Using the term “Mother Gaia” unironically

In the Globe and Mail, Gordon Gibson discusses the “Church of Green”:

Religions have certain characteristics. They consist of a body of belief based on faith (as, for example, in God). This faith is not to be challenged, distinguishing religions from other belief sets. Scientific theories, for a counterexample, must always be questioned. Not so with religion. Unwavering faith is the hallmark.

Religions of the sort decried by Mr. Bouchard have high priests who can speak ex cathedra and gain immediate belief. David Suzuki, Al Gore and Amory Lovins, among others, have this otherworldly gravitas. They have their religious orders. Just as there are Jesuits and Benedictines, there are Greenpeace and the Sierra Club.

Religion has an enormous usefulness to many individuals. But there’s more. Religion is, by its nature, absolutist. Because it embodies the Truth, one should not deviate. Of course we all sin, but deliberate tradeoffs are not permissible. It’s not allowed to do a little bit of evil to become a little bit rich, and especially not great evil for great wealth.

Such absolute rules can work fine for individuals. They can do as they wish and take the consequences. It’s where religion is imported to govern the doings of the collective — of a society — that the trouble begins.

Now, no one could argue against the need for great weight to the natural environment. The difficulty comes in agreeing — or not — to tradeoffs. If we take an absolutist position, we humans are rather bad for the planet, so we should all do the decent thing and stop having children.

This was Mr. Bouchard’s point. His issue in Quebec was “fracking” to produce natural gas. The current “religion” in Quebec is that fracking is bad, just as in B.C. pipelines are bad. Among true believers in both cases, absolutism reigns. The badness is self-evident; the projects must not proceed. You can’t trade a little evil for a little wealth — there must be zero chance of harm.

Bilingualism and multiculturalism, “the Siamese twins of Canadian social policy”

In Maclean’s, Heather Scoffield wonders if the twin keystones of “official” Canadian identity (as defined by the Liberal party in 1969) are actually in opposition to one another:

Have the two forces that have defined Canadian culture for the past 40 years — multiculturalism and bilingualism — turned on each other?

The final release of 2011 census data this week will offer Canadians some insight into the answer.

On Wednesday, Statistics Canada will publish language data showing how many people speak English, how many speak French, and how many speak a myriad of other languages — a consequence of increasingly diverse immigration.

In the last census, in 2006, the number of people who called French their mother tongue was almost — but not quite — on par with the number of people who identify other languages as their first.

If the trend lines continue, as the experts expect they will, they could cross come Wednesday. Measured in terms of percentage of the total population in Canada, French is expected to continue its long, slow decline as a mother tongue and “other” languages will continue their ascent, with the number of allophones — those with a mother tongue other than Canada’s two official languages — surpassing their francophone counterparts.

So have we reached the point where the twin forces unleashed during the 1970s are now competing forces, with multiculturalism drowning out bilingualism?

“The stereotype is so strong, that when you look at the actual data, you’re shocked”

In the National Post, Tom Blackwell finds the common stereotype on domestic violence at variance with the facts:

Conventional wisdom suggests that women usually kill their spouses in self defence or as a final, desperate reaction to chronic battery, the burning-bed syndrome that is sometimes cited as a defence in murder trials. A new Canadian study, however, suggests that barely a quarter of husband-killers are victims of domestic abuse, less than half suffer from any identified psychological problem, and fewer still have had trouble with police.

To Don Dutton, a UBC psychology professor who has examined domestic violence for decades, the results of the new study are no surprise, despite what he called an erroneous understanding of “intimate-partner” assault that continues to prevail in society.

“We’ve got a stereoptye about domestic violence … that the oppressor or perpetrator is the male and when female violence happens, it’s a reaction against male violence,” he said. “The stereotype is so strong, that when you look at the actual data, you’re shocked.”

Prof. Dutton, author of the book Rethinking Domestic Violence, suggested that such assumptions evolved from the feminist view that family violence was a socio-political act of “patriarchal men suppressing women.” He argues instead that personality disorders in both male and female offenders better explain family violence than do social norms.

