The Obamacare moment of clarity

In the Washington Post, Charles Krauthammer on the moment of understanding:

Every disaster has its moment of clarity. Physicist Richard Feynman dunks an O-ring into ice water and everyone understands instantly why the shuttle Challenger exploded. This week, the Obamacare O-ring froze for all the world to see: Hundreds of thousands of cancellation letters went out to people who had been assured a dozen times by the president that “If you like your health-care plan, you’ll be able to keep your health-care plan. Period.”

The cancellations lay bare three pillars of Obamacare: (a) mendacity, (b) paternalism and (c) subterfuge.

(a) Those letters are irrefutable evidence that President Obama’s repeated you-keep-your-coverage claim was false. Why were they sent out? Because Obamacare renders illegal (with exceedingly narrow “grandfathered” exceptions) the continuation of any insurance plan deemed by Washington regulators not to meet their arbitrary standards for adequacy. Example: No maternity care? You are terminated.

So a law designed to cover the uninsured is now throwing far more people off their insurance than it can possibly be signing up on the nonfunctioning insurance exchanges. Indeed, most of the 19 million people with individual insurance will have to find new and likely more expensive coverage. And that doesn’t even include the additional millions who are sure to lose their employer-provided coverage. That’s a lot of people. That’s a pretty big lie.

Human Progress

At Reason, Marian Tupy introduces a new website celebrating Human Progress:

In a world where we are constantly bombarded with bad news, it can sometimes be difficult to think of “progress” and “humanity” in the same sentence. Are there not wars taking place, people going hungry, children at work, women being abused, and mass poverty around the world?

In fact, for most of human history, life was very difficult for most people. People lacked basic medicines and died relatively young. They had no painkillers and people with ailments spent much of their lives in agonizing pain. Entire families lived in bug-infested dwellings that offered neither comfort nor privacy. They worked in the fields from sunrise to sunset, yet hunger and famines were commonplace. Transportation was primitive and most people never traveled beyond their native villages or nearest towns. Ignorance and illiteracy were rife. The “good old days” were, by and large, very bad for the great majority of humankind.

Average global life expectancy at birth hovered around 30 years from the Upper Paleolithic to 1900. Even in the richest countries, like those of Western Europe, life expectancy at the start of the 20th century rarely exceeded 50 years. Incomes were quite stagnant, too. At the beginning of the Christian era, annual incomes per person around the world ranged from $1,073 to $1,431. As late as 1820, average global income was only $1,274 per person. (Angus Maddison, whose income estimates I use here, gives his data in 1990 dollars. I have adjusted Maddison’s figures for inflation.)

Humanity has made enormous progress — especially over the course of the last two centuries. For example, average life expectancy in the world today is 67.9 years. In 2010, global per capita income stood at $13,037 — over 10 times what it was two centuries ago.

The new website is called Human Progress:

It is perhaps best to start by explaining what the Human Progress website is not trying to accomplish. It will not try to convince you that the world is a perfect place. As long as there are people who go hungry or die from preventable diseases, there will always be room for improvement. To that end, we all have a role to play in helping the destitute in our communities and beyond.

Our goal, then, is not to paint a rosy picture of the state of humanity, but a realistic one. A realistic account of the world should focus on long-term trends, comparing living standards between two or more generations. Crucially, it should compare the imperfect present with a much more imperfect past, rather than with an imagined utopia in the future.

As such, this website has two main aims. First is to inform you about the many ways in which the world has become a better place. Second is to allow you to search for reasons that brought that improvement about. While we think that policies and institutions compatible with freedom and openness are important factors in promoting human progress, we let the evidence speak for itself and hope the website stimulates an intelligent debate on the drivers of human progress.

Even selling the USS Forrestal for $1 was a win for the US Navy

Several people have commented about the headlines proclaiming that the very first supercarrier had been sold for a princely sum of $1, but Strategy Page explains why even that token dollar was better than all the other options:

The U.S. Navy recently sold a decommissioned (in 1993) aircraft carrier (USS Forrestal) for scrap. The ship yard that will take the Forrestal apart (All Star Metals of Texas) paid the navy one cent ($.01) for the ship. That’s because this was the best deal the navy could get. That’s because it will cost many millions to take the ship apart in a legal fashion (being careful to avoid releasing any real or imagined harmful substances into the environment). The other alternative was to sink the Forrestal at sea. But this requires partial disassembly (to remove anything that could or might pollute the ocean), that would be even more expensive.

