Federal government to go ahead with Pickering airport

As my house is directly under the most likely approach to the new airport, I suspect my property value is about to take a big dive:

After four decades, the long-standing controversial plan to build an airport on the Pickering Lands is scheduled for takeoff.

But that doesn’t mean residents are on board.

At a press conference held on the lands Tuesday, Finance Minister Jim Flaherty announced the 7,500 hectares of land in Pickering, Markham and Uxbridge will be transformed into a new airport and a 2,000-hectare Rouge National Urban Park.

“These lands were acquired by the government more than 40 years ago with the intention of developing an airport, but it never got off the ground,” Flaherty said. “The uncertainty ends today.”

The plan is to begin work immediately, he said. It will take at least 10 years to build the airport in the lower quadrant of the lands with Hwy. 7 and Brock Rd. as a southeastern boundary. No cost has yet been assigned to the construction of the airport.

Of course, our local politicians love it:

Durham Council chairman Roger Anderson said the airport will reduce congestion on Hwy. 401.

“Wouldn’t it be nice if you didn’t have to drive to Mississauga to go to Ottawa?” Anderson said. “For us, it’s a big win. It will show the province Durham should get one job for every three, which we fought about for years and the other thing — It’s not only good for Durham, but for Scarborough and York and Markham.”

The Ajax-Pickering Board of Trade is also backing the airport proposal, but said it wants to study it in more detail and consult with members. The board has been advocating for congestion relief in Durham Region and said the airport would be “a game changer.”

I wonder how long it’ll take after it opens to become the new Mirabel?

It was intended to replace the existing Dorval Airport as the eastern air gateway to Canada; from 1975 to 1997, all international flights to/from Montreal were required to use Mirabel. However, Mirabel’s distant location and lack of transport links made it unpopular with airlines and travellers. Moreover, Montréal’s economic decline relative to Toronto kept passenger volumes from rising to the levels originally anticipated. And so Dorval Airport not only remained viable but resumed handling overseas flights. Eventually, Mirabel was relegated to the role of a cargo airport. Initially a source of pride, the airport became an embarrassment, widely regarded in Canada as being a boondoggle and a white elephant. Ironically, the Dorval Airport was renamed Montréal–Pierre Elliott Trudeau International Airport after the Canadian Prime Minister, Pierre Elliot Trudeau, whose government spearheaded the Mirabel project to replace Dorval.

For “ironically” in the Wikipedia description, read “deservedly”.

TSA makes sensible decision, but quickly backtracks after noisy protests

In Reason, Steve Chapman explains why bureaucrats rarely go out of their way to ease restrictions:

Once in a while, a government agency adopts a policy that is logical, hardheaded, based on experience and unswayed by cheap sentiment. This may be surprising enough to make you reconsider your view of bureaucrats. But not to worry: It usually doesn’t last.

In March the federal Transportation Security Administration surprised the country by relaxing its ban on knives and other items. Starting April 25, it said, it would allow knives with blades shorter than 2.36 inches, as well as golf clubs, pool cues and hockey sticks.

That was before flight attendants and members of Congress vigorously denounced the idea as a dire threat to life and limb. It was also before two bombs went off at the Boston Marathon.

So it came as no great surprise when last week TSA announced it would retain the existing ban indefinitely so it could hear more from “the aviation community, passenger advocates, law enforcement experts and other stakeholders.”

A more plausible explanation is that TSA officials grasped the old Washington wisdom: Bureaucrats rarely get in trouble for being too careful. But if there were a single incident featuring a passenger and a blade, the agency would be tarred and feathered.

Politicians love seeing their names in the newspaper or being mentioned on TV. Bureaucrats understand that such attention can be a career-limiting move. Therefore, no rational bureaucrat will want to be associated with any policy change that might lead to media attention.

Good news and bad news about border searches of your electronic devices

Declan McCullagh on the mixed news from a recent court ruling:

U.S. customs officials must have a reasonable justification before snatching your laptop at the border and scanning through all your files for incriminating data, a federal appeals court ruled today.

The Ninth Circuit Court of Appeals ruled that Homeland Security’s border agents must have “reasonable suspicion” before they can legally conduct a forensics examination of laptops, mobile phones, camera memory cards, and so on.

Today’s opinion is a limited — but hardly complete — rejection of the Obama administration’s claim that any American entering the country may have his or her electronic files minutely examined for evidence of criminal activity. Homeland Security has said the electronic border searches could detect terrorists, drug smugglers, and people violating “copyright or trademark laws.”

LA terminates luxury option for electric car owners

It’s telling that one of the folks quoted in this article clearly identified the free parking at the airport as a primary reason for buying an electric vehicle:

On a recent morning, Jack Luu parked his plug-in Toyota Prius in one of the most expensive lots at Los Angeles International Airport before flying off to a film shoot in Canada. The lot, where Mr. Luu leaves his car as many as 10 times a month for business trips, normally charges $30 a day.

But when Mr. Luu returned home three weeks later, he drove out, as usual, without paying a dime.

“That was a huge reason why I bought the car in the first place,” says the 35-year-old Santa Monica, Calif., postproduction company executive, whose car qualifies for free parking for up to a month at a time in two of LAX’s most convenient—and costly—short-term lots.

Other than that, he says his ride is “expensive, underpowered and not really all that green,” because it can run just 12 miles on electricity before switching to gas.

For years, LAX has offered electric-vehicle owners one of the most generous incentives of its kind in the country: free parking for 30 days in two of its terminal lots, which contain, altogether, 38 charging stations. The rule was meant to encourage people to buy greener cars, but lately it has turned the lots into a mob scene, with some electric-vehicle drivers circling the stations desperately for electricity or running extension cords while others hog the charging spaces for weeks at a time.

Israel: where the 1970s never ended

Folks who say visiting Israel is like traveling back in time don’t know the half of it.

Say: Do you find yourself missing the 1970s — even though, like me, you vowed you never would?

That is: Do you miss litter, graffitti, off-leash dogs, free range cats, smoking on the beach, 13 TV channels, no wheelchair ramps — plus polyester everything?

Because if so, Israel is the 70s with cellphones! You’ll love it! Heck, the same war’s still going on!

Seriously: This shiksa just got back from her second trip to Israel — not a moment too soon, from the looks of things — and I’m here with the first of a series of articles that will go from macro to micro.

PJMedia’s own Barry Rubin literally wrote the book on Israel. I read it before I left and recommend it highly. But he’s a Jew who has lived there for years. I’m writing as a gentile two-time visitor.

To that end, I’ll start off with an overviews of major cities and regions in Israel, then drill down in the coming weeks, to cover specific attractions; define words that don’t mean what you (or more accurately, your dorky grad student nephew) think they mean (i.e., “check point,” “settlement,” “refugee camp”); then offer tips on food, language, manners and more.

Inducing take-off, Fireball XL5 style

The Economist looks at a back-of-the-envelope proposal from engineers at Airbus that adapts aircraft carrier technology to civil use:

Mindful that many passengers are already nervous about the whole process of getting a plane airborne, the engineers prefer to call their proposal “Eco-climb”. But the idea is straight out of “Fireball”. The aircraft to be launched would sit on a platform that ran along a track where the runway would otherwise be. The platform would accelerate to take-off speed, at which point the plane would lift into the air powered by its own engines.

Altogether, according to Airbus’s back-of-the-envelope calculations, Eco-climb would reduce fuel consumption by 3% on a typical 900km (560-mile) flight, even with existing aircraft designs. But it would also allow for the design of lighter aircraft, with smaller engines, which would cut fuel consumption, noise and emissions further.

Nor is the idea complete fantasy. General Atomics, an American military contractor, has already built and tested a linear-induction-motor-based system of this sort at an airbase at Lakehurst, New Jersey. The General Atomics system is now being scaled up to be fitted on a new generation of aircraft carriers for the American navy.

Our collective maladjusted attitude to small risks

Tim Harford shows that you can learn a lot about economics by looking at the process of hiring a rental car:

Here’s a puzzle. If it costs €500 to hire a €25,000 car, how much should you expect to pay to hire a €50 child’s car seat to go with it? Arithmetic says €1; experience suggests you will pay 50 times that.

This was just one of a series of economics posers that raised their heads during my summer vacation – indeed, within a few minutes of clearing customs in Milan. One explanation is that the apparently extortionate price reflects some unexpected cost of cleaning, fitting or insuring the seat – possible but implausible. Or perhaps parents with young families are less sensitive to price than other travellers. This, again, is possible but unconvincing. In other contexts, such as package holidays and restaurants, children with families are often given discounts on the assumption that money is tight and bargains keenly sought.

After paying through the nose for the car seat we were alerted to a risk. “If your car is damaged or stolen, you are liable for the first €1,000 of any loss.” Gosh. I hadn’t really given the matter any thought but the danger suddenly felt very real. And for just €20 a day, or something like that, I could make that danger vanish.

What’s happening here? Behavioural economists have long known about “loss aversion”: we’re disproportionately anxious at the prospect of small but salient risks. The car hire clerk carefully created a very clear image of a loss, even though that loss was unlikely. I haven’t paid such fees for years and have saved enough cash to write off a couple of hire cars in future.

