“Japan’s high-speed rail system may end up being the victim of its own success”

An interesting look at how the Japanese Shinkansen system has literally shaped Japan’s urban development pattern:

At 10am on 1 October 1964, with less than a week and a half to go before the start of the Tokyo Olympic Games, the two inaugural Hikari Super Express Shinkansen, or “bullet trains,” arrived at their destinations, Tokyo and Osaka. They were precisely on time. Hundreds of people had waited overnight in each terminal to witness this historic event, which, like the Olympics, heralded not just Japan’s recovery from the destruction of the second world war, but the beginning of what would be Japan’s stratospheric rise as an economic superpower. The journey between Japan’s two biggest cities by train had previously taken close to seven hours. The Shinkansen had made the trip in four.

The world’s first high-speed commercial train line, which celebrates its 50th anniversary on Wednesday, was built along the Tokaido, one of the five routes that connected the Japanese hinterland to Edo, the city that in the mid-1800s became Tokyo. Though train lines crisscrossed the country, they were inadequate to postwar Japan’s newborn ambitions. The term “shinkansen” literally means “new trunk line”: symbolically, it lay at the very centre of the huge reconstruction effort. All previous railways were designed to serve regions. The purpose of the Tokaido Shinkansen, true to its name, was to bring people to the capital.

In an interview in the Tokyo Shimbun newspaper last week, Takashi Hara, a political scholar and expert on Japanese railroads, said the policy of extending the Shinkansen was promulgated by Kakuei Tanaka, Japan’s prime minister from 1972 to 1974. “The purpose was to connect regional areas to Tokyo,” Hara said. “And that led to the current situation of a national Shinkansen network, which completely changed the face of Japan. Travel times were shortened and vibration was alleviated, making it possible for more convenient business and pleasure trips, but I have to say that the project just made all the [connecting] cities part of Tokyo.”

And where the Shinkansen’s long tentacles go, other services shrivel. Local governments in Japan rely heavily on the central government for funds and public works — it’s how the central government keeps them in line. Politicians actively court high-speed railways since they believe they attract money, jobs and tourists. In the early 1990s, a new Shinkansen was built to connect Tokyo to Nagano, host of the 1998 Winter Olympics. The train ran along a similar route as the Shinetsu Honsen, one of the most romanticised railroads in Japan, beloved of train buffs the world over for its amazing scenery – but also considered redundant by operators JR East because, as with almost all rural train lines in Japan, it lost money. There were only two profitable stations on the line — Nagano and the resort community of Karuizawa — and both would be served by the new Shinkansen. A large portion of the Shinetsu Honsen closed down; local residents who relied on it had to use cars or buses.

Meanwhile, the bullet train has sucked the country’s workforce into Tokyo, rendering an increasingly huge part of the country little more than a bedroom community for the capital. One reason for this is a quirk of Japan’s famously paternalistic corporations: namely, employers pay their workers’ commuting costs. Tax authorities don’t consider it income if it’s less than ¥100,000 a month — so Shinkansen commutes of up to two hours don’t sound so bad. New housing subdivisions filled with Tokyo salarymen subsequently sprang up along the Nagano Shinkansen route and established Shinkansen lines, bringing more people from further away into the capital.

The Shinkansen’s focus on Tokyo, and the subsequent emphasis on profitability over service, has also accelerated flight from the countryside. It’s often easier to get from a regional capital to Tokyo than to the nearest neighbouring city. Except for sections of the Tohoku Shinkansen, which serves northeastern Japan, local train lines don’t always accommodate Shinkansen rolling stock, so there are often no direct transfer points between local lines and Shinkansen lines. The Tokaido Shinkansen alone now operates 323 trains a day, taking 140 million fares a year, dwarfing local lines. This has had a crucial effect on the physical shape of the city. As a result of this funnelling, Tokyo is becoming even denser and more vertical — not just upward, but downward. With more Shinkansen passengers coming into the capital, JR East has to dig ever deeper under Tokyo Station to create more platforms.

Israel’s “Battlefield Internet” at work

The July-August 2014 war in Gaza created some very unpleasant surprises for Hamas, which thought it could risk another war with Israel and come out the winner (to the Arab world at least). Hamas knew that Israel had been working at discovering and countering Hamas tactics, but Hamas was confident they had enough new tricks to stay ahead of the Israelis. Hamas quickly discovered that the Israelis were a lot quicker and better coordinated than in the past. This time around the Israelis learned more from their earlier clashes with Hamas and Hezbollah.

