QotD: Romantic love … what is it for?
It’s all about the encephalization, really. Millions of years ago our hominid ancestors stumbled onto a novel adaptive strategy: be smart, adaptable, and capable of learning rather than purely instinct-driven. Make tools; use fire; invent language.
This strategy required much, much more of our nervous systems. Because intelligence was in fact a winning strategy, we were selected for growing more complex brains capable of doing more information processing. But increasing the logic density of brains is hard; there probably isn’t a path to it through the design space that is rapidly exploitable by small point mutations. So selective pressure made our brains larger, instead.
The fossil record shows that the hominid line encephalized at a breakneck speed compared to the usual leisurely pace of evolutionary change. This had huge consequences; much of human biology is a series of hacks and kluges to support that encephalization, often in stupidly suboptimal ways.
The one that’s relevant here starts from the limited width of the birth canal. Limited, that is, by the pelvic girdle surrounding it. A skull that’s too large won’t fit through. Therefore, the genetic lines that survived were those in which babies are born with small skulls but the ability to grow them much larger by maturity. (And even so, the size of a baby’s skull pushes that limit pretty hard; this is why birth is so much more difficult and dangerous for human females than it is for other primates).
That design (be born with a small skull and upgrade it outside the womb) implied a long juvenile period between birth and physical maturity. In fact the human brain doesn’t completely finish configuring and rewiring itself until around age 25. And the long juvenile period probably also explains the exceptionally long human lifespan; whatever had to be altered in the development clock to defer stabilization into the final adult configuration probably also delayed the inset of senescence. (Direct evidence for this theory is the rare disease “progeria”).
And the dominoes kept falling. The long juvenile period implied offspring that would be incapable of fending for themselves for an unprecedently long time – on the order of decades rather than the few months to a year typical for other mammals. Consequently the selective value of extended cooperation between the parents went way, way up relative to even our nearest animal kin.
Romantic love works as an an evolved mechanism for keeping mated pairs cooperating long enough to raise multiple children. Here again, selection favors those who love more because they get to launch more offspring. We are, in fact, made to fall in love – and it would only be surprising if the mechanism for establishing it were not simple, robust, and easily triggered.

QotD: The absurdities of many occupational licenses
In 2012, the Institute for Justice — a public-interest law firm advocating libertarian causes — looked at the number of occupations that require licensing. Specifically, the institute looked at occupations typically filled by lower- and middle-income workers. These are not your airline pilots, your certified public accountants and your neurosurgeons; they’re the nations interior decorators, auctioneers and florists. (Yes, you read that right: In at least one state, these occupations cannot be practiced without a license.)
Why, you might ask, is the state requiring a license to decorate an interior? Are customers at risk of death from collapsing piles of pillow shams? Must we fear that they will be blinded by the decorator’s decision to pair fuchsia chiffon drapes with a chartreuse brocade sofa? Do we worry that without the threat of losing their license to keep them on the straight and narrow, these fly-by-night operators might be tempted into purchasing furniture from unlicensed auctioneers, and sourcing their floral arrangements from black-market florists?
Well, no. Mostly, these regulations benefit folks who are already plying the trade. They get helpful state legislators to protect them from competition by instituting tough licensing requirements. Their income goes up; the consumer’s wallet suffers. And people who want to follow their dreams into the industry get shut out if they lack the time to study for the licensing exams, the capital to pay the licensing exam fees (which can run in to the hundreds of dollars), or the social capital to know how to work the system.

