Of all forms of the uplift, perhaps the most futile is that which addresses itself to educating the proletariat in music. The theory behind it is that a taste for music is an elevating passion, and that if the great masses of the plain people could be inoculated with it they would cease to herd into the moving-picture theaters, or to listen to Socialists, or to beat their wives and children. The defect in this theory lies in the fact that such a taste, granting it to be elevating, simply cannot be implanted. Either it is born in a man or it is not born in him. If it is, then he will get gratification for it at whatever cost he will hear music if hell freezes over. But if it isn’t, then no amount of education will ever change him he will remain stone deaf until the last sad scene on the gallows.
No child who has this congenital taste ever has to be urged or tempted or taught to love music. It takes to tone inevitably and irresistibly; nothing can restrain it. What is more, it always tries to make music, for the delight in sounds is invariably accompanied by a great desire to make them. I have never encountered an exception to this rule. All genuine music-lovers try to make music. They may do it badly, and even absurdly, but nevertheless they do it. Any man who pretends to a delight in the tone-art and yet has never learned the scale of C major any and every such man is a fraud. The opera-houses of the world are crowded with such liars. You will even find hundreds of them in the concert-halls, though here the suffering they have to undergo to keep up their pretense is almost too much for them to bear. Many of them, true enough, deceive themselves. They are honest in the sense that they credit their own buncombe. But it is buncombe none the less.

QotD: Montreuil and Le Corbusier
Montreuil reminded me strongly of something: ah yes, I remember what it was, Eastern Europe in the good old days. It had that same air of inspissated gloom and ontological pointlessness; the architecture would have gladdened the heart (so to speak) of Elena Ceausescu. The bus passed through a wasteland of 1970s modernism, egalitarian doctrine made not so much flesh as concrete. The buildings did not age, they dilapidated; it was architecture that induced immediate thoughts of suicide. (Le Corbusier is still revered in France and treated as a hero, though it should be obvious to anyone who reads any of his voluminous writings that he was a psychopathic architectural delinquent of totalitarian pretensions whose talents belonged more to the field of propaganda than to those of architecture, in which his abilities were all negative.) The bus stops were in places such as Saint-Just, the patron saint of revolutionary terror, and Nouvelle France: new in the same sense that the New Man, so beloved of Mussolini and Che Guevara, was going to be new. Montreuil is, in fact, firmly communist, and it shows, although honesty compels me to admit that I don’t know which came first: the communism or the ugliness of everything. Probably the relationship is what Marxists used to call a dialectical one.

… they must have had very fair notions of the artistic and the beautiful, our great-great-grandfathers. Why, all our art treasures of to-day are only the dug-up commonplaces of three or four hundred years ago. I wonder if there is real intrinsic beauty in the old soup-plates, beer-mugs, and candle-snuffers that we prize so now, or if it is only the halo of age glowing around them that gives them their charms in our eyes. The “old blue” that we hang about our walls as ornaments were the common every-day household utensils of a few centuries ago; and the pink shepherds and the yellow shepherdesses that we hand round now for all our friends to gush over, and pretend they understand, were the unvalued mantel-ornaments that the mother of the eighteenth century would have given the baby to suck when he cried.
Will it be the same in the future? Will the prized treasures of to-day always be the cheap trifles of the day before? Will rows of our willow-pattern dinner-plates be ranged above the chimneypieces of the great in the years 2000 and odd? Will the white cups with the gold rim and the beautiful gold flower inside (species unknown), that our Sarah Janes now break in sheer light-heartedness of spirit, be carefully mended, and stood upon a bracket, and dusted only by the lady of the house?

