Rob Lyons on the lessons of Fukushima

It’s almost exactly a year since the earthquake and tsunami that devastated Fukushima, and Rob Lyons summarizes the lessons we’ve learned from that disaster:

Sunday marks the first anniversary of the earthquake and tsunami that devastated the east coast of Japan on 11 March 2011. The quake, measuring 9.0 on the Richter scale, was the biggest ever to hit Japan and one of the biggest anywhere in the world in the past century. The resulting tsunami caused roughly 20,000 deaths. Yet, shockingly, the biggest issue about the disaster remains the resulting inundation of a nuclear-power plant at Fukushima, which so far appears to have caused precisely zero deaths from leaking radioactivity.

There are many valuable lessons to be learned from this tragedy. One is the importance of development. The earthquake and tsunami that affected the Indian Ocean on Boxing Day 2004 were only marginally larger, yet killed well over 200,000 people. Direct damage from the Japan earthquake was relatively small thanks to high building standards. Warnings allowed many people to escape the unprecedented seawater surge that followed, though video of the wall of water hitting coastal towns is still shocking. Even so, the world’s third largest economy will take a long time to recover fully from what happened. Thankfully, Japan has the resources to do that.

This, however, is not the main lesson being drawn from events a year ago. Around the world, the conclusion many commentators and politicians have drawn is that nuclear power is inherently dangerous and that we need to stop all future nuclear development. This is a perverse conclusion, absolutely flying in the face of the facts. The reaction against nuclear power post-Fukushima reveals much about the navel-gazing, risk-averse worldview that has such a paralysing effect on life in the developed world today.

Wind turbines are “a technology that isn’t ready for prime time”

Andrew Orlowski on the bad economic and technological decision by the British government to put so much reliance on wind power:

Two studies published this week calculate the astounding cost of Britain’s go-it-alone obsession with using wind turbines to generate so much of the electricity the nation needs.

Both studies make remarkably generous concessions that favour wind technology; the true cost, critics could argue, will be higher in each set of calculations. One study reckons that the UK can still meet its carbon dioxide emissions targets and save £140bn — but only if it dumps today’s inefficient hippie technology. The other puts the potential saving at £120bn — pointing out that the same amount of electricity could be generated using open cycle gas plants at one-tenth the cost of using wind turbines.

“There is nothing inherently good or bad about investing in renewable energy and green technology,” writes economist Professor Gordon Hughes — formerly of the World Bank and now at the University of Edinburgh. “The problem is that the government has decided to back a technology that isn’t ready for prime time, thus distorting the market.”

Hughes’ study — Why is Wind power so expensive? An economic analysis — is published by the Global Warming Policy Foundation today, and simply looks at the costs. The other study, by technical consulting group AF-Mercados, specifically looks at how to reduce CO2 in the cheapest manner — by incurring the least collateral economic damage. It’s called Powerful Targets: Exploring the relative cost of meeting decarbonisation and renewables targets in the British power sector. KPMG originally commissioned the study, but then got cold feet. Both come to similar conclusions: wind is astronomically expensive compared to other sources of energy — and consumers and businesses must pay a high price for the privilege of subsidising such an inefficient technology.

New TV shows to “glamourize” archaeology

This sounds particularly dire, on multiple levels:

On 20 March, Spike TV will premiere a new show called American Digger, while a show called Diggers on the National Geographic Channel made its debut 28 February. Both shows “promote and glorify the looting and destruction of archaeological sites,” Society for American Archaeology (SAA) President William F. Limp wrote in a message posted earlier this week to the SAA listserv.

The premise of American Digger, which is being hosted by a former professional wrestler, was laid out in a recent announcement by Spike TV. A team of “diggers” will “scour target-rich areas, such as battlefields and historic sites, in hopes of striking it rich by unearthing and selling rare pieces of American history.” Similar locales are featured in National Geographic’s Diggers. In the second episode, set in South Carolina, Revolutionary War and War of 1812 buttons, bullets, and coins were recovered at a former plantation.