Since the 1990s, sending warships to the scrap yard has not been considered a viable alternative. It’s all about pollution, bad press, and cost. That was because of the experience with the largest warship to be scrapped to date, the 45,000 ton carrier USS Coral Sea. This ship took until 2000 (seven years) to be broken up. Thus, the new ecologically correct process was not only expensive but it took a long time. Then the navy discovered that the cost of scrapping a nuclear powered carrier like the USS Enterprise would be close to a billion dollars. This was largely the result of a lot more environmental and safety regulations. With so many navy ships (especially nuclear subs) being broken up in the 1990s, and all these new regulations arriving, the cost of disposing of these ships skyrocketed. This was especially true with carriers.

So for over a decade the navy just tied up retired ships and waited for some better solution to appear. That never happened. In fact, the situation has gotten worse. The navy only has one ship scrapping facility (Brownsville, Texas), so only one carrier at a time can be dismantled. Using official estimates of the time required to dismantle each of the biggest ships, it’ll take seven decades to get rid of the surviving conventionally powered carriers. Note also that the conventional carrier in the absolute worst shape, the USS John F Kennedy, is the one being officially retained in category B reserve (but only until Congress forgets all about her, of course). Name recognition really does count.

It gets worse. With the really vast number of single hull tankers being scrapped and large numbers of old, smaller-capacity container ships laid up and likely to be offered for scrap fairly soon, the market for difficult-to-scrap naval ships is going to shrivel and the price for scrap steel will drop. Efforts to get the navy to include the costs of disposal in the budget for lifetime costs has never caught on and now it’s obvious why not. The real nightmare begins with the first nuclear powered carrier (the 93,000 ton USS Enterprise), which began the decommissioning process in late 2012 (with the lengthy removal of all classified or reusable equipment). The cost of dismantling this ship (and disposing of radioactive components) may be close to $2 billion.

Colby Cosh on IQ

In his latest Maclean’s column, Colby Cosh talks about the odd evolutionary advantages that accrue as you get further from the equator:

A new study in the biometric journal Intelligence presents surprising data from Japan that reveal that IQ, imputed from standardized tests given to a large random sample of Japanese 14-year-olds, varies strongly and persistently with latitude. The Japanese are usually thought of — even by themselves — as being quite homogenous ethnically; the myth of the sturdy, super-cohesive “Yamato race” has not yet been entirely obtruded out of existence. But it turns out that the mean IQs of students in Japanese prefectures apparently vary from north to south by two-thirds of a standard deviation — a spread almost as large as the “race gaps” in cognitive performance which trouble education scholars in multicultural countries like ours. Sun-drenched Okinawans, as a group, do not test as well as the snowbound citizens of Akita.

It is an article of liberal faith that IQ is a bogus tool cooked up by white supremacists to justify imperialism and slavery. I am happy to nod along, but the monsters who developed IQ tests certainly never planned on creating strife between the two ends of Honshu Island. Kenya Kura’s study demonstrates the usual statistical connections between IQ and social outcomes, including physical height, income, and divorce and homicide rates. IQ may be a phony racist artifact, but if shoe size predicted life success as well as those stupid little logic puzzles do, every middle-class parent you know would have one of those Brannock foot-measuring thingies mounted proudly on the wall. That is why IQ persists in the top drawer of the psychometrics toolbox.

The costs of drug prohibition – “Molly”

Last year in Playboy, Frank Owen skillfully dissected the Legend of the Causeway Cannibal, explaining how people around the world came to believe that the synthetic stimulants known as “bath salts” caused one man to eat another’s face, even though it turned out that the assailant had not actually consumed any of those drugs. In a new Playboy article, Owen and his wife, Lera Gavin, go “Chasing Molly,” searching high and low for some decent MDMA sold under its latest brand name. Spoiler alert: They fail.

It looks like many people who report MDMA-like experiences of openness and connectedness after consuming molly are providing further evidence of the powerful impact that “set and setting” (expectations and environment) have on a drug’s perceived effects. Yet this interesting experiment drug warriors have set up has a cost: not just disappointment but potentially deadly hazards for consumers who get something different from what they thought they were buying, as tends to happen in a black market.

