Freedom of speech and scientific inquiry

Adam Perkins on the critical importance of free speech in the scientific world:

A quick Google search suggests that free speech is a regarded as an important virtue for a functional, enlightened society. For example, according to George Orwell: “If liberty means anything at all, it means the right to tell people what they do not want to hear.” Likewise, Ayaan Hirsi Ali remarked: “Free speech is the bedrock of liberty and a free society, and yes, it includes the right to blaspheme and offend.” In a similar vein, Bill Hicks declared: “Freedom of speech means you support the right of people to say exactly those ideas which you do not agree with”.

But why do we specifically need free speech in science? Surely we just take measurements and publish our data? No chit chat required. We need free speech in science because science is not really about microscopes, or pipettes, or test tubes, or even Large Hadron Colliders. These are merely tools that help us to accomplish a far greater mission, which is to choose between rival narratives, in the vicious, no-holds-barred battle of ideas that we call “science”.

For example, stomach problems such as gastritis and ulcers were historically viewed as the products of stress. This opinion was challenged in the late 1970s by the Australian doctors Robin Warren and Barry Marshall, who suspected that stomach problems were caused by infection with the bacteria Helicobacter pylori. Frustrated by skepticism from the medical establishment and by difficulties publishing his academic papers, in 1984, Barry Marshall appointed himself his own experimental subject and drank a Petri dish full of H. pylori culture. He promptly developed gastritis which was then cured with antibiotics, suggesting that H. pylori has a causal role in this type of illness. You would have thought that given this clear-cut evidence supporting Warren and Marshall’s opinion, their opponents would immediately concede defeat. But scientists are only human and opposition to Warren and Marshall persisted. In the end it was two decades before their crucial work on H. pylori gained the recognition it deserved, with the award of the 2005 Nobel Prize in Physiology or Medicine.

From this episode we can see that even in situations where laboratory experiments can provide clear evidence in favour of a particular scientific opinion, opponents will typically refuse to accept it. Instead scientists tend cling so stubbornly to their pet theories that no amount of evidence will change their minds and only death can bring an end to the argument, as famously observed by Max Planck:

    A new scientific truth does not triumph by convincing its opponents and making them see the light, but rather because its opponents eventually die, and a new generation grows up that is familiar with it.

Stossel: Jordan Peterson on Finding Meaning in Responsibility

Jordan Peterson is an unlikely YouTube celebrity. The Canadian psychologist lectures about things like responsibility. Yet millions of young people watch his videos, line up to hear his speeches, and buy his book 12 Rules for Life. It was number one on the Amazon bestseller list for a month.

John Stossel asks: What could make a book about responsibility take off?

“People have been fed this diet of pabulum, rights, and impulsive freedom,” Peterson tells Stossel. “There’s just an absolute starvation for the other side of the story.”

The other side of the story, according to Peterson, is that “it’s in responsibility that most people find the meaning that sustains them through life. It’s not in happiness. It’s not in impulsive pleasure.”

Peterson instead advises: “Adopt responsibility for your own well-being, try to put your family together, try to serve your community, try to seek for eternal truth….That’s the sort of thing that can ground you in your life, enough so that you can withstand the difficulty of life.”

Many leftists hate Peterson. They attack him for saying people should be “dangerous.” Peterson explains to Stossel that he means people should have the capacity to be dangerous, but control it.

“People who teach martial arts know this full well,” Peterson says. “If you learn a martial art you learn to be dangerous, but simultaneously you learn to control it.”

Advice about that, and responsibility, bring Peterson big audiences.

The trap Trudeau carefully laid for himself

Andrew Coyne on the interminable “negotiations” for the Kinder Morgan pipeline:

Whatever anyone’s concerns — economic, environmental, Aboriginal or other — that is the process by which those concerns are adjudicated. And that is the process that approved the pipeline: the NEB, the cabinet and the courts, all ruling in its favour (though not every legal appeal has been exhausted: a case is still before the Federal Court of Appeal on behalf of seven First Nations arguing they were not adequately consulted).