ESR linked to this post, saying “Trump is riding a wave of loathing of the sort of people who use accusations of racism and sexism as thought-stoppers. Overuse of that rhetorical weapon was bound to have a cost, and Trump’s seeming invulnerability is part of the cost.”:
Liberals and Leftists, if you don’t want Donald Trump to become the next president of the United States, stop calling him a racist.
Furthermore, stop calling him a sexist and a misogynist, especially if you’re a woman (or anything remotely like a “beta-male”); do not even use words like ableist or transphobic; and, lastly, most definitely do not call him Hitler or even make the comparison. Those phrases, when directed against Trump or the angry conservative machine that is feeding his success as a candidate, are helping – not hurting – his chances in November.
People left, right, and center – but especially on the right – are justifiably sick and tired of being called bigots and having almost everything in social politics reduced to smear campaigns about bigotry. This overbearing assault is the well-intended and ill-conceived product of a fashionable strain of progressivism that has taken it as a holy mission to stamp out bigotry in all its forms in every corner of our society.
The over-application of terms of bigotry as a means of silencing disagreement with a left-bending social orthodoxy has become, shall we say, “problematic.” As a result, words like racist, sexist, misogynist, homophobe, and the rest, have become conservative dog-whistles that mean “honest and brave,” and “willing to speak his mind (without fear).” Like the inappropriate application of an antibiotic, the incessant misuse of these terms has created a superbug.

QotD: Against historical preservation
Summers alludes to the regulatory thicket as a cause of the infrastructure slowdown but doesn’t have much to say about fixing the problem. Here’s a place to begin. Repeal all historic preservation laws. It’s one thing to require safety permits but no construction project should require a historic preservation permit. Here are three reasons:
First, it’s often the case that buildings of little historical worth are preserved by rules and regulations that are used as a pretext to slow competitors, maintain monopoly rents, and keep neighborhoods in a kind of aesthetic stasis that benefits a small number of people at the expense of many others.
Second, a confident nation builds so that future people may look back and marvel at their ancestor’s ingenuity and aesthetic vision. A nation in decline looks to the past in a vain attempt to “preserve” what was once great. Preservation is what you do to dead butterflies.
Ironically, if today’s rules for historical preservation had been in place in the past the buildings that some now want to preserve would never have been built at all. The opportunity cost of preservation is future greatness.
Third, repealing historic preservation laws does not mean ending historic preservation. There is a very simple way that truly great buildings can be preserved–they can be bought or their preservation rights paid for. The problem with historic preservation laws is not the goal but the methods. Historic preservation laws attempt to foist the cost of preservation on those who want to build (very much including builders of infrastructure such as the government). Attempting to foist costs on others, however, almost inevitably leads to a system full of lawyers, lobbying and rent seeking–and that leads to high transaction costs and delay. Richard Epstein advocated a compensation system for takings because takings violate ethics and constitutional law. But perhaps an even bigger virtue of a compensation system is that it’s quick. A building worth preserving is worth paying to preserve. A compensation system unites builders and those who want to preserve and thus allows for quick decisions about what will be preserved and what will not.
Some people will object that repealing historic preservation laws will lead to some lovely buildings being destroyed. Of course, it will. There is no point pretending otherwise. It will also lead to some lovely buildings being created. More generally, however, the logic of regulatory thickets tells us that we cannot have everything.

