QotD: Our modern Puritans

Lots of revolutionaries have been obsessed with the state of their own souls, but only the Puritans have been worried about it. Skim Walzer1, then compare with Norman Cohn’s The Pursuit of the Millennium, a book I recommend without reservation. The Brethren of the Free Spirit were obsessed with the condition of their souls, too, but, crucially, they were certain that they were the Elect. All pre-Puritan millennial movements were essentially Gnostic — they, the Elect, knew the Truth, and they were the Elect because they knew the Truth. Their job was simply to tell everyone the Truth (and, inevitably, kill everyone who disagreed), and that great truth-telling / cleansing of the sinners would basically force Jesus to come back, thus ending the world.

The Puritans were something new. Translate their elaborate, Latinate prose into the parlance of our times, and they sound exactly like SJWs — at once unbearably self-righteous and cripplingly insecure. They were almost certain that they, personally, were among the Elect … but since the only infallible sign of being Saved was “an irresistible attraction to Puritanism”, they were caught in exactly the same vicious purity spiral as our modern SJWs. Who, truly, can say xzhey are #woke, when there’s always the possibility of someone, somewhere, being #woker? If you want a slightly easier passport to their heads, try Perry Miller’s The New England Mind. It was written in the 1930s, so be prepared — surprisingly little untranslated Latin, since the Puritans wrote mostly for themselves, but still fairly ornate prose.

Put it this way: The Wiki summary of Miller’s life quotes a colleague: “Perry Miller was a great historian of Puritanism but the dark conflicts of the Puritan mind eroded his own mental stability”. He died of alcoholism.

The Puritans’ saving grace, if they had one, is that they were men of the world. They had to be. Guys like Max Weber would say that those two things had a dialectical relationship — Puritanism IS “the Protestant work ethic” IS “capitalism” — but that’s not necessary for present purposes. My point is simply that the Early Modern world could only support a tiny number of professional intellectuals, and the “managerial class” was all but nonexistent. Through Cromwell and his mini-me’s in Salem gave it the old college try, it’s simply impossible to run an Early Modern government Puritan-style.

That’s obviously not the case now. We have a huge (and ever-growing) managerial class, all of whom are the most fervent Puritans. Unlike Cromwell and the boys, though, they can — and, of course, DO — live in perfect isolation from the affairs of the world they’re supposedly managing. Put simply, but not really unfairly, they live on Twitter — their carefully curated list of social media “friends” is, in a very real way, their entire world. Imagine Oliver Cromwell, Zeal-of-the-Land Busy, and Cotton Mather tweeting at each other, all day every day.

QotD: “Information velocity” in the English Civil War

Information velocity had increased exponentially by the 1630s, such that the English Civil War was, in a fundamental way, a propaganda war, an intellectual war.

Some of the battles of the Wars of the Roses were bigger than some of the Civil War’s battles – an estimated 50,000 men fought at Towton, in 1461 – but the Civil War was inconceivably harder and nastier than the Wars of the Roses, because the Civil War was an ideological war. The Wars of the Roses could’ve ended, at least theoretically, at any time – get the king and five dukes in a room, hammer out a compromise, and simply order everyone in each lord’s affinity to lay down his weapons. The Civil War could only end when everyone, in every army, was persuaded to lay down his arms.

Thus the winners had to negotiate with the people, directly. The Putney Debates didn’t involve everyone in the realm, but they were representative, truly representative, of everyone who mattered. Though no one explicitly made an appeal to competence alone, it was – and is, and must be – fundamental to representative government. Guys like Gerrard Winstanley had some interesting ideas, but they were fundamentally impractical, and Winstanley was not popularly viewed as a competent leader. Oliver Cromwell, on the other hand, was competence personified – the Protectorate became Cromwell’s military dictatorship largely because the People, as literally represented by the New Model Army, wanted it so … and, thanks to much faster information velocity, could make their wishes known.

QotD: Deposing King Charles I

It’s 1642, and once again the English are contemplating deposing a king for incompetence. Alas, the Reformation forces the rebels to confront the issue the deposers of Edward II and Richard II could duck: Divine sanction. The Lords Appellant could very strongly imply that Richard II had lost “the mandate of heaven” (to import an exoteric term for clarity), but they didn’t have to say it – indeed, culturally they couldn’t say it. The Parliamentarians had the opposite problem – not only could they say it, they had to, since the linchpin of Charles I’s incompetence was, in their eyes, his cack-handed efforts to “reform” religious practice in his kingdoms.