Why, then, do so many feel entitled, not merely to disagree, or to protest, as is their democratic right, but to substitute their own authority for that prescribed by law: to defy the courts, to threaten disorder, and to deny federal jurisdiction?

Much of the blame should be attached to the current custodians of lawful authority, the governments of Canada and British Columbia. It was Justin Trudeau who, campaigning for office, gave his imprimatur to the extralegal, anti-democratic doctrine of “social licence,” telling pipeline opponents that “governments might grant permits, but only communities can grant permission.”

It was Trudeau, too, who lent support to the notion that Aboriginal communities have, not merely a constitutional right to be consulted on projects affecting lands to which they have title, as the courts have found they have, but an absolute veto. And it was Trudeau who legitimized those who, because they did not like the NEB’s decision, had dismissed it as biased or negligent, with his promise of a special panel to review the project.

Likewise it was John Horgan who, campaigning for office, famously promised to “use every tool in the toolbox” to stop the pipeline from being built. We know now that his government has known since at least the time it took office that it had no constitutional authority to do so. But if Horgan had hoped to walk back the promise, in the grand tradition of Canadian politics, after he was elected, he finds his way blocked by his partners in power, the Green Party.

So he has instead opted to stall for time, delaying permits, threatening legislation, and — someday, maybe — referring the whole business to the courts, hoping the project’s sponsor, Kinder Morgan, will give up in frustration. As, at length, it has declared it will do if Horgan’s government is not brought to heel, with spectacular effect: it has spurred the Trudeau government to state, in terms that allow no retreat, that “the pipeline will be built.”

But reasserting lawful authority, after so many years of disuse, will not be as easy as all that. It is not only the Trudeau or Horgan governments, after all, that have played this game: before Horgan, there was Christy Clark and her constitutionally odious “five conditions” for “approving” the Northern Gateway pipeline, and before Trudeau there were decades of federal governments that allowed the provinces to run the jurisdictional table against them, in the name of “co-operative federalism.”

Mass extinction or mass genesis? “The net result is that many more species are arriving than are dying out”

We often hear laments for the addition of another species to the endangered list, but that’s not the whole story as evolutionary biologist Chris Thomas explains:

Animals and plants are seemingly disappearing faster than at any time since the dinosaurs died out, 66m years ago. The death knell tolls for life on Earth. Rhinos will soon be gone unless we defend them, Mexico’s final few Vaquita porpoises are drowning in fishing nets, and in America, Franklin trees survive only in parks and gardens.

Yet the survivors are taking advantage of new opportunities created by humans. Many are spreading into new parts of the world, adapting to new conditions, and even evolving into new species. In some respects, diversity is actually increasing in the human epoch, the Anthropocene. It is these biological gains that I contemplate in a new book, Inheritors of the Earth: How Nature is Thriving in an Age of Extinction, in which I argue that it is no longer credible for us to take a loss-only view of the world’s biodiversity.

The beneficiaries surround us all. Glancing out of my study window, I see poppies and camomile plants sprouting in the margins of the adjacent barley field. These plants are southern European “weeds” taking advantage of a new human-created habitat. When I visit London, I see pigeons nesting on human-built cliffs (their ancestors nested on sea cliffs) and I listen out for the cries of skyscraper-dwelling peregrine falcons which hunt them.

Climate change has brought tree bumblebees from continental Europe to my Yorkshire garden in recent years. They are joined by an influx of world travellers, moved by humans as ornamental garden plants, pets, crops, and livestock, or simply by accident, before they escaped into the wild. Neither the hares nor the rabbits in my field are “native” to Britain.

Alcohol and health – if you torture the data long enough, it will give you the answer you want

Tim Worstall isn’t convinced that a recent study summarized in The Lancet is either honest or useful:

We have a new study out, in the Lancet no less, telling us that the new, lower, limits for reasonable alcohol consumption are just right. Well, of course the report says that, right? The problem being that it’s entirely contrary to the more general experience we’ve got of booze consumption. For, yes indeedy, there’s a level of drinking which will – as always, on average – shorten life. But our experience to date is that it’s several times what is the current measure of safe consumption. This basic understanding of ours being that no booze lowers lifespan, too much lowers it, a modicum increases it. The argument being the definition of modicum of course.