After viewing the first two episodes of Diggers, Iowa’s State archaeologist John Doershuk posted a review to the American Cultural Resources Association listserv, in which he lamented: “The most damaging thing, I think, about this show is that no effort was made to document where anything came from or discussion of associations — each discovered item was handled piece-meal.”

The failure of wind power

Matt Ridley on the inability of wind power advocates to distort reality:

To the nearest whole number, the percentage of the world’s energy that comes from wind turbines today is: zero. Despite the regressive subsidy (pushing pensioners into fuel poverty while improving the wine cellars of grand estates), despite tearing rural communities apart, killing jobs, despoiling views, erecting pylons, felling forests, killing bats and eagles, causing industrial accidents, clogging motorways, polluting lakes in Inner Mongolia with the toxic and radioactive tailings from refining neodymium, a ton of which is in the average turbine — despite all this, the total energy generated each day by wind has yet to reach half a per cent worldwide.

If wind power was going to work, it would have done so by now. The people of Britain see this quite clearly, though politicians are often wilfully deaf. The good news though is that if you look closely, you can see David Cameron’s government coming to its senses about the whole fiasco. The biggest investors in offshore wind — Mitsubishi, Gamesa and Siemens — are starting to worry that the government’s heart is not in wind energy any more. Vestas, which has plans for a factory in Kent, wants reassurance from the Prime Minister that there is the political will to put up turbines before it builds its factory.

It’s a lesson we still need the Ontario government to learn: our electricity prices are scheduled to go up substantially to finance the massive wind farm investment the McGuinty government has signed up for. Much more of our landscape will look like this in future:

Even in a boom, wind farms would have been unaffordable — with their economic and ecological rationale blown away. In an era of austerity, the policy is doomed, though so many contracts have been signed that the expansion of wind farms may continue, for a while. But the scam has ended. And as we survey the economic and environmental damage, the obvious question is how the delusion was maintained for so long. There has been no mystery about wind’s futility as a source of affordable and abundant electricity — so how did the wind-farm scam fool so many policymakers?

One answer is money. There were too many people with snouts in the trough. Not just the manufacturers, operators and landlords of the wind farms, but financiers: wind-farm venture capital trusts were all the rage a few years ago — guaranteed income streams are what capitalists like best; they even get paid to switch the monsters off on very windy days so as not to overload the grid. Even the military took the money. Wind companies are paying for a new £20 million military radar at Brizlee Wood in Northumberland so as to enable the Ministry of Defence to lift its objection to the 48-turbine Fallago Rig wind farm in Berwickshire.

The US Navy’s mirror-image cost problems with aircraft carriers

Strategy Page talks about the ever-rising cost of building aircraft carriers:

The first of the new Ford class aircraft carriers keeps getting more expensive. The price for the first one has gone up $161 million in the last ten months. The USS Gerald R Ford (CVN 78) was originally supposed to cost $8 billion, plus $5 billion for R&D (research and development of new technology and features unique to this class of ships). Now it appears that the cost of the Ford will not be $13 billion, but closer to $15 billion. The second and third ships of the class will cost less (construction plus some additional R&D). Thus the first three ships of the Ford class will cost a total of about $40 billion.

The current Nimitz-class carriers cost about half as much as the Fords. Both classes also require an air wing (48-50 fighters, plus airborne early-warning planes, electronic warfare aircraft, and anti-submarine helicopters), which costs another $3.5 billion. Three years ago, the USS George H.W. Bush (CVN 77), the last of the Nimitz class carriers, successfully completed its sea trails and was accepted by the U.S. Navy. The Bush was ready for its first deployment in 2010.

At those costs, it should be no surprise that few other navies operate carriers at all, and none operate the size of carrier that the US Navy does. Build costs are rising rapidly, and although the Ford class will carry significantly fewer crew members, they’ll still be very expensive to operate.