Prof. Dutton, not involved in the Quebec research, cited a number of studies in the United States that concluded the most common type of domestic violence was not abuse of women by men, but “bilateral” violence where both spouses hurt each other with similar severity.

Paul Wells writes a political obituary for Jean Charest

If Jean Charest somehow overcomes the odds (and the most recent polls), we can just file this column away for the next time:

He’s mostly been a lousy premier. His dreams of “re-engineering” Quebec soon went by the wayside. He spent most of his first mandate struggling to show he even understood Quebec. He stalled on important reforms—he left university tuitions, for instance, frozen until 2008. He did not move to clean up party financing, and when the allegations against his own government mounted, he seemed honestly to believe it was the accusers who were the problem. He stalled until he was weak instead of moving to reform when he was strong.

But he hung on, for as long as any modern Quebec premier has hung on. While he was hanging on, the constitutional debates that made Canadian public life so joyless and distracted from 1976 to, say, 2000 did not reconvene. Charest had no interest in making the argument his predecessors Robert Bourassa and Claude Ryan favoured: that Canada did not deserve to survive if its Constitution could not be amended to suit the whims of Outremont intellectuals. Montreal’s economy recovered, and today the city’s downtown looks better than it has in 40 years, if you survive the drive in without having half of an overpass fall on you. Nothing’s perfect.

On his way to defeat, he implemented important reforms in the way most reforms actually happen in the real world: under fire and in a desperate attempt to avoid further humiliation. The Charbonneau commission of inquiry into corruption in the construction agency, the belated reforms to university financing, the woefully delayed attempts to pay what it takes to have public infrastructure that doesn’t crumble overhead: none of these was his bright idea, but they are in place, almost despite him, and his successors will benefit. He is Quebec’s Gorbachev, a reformer despite himself, swallowed up by forces he hoped only to contain. Like Gorbachev, he will look better in hindsight than he feels while it’s happening.

Enoch Powell said all political lives end in failure. What matters is the word “end.” Public life in a democracy is so cruel that taking a long time to fail is its own kind of success.

Is Charest’s political life really ending? He’s only 54. He once had a future in Ottawa. I cannot imagine he still does. But in his ungainly fashion he has defied imagination before. All I know is that he has been good for more surprises than almost any politician I’ve covered.

The great maple syrup heist must have been an inside job

The first time I heard about Quebec’s strategic maple syrup reserve was when someone made off with a quarter of the province’s sweet, sticky liquid:

On Friday, news broke that thieves had stolen $30 million dollars worth of Quebec’s strategic maple syrup reserves. Much as the United States keeps a stock of extra oil buried in underground salt caverns to use in case of a geopolitical emergency, the Federation of Quebec Maple Syrup Producers has been managing warehouses full of surplus sweetener since 2000. The crooks seem to have made off with more than a quarter of the province’s backup supply.

But harvesting maple is a fickle business, and that makes expanding the industry tricky. The trees need cold nights and mildly warm days to yield sap, meaning production can vary greatly year to year based on the weather. That’s a potential problem for the big syrup buyers, whether they’re bottlers or large food companies that make cookies or cereal. Quaker can’t pour a bunch of time and money into developing a maple-and-brown-sugar-flavored version of Life, only to find out it won’t be able to get enough of its ingredients, or that they’ll have to pay through the nose for each liter of syrup.

Quebec election: why is Pauline Marois getting a free pass for xenophobia?

Jonathan Kay wonders why the English language media in the “rest of Canada” are being so careful to avoid calling out PQ leader Pauline Marois for far greater sins than any Alberta politician committed during the recent Alberta election:

Given the close scrutiny that surrounded the recent Alberta election, it is somewhat surprising that more attention is not being paid to the genuinely alarming things coming out of the mouth of Parti Québécois leader Pauline Marois.

During the Alberta campaign, every gaffe committed by a member of the right-wing Wildrose Party became a national news item. The Toronto media, in particular, lapped it up — because it played to our outdated stereotype of Alberta as a land of rural hicks. Yet nothing that was said in the Alberta campaign can compare to the declarations of Ms. Marois, who has easily established herself as the most xenophobic major-party leader in all of Canada.

So why has there been comparatively little uproar over Ms. Marois? It is as if Canadians in the rest of the country have become so accustomed to watching Quebec nationalists bottom-feed for votes that we no longer are shocked by it. But Quebec is, after all, part of Canada. And Ms. Marois might become the province’s next premier on Sept. 4. Surely, it is worth rousing ourselves to pay attention to the fact that this woman is proposing policies that are unconstitutional and even bigoted.

Kheiriddin: Quebec xenophobia on display in election campaign

In her National Post column, Tasha Kheiriddin discusses the topic that most of the Canadian media is being ultra-careful about:

Racist or not? When it comes to the Quebec election campaign, remarks made this week by a variety of politicians provided considerable fodder for debate, and considerable distraction from the real issues — health, taxes and corruption — that voters actually want their elected officials to talk about.

First, Coalition Avenir Québec leader François Legault lambasted young Quebecers for being interested in living “the good life,” unlike children in Asia whose parents all want them to become engineers, and have to stop them from studying lest they make themselves sick. When he was attacked for this remarks, he retorted that the fault lies with Quebec parents, and that they should review the values they are transmitting to their children.

His remarks pale in comparison, however, to the xenophobic tone of those made by Parti Québécois ledaer Pauline Marois, and worse yet, the mayor of Saguenay, Jean Tremblay.

On Tuesday, Ms. Marois unveiled her party’s desire to implement a “Secular Charter” which would ban the wearing of any religious symbols by government employees. With, as my colleague Chris Selley tartly notes on these pages, one notable exception: Symbols of Christian faith, such as the cross which hangs over the Speakers’ Chair in the National Assembly. In other words, a crucifix necklace, good: hijabs and yarmulkes, bad.

Then on Wednesday, Mr. Tremblay took xenophobia one step further, when he launched a tirade against Djemila Benhabib, the Parti Québécois candidate in Trois Rivières. On a popular radio show, Mr. Tremblay let loose: “I am shocked that we, the softies, the French Canadians, will be told how to behave, how to respect our culture by a person who comes from Algeria, and we can’t even pronounce her name.”

PQ promises to “strengthen” language laws in Quebec

It’s mind-blowing that a minority in Canada are legally oppressed by their provincial government, but in Quebec, it’s just language business as usual. The opposition Parti Quebecois, who brought in the language law in question, are promising to make it even more oppressive to non-French-speaking Quebecers:

It’s an easy political move for Marois. It will appeal to her separatist base and thoroughly annoy the anglophones … which will also appeal to the base. And given that the stated intention of her party is to go pick fights with Ottawa and drive a wedge between Quebec and the Rest of Canada, it’s a good plan. Language politics are always hot-button issues in Quebec, and Marois is pushing those buttons gleefully.

But it is interesting to note her position on the issue. Marois holds that the Liberals, under Premier Jean Charest, have not done enough to promote the French language in Quebec. From the perspective of the PQ, that’s almost certainly true. But Bill 101 is a creation of the Parti Quebecois. The provincial Liberals have certainly left it intact and haven’t dared to try and strengthen it, but fundamentally, Bill 101 is a PQ law. If it isn’t working, that’s not Premier Charest’s fault.

The bigger issue, of course, is that such a law already exists. Uninformed citizens in the Rest of Canada would be rightly horrified to learn that such a bizarre, anti-democratic law exists in their country at all. Bill 101′s intrusions into the private interactions of businesses and the decisions of individual families are justified as being necessary by Quebec nationalists to preserve the primacy of French in Quebec, but to anyone who is not a language warrior, seem more like a cross between a French tutor and a Orwellian nightmare.

Of course, tougher laws will still not accomplish the intended task: forcing everyone in Quebec to speak French at all times.

