The US Navy’s “east of Suez” moment

“Sir Humphrey” on the looming crisis of the United States Navy:

There has been a lot of attention paid in some quarters this week to the allegations that the UK may shift back to STOVL rather than CTOL F-35. Humphrey has no intention on commenting on these particular reports — to his mind they are part of the wider PR12 process, which has seen, and will doubtless continue to see, a plethora of leaks of selected texts designed to push one case, denigrate another and continue the endless routine of tribal warfare between the services and their capbadges. All will be revealed in late March, so there is little point in speculating much before this point.

What has been of more interest though has been the reporting on the F-35 and also the wider perception that the US Navy is about to take a very significant hit in surface fleet numbers over the next 2-3 years. According to documents released there will be the loss of roughly 20 escorts from cruisers to frigates, paid off into reserve. This represents almost 20% of the USN, and is likely to see the reduction in size to barely 80 escorts within the next 2-3 years.

This is a very significant reduction — it’s effectively the paying off of the equivalent of the entire RN surface flotilla without replacement. On current plans by 2015, then USN is going to have barely 60 Arleigh Burke class destroyers, and around 20 Ticonderoga class cruisers — both designs which date back to the late 1970s – early 1980s in concept, even if the interiors have been significantly updated in equipment since then.

The USN is now struggling to keep pace with the fact that its escort fleet is aging, that it has multiple carriers which require replacement at some point in the near future, and that its SSN fleet is also going to need updating soon as well. This must also be set against the reality that hundreds of billions of dollars’ worth of cuts are inbound to the US defence budget, and that all three services have old and obsolescent equipment requiring replacement. It is hard to see how the US will be able to maintain its three services in their current levels of capability for much longer, and the worry is that a lot will have to give.

Humphrey is increasingly of the opinion that we are witnessing the USA’s ‘east of Suez moment’ at which the US is faced with the same strategic challenges that all empires are faced with. The legions will be recalled from Europe soon, and this is going to leave a major series of security and other challenges that need to be filled. A future blog article is planned to look at the impact of the USN cuts, and what the impact may be on the RN and other navies.

For those unfamiliar with the phrase in the title, it was in 1968 that the British government under Harold Wilson formally accepted that Britain could no longer maintain its military establishments in the furthest-flung corners of the former empire and announced the withdrawal of almost all forces from “east of Suez”. That was when the military (and economic) overstretch could no longer be maintained.

Army training simulators have come a long way from blanks and oversized firecrackers

Back in my day, we trained with blanks and “arty simulators” which were just oversized firecrackers with an attached whistle (simulating the fall of shot before it exploded). Today, the market for combat simulation is huge and growing fast:

Towards the end of the Gulf war in 1991, an American armoured scout unit in Iraq’s southern desert stumbled upon a much larger elite force of dug-in Iraqi armour. Rather than retreating, the nine American tanks and 12 Bradley fighting vehicles attacked. When the battle ended about 25 minutes later, the Americans had destroyed, by one tally, 28 Iraqi tanks, 16 armoured vehicles and 39 trucks without suffering a single loss. The Battle of 73 Easting, named after a map co-ordinate, is now considered a masterpiece of American tactical manoeuvring. It prompted America’s Department of Defence to build a digital model of the battle for training.

Neale Cosby, the retired army colonel who led the project at the Institute for Defence Analyses in Alexandria, Virginia, says it let commanders watch the action on panoramic screens, select alternate points of view and identify potential improvements in weaponry and tactics. The software was then upgraded so that it could be played like a video game in which “what if” circumstances — foggy night-time fighting against upgraded vehicle armour, say — could be tested. Widely demoed in Washington, DC, during the 1990s, the model kick-started “heavy-duty funding” for combat simulators, says Timothy Lenoir of Duke University, and began a technological revolution that has transformed training and changed the way war is waged.