This has happened before, to both the Israelis but mainly to the Arabs. It was only after that war ended that Hamas learned details of what they were up against. It turned out that Israel had managed to create an effective and reliable “Battlefield Internet”. This has been the goal of military communications experts for over a decade. The United States was long the leader, but in mid-2014 Israel was the first to demonstrate a Battlefield Internet that consistently worked under combat conditions. This breakthrough development was largely ignored by the media but military leaders worldwide are paying attention.

What the Israelis have done with the Battlefield Internet is link everyone involved (pilots, UAV operators, tank commanders and infantry unit commander, plus people at C4i Teleprocessing Branch that managed the flow of data) so all can all see was what each other was seeing of the Hamas commandos. These multiple views eliminated the uncertainty often present when only one view was available. It made all the Israelis involved more confident and that led to speedier interpretation of the situation and decisive action to deal with it. This capability also reduces the risk of friendly fire.

The “Herod Clause” to get free Wi-Fi

I missed this earlier in the week (and it smells “hoax-y”, but it’s too good to check):

A handful of Londoners in some of the capital’s busiest districts unwittingly agreed to give up their eldest child, during an experiment exploring the dangers of public Wi-Fi use.

The experiment, which was backed by European law enforcement agency Europol, involved a group of security researchers setting up a Wi-Fi hotspot in June.

When people connected to the hotspot, the terms and conditions they were asked to sign up to included a “Herod clause” promising free Wi-Fi but only if “the recipient agreed to assign their first born child to us for the duration of eternity”. Six people signed up.

F-Secure, the security firm that sponsored the experiment, has confirmed that it won’t be enforcing the clause.

“We have yet to enforce our rights under the terms and conditions but, as this is an experiment, we will be returning the children to their parents,” wrote the Finnish company in its report.

“Our legal advisor Mark Deem points out that — while terms and conditions are legally binding — it is contrary to public policy to sell children in return for free services, so the clause would not be enforceable in a court of law.”

Ultimately, the research, organised by the Cyber Security Research Institute, sought to highlight public unawareness of serious security issues concomitant with Wi-Fi usage.

Venerable Carl Gustav gets a major upgrade

Saab debuted a new variant of its Carl Gustaf 84 mm shoulder-fired recoilless rifle, the M4, during a series of demonstration firings at the Bofors Test Center at Karlskoga, Sweden, on 24 September.

The latest version of the nearly 70-year-old weapon system has been designed to offer significant weight savings over its predecessors, as well as improvements to other aspects of the system.

The M4 weighs 6.7 kg, some 3 kg lighter than the earlier Carl Gustaf M3 and half the weight of the 14.2 kg M2 version still in service with many nations. This has been achieved by constructing the recoilless rifle’s barrel out of titanium, saving 1.1 kg (compared to the M3’s steel barrel), building its outer casing our of carbon fibre (saving 0.8 kg), and by redesigning the weapon’s venturi to save a further 0.9 kg. The redesign has also served to decrease the size of the Carl Gustaf, bringing the M4’s total length down to under 1,000 mm.

There are currently 11 different ammunition types available for the Carl Gustaf weapon system, providing considerable operational flexibility. Programmable ‘smart’ ammunition types for use with the M4 are expected to be the next to reach the market. Saab officials also disclosed they are working on a new concept of ammunition for the Carl Gustaf: and ‘Ultra-Light Missile’ that would feature lock-on before launch guidance, feature several attack modes, and have a range of 1,500-2,000 m – approximately doubling the range of the existing Carl Gustaf ammunition types.

ESR talks about the visibility problem in software bugs:

The first thing to notice here is that these bugs were found – and were findable – because of open-source scrutiny.

There’s a “things seen versus things unseen” fallacy here that gives bugs like Heartbleed and Shellshock false prominence. We don’t know – and can’t know – how many far worse exploits lurk in proprietary code known only to crackers or the NSA.

What we can project based on other measures of differential defect rates suggests that, however imperfect “many eyeballs” scrutiny is, “few eyeballs” or “no eyeballs” is far worse.

Can you trust Apple’s new commitment to your privacy?

David Akin posted a list of questions posed by John Gilmore, challenging the Apple iOS8 cryptography promises:

Gilmore considered what Apple said and considered how Apple creates its software — a closed, secret, proprietary method — and what coders like him know about the code that Apple says protects our privacy — pretty much nothing — and then wrote the following for distribution on Dave Farber‘s Interesting People listserv. I’m pretty sure neither Farber nor Gilmore will begrudge me reproducing it.

