cockroaches.

Like Hitler, Jeanneret wanted to be an artist, and, as with Hitler, the world would have been a better place if he had achieved his ambition. Had he been merely an artist, one could have avoided his productions if one so wished; but the buildings that he and his myriad acolytes have built unavoidably scour the retina of the viewer and cause a decline in the pleasure of his existence.

One of Jeanneret’s buildings can devastate a landscape or destroy an ancient townscape once and for all, with a finality that is quite without appeal; as for his city planning, it was of a childish inhumanity and rank amateurism that would have been mildly amusing had it remained purely theoretical and had no one taken it seriously.

A book has just been published — Le Corbusier: The Dishonest Architect, by Malcolm Millais — that reads like the indictment of a serial killer who can offer no defense (except, possibly, a psychiatric one). The author shares with me an aesthetic detestation of Jeanneret, and also of his casual but deeply vicious totalitarianism; but, unlike me, the author both has a scholarly knowledge of his subject’s life and writings, of which the perusal of only a few has more than sufficed for me, and is a highly qualified structural engineer. Mr. Millais is able to prove not only that Jeanneret was a liar, cheat, thief, and plagiarist in the most literal sense of the words, a criminal as well as being personally unpleasant on many occasions, but that he was technically grossly ignorant and incompetent, indeed laughably so. His roofs leaked, his materials deteriorated. He never grasped the elementary principles of engineering. All his ideas were gimcrack at best, and often far worse than merely bad. To commission a building from Jeanneret was to tie a ball and chain around one’s own ankle, committing oneself to endless, Sisyphean bills for alteration and maintenance, as well as to a dishonest estimate of what the building would cost to build in the first place. A house by Jeanneret was not so much a machine for living in (to quote the most famous of his many fatuous dicta) as a machine for generating costs and for moving out of. In the name of functionality, Jeanneret built what did not work; in the name of mass production, everything he used had to be individually fashioned. Having no human qualities himself, and lacking all imagination, he did not even understand that shade in a hot climate was desirable, indeed essential.

QotD: Generation selfie

There was a whole section of the catalog I picked up in which the models obscured their faces with their phones by taking selfies. Unlike most models these days, who affect a look of unutterable misery (perhaps it is not an affectation, given that they are not allowed to eat and are treated like slaves), the models taking selfies looked very happy, at least in those pictures in which it was possible to discern their facial expression. Perhaps, then, it is in looking at oneself that true happiness lies, at least for some people.

Certainly, at every famous tourist site these days one sees whole troops of people taking pictures of themselves: me and the Mona Lisa, me and the Eiffel Tower, me and Big Ben, me and the Empire State Building, me and Mount Everest. It is the me that counts in these photos, of course; no one’s friends really care about Mount Everest, and even concern for the me is relative. A selfie with Mount Everest is like an alibi when one has been accused of claiming to have been there without having been there; the proof is in one’s phone, although it must be admitted that these days, with an ability to alter photos at will that would have brought joy to Stalin’s heart, anything can be arranged. I read in the memoir of a French model that, having starved mannequins to the size of minus 6, they are fattened up a little afterwards by computer at the printing stage: a remarkable testimony to mankind’s capacity to combine wickedness with stupidity.

The selfie is an example of the new social contract brought about by the social media: You pretend to be interested in me if I pretend to be interested in you. Thus, I agree to look at your selfie at Machu Picchu if you agree to look at mine at Angkor Wat. And this, after all, is as it should be, because it is a long way to go to either of those if no one believes you have been. A classic book is a book that everyone wishes he had read; a wonder of the world is a place at which everyone wishes he had been photographed.

QotD: Management

I am no great admirer of management as a science or of managers as people. The latter tend to speak a strange language, a jargon neither elegant nor poetic; they buy very dull books at airports, they are often shifty and ruthless, and they seem to me to live in a constant condition of bad faith. They are bureaucrats pretending to be entrepreneurs even when they work for the state, an organization that secures its solvency by the simple expediency of printing more money — in fact, not even by printing it anymore, simply by adding a few naughts on computer screens. We live in a regime of paper money without the paper.

Presumably most managers want to be managers; it is their ambition to become such, though some, I think, are sucked into management from other activities without a full realization of what is happening to them. At any rate, they soon come to have a sense of importance and entitlement by comparison with everyone else in society, even the nominal owners of the enterprise in which they work, for they believe themselves to be doing the world’s real work, as it were. James Burnham, in his book The Managerial Revolution, pointed this out as long ago as 1941:

    The managers’ training as administrators of modern production naturally makes them think in terms of co-ordination, integration, efficiency, planning; and to extend such terms from the realm of production under their immediate direction to the economic process as a whole. When the managers think about it, the old-line capitalists, sunning themselves in Miami and Hawaii or dabbling in finance, appear to them as parasites, having no justifiable function in society….

They therefore appropriate shareholders’ funds (or public money) with a good conscience, reasoning that without them there would be no such funds in the first place.