But on the other hand, if they win the ensuing civil war, that must mean that God’s anointed is … Oliver Cromwell, which is a notion none of them, least of all Oliver Cromwell, was prepared to accept. Moreover, that would make the civil war an explicitly religious war, and as the endemic violence of the last century had so clearly shown, there’s simply no way to win a religious war (recall that the ructions leading up to the English Civil War overlapped with the last, nastiest phase of the Thirty Years’ War, and that everyone had a gripe against Charles for getting involved, or not, in the fight for the One True Faith on the Continent).

The solution the English rebels came up with, you’ll recall, was to execute Charles I for treason. Against the country he was king of.

QotD: Thomas Hobbes and Leviathan

… I’m not trying to cast Thomas Hobbes, of all people, as some kind of proto-Libertarian. The point is, for Hobbes, physical security was the overriding, indeed obsessive, concern. Indeed, Hobbes went so far as to make his peace with Oliver Cromwell, for two reasons: First, his own physical safety was threatened in his Parisian exile (a religious thing, irrelevant). Second, and most importantly, Cromwell was the Leviathan. The Civil Wars didn’t turn out quite like Hobbes thought they would, but regardless, Cromwell’s was the actually existing government. It really did have the power, and when you boil it down, whether the actually existing ruler is a Prince or a Leviathan or something else, might makes right.

One last point before we close: As we’ve noted here probably ad nauseam, modern English is far less Latinate than the idiom of Hobbes’s day. Hobbes translated Leviathan into Latin himself, and while I’m not going to cite it (not least because I myself don’t read Latin), it’s crucial to note that, for the speakers of Hobbes’s brand of English, “right” is a direction – the opposite of left.

I’m oversimplifying for clarity, because it’s crucial that we get this – when the Barons at Runnymede, Thomas Hobbes, hell, even Thomas Jefferson talked about “rights”, they might’ve used the English word, but they were thinking in Latin. They meant ius – as in, ius gentium (the right of peoples, “international law”), ius civile (“civil law”, originally the laws of the City of Rome itself), etc. Thus, if Hobbes had said “might makes right” – which he actually did say, or damn close, Leviathan, passim – he would’ve meant something like “might makes ius“. Might legitimates, in other words – the actually existing power is legitimate, because it exists.

We Postmoderns, who speak only English, get confused by the many contradictory senses of “right”. The phrase “might makes right” horrifies us (at least, when a Republican is president) because we take it to mean “might makes correct” – that any action of the government at all is legally, ethically, morally ok, simply because the government did it. Even Machiavelli, who truly did believe that might makes ius, would laugh at this – or, I should say, especially Machiavelli, as he explicitly urges his Prince, who by definition has ius, to horribly immoral, unethical, “illegal” (in the “law of nations” sense) behavior.

So let’s clarify: Might legitimates. That doesn’t roll off the tongue like the other phrase, but it avoids a lot of confusion.

QotD: The key weakness of the royal cause in the English Civil War

Behemoth is Hobbes’s account of the outbreak of the Civil Wars, and it’s a perfect illustration of why people listened to Thomas Hobbes in the first place. Hobbes is a penetrating observer of human nature. He has a rare ability to boil things down to their essence, and to express that essence memorably:

    [T]he power of the mighty hath no foundation, but in the opinion and belief of the people.

A king whose knights won’t ride out to battle on his behalf is just a weirdo in funny clothes. Charles I lost for a lot of reasons, but far from the least of them was that his “foundation” was badly cracked. However attached one might be to the notion of monarchy in the abstract, it – monarchy – is always intimately connected to the personality of the monarch … and Charles I was a real piece of work, even by the world-class standards of Renaissance princes. Parliament was outgunned, often outmanned, and suffered from what should’ve been a critical shortage of experienced leadership. But all those massive advantages were offset by the fact that the Royalist forces were fighting for Charles I, personally.

