ISIS gets ultra-medieval on Iraqis

In the Daily Express, Adrian Lee reports on what happens to a town when ISIS takes over:

When the gunmen arrived in town one of their first tasks was to raid shops and confiscate every carton of cigarettes. The tobacco was loaded on to a truck and was soon burning on a giant pyre under the watchful eyes of the fanatics.

For residents in Raqqa near the border with Iraq in northern Syria this display of power was just a taste of life to come under Isis. Within days the radical Muslim group that is bulldozing through the region had decreed that women could not raise their voices in public or walk at a late hour without a male chaperone.

From elsewhere have come horrific stories of brutality including the alleged filming of mass executions. Now this group controls half of Iraq and is knocking on the door of the capital Baghdad.

Led by a man who has been described as the new Osama Bin Laden, the aim of Isis is a new Muslim state straddling Syria and Iraq, which is to be run under ultrastrict sharia law.

For anyone stepping out of line the punishments are harsh. Isis believes in crucifixion and the amputation of limbs for criminal acts. It’s claimed that to set an example the heads of their dead enemies are boiled in oil.

It is a return to the Dark Ages last witnessed when the Taliban joylessly governed Afghanistan.

ISIS is enforcing a particularly grim and joyless form of religious and social behaviour:

Singing and dancing are banned along with alcohol, cigarettes and the popular hookah pipe.

“Songs and music are forbidden in Islam as they prevent one from the remembrance of god and the koran and are a temptation and corruption of the heart,” according to a statement issued by Isis.

“Every smoker should be aware that with every cigarette he smokes in a state of trance and vanity he is disobeying god.”

Shop owners are forbidden from displaying images of people in their windows and ordered to close 10 minutes before prayer time. It’s also considered a sin to build elaborate tombstones. Under Islamic law death is final and resting places should be unadorned.

ISIS displays mastery of modern social media recruiting techniques

Lara Prendergast on the successful techniques of recruiting-by-social-media being used by ISIS propagandists:

Yesterday evening, I returned home, made a cup of tea and slumped down to catch up on the day’s news. A piece on Twitter caught my eye. Posted by Channel 4, it was titled ‘#Jihad: how ISIS is using social media to win support‘. Click. Soon I was learning about how ISIS was calling for global support via a sophisticated social media campaign, branded the ‘one billion campaign’. Click, click. Onto YouTube, where I found graphic videos recorded and uploaded by ISIS members. Click, click, click. Ten minutes later, and I was on Twitter, being recruited by jihadis to come join them.

Clearly, I am not about to head to Syria or Iraq. But I was struck by how quickly I found material asking me to show support and help the cause. If I was an impressionable young Muslim man, perhaps I would have found it alluring. I came across a podcast uploaded by the British jihadi Abu Summayyah al-Britani, which suggested that fighting in Syria was better than playing Call of Duty.

The imagery ISIS promotes is also absorbing, in a dark, sinister way. The black and white flag is the new Jolly Roger; balaclavas and AK47s the new uniform. ‘Come fight with us, brother’ it screams. It looks dangerous and exciting. This belligerent propaganda has zipped round the world at an unprecedented speed. It’s a potent mix of graphic imagery and piratic behaviour blended with a fanatical message. It’s hard not to look, no matter how much you try.

The Islamic version of the Thirty Years’ War

One of the most destructive wars in Europe ran from 1618 to 1648 and involved the repeated devastation of much of central Europe. The term “Thirty Years’ War” is a convenient term for the series of overlapping and interlinked conflicts between and among the combatants originally religious in nature (Protestant versus Catholic) and later becoming more of a struggle for political control (Wikipedia‘s entry covers most of the issues).

In the Spectator, Douglas Murray says this is a good model to help us understand what is happening right now in the middle east:

Syria has fallen apart. Major cities in Iraq have fallen to al-Qa’eda. Egypt may have stabilised slightly after a counter-coup. But Lebanon is starting once again to fragment. Beneath all these facts — beneath all the explosions, exhortations and blood — certain themes are emerging.