The non-romantic reality of a book tour

Poor Charles Stross has experienced one-too-many book tours. It’s so not conducive to anything like comfort or a normal life:

A book signing tour sounds romantic, but actually it’s not. It’s like one of those cheap package holidays in which you get to tour South America or Europe in seven days. Each day you have to get out of bed at dawn or earlier and head to the airport for another cavity search and economy-class ticket to a new city. When you arrive, a new guide meets you in, shovels you into their car, and then takes you on a whistle-stop tour of sights of the city. (On a tourist tour, it’s museums or monuments; on a signing tour, it’s bookstores, where you render the stock non-returnable by defacing it with your signature.) You might be allowed to dump your bag in a hotel room if timing permits. The hotel room will be luxurious and expensive and you will spend so little time awake in it that it seems like a cruel joke, because your time will be programmed so tightly you barely have a chance to eat. It is possible that you will be dragged in front of microphones or cameras to answer confused or confusing questions by journalists who haven’t read your book; then, each evening, you will show up at a bookstore where hopefully there will be an audience who will listen to you deliver a canned speech and/or reading and then buy books which you will then sign. And you will have to be nice to everybody, on pain of potentially not getting another tour (which might sound like a blessing in disguise until you work out what’s going to happen to your income thereafter). Finally, your head hits the pillow around 11pm — don’t forget to check in for tomorrow’s exciting anal probe and air-sickness theme-park ride! — for as much as five or six hours’ sleep.

Should Travels with Charley be filed in non-fiction or fiction?

Bill Steigerwald talks about his research into John Steinbeck’s famous Travels with Charley and what was eliminated from the manuscript before it went to press:

Three weeks before I left on my trip to retrace John Steinbeck’s steps in Travels With Charley in Search of America, I did something no one in the world had done in four years. I went to the Morgan Library & Museum in Manhattan to read the first draft of the book. The handwritten manuscript — along with a typed and edited copy — has been stored at the Morgan like the Ark of the Covenant at the end of Raiders of the Lost Ark for almost 50 years.

Few scholars, graduate students, or critics had bothered to read it. If they had, the Travels With Charley myth — that for 11 weeks Steinbeck slowly traveled alone, camped out often, carefully studied the country, and told readers what he really thought about America and its 180 million people — might have been debunked decades ago.

The edits to the first draft mostly make sense; a lot of extraneous details and long-windedness on Steinbeck’s part are cut. But excising material about Steinbeck’s regular liaisons with his wife Elaine in fancy hotels, his stay with his good friend and failed presidential candidate Adlai Stevenson, and his outright contempt for Richard Nixon serve another purpose. The casual or romantic reader is left with the impression that Steinbeck was alone and on the road most of the time, when in fact he was neither. By the time Viking Press was done marketing the book as nonfiction and dressing it up with excellent but misleading illustrations by Don Freeman, the Travels With Charley myth was born and bronzed. The book was an instant and huge bestseller. Critics and reviewers, followed by several generations of scholars, never questioned the book’s nonfiction status.

On the TSA’s most recent security theatre follies

I too am incensed — but not surprised — when the TSA manhandles four-year old girls, children with cerebral palsy, pretty women, the elderly, and wheelchair users for humiliation, abuse, and sometimes theft. Any bureaucracy that processes 630 million people per year will generate stories like this. When people propose profiling, they are really asking for a security system that can apply judgment. Unfortunately, that’s really hard. Rules are easier to explain and train. Zero tolerance is easier to justify and defend. Judgment requires better-educated, more expert, and much-higher-paid screeners. And the personal career risks to a TSA agent of being wrong when exercising judgment far outweigh any benefits from being sensible.

The proper reaction to screening horror stories isn’t to subject only “those people” to it; it’s to subject no one to it. (Can anyone even explain what hypothetical terrorist plot could successfully evade normal security, but would be discovered during secondary screening?) Invasive TSA screening is nothing more than security theater. It doesn’t make us safer, and it’s not worth the cost. Even more strongly, security isn’t our society’s only value. Do we really want the full power of government to act out our stereotypes and prejudices? Have we Americans ever done something like this and not been ashamed later? This is what we have a Constitution for: to help us live up to our values and not down to our fears.

New frontiers in border control bureaucracy

Travelling by air to the UK is a good way to discover the joys of forming queues. The British national pastime of days gone by has been making a stirring new appearance at British airports. The agency responsible is doing everything it can … to suppress information and forbid photography of the queues of people waiting for hours to get through customs:

Heathrow Airport has been ordered by the UK Border Agency (UKBA) to stop handing out to passengers leaflets acknowledging the “very long delays” at immigration, which have become a serious government concern in the runup to the Olympics.

Passengers flying into the airport at the weekend reported having to wait for up to three hours before clearing passport control. But after leaflets apologising for the problem were handed out by BAA, which owns Heathrow, the UKBA warned that they were “inappropriate” and that ministers would take “a very dim view”.