Observation of large populations being that modicum is anything from some up to perhaps 40 or even 50 units a week. This isn’t what the current study shows at all […]

I’m not in any manner a medical expert but that does look odd. 5 million observation years on half a million people, looks like 10 years on average per person. They’re using this to predict lifespan at age 40? When lifespan at 40 is, these days, a further 40 to 50 years or so? OK, maybe there’s some sekkrit decoder ring for epidemiologists here but anyone want to try and explain it?

Ah:

    We focused our study on current alcohol drinkers

So the comparison doesn’t include those who don’t drink. We’re not therefore getting a baseline of no alcohol consumption to compare with. That is, by design, the study excludes the known to be higher death rates (or lower lifespans) of the temperance types. No, really:

    Third, never-drinkers might differ systematically from drinkers in ways that are difficult to measure, but which might be relevant to disease causation.

Our more general stats do indeed say that heavy drinkers (that 40 to 50 unit level perhaps) and never drinkers have about the same lifespans. Quick, gotta exclude that information, eh?

As far as we’re concerned that’s probably enough. We’ll see what Snowdon has to say about it, shall we? Because this finding is contrary to pretty much everything else we know about booze consumption. Explaining why it is will be important.

Update, 15 April: It’s no wonder that people are confused about the benefits and/or drawbacks of drinking…

“…it is possible to complete an entire degree in anthropology without hearing any criticism of Margaret Mead’s Coming of Age in Samoa

Margaret Mead’s reputation has run the gamut over the last nearly 100 years after her career-making visit to Samoa in the mid-1920s:

… my journey did leave me with a newfound and abiding respect for the anthropologist Margaret Mead. At the same young age of 23, Mead travelled to the Samoan Islands to the east of the Vanuatu in the South Pacific Ocean to study the islands’ Polynesian people. On a cloudy Samoan day in August of 1925, she stepped off the S.S. Sonoma in Pago Pago Bay, Tuttuila, and began her research. By the end of her career, she was celebrated as the mother of anthropology, both revered and despised for the image of humanity she presented to the world, and for her conclusions about the Samoan people, in particular.

At first, her conversations with the Samoans did not go especially well:

    Mead: When a chief’s son is tattooed they build a special house, don’t they?
    Asuegi: No, no special house.
    Mead: Are you sure they never build a house?
    Asuegi: Yes. Well, sometimes they build a small house of sticks and leaves.
    Mead: Was that house sacred?
    Asuegi: No, not sacred.
    Mead: Could you take food into it?
    Asuegi: Oh no. That was forbidden.
    Mead: Smoke in there?
    Asuegi: Oh no, very sacred.
    Mead: Could anybody go into the house who wished?
    Asuegi: Yes, anybody.
    Mead: No one was forbidden to go in?
    Asuegi: No.
    Mead: Could the boy’s sister go in?
    Asuegi: Oh no. That was forbidden.

Mead later recalled that she could have “screamed with impatience.” To make matters worse, the native Samoans would often take her belongings and redistribute them according to ceremonial obligations. But, eventually, she began to make progress. Mead developed close friendships with a small and dedicated group of young girls who became her chief informants. She was made a taupou, a ceremonial virgin, despite having a husband back in the United States. Before long, Mead was considered a respected honorary member of the society, and her research project blossomed. A few months and a tropical hurricane later, Mead returned to the United States, and in 1928, she published the results of her research, Coming of Age in Samoa: A Psychological Study of Primitive Youth for Western Civilization.