Prohibition not only makes drugs more dangerous by creating a situation where people are swallowing iffy pills and snorting mystery powders; it blocks attempts to ameliorate those hazards. Owen and Gavin note that music festivals such as Electric Zoo, which this year was cut short after two drug-related deaths, “refuse to allow organizations such as Dance-Safe to test molly on-site because organizers fear they will be accused of condoning drug use.” Such accusations can trigger serious legal consequences, including forfeiture and criminal prosecution.

All those boats have been burned

Megan McArdle on the problem with emulating the Conquistator model of operational planning and burning your boats:

There’s a legend that after Hernan Cortes and his crew landed on the shores of the New World, Cortes ordered that their boats be burned. The only way they would be able to get back to Spain would be to conquer the land, giving them the resources to build new boats. With necessity at their backs, his band of adventurers managed to conquer all of Mexico.

It’s not clear if this story is actually true, but it’s nonetheless beloved by motivational speakers. The last two weeks of political paralysis have been an excellent illustration of why you shouldn’t model your negotiation strategy on a guy who’s mostly famous for slaughtering strangers.

The state insurance exchanges aren’t working, Obamacare is in jeopardy, and Democrats are casting around for a way to blame this on Republicans. The answer they have settled on: It’s their fault because Republican governors did not set up exchanges.

Think about what they are actually saying: “We passed a law that was so incredibly fragile that it was destined to fail unless all the state governments controlled by the party that opposed this law worked hard to make the system a success.”

And why did they expect this to happen? The answer boils down to this: “After we burn the boats, everyone’s supposed to band together to fight the Aztecs!”

I’ve long criticized the health-care law for being a Rube Goldberg Policy Machine: There are dozens of pieces that all have to work perfectly. If one of them fails, the whole apparatus breaks down and the individual insurance market spirals toward death. That seemed risky to me, especially when the law was passed over fervent opposition — a fervent opposition that was smugly told that “elections have consequences,” without anyone apparently considering that future elections might have different consequences.

But in this view, the Rube Goldberg quality is actually a plus, because after all, if we do something that might break the insurance market unless Republicans enthusiastically cooperate, they’ll have to enthusiastically cooperate.

This is … what’s the technical term? Right, insane.

Start with the fact that the state exchanges — what we would have had if the Republican governors and legislatures had cooperated — aren’t all in such great shape, either. Don’t get me wrong; some of them are doing very well. But some aren’t really working at all, and in others the results are … unclear. And that’s in blue states where the governor and the legislature were hugely enthusiastic about this program and are going all out to make it work. As anyone who has ever implemented a new program (corporate or government) can tell you, one of the biggest hurdles is getting people who don’t care about your program, or who actively oppose it, to make their piece work. Even if they’re trying in good faith, they have neither your enthusiasm nor your deep grasp of the internal logic. In the best-case scenario, it’s not their No. 1 priority; when it competes for resources with stuff they really care about, it tends to get the second-string people and budget. This is one reason that promising pilot projects often fail when they’re rolled out to the larger organization—and one of the most important things that a corporate innovator has to do is to evangelize his program so that other departments get as enthusiastic as he is.

The Obama administration was not in a position to evangelize the president’s health-care program to Republican governors. If the law absolutely required that those governors be as enthusiastic about implementing a state exchange as the folks in the administration, then it was a bad law that should never have been passed, and the Democrats made a grave mistake that could destroy the nation’s insurance market.

After the boat-burning failed the first time, leaving it weeks from its debut without a working computer system, the administration seems to have decided that what was needed was simply a larger bonfire: Launch the nonworking system, because after all, once you’ve gone live, the potential catastrophe would be nearly upon us, which would somehow force those inside and outside the administration to somehow bring order out of the chaos they had created.

But Republicans should make this work! It’s the right thing to do! That is, of course, debatable. But aside from that, this is magical thinking — as magical as the Tea Partiers who responded, when I pointed out that the shutdown was costing them the support they’d need to retake the Senate and the White House and actually get some policy making done, that this was all the fault of the liberal media, which was just repeating administration talking points.

So who is up for some side bets on Obamacare?

I’m sympathetic to the opinion that introducing a huge, complicated, government-run program is just asking for trouble. On the other hand, the Adams Rule of Slow-Moving Disasters says everything will work out.