Some years ago, before the Arab ‘Spring’ ever sprung, I remember asking one top security official about the region. What, I wondered, was their single biggest fear? The answer was striking and precise: ‘That the region will clarify.’ That is a fear which now appears to be coming true.

The Middle East is not simply falling apart. It is taking a different shape, along very clear lines — far older ones than those the western powers rudely imposed on the region nearly a century ago. Across the whole continent those borders are in the process of cracking and breaking. But while that happens the region’s two most ambitious centres of power — the house of Saud and the Ayatollahs in Iran — find themselves fighting each other not just for influence but even, perhaps, for survival.

There are those who think that the region as a whole may be starting to go through something similar to what Europe went through in the early 17th century during the Thirty Years’ War, when Protestant and Catholic states battled it out. This is a conflict which is not only bigger than al-Qa’eda and similar groups, but far bigger than any of us. It is one which will re-align not only the Middle East, but the religion of Islam.

Over the last decade, many people have “explained” the unsettled and unstable situation among the various middle eastern Islamic states by pointing out that Islam never went through the sort of wrenching religious/political upheaval like the Protestant Reformation in Europe. We may actually be seeing this process live right now.

Game of Thrones lessons learned by ISIS

I haven’t been watching Game of Thrones, but I’ve seen enough of it that James Delingpole‘s observations seem rather accurate:

Consider some of the Isis footage now doing the rounds on the internet. One video is filmed from the point of view of some young men in car, driving along a highway outside a town somewhere in northern Iraq, looking for cars to shoot up with their AK-47s. The innocent drivers clearly aren’t expecting this. By the time they’re aware what’s going on, it’s too late: soon, their bullet-riddled cars are veering off the roads, their dead or wounded drivers slumped at the wheel. Next, eager as puppies, out pop the jihadis to inspect the damage, gleefully filming their dying victims and then finishing them off. It’s like an episode of Grand Theft Auto Mosul, only acted out for real.

What kind of mindset do you need to carry out this kind of barbaric violence? Well I hesitate to say a “Medieval” one because then the Medievalists get all upset. But let’s agree shall we that it is a mindset almost completely alien to Western Judeo-Christian culture. Yes, there are exceptions to every rule: the obvious one being Germany in World War II. At the risk of crudely generalising though, I’d say that however much society breaks down in the West I can’t ever see any of us reaching the point where we start machine gunning road users just for the sheer hell of it, any more than I can ever imagine us beheading or crucifying prisoners. We got all that stuff out of our system, over the centuries, in a succession of savage conflicts like the Thirty Years War and the Wars of The Roses.

It’s from the Wars of the Roses, of course, that George RR Martin gets a lot of his gory detail, including the kill-or-be-killed mindset of his protagonists. They don’t think like us because they don’t enjoy the luxury of living in a society as advanced as ours. What to us might seem like basic human decency would strike the Game of Thrones protagonists as fatal weakness. Hence, for example, the House Bolton’s practice of flaying its prisoners: a) a dead enemy is never going to kill you and b) it so terrifies your foes that — as Isis have found in Iraq — they would rather flee for their lives than face you in battle.

This kind of insight is, I’m sure, one of the main reasons why Game of Thrones has grown to achieve its status as unmissable, landmark television. Yes, of course, the fine acting, great locations, pert breasts and CGI dragons are a big draw too. But what really makes it stick out is that, unlike almost any other fiction set in the past, it chooses not to imbue its characters with the liberal values of the present. This brutal honesty is at once exhilaratingly novel but also deeply unsettling, for it opens a window onto a world where people may look like us and apparently share the same hopes, dreams and fears as us, but where the progressive pieties to which we’ve become accustomed in the post-war years simply don’t apply. Not only do they not apply but they actually look foolish, counterproductive, suicidal.