QotD: The media, politicians, and moral panics
No one who has given any study to the development and propagation of political doctrine in the United States can have failed to notice how the belief in issues among politicians tends to run in exact ratio to the popularity of those issues. Let the populace begin suddenly to swallow a new panacea or to take fright at a new bugaboo, and almost instantly nine-tenths of the master-minds of politics begin to believe that the panacea is a sure cure for all the malaises of the republic, and the bugaboo an immediate and unbearable menace to all law, order and domestic tranquillity. At the bottom of this singular intellectual resilience, of course, there is a good deal of hard calculation; a man must keep up with the procession of crazes, or his day is swiftly done. But in it there are also considerations a good deal more subtle, and maybe less discreditable. For one thing, a man devoted professionally to patriotism and the wisdom of the fathers is very apt to come to a resigned sort of acquiescence in all the doctrinaire rubbish that lies beneath the national scheme of things — to believe, let us say, if not that the plain people are gifted with an infallible sagacity, then at least that they have an inalienable right to see their follies executed. Poll-parroting nonsense as a matter of daily routine, the politician ends by assuming that it is sense, even though he doesn’t believe it. For another thing, there is the contagion of mob enthusiasm — a much underestimated murrain. We all saw what it could do during the war — college professors taking their tune from the yellow journals, the rev. clergy performing in the pulpit like so many Liberty Loan orators in five-cent moving-picture houses, hysteria grown epidemic like the influenza. No man is so remote and arctic that he is wholly safe from that contamination; it explains many extravagant phenomena of a democratic society; in particular, it explains why the mob leader is so often a victim to his mob.

George comes out really quite sensible at times. You’d be surprised. I call that downright wisdom, not merely as regards the present case, but with reference to our trip up the river of life, generally. How many people, on that voyage, load up the boat till it is ever in danger of swamping with a store of foolish things which they think essential to the pleasure and comfort of the trip, but which are really only useless lumber.
How they pile the poor little craft mast-high with fine clothes and big houses; with useless servants, and a host of swell friends that do not care twopence for them, and that they do not care three ha’pence for; with expensive entertainments that nobody enjoys, with formalities and fashions, with pretence and ostentation, and with — oh, heaviest, maddest lumber of all! — the dread of what will my neighbour think, with luxuries that only cloy, with pleasures that bore, with empty show that, like the criminal’s iron crown of yore, makes to bleed and swoon the aching head that wears it!
It is lumber, man — all lumber! Throw it overboard. It makes the boat so heavy to pull, you nearly faint at the oars. It makes it so cumbersome and dangerous to manage, you never know a moment’s freedom from anxiety and care, never gain a moment’s rest for dreamy laziness — no time to watch the windy shadows skimming lightly o’er the shallows, or the glittering sunbeams flitting in and out among the ripples, or the great trees by the margin looking down at their own image, or the woods all green and golden, or the lilies white and yellow, or the sombre-waving rushes, or the sedges, or the orchis, or the blue forget-me-nots.
Throw the lumber over, man! Let your boat of life be light, packed with only what you need — a homely home and simple pleasures, one or two friends, worth the name, someone to love and someone to love you, a cat, a dog, and a pipe or two, enough to eat and enough to wear, and a little more than enough to drink; for thirst is a dangerous thing.
You will find the boat easier to pull then, and it will not be so liable to upset, and it will not matter so much if it does upset; good, plain merchandise will stand water. You will have time to think as well as to work. Time to drink in life’s sunshine — time to listen to the Æolian music that the wind of God draws from the human heart-strings around us — time to —

QotD: Belief
Why do so many people believe in a god? Dennett’s Breaking the Spell is an attempt to examine that question, for Christian fundamentalists, Islamic teachers, Buddhist monks, atheists, and others. He begins by pointing to the commonality of pre-scientific answers in groups of people: “How do thunderstorms happen?” answered by “It must be someone up there with a giant hammer” (our example, not his). Then, probably after a minimum of discussion, a name such as “Thor” becomes agreed. Having successfully sorted out thunderstorms, in the sense that you now have an agreed answer to why they happen, other forces of nature are similarly identified and named. Soon you have a pantheon, a community of gods to blame everything on. It’s very satisfying when everyone around you agrees, so the pantheon soon becomes the accepted wisdom, and few question it. In some cultures, few dare to question it, because there are penalties if you do.

QotD: Forming a cabinet in a parliamentary system
The argument that we must do everything a Minister demands because he has been ‘democratically chosen’ does not stand up to close inspection. MPs are not chosen by ‘the people’ — they are chosen by their local constituency parties: thirty-five men in grubby raincoats or thirty-five women in silly hats. The further ‘selection’ process is equally a nonsense: there are only 630 MPs and a party with just over 300 MPs forms a government and of these 300, 100 are too old and too silly to be ministers and 100 too young and too callow. Therefore there are about 100 MPs to fill 100 government posts. Effectively no choice at all.