Her work was widely accepted and praised but by the 1960s, there were some signs challenging her research and conclusions, especially the research of New Zealand anthropologist Derek Freeman. Although he held back the publication of his work until after her death, she was aware of his criticisms and received one of the chapters of his book in advance:

Countless readers had formed a romantic image of the Samoan people from Coming Of Age in Samoa, but now Freeman had broken the spell. The people most blindsided by Freeman’s book were those anthropologists who had stood in front of lecture audiences and fed students Mead’s image of Samoa. Some of them immediately attacked the book. Anthropologist Laura Nader, sister of independent US politician Ralph Nader, called Freeman’s book a “Right-wing political backlash” for questioning the influence of culture on human behavior, and a vote by American Anthropological Association condemned the book as unscientific.

Over the next few decades, Mead’s reputation hung precariously in the balance as anthropologists and evolutionary psychologists battled it out in the nature-nurture controversy. However, the cruelest blow to Mead would come from anthropologists themselves.

It turned out that the young girls Mead apparently depended upon for many of her concepts about Samoan life were far from truthful about their lives:

Unlike the American anthropologists who preached Mead’s findings, Samoans themselves tended to look upon Mead’s work negatively. Some of the Samoan elders burned copies of Coming of Age in Samoa when they realized what Mead had written, and for some time libraries in Samoa didn’t stock the book. Samoan anthropologist Unasa L. F. Va’a called it “one of the worst books of the twentieth century.”3 One of the questions that preoccupied Freeman was how Mead arrived at the erroneous conclusions she drew in her book. He decided that Mead’s own research came mostly from interviews with women, particularly young women, who are hardly the best informants when it comes to matters of historical warfare and violence. On the subject of promiscuity, Freeman conjectured that Mead was the victim of a hoax by her young female informants: “All the indications are that the young Margaret Mead was, as a kind of joke, deliberately misled by her adolescent informants.” In 1987, a few years after Margaret Mead and Samoa was published, it was discovered that one of Mead’s close informers in 1926, Fa’apua’a Fa’amu, was still alive, and wished to swear on the Bible to clear the record on what she had told Mead all those years ago about sexual relations among the Samoans:

    We said that we were out all night with the boys; she failed to realize that we were just joking and must have been taken in by our pretenses… She must have taken it seriously but I was only joking. As you know, Samoan girls are terrific liars when it comes to joking. But Margaret accepted our trumped up stories as though they were true.…Yes, we just lied and lied to her.

But was she totally wrong? Doubts exist here, too:

Although Mead’s analysis is obviously highly questionable, the degree to which her work misrepresented Samoan society remains an open question. In 2009, the anthropologist Paul Shankman published his book The Trashing of Margaret Mead in which he reconsiders the evidence. Shankman describes Freeman as an unruly character marked by mental instability, a vindictive desire to ruin the careers of other anthropologists, and plain rudeness (Shankman recalled a nightmare experience when he gave a lecture at ANU and Freeman sat behind him opening and reading his mail so loudly that Shankman had to ask him to stop). This ad hominem attack on Freeman might seem like a desperate effort to evade his refutation of Mead, or to seek revenge on Freeman, but Shankman does succeed in raising some important questions. For example, although virginity is prized in Samoa, it is much more prized among the taupou, the ceremonial virgins of higher status who go on to marry the chiefs. Among the lower status girls, sexual mores were more relaxed and some of these girls did sleep with men before marriage as even Freeman’s data found. Other aspects of Shankman’s belated defense of Mead are more contentious. For example he dismisses Fa’apua’a Fa’amu’s testimony about lying to Mead as irrelevant due to her advanced age and sometimes contradictory statements. He also speculates that Fa’apua’a Fa’amu’s testimony was probably not influential on Mead’s wider conclusions because she was only one of 25 informants. These are important qualifications to what is often presented as Freeman’s decisive refutation of Mead’s work.