Don’t expect to see Canadian involvement in Iraq

Paul Wells outlines why nobody is expecting a new Canadian commitment to addressing the situation in Iraq:

The United States is sending hundreds of troops, maybe more, to Baghdad as chaos in Iraq mounts. Canada, John Baird told the Commons today in a 35-second response to a planted question, isn’t. The foreign minister and the prime minister needn’t worry about having to explain themselves further on Iraq, as the Conservative government’s policy of concerned distance from the mess puts it in pretty good harmony with the opposition New Democrats, the Liberals, and Stephen Harper’s predecessor Jean Chrétien.

I don’t follow Canadian-Iraqi relations overly closely, so I was surprised on Monday when DFAT-D announced it was pulling Canada’s chargé out of Baghdad, leaving no Canadian diplomatic presence there. Turns out we don’t have an embassy in Iraq after eight years of Conservative government. Our ambassador to Iraq lives and works in Jordan. The chargé who’s been asked to leave for her safety was first posted there a year ago. And though there were several reports in Iraqi media last autumn to the effect that a full embassy would open in Baghdad this year, there’s been no follow-up and I’m not sure how much credence to give the original reports. For one thing they all misspell the Canadian amabassador’s name. […]

The absence of a full ambassador in Iraq is a tell, and what it indicates is what you suspected: the prime minister is less excited than he used to be about the potential benefits of military intervention in Iraq. We have to look for hints like this because nobody has seen fit to walk us through Stephen Harper’s reasoning.

The evolution of Harper’s thinking on Iraq, and on military matters generally, would be fascinating to investigate. It’ll all have to await his memoirs, if any. You could put a good face on things by concluding quite simply that he learns from events: having delivered far more phone calls to the families of soldiers who died in Afghanistan than he’d planned to, and having learned for himself what an amazing schmozzle any war and (to a lesser but still substantial degree) any equipment procurement becomes, he’s decided to do less by military than he once wanted to. The scale of military cutbacks is getting noticed, although again that leaves Harper vulnerable on his right flank, where there are no opposition parties.

When “victory” isn’t an end-game option

Clive Crook talks about the strengths and weaknesses of US foreign policy for Bloomberg View:

As Iraq unravels, a painful truth about U.S. politics and foreign policy is becoming more evident: The U.S. is very good in all-or-nothing situations, but all-or-nothing situations don’t often arise.

This is a country that can and will meet existential threats with unity of purpose and vast resources. In this regard, even now, it stands alone. Few threats rise to that level. Lesser dangers can still be serious, without commanding or justifying that kind of response. Precisely for that reason, they put greater stress on democratic politics, and U.S. politics seems ever less able to cope.

Cordesman’s advice on conducting “non-wars against non-terrorists” boils down to this: Lower your expectations and be patient. In many countries, that way of thinking is of necessity the default. In the U.S., it isn’t. Americans want victory, and they want it now. And if they can’t win, they ask, why get involved at all?

In the foreseeable future, there’ll be no victory against jihadism. That’s partly because it doesn’t pose enough of a threat to justify total war against it. Yet the idea that jihadism poses no threat to the U.S. and can simply be ignored is risible. The danger can’t be crushed; it can only be managed. This means confronting it intelligently and patiently — with allies wherever possible, and always measuring the (uncertain) benefits of action against the (uncertain) costs.

“Mission accomplished” illustrates what Cordesman calls the end-state fallacy — the idea that deep-seated conflicts can be brought neatly to an end. So does President Barack Obama’s remark on the U.S. withdrawal from Iraq in 2011: “We’re leaving behind a sovereign, stable and self-reliant Iraq.”

Another fallacy is to organize policy around the idea that every conflict has a good side and a bad side. Foreign policy isn’t a morality play. Nouri al-Maliki in Iraq and Hamid Karzai in Afghanistan exemplify this second error. Perhaps, at the time, both men were better than the alternatives. Even if they were, they were bound to remain part of the problem.