The costs don’t end there, however, as all warships have limited lifespans. Disposal of the retired ships is another area where costs are headed ever higher:

Last year, the U.S. Navy decided to go back to the breakers (where ships are broken up for scrap). Four retired aircraft carriers (USS Constellation, USS Forrestal, USS Independence and USS Saratoga) were to be scrapped instead of sunk, or simply allowed to rust away while tied up. These ships were taken out of service between 1993 and 2003 and have been waiting since then while a decision was made on their disposition. But there are seven carriers waiting to be scrapped and the navy has an economic disaster on its hands. Keeping carriers in reserve costs $100,000 a year, but it can cost over a billion dollars to scrap one of them.

Since the 1990s, sending warships to the scrap yard has not been considered a viable alternative. It’s all about pollution, bad press and cost. The largest warship to be scrapped, the 45,000 ton carrier USS Coral Sea, took until 2000 (seven years) to be broken up. Thus the process is not only expensive, it takes a long time. Then the navy discovered that the cost of scrapping the carrier USS Enterprise would be close to a billion dollars. This was largely the result of lots more environmental and safety regulations. With so many navy ships (especially nuclear subs) being broken up in the 1990s, and all these new regulations arriving, the cost of disposing of these ships skyrocketed. This was especially true with carriers.

It gets worse. With the really vast number of single hull tankers being scrapped and large numbers of old, smaller-capacity container ships laid up and likely to be offered for scrap fairly soon, the market for difficult-to-scrap naval ships is going to shrivel, and the price for scrap steel will drop. Efforts to get the navy include the costs of disposal in the budget for lifetime costs has never caught on, and now it’s obvious why not. The real nightmare begins in 2013, when the first nuclear powered carrier (the 93,000 ton USS Enterprise) is to be decommissioned. The cost of dismantling this ship (and disposing of radioactive components) will be close to $2 billion.

Yet another death due to excessive concern for ‘elf an’ safety issues

Bagehot blogs about the unhealthy results of paying too close attention to the health and safety regulations:

[T]he Mail on Sunday ran an interesting feature this weekend about a different example of what certainly sounded like a health and safety overreaction. It told the tale of a man who drowned in a shallow boating pond in his local park, after suffering an epileptic seizure while feeding swans. A passer-by (a woman who was in charge of a small child so did not dare enter the pond) called the emergency services. But the first firemen to show up announced that they only had Level One training, for ankle-deep water, and needed to wait for a specialist team with Level Two training for chest-deep water. By the time that team arrived, the man had been floating in the pond for 37 minutes. While waiting for that specialist help, the same firemen also strongly urged a policeman not to attempt a rescue in the pond, even refusing to lend the policeman a life-vest. Then the policeman’s control room told him not to enter the water, as the victim had been in the pond so long that it was a body retrieval mission, not a rescue.

The MoS, which sent its reporter out into the same pond equipped with no more than rubber waders, called it a story that “shames Britain”. Certainly its photograph of the eventual retrieval of the poor victim’s body, featuring 25 separate emergency workers, an inflatable tent, several fire engines and a helicopter, is suggestive of an over-reaction after an under-reaction.

It is tempting to conclude that Britain has fallen into a serious problem with regulation, red tape and crippling risk-aversion. Certainly, the newspapers have recently been filled with all manner of depressing stories about pancake races being cancelled, policemen being urged not to pursue criminals onto roof tops, party bunting being outlawed or council workers refusing to mount shoulder-height step ladders to fix broken signs without logistical back-up once reserved for the cleaning of the Sistine Chapel ceiling.

All of which is sensible. You don’t have to be a wild-eyed libertarian to suspect that something has gone wrong with the management of risk in Britain. It is also depressing to see so many advertisements for ambulance-chasing lawyers, urging anyone who has had the smallest accident to sue. Anecdotally, members of parliament grumble about the role played by some insurance companies who hold special advice-sessions on liability for local councils, seeking to terrify them into taking out expensive cover and in the process filling the heads of municipal bosses with all manner of scare stories.

But listening to my rather cautious Jersey host, and reading the MoS report of the pond rescue, I found myself wondering if the British character may not also play a role. Read the report by Lord Young, or even the detail of the admirably comprehensive Mail report, and the rules themselves are sometimes less the problem than their interpretation. It turns out that emergency workers can break all sorts of health and safety rules when lives are at stake, without fear of prosecution, for example. And those guidelines on Level One and Level Two water training were intended for rescuers in fast-moving flood waters, the inquest into the pond case was told.

The palpable disappointment of discovering there isn’t a vast “denier” conspiracy

Ben Pile discusses the huge letdown for environmental activists that the Heartland Institute revelations merely revealed that there isn’t a huge, shadowy conspiracy to discredit them:

When internal documents from a libertarian think tank — the Heartland Institute, known for its sceptical views on climate change — were published on the internet recently, climate-change activists around the world were elated. The leak seemed to reveal the existence of a conspiracy to distort science and impede political progress on solving climate change, just as activists had claimed. But the celebrations turned sour when one of the documents turned out to be fake, and the remainder turned out to reveal nothing remarkable. Rather than telling us anything about organised ‘climate-change denial’, this silly affair reveals much more about environmentalists.

One of the endlessly recurring themes of the environmental narrative is — in the words of the man at the centre of the ‘Fakegate’ mess, water and climate researcher Peter Gleick — that an ‘anonymous, well-funded, and coordinated’ effort exists ‘to cast doubt on climate science’, and ‘muddy public understanding about climate science and policy’. According to this mythology, right-leaning think tanks are funded by big energy companies that are keen to protect their profits from environmental regulation.

There are two problems for environmentalists convinced by this mythology.

The first is that it has never been plausible. Large corporations do not suffer from regulation. They are simply able to pass costs on to the consumer. Moreover, regulation creates firm ground on which to base longer-term strategic decisions about capital investments. And finally, regulation creates opportunities for companies that are able to mobilise resources to enter new markets. Wind farms, for example, are not cottage industries. Regulation suits larger companies.

The second problem for environmentalists has been to demonstrate that the myth is anything more than a myth. An ongoing Greenpeace project launched in 2004, for instance, aimed to provide a ‘database of information on the corporate-funded anti-environmental movement’. However, the sums of money involved were paltry. According to Greenpeace, the Competitive Enterprise Institute, one of the most vilified organisations, had received just $2million from Exxon between 1998 and 2005. Yet between 1994 and 2005, total donations to Greenpeace amounted to over $2 billion. According to the greens’ conspiratorial narrative, a handful of conservative think tanks with relatively small resources were seemingly able to undo the campaigning of a host of huge international environmental NGOs, national governments, international agencies, and yes, corporate interests, whose combined resources were many, many thousands of times greater.

Matt Ridley reviews Watermelons by James Delingpole

In short, he likes it and thinks it deserves your attention:

With each passing year it becomes clearer that the cure for global warming is worse than the disease. While wind power and biofuels devastate ecosystems and economies, temperatures and sea levels rise ever more slowly, just as the greenhouse theory — minus feedbacks — predicts. As James Delingpole acutely observes, the true believers are left with a version of Pascal’s wager embodying a ‘dismally feeble grasp of cost-benefit analysis’: that, however unlikely it is, the potential cost of global warming is so high that anything is justified.

In keeping with that tradition, sometimes he goes too far. Before 2009, I had more sympathy for his targets. But the leaked emails of ‘Climategate’ — a word that Delingpole popularised — and the official whitewashes of that episode leave no doubt about the tactics that have been used by the climate orthodoxy to bully doubters and suppress dissent, while raking in money from carbon indulgences. This church deserves a rude Luther.

To Delingpole’s surprise as well as the reader’s, this book is not really about climate change after all. As he digs deeper into the writings of the Club of Rome and their ambitious disciples (such as John Holdren, science adviser to Barack Obama, and Maurice Strong, first director of the UN Environmental Programme, godfather of both the Rio Conference of 1992 and the Kyoto treaty of 1997, and deviser of the Earth Charter to replace the Ten Commandments — who moved to China at the moment that he was implicated in the Iraqi ‘oil for food’ scandal), Delingpole finds he cannot avoid an uncomfortable conclusion:

    Look, when I began researching this book, I thought it was going to be about Climategate and global warming — not some massive international plot to destroy Western Civilisation and replace it with some grisly New World Order based on rationed resources, enforced equality and the return of the barter system. Unfortunately, though, the weight of evidence was against me. So brazenly open are the leading ideologues of the green movement about their plans for New World Order, I’m not even sure the word ‘conspiracy’ properly applies.

The grand green faith has two commandments: that humanity is the problem not the solution; and that international central planning is the solution, not the problem.

David Friedman: The boy who cried wolf

Although it mentions the global warming debate, it’s really more about being skeptical in general:

A number of political commenters have compared the current Republican contestants unfavorably with Barry Goldwater. The current crop, we are told, are religious nutcases, or possibly pretending to be. Goldwater, on the other hand, was an intelligent and reasonable man, even if not on the right side of every issue.

I have been reading my parents’ autobiography, and recently got to the Goldwater campaign. Their description fits my memory. What we were being told then — by people almost none of whom could have done a competent job of explaining Goldwater’s positions or the arguments for them — was that he was a dangerous madman. There was even a piece by some large number of psychiatrists, none of whom had ever examined the candidate, explaining how crazy he was. And the TV ad with the little girl, the countdown, and the mushroom cloud.

I am not competent to judge the climate science behind global warming, but I am suspicious of orthodoxies pushed relentlessly in the popular media, orthodoxies that claim that everyone competent agrees on an urgent problem which requires drastic action immediately if not sooner. I remember when we were being assured that it was simply a scientific fact that overpopulation was the cause of poverty and a near term threat to our own well being, if not survival. Also when we were assured that the only way to get the poor countries of the world up to our level was central planning, if possible supported by generous foreign aid.

When I see news headlines about global warming having shrunk horses to the size of cats, along with a picture comparing a cat sized dog to a modern Morgan — you have to read down a bit to discover that the ancestral horses shrank to the size of cats from the size of dogs, from 12 pounds to 8 1/2 pounds, and spent tens of thousands of years doing it — I suspect that what I am seeing is driven at least as much by what people want other people to believe as by the evidence for believing it.

The dematerialization of the future

Matt Ridley reviews a new book by Peter Diamandis and Steven Kotler:

Economic growth is a form of deflation. If the cost of, say, computing power goes down, then the users of computing power acquire more of it for less—and thus attain a higher standard of living. One thing that makes such deflation possible is dematerialization, the reduction in the quantity of stuff needed to produce a product. An iPhone, for example, weighs 1/100th and costs 1/10th as much as an Osborne Executive computer did in 1982, but it has 150 times the processing speed and 100,000 times the memory.

Dematerialization is occurring with all sorts of products. Banking has shrunk to a handful of electrons moving on a cellphone, as have maps, encyclopedias, cameras, books, card games, music, records and letters — none of which now need to occupy physical space of their own. And it’s happening to food, too. In recent decades, wheat straw has shrunk as grain production has grown, because breeders have persuaded the plant to devote more of its energy to making the thing that we value most. Future dematerialization includes the possibility of synthetic meat—produced in a lab without brains, legs or guts.

The hardest economic question is, What comes next? What, in other words, are the new sources of economic value? How can businesses grow and our standard of living rise?

Sometimes the answer is simply more of the same. Growth comes from rolling out existing goods and services to new markets, until there’s a chicken in every pot and a car in every garage. This kind of progress may be hard to achieve, but you at least start with a clear notion of what it would look like.

That’s why catch-up economies like China today or South Korea in the past can grow so fast. Their businesses don’t have to figure out what to make or sell. They know what’s possible by looking abroad, and have a reasonable idea of what consumers, local or international, want to buy. Refrigerators and air conditioning are popular; so are shampoo and disposable diapers.