Andrew Coyne provides the beginnings of a Premierspeak-to-English dictionary:

When the premiers decry the absence of federal “leadership,” similarly, they do not mean they want the federal government to actually lead anything. They want it to follow: to do exactly as they say, notably in matters of funding. Some other terms in the provincial lexicon:

Unilateralism. “We are in a period of unilateralism on the federal government’s part,” Charest complained, citing the health care funding decision (in premierspeak: ultimatum). Ottawa is said to be acting “unilaterally” when it spends federal money as it pleases, that is without consulting the provinces. Provinces, on the other hand, insist on the right to spend federal money as they please. For example, when Charest took delivery of $700-million in federal funds offered up in the name of fixing the “fiscal imbalance” and used it instead to cut taxes, that was not unilateralism. See: federalism (profitable).

Negotiations. The federal government, says Ghiz, “did not want to sit down with the provinces to negotiate on health care.” But what was there to negotiate? Negotiations imply a give and take; each side brings something to the table, and offers them in exchange. The provinces bring nothing to these “negotiations.” They do not offer anything in exchange for more federal money. They simply demand it.

Co-operative federalism. When the feds agree to do as the provinces say (see: leadership), or more properly when the provinces agree to let them. Manitoba’s Greg Selinger: “We remain very committed to the notion of co-operative federalism.”

Quebec continues to strive to exclude Anglophones

A real head-scratcher in the Montreal Gazette: telephone staff at the Régie de l’assurance maladie du Québec (the Quebec health insurance board) are now required to assess callers’ language skills to determine if they actually require service in English.

Where before callers were given the option of service in English or French by way of a simple touch of the telephone keypad, it has now become more complicated. Now some people who would prefer to have the information given in English could be denied the service on the basis of a subjective judgment of their ability to speak French.

The way it works now is that calls to RAMQ are answered automatically in French, and callers are told that the agency first communicates with its clientele in French. Only after half a minute of silence is it mentioned that service in English is available by pressing 9. But wait: that doesn’t automatically get you service in English.

What it gets you is another recorded message, this time in English, informing you once more that the board prefers to deal with customers in French. The agents who subsequently come on the line do not speak English right away, even though the language of service chosen is English. No, the agents proceed in French, and are then required by the new policy to “use their judgment” to determine whether the caller speaks French well enough to be able to hold a conversation about health in French rather than English. Only if the caller fails that test will service in English be forthcoming.

Discovering old favourites

I was delighted to discover last night that my favourite Quebec folk group has finally appeared in digital form on iTunes. I first heard the music of Barde in about 1978 and was immediately captivated by it. It’s a blend of Celtic music with a Quebec twist. Here’s their entry in the Canadian Pop Encyclopedia:

Jocelyn Therrien (bass; 1983)

This sextet from Montreal was formed in 1973 and found their brand of Acadian & Celtic reels and jigs popular around the Maritimes, Quebec and overseas in Europe. The group was known for its utilization of a twin Celtic fiddle sound courtesy of Crilly and Selick.

They signed to Polygram then to Direction Records, then to Flying Fish, and finally to Porte Parole. Their eponymous debut, Barde, was released in 1977. By their the second album, Images, in 1978 Chris Crilly had introduced keyboards in the form of synths and pianos. By 1983’s Voyage Selick had also left and the remaining members changed musical direction by incorporating keyboards bass and violin courtesy of studio musicians Jacques Joubert, Richard Paquette, and Jocelyn Therrien.

Pierre Guerin led a revamped Barde at the 10th Annual Winnipeg Folk Festival. The band finally disbanded for good shortly thereafter with Guerin marrying and settling in the St. Boniface region of Winnipeg. He became a disc jockey before becoming Artistic Director of The Winnipeg Folk Festival.

QotD: Working with the PQ

For some reason it is being treated as news that the Prime Minister said he would work with a Parti Quebecois government in the unfortunate circumstance of a PQ victory.

What else was he supposed to say? The PQ has held power several times since Rene Levesque’s first victory in 1976. It’s a democratic country, and provinces can elect whoever they want. Ottawa doesn’t have a choice whether it wants to work with the victor or not. Harper worked with Danny Williams — well, he tried, anyway — when the Newfoundland caudillo declared himself the supreme power of El Rocko Independanto and waged a personal war against his Canadian oppressors. Pauline Marois, the PQ leader (at least until the next revolt) can’t be half as annoying as Danny was.