QotD: Categorizing science fiction
In 1994, critical thinking within the SF field belatedly caught up with reality. Credit for this goes to David Hartwell and Cathryn Cramer, whose analysis in the anthology The Ascent of Wonder finally acknowledged what should have been obvious all along. Hard SF is the vital heart of the field, the radiant core from which ideas and prototype worlds diffuse outwards to be appropriated by writers of lesser world-building skill but perhaps greater stylistic and literary sophistication. While there are other modes of SF that have their place, they remain essentially derivations of or reactions against hard SF, and cannot even be properly understood without reference to its tropes, conventions, and imagery.
Furthermore, Gregory Benford’s essay in The Ascent of Wonder on the meaning of SF offered a characterization of the genre which may well prove final. He located the core of SF in the experience of “sense of wonder”, not merely as a thalamic thrill but as the affirmation that the universe has a knowable order that is discoverable through reason and science.
I think I can go further than Hartwell or Cramer or Benford in defining the relationship between hard SF and the rest of the field. To do this, I need to introduce the concept linguist George Lakoff calls “radial category”, one that is not defined by any one logical predicate, but by a central prototype and a set of permissible or customary variations. As a simple example, in English the category “fruit” does not correspond to any uniformity of structure that a botanist could recognize. Rather, the category has a prototype “apple”, and things are recognized as fruits to the extent that they are either (a) like an apple, or (b) like something that has already been sorted into the “like an apple” category.
Radial categories have central members (“apple”, “pear”, “orange”) whose membership is certain, and peripheral members (“coconut”, “avocado”) whose membership is tenuous. Membership is graded by the distance from the central prototype — roughly, the number of traits that have to mutate to get one from being like the prototype to like the instance in question. Some traits are important and tend to be conserved across the entire radial category (strong flavor including sweetness) while some are only weakly bound (color).
In most radial categories, it is possible to point out members that are counterexamples to any single intensional (“logical”) definition, but traits that are common to the core prototypes nevertheless tend to be strongly bound. Thus, “coconut” is a counterexample to the strongly-bound trait that fruits have soft skins, but it is sorted as “fruit” because (like the prototype members) it has an easily-chewable interior with a sweet flavor.
SF is a radial category in which the prototypes are certain classics of hard SF. This is true whether you are mapping individual works by affinity or subgenres like space opera, technology-of-magic story, eutopian/dystopian extrapolation, etc. So in discussing the traits of SF as a whole, the relevant question is not “which traits are universal” but “which traits are strongly bound” — or, almost equivalently, “what are the shared traits of the core (hard-SF) prototypes”.
The strong binding between hard SF and libertarian politics continues to be a fact of life in the field. It it is telling that the only form of politically-inspired award presented annually at the World Science Fiction Convention is the Libertarian Futurist Society’s “Prometheus”. There is no socialist, liberal, moderate, conservative or fascist equivalent of the class of libertarian SF writers including L. Neil Smith, F. Paul Wilson, Brad Linaweaver, or J. Neil Schulman; their books, even when they are shrill and indifferently-written political tracts, actually sell — and sell astonishingly well — to SF fans.

QotD: The 1977 Chevrolet Monte Carlo
1977 was nearing the nadir (what a fortunate homonym!) of American automotive performance.
The base Monte Carlo of Jimmy Carter’s inaugural year shipped with a 2-bbl 305 cubic inch V8 that wheezed out an underwhelming 140 net horsepower. This gasping iron-block lungfish was plopped in a “midsize” car so big that the average NFL team would probably need two running plays to get from the hood ornament to the trunk latch.
But it sure looked good, and any Cletus with a wrench and a SuperShop in the neighborhood strip mall could unlock a lot more power out of that motor…

QotD: What really ended the Great Depression in the United States?
The Great Depression was the worst economic crisis in U.S. history. From 1931 to 1940 unemployment was always in double digits. In April 1939, almost ten years after the crisis began, more than one in five Americans still could not find work.
On the surface, World War II seems to mark the end of the Great Depression. During the war more than 12 million Americans were sent into the military, and a similar number toiled in defense-related jobs. Those war jobs seemingly took care of the 17 million unemployed in 1939. Most historians have therefore cited the massive spending during wartime as the event that ended the Great Depression.
Some economists — especially Robert Higgs […] challenged that conclusion. Let’s be blunt. If the recipe for economic recovery is putting tens of millions of people in defense plants or military marches, then having them make or drop bombs on our enemies overseas, the value of world peace is called into question. In truth, building tanks and feeding soldiers — necessary as it was to winning the war — became a crushing financial burden. We merely traded debt for unemployment. The expense of funding World War II hiked the national debt from $49 billion in 1941 to almost $260 billion in 1945. In other words, the war had only postponed the issue of recovery.
Even President Roosevelt and his New Dealers sensed that war spending was not the ultimate solution; they feared that the Great Depression — with more unemployment than ever — would resume after Hitler and Hirohito surrendered. Yet FDR’s team was blindly wedded to the federal spending that (as I argue in my 2009 book New Deal or Raw Deal?) had perpetuated the Great Depression during the 1930s.
FDR had halted many of his New Deal programs during the war — and he allowed Congress to kill the WPA, the CCC, the NYA, and others — because winning the war came first. In 1944, however, as it became apparent that the Allies would prevail, he and his New Dealers prepared the country for his New Deal revival by promising a second bill of rights. Included in the President’s package of new entitlements was the right to “adequate medical care,” a “decent home,” and a “useful and remunerative job.” These rights (unlike free speech and freedom of religion) imposed obligations on other Americans to pay taxes for eyeglasses, “decent” houses, and “useful” jobs, but FDR believed his second bill of rights was an advance in thinking from what the Founders had conceived.