QotD: Teddy Roosevelt
In the face of such acute military imbecility it is not surprising to discover that all of the existing biographies of the late Colonel Roosevelt — and they have been rolling off the presses at a dizzy rate since his death — are feeble, inaccurate, ignorant and preposterous. I have read, I suppose, at least ten of these tomes during the past year or so, and in all of them I have found vastly more gush than sense. Lawrence Abbott’s Impressions of Theodore Roosevelt and William Roscoe Thayer’s Theodore Roosevelt may well serve as specimens. Abbott’s book is the composition, not of an unbiased student of the man, but of a sort of groom of the hero. He is so extremely eager to prove that Roosevelt was the perfect right-thinker, according to the transient definitions of right-thinking, that he manages to get a flavor of dubiousness into his whole chronicle. I find myself doubting him even when I know that he is honest and suspect that he is right. As for Thayer, all he offers is a hasty and hollow pot-boiler — such a work as might have been well within the talents of, say, the late Murat Halstead or the editor of the New York Times. This Thayer has been heavily praised of late as the Leading American Biographer, and one constantly hears that some new university has made him Legum Doctor, or that he has been awarded a medal by this or that learned society, or that the post has brought him a new ribbon from some literary potentate in foreign parts. If, in fact, he is actually the cock of the walk in biography, then all I have said against American biographers is too mild and mellow. What one finds in his book is simply the third-rate correctness of a Boston colonial. Consider, for example, his frequent discussions of the war — a necessity in any work on Roosevelt. […]
Obviously, Roosevelt’s reaction to the war must occupy a large part of any adequate biography of him, for that reaction was probably more comprehensively typical of the man than any other business of his life. It displayed not only his whole stock of political principles, but also his whole stock of political tricks. It plumbed, on the one hand, the depths of his sagacity, and on the other hand the depths of his insincerity.
Fundamentally, I am convinced, he was quite out of sympathy with, and even quite unable to comprehend the body of doctrine upon which the Allies, and later the United States, based their case. To him it must have seemed insane when it was not hypocritical, and hypocritical when it was not insane. His instincts were profoundly against a new loosing of democratic fustian upon the world; he believed in strongly centralized states, founded upon power and devoted to enterprises far transcending mere internal government; he was an imperialist of the type of Cecil Rhodes, Treitschke and Delcasse. But the fortunes of domestic politics jockeyed him into the position of standing as the spokesman of an almost exactly contrary philosophy. The visible enemy before him was Wilson. What he wanted as a politician was something that he could get only by wresting it from Wilson, and Wilson was too cunning to yield it without making a tremendous fight, chiefly by chicane — whooping for peace while preparing for war, playing mob fear against mob fear, concealing all his genuine motives and desires beneath clouds of chautauqual rhetoric, leading a mad dance whose tune changed at every swing. Here was an opponent that more than once puzzled Roosevelt, and in the end flatly dismayed him. Here was a mob-master with a technique infinitely more subtle and effective than his own. So lured into an unequal combat, the Rough Rider got bogged in absurdities so immense that only the democratic anaesthesia to absurdity saved him. To make any progress at all he was forced into fighting against his own side. He passed from the scene bawling piteously for a cause that, at bottom, it is impossible to imagine him believing in, and in terms of a philosophy that was as foreign to his true faith as it was to the faith of Wilson. In the whole affair there was a colossal irony. Both contestants were intrinsically frauds.

QotD: The illusion of a rational world
To the very young, to schoolteachers, as also to those who compile textbooks about constitutional history, politics, and current affairs, the world is a more or less rational place. They visualize the election of representatives, freely chosen from among those the people trust. They picture the process by which the wisest and best of these become ministers of state. They imagine how captains of industry, freely elected by shareholders, choose for managerial responsibility those who have proved their ability in a humbler role. Books exist in which assumptions such as these are boldly stated or tacitly implied. To those, on the other hand, with any experience of affairs, these assumptions are merely ludicrous. Solemn conclaves of the wise and good are mere figments of the teacher’s mind. It is salutary, therefore, if an occasional warning is uttered on this subject. Heaven forbid that students should cease to read books on the science of public or business administration — provided only that these works are classified as fiction. Placed between the novels of Rider Haggard and H.G. Wells, intermingled with volumes about ape men and space ships, these textbooks could harm no one. Placed elsewhere, among works of reference, they can do more damage than might at first sight seem possible.