    And why do we believe [Apple]?

    • Because we can read the source code and the protocol descriptions ourselves, and determine just how secure they are?
    • Because they’re a big company and big companies never lie?
    • Because they’ve implemented it in proprietary binary software, and proprietary crypto is always stronger than the company claims it to be?
    • Because they can’t covertly send your device updated software that would change all these promises, for a targeted individual, or on a mass basis?
    • Because you will never agree to upgrade the software on your device, ever, no matter how often they send you updates?
    • Because this first release of their encryption software has no security bugs, so you will never need to upgrade it to retain your privacy?
    • Because if a future update INSERTS privacy or security bugs, we will surely be able to distinguish these updates from future updates that FIX privacy or security bugs?
    • Because if they change their mind and decide to lessen our privacy for their convenience, or by secret government edict, they will be sure to let us know?
    • Because they have worked hard for years to prevent you from upgrading the software that runs on their devices so that YOU can choose it and control it instead of them?
    • Because the US export control bureacracy would never try to stop Apple from selling secure mass market proprietary encryption products across the border?
    • Because the countries that wouldn’t let Blackberry sell phones that communicate securely with your own corporate servers, will of course let Apple sell whatever high security non-tappable devices it wants to?
    • Because we’re apple fanboys and the company can do no wrong?
    • Because they want to help the terrorists win?
    • Because NSA made them mad once, therefore they are on the side of the public against NSA?
    • Because it’s always better to wiretap people after you convince them that they are perfectly secure, so they’ll spill all their best secrets?

    There must be some other reason, I’m just having trouble thinking of it.

Doctorow – “The time has come to create privacy tools for normal people”

In the Guardian, Cory Doctorow says that we need privacy-enhancing technical tools that can be easily used by everyone, not just the highly technical (or highly paranoid) among us:

You don’t need to be a technical expert to understand privacy risks anymore. From the Snowden revelations to the daily parade of internet security horrors around the world – like Syrian and Egyptian checkpoints where your Facebook logins are required in order to weigh your political allegiances (sometimes with fatal consequences) or celebrities having their most intimate photos splashed all over the web.

The time has come to create privacy tools for normal people – people with a normal level of technical competence. That is, all of us, no matter what our level of technical expertise, need privacy. Some privacy measures do require extraordinary technical competence; if you’re Edward Snowden, with the entire NSA bearing down on your communications, you will need to be a real expert to keep your information secure. But the kind of privacy that makes you immune to mass surveillance and attacks-of-opportunity from voyeurs, identity thieves and other bad guys is attainable by anyone.

I’m a volunteer on the advisory board for a nonprofit that’s aiming to do just that: Simply Secure (which launches Thursday at simplysecure.org) collects together some very bright usability and cryptography experts with the aim of revamping the user interface of the internet’s favorite privacy tools, starting with OTR, the extremely secure chat system whose best-known feature is “perfect forward secrecy” which gives each conversation its own unique keys, so a breach of one conversation’s keys can’t be used to snoop on others.

More importantly, Simply Secure’s process for attaining, testing and refining usability is the main product of its work. This process will be documented and published as a set of best practices for other organisations, whether they are for-profits or non-profits, creating a framework that anyone can use to make secure products easier for everyone.

QotD: Faster computers, and why we “need” ’em

I recall, in the very early days of the personal computer, articles, in magazines like Personal Computer World, which expressed downright opposition to the idea of technological progress in general, and progress in personal computers in particular. There was apparently a market for such notions, in the very magazines that you would think would be most gung-ho about new technology and new computers. Maybe the general atmosphere of gung-ho-ness created a significant enough minority of malcontents that the editors felt they needed to nod regularly towards it. I guess it does make sense that the biggest grumbles about the hectic pace of technological progress would be heard right next to the places where it is happening most visibly.

Whatever the reasons were for such articles being in computer magazines, I distinctly remember their tone. I have recently, finally, got around to reading Virginia Postrel’s The Future and Its Enemies, and she clearly identifies the syndrome. The writers of these articles were scared of the future and wanted that future prevented, perhaps by law but mostly just by a sort of universal popular rejection of it, a universal desire to stop the world and to get off it. “Do we really need” (the words “we” and “need” cropped up in these PCW pieces again and again), faster central processors, more RAM, quicker printers, snazzier and bigger and sharper and more colourful screens, greater “user friendlinesss”, …? “Do we really need” this or that new programme that had been reported in the previous month’s issue? What significant and “real” (as opposed to frivolous and game-related) problems could there possibly be that demanded such super-powerful, super-fast, super-memorising and of course, at that time, super-expensive machines for their solution? Do we “really need” personal computers to develop, in short, in the way that they have developed, since these grumpy anti-computer-progress articles first started being published in computer progress magazines?