As a reminder, The Adams Rule of Slow-Moving Disasters says that any disaster we see coming with plenty of advance notice gets fixed. We humans have a consistent tendency to underestimate our own resourcefulness. For example, the Year 2000 bug was a dud because we saw it coming and clever people rose to the challenge. In the seventies, we thought the world would run out of oil but instead the United States is heading toward energy independence thanks to new technology.

Obamacare is a classic slow-moving disaster. Absent any future human resourcefulness, it just might be a nightmare. But my money says that clever humans will figure out how to tame the beast before it triggers the collapse of civilization.

If betting were legal, I’d bet $10,000 that in ten years the consensus of economists will be that Obamacare had a lot of problems but that overall it was neutral or helpful to the economy. I base that hypothetical bet on The Adams Rule of Slow-Moving Disasters, not on the scary first-year state of the law. And I reiterate that I know next-to-nothing about the details of Obamacare. I’m just working off of pattern recognition.

QotD: The “Paleo” diet

Look, I can see that there is a lot of common sense behind some of these modern dietary ideas and yes, I have personally adjusted my lifestyle a bit, such as cutting down on grains and bread and so on. But there is something about the almost religious fervor behind this “paleo” stuff that bothers me. The fact is that without what we call modern agriculture, the vast majority of the today’s population would not be alive. And that is a rather big plus for agriculture. Sure, there is obesity and associated issues to deal with, many of which have complex causes. But I am damn glad we did have agriculture. It is precisely the wealth that such developments made possible that enable people today to worry about this stuff, and even make whole careers and businesses out of it.

(Full disclosure, I am a Suffolk farmer’s son, and probably the only person on this blog who has driven a combine harvester for its intended purpose.)

Newly discovered Homo erectus skulls may upset current evolutionary timeline

I can’t improve on Joey DeVilla‘s introduction to this story: “I don’t think that the skull of homo erectus throws the story of evolution into disarray. However, I do know for a fact that SAYING ‘homo erectus’ in a high school classroom will most certainly put it in disarray.” Here’s the Guardian article by Ian Sample:

The spectacular fossilised skull of an ancient human ancestor that died nearly two million years ago in central Asia has forced scientists to rethink the story of early human evolution.

Anthropologists unearthed the skull at a site in Dmanisi, a small town in southern Georgia, where other remains of human ancestors, simple stone tools and long-extinct animals have been dated to 1.8m years old.

Experts believe the skull is one of the most important fossil finds to date, but it has proved as controversial as it is stunning. Analysis of the skull and other remains at Dmanisi suggests that scientists have been too ready to name separate species of human ancestors in Africa. Many of those species may now have to be wiped from the textbooks.

The latest fossil is the only intact skull ever found of a human ancestor that lived in the early Pleistocene, when our predecessors first walked out of Africa. The skull adds to a haul of bones recovered from Dmanisi that belong to five individuals, most likely an elderly male, two other adult males, a young female and a juvenile of unknown sex.

David Lordkipanidze at the Georgian National Museum, who leads the Dmanisi excavations, said: “If you found the Dmanisi skulls at isolated sites in Africa, some people would give them different species names. But one population can have all this variation. We are using five or six names, but they could all be from one lineage.”

If the scientists are right, it would trim the base of the human evolutionary tree and spell the end for names such as H rudolfensis, H gautengensis, H ergaster and possibly H habilis.

The fossil is described in the latest issue of Science.

“Some palaeontologists see minor differences in fossils and give them labels, and that has resulted in the family tree accumulating a lot of branches,” said White. “The Dmanisi fossils give us a new yardstick, and when you apply that yardstick to the African fossils, a lot of that extra wood in the tree is dead wood. It’s arm-waving.”

QotD: The hidden problem with regulating prescription drug prices

[W]hen negotiating with other governments, pharmaceutical companies operate at a severe disadvantage, not because the governments’ buying power is so vast (the national health-care systems of Canada and many European countries cover fewer people than Aetna), but because the people you’re negotiating with can change the rules under which your product gets sold. At any point they can say, like Lord Vader, “I am altering the deal. Pray that I do not alter it any further.”

But if Canada started paying more, that wouldn’t mean we’d pay less. Drug companies are charging what they think we will pay. The result of Canadians and Europeans paying less is not that we pay more for drugs; it’s that fewer drugs get developed. To the extent that they are harming us, it is in hindering the development of cures or better treatments that we are missing, and don’t even know about.

