There are bad generals, there are evil generals, and (in a class of his own) there’s Luigi Cadorna

Earlier this month, Bret Devereaux took the time to give WW1 Italian general Luigi Cadorna the attention he richly deserved as the worst general of that war (which also included the strong Austrian contender Conrad von Hötzendorf), and certainly must be considered to be in the running as the worst general in military history:

This week we’re going to break from our normal fare and take a bit of a lark. I thought I ought to substantiate the nearly endless shade towards Luigi Cadorna, Italian Army Chief of Staff from 1914-1917 (though I realize after writing this that what I actually ought to have done is just told the same bad joke about Cadorna 11 times in a row and let that stand as the explanation). I said that Cadorna was my pick for the worst general of World War I. Now, as I noted at the time, there is some stiff competition for that position. While I argued that the tactical problem of trench warfare probably wasn’t solvable by any general, that doesn’t mean that some generals didn’t perform better than others under the difficult conditions imposed by the stalemate.

Now I should be clear here what I mean by “worst general”. What I am assessing here is the fellow who was worst at generaling, rather than the worst human being who happened to be a general. That latter prize probably goes to İsmail Enver Pasha, Ottoman Minister of War from 1914 to 1918, a vain, arrogant strutting sort of man who not only utterly botched the only battle in which he commanded directly (Sarikamish, Dec. 1914 – Jan 1915) but who also then blamed his defeat (falsely) on the Armenians and subsequently instigated and played a key role in the Armenian genocide. He then sold his services to the Soviets, before betraying them to side with the Basmachi movement, which didn’t go particularly well either.

We are also here not investigating to see which WWI leader made the single worst decision. As I’ve noted before, the worst decision in the First World War was having a First World War, though the responsibility for that is diffused across multiple different leading figures.

Luigi Cadorna didn’t, to my knowledge, perpetrate any genocides, though as we’ll see, he was cruel and unreasonable. Nor did he bring Italy to war. The son of Count Raffaele Cadorna (who had led the army which captured Rome, completing the unification of Italy), Cadorna’s political connections, particularly to the king Victor Emmanuel III, made him functionally impossible to remove from command after he was made chief of staff in 1914. For his part, Cadorna seems to have spent about as much time fighting a political battle in Rome as he did fighting the actual war on the Isonzo; Cadorna insisted at the outset that he would only accept the job if he was given unfettered, complete authority. As we’ll see, that complete authority is not going to come with complete responsibility for outcomes. But in any event, this is a good illustration of Cadorna’s personality: bitter, arrogant and callous, but with a cruel authoritarian streak and a profound conviction that all of his mistakes were someone else’s fault.

[…] Cadorna has a small, fragile and relatively weak army to work with. Conscription would eventually put millions more Italians in the ranks (and slowly make the equipment situation less of a disaster), but of course everyone else was doing that too and even then it was clear from a simple exercise in demography that Italy’s manpower reserves were likely to be brittle. An equally simple exercise in economic statistics would suggest that while Italy’s army might be made minimally sufficient in equipment (the Italians eventually end up deploying well over a thousand artillery pieces on the Isonzo front, though the quality of their artillery never matched what was available on either side of the Western Front), it would never be excellent. Strategically then, Cadorna had the one army; it was small and weak and it was also effectively all Italy had. Moreover Italy, only recently unified (recall, Cadorna’s father had been directly involved!) was still politically fragile itself and might not take well for horrible casualties. So Cadorna’s army had to be husbanded carefully, spent only in great need and for great benefit.

Instead of doing literally any of that, Cadorna opted to pursue the highest operational tempo of any front of the war. I can’t stress this enough: between May 1915 and October 1917, the French launched (or supported) four offensives (Second Artois, Third Artois/Second Champagne/Loos, the Somme and the Nivelle Offensive; I’m not counting Second Arras as that was a Commonwealth operation in which the French had little part), plus being on the defensive at Verdun. Of course there were lots of minor operations too, but that’s five major operations on the Western Front, where the French were almost totally focused. In contrast, in that same time frame, Cadorna – who again, has the smallest, weakest major army – launches eleven (11)(eleven)(XI)(1011)(I𐤗‎)(ΙΑ)(eleven!?!) offensives on the Isonzo River.

Because Cadorna thought that discipline and morale were the key components of victory (and also because he seems to have just generally been a cruel, uncaring and authoritarian person) he attempted to enforce both in his army through coercion and cruelty. Cadorna executed around 750 men for cowardice (to my knowledge the highest rate in any army of the war), presided over a military justice regime that convicted something like 3.6% of his army of one disciplinary charge or the other. He dismissed an incredible total of 217 officers during his tenure, frequently because he felt they were not committed enough or aggressive enough and when his army began to fall apart at Caporetto, he ordered the summary execution of officers whose units retreated. It turns out that actually adopting a “the beatings will continue until morale improves” command style does not actually improve morale.

There is much in England that this explains. It explains the decay of country life, due to the keeping-up of a sham feudalism which drives the more spirited workers off the land. It explains the immobility of the public schools, which have barely altered since the ‘eighties of the last century. It explains the military incompetence which has again and again startled the world. Since the ‘fifties every war in which England has engaged has started off with a series of disasters, after which the situation has been saved by people comparatively low in the social scale. The higher commanders, drawn from the aristocracy, could never prepare for modern war, because in order to do so they would have had to admit to themselves that the world was changing. They have always clung to obsolete methods and weapons, because they inevitably saw each war as a repetition of the last. Before the Boer War they prepared for the Zulu War, before the 1914 for the Boer War, and before the present war for 1914. Even at this moment hundreds of thousands of men in England are being trained with the bayonet, a weapon entirely useless except for opening tins. It is worth noticing that the navy and, latterly, the Air Force, have always been more efficient than the regular army. But the navy is only partially, and the Air Force hardly at all, within the ruling-class orbit.

It must be admitted that so long as things were peaceful the methods of the British ruling class served them well enough. Their own people manifestly tolerated them. However unjustly England might be organized, it was at any rate not torn by class warfare or haunted by secret police. The Empire was peaceful as no area of comparable size has ever been. Throughout its vast extent, nearly a quarter of the earth, there were fewer armed men than would be found necessary by a minor Balkan state. As people to live under, and looking at them merely from a liberal, negative standpoint, the British ruling class had their points. They were preferable to the truly modern men, the Nazis and Fascists. But it had long been obvious that they would be helpless against any serious attack from the outside.

Federal NDP going through the six phases of political campaigns – enthusiasm, disillusionment, panic, the search for the guilty, the punishment of the innocent, and the promotion of the uninvolved

The NDP had high, high hopes for the September election, largely pinned on the undoubted popularity of their leader among young voters. As Joshua Hind shows, it didn’t work out at all the way they had hoped:

Only the most die-hard supporters of the New Democratic Party thought the recently-concluded 2021 federal election was winnable in the way 2015 felt very winnable in the early days. Still, the NDP’s showing at the polls — a single-digit increase in popular vote and a single new seat — is undeniably disappointing for a party that spent big to win back seats.

With that disappointment gnawing at them, the NDP and its faithful are bound to want to assign some blame, a process which always starts with the leader. But that’s a uniquely tough proposition for the NDP, who not only has Canada’s Best-Liked Leader™ in Jagmeet Singh, but has also positioned Singh to be the entire personality and profile of the party. In trying to create another singular figure like Jack Layton, the NDP has painted itself into a tight corner.

In project management there’s an old joke about the “Six Phases”. Like the stages of grief, the six phases of project management are the various emotional states into which all large projects — construction, software development, political campaigns — can be divided. They are: enthusiasm, disillusionment, panic, the search for the guilty, the punishment of the innocent, and the promotion of the uninvolved.

It’s easy to see the first three in an election, where enthusiasm, disillusionment and panic often happen all at once. Now in the post-election period, parties must wade into the more fraught final phases.

The search for the guilty started the moment the networks called the election for Justin Trudeau’s Liberal Party, and Conservative leader Erin O’Toole is already under scrutiny. The Greens, for their part, got a head start on punishing the innocent by pinning their party’s staggering immolation exclusively on their (now former) leader, Annamie Paul.

For the NDP, things are more delicate.

Jagmeet Singh, who’s personable, well-spoken and very photogenic, was front and centre in every aspect of the NDP’s campaign. Their bus exclusively featured his name and picture, the first page on their website is simply labelled, “Jagmeet”, and every campaign stop was focused on the leader and his appeal. But the “leader first” tactic that arguably got the most attention was the social media campaign, specifically Singh’s appeal to young voters through TikTok.

Singh is the undisputed Canadian political TikTok champion, with nearly 850,000 followers and videos that regularly rack up millions of likes. His content is charming and apparently quite credible with TikTok users, at times fun, mischievous and pleasantly silly. It’s also clearly the platform Singh likes best. His Instagram account is mostly reposts from Twitter, and his Twitter account, while popular, doesn’t get nearly the response he earns on TikTok. Because it’s so important to Singh, and presumably the NDP, it can also form the basis for appraisals of both, and that creates new challenges.

In the Caucasus it’s slowing to a crawl, and in Stalingrad the fighting is now block by block. Meanwhile, the Japanese are making new plans for a big offensive of their own, to take Guadalcanal once and for all.

Jen Gerson has some helpful advice for the Conservative party

Writing in Maclean’s, Jen Gerson suggests to the “conservatives” that they shouldn’t dump their new-ish leader on the basis of the party’s results in the September 20 election:

It’s come to my understanding that there is some considerable consternation about the future of Erin O’Toole, leader of the Conservative Party of Canada, on the grounds that he underperformed in this week’s election.

I cannot help but wonder whether those now implacably resolved to booting the man for being inadequately conservative might, perhaps, consider getting a goddamn grip.

Yes, I understand that O’Toole ran his leadership campaign further to the right than his personality would otherwise suggest, in order to win over the Conservative base. And, yes, I understand that the unstated agreement behind this bait-and-switch was that O’Toole needed to show progress in key regions, particularly the 905. Also, yes, I understand that these gains failed to materialize, and that many conservatives feel both betrayed, and more importantly, no closer to government.

This state of affairs may ensure O’Toole’s leadership is unsalvageable.

Certainly, O’Toole and his brain trust seem to have rationally concluded that they could leave western conservatives hanging out to dry so they could chase votes in the GTA — because up until now, those westerners had nowhere else to go. However, the rise of the PPC suggests that they may now have somewhere to go …

Conservatives have a bad habit. They go into an election with reasonable expectations, enjoy some early momentum, and then let the excitement get to their heads. They reset those early expectations to something far less probable, and when the campaign produces exactly the results they predicted at the outset they declare the whole affair a disappointing failure.

I will note here that this complements the Liberal temperament, which interprets entirely lacklustre results as nothing short of a sign from the trumpet-wielding messengers of God blessing their mandate. Only the Liberals would see two successive minority governments with declining popular vote totals as clear-cut evidence that they, the worthy elect, have been chosen without reservation to lead the nation to paradise.

The Conservatives could use a little more of that energy.

These observations are provably true of both parties. The only amendment I could suggest is that the Liberals really do believe they have been granted the right to run Canada by divine providence (which few of them actually dare refer to in conversation) and view any interruption in their God-given right to rule as unnatural and a perversion of the arc of history.

Conservatives ought to have seen this election as the first in a two-election strategy. Fundamentally, the urbanites who hold the key to government don’t trust you, Conservatives. They’re worried about the conspiratorial lunatics in your caucus and your base, and they’re worried about who actually holds the reins of power in your party. Their distrust is fair, and will take time to repair.

If you dump your affable, moderate, centrist leader at the first opportunity because he didn’t crack the 905 on his first try, and you replace him with someone who will chase Maxime Bernier’s vanishing social movement like a labradoodle running after the wheels of a mail truck, you will wind up confirming every extant fear and stereotype this crowd already holds about you and your party.

It’s a trap. Be smarter than that.

The PPC nearly tripling the size of their vote over two years doesn’t quite match the characterization of a “vanishing social movement”, but I’m not who she’s trying to persuade here. It’s often said that modern “conservatives” don’t actually have a plan except to do what Liberals/Democrats want to do — just a little bit slower. O’Toole (and Ontario Tories generally) fits that description quite well.

Canada was given advance notice of the AUKUS deal … about five minutes notice

When the news broke about a new western alliance involving Australia, the United Kingdom and the United States, the official line — belatedly — was that our allies had kept Canadian officials “in the loop”, about the negotiations. Now that everyone’s attention is on the vote-counting, it can be safely acknowledged that the Canadian government got a heads-up just a few minutes before the formal announcement, as Ted Campbell discusses:

So, Steven Chase and Robert Fife say, in the Globe and Mail, that “The Canadian government was surprised this week by the announcement of a new security pact between the United States, Britain and Australia, one that excluded Canada and is aimed at confronting China’s growing military and political influence in the Indo-Pacific region, according to senior government officials [and] Three officials, representing Canada’s foreign affairs, intelligence and defence departments, told The Globe and Mail that Ottawa was not consulted about the pact, and had no idea the trilateral security announcement was coming until it was made on Wednesday by U.S. President Joe Biden, British Prime Minister Boris Johnson and Australian Prime Minister Scott Morrison.”

Not only did our oldest and closest friends and allies kick Canada out of the “inner circle”, they didn’t even bother to tell us that the political and diplomatic kick in the arse was coming, although, the Globe journalists say, the Australian and British defence ministers gave Harjit Sajjan a brief “heads up” just minutes before the announcement. Mr Sajjan’s spokesman said that Canada “had been kept in the loop”, I call BS.

Vice Admiral Mark Norman, someone who knows a lot about what happens at the highest echelons of government in Ottawa said that “if Mr. Trudeau was fully briefed” [on this new AUKUS pact, then] “he doesn’t understand what is going on internationally and he doesn’t understand what the significance of an arrangement like this is as it relates to international security.” I don’t think he had heard a word about this until Minister Sajjan’s senior aids called the PCO and PMO on Wednesday afternoon.

One can easily imagine the conversations on Wednesday and Thursday in some of the corridors of power in Ottawa: “ Biden us!” said one senior official. “No,” said another, even more senior, “this has been coming for a long time. It’s a shock, but it really shouldn’t be a surprise.” “They screwed us,” said a third, “we’ve done nothing to deserve this. It’s just because we aren’t spending as much as Biden and Morrison want on the military and it’s because we’re not sending more ships to Asia, more often.” “No,” the second person said, “it’s because we decided, all of us, you and me, too, to not do whatever it took to arrest the changes in our national strategic outlook.” “How can you say that?” the first speaker said, “We all protested, I wrote a long brief explaining why we needed to step up …” “We’re still here,” the more senior official said. “We didn’t resign and go public as soon as we saw how things were shaping up. Almost no one did.” “No one listens when senior officials or admirals or generals resign,” said the third official, “it wouldn’t have done any good.” “You’re right,” the most senior official answered, “resignations are, normally, not news and they rarely change politicians’ minds … not, anyway, when they’re done one at a time. Back in 2016, when many us started to see, clearly, how things were going we should have resigned en masse ~ and not just we three, but dozens of us from PCO, from Foreign Affairs and from DND and the military. If the senior public service had rebelled, as it should when the government makes destructive policy choice against our advice, then there would have been enormous, even irresistible political pressure. But we didn’t, did we? We all stayed on and wrote a couple of arse-covering briefing notes and went about our business. We are as much to blame for this as are those dimwits in Trudeau’s cabinet and inner circle. We failed Canada.”

Vice Admiral Norman, the article explains, “said the agreement goes far beyond access to U.S. submarine technology [which is Mr Trudeau’s lame excuse for why Canada was kicked out of the inner circle] This is about accessing both current and emerging technologies, from cyber and artificial intelligence, to acoustics and underwater warfare – a whole range of very important strategic capabilities.” Further, “Mr. Norman said Canada has many national interests in the Indo-Pacific – including trade, promoting the rule of law and democracy, and countering China’s aggressive behaviour and posturing – but he suspects close allies do not take Canadian defence commitments seriously [and he added] I don’t think our allies think we are serious when it comes to defence. I think they have concerns not just about our defence expenditures, but also the extent to which our [international] commitments are both lasting and meaningful.” This has been evident since 2015. Justin Trudeau effectively campaigned on doing less in the world. Everyone knew this was coming ~ especially those who voted for the Liberal Party … it is what they wanted. It’s what Canada got.

Mark Steyn on chocolate soldiers, tutti-frutti generals, and the ice-cream commander-in-chief

When all that matters is not performance but performance art:

On the day that twelve US Marines and some 150 civilians were blown apart by suicide bombers, it was heartening to learn what real heroism is.

Until January 6th, the highlight of Michael Byrd’s “law-enforcement” career was leaving his loaded Glock in a congressional men’s room and paying no price. He “serves” with the grotesquely misnamed “Capitol Police”, which is not a police department but a praetorian guard – a personal security team for the praetors of Congress. Lieutenant Byrd shot and killed Ashli Babbitt, a 5’2″ unarmed woman, because “she was posing a threat to the US House of Representatives”.

All that has been known for months by anyone who wanted to know. The only real news in NBC’s Byrd exclusive was the level of his self-congratulation:

    I believe I showed the utmost courage on January 6.

His interviewer, Lester Holt, did not respond: “Er, hang on, isn’t that the kind of thing you’re meant to leave for someone else to say about you?”

And did he have to say “utmost”? Even in as unutterably vulgar an age as ours, is even Michael Byrd incapable of imagining any “courage” greater than his own?

Ah, well, don’t over-think it; it’s just one of those phrases, half-remembered by Byrd from some Rose Garden medal ceremony he caught on TV: “utmost” goes with “courage” like “white” goes with “supremacist” and “domestic” goes with “terrorist”.

America is a land that tends to the utmost in all things. At the end of the nineteenth century, Bernard Shaw popularized the term “chocolate soldier” — the dashing hussar who is useless in battle but looks good in a uniform. We have the tutti-frutti generals: Thoroughly Modern Milley and his chums, whose diversity ribbons from shoulder to scrotum advertise their own utmostness even as they explain why everything going wrong merely demonstrates how everything is going right.

The tutti-frutti generals report to the ice-cream commander-in-chief melting all over the lectern every afternoon. His predecessor was on telly all day every day; Mr Biden was sold to head-in-the-sand Americans as the quiet-life guy who wouldn’t be in your face. Unfortunately, when your countrymen get blown up by government blunders, the citizenry expects him to be in their faces at least every now and then. Across the Atlantic, Boris and the EU chaps were on the screen responding to an all too predictable atrocity. But in the White House Joe Biden’s meds hadn’t yet kicked in — or, conversely, they’d shot him the juice too early and it had worn off. So, as has become familiar, the melting waffle cone was hours late in tottering across the room, squinting into the camera and reading with woozy and wooden defiance. This time he gave it the full Corn Pop:

    To those who carried out this attack, as well as anyone who wishes America harm, know this: We will not forgive. We will not forget.

But Joe, a man who cannot reliably name his own Defense Secretary, has already forgotten.

Wednesday [May 5th] marks the 200th anniversary of the death of the French Emperor Napoleon Bonaparte, who was, depending on who you’re listening to, either a wily Corsican bandit who rose to dominate Europe through force and terror, or a messiah of liberalism who de-medievalized the continent. Whichever view you buy, Napoleon’s unique vis viva is still felt strongly in the world today. Any strong history undergrad ought to be able to chart a path from Napoleon through his nephew and successor Napoleon III, to what A.J.P. Taylor called “the period of the German wars” (ending in 1945), to the present moment.

The French Republic still uses Napoleonic touches in its mythmaking, as do its politicians. Sweden’s crown is still worn by descendants of Bernadotte, a general who was of humble birth but proved the ultimate champion of the emperor’s bizarre game of thrones. Napoleon said of his army that every man in it carried a marshal’s baton in his knapsack. By the same token, every ambitious colonel who ever plotted to pull together a squadron of tanks and overthrow a president carries a little portrait of Napoleon I next to his bosom. It may not be fair to say that Napoleon bears part of the responsibility for Hitler, but if there had been no Napoleon there could not possibly have been a Hitler. It is probably one of those “necessary cause” vs. “sufficient cause” things that give people so much trouble.

The bicentenary of Napoleon’s lonely death in custody on a windblown South Atlantic island has given the English an excuse to refresh some of their most precious and whimsical tokens of victory. At Apsley House, the home of the 1st Duke of Wellington, art restorers have been giving special attention to a bronze copy of Napoleon’s death mask, which was taken in plaster after the emperor expired. It’s a mesmerizing totem: to our eyes, the face emphasizes the Italian character that the ci-devant Buonaparte struggled to elude and conceal on the way to becoming master of France. Death masks seem creepy to us today, but they speak in ways a portrait cannot.

QotD: Clausewitz’s concept of “friction” in war

    Everything in war is very simple, but the simplest thing is difficult. The difficulties accumulate and end by producing a kind of friction that is inconceivable unless one has experienced war.

[Military theorist Carl von] Clausewitz’s most enduring and insightful idea in On War is friction.

Friction explains why a general can have a plan for battle that looks perfect on paper, but falls apart in real life. Friction torpedos morale and slows down action.

Friction isn’t just one thing. It’s the accumulation of a bunch of little things. Says Clausewitz:

    Countless minor incidents — the kind you can never really foresee — combine to lower the general level of performance, so that one always falls far short of the intended goal.

To help his readers understand friction in warfare, he gives an analogy from everyday life in the 19th century that we can still imagine parallels to today:

    Imagine a traveler who late in the day decides to cover two more stages before nightfall. Only four or five hours more, on a paved highway with relays of horses: it should be an easy trip. But at the next station he finds no fresh horses, or only poor ones; the country grows hilly, the road bad, night falls, and finally after many difficulties he is only too glad to reach a resting place with any kind of primitive accommodation.

As the complexity in any endeavor increases, friction increases as well, because there are simply more opportunities for things to get mucked up. The bigger and more complicated the endeavor, the larger the amount of friction.

A factor that increases complexity, and thus friction, more than any other, is the inclusion of other human beings. Humans are the ultimate friction creators. Clausewitz notes that a battalion, by its very nature, will experience plenty of friction, because it’s made up of many different individuals who can interact with each other in a multiplicity of problem-producing ways. One soldier gets scared and runs, resulting in other soldiers catching the fear contagion and running. Before you know it, you’ve got an unplanned, chaotic retreat. Damn you, friction!

Thus, Clausewitz says, the first step to getting a handle on friction is to recognize its reality, and inevitability:

    An understanding of friction is a large part of that much-admired sense of warfare which a good general is supposed to possess. … The good general must know friction in order to overcome it whenever possible, and in order not to expect a standard of achievement in his operations which this very friction makes impossible.

To keep friction from throwing you for a loop, you have to manage your expectations; you have to account for friction in assessing what you’re realistically going to be able to accomplish. Making this assessment, accurately gauging how much friction you’ll encounter, Clausewitz says, is a matter of instinct, honed over time and field-testing:

    As with a man of the world instinct becomes almost habit so that he always acts, speaks, and moves appropriately, so only the experienced officer will make the right decision in major and minor matters — at every pulsebeat of war. Practice and experience dictate the answer: “this is possible, that is not”.

Even though it’s crucial to accept the inevitability of friction, this needn’t be a matter of resentful resignation. If friction is normal in any endeavor, then it is something to embrace, and even take a kind of pride in — a sign that you’re doing something, taking action, engaging in life’s heroic struggle.

QotD: British Expeditionary Force (BEF) leadership in France, 1940

The Commander-in-Chief of the BEF, Lord Gort, was widely acknowledged for his personal bravery (he was a VC holder) and fighting spirit. Contemporaries however were sceptical of his Conceptual Skill. Major General Sir Edward Spears described him as “a simple, straight-forward, but not very clever man.” General Brooke, the incisive and ruthless commander of II Corps during the campaign (later Lord Alanbrooke, Chief of the Imperial General Staff), though an admirer of Gort’s inspirational fighting spirit, frequently lamented the C-in-C’s total lack of strategic ability. This frustration is mentioned several times in Alanbrooke’s war diary, well before the German offensive began.

Gort was not a lone offender in Alanbrooke’s opinion. The latter believed that most of his fellow senior officers lacked Conceptual Skill. He suggested that the lack of strategic ability amongst British senior commanders was due to the best thinkers of his generation being lost in the Great War. Alanbrooke’s theory is questionable, for the Germans also lost many talented officers in the Great War, yet between the wars, actively promoted intellectual stimulation amongst its officer corps. Amongst the leading thinkers were Heinz Guderian, often regarded as the father of Blitzkrieg, although in his own book, Panzer Leader, is the first to admit that he took British ideas and developed them into something that worked. The British, it seems, were less stimulated by their own initial thinking on modern war.

This does not imply the Germans were unequivocal masters of big thinking. Many German army commanders were as locked into traditional thinking as their Allied opposite numbers. Guderian asserts that the sole reason the BEF was allowed to escape from Dunkirk was because the German Army High Command issued repeated halt orders to Guderian’s panzer corps, allowing the British the breathing space needed to avoid total defeat.

Both sides suffered in this area [interpersonal skills], and the problems arose mainly at senior level. Despite many British commanders speaking good French, the respective commanders on each side of this coalition had radically different opinions of how operations should be conducted and coordinated. There was virtually no attempt to ensure interoperability before May 1940 and the Anglo-French coalition was, at best, a well-mannered but reluctant partnership which did not stand the test of high-tempo operations well.

The lack of trust between the Allies ultimately drove Gort to contradict direct orders and use his last reserves to shore up the BEFs northern flank, rather than fritter them away in a joint counter-attack with the French that was dead in the water before it was launched. By the 25th May, just two weeks after the opening of combat operations, the Anglo-French coalition was crumbling. Bizarrely, this decision by Gort to abandon the French actually testifies to his one great moment of Conceptual Skill. He realised he was essentially committing career suicide when he ordered his troops towards the coast, but he also had the foresight to realise that the battle for France was already lost and that his sole duty from then on was to save Britain’s army.
