A lot has been said about the purchase of commissions — how the rich and incompetent can buy ahead of better men, how the poor and efficient are passed over — and most of it, in my experience, is rubbish. Even with purchase abolished, the rich rise faster in the Service than the poor, and they’re both inefficient anyway, as a rule. I’ve seen ten men’s share of service, through no fault of my own, and can say that most officers are bad, and the higher you go, the worse they get, myself included. We were supposed to be rotten with incompetence in the Crimea, for example, when purchase was at its height, but the bloody mess they made in South Africa recently seems to have been just as bad — and they didn’t buy their commissions.

British PM’s latest technological brain fart
Cory Doctorow explains why David Cameron’s proposals are not just dumb, but doubleplus-dumb:
What David Cameron thinks he’s saying is, “We will command all the software creators we can reach to introduce back-doors into their tools for us.” There are enormous problems with this: there’s no back door that only lets good guys go through it. If your Whatsapp or Google Hangouts has a deliberately introduced flaw in it, then foreign spies, criminals, crooked police (like those who fed sensitive information to the tabloids who were implicated in the hacking scandal — and like the high-level police who secretly worked for organised crime for years), and criminals will eventually discover this vulnerability. They — and not just the security services — will be able to use it to intercept all of our communications. That includes things like the pictures of your kids in your bath that you send to your parents to the trade secrets you send to your co-workers.
But this is just for starters. David Cameron doesn’t understand technology very well, so he doesn’t actually know what he’s asking for.
For David Cameron’s proposal to work, he will need to stop Britons from installing software that comes from software creators who are out of his jurisdiction. The very best in secure communications are already free/open source projects, maintained by thousands of independent programmers around the world. They are widely available, and thanks to things like cryptographic signing, it is possible to download these packages from any server in the world (not just big ones like Github) and verify, with a very high degree of confidence, that the software you’ve downloaded hasn’t been tampered with.

This, then, is what David Cameron is proposing:
* All Britons’ communications must be easy for criminals, voyeurs and foreign spies to intercept
* Any firms within reach of the UK government must be banned from producing secure software
* All major code repositories, such as Github and Sourceforge, must be blocked
* Search engines must not answer queries about web-pages that carry secure software
* Virtually all academic security work in the UK must cease — security research must only take place in proprietary research environments where there is no onus to publish one’s findings, such as industry R&D and the security services
* All packets in and out of the country, and within the country, must be subject to Chinese-style deep-packet inspection and any packets that appear to originate from secure software must be dropped
* Existing walled gardens (like Ios and games consoles) must be ordered to ban their users from installing secure software
* Anyone visiting the country from abroad must have their smartphones held at the border until they leave
* Proprietary operating system vendors (Microsoft and Apple) must be ordered to redesign their operating systems as walled gardens that only allow users to run software from an app store, which will not sell or give secure software to Britons
* Free/open source operating systems — that power the energy, banking, ecommerce, and infrastructure sectors — must be banned outright
David Cameron will say that he doesn’t want to do any of this. He’ll say that he can implement weaker versions of it — say, only blocking some “notorious” sites that carry secure software. But anything less than the programme above will have no material effect on the ability of criminals to carry on perfectly secret conversations that “we cannot read”. If any commodity PC or jailbroken phone can run any of the world’s most popular communications applications, then “bad guys” will just use them. Jailbreaking an OS isn’t hard. Downloading an app isn’t hard. Stopping people from running code they want to run is — and what’s more, it puts the whole nation — individuals and industry — in terrible jeopardy.

The wheel business settled, there arose the ever-lasting luggage question.
“The usual list, I suppose,” said George, preparing to write.
That was wisdom I had taught them; I had learned it myself years ago from my Uncle Podger.
“Always before beginning to pack,” my Uncle would say, “make a list.”
He was a methodical man.
“Take a piece of paper” — he always began at the beginning — “put down on it everything you can possibly require, then go over it and see that it contains nothing you can possibly do without. Imagine yourself in bed; what have you got on? Very well, put it down — together with a change. You get up; what do you do? Wash yourself. What do you wash yourself with? Soap; put down soap. Go on till you have finished. Then take your clothes. Begin at your feet; what do you wear on your feet? Boots, shoes, socks; put them down. Work up till you get to your head. What else do you want besides clothes? A little brandy; put it down. A corkscrew, put it down. Put down everything, then you don’t forget anything.”
That is the plan he always pursued himself. The list made, he would go over it carefully, as he always advised, to see that he had forgotten nothing. Then he would go over it again, and strike out everything it was possible to dispense with.
Then he would lose the list.
Said George: “Just sufficient for a day or two we will take with us on our bikes. The bulk of our luggage we must send on from town to town.”

QotD: Britain in the “New Elizabethan Age” of the 1950s
The euphoria of the New Elizabethan Age was all the more striking when set against the backdrop of the deprivation and austerity of the immediate post-war years. For many people, things had actually got worse after the war. The shortages — of food, of fuel, of housing — were such that on the first anniversary of VE Day, as Susan Cooper later recalled, “the mood of the British was one not of festivity but of bleak resignation, with a faint rebelliousness at the restrictions and looming crises that hung over them like a fog.” “We won the war,” one housewife was quoted as saying. “Why is it so much worse?” The winter of 1947 was the coldest of the century: there were shortages, and strikes, and everyone shivered; and in the spring the floods struck, closing down the London Underground, washing away the crops of thirty-one counties and pouring into thousands of homes. By the following year, rationing had fallen well below the wartime level. The average adult in 1948 was entitled to a weekly allowance of thirteen ounces of meat, one-and-a-half ounces of cheese, six ounces of butter, one ounce of cooking fat, eight ounces of sugar, two pints of milk and one egg. Even dried egg, which had been a staple of meals in wartime, had disappeared from the shops. Children at the beginning of the 1950s still wondered what their parents meant when the reminisced about eating oranges, pineapples, and chocolate; they bathed in a few inches of water, and wore cheap, threadbare clothes with “Utility” labels. It was just as well that the British prided themselves on their ability to form an orderly queue; they had plenty of opportunities to prove it. Not until July 1954 did food rationing finally come to an end.
Austerity left its mark, and many people who had scrimped and saved through the post-war years found it hard to accept the attitudes of their juniors during the long boom that followed. As one housewife later commented: “It makes you very careful and appreciate what you have got. You don’t take things for granted.” Caution, thrift, and the virtues of “making do” had become so ingrained during the long years of rationing that many people never forgot them and forever told each other, “Waste not, want not”, or reminded themselves to put things aside “for a rainy day”, or complained that their children and grandchildren did not “know the value of money.”

QotD: England on the eve of the First World War
Until August 1914 a sensible, law-abiding Englishman could pass through life and hardly notice the existence of the state, beyond the post office and the policeman. He could live where he liked and as he liked. He had no official number or identity card. He could travel abroad or lave his country for ever without a passport of any sort of official permission. He could exchange his money for any other currency without restriction or limit. He could buy goods from any country in the world on the same terms as he bought goods at home. For that matter, a foreigner could spend his life in this country without permit and without informing the police. Unlike the countries of the European continent, the state did not require its citizens to perform military service. An Englishman could enlist, if he chose, in the regular army, the navy, or the territorials. He could also ignore, if he chose, the demands of national defence. Substantial householders were occasionally called on for jury service. Otherwise, only those helped the state who wished to do so. The Englishman paid taxes on a modest scale: nearly ₤200 million in 1913-14, or rather less than 8 per cent of the national income. The state intervened to prevent the citizen from eating adulterated food or contracting certain infectious diseases. It imposed safety rules in factories, and prevented women, and adult males in some industries, from working excessive hours. The state saw to it that children received education up to the age of thirteen. Since 1 January 1909, it provided a meagre pension for the needy over the age of seventy. Since 1913, it helped to insure certain classes of workers against sickness and unemployment. This tendency towards more state action was increasing. Expenditure on the social services had roughly doubled since the Liberals took office in 1905. Still, broadly speaking, the state acted only to help those who could not help themselves. It left the adult citizen alone.
All this was changed by the impact of the Great War1. The mass of the people became, for the first time, active citizens. Their lives were shaped by orders from above; they were required to serve the state instead of pursuing exclusively their own affairs. Five million men entered the armed forces, many of them (though a minority) under compulsion. The Englishman’s food was limited, and its quality changed, by government order.
His freedom of movement was restricted; his conditions of work prescribed. Some industries were reduced or closed, other artificially fostered. The publication of news was fettered. Street lights were dimmed. The sacred freedom of drinking was tampered with: licensed hours were cut down, and the beer watered by order. The very time on the clocks was changed. From 1916 onwards, every Englishman got up an hour earlier in summer than he would otherwise have done, thanks to an act of parliament. The state established a hold over its citizens which, though relaxed in peacetime, was never to be removed and which the second World war was again to increase. The history of the English state and of the English people merged for the first time.