At the economic frontier, the hardest question gets much harder. You no longer have a clear vision of the future. You know neither what’s possible nor what people want. You can only guess. Starbucks or FedEx may sound obvious in retrospect, but they were once crazy ideas.

Tim Harford: The problem of “interdisciplinary problems”

Tim Harford recently visited Oxford Martin School to discuss the phenomenon of problems that are seen as intractable when viewed from within a “silo” or single discipline, but which yield solutions when approached in co-operation with multiple disciplines:

In academia, the challenge of encouraging interdisciplinary research is at least recognised as a problem. The advancing frontier of scientific knowledge forces most researchers to specialise in ever narrower fields and, as a result, collaboration between these silos is essential. I recently visited the Oxford Martin School, a seven-year-old initiative designed to foster cross-disciplinary projects at the University of Oxford. I talked to the school’s director, Ian Goldin, about the challenges of breaking down academic silos.

He thinks these silos are mostly artificial. Academic journals are largely specialised rather than interdisciplinary and official funding bodies shy away from interdisciplinary projects. The result is that academics with interdisciplinary interests have few ways to fund the research and few credible outlets for publishing the results. The Martin School has funding, but most of the researchers are either junior, with some freedom to experiment, or professors so senior they no longer need to worry about their publication record. The mid-career academics are missing. It is nice to hear the tenure system sometimes produces the hoped-for courage and independence, but not so nice that there is no career track for interdisciplinary researchers.

If problems are one focal point for collaboration, tools can be another. An example: systems needed to deal with the gigantic data sets generated in finance, astronomy and oceanography. Such tools naturally bring together computer scientists and the statisticians, economists and scientists who might use the data. Goldin points to “crowdsourcing” as a second example of a cross-disciplinary tool, complexity science as a third and (optimistically, I feel) practical ethics as a fourth.

Perhaps the real lesson is that promoting cross-disciplinary research need not require a mysterious blend of social-networking tools and funky collaborative architectural spaces. All that is sometimes required is a shared problem, or a shared set of tools, and, above all, the money to pay for the job to be done.

3D-print your own robot dinosaur

Over at The Register, there’s a discussion on the latest frontier in paleontology — Xeroxiraptors:

Dino-loving boffins in the US have embarked on their very own Jurassic Park-esque experiment to bring the actions of Earth’s favourite prehistoric lizards to life.

The researchers, from Philadelphia’s Drexel University, are using 3D printing to create dino-bones and then attaching artificial muscles and tendons to create dinosaur robots.

“Technology in paleontology hasn’t changed in about 150 years,” paleontologist Kenneth Lacovara said. “We use shovels and pickaxes and burlap and plaster. It hasn’t changed — until right now.”

The 3D printers build the dino-bones by repeatedly putting out thin layers of resin or another material to build up the object based on a digital design.

Peter Gleick’s career self-destruction

Megan McArdle’s post yesterday at The Atlantic on the further revelations in the Heartland Institute caper, where Peter Gleick’s confession of wire fraud is the central bit of news:

You receive an anonymous memo in the mail purporting to be the secret climate strategy of the Heartland Institute. It is not printed on Heartland Institute letterhead, has no information identifying the supposed author or audience, contains weird locutions more typical of Heartland’s opponents than of climate skeptics, and appears to have been written in a somewhat slapdash fashion. Do you:

A. Throw it in the trash

B. Reach out to like-minded friends to see how you might go about confirming its provenance

C. Tell no one, but risk a wire-fraud conviction, the destruction of your career, and a serious PR blow to your movement by impersonating a Heartland board member in order to obtain confidential documents.

As a journalist, I am in fact the semi-frequent recipient of documents promising amazing scoops, and depending on the circumstances, my answer is always “A” or “B”, never “C”.