(This is not the place for a long discussion of the course of the English Civil Wars – and I’m not qualified to give you one in any case – but a quick look at the top commanders of the opposing sides will illustrate the point. Prince Rupert was arguably the equal, mano-a-mano, of any Parliamentary general, up to and including Cromwell. But he was still a Prince, and carried on like one (like a young one, to boot) … and even if he weren’t, he was still running the show on behalf of his uncle. Cromwell, on the other hand, inspired fanatic loyalty, not least because he embodied a cause that was much higher than himself).

It is high time for me to put an end to your sitting in this place, which you have dishonored by your contempt of all virtue, and defiled by your practice of every vice.

Ye are a factious crew, and enemies to all good government.

A brutal microcosm of the English Civil War

At The Critic, Jonathan Healey reviews The Siege of Loyalty House by Jessie Childs:

Late in the summer of 1641, with Charles I deep in dispute with his Parliament, alarming reports reached Westminster of Catholics amassing arms at Basing House in Hampshire. At this point in time, few expected civil war, but plenty feared an imminent Catholic plot. Recent reform to the Church had introduced lavish ceremonies which looked, to many eyes, like the trappings of Rome, and Charles himself was married to a Catholic.

More to the point, England’s Catholics had done it before. Every year, people marked the anniversary of the Gunpowder Treason, which was already stuck in the national consciousness as the quintessential Popish rebellion: an armed coup plotted by dissident aristocrats gathering weapons on their great rural estates and planning subterfuge at the highest levels.

Yet civil war came, and when it did it would be nothing like the “Popish Plots” of Protestant imagining. It would be fought over constitutional as much as religious divides. And, rather than a rebellion, it would be an armed struggle between two competing fiscal-military organisations — effectively between two competing states.

The English countryside became militarised. Now, it was not just a landscape. It was territory. The great houses were no longer places for covert plotting; now they were centres of command and control. And few were more important than Basing House.

Hampshire today is a pleasant place: gentle and verdant with rolling chalk hills, shaded woodlands, and quiet valleys. But in the 1640s it became contested and dangerous: a dark, malevolent land of violence and death. People looked upon one another with suspicion, and riders were ambushed and killed as they travelled at night. Parish churches were stormed, towns starved and bombarded. Armies of musketeers, pikemen, and cavalry traversed the folding lanes of the county looking to bring bloodshed and plunder.

A crucial theme is encapsulated in the book’s denouement. The deputy sent to pacify Hampshire for the New Model was Oliver Cromwell. He had been in the thick of the fighting from the start, and before then was an earnest — if obscure and scruffily-attired — Member of Parliament. But Cromwell really rose to prominence in 1644 and 1645, on the back of his military abilities. He represented a new approach to the war: the pursuit of total victory even at the cost of sharp bloodshed.

It was Cromwell’s direct — even brutal — efficiency that brought the siege of Basing House to its end. The walls fell and many of the garrison were killed. Slaughtered, too, were a number of Catholic priests in a moment of violence that was representative of the way the war was heading. Cold-blooded murder of female camp followers had been perpetrated by royalists in Cornwall and by parliamentarians after Naseby. King Charles had allowed a bloody storm of Leicester which had cost many civilian lives, and Cromwell would go on to oversee the horrors of Drogheda and Wexford in Ireland. The chivalry of Waller and Hopton would come to seem a long way in the past.

A new look at the Commonwealth and the Protectorate of Oliver Cromwell

In The Critic, Miranda Malins reviews a new history of the period between the execution of Charles I and the Stuart restoration of Charles II, The Restless Republic: Britain Without a Crown by Anna Keay:

This evasion is not for the historian Anna Keay. Faced with these collective shortcomings (“This book was born of ignorance,” she explains in opening), she explores this most dynamic of decades, looking it squarely in the face. With her, we roam around the period, the broad chronological narrative softened through a selection of nine interwoven biographies ranging from the irrepressible newspaperman Marchamont Nedham, to the indomitable royalist Countess of Derby, from the brilliant scientist William Petty to the dreaming Digger Gerrard Winstanley.