Paul Wells: What is behind the easy ride for Thomas Mulcair?

In Maclean’s, Paul Wells ponders what could be preventing Stephen Harper from bringing down the hammer on Thomas Mulcair the way he did on Stéphane Dion, Michael Ignatieff, and Bob Rae:

For six years Stephen Harper’s opponents have wondered when he would stop spending millions of dollars to whale the tar out of them. Apparently the answer was that he’d stop as soon as his opponent stopped being Liberal.

The surprise is that Harper is not yet using his old tricks to change it.

His old tricks would consist of a heavy, sustained advertising campaign against the man who has risen highest against him. That’s what he did against Stéphane Dion, Michael Ignatieff and then, three months ago, against Bob Rae. Now, one of these things is not like the others. In minority government parliaments where an election always loomed, Dion and Ignatieff were present dangers. But going after Rae looks like a concession to instinct—and a mistake. The money spent has been lost, the neutralized enemy is now gone, and if the Liberals manage to find somebody more impressive to lead them, Harper will wish he’d let Rae limp to the next election.

Meanwhile, apart from the odd bit of ineffectual Conservative sass-talking, Mulcair rises unhindered. Why? Three possibilities. Maybe Harper is lost in the face of superior opposition. Maybe his minions are preparing ads that will take Mulcair apart in 2013.

Or maybe Harper is happy to see Mulcair rise. The Liberals, who governed Canada for most of the 20th century while the Conservatives didn’t, are left squeezed from both sides but too stubborn to disappear. The left-of-Conservative vote remains split. With the Liberals dominant in the centre, Conservative parties won three elections between 1963 and 2004. With the NDP dominant on the left, Conservatives would win more. Harper doesn’t control all of Canadian politics or anywhere close, but if he left a landscape like that behind him, he could retire a happy man.

The “victim” mindset among Quebec protestors

Dan Delmar on some of the long-standing grievances being channelled by Quebec’s most recent protestors:

“White Niggers of America:” That’s how author Pierre Vallières famously described the Québécois people in his 1968 book, which the former Quebec Liberation Front (FLQ) terrorist leader wrote from his prison cell.

Vallières argued that the struggles of French settlers in British North America were similar to those of pre-segregation era blacks in America, and the lingering effects of English repression were reason enough to issue a call to arms in the late 1960s. FLQ members then kidnapped and murdered Pierre Laporte, who was Quebec’s deputy premier, and sparked a national crisis that ended in martial law.

Vallières and the FLQ may be dead, but the notion that Quebecers are an oppressed people lives on.

Although the “N Word” hasn’t made a noticeable comeback just yet, it’s only a matter of time before fringe elements search for new and more shocking tactics to attract attention to their cause which, at least legislatively, has hit a dead end.

Upon seeing the salute images, many jumped to the conclusion that protesters were racists or that Neo-Nazism was on the rise in Montreal; neither is true. They aren’t racist – at least not intentionally. There is a genuine belief, as Vallière expressed, that Quebecers are in the midst of an epic battle to save democracy and break away from the shackles imposed on them by their Anglo overlords.

In many ways, he [Amir Khadir] embodies the Quebecois victim mentality. At a press conference last week, he compared his struggle with those of Martin Luther King Jr. and Gandhi. He turned to a CTV News reporter, a black woman, and said that “Law 78 is as unacceptable as segregation of blacks was in the 60s.” And he said that in all sincerity, with a straight face.

The culture of victimization runs deep. Some Quebec laws are based on the concept that Francophone culture is under attack, and restricting the use of other languages, as is the case with Bill 101, is an important weapon in the war against Americanization. And make no mistake: This is a war, ideologically speaking. Political elites, particularly within the separatist movement and the opposition Parti Québécois, believe the mere existence of the English language in this province is an assault on French.