When science itself becomes politically incorrect

Andrew Sullivan discusses the unwelcome discoveries of geneticists:

Last weekend, a rather seismic op-ed appeared in the New York Times, and it was for a while one of the most popular pieces in the newspaper. It’s by David Reich, a professor of genetics at Harvard, who carefully advanced the case that there are genetic variations between subpopulations of humans, that these are caused, as in every other species, by natural selection, and that some of these variations are not entirely superficial and do indeed overlap with our idea of race. This argument should not be so controversial — every species is subject to these variations — and yet it is. For many on the academic and journalistic left, genetics are deemed largely irrelevant when it comes to humans. Our large brains and the societies we have constructed with them, many argue, swamp almost all genetic influences.

Humans, in this view, are the only species on Earth largely unaffected by recent (or ancient) evolution, the only species where, for example, the natural division of labor between male and female has no salience at all, the only species, in fact, where natural variations are almost entirely social constructions, subject to reinvention. We are, in this worldview, alone on the planet, born as blank slates, to be written on solely by culture. All differences between men and women are a function of this social effect; as are all differences between the races. If, in the aggregate, any differences in outcome between groups emerge, it is entirely because of oppression, patriarchy, white supremacy, etc. And it is a matter of great urgency that we use whatever power we have to combat these inequalities.

Reich simply points out that this utopian fiction is in danger of collapse because it is not true and because genetic research is increasingly proving it untrue. On the male-female divide, for example, Reich cites profound differences, “reflecting more than 100 million years of evolution and adaptation.” On race, he is both agnostic about what we will eventually find out with respect to the scale of genetic differences, and also insistent that genetic differences do exist: “You will sometimes hear that any biological differences among populations are likely to be small, because humans have diverged too recently from common ancestors for substantial differences to have arisen under the pressure of natural selection. This is not true. The ancestors of East Asians, Europeans, West Africans and Australians were, until recently, almost completely isolated from one another for 40,000 years or longer, which is more than sufficient time for the forces of evolution to work.” Which means to say that the differences could be (and actually are) substantial.

This will lead to subtle variations in human brains, and thereby differences in intelligence tests, which will affect social and economic outcomes in the aggregate in a multiracial, capitalist, post-industrial society. The danger in actively suppressing and stigmatizing this inconvenient truth, he maintains, is that a responsible treatment of these genetic influences will be siloed in the academic field of genetics, will be rendered too toxic for public debate, and will thereby only leak out to people in the outside world via the worst kind of racists and bigots who will distort these truths to their own ends. If you don’t establish a reasonable forum for debate on this, Reich argues, if you don’t establish the principle is that we do not have to be afraid of any of this, it will be monopolized by truly unreasonable and indeed dangerous racists. And those racists will have the added prestige for their followers of revealing forbidden knowledge. And so there are two arguments against the suppression of this truth and the stigmatization of its defenders: that it’s intellectually dishonest and politically counterproductive.

QotD: Rent-seeking through “health concern” trolling

Producers too often shamelessly use whatever excuses are at hand to justify their prodding the state to prevent consumers from patronizing rival producers. Trumped-up health ‘concerns’ are a prominent set of easy excuses when the good in question is food or drink. “Those foods offered by our rivals are likely to kill or injure our beloved consumers!” cry rent-seeking producers, feigning an overriding concern for the health of the public. “For the health of our citizens, our rival producers must be stopped from selling their foul foods in our market!” Conveniently, of course, when such restrictions are implemented the favored producers no longer must compete as vigorously for consumers’ patronage. (Question: What does diminished competition do to producers’ incentives to maintain the safety of the foods they sell to the public?)

Anyway, here’s a history lesson: today’s expressed concerns about the safety of genetically modified foods and the calls for governments to restrict consumers’ freedom to buy these foods are, in their essence, nothing new. In the late-19th century similar ‘concerns’ over the safety of American beef and pork were used by some beef and pork producers to sic state restriction on rival beef and pork producers. European ranchers and farmers, disliking the competition from American ranchers and farmers, played the safety card as means of securing protection from their American rivals. Likewise within the U.S.: local butchers and local slaughterhouses throughout the U.S. played the same safety card as a means of securing protection from the upstart and wildly successful Chicago meatpackers such as Swift and Armour. That this safety card was illegitimate – that is, that charges of unsafe beef and pork were unwarranted – doesn’t matter if enough people believe the charges. The widely believed myth of dangerous foods enables the state to protect powerful producers from competition.