This structure achieves a broad perspective and rare realism, giving the reader the sense of dipping and diving through the restless waves of the republic and taking them to all corners of the new Britain forged in the fire of three Civil Wars. As expected, we travel from the trial and execution of Charles I to the Restoration of his son, but Keay’s achievement is to make the shape-shifting years of the kingless Commonwealth and Protectorate that lie between more thrilling than either royal bookend, demonstrating how far from inevitable the return of the Stuarts was. There is no “high road to Restoration” here, but rather a snaking maze of paths striking off in new directions and looping back: an uncharted landscape for Keay’s characters to navigate where every choice counted.

The result is a panoramic and pulsating drama every bit as restless as the republic it captures so well. Indeed the “Restless” adjective of the title perfectly conjures the progressive spirit of Britain without a crown: unstable and dangerous, yes, but as a result, experimental and unafraid. As Keay puts it: “The 1650s was a time of extraordinarily ambitious political, social, economic and intellectual innovation, and it was not a foregone conclusion that the British republic would fail.”

This portrait will be, for many, a revelation. Far from the dour, militaristic regimes of popular imagination, life under the Commonwealth and Oliver Cromwell’s Protectorate emerges as innovative and exciting: the effect of the hitherto unimaginable act of abolishing the monarchy and House of Lords after years of transformative conflict being to unleash an energetic spirit of ambitious experimentation and industry.

We feel this bold energy in the meetings of the Oxford Experimental Philosophy Club (which would become the Royal Society in 1660) and its young member William Petty managing to survey the whole of Ireland in record time despite having no cartographical experience; in failed cloth trader Gerrard Winstanley’s determination to dig the new Jerusalem that had come to him on an autumn ramble; in Marchamont Nedham escaping Newgate prison and picking his way through several dangerous changes of side, pen in hand, always managing to land cat-like on his feet through sheer commercial nous and audacity.

QotD: Charles I and the Civil War

With the ascension of Charles I to the throne we come at last to the Central Period of English History (not to be confused with the Middle Ages, of course), consisting in the utterly memorable Struggle between the Cavaliers (Wrong but Wromantic) and the Roundheads (Right and Repulsive).

Charles I was a Cavalier King and therefore had a small pointed beard, long flowing curls, a large, flat, flowing hat, and gay attire. The Roundheads, on the other hand, were clean-shaven and wore tall, conical hats, white ties, and sombre garments. Under these circumstances a Civil War was inevitable.

The Roundheads, of course, were so called because Cromwell had all their heads made perfectly round, in order that they should present a uniform appearance when drawn up in line.

Besides this, if any man lost his head in action, it could be used as a cannon-ball by the artillery (which was done at the Siege of Worcester).

For a long time before the Civil War, however, Charles had been quarrelling with the Roundheads about what was right. Charles explained that there was a doctrine called the Divine Right of Kings, which said that:

    (a) He was King, and that was right.

    (b) Kings were divine, and that was right.

    (c) Kings were right, and that was right.

    (d) Everything was all right.

But so determined were the Roundheads that all this was all wrong that they drew up a Petition called the Petition of Right to show in more detail which things were wrong. This Petition said:

    (a) That it was wrong for anyone to be put to death more than once for the same offence.

    (b) Habeas Corpus, which meant that it was wrong if people were put in prison except for some reason, and that people who had been mutilated by the King, such as Prynne, who had often had his ears cut off, should always be allowed to keep their bodies.

    (c) That Charles’s memorable methods of getting money, such as Rummage and Scroungeage, were wrong. But the most important cause of the Civil War was Ship Money

Charles I said that any money which was Ship Money belonged to him; but while the Roundheads declared that Ship Money could be found only in the Cinq Ports, Charles maintained that no one but the King could guess right which was Ship Money and which wasn’t. This was, of course, part of his Divine Right. The climax came when a villager called Hampden (memorable for his dauntless breast) advised the King to divine again. This so upset Charles that he went back to Westminster, and after cinquing several ports burst into the House of Commons and asked in a very royal way for some birds which he said were in there. The Parliament, who were mostly Puritans, were so shocked that they began making solemn Leagues and Countenances. Charles therefore became very angry and complaining that the birds had flown raised his standard at Nottingham and declared war against Hampden and the Roundheads.