In praise of the bus, but not “the buses”
Over at The Register, someone accidentally let Simon Rockman get up on his hobby horse and start yelling nasty things about buses:
A bus is a fantastically efficient way to move a large number of people. Buses however are not. They are a dreadful system for getting people to work.
The difference is not as subtle as that sentence may make it seem. What lies behind it is that when you want to move a large number of people from one place to another all at once, a works outing for instance, a Charabanc makes perfect sense.
But it doesn’t scale. If you want to travel by bus there needs to be a regular service. That means lots of buses have to waft up and down a route in anticipation of there being someone who wants to get on. In a major city, and I live in London, that’s good for some of the time. So long as there is a steady supply of people there can be a good number on the bus. This of course doesn’t work very early in the morning or late at night when there are not enough people.
What’s worse is that buses don’t go from where people live to where they work. Unless you live by a bus stop, in which case you have the kinds of people who hang around bus stops hanging around your house, you’ll have to walk to it. The same is true at the other end. Then you have to wait for the bus. If I walk down to my nearest bus stop and a bus arrives as I get there I think it’s a fantastic, special happening. If I walk out of my house and my car is there I think “that’s normal”.

QotD: Scotland and the Scots
I have soldiered in too many countries and known too many peoples to fall into the folly of laying down the law about any of them. I tell you what I have seen, and you may draw your own conclusions. I disliked Scotland and the Scots; the place I found wet and the people rude. They had the fine qualities which bore me — thrift and industry and long-faced holiness, and the young women are mostly great genteel boisterous things who are no doubt bed-worthy enough if your taste runs that way. (One acquaintance of mine who had a Scotch clergyman’s daughter described it as like wrestling with a sergeant of dragoons.) The men I found solemn, hostile, and greedy, and they found me insolent, arrogant, and smart.
This for the most part; there were exceptions, as you shall see. The best things I found, however, were the port and the claret, in which the Scotch have a nice taste, although I never took to whisky.

How did so many episodes of Doctor Who go missing?
At Samizdata, Patrick Crozier explains how the cost of a new technology and the union work rules of the 1960s led to so many great (and not-so-great) British TV shows being lost to posterity:
Something like two fifths of the Doctor Who episodes produced before 1970 are “missing” from the BBC archive. Although it is now 20 years since I found out about it, I still find it difficult to believe that such an act of cultural vandalism was allowed to take place. But it was.
So why are so many missing? In Wiped! Richard Molesworth describes the whole sorry tale in exhaustive (and some times exhausting) detail. It begins with Doctor Whos being recorded on videotape. In the 1960s videotape was a new technology and as such, expensive. Broadcasters were understandably keen to re-use the tapes whenever they could.
Another factor in this was the deal that the BBC had made with the actors’ union Equity. Younger readers may be unfamiliar with this but in the 1960s and 1970s unions were extraordinarily powerful. The deal between Equity and the BBC meant that an episode could only be repeated for two years and after that only with Equity’s specific permission. So, you’d have a situation where after 2 years you would have videotapes that effectively could not be broadcast and an engineering department banging on the door demanding they be allowed to wipe them. As a consequence every single inch of 1960s Doctor Who was wiped. It was far from alone. Episodes of Top of the Pops, the Likely Lads, Not only but also…, Z-Cars, Til death us do part and many others met a similar fate.
In the interests of fairness I should point out that when it came to wiping TV programmes the BBC was far from the only offender. There is almost nothing left of the first season of the Avengers for instance. Or Sexton Blake. About half of the highly-rated Callan (played by Edward Woodward) is also missing. However, all the Saints and Danger Mans are still with us. Meanwhile, my understanding is that most American TV, even from the 1950s still exists.
And compounding the problem … even when the BBC wanted to get rid of old episodes of TV shows, they still held the copyrights:
One thing that particularly sticks in my craw is the fact that even after the BBC did everything in its power to destroy these episodes it still has copyright to them. This has some very peculiar effects as I shall explain.
As I said, many episodes no longer exist as films or tapes. But all the audios exist (recorded off-air by fans), as do the scripts and a large number of photographs, otherwise known as “tele-snaps”. Over the years a cottage industry has grown up assembling these disparate elements into what are known as “reconstructions”. Now, they’re not very good and they are really only for the dedicated fan – people like me in other words – but right now they are the best we’ve got. Sadly, these too are affected by BBC copyright. For many years they were only available on videotape and on a non-profit basis. The producers were wary of annoying the BBC. And then one day someone (quite reasonably you’d think) decided to start putting them up on YouTube. Oh dear, the BBC really didn’t like that. Not only did they force YouTube to take a whole load of them down but seem to have closed down the reconstruction business temporarily if not permanently. Bastards.