QotD: The most dangerous man to any government
All government, in its essence, is a conspiracy against the superior man: its one permanent object is to oppress him and cripple him. If it be aristocratic in organization, then it seeks to protect the man who is superior only in law against the man who is superior in fact; if it be democratic, then it seeks to protect the man who is inferior in every way against both. One of its primary functions is to regiment men by force, to make them as much alike as possible and as dependent upon one another as possible, to search out and combat originality among them. All it can see in an original idea is potential change, and hence an invasion of its prerogatives. The most dangerous man to any government is the man who is able to think things out for himself, without regard to the prevailing superstitions and taboos. Almost inevitably he comes to the conclusion that the government he lives under is dishonest, insane and intolerable, and so, if he is romantic, he tries to change it. And even if he is not romantic personally he is very apt to spread discontent among those who are.

QotD: Cyberpunk SF
In some respects, it took me thirty years to understand what I was seeing. I’m one of Heinlein’s children, one of the libertarians that science fiction made. Because that’s so, it was difficult for me to separate my own world-view from the assumptions of the field. In grokking the politics of SF, I was in the position of a fish trying to understand water.
Eventually, however, a sufficiently intelligent fish could start to get it about hydrodynamics — especially when the water’s behavior is disturbed by storms and becomes visibly turbulent. I got to look back through the midlist at the Futurian ripples. I lived through the New Wave storm and the pre-Startide-Rising doldrums. By the time cyberpunk came around, I was beginning to get some conscious perspective.
Cyberpunk was the third failed revolution against Campbellian SF. William Gibson, who is generally credited with launching this subgenre in his 1984 novel Neuromancer, was not a political writer. But Bruce Sterling, who promoted Gibson and became the chief ideologue of anti-Cambellianism in the late 1980s, called it “the Movement” in a self-conscious reference to the heady era of 1960s student radicalism. The cyberpunks positioned themselves particularly against the carnographic conservative military SF of David Drake, Jerry Pournelle, and lower-rent imitators — not exactly a hard target.
Despite such posturing, the cyberpunks were neither as stylistically innovative nor as politically challenging as the New Wave had been. Gibson’s prose has aptly been described as Raymond Chandler in mirror-shades. Cyberpunk themes (virtual reality, pervasive computing, cyborging and biosculpture, corporate feudalism) had been anticipated in earlier works like Vernor Vinge’s 1978 hard-SF classic True Names, and even further back in The Space Merchants. Cyberpunk imagery (decayed urban landscapes, buzzcuts, chrome and black leather) quickly became a cliche replicated in dozens of computer games.
Neal Stephenson wrote a satirical finis to the cyberpunk genre in 1992’s Snow Crash, which (with Bruce Sterling’s Schismatrix and Walter John Williams’s Hardwired) was very close to being the only work to meet the standard set by Neuromancer. While most cyberpunk took for granted a background in which late capitalism had decayed into an oppressive corporate feudalism under which most individuals could be nothing but alienated and powerless, the future of Snow Crash was a tellingly libertarian one. The bedrock individualism of classical SF reasserted itself with a smartass grin.
By the time cyberpunk fizzled out, most fans had been enjoying the hard-SF renaissance for a decade; the New Wave was long gone, and cyberpunk had attracted more notice outside the SF field than within it. The leaders of SF’s tiny in-house critical establishment, however (figures like Samuel Delany and David Hartwell), remained fascinated on New Wave relics like Thomas Disch and Philip K. Dick, or anti-Campbellian fringe figures like Suzette Hadin Elgin and Octavia Butler. While this was going on, the readers voted with their Hugo ballots largely for writers that were squarely within the Campbellian tradition — Golden age survivors, the killer Bs, and newer writers like Lois McMaster Bujold and Greg Egan (whose 1998 work Diaspora may just be the single most audacious and brilliant hard-SF novel in the entire history of the field).