Defense One‘s guide to ISIS

The Islamic militant group ISIS didn’t come from nowhere, but most of us only started hearing about them quite recently. Defense One has a guide to the group that has been tearing up Iraq:

Islamic State in Iraq and Greater Syria (ISIS), a predominantly Sunni jihadist group, seeks to sow civil unrest in Iraq and the Levant with the aim of establishing a caliphate — a single, transnational Islamic state based on sharia. The group emerged in the ashes of the U.S.-led invasion to oust Saddam Hussein as al-Qaeda in Iraq (AQI), and the insurgency that followed provided it with fertile ground to wage a guerrilla war against coalition forces and their domestic allies.

After a U.S. counterterrorism campaign and Sunni efforts to maintain local security in what was known as the Tribal Awakening, AQI violence diminished from its peak in 2006–2007. But since the withdrawal of U.S. forces in late 2011, the group has increased attacks on mainly Shiite targets in what is seen as an attempt to reignite conflict between Iraq’s Sunni minority and the Shiite-dominated government of Prime Minister Nouri al-Maliki. Burgeoning violence in 2013 left nearly eight thousand civilians dead, making it Iraq’s bloodiest year since 2008, according to the United Nations. Meanwhile, in 2012 the group adopted its new moniker, ISIS (sometimes translated as Islamic State of Iraq and the Levant, or ISIL) as an expression of its broadened ambitions as its fighters have crossed into neighboring Syria to challenge both the Assad regime and secular and Islamist opposition groups there. By June 2014, the group’s fighters had routed the Iraqi military in the major cities of Fallujah and Mosul and established territorial control and administrative structures on both sides of the Iraqi-Syrian border.

At odds with al-Qaeda’s aims, ISIS has since expanded its territorial control, establishing a “de facto state in the borderlands of Syria and Iraq” that exhibits some of the traditional markers of sovereignty, note Douglas A. Ollivant and Fishman. Beyond fielding a militia, it provides limited services and administers its ultraconservative brand of justice. Much of Anbar province has remained outside the central government’s authority since January 2014, and in June, ISIS wrested control of Mosul and its environs after the army, hobbled by desertions, retreated overnight. The takeovers highlighted Baghdad’s weakness: In Fallujah, Maliki called on Sunni tribesmen to resist ISIS, and in Mosul, which had been considered a model for the surge and Awakening, he called on the Kurdish security forces, the Peshmerga, to do the same.

Insurgents’ consolidation of territorial control is a concern for the United States, which believes such areas outside of state authority may become safe havens for those jihadis with ambitions oriented toward the “far enemy” — the West. The Obama administration has responded to the regional resurgence by increasing the CIA’s support for the Maliki government, including assistance to elite counterterrorism units that report directly to the prime minister, and providing Hellfire missiles and surveillance drones. After Iraqi forces retreated from Mosul, the insurgents who routed them released more than one thousand prisoners and picked up troves of U.S.-supplied matériel.

CANSOFCOM develops habit of secrecy, even for events in the news

David Pugliese says CANSOFCOM remains unwilling (or unable) to discuss things that even our allies talk about publicly:

I’m not sure what’s happening at the Canadian Special Operations Forces Command (CANSOFCOM) these days. The command used to be open to the extent it could, particularly on non-classified issues like international exercises. In the old days that would have openly talked about Exercise Eager Lion, the annual exercise in Jordan. This year’s exercise includes countries from five different continents and more than 12,500 participants. The exercise provides multilateral forces with the opportunity to promote cooperation and interoperability among participation forces, build functional capacity, practice crisis management, and enhance readiness, according to Jordan’s military.

I asked CANSOFCOM about the training going on in Jordan (it had been reported by CTV) and was told the command couldn’t talk about it.

But thankfully the U.S. military understands what true OPSEC is about as well as the value of publicity. The article below is from the U.S. military public affairs (by Sgt. Melissa Parrish, with her photos as well).

QotD: Understanding the Koran

The Koran is pretty contradictory. That’s because it was written by Muhammad at different stages in his career as a would-be world conqueror. In the initial stages of his inventing Islam, he presented it as a moral system and a warning. The first chapters of the Koran read a lot like parts of the Bible, especially Jesus’ sermons: repent for judgment is at hand. It condemns immoral behavior and calls for repentence. Then, as Muhammad gained followers and began his series of military campaigns to conquer all surrounding areas in the name of his new religion, the themes shifted.

Now it was all about defeating and subjugating the wicked. About how Muslim warriors are the hand of Allah on earth and fighting against the evil unbeliever who will be punished. Here instead of a call for personal repentance there are calls for conquest and destruction, slaughtering the wicked and cutting the heads off of those who will not submit or convert.

Then, having beaten almost everyone and in power, the tone shifts again. The last parts of the Koran are about how to govern, how to live, what to do in minute detail down to what hand to eat with, and information on how to live with the wicked Jew and Christian who are so close to Islam. The calls for death and conquest are subdued and fade away in this last bit, but complaints about women and how to keep them under control are pretty much the exclusive content of the last few chapters.

Now, Muslims say that there is a principle where older parts of the Koran are understood or replaced by the newer; so if there’s a conflict between part A and part C, the part C bits are the ones you follow.

But then it gets complicated. Because the Hadith is a collection of stories allegedly about Muhammad from his life, collected anecdotes, quotes, information, and tales of his life that are then used to interpret the Koran and create Islamic law with. And these can wildly differ, conflict with, and even completely contradict each other.

To make matters worse, for a thousand years or so, different Sharia Courts and Imams have been making official proclamations about Islam that are not just suggestions but absolute total voice-of-Allah law of Islam and the countries that it controls.

And these, too, can be totally at odds. So its a horrible contradictory mess of conflicting absolutes all claiming to be the total voice of Allah. And, as Muhammad himself allegedly said, Allah changes his mind sometimes, that’s why the conflicts in his writings.

The end result is that Islam can be honestly portrayed as both peaceful and opposing horrible violence against people … and violent conquerors out to behead anyone who disagrees. Because both are true.

Conspiracy theorist’s festival day

Matt Welch on the last few decades that paved the way for a re-expansionist Russia:

On September 10, 1990, U.S. President George Bush and Soviet President Mikhail Gorbachev issued a simple and remarkable joint statement. “We are united in the belief that Iraq’s aggression must not be tolerated,” the former Cold War opponents declared after a seven-hour meeting in Helsinki to discuss Saddam Hussein’s annexation of Kuwait. “No peaceful international order is possible if larger states can devour their smaller neighbors.”

Observers understood immediately the historical significance of two previously antagonistic superpowers agreeing on the principle that countries cannot swallow one another. What was less obvious at the time is that the moment would look like science fiction from the perspective of the future as well.

President Bush — we did not need to differentiate him as “H.W.” back then — was so giddy about the prospects of rules-based global cooperation that on the not-yet-portentous date of September 11, 1990, he gave an unfortunate name to the concept during an address to a joint session of Congress: new world order.

“Most countries share our concern for principle,” he asserted. “A new partnership of nations has begun, and we stand today at a unique and extraordinary moment. The crisis in the Persian Gulf, as grave as it is, also offers a rare opportunity to move toward an historic period of cooperation. Out of these troubled times, our fifth objective — a new world order — can emerge: a new era-freer from the threat of terror, stronger in the pursuit of justice and more secure in the quest for peace. An era in which the nations of the world, east and west, north and south, can prosper and live in harmony. […] A world where the rule of law supplants the rule of the jungle. A world in which nations recognize the shared responsibility for freedom and justice. A world where the strong respect the rights of the weak.”

Because “new world order” sounded creepy and was already a phrase used by conspiracists worried about one-world government, Bush’s larger point got washed away in the ensuing brouhaha. But terminology aside, the creation of an international taboo against subsuming weaker countries was a worthwhile endeavor.