The usual arguments in favour of fast and powerful, and now mercifully far cheaper, computers concern the immensity of the gobs of information that can now be handled, quickly and powerfully, by machines like the ones that we have now, as opposed to what could be handled by the first wave of personal computers, which could manage a small spreadsheet or a short text file or a very primitive computer game, but very little else. And of course that is true. I can now shovel vast quantities of photographs (a particular enthusiasm of mine) hither and thither, processing the ones I feel inclined to process in ways that only Hollywood studios used to be able to do. I can make and view videos (although I mostly stick to viewing). And I can access and even myself add to that mighty cornucopia that is the internet. And so on. All true. I can remember when even the most primitive of photos would only appear on my screen after several minutes of patient or not-so-patient waiting. Videos? Dream on. Now, what a world of wonders we can all inhabit. In another quarter of a century, what wonders will there then be, all magicked in a flash into our brains and onto our desks, if we still have desks. The point is, better computers don’t just mean doing the same old things a bit faster; they mean being able to do entirely new things as well, really well.

SpaceX and Boeing get NASA funding for 2017 deadline

In Ars Technica, John Timmer reports on the NASA decision to fund two of the three competitors for manned launches to the ISS:

Today, NASA administrator Charles Bolden announced that there were two winners in the campaign to become the first company to launch astronauts to low-Earth orbit: Boeing and SpaceX. The two will receive contracts that total $6.8 billion dollars to have hardware ready for a 2017 certification — a process that will include one crewed flight to the International Space Station (ISS).

In announcing the plan, Bolden quoted President Obama in saying, “The greatest nation on earth should not be dependent on any other nation to get to space.” And he promoted the commercial crew program as a clear way of ending a reliance on Russian launch vehicles to get to the ISS. But Bolden and others at the press conference were also looking beyond that; several speakers, including Kennedy Space Center Director Bob Cabana and astronaut Mike Fincke, mentioned that the ultimate goal is Mars.

To that end, Bolden emphasized that NASA is still doing its own vehicle and rocket development. The Orion crew capsule, intended to be suitable for missions deeper into the Solar System, recently underwent a splashdown test in the Pacific. Its first test flight aboard a Delta IV rocket is scheduled for this December. Work on the Space Launch System, a heavy lift vehicle that can transport the additional hardware needed for deep space missions, was also mentioned.

These highly advanced ships will have a huge variety of roles that she will be able to perform when the first ship launches and the amazing technology that has been built into them to put them at the fore-front of the Fleet. They really will be the Jewel in the Crown of the Royal Navy.

Latest Snowden revelation – NSA and GCHQ have full access to German telecom systems

In The Register, Kelly Fiveash sums up the latest information from Edward Snowden:

An NSA and GCHQ surveillance programme — dubbed Treasure Map — grants US and British spooks access to the networks of German telcos such as Deutsche Telekom, according to a new stash of leaked documents from Edward Snowden.

Der Spiegel published the latest revelations today. However, Deutsche Telekom reportedly said it had found no evidence of such tampering on its system.

“We are looking into every indication of possible manipulations but have not yet found any hint of that in our investigations so far,” a spokesman at the company told Reuters.

He added: “We’re working closely with IT specialists and have also contacted German security authorities. It would be completely unacceptable if a foreign intelligence agency were to gain access to our network.”

The Register sought comment from the telco, but it hadn’t immediately got back to us at time of writing.

The Treasure Map programme was described by Snowden as “a 300,000 foot view of the internet” in a New York Times story published in November last year.

US Navy facing unpleasant budget choices and diminishing options

It’s still the largest navy in the world, and will continue to be for some time yet … but it’s shrinking.

In 2009 the navy decided it could only afford to build three of the new DDG-1000s. To replace the cancelled DDG-1000s the navy resumed building older DDG-51 Arleigh Burke class destroyers. It was all about cost. The DDG-1000s would cost more than $3.5 billion each if built in large quantities. The Burkes cost $1.9 billion each. The last of 62 original Burkes was ordered in 2002 and the last of those entered service in 2011. But now, another 13 are on order and more were going to be ordered until the shrinking naval budget got too tight for that. The 9,800 ton Burkes are smaller than DDG-1000, being 154 meters (505 feet) long and 20 meters (66 feet) wide. But even the Burkes have been growing, with the first ones weighing in at only 8,300 tons. In 1945, most destroyers were about 3,000 tons. This constant size escalation is something navies, especially the Americans, have had a hard time dealing with, mainly because the cost per ton has escalated even more (even after taking inflation into account).