Cronyism and rent-seeking are nothing new. But they are perhaps becoming more widespread as the scope of state involvement in private affairs expands.

Metrics are merely a tool. Like any tool they can be misused.

A big problem with depending on metrics is finding things to count that are actually useful measurements of whatever you’re tracking. A lot of bad management decisions can be traced to poorly chosen metrics. As a general rule, just because something can be measured doesn’t automatically mean that measurement will be useful. Tim Harford reviews a recent book on metrics:

Jerry Z Muller’s latest book is 220 pages long, not including the front matter. The average chapter is 10.18 pages long and contains 17.76 endnotes. There are four cover endorsements and the book weighs 421 grammes. These numbers tell us nothing, of course. If you want to understand the strengths and weaknesses of The Tyranny of Metrics you will need to read it — or trust the opinion of someone who has.

Professor Muller’s argument is that we keep forgetting this obvious point. Rather than rely on the informed judgment of people familiar with the situation, we gather meaningless numbers at great cost. We then use them to guide our actions, predictably causing unintended damage.

A famous example is the obsession, during the Vietnam war, with the “body count” metric embraced by US defence secretary Robert McNamara. The more of the enemy you kill, reasoned McNamara, the closer you are to winning. This was always a dubious idea, but the body count quickly became an informal metric for ranking units and handing out promotions, and was therefore often exaggerated. Counting bodies became a risky military objective in itself.

This episode symbolises the mindless, fruitless drive to count things. But it also shows us why metrics are so often used: McNamara was trying to understand and control a distant situation using the skills of a generalist, not a general. Muller shows that metrics are often used as a substitute for relevant experience, by managers with generic rather than specific expertise.

Muller does not claim that metrics are always useless, but that we expect too much from them as a tool of management. For example, if a group of doctors collect and analyse data on clinical outcomes, they are likely to learn something together. If bonuses and promotions are tied to the numbers, the exercise will teach nobody anything and may end up killing patients. Several studies have found evidence of cardiac surgeons refusing to operate on the sickest patients for fear of lowering their reported success rates.

Today on the radio I heard an ad for a DC-area supermarket chain that boasts that it now has on sale – as in, selling for a reduced price – “sustainably farmed fish.”

I really dislike the word “sustainable” (and all of its variations) as used today to signal holier-than-thou environmental ‘awareness.’ As Robert Solow said about this concept,

    It is very hard to be against sustainability. In fact, the less you know about it, the better it sounds.

But advertising “sustainably farmed fish” – implying, as it does (rather bizarrely), that unsustainably farmed fish are common – is especially annoying. While the absence of property rights in oceans and other large bodies of water, and in uncaught fish, might well lead to overfishing (that is, to a genuinely unsustainable manner of acquiring fish for human consumption), the very essence of a fish farm implies property rights in the fish stocks. And where there are property rights there is sustainability. A fish farmer is no more likely to allow his stock of fish to be depleted than is the owner of Triple Crown winner American Pharaoh to allow his horse to be slaughtered for sport, or than are you to allow the cost of motor oil to prevent you from ever changing the oil in your car.

It’s depressing that those people who today are most likely to worry about resources being “unsustainable” – people who are most likely to prattle publicly about “sustainability” – are those people who also are most likely to disparage private property rights and to argue for government policies that weaken and attenuate such rights. Such people are those who are most likely to wish to further collectivize the provision not only of environmental amenities such as park space and animal conservation, but also of health care, of education, of housing, and of a host of other private goods and services. Such people also are those who are most likely to protest prices made higher by market forces, and to applaud rent-control and other government-imposed price ceilings on a variety of consumer goods and services.

In short, the people who today howl most frequently and loudly for “sustainability” are those who most frequently and loudly oppose the legal and economic institutions – private property and market-determined prices – that alone reliably promote genuine sustainability.