Motion Reality, a firm based in Marietta, Georgia, that provided some of the technology used to animate “Avatar”, “King Kong” and the “Lord of the Rings” films, has built a mixed-reality “fight simulator”, called VIRTSIM, in conjunction with Raytheon, an American defence contractor. America’s Federal Bureau of Investigation began using the system in January at its academy in Quantico, Virginia, and it has also been sold to a Middle Eastern country. Training in an area the size of a basketball court, 12 commandos wear goggles that display high-resolution 3D images delivered wirelessly […]. Real objects in the training area commingle with computer-generated ones such as buildings and enemies. A virtual insurgent can be realistically displayed in the goggles of trainees who look in his direction — even if everybody is running. Trainees wear electrodes that deliver a painful shock when they are struck by a virtual bullet or bomb blast.

Veterans Affairs to face disproportionally big cuts in federal budget

That’s what Sean Bruyea thinks. Here’s his piece in the Globe & Mail:

Prime Minister Stephen Harper calls enlisting in the military the “highest form of public service.” Why then is Veterans Affairs, the department which cares for the Canadian Forces when its members are injured, facing the largest proportional cuts of any other public-service department?

The budget axe has been looming over all federal departments. The current “strategic and operational review” is a euphemism for reigning in a federal public service that is out of control. In the last 10 years, the core public service has grown by 34 per cent (versus 12 per cent at Veterans Affairs) and total government program expenses have swelled by 84 per cent (versus 67 per cent at Veterans Affairs).

Perhaps most galling for Canadians who have passed through two recessions in two decades and have seen no real growth in their earnings, public service salaries have increased by 22 per cent over and above inflation.

Few could credibly argue against the need for Ottawa to be managed better.

US Army to retire the M-2 Bradley IFV

The M-2 was the primary infantry fighting vehicle for the US Army intended to replace the Vietnam-era M-113 armoured personnel carrier. It was designed to protect infantry in a high-intensity battlefield from bullets and shrapnel. It wasn’t designed to protect them against mines and improvised explosive devices:

One of the little-known casualties of the Iraq war was the American M-2 Bradley IFV (Infantry Fighting Vehicle). Five years ago, the U.S. Army stopped using the M-2 in combat. By then it was clear that the enemy was intent on using mines and roadside bombs in a big way, and the M-1 tank, Stryker and MRAP vehicles were much better able to handle these blast weapons than the M-2.

This was a hard decision to make, because up until then it was believed that the M-2 could be made competitive with upgrades. For example, the BUSK (Bradley Urban Survival Kit) has been applied to about 600 M-2s. [. . .]

All this added about three tons to the weight of the vehicle. Because of his, a major upgrade of the M-2 was planned, to include a more powerful (800 versus 600 horsepower) engine, a more powerful gun (30 or 40mm) and lighter armor (or protection systems that shoot down anti-tank missiles and RPGs). Improved sensors were planned, plus vidcams to give people inside the vehicle a 360 degree view of what’s outside.) More electronics, including one that would allow variable power, and fuel consumption, from the engine were in the works. More safety features were planned as well, including an improved fire extinguisher system. The new version was not expected to show up until 2012. It did not happen, mainly because there was no way of getting around the M-2’s vulnerability to roadside bombs. The M-1 was too heavy (60 tons) to be hurt by bombs or mines, and Stryker and MRAPs were designed to cope with the close range explosions.

“Assuming this account is accurate, this was a war crime”

Heresy Corner on the story being serialized in the Daily Mail from Tony Banks:

Banks says that “we simply did not have the resources to take prisoners” and “they had started the war and they had not shown much respect for the white flag when they had shot my three mates who went forward to take the surrender at Goose Green.” Neither is an excuse recognised by the Geneva Convention.

To issue an order to take no prisoners is a fundamental violation of the principles of international law and thus a war crime. Section 40 of Additional Protocol I of the Geneva Conventions provides that soldiers who have clearly expressed an intention to surrender (for example by raising their arms or waving a white flag) are considered to be hors de combat and they must be given quarter (i.e. allowed to peacefully surrender). The officer who gave that order is not named but presumably Banks, along with other surviving members of his unit, knows who it was.