While the DDG-51 is much less expensive than the DDG-1000, some navy officials believe that in the long run the larger and more expensive DDG-1000 would be a better investment. The key problem here is the inability of the navy to control costs, and cost estimates, and the inability of the DDG-51s to provide space for new technologies. The navy hopes to overcome this by installing smaller versions of new tech in the DDG-51s and to upgrade other DDG-51s if the new stuff works out.

There are other problems as well, such as the costs of upgrades. Because of budget cuts the navy plans to buy some time (about a decade) by upgrading dozens of existing destroyers and cruisers. This is a bitter pill to swallow, as only a decade ago the navy was so sure about the new DDG-1000 that it accelerated the retirement of a dozen of the 31 Spruance class destroyers, in order to save the $28 million a year it would cost to keep each one of them in service. These ships were not just retired, they were all either broken up or sunk in training exercises. The dozen that entered service in 1979-83 could have been refurbished and been available until 2019. That’s a lost opportunity.

In the end these extensive refurbishments were too expensive and the navy was forced to fall back on a two-tier refurb plan that concentrated on electronic and software systems. The cheaper tier, called MILSPEC (designed specifically and only for military use) cost $113 million and takes six months per ship. This upgrades a lot of the 1980s electronics in the older DDG-51s. The other tier, COTS (commercial off-the shelf) uses commercial hardware and software to replace the older MILSPEC stuff. This makes these ships easier and cheaper to continue upgrading but all this costs $184 million and 18 months per ship. All these upgrades concentrate on the ability of DDG-51s to support the Aegis modification that enables missiles and low orbit satellites to be shot down. There is additional money (from outside the navy budget) available to do this.

The navy is still in danger of losing (to retirement because of aging and failing systems) the oldest DDG-51s if money is not available to refurbish elderly hulls and mechanical equipment. Because of the unpredictable future budget the navy also has to make plans for some radical downsizing. If the money is not there, neither are the ships and prudent admirals have to plan accordingly.

P.J. O’Rourke on what’s wrong with modern rocket ships

I was in the passenger seat of a small rocket ship when I realized what’s wrong space travel these days: I can’t do it yet. I’m still flying on pokey old Boeings for six hours from Boston to LA. The trip would take 15 minutes at 17,500 mph low earth orbit speed.

Also, rocket ships don’t fly. Or they don’t properly fly the way the rocket ships of Buck Rogers and Captain Video did. Buck and the Captain could use a hayfield with a windsock. A modern rocket blast-off produces so much shockwave commotion that the nearest safe viewpoint at Cape Canaveral is eight miles from the launch pad. That puts the Starbucks a long way from the gate when your rocket ship’s final boarding announcement is made.

Plus current rockets lack anything resembling Buck Rogers’ style. They look like evil corn silos or upright storm sewers or a trio of escaped steroidal church organ pipes wearing party hats.

Furthermore, at the moment, there’s no such thing as a small rocket ship.

The first rocket to reach space, the Nazi V-2 (which transported people only in the sense of transporting them to the next life) was 45 feet high and weighed 27,600 pounds. The 363-foot Saturn V used for the Apollo moon landing was 52 feet taller than the Statue of Liberty and almost 15 times her weight. And Lady L, tipping the scales at 225 tons, is no Mary-Kate Olsen. Now NASA is building a new Space Launch System (SLS) that’s even bigger.

All my rocket ship disappointments are the result of there not being enough private companies like XCOR Aerospace. I learned this at the Space Foundation’s annual Colorado Springs Space Symposium exhibit hall, where there was a full-scale mock-up of XCOR’s Lynx that I sat in.

The Lynx’s 30-foot fuselage and 24-foot wingspan would fit in a McMansion garage. And it’s as prettier than anything a rich car collector has in there now.

Sharpening woodworking tools

I’m an occasional woodworker, but I’m always aware I don’t sharpen my tools as often as I should. One of the reasons I don’t is that it’s such a hassle to sharpen them properly: it’s not as simple as sharpening a kitchen knife, and you need to spend time to work through from a coarse grit (250 or so), through medium grit (1000) and into fine (4000) or even superfine (15000 and higher). This video by Paul Sellers has persuaded me that it doesn’t have to be that way for most of the woodworking hand tools I’m likely to use:
