Disturbing US unemployment figures
Michael Snyder says the official unemployment rate actually conceals more than it reveals:
According to shocking new numbers that were just released by the Bureau of Labor Statistics [PDF], 20 percent of American families do not have a single person that is working. So when someone tries to tell you that the unemployment rate in the United States is about 7 percent, you should just laugh. One-fifth of the families in the entire country do not have a single member with a job. That is absolutely astonishing. How can a family survive if nobody is making any money? Well, the answer to that question is actually quite easy. There is a reason why government dependence has reached epidemic levels in the United States. Without enough jobs, tens of millions of additional Americans have been forced to reach out to the government for help. At this point, if you can believe it, the number of Americans getting money or benefits from the federal government each month exceeds the number of full-time workers in the private sector by more than 60 million.

A number that I find much more useful is the employment-population ratio. According to the employment-population ratio, the percentage of working age Americans that actually have a job has been below 59 percent for more than four years in a row…
That means that more than 41 percent of all working age Americans do not have a job.
When people can’t take care of themselves, it becomes necessary for the government to take care of them. And what we have seen in recent years is government dependence soar to unprecedented levels. In fact, welfare spending and entitlement payments now make up 69 percent of the entire federal budget.

England’s mixed-up, renamed, lost, and forgotten counties
I was born in Yorkshire. If anyone ever asked, that’s what I’d say. But there’s Yorkshire and then there’s “Yorkshire”. At some point shortly after my family emigrated to Canada, they moved my hometown out of Yorkshire and into a new county-like entity. Then they moved the boundaries again. And again. And again. I’ve long since lost track of which county Middlesbrough is officially located in … I think it was now part of Durham (which is nice, because I currently live in a different county-like entity also called Durham). As this BBC News Magazine post illustrates, the counties of England are very confusing and in some cases bear almost no relationship to the historical counties most of us still think of as being “the real counties”:
Middlesex dates back to the 8th Century but Middlesex County Council was abolished in 1965. Middlesex County Cricket Club and Middlesex University live on. So too does the historic county of Middlesex even though most of its inhabitants now live in the ceremonial county of Greater London.

England’s counties are the source of much regional pride, not least on cricket pavilions. To identify as a Yorkshirewoman or a Devonian or a Northumbrian is to invite certain expectations about the forthrightness of one’s views or one’s tolerance for cider and clog-dancing.
But successive waves of local government reform have left many people deeply unclear as to which county they live in – the answer to which depends on exactly what you mean by the word “county”.
Now, in an effort to support the “tapestry” of ancient place names, the government has changed its rules allowing councils to put up boundary signs marking traditional English counties – including the likes of Cumberland and Huntingdonshire, names which no longer have any connection to local authorities.
If you’re attempting to keep score at home, here are the different kinds of “county” you need to track for historical purposes:
First there are the historic counties, which date as far back as the mid-Saxon period. Some, like Westmorland, no longer exist in an administrative sense. But especially in places like Yorkshire, Durham and Cornwall, they are important expressions of geographic and cultural identity.
Then there are administrative counties and unitary authority areas created by the 1972 Local Government Act. These include non-metropolitan county councils like Oxfordshire and Surrey (where some services are also provided by districts). Others, like Northumberland, are single-tier unitary councils. Some areas like Berkshire have no county council and the districts are the sole local authorities.
And finally there are the ceremonial counties, established by the 1997 Lieutenancies Act, each of which has a Lord Lieutenant. Bedfordshire and Cheshire, for instance, do not exist as councils but do as ceremonial counties. In metropolitan counties like Merseyside, Tyne and Wear and Greater Manchester, county councils were scrapped in the 1980s, but some services including transport and the police are run jointly by groups of councillors within the old boundaries.
If you’ve followed that, well done. Catherine Staite, director of the Institute of Local Government at Birmingham University, says there was no consistency to the way these overlapping boundaries were drawn. “We’ve ended up with a patchwork of arrangements for which there is no logic.”

You can’t say the IRS isn’t caring and generous
Tim Cavanaugh explains that your jaundiced view of the Internal Revenue Service is clearly contradicted by the IRS’s approach to helping people with tax troubles:
Sometimes it seems like you only hear the bad news about the Internal Revenue Service: the targeting of the president’s enemies; the padding of union bosses’ hours.
But sometimes the federal tax collector is there to lend a hand.
During 26 of the darkest months of the post-recession, 1,100 persons in the United States had “substantiated Federal tax compliance problems.”
Yet during that same time period, from October 2010 through December 2012, the IRS showed mercy, even charity. It gave those 1,100 people more than $1 million in cash awards, as well as other considerations of value.
The other considerations included 69 workplace promotions and 10,000 hours worth of what California public employees call “air time.”
That is to say: All of those 1,100 were IRS employees.
Beyond civil disobedience lies a second civil war
A short quote posted at KA-CHING! led me to this very alarming blog post at Taxicab Depressions:
Mr Wheeler replied, “There is certainly no shortage of guns and corruption in Central America. If you have the means to smuggle a ton of cocaine, you can probably smuggle a ton of guns, too. But this was easier… the Justice Department and the ATF made the contacts and set up the networks, told the gun shops to cooperate, so all the Mexicans had to do was send in a straw buyer, make the purchase, and move the weapons south of the border.”
I said, “These people aren’t very smart… there are something like 300 million guns in America, and they have a robust shelf life. Even if all gun manufacturing stopped tomorrow, there would still be an abundance of guns in America for decades. The only way to disarm Americans is mass confiscation, and I feel pretty certain that would spark a civil war. I know several gun owners that would rather fight than give up their guns.”
Mr. Wheeler said, “Oh, I know dozens… perhaps hundreds that feel the same way. I really don’t think confiscation is something you need to worry about, because it will never work. There are simply too many of them, and too many people have guns that there is no record of. A confiscation program would only piss off the most dangerous people in America… the people who would shoot back. You are correct, a mass confiscation would provoke a civil war.”
I said, “Well, you are a military man… what would that look like?”
Wheeler said, “Well, it wouldn’t look like the first Civil War… no lines of men standing in ranks and shooting across a field at each other, no “North and South” or sharply defined state lines for friendly and enemy territories, at least, not in the beginning. No, it would look more like Iraq or Afghanistan, with house to house fighting, IED’s, snipers, small factions and independent militias operating on their own, refugees streaming away from battle zones in all directions…”
“But the first question to ask is who would the combatants be? I mean, the Army isn’t going to just roll out onto the street in tanks on day one, so my guess is that it would start out as a police action, with Federal agencies like ATF and FBI taking the lead, supported by local law enforcement. But once people start shooting back, they would have to ratchet things up, do things like institute curfews and roadblocks, and they would eventually try to press the various state Guard units into service. That’s where it all goes squirrelly, because both local law enforcement and the Guard will be riddled with people who support gun rights, regardless of what laws the politicians pass, and they won’t be crazy about having to police, and maybe even fight against, their own people. The Governors may well object to the state Guard units being activated and may not wish to cooperate…”
“And it is not clear to me how many LEO and Guardsmen would remain loyal to the government and how many would join the “rebellion”. My guess is that both sides would be riddled with defections, informants, and spies. But what if, say, the Gulf states like Texas, Alabama, Louisiana, Mississippi, Georgia, and Florida secede, and they take control of all military bases and equipment, and you suddenly have gone from an insurgency with rifles to a breakaway nation, or maybe several breakaway nations, armed with fighter jets, drones, tanks, and a navy? Whoo, buddy… now all bets are off… kiss posse comitatus goodbye. This would be the ugliest thing this county has ever seen…”
I asked him several “what if” questions and let him riff on them… I just let him talk and wargame out the Second Civil War, there in the back seat of my car as we drove to the airport, and he painted a picture of horrific death and destruction. Once this conflict started, even the best-case scenarios he described sounded truly grim. He seemed to believe that civilian casualties would be extremely high, given how much fighting would centered in and around large cities, and that food would be used as a weapon, causing famine and starvation on a terrifying scale. Booby traps, IED’s, rampant bombings, drone strikes, snipers, local-level assassinations, mortars and shelling, death squads (both government and rebel), reprisal killings, torture… it sounded more like the Middle East than middle America.
Wheeler got quiet for a few moments, and then he said something that I will never, ever forget.
“These people are playing with matches… I don’t think they understand the scope and scale of the wildfire they are flirting with. They are fucking around with a civil war that could last a decade and cause millions of deaths… and the sad truth is that 95% of the problems we have in this country could be solved tomorrow, by noon… simply by dragging 100 people out in the street and shooting them in the fucking head.”