Unfortunately, this is a classic case of Bastiat’s dilemma. It is easy for each country’s government to see the high prices that people are paying and intervene to lower them. It is hard for each country’s government, much less its citizens, to envision the new medical treatments that they might get if they paid more for drugs. So their incentives are heavily skewed toward controlling the price here and now, even if that means losing future cures.

Drug development is essentially a giant international collective-action problem. The U.S. has kept it from being a total disaster because we don’t have good centralized control of our insurance market, and our political system is pretty disorganized and easy to lobby. If that changes — and maybe we just changed it! — we’ll knock down the prices of drugs to near the marginal cost using government fiat, and I expect that innovation in this sector will grind to a halt. Stuff will still be coming out of academic labs, but no one is going to take those promising targets and turn them into actual drugs.

Cocaine and heroin are less addictive than Oreos

“Research Shows Oreos Are Just As Addictive As Drugs,” says the headline above a recent Connecticut College press release. “…in Lab Rats,” it adds, and I’ll get to that part later. But first note that the study’s findings could just as truthfully be summarized this way: “Drugs Are No More Addictive Than Oreos.” The specific drugs included in the study were cocaine and morphine, which is what heroin becomes immediately after injection. So the headline also could have been: “Research Shows That Heroin and Cocaine Are No More Addictive Than Oreos.” Putting it that way would have raised some interesting questions about the purportedly irresistible power of these drugs, which supposedly justifies using force to stop people from consuming them.

So what exactly did the rats do? They favored the side of a maze where they were given Oreos to the same extent that they favored that side of the maze when they were given an injection of cocaine or morphine there. Furthermore, when the researchers “used immunohistochemistry to measure the expression of a protein called c-Fos, a marker of neuronal activation, in the nucleus accumbens, or the brain’s ‘pleasure center,'” they found that “the Oreos activated significantly more neurons than cocaine or morphine.” Given the latter finding, perhaps we should credit Connecticut College’s publicity department with restraint for not announcing that Oreos are in fact more addictive than cocaine or heroin. Or to put it another way: Cocaine and heroin are less addictive than Oreos. Which makes you wonder why people go to prison for selling the drugs but not for selling the cookies, especially since Oreos and similar foods “may present even more of a danger.”

The idea that people can take or leave cocaine or heroin in the same way they can take or leave Oreos seems inconsistent with research that supposedly shows how powerfully reinforcing these substances are. Studies published between 1969 and 1985, for instance, found that rats and rhesus monkeys “will prefer cocaine to food” and “will self-administer cocaine until death or near-death,” as Stanton Peele and Richard DeGrandpre note in a 1998 Addiction Research article. But the animals in these studies were isolated from other animals, deprived of interesting stimuli, and prevented from engaging in normal behavior while tethered to catheters providing “an unlimited, direct flow of high concentrations of cocaine at all times at little or no cost” (in terms of effort). Research conducted in more naturalistic settings finds that monkeys and rats are much more apt to consume cocaine and morphine in moderation.

Laboratory animals’ tendency to consume drugs to excess when they are bored and lonely has pretty clear parallels in human behavior. But unlike rats and monkeys, humans are capable of reason and foresight (even if they do not always exercise those faculties) as well as emotions such as guilt and regret. They also have considerable control over their own environments. If the reinforcing power of drugs is not the only factor in addiction among rats and monkeys, it surely is not a complete explanation for why some people get hooked on these substances while most do not.

You can’t make me eat kale

At American Digest, a paean of joy at the thought of being forced to eat more kale:

Of late many self-employed food bullshit artists have concluded that we should eat more kale. Why anyone would want to eat even a little kale is beyond me. Kale, considered dispassionately, is something that you’d want to dry and stuff into a tick mattress if you were out of paint soaked rags and seaweed. Kale is not, strictly speaking, a food.

And yet, and yet, there it is. Oozing in piles of of leafy green intestine cleansing fronds in what can now only be described as the weed section of the produce aisle at your average Whole Foods.

How kale actually got into our national food chain is a mystery almost as deep as how the flavor of pumpkin (backed by “Spice!”) has been infused into foods and beverages starting October 1. Both kale and pumpkin exemplify items from the somewhat vegetable kingdom that would be better going straight from farm to compost without passing through humans.

And yet, and yet, here we are … one more mile down the road to hell courtesy of those post LorenaBobbittized vegans within whom there is not a teaspoon of testosterone in a trainload.