QotD: The Law of the Custom-Built Headquarters Building
Publishers have a strong tendency, as we know, to live in a state of chaotic squalor. The visitor who applies at the obvious entrance is led outside and around the block, down an alley and up three flights of stairs. A research establishment is similarly housed, as a rule, on the ground floor of what was once a private house, a crazy wooden corridor leading thence to a corrugated iron hut in what was once the garden. Are we not all familiar, moreover, with the layout of an international airport? As we emerge from the aircraft, we see (over to our right or left) a lofty structure wrapped in scaffolding. Then the air hostess leads us into a hut with an asbestos roof. Nor do we suppose for a moment that it will ever be otherwise. By the time the permanent building is complete the airfield will have been moved to another site.
The institutions already mentioned — lively and productive as they may be — flourish in such shabby and makeshift surroundings that we might turn with relief to an institution clothed from the outset with convenience and dignity. The outer door, in bronze and glass, is placed centrally in a symmetrical facade. Polished shoes glide quietly over shining rubber to the glittering and silent elevator. The overpoweringly cultured receptionist will murmur with carmine lips into an ice-blue receiver. She will wave you into a chromium armchair, consoling you with a dazzling smile for any slight but inevitable delay. Looking up from a glossy magazine, you will observe how the wide corridors radiate toward departments A, B, and C. From behind closed doors will come the subdued noise of an ordered activity. A minute later and you are ankle deep in the director’s carpet, plodding sturdily toward his distant, tidy desk. Hypnotized by the chief’s unwavering stare, cowed by the Matisse hung upon his wall, you will feel that you have found real efficiency at last.
In point of fact you will have discovered nothing of the kind. It is now known that a perfection of planned layout is achieved only by institutions on the point of collapse. This apparently paradoxical conclusion is based upon a wealth of archaeological and historical research, with the more esoteric details of which we need not concern ourselves. In general principle, however, the method pursued has been to select and date the buildings which appear to have been perfectly designed for their purpose. A study and comparison of these has tended to prove that perfection of planning is a symptom of decay. During a period of exciting discovery or progress there is no time to plan the perfect headquarters. The time for that comes later, when all the important work has been done. Perfection, we know, is finality; and finality is death.

I am going to lose my job — my salaried job with medical and dental and even a pension plan. Didn’t even know what a pension was until the employee benefits counselor clued me in, and it nearly blew the top of my skull off. For a couple of weeks I was like that lucky conquistador from the poem — stout what’s-his-name silent upon a peak in Darien — as I dealt this wild surmise: 20 years of rough country ahead of me leading down to an ocean of Slack that stretched all the way to the sunlit rim of the world, or to the end of my natural life expectancy, whichever came first.

QotD: Why progressive policy ideas get more media attention
When it comes to crafting winning political narratives, progressives have a natural advantage over conservatives. That’s because progressives have a free hand to project rosy visions of the future while conservatives must constantly defend against progressives’ distorted depictions of the past.
Two fundamental techniques undergird progressives’ success at narrative spinning. The first is skillful framing of the debate through investing heavily in public opinion making machinery. This disarms critics while giving lawmakers cover to vote for bills they’ve neither read nor understood. Thus framed, policies are judged only by their stated intentions, never their actual results. This allows politicians to promote new pieces of legislation named for their lofty objectives, even if the thousands of pages of vague and contradictory content deliver just the opposite.
The second is dodging all responsibility for failure. This is accomplished by blaming insufficient resources, the prior administration, the greedy 1 percent, sabotage by Republicans, or even the people’s obdurate failure to appreciate the progressive benefits conferred upon them. When the going gets tough, reality can be dismissed with a slogan. Forward!