The War

At first the King was successful owing to Prince Rupert of Hentzau, his famous cavalry leader, who was very dashing in all directions. After this, many indecisive battles were fought at such places as Newbury, Edgehill, Newbury, Chalgrove Field, Newbury, etc., in all of which the Cavaliers were rather victorious.

The Roundheads therefore made a new plan in order to win the war after all. This was called the SelfDenying Ordnance and said that everyone had to deny everything he had done up to that date, and that nobody was allowed to admit who he was: thus the war could be started again from the beginning. When the Roundheads had done this they were called the New Moral Army and were dressed up as Ironclads and put under the command of Oliver Cromwell, whose Christian name was Oliver and who was therefore affectionately known as `Old Nick’. Cromwell was not only moral and completely round in the head but had a large (round) wart on the nose. He was consequently victorious in all the remaining battles such as Newbury, Marston Moor, Edgehill (change for Chalgrove), Naseby, Newbury, etc.

Blood and Ironclads

When Charles I had been defeated he was brought to trial by the Rump Parliament so-called because it had been sitting for such a long time and was found guilty of being defeated in a war against himself, which was, of course, a form of High Treason. He was therefore ordered by Cromwell to go and have his head cut off (it was, the Roundheads pointed out, the wrong shape, anyway). So romantic was Charles, however, that this made little difference to him and it is very memorable that he walked and talked Half an hour after his Head was cut off.

On seeing this, Cromwell was so angry that he picked up the mace (the new and terrible Instrument of Government which he had invented) and, pointing it at the Head, shouted: “Take away that Marble,” and announced that his policy in future would be just Blood and Ironclads.

The origins of the British army

A primer called “Boots on the Ground” at Think Defence provides a quick historical sketch of how the British army came to be:

It is worth reminding ourselves that up until Cromwell in effect there was no ‘Army’ as such.

Individual nobles raised troops top fight for the king in haphazard amounts and units, equipped according to their finances; and often with little relation to their feudal dues. A rich Knight often turned up to fight for or against the King with more and better equipped troops than a poor Earl.

The New model Army (more properly contemporaneously called the ‘Newly Modelled’ Army,(if I recall) changed that. Fed up with troops that would only fight under ‘Their’ commander and on ‘Their’ turf Parliament said (and I paraphrase):-

    ‘Sod this literally for a game of soldiers we need to get an Army we can command, if we are going to get any of this shit sorted’…

So the UK’s first professional full time paid and resourced Army was born.

The revolutionary Ideas of:

  • Paying the troops well and on time,
  • Concentrating on Moral, (through religious conformity it its case),
  • An organization of units according to modern requirements,
  • Proper logistics.
  • And a proper code of Military justice.

Worked so well that it pretty much kicked arse from the moment it hit the ground.

However with the restoration of the monarchy a lot of old attitudes re-emerged.

It was very much the case for hundreds of years that you joined ‘The Regiment’. Often named after the Colonel who was in command. The British Army seems at some points to have been almost an accidental conglomeration of like minded units a bit like a trade organisation of organisations who happened to wear uniforms and fight for the King.

OK, this was slowly chipped away at by events in the Napoleonic and Crimean wars, to the stage by the late 19th century it was an ‘Army’, but some traditions and mindsets seem to take an age to die.

For all the ‘esprit de corps’ it undoubtedly delivered, incidents of internecine ‘warfare’ between units hampering actions in the field are well recorded up to WWII and beyond.

It is worth reminding ourselves that we are only now returning to an army the same size as the one we entered the run up to World war 1 with. That’s the one that was so small by European power standards that when asked what he would do if the British Army invaded Germany in the 1890′s [Otto von Bismarck] replied ‘I would call the police and have it arrested’!

On the topic of internecine warfare between army units, regimental memories are long and opportunities to “pay off” old scores arise when dissimilar/unfriendly units are brigaded together. George MacDonald Fraser (author of the fantastic Flashman novels) mentioned in one of his MacAuslan stories that it was dangerous to let certain Highland regiments get too close to one another for fear they’d fight one another instead of the enemy (or overthrow the government).

I strongly disagree with the author’s belief that the regimental system should be scrapped, but he makes a reasonable case for that step (“reasonable” if you’ve never actually served in the army, that is…)