Assuming this account is accurate, this was a war crime. The fact that the Paras involved plainly knew that it was a war crime (hence the “brief argument”) exacerbates rather than mitigates their guilt. One soldier killed this boy in cold blood and the others covered up for him. That makes them all guilty, morally and legally. The fact that this took place thirty years ago is no reason why it cannot now be investigated and the perpetrators brought to trial. At the very least Banks should be taken in for questioning.

To Americans, Canada is a “dull but slavishly friendly neighbour, sort of like a great St. Bernard”

Conrad Black takes up the cudgel to berate Max Boot for his dismissive description of Canada:

The estimable American military writer Max Boot, a guerrilla-war expert associated with the Council on Foreign Relations in New York, wrote in Commentary magazine last month that Canada is a country that most Americans consider a “dull but slavishly friendly neighbour, sort of like a great St. Bernard.”

That’s true. The world knows Canada as a comparatively blameless country that has not been the author of atrocities on the scale even of other democracies such as the British at Amritsar, the French under the German occupation or in Algeria, or the outrages routinely committed in the United States against African-Americans even after what Abraham Lincoln called “the bondsman’s 250 years of unrequited toil” (slavery).

And yet Max Boot’s few words (contained in a review of Eliot A. Cohen’s new book, Conquered into Liberty: Two Centuries of Battles Along the Great Warpath that Made the American Way of War) are quite offensive. Because a nationality is apparently similar to a large region of his own countrymen should not be a subject of disparagement. And an unsurpassed record as a loyal ally should not be the butt of pejorative acerbities. The insult is magnified by coming from Boot, who is a very courteous man, not at all the bumptious opinionated “Ugly American” of the news talk shows and elsewhere with which the world is painfully familiar; and by being a gratuitous throwaway in a review of a book about frontier skirmishing on the Canadian-American border from the 17th to 19th centuries.

The book Max Boot was reviewing (by journeyman strategist Elliot Cohen) extols the military talents of the peoples on both sides of the Canada-U.S. border, especially on the route of Lake Champlain and Fort Ticonderoga (or Carillon), south of Montreal. No invasion in either direction was ever successful. The French in Canada were defeated only when the British went up the St. Lawrence, and neither post-French Canada nor America, colonies or republic, has ever been successfully invaded by each other or anyone else. Despite the recourse to tail-wagging, canine domesticity as a simile, both Cohen and Boot affirm that Canadians, French and English, and their overseas kin, have defended this slavishly friendly country with implacable determination and success.

At least one politician thinks we should keep the Victoria class submarines

In the National Post, Senator Pamela Wallin offers a counter-argument to John Ivison’s suggestion that the submarine fleet is a net drain on Canada’s military resources (linked from this post):

I’m with Vice-Admiral Maddison, who said, “For a G8 nation, a NATO country like Canada, a country that continues to lead internationally and aspires to lead even more, I would consider that [cancellation of the program] to be a critical loss of a fundamental capability and a very difficult one to regenerate at a future date.” Submarines provide Canada the ability to add to our knowledge of what’s happening at sea, a way of moving around without being noticed and, if fighting breaks out, a unique strike capability in support of Canadian or allied forces.

Most importantly, Canada has the longest coastline in the world. We need to be able patrol it and to guard our three enormous ocean approaches — quietly and unseen. As well, 90% of the world’s trade moves on ships. Canada is heavily reliant on maritime trade, especially through sensitive narrow waterways like the Straits of Hormuz and Malacca. Some of that trade is threatened by piracy, a growing concern for all trading nations, especially off Africa’s east coast where pirates now range all the way east to India. These are not the charmingly rakish pirates that Hollywood portrays — they are brutal, ruthless criminals. Canada, as a maritime nation, needs to know what’s going on in all domains, including underwater, and to be able to fight back.

In spite of the tone of my comments in the earlier post (generally agreeing with Ivison’s criticisms), I’m pro-RCN and very much pro-submarine as part of our navy. But what we need are submarines that can perform the duties required, and ever since we acquired the Victoria class, they’ve signally failed to do this. Anyone who’s ever watched a WWII film or newsreel knows that submarines fire torpedoes — except the Victoria class, which still do not have effective torpedo armament. We bought these submarines in 1998. HMCS Victoria has been in commission since 2000 and we’re only just getting around to test-firing a torpedo later this year? This is insane.

Of course, it’s not fair to blame the RCN for all the problems: the government of the day bought the subs on the cheap and then didn’t fully fund the necessary repairs to bring the boats back into operation in a timely fashion (but the military may not have done proper due diligence before recommending the purchase, either). Today’s government may cut funding as part of the austerity budget we’re rumoured to be facing soon. If so, we can expect fewer days when any of our submarines are in the water, operational, and fully crewed.

American involvement in Afghanistan: the pessimistic view

Steve Chapman recounts the arguments against staying the course in Afghanistan:

When Afghans erupted in rage over the careless burning of Korans at Bagram Airbase, the upheaval was not just about Muslim holy books. It was also about the grossly dysfunctional relationship between us and them — a product of the huge cultural gulf, our outsized ambitions and the irritant of our presence.

Afghanistan is a medieval country that we can barely begin to understand. Yet we presume that with all our money, technology, weaponry and wisdom, we can mold it like soft clay.

Things don’t work so well in practice. Only one out of every 10 Afghans who sign up to join the army or national police can read and write. The military’s desertion rate, an American general acknowledged last year, approaches a staggering 30 percent.

Many if not most Afghans have never heard of the 9/11 attacks. Even the deputy chairman of the government’s High Peace Council told The Wall Street Journal he doesn’t believe al-Qaida destroyed the World Trade Center.

So what can we expect ordinary people to think when they see the country overrun with armed foreigners who sometimes kill and injure innocent civilians? Or when they hear that those infidels are burning Korans?

The war in Afghanistan is now the longest in American history, and if hawks have their way, we’ll be there for years to come. Alas, we have demonstrated the force of two things we already knew: Some mistakes can’t be undone no matter how you try, and every guest eventually wears out his welcome.

In Afghanistan, we originally failed to make the needed commitment to destroy the enemy, because President George W. Bush was distracted by his eagerness to invade Iraq. As a result, the Taliban survived and eventually mounted a major comeback. Barack Obama decided to pour in troops and funds, but by that time, Afghan patience was nearing exhaustion.

The US Navy’s mirror-image cost problems with aircraft carriers

Strategy Page talks about the ever-rising cost of building aircraft carriers:

The first of the new Ford class aircraft carriers keeps getting more expensive. The price for the first one has gone up $161 million in the last ten months. The USS Gerald R Ford (CVN 78) was originally supposed to cost $8 billion, plus $5 billion for R&D (research and development of new technology and features unique to this class of ships). Now it appears that the cost of the Ford will not be $13 billion, but closer to $15 billion. The second and third ships of the class will cost less (construction plus some additional R&D). Thus the first three ships of the Ford class will cost a total of about $40 billion.

The current Nimitz-class carriers cost about half as much as the Fords. Both classes also require an air wing (48-50 fighters, plus airborne early-warning planes, electronic warfare aircraft, and anti-submarine helicopters), which costs another $3.5 billion. Three years ago, the USS George H.W. Bush (CVN 77), the last of the Nimitz class carriers, successfully completed its sea trails and was accepted by the U.S. Navy. The Bush was ready for its first deployment in 2010.

At those costs, it should be no surprise that few other navies operate carriers at all, and none operate the size of carrier that the US Navy does. Build costs are rising rapidly, and although the Ford class will carry significantly fewer crew members, they’ll still be very expensive to operate.

The costs don’t end there, however, as all warships have limited lifespans. Disposal of the retired ships is another area where costs are headed ever higher:

Last year, the U.S. Navy decided to go back to the breakers (where ships are broken up for scrap). Four retired aircraft carriers (USS Constellation, USS Forrestal, USS Independence and USS Saratoga) were to be scrapped instead of sunk, or simply allowed to rust away while tied up. These ships were taken out of service between 1993 and 2003 and have been waiting since then while a decision was made on their disposition. But there are seven carriers waiting to be scrapped and the navy has an economic disaster on its hands. Keeping carriers in reserve costs $100,000 a year, but it can cost over a billion dollars to scrap one of them.

Since the 1990s, sending warships to the scrap yard has not been considered a viable alternative. It’s all about pollution, bad press and cost. The largest warship to be scrapped, the 45,000 ton carrier USS Coral Sea, took until 2000 (seven years) to be broken up. Thus the process is not only expensive, it takes a long time. Then the navy discovered that the cost of scrapping the carrier USS Enterprise would be close to a billion dollars. This was largely the result of lots more environmental and safety regulations. With so many navy ships (especially nuclear subs) being broken up in the 1990s, and all these new regulations arriving, the cost of disposing of these ships skyrocketed. This was especially true with carriers.

It gets worse. With the really vast number of single hull tankers being scrapped and large numbers of old, smaller-capacity container ships laid up and likely to be offered for scrap fairly soon, the market for difficult-to-scrap naval ships is going to shrivel, and the price for scrap steel will drop. Efforts to get the navy include the costs of disposal in the budget for lifetime costs has never caught on, and now it’s obvious why not. The real nightmare begins in 2013, when the first nuclear powered carrier (the 93,000 ton USS Enterprise) is to be decommissioned. The cost of dismantling this ship (and disposing of radioactive components) will be close to $2 billion.

Is it time to abandon the RCN’s submarine experiment?

John Ivison recounts the ill-fated story of the Royal Canadian Navy’s current submarines in the National Post:

The Liberal government bought four second-hand subs for $750-million from the British in 1998 and renamed them the Victoria class — HMCS Victoria, HMCS Windsor, HMCS Chicoutimi and HMCS Corner Brook.

Since then, billions more have been spent trying to “Canadianize” the subs, including thousands of dollars blown trying to stop pigeons roosting in them, such is the length of time they have been in dry-dock. At various times over the past 10 years, the whole fleet has been out of commission.

The history of Canada’s submarine fleet would be laughable, were it not so tragic. People in government at the time remember the surprise expressed by Liberal ministers that the Defence department accepted the British military’s statement of quality assurance, without doing their own due diligence. That the buyer should have been more wary quickly became apparent.

The Chicoutimi caught fire on her maiden voyage from Faslane in Scotland in October 2004, with the death of one sailor and smoke-inhalation injuries to nine others. The sub has been in dry-dock ever since and is scheduled to return to service in 2013, although some stories have suggested 2016 is more realistic and others that she may never again be operational.

I blogged about HMCS Chicoutimi at the old blog, when it was expected that she’d be back in service in 2010.

Last year, HMCS Corner Brook had what some wag at the Department of National Defence characterized as a “fender bender”:

The Canadian navy admitted that the submarine crashed off British Columbia in June, but it never described the extent of damage or released a photograph.

“I was gobsmacked. I had no idea that this level of damage had occurred,” said Senator Colin Kenny, the former head of the Senate defence committee. “That may explain why the navy took it out of the water at night.”

Some familiar with the submarine say its pressure hull, the area in which the sailors are housed, may be heavily damaged and that would mean the sub will never go to sea again.

“Canada needs a submarine fleet, and to have this boat not be available would be tragic,” Kenny said

The RCN claimed that there was no cover-up and that they have been completely above-board and “transparent” about the incident. It’s an odd definition of “transparency” that requires you to submit a formal Access to Information request to get the report — and the photos of the damage to the hull were censored from the report anyway.

Back in 2004, it was reported that our submarines were without torpedo armament, but that they would be “fully armed” by 2006. The CBC report mentioned in passing that eight years later, they’re still lacking torpedoes:

The navy said HMCS Windsor is to undergo trials “in the coming months” and is also expected to be back in operation later in 2012.

Not one submarine is capable of firing a torpedo, however the navy said Tuesday that a test firing of a torpedo from HMCS Victoria is planned for the coming weeks and the submarine is supposed to be operational this year.

Back to John Ivison:

In all this time, the fleet has hardly been crucial to our defence. According to people familiar with its role, it has spent time at sea monitoring fishing fleets and acting as “prey” for U.S. forces, who don’t have diesel-electric subs of their own and like to use ours for hunting practice.

Peter MacKay, the Defence Minister, recently lamented the decision to buy the British diesel-electric subs, which are not capable of diving below ice in the Arctic. “In an ideal world, I know nuclear subs are what’s needed under deep water, deep ice,” he mused.

That we do not live in an ideal world was quickly made apparent by Government House Leader Peter Van Loan, who all but disowned the fleet in a response to a question in the House. “There is no plan to replace the diesel-electric fleet purchased by the Liberals,” he said.

But if there is no plan to replace the fleet, is there a plan to scrap it?

The Navy defines “full operational capability” as having a weapons-ready sub on each coast. It has yet to put one sub to sea that meets that standard, a decade after the first one was received.

The hope is that two boats will be fully operational within two years, with a “swing boat” available to take over when one goes for refit. That may prove wildly optimistic. Submarines may be a useful addition to our battery of defences — but only if they work. And not at any cost.

These subs have proven themselves to be lemons, they are already past mid-life and the odds are against us having even three boats with operational capacity at any one time.

More on those links between Pakistan’s ISI and army leaders and the Taliban

Strategy Page has a useful summary of the state of play in Pakistan in their oft-denied support of terrorist activities in Afghanistan and in India:

Pakistan officially denies there is any direct connection between the Pakistani Army, ISI (Pakistani intelligence) and Islamic terrorists. The government has recently admitted that Islamic terrorists have had cooperation from unnamed prominent Pakistani civilians. But a growing number of former (mostly retired) military and intelligence admit that the terrorist connections did exist. Few of these men will openly admit these connections, lest they endure retaliation. The army and ISI are known to kidnap and murder critics. Pakistan is living a dream/nightmare of having created and sustained Islamic terror organizations for decades, yet never admitting the role of the government in this. The denials are wearing thin.

Pakistan remains a much more violent place than India. Each month, there are 5-10 times as many terrorism related deaths in Pakistan as in India (a country with six times as many people as Pakistan). Most of the violence is (and always has been) in the Pushtun and Baluchi tribal territories along the Afghan and Iranian borders. These lands have always been poor (except for the recently discovered natural gas in Baluchistan, and, centuries ago, some parts of the Chinese “silk road” that passed through Pushtun lands) and the local empires simply ignored the Pushtuns and Baluchis. For thousands of years, these were the “badlands” that civilized people avoided. The many Baluchi and Pushtun tribes were too isolated from each other, and in love with their own independence, to allow formation of Baluchi and Pushtun states. But the Baluchis are overcoming their differences, much to the discomfort of Pakistan. The Pushtuns are as divided as ever, united only in their hostility to outsiders (a category which sometimes includes other Pushtun tribes.) Worse for the Pushtuns, they form the majority of the Taliban, and are far more into Islamic terrorism than the Baluchis.

Pakistan’s army and intelligence services have been taking a lot of international heat for the years of state-approved terrorism against tribal separatists in Baluchistan (southwest Pakistan). The Baluchis want autonomy and a larger share of the revenues from natural gas operations in their lands. The ISI and army have ordered the media they control to come up with stories to explain all the kidnappings and murders of tribal activists. The general story line is that the violence (against the government, as well as the tribal activists) has been organized by Israel, the CIA and other foreign intelligence agencies. Few Pakistanis will openly criticize these stories, as that could get you killed. But the true story does get out via the Internet, although you sometimes have to wade through a lot of noise (flame wars and Pakistani government efforts to bury critical posts with a flood of pro-government replies.)

The BBC has a then-and-now summary of the military balance in the south Atlantic in 1982 and today:

1982: On the eve of the invasion, there were about 70 Royal Marines stationed on the islands — twice the usual number due to a changeover. They were, in theory, backed up by about 120 local reservists, although only a small proportion reported for duty. HMS Endurance, an Antarctic ice patrol vessel, was the only ship based in the South Atlantic at the time. And there were no fighter jets — none of the island’s airstrips were long enough. The only planes that could land before the war came from Argentina. Supplying the Falklands by sea from Britain took two weeks.

2012: The major difference is the construction of RAF Mount Pleasant, a modern air base housing four Eurofighter Typhoon strike fighters, a Hercules transport plane and VC-10 tanker plane. There are also Rapier missile batteries in several locations. The British garrison numbers 1,200, including 100 infantrymen, with 200 reservists in the Falkland Islands Defence Force. The Royal Navy has a patrol vessel, an auxiliary support ship, and frigate or state-of-the-art destroyer. It’s reported that a British nuclear-powered submarine is in the South Atlantic, but the Ministry of Defence will not discuss operational matters. “It’s quite a considerable deterrent force,” says Peter Felstead, editor of Jane’s Defence Weekly. Military experts believe the islands are now virtually impregnable. Any sign of Argentine invasion and the islands could be quickly reinforced by air.

Just as we established the last time this was up for discussion, Argentina doesn’t have the military forces for a stand-up fight, but if they can take the RAF base in a surprise attack by special forces, Britain probably can’t recapture the islands.

Canada considers delaying F-35 aircraft order

In the Globe & Mail, Steven Chase on the Canadian government’s uncomfortable position on the RCAF’s next generation fighter aircraft:

The Canadian government is investigating whether it can squeeze more life out of its aging CF-18 fighters as it takes stock of decisions by cash-strapped allies to delay or trim orders for the replacement F-35 Lightning jet.

The Harper government must now decide whether there’s a benefit to postponing part of Canada’s order of 65 jets so that its Lightning fighter bombers are built in the same years as the bulk of orders placed by other countries — when the production cost is lower.

The Canadian government had planned to start taking delivery of new F-35 fighter bombers in 2016 or 2017 and has publicly described 2020 as the retirement date for most of its fleet of CF-18 Hornets.

A government official with knowledge of the file said the military is now assessing whether 2020 is the absolute maximum life expectancy for the Hornets or whether there’s a little bit more flying time left in the jets — planes purchased between 1984 and 1988.

Canada has already retrofitted the CF-18s in order to make them last until 2020.

While cutting back the troops, the MoD bureaucrats get big bonus payments

C. Northcote Parkinson formulated the law that bears his name. He documented the phenomenon (PDF) of more and more bureaucrats supporting fewer and fewer ships and sailors back in 1955:

The accompanying table is derived from Admiralty statistics for 1914 and 1928. The criticism voiced at the time centered on the comparison between the sharp fall in numbers of those available for fighting and the sharp rise in those available only for administration, the creation, it was said, of “a magnificent Navy on land.” But that comparison is not to the present purpose. What we have to note is that the 2,000 Admiralty officials of 1914 had become the 3,569 of 1928; and that this growth was unrelated to any possible increase in their work. The Navy during that period had diminished, in point of fact, by a third in men and two-thirds in ships. Nor, from 1922 onwards, was its strength even expected to increase, for its total of ships (unlike its total of officials) was limited by the Washington Naval Agreement of that year. Yet in these circumstances we had a 78.45 percent increase in Admiralty officials over a period of fourteen years; an average increase of 5.6 percent a year on the earlier total. In fact, as we shall see, the rate of increase was not as regular as that. All we have to consider, at this stage, is the percentage rise over a given period.

His law is still operative, as shown recently in healthy bonus payments to bureaucrats in the British Ministry of Defence at the same time that the troops are under a pay freeze and reduction in force:

One senior civil servant was awarded an £85,831 bonus on top of their six-figure salary — at the same time as members of the armed forces have been subject to a two-year pay freeze and 20,000 are to be made redundant.

The bonuses have been paid since April last year and have seen more than 55,000 officials awarded extra payments for their performance — out of a payroll of 83,000.

The ministry expects to pay more in bonuses in the current financial year than the last, even thought it is attempting to drastically reduce the number of civil servants as part of cuts to Government expenditure.