Militarization of the police, pervasive surveillance, incarceration rates, and other police state trappings
An email from Rupert included a link to this infographic illustrating the “progress” of the United States toward a police state:
It’s easy to poke fun at people who worry about the ever-growing state involvement in everyday life … well, it used to be fun until the NSA’s incredible list of surveillance programs became known. Now, paranoia is the rational state for anyone concerned with their privacy and freedom of speech. We had Godwin’s Law, which provided a useful rule of thumb for when internet arguments had passed the point of no return. This is a rare example of an argument that meets the condition of Godwin’s Law (in the infographic), yet still remains relevant.

Japan does not understand how it is perceived overseas
In The Diplomat, Robert Dujarric explains some of the odd behaviour of some Japanese politicians in dealing with and talking about other nations:
… why are outsiders so worried about Japanese militarism?
First, there is the “sheep in wolf’s clothing” posture of the Abe Cabinet. In barely more than a year it has engaged in an endless stream of symbolic or verbal provocations: pilgrimages to Yasukuni, participation at Takeshima Day rites, Abe-appointed NHK governors denying wartime sexual slavery and the Nanjing Massacre, discussions about revisiting the Kono Statement, and a convoluted speech by Deputy Premier Taro Aso on learning from the Fuehrer.
Second, many Japanese politicians don’t know how the rest of the world thinks. A telling example was the prime minister giving a thumbs up from the cockpit of Japanese Air Self Defense jet with tail number 731. That prompted memories of Imperial Japanese Army Unit 731, which performed gruesome experiments on Chinese, other Asians, Russians and some Westerners (and whose leaders received a “get out of jail card” courtesy of the United States). Yet the premier either didn’t notice the markings or didn’t realize what the impact would be, and then failed to fire his entire advance team afterwards. The “731 photo-op” was not unique. Aso’s trip to Yasukuni just after attending the inauguration of President Park Geun-hye of South Korea was another.
Third, Japan has an excellent but minute corps of diplomats and bureaucrats who excel at interaction with foreigners. Beyond this, though, most of its officialdom, including many in the Foreign Ministry, have not received the necessary training to, as the American expression goes, “make friends and influence people” overseas. The root causes lie in the inward-looking education system. Unfortunately, the government is blind to the requirement to provide extensive multi-year “remedial education” to the graduates it hires to ensure they are capable of functioning in a non-Japanese setting.
Also, Japan’s is a “closed shop.” Most Japanese who grew up overseas or have a parent from another country end up working for foreign companies or governments. Those best suited for interacting between Japan and the world are lost to the Japanese state.
Fourth, most Japanese officials view outsiders who criticize the LDP as hostile to Japan as a nation, which is generally not true. During a recent session with a Japanese diplomat, I mentioned a Western journalist in Tokyo. This reporter, whom I would describe as an open-minded left-winger, is neither a supporter of historical revisionism nor of Koizumi-Takenaka economics. Anyone who cares to read his prose will also notice a deep empathy for the Japanese people, an outstanding knowledge of the country, and a passion for Japanese culture. My Japanese interlocutor, however, saw him as a foe.

Amity Shlaes on “progressive” tax rates
The US tax system, like those in many Western countries, incorporates the concept of “progressivity” — the higher the income you earn, the higher the tax you pay on the last dollar. Your income is divided into blocks where each block of dollars is taxed at a different (rising) rate. In other words, the lower your personal income the less tax you pay per dollar of income. Amity Shlaes explains why this mechanism makes reforming or cutting taxes such a challenge:
Over the hundred years intervening, studies have shown that generally people do think that the greater the wealth, the more dollars wealthy people should pay in tax, proportionally. But that is not a progressive rate structure. That is a flat tax. A progressive tax increases rates as you earn more, disproportionally.
Nor are many people aware that under a progressive structure the last dollar is taxed at a different rate from the first dollar. The top marginal rate is not necessarily the average rate. In the early 1980s, scholar Karlyn Keene found that many Americans, when interviewed, thought flat taxes fair. Before Keene, Walter Blum and Harry Kalven at the University of Chicago studied attitudes toward progressivity and its functions and came away, despite their liberal predilections, concluding that the case for progressivity is “uneasy.”

Vanity of two sorts provides answers. Most Americans are unwilling to concede that they may not understand or be comfortable with long formulas and complex economic ideas. So, like the Enron audit committee, they simply nod and go along.
The second vanity involves not intelligence but a kind of Puritan pretension. No American wants to be caught appearing unfair, even if in the most fleeting snapshot. “Progressivity” sounds like “progress.” Nobody wants to be seen opposing progress, even if that progress is regress and unfair to boot.
In any case: That willed American ignorance is the single greatest reason our progressive income-tax rates have moved, at times, into the 90 percent range, up from that original 7 percent.
Worse, the attitude makes progressivity hard to undo. When you cut taxes for all in a progressive rate structure, the rich necessarily get a larger tax break because they pay a greater share of the taxes. But “larger tax breaks for the rich” are impossible to sell. A redistributive corollary: benefits for the poor. This week Paul Ryan is getting scourged because his budget cuts affect the poor more than the rich. That is because the poor get more of the benefits in the first place.
Update, 10 April: Here’s a great example of how much tax rates can increase at higher levels (although this particular example is not an income tax). In New York state, a recent change to estate tax rates can result in a marginal tax of 164%:
On its face, the new law seems like tax relief. Under the previous law, New Yorkers paid estate taxes of 3.06 percent to 16 percent on the value of estates over $1 million. The new law raises that exclusion to $2.062 million this year and gradually increases it to more than $5 million by 2017.
But because the law also phases out certain credits related to federal taxes, people who have estates valued just above the $2 million threshold could get massive estate tax bills. An analysis by U.S. Trust found that a New York resident who dies today with a taxable estate of $2,165,625 could have to pay an estate tax of over $112,050. That represents a tax of over 100 percent on the value of the estate over $2,062,000.
It gets worse in a few years. Matz said that assuming that the exclusion rises to $5,250,000, a New Yorker with a taxable estate of $5,512,500 would have to pay an estate tax of $430,050. That’s a marginal tax rate of 164 percent on the value of the estate above the exclusion.

People are less inclined to shop or bank online after NSA surveillance reports
Among the side-effects of government surveillance revelations, ordinary people are deciding to be a bit less involved in online activities, according to a new Harris Poll:
Online banking and shopping in America are being negatively impacted by ongoing revelations about the National Security Agency’s digital surveillance activities. That is the clear implication of a recent ESET-commissioned Harris poll which asked more than 2,000 U.S. adults ages 18 and older whether or not, given the news about the NSA’s activities, they have changed their approach to online activity.
Almost half of respondents (47%) said that they have changed their online behavior and think more carefully about where they go, what they say, and what they do online.
When it comes to specific Internet activities, such as email or online banking, this change in behavior translates into a worrying trend for the online economy: over one quarter of respondents (26%) said that, based on what they have learned about secret government surveillance, they are now doing less banking online and less online shopping. This shift in behavior is not good news for companies that rely on sustained or increased use of the Internet for their business model.

Whether or not we have seen the full extent of the public’s reaction to state-sponsored mass surveillance is hard to predict, but based on this survey and the one we did last year, I would say that, if the NSA revelations continue – and I am sure they will – and if government reassurances fail to impress the public, then it is possible that the trends in behavior we are seeing right now will continue. For example, I do not see many people finding reassurance in President Obama’s recently announced plan to transfer the storage of millions of telephone records from the government to private phone companies. As we will document in our next installment of survey findings, data gathering by companies is even more of a privacy concern for some Americans than government surveillance.
And in case anyone is tempted to think that this is a narrow issue of concern only to news junkies and security geeks, let me be clear: according to this latest survey, 85% of adult Americans are now at least somewhat familiar with the news about secret government surveillance of private citizens’ phone calls, emails, online activity, and so on.

Trust is the key to civilization
Victor Davis Hanson explains why the drop in trust — specifically the peoples’ trust in government — is on a steep downward trajectory:
Transparency and truth are the fuels that run sophisticated civilizations. Without them, the state grinds to a halt. Lack of trust — not barbarians on the frontier, global warming or cooling, or even epidemics — doomed civilizations of the past, from imperial Rome to the former Soviet Union.
The United States can withstand the untruth of a particular presidential administration if the permanent government itself is honest. Dwight Eisenhower lied about the downed U-2 spy plane inside the Soviet Union. Almost nothing Richard Nixon said about Watergate was true. Intelligence reports of vast stockpiles of WMD in Iraq proved as accurate as Bill Clinton’s assertion that he never had sexual relations with Monica Lewinsky.
Presidents fib. The nation gets outraged. The independent media dig out the truth. And so the system of trust repairs itself.
What distinguishes democracies from tinhorn dictatorships and totalitarian monstrosities are our permanent meritocratic government bureaus that remain nonpartisan and honestly report the truth.
The Benghazi, Associated Press, and National Security Agency scandals are scary, but not as disturbing as growing doubts about the honesty of permanent government itself.
