Streetcars – trying to use 19th century technology for 21st century problems

In addition to my already admitted train fetish, I’m also a low-key fan of the streetcar. Some of that, I’m sure, is that a streetcar is really just a one-car passenger train on a short journey with frequent stops. But I recognize that streetcars and trams are not a realistic solution to urban transit needs today … unlike far too many city and regional transportation planners. The Economist has a short explainer this week, backup up this argument:

Streetcars — otherwise known as trolleys or trams — had their golden age around 100 years ago, carrying urban workers to nascent suburbs around Europe and America. But commuters had little love for these rickety, crowded electric trains, and by 1910 many were abandoning them for the convenience of cars or buses. Streetcars have been making a comeback, however, with new lines rumbling to life in at least 16 American cities, and dozens more in the works. Tucson, Arizona, inaugurated its new streetcar service in late July, and streetcar operators in Washington, DC, begin training this week—the city’s much-delayed service is expected to start later this year. But for all their nostalgic charm, streetcars are also increasingly controversial: a number of cities, such as San Antonio, Texas, are now rethinking their plans, complaining of high costs and limited public support. Critics grumble that streetcars gobble up scarce transit funds for a slow, silly service used mainly by tourists.

Streetcars are also incredibly expensive to build and maintain, with huge up-front capital costs in laying down rails and buying cars. Tucson’s project ultimately cost nearly $200m and opened years late, in part because the city needed to clear utilities from under the tracks, install overhead electrical connections and repave much of the four-mile route. A 3.6-mile line in Cincinnati, Ohio, now under construction is expected to cost at least $133m. Federal grants have gone some way to help pay for these projects, but cash spent on streetcars displaces spending on other, more cost-effective forms of public transport like buses, which offer cheaper and more-efficient service but are considerably less sexy. The capital cost per mile of a streetcar is between $30m and $75m, while a rapid bus service costs anywhere between $3m and $30m, according to the American Public Transportation Association.

All this investment might make some sense if streetcars offered an efficient way to move people around. But here, too, the evidence is flimsy. Riders — and especially tourists — may find streetcars less intimidating than buses, but these vehicles tend to offer slow journeys across walkable distances. European tramlines tend to be fairly long and isolated from other traffic, which ensures a swifter journey. But in America streetcars travel shorter distances along rails that mix with other traffic, so streetcars invariably inch along. And while these tracks may be reassuring to developers, they make it impossible to navigate busy streets: buses can ride around obstacles but trams must stay put and wait. Indeed, their slow speeds and frequent stops mean they often add to congestion. This may not bother tourists keen on a novelty ride, but it is no solution to America’s public transport problems.

If you want to include light or heavy rail in your city’s public transit network, it has to be either grade-separated from cars and pedestrians or it needs to be buried underground or raised in the air: mixing streetcars with cars and trucks — even if you manage to rebrand them with a more modern-sounding moniker — worsens traffic, creates unhappy interactions between the rail and non-rail vehicles, costs vast amounts of money, and rarely draws enough passenger traffic to come close to breaking even. I’m no fan of buses, but in almost every case, the economic case for buses is far more sound than the case for streetcars.

The Pioneer Zephyr is a diesel-powered railroad train formed of railroad cars permanently articulated together with Jacobs bogies, built by the Budd Company in 1934 for the Chicago, Burlington and Quincy Railroad (CB&Q), commonly known as the Burlington. The train featured extensive use of stainless steel, was originally named the Zephyr, and was meant as a promotional tool to advertise passenger rail service in the United States. The construction included innovations such as shotwelding (a specialized type of spot welding) to join the stainless steel, and articulation to reduce its weight.

On May 26, 1934, it set a speed record for travel between Denver, Colorado, and Chicago, Illinois, when it made a 1,015-mile (1,633 km) non-stop “Dawn-to-Dusk” dash in 13 hours 5 minutes at an average speed of 77 mph (124 km/h). For one section of the run it reached a speed of 112.5 mph (181 km/h), just short of the then US land speed record of 115 mph (185 km/h). The historic dash inspired a 1934 film and the train’s nickname, “The Silver Streak”.

The train entered regular revenue service on November 11, 1934, between Kansas City, Missouri; Omaha, Nebraska; and Lincoln, Nebraska. It operated this and other routes until its retirement in 1960, when it was donated to Chicago’s Museum of Science and Industry, where it remains on public display. The train is generally regarded as the first successful streamliner on American railroads.