It’s a gross violation of journalistic ethics, though perhaps Gleick would argue that he’s not a journalist — and in truth, it’s hard to feel too sorry for Heartland, given how gleefully they embraced the ClimateGate leaks. So leave ethics aside: wasn’t he worried that impersonating board members in order to obtain confidential material might be, I don’t know, illegal? Forget about the morality of it: the risk is all out of proportion to the possible reward.

Gleick has done enormous damage to his cause and his own reputation, and it’s no good to say that people shouldn’t be focusing on it. If his judgement is this bad, how is his judgement on matters of science? For that matter, what about the judgement of all the others in the movement who apparently see nothing worth dwelling on in his actions?

When skeptics complain that global warming activists are apparently willing to go to any lengths — including lying — to advance their worldview, I’d say one of the movement’s top priorities should be not proving them right. And if one rogue member of the community does something crazy that provides such proof, I’d say it is crucial that the other members of the community say “Oh, how horrible, this is so far beyond the pale that I cannot imagine how this ever could have happened!” and not, “Well, he’s apologized and I really think it’s pretty crude and opportunistic to make a fuss about something that’s so unimportant in the grand scheme of things.”

After you have convinced people that you fervently believe your cause to be more important than telling the truth, you’ve lost the power to convince them of anything else.

Tim Worstall responds to a Naomi Wolf panic-piece about the evils of nuclear power:

No love, there isn’t a scientific consensus that says that there is no safe level of radioactivity. Forget hormesis for a moment and just concentrate on the obvious fallacy of the statement. We’re all bombarded with radiation all the time. Everything from cosmic rays through to uranium in the soil to bananas and Brazil nuts. And while we do all fall down dead eventually we’re not all falling down dead from the radiation from these sources.

And then we get the great one:

    Then, Japan was hit by a tsunami, and the cooling systems of the Fukushima nuclear reactor were overwhelmed, giving the world apocalyptic images of toxic floods and floating cars, of whole provinces made uninhabitable.

Well, yes, the tsunami killed lots of people, indeed. And the failure of the nuclear plant has killed no one. So we’d better abolish tsunamis then, eh?

Finally, what’s wrong with the whole piece, indeed, the basic mode of thinking behind it, is that it is looking only at absolute risk, taking no account whatsoever or relative risk. If we decide that we actually do want to have electricity then we need to look at which system of producing the electricity we desire kills the fewest of us. And in that nuclear wins hands down. More Americans fall off the roof installing solar panels each year than have ever been kiled by civilian nuclear power in the US.

Oh, and coal fired power stations distribute more radiation around the world than nuclear power plants do as well.

The real problem with forcing employers’ insurance to pay for contraception

At the Adam Smith Institute blog, Tom Clougherty discusses the biggest problem with the current American debate over contraceptives and insurance coverage:

Now, I’m no Rick Santorum. I’m a fan of contraception. But there’s so much wrong with this story that it’s hard to know where to start. Should the government really compel you to buy a service from a private company? It’s probably better than the government nicking your money and providing that service themselves, but for a libertarian it still rankles. Then there’s the insensitivity to deeply-held religious conviction, which not only exposes the ‘liberal’ left’s inability to tolerate social mores that differ from their own, but also highlights the way big government inevitably tramples on diversity and choice with its one-size-fits-all monomania. And then there’s the idiot-economics which suggests that you can force a company to provide a service without anyone having to pay for it. In this case, assuming insurance companies can’t find a way of covertly passing on the cost of contraceptive cover to church-affiliated employers, then everyone else with insurance ends up footing the bills through higher premiums.

But perhaps the biggest problem is the one explained by Sheldon Richman in this Freeman article: contraception has nothing whatsoever to do with insurance.

    Insurance arose as a way for individuals to pool their risk of some low-probability/high-cost misfortune befalling them. It shouldn’t be necessary to point this out, but coming of child-bearing age and choosing to use contraception is not an insurable event. It’s a volitional act. It may have good consequences for the person taking the action and society at large, but it is still a volitional act. It makes no sense to talk about insuring against the eventuality that a particular person will use contraception.