Initially, everyone believed that this war would be over by Christmas, but on Christmas Eve 1914, soldiers were still facing each other in France, Belgium, throughout Eastern Europe, and all of the other theatres of war. But instead of shooting at each other, quite a few soldiers decided to sing and celebrate this night with their enemies. This happened in many places on the Western Front, and the commanding officers were not happy about it. In future, they would see to it that it did not happen again.
QotD: Reactionary views on American Progressives
In America, progressivism focuses on pointing out how terrible American culture is and how much other people’s cultures are better than ours. If we celebrate Columbus Day, we have to spend the whole time hearing about what a jerk Columbus was (disclaimer: to be fair, Columbus was a huge jerk). If we celebrate Washington’s birthday, we have to spend the whole time hearing about how awful it was that Washington owned slaves. Goodness help us if someone tries to celebrate Christmas – there are now areas where if a city puts up Christmas decorations, it has to give equal space to atheist groups to put up displays about how Christmas is stupid and people who celebrate it suck. That’s … probably not the way to maximize cultural unity, exactly?
We are a culture engaged in the continuing project of subverting itself. Our heroes have been toppled, our rituals mocked, and one gains status by figuring out new and better ways to show how the things that should unite us are actually stupid and oppressive. Even the conservatives who wear American flag lapel pins and stuff spend most of their time talking about how they hate America today and the American government and everything else associated with America except for those stupid flag pins of theirs.
Compare this to olden cultures. If someone in Victorian Britain says “God save the Queen!”, then everyone else repeated “God save the Queen!”, and more important, they mean it. “England expects every man to do their duty” is actually perceived as a compelling reason why one’s duty should be done.
It would seem that the Victorian British are more on the Mormon side and modern Americans more like the Unitarians. And in fact, the Victorians managed to colonize half the planet while America can’t even get the Afghans to stop shooting each other. While one may not agree with Victorian Britain’s aims, one has to wonder what would happen if that kind of will, energy, and unity of purpose were directed towards a worthier goal (I wonder this about the Mormon Church too).
Reactionaries would go further and explore this idea in a depth I don’t have time for, besides to say that they believe many historical cultures were carefully optimized and time-tested for unifying potential, and that they really sunk deep into the bones of the populace until failing to identify with them would have been unthinkable. The three cultures they most often cite as virtuous examples here are Imperial China, medieval Catholicism, and Victorian Britain; although it would be foolish to try to re-establish one of those exactly in a population not thoroughly steeped in them, we could at least try to make our own culture a little more like they were.
Once again, the Reactionary claim is not necessarily that we have to brainwash people or drag the Jews kicking and screaming to Christmas parties. It’s just that maybe we should stop deliberately optimizing society for as little unity and shared culture as humanly possible.

The Christmas Truce of 1914
Britain’s Royal Mail Group has released a hand-written letter posted by a participant in the Christmas Truce on the western front in 1914:
One hundred years ago tomorrow saw the historic truce between soldiers fighting in the trenches in the First World War and Royal Mail is a releasing a poignant letter recounting the moment.
Christmas Day 1914 saw a break in the fighting between allied forces and German soldiers on the Western Front.
It was the moment where troops on both sides put down their weapons, climbed out of the dug-outs and met in no man’s land, where they exchanged cigars and souvenirs, and where a historic football match was played.
In the letter, Captain A D Chater of the 2nd Battalion Gordon Highlanders, describes the extraordinary moment where the men stopped fighting to wish each other happy Christmas:
“Dearest Mother,
I am writing this in the trenches in my “dug-out” — with a wood fire going and plenty of straw it is rather cosy, although it is freezing hard and real Christmas weather.
I think I have seen today one of the most extraordinary sights that anyone has ever seen. About 10 o’clock this morning I was peeping over the parapet when I saw a German, waving his arms, and presently two of them got out of their trench and came towards ours. We were just going to fire on them when we saw they had no rifles, so one of our men went to meet them and in about two minutes the ground between the two lines of trenches was swarming with men and officers of both sides, shaking hands and wishing each other a happy Christmas…”
Captain Chater’s letter illustrates how regiments on both sides used the opportunity to bury their dead, referring to it as “lying between the lines”. It was also a rare moment they could simply go for long walk in the open without being shot at.
Captain Chater also describes another meeting in no-man’s land that further illustrates the unexpected good humour between enemy forces:
“We had another parley with the Germans in the middle. We exchanged cigarettes and autographs, and some more people took photos. I don’t know how long it will go on for — I believe it was supposed to stop yesterday, but we can hear no firing going on along the front today except a little distant shelling. We are, at any rate, having another truce on New Year’s Day, as the Germans want to see how the photos come out!”
Not only does Captain Chater’s letter paint a vivid picture of goodwill in the middle of “a war in which there is so much bitterness and ill feeling”, it reminds us that the conflict was not personal between the men on opposing sides. “The Germans in this part of the line are sportsmen if they are nothing else,” he writes, underlining the sense of uneasy trust that inspired the Christmas truce.