That’s the wave of the future and it is not an amber wave under spacious skies. Nope. It is a wave of pale and sodden progressively “good-for-you” greens slopped onto your aluminum plate in the prison chow line on Planet Vegan. You remember that putrescent puddle of gurgling spinach guts in spinach water that was once glunked on your plate in the high school cafeteria? This is the same thing only with extra thiocyanate. But hey, its KALE!, so count yourself lucky. Think of all the children of the elite and super rich that are going to bed tonight without any.

Not news: people under-report calorie intake, invalidating 40 years of federal research

Any study that depends on self-reporting, especially self-reporting on things like how much food they eat, can’t be assumed to be accurate:

Four decades of nutrition research funded by the Centers for Disease Control and Prevention (CDC) may be invalid because the method used to collect the data was seriously flawed, according to a new study by the Arnold School of Public Health at the University of South Carolina.

The study, led by Arnold School exercise scientist and epidemiologist Edward Archer, has demonstrated significant limitations in the measurement protocols used in the National Health and Nutrition Examination Survey (NHANES). The findings, published in PLOS ONE (The Public Library of Science), reveal that a majority of the nutrition data collected by the NHANES are not “physiologically credible,” Archer said.

The study examined data from 28,993 men and 34,369 women, 20 to 74 years old, from NHANES I (1971 — 1974) through NHANES (2009 — 2010), and looked at the caloric intake of the participants and their energy expenditure, predicted by height, weight, age and sex. The results show that — based on the self-reported recall of food and beverages — the vast majority of the NHANES data “are physiologically implausible, and therefore invalid,” Archer said.

In other words, the “calories in” reported by participants and the “calories out,” don’t add up and it would be impossible to survive on most of the reported energy intakes. This misreporting of energy intake varied among participants, and was greatest in obese men and women who underreported their intake by an average 25 percent and 41 percent (i.e., 716 and 856 Calories per-day respectively).

Climate models, trust, and spin

In Reason, Ronald Bailey asks whether we can trust the IPCC’s climate models:

On Monday, the U.N.’s Intergovernmental Panel on Climate Change (IPCC) released the final draft of Climate Change 2013: The Physical Sciences Basis. The report’s Summary for Policymakers flatly states: “Warming of the climate system is unequivocal, and since the 1950s, many of the observed changes are unprecedented over decades to millennia. The atmosphere and ocean have warmed, the amounts of snow and ice have diminished, sea level has risen, and the concentrations of greenhouse gases have increased.” Pretty much everyone concerned with this issue agrees that those are the facts. But what is causing the planet to warm up? Here is where it gets interesting.

The IPCC report acknowledges that almost all of the “historical simulations do not reproduce the observed recent warming hiatus.” Not to worry, it assures us; 15-year pauses just happen, and you can’t really expect the models to simulate these kind of random natural fluctuations in the climate. Once this little slow-down passes, “It is more likely than not that internal climate variability in the near-term will enhance and not counteract the surface warming expected to arise from the increasing anthropogenic forcing.” In other words, when the warm-up resumes it will soar.

John Christy, a climatologist at the University of Alabama in Huntsville, has come to a different conclusion. Christy compared the outputs of 73 climate models for the tropical troposphere used by the IPCC in its latest report with satellite and weather balloon temperature trends since 1979 until 2030. “The tropics is so important because that is where models show the clearest and most distinct signal of greenhouse warming — so that is where the comparison should be made (rather than say for temperatures in North Dakota),” Christy explains in an email. “Plus, the key cloud and water vapor feedback processes occur in the tropics.” When it comes to simulating the atmospheric temperature trends of the past 35 years, Christy found, all of the IPCC models are running hotter than the actual climate.

To defend himself against any accusations of cherry-picking his data, Christy notes that his “comparisons start in 1979, so these are 35-year time series comparisons” — rather longer than the 15-year periods whose importance the IPCC disputes.

Why the discrepancy between the IPCC and Christy results? As Georgia Tech climatologist Judith Curry notes, data don’t speak for themselves; researchers have to put them into a context. And your choice of context — say, the year you choose to begin with — can influence your conclusions considerably. While there may be nothing technically wrong with the way the IPCC chose to display the comparison between model data and observation data, “Curry observes, it will mislead the public to infer that climate models are better than we thought.” She adds, “What is wrong is the failure of the IPCC to note the failure of nearly all climate model simulations to reproduce a pause of 15+ years.”