Lac-Mégantic, then and now

Maclean’s has a one-year retrospective photo essay on the derailment and explosion in Lac-Mégantic, one year ago.

Last July, a runaway train carrying crude oil derailed in downtown Lac-Mégantic, Que., and exploded, horrifically. The disaster killed 47 people and left a pile of twisted, burning metal in what remained of the town’s core. Martin Patriquin revisited the tragedy a year on and spoke to townspeople who are struggling to recover. “We aren’t enraged. Only terrorists get enraged. We are builders,” said Raymond Lafontaine, who lost three family members in the disaster and runs a local construction business.

Photographer Will Lew went to Lac-Mégantic, a town slowly recovering from the aftermath of Canada’s deadliest rail disaster. His photos revisiting scenes of devastation capture a gradual return to normalcy.

Ayn Rand’s fascination with trains … as killing devices

Kevin Baker apparently reads Rand’s Atlas Shrugged purely for the killing porn:

In her major opus, Atlas Shrugged, railroad management exemplifies the sort of endeavor her great heroes of capitalism, the prime movers, love to take on. She claimed to have taken rides in the locomotives of the New York Central while researching the book, and to have driven the 20th Century Limited, boasting that while she was at the controls of that extraordinary train, “nobody touched a lever except me.” Trains are such an indispensable motif in Atlas Shrugged, that, when some of Rand’s acolytes produced a slavishly faithful film adaptation of her book set in the present day, they had to invent a convoluted rationale involving resource shortages and industrial disasters to explain how railroads had once again become the dominant form of long-distance transportation.

Trains were more than just a magnificent obsession for Rand. They also served as a sort of avenging angel. […]

Rand later writes a scene in which, as the nation’s infrastructure is crumbling during what she terms a “strike” by the prime movers, a rail bridge falls apart and a Taggart Transcontinental train tumbles into the Mississippi River — one more vehicle crowded with thinkers of philosophically impure thoughts. And in yet another scene, Eddie Willers, the loyal aide to the book’s heroine, is aboard a train when it breaks down out in the Arizona desert. The other passengers and crew manage to be rescued by a passing wagon train(!), but Eddie refuses and pleads, “Don’t let it go!” while looking up helplessly at the locomotive. The others abandon the train and Eddie, almost certainly to his death.

It was such passages that led Whittaker Chambers, in his 1957 National Review takedown of Rand and her just-released book, to famously write, “From almost any page of Atlas Shrugged, a voice can be heard, from painful necessity, commanding, ‘To the gas chambers — go!’ ” By then Rand had lingered so long on her screed that trains, the cutting edge of American technology and design when she began, were about to be all but eliminated by the prime movers.

But reading of her love for trains’ capacity to kill at least allows one to understand her appeal to the modern Republican right. Her extended descriptions of those who will die and why they deserve to die resemble nothing so much as the climactic passages of Tim LaHaye and Jerry B. Jenkins’s Left Behind series, in which, after another set of righteous people have been raptured out of harm’s way, the authors dwell in loving detail on the torments to be inflicted by the returning deity of the Apocalypse — in this case, not Jesus Christ, but John Galt. Different god, same gas chamber.

New French trains built slightly too wide – €50 million spent so far to modify stations

SNCF (the French national passenger railway company) was very proud of the new fleet of passenger trains they’d ordered from manufacturers Alstom and Canada’s Bombardier … until it became clear that SNCF had been given the wrong dimensions to fit in many of the older French passenger stations:

It is a minor miscalculation, but one that will cost the French taxpayer a fortune.

France’s national rail operator SNCF — which runs its prestigious TGV fast trains — has sparked hilarity, anger and ridicule after building a new generation of regional trains that are too wide for 1,300 stations, meaning platforms will have to be “shaved” to stop them getting stuck.

The appalling blunder, which the French transport minister on Wednesday dubbed “comically tragic”, has already reportedly cost the state-controlled SNCF some €50 million (£40.5 million), sparking uproar at a time of austerity.

It was revealed by Wednesday’s Canard Enchaîné, the satirical weekly, whose cartoon showed a line of commuters on a busy platform being told: “The Paris-Brest train is entering the station. Please pull in your stomachs.”

The mistake was made as part of a €15 billion makeover of France’s Regional Express Trains, or TER, shared between Alstom, the French trainmaker and Bombardier, its Canadian rival.

Aware that France’s provincial stations — some of them ancient — came in various shapes and sizes, SNCF had asked the regional rail operator, Réseau ferré de France, or RFF, which is in charge of all French tracks, to work out the right measurements for the new trains.

Upon their advice that station widths varied by around 10cm in all, SNCF concluded the new trains could be 20 cm wider than their predecessors.

However, in an oversight that would cost it dear, the operator forgot to factor in some 1,300 stations built more than 50 years ago that are far narrower than today’s norms. “SNCF’s wise engineers forgot to verify the reality in the field,” wrote Le Canard.

“Orange army” to restore Cornwall rail line by early April

Remember the rather dramatic photos of the storm that hit the Cornish coast and took out part of the main railway line at Dawlish?

The effort to restore the sea wall and the railway line is going well, with a hoped-for re-opening date of 4 April:

Haberfield reckons there are two premier construction jobs in the world at the moment – the race to finish the football World Cup stadiums in Brazil and this one, the repairs to the train line that hugs the Devon coast at Dawlish after the devastation of the great storm of 4 and 5 February. “You’ll always be able to look back at this and say you were there and you helped fix it,” he says.

Haberfield is a member of the 1,000-strong “orange army” that has been working night and day to fix the hole, the 100-metre breach in a section of sea wall that supported the mainline track from London to the far south-west of Britain — and dozens of other less spectacular but nonetheless tricky breaks along a 3.7-mile stretch.

Network Rail (NR), the owner and operator of Britain’s railway infrastructure, has announced that it is expecting the line to re-open on 4 April — a huge relief to residents and business people whose lives have been disrupted by the break in the line and a vital boost for the region’s tourism industry before the Easter holidays.

The repair work to the line, which is costing around £15m, has been a triumph for imaginative thinking and teamwork. In the early days the first job was making sure that another Atlantic storm heading Devon’s way did not cause more damage to the main breach. One early idea was to rush in a rail-mounted concrete spraying machine that had been specially built to repair a tunnel in Devon and was standing idle. It shored up the sea wall, prevent further devastation and may have helped save houses that were teetering on the edge.

Another was the decision to drop a row of shipping containers in front of the seawall, each filled with 70 tonnes of rubble, to act as a temporary breakwater as more bad weather came in.

Amtrak is one of those worst of both worlds public/private hybrids. Instead of using the power of privatization to improve services previously offered by government (what happens in successful public private partnerships), Amtrak is a “for-profit” corporation that doesn’t actually turn a profit because it gets annual funding from the federal government and various state governments who have stepped in any time the feds have tried to trim funding.

At the Washington Hotel in Tokyo’s geek district of Akihabara, room 1304 is quite different from the rest. It’s outfitted with a diorama that has Tokyo Tower, Tokyo Skytree, and thirty meters of model train track!

I remember a friend of mine, buying a couple of cheeses at Liverpool. Splendid cheeses they were, ripe and mellow, and with a two hundred horse-power scent about them that might have been warranted to carry three miles, and knock a man over at two hundred yards. I was in Liverpool at the time, and my friend said that if I didn’t mind he would get me to take them back with me to London, as he should not be coming up for a day or two himself, and he did not think the cheeses ought to be kept much longer.

“Oh, with pleasure, dear boy,” I replied, “with pleasure.”

I called for the cheeses, and took them away in a cab. It was a ramshackle affair, dragged along by a knock-kneed, broken-winded somnambulist, which his owner, in a moment of enthusiasm, during conversation, referred to as a horse. I put the cheeses on the top, and we started off at a shamble that would have done credit to the swiftest steam-roller ever built, and all went merry as a funeral bell, until we turned the corner. There, the wind carried a whiff from the cheeses full on to our steed. It woke him up, and, with a snort of terror, he dashed off at three miles an hour. The wind still blew in his direction, and before we reached the end of the street he was laying himself out at the rate of nearly four miles an hour, leaving the cripples and stout old ladies simply nowhere.

It took two porters as well as the driver to hold him in at the station; and I do not think they would have done it, even then, had not one of the men had the presence of mind to put a handkerchief over his nose, and to light a bit of brown paper.