The airport operator was also told to prevent passengers taking pictures in the arrivals hall, according to the Daily Telegraph, which obtained correspondence from Marc Owen, director of UKBA operations at Heathrow. Pictures of lengthy queues have been posted on Twitter by frustrated travellers.

Why fly?

Amy Alkon on yet another blatant attempt by the TSA to lord it over passengers, especially the young, weak, and vulnerable:

Chris Morran on Consumerist excerpts a Facebook post from a Montana mom, Michelle Brademeyer, who was flying home from Kansas with her two young children and their grandmother. Grandma apparently triggered some alarm at the checkpoint, and was forced to have a seat and wait to be groped by an agent. That’s when the 4-year-old ran over to give Granny a hug. Sweet — until the TSA went all police state on them. The mother writes:

First, a TSO began yelling at my child, and demanded she too must sit down and await a full body pat-down. I was prevented from coming any closer, explaining the situation to her, or consoling her in any way. My daughter, who was dressed in tight leggings, a short sleeve shirt and mary jane shoes, had no pockets, no jacket and nothing in her hands. The TSO refused to let my daughter pass through the scanners once more, to see if she too would set off the alarm. It was implied, several times, that my Mother, in their brief two-second embrace, had passed a handgun to my daughter.

My child, who was obviously terrified, had no idea what was going on, and the TSOs involved still made no attempt to explain it to her. When they spoke to her, it was devoid of any sort of compassion, kindness or respect. They told her she had to come to them, alone, and spread her arms and legs. She screamed, “No! I don’t want to!” then did what any frightened young child might, she ran the opposite direction.

That is when a TSO told me they would shut down the entire airport, cancel all flights, if my daughter was not restrained. It was then they declared my daughter a “high-security-threat”.

The TSO loomed over my daughter, with an angry grimace on her face, and ordered her to stop crying. When my scared child could not do so, two TSOs called for backup saying “The suspect is not cooperating.” The suspect, of course, being a frightened child. They treated my daughter no better than if she had been a terrorist…

A third TSO arrived to the scene, and showed no more respect than the first two had given. All three were barking orders at my daughter, telling her to stand still and cease crying. When she did not stop crying on command, they demanded we leave the airport. They claimed they could not safely check my daughter for dangerous items if she was in tears. I will admit, I lost my temper.

Finally, a manager intervened. He determined that my child could, in fact, be cleared through security while crying. I was permitted to hold her while the TSO checked her body. When they found nothing hidden on my daughter, they were forced to let us go, but not until after they had examined my ID and boarding passes for a lengthy amount of time. When we arrived at our gate, I noticed that the TSOs had followed us through the airport. I was told something was wrong with my boarding pass and I would have to show it to them again. Upon seeing the TSO, my daughter was thrown into hysterics. Eventually, we were able to board our flight.

Terrorize ’em young and they stay terrorized, pliable, and afraid to confront authority. It won’t be long before the TSA is Tasing ’em before they can run away (if they don’t already have that power).

Some practical travel tips from LegalNomad

She’s been travelling the world for the last four years, so she has some potentially very useful tips for you (not so much for you expense-account business travellers, but for backpackers and hikers):

2. Be a travel parasite.

No, this does not mean mooching off friends or family. What it means is learning how to use guidebooks to your advantage. While they are useful to have for the history of a place or the basics in itinerary planning, I rarely look to guidebooks for the name of a hostel or restaurant. Instead, I look at their recommendations as things to piggyback on. Lonely Planet recommends a place as “Our Pick”? Great, I go there, and walk two doors down to stay nearby. Rough Guides says “this is the best restaurant in town”? Perfect! Almost every one of those recommendations will spawn another restaurant within walking distance. Industrious entrepreneurs quickly learn that when these books recommend a place, they quickly get overcrowded and prices go up. The solution: they open a place right next door or nearby to handle the spillover. Without fail, those are the places that are cheaper, more delicious and not jaded. Being a parasite isn’t always a bad thing. (Having parasites? Not so much.)

6. Your taxi driver knows where to eat breakfast more than you do.

Swap this out for tuk-tuk driver, songthaew driver or rickshaw driver, where appropriate. When I go to a new place, I find the eldest cab driver possible and ask him where he ate breakfast. Once he gets over his shock that this is what I want to know, he tends to break into a huge grin and start talking about food. Eventually, he takes me there. And the food is almost always delicious, fresh and somewhere I’d have never found without his help. Taxi drivers: more than just getting from A to B.

15. Packing does not get easier.

I wrote a piece on long term travel and the things it doesn’t fix. In it, I talked about how, 2.5 years into my travels, I still hated packing. It’s now 4 years into my travels. Guess what? I still hate packing.