QotD: “Free speech will always win”
I don’t make statements like this a lot, and I don’t really feel like engaging in a huge debate. But there’s something I need to say regarding Charlie Hebdo.
God knows I have little in common with the folks who died. I doubt we’d have agreed on very much. Looking over some of their work, I find myself rolling my eyes a lot.
But I do agree on at least one matter with them — they should be free to speak their minds without fear.
I saw this tweet attached to one of the cartoons responding to the massacre:
“Still mortified about our fallen cartoonist colleagues, but free speech will always win.”
No.
No it won’t.
The history of the human race demonstrates /very/ convincingly that free speech is the /exception/ to the human condition, not the rule. For millennia, those who spoke out were imprisoned or killed. Hell, you could say something that wasn’t even subversive, just inept and stupid, and be destroyed for committing the crime of lese majeste.
Make no mistake. What we have today is a level of freedom and self-determination on a scale unparalleled in the history of our species. We live in what is, in many ways, a golden age. So much so that we give tremendous credit to the adage, “The pen is mightier than the sword.”
But everyone always forgets the first half of that quote:
“Under the rule of men entirely great, the pen is mightier than the sword.”
I’m not sure I know of anyplace that’s ruled by anyone “entirely great.” That adage wasn’t a statement of philosophy, as it was originally used: it was a statement of irony.
Don’t believe me? Look around. Notice that everywhere you go in the world, whoever happens to be ruling seems to have a great many swords.
Still, the idea contained within the quote is a powerful one — that intangible ideas, thoughts, and beliefs can have tremendous power. And that’s why we should be paying close attention.
After all, intangible fear can be mightier than the sword, too. Hell, it has been for quite a while now. Don’t believe me? Try getting on an airplane without taking your shoes off in the security line. While you’re doing that, try cracking a joke about having a knife.
That’s the power of fear, guys.

QotD: The problem with Islam
What, gentle reader may ask, is that fundamental problem with Islam, that even many Muslims begin to understand? Now, that is a question much easier to answer.
It is the coercion thing. This has been deeply implanted through fourteen centuries, and to be fair to the religion in Egypt, it is backed by forty more of pharaonic or quasi-pharaonic history — with only a few centuries of Christian relief. Basically, your Musulman, like your modern Liberal, thinks that the Good is something that must be compelled. That is why Muslim fanatics and Leftists are likely to see eye to eye, and find ways to cooperate, wherever the work of the Devil is afoot, even though the theological differences between them are substantial. They have a common enemy, in us. They agree on the basic principle of Shariah: that law should be more than negative and preventative; that instead it should be positive and pro-active; that it is an irreplaceable tool for social engineering.
This is starkly in contrast with the Christian, or might I say, Judaeo-Christian inheritance, in which men should be discouraged from committing specific crimes, but virtues should not, indeed cannot be compelled. They can only be inspired. Christians and Jews have not always been good. Some have been tyrants. But their faith does not command them to be tyrants, does not tell them to enforce the Good, even on themselves. It tells them instead to be good. At most, Deus vult is for special occasions.
Not even God compels the Good. Instead, He tells us what it is and suggests that we choose it. He lets us make mistakes; lets us learn from the consequences, even terrible consequences. He does not chop our hand off the moment it reaches for something it should not take, for we shall need the same hand to restore what we have taken.

QotD: The evolutionary advantage of conformity
In the environment of evolutionary adaptedness (EEA) an individual could not survive outside the group of their birth and so conformity was a matter of life and death. Conform or be cast out. Conformity to arbitrary convention was not in fact arbitrary but signalled affiliation. Conformity banded groups together.
Today, however, conformity is often counter-productive. Trying to enforce the arbitrary conventions of one’s in-group impedes social cooperation on the scale that makes modernity possible. Conformity also slows the development of new ideas and new ways of doing things — the essence of growth and progress. Even though conformity is now counter-productive the desire to conform and to enforce conformity is buried deep–the atavism of social justice.
Individualism and liberalism are foundational ideas for modernity but these adult ideas battle the desire to conform in our childish hearts.