More on that “cultural appropriation” meme

A couple of days back, I linked to a Salon article where an Arab woman was expressing her anguish and hurt that non-Arabs were appropriating belly dancing and how this was something she just couldn’t stand to see. Eugene Volokh responds in the Washington Post, asking “What would Salon think of an article called, ‘Why I can’t stand Asian musicians who play Beethoven’?”:

Appropriation — the horror! People treating artistic genres as if they were great ideas that are part of the common stock of humanity, available for all humanity to use, rather than the exclusive property of some particular race or ethnic group. What atrocity will the culturally insensitive appropriators think of next? East Asian cellists? Swedish chess players? The Japanese putting on Shakespeare? Jews playing Christians’ Christian music, such as Mozart’s masses? Arriviste Jewish physicists using work done for centuries by Christians? Russian Jews writing about Anglo-American law? Indians writing computer programs, using languages and concepts pioneered by Americans and Europeans? Japanese companies selling the most delicious custard cream puffs? Shame, shame, shame.

But, wait: Maybe — and I know this is a radical thought — artists, whether high or low, should be able to work in whatever artistic fields they want to work in. Maybe they should even be able to work in those fields regardless of their skin color or the place from which their ancestors came.

Maybe telling people that they can’t work in some field because they have the wrong color or ancestry would be … rats, I don’t know what to call it. If only there were an adjective that could be used to mean “telling people that they mustn’t do something, because of their race or ethnic origin.”

White belly dancers are “appropriating” inappropriately, says Salon writer

That vast invisible knapsack of white privilege is even deeper and more capacious than we thought: Randa Jarrar writes that the sight of white belly dancers is something she cannot stand:

Google the term “belly dance” and the first images the search engine offers are of white women in flowing, diaphanous skirts, playing at brownness. How did this become acceptable?

The term “belly dance” itself is a Western one. In Arabic, this kind of dance is called Raqs Sharqi, or Eastern dance. Belly dance, as it is known and practiced in the West, has its roots in, and a long history of, white appropriation of Eastern dance. As early as the 1890s in the U.S., white “side-show sheikhs” managed dance troupes of white women, who performed belly dance at world’s fairs (fun trivia: Mark Twain made a short film of a belly dancer at the 1893 fair). Many white women who presently practice belly dance are continuing this century-old tradition of appropriation, whether they are willing to view their practice this way or not.

“It’s Arab face,” my friend Nadine once said, pointing at an invitation from a white acquaintance of hers. The invitation was printed on card stock and featured the woman and a dozen of her white friends dressed in Orientalist garb with eye makeup caked on for full kohl effect and glittery accessories. We wanted to call these women up and say, “How is this OK? Would you wear a dashiki and rock waspafarian dreads and take up African dance publicly? Wait,” we’d probably say, “don’t answer that.”

The most disturbing thing is when these women take up Arabic performance names — Suzy McCue becomes Samirah Layali. This name and others like it make no sense in Arabic. This, in my estimation, completes the brownface Orientalist façade. A name. A crowning. A final consecration of all the wrongs that lead up to the naming.

Women I have confronted about this have said, “But I have been dancing for 15 years! This is something I have built a huge community on.” These women are more interested in their investment in belly dancing than in questioning and examining how their appropriation of the art causes others harm. To them, I can only say, I’m sure there are people who have been unwittingly racist for 15 years. It’s not too late. Find another form of self-expression. Make sure you’re not appropriating someone else’s.

Obama’s Netanyahu media ambush claims one casualty – the peace process

Jonathan Tobin identifies the problem with President Obama’s pre-emptive media strike against Israeli Prime Minister Netanyahu:

President Obama may have thought he was being very clever ambushing Prime Minister Netanyahu with scathing comments about Israeli policies that would be published just before he arrived in the United States for a meeting at the White House and to speak at the annual conference of the American Israel Public Affairs Committee (AIPAC). By slamming Netanyahu’s policies as the primary, if not the sole obstacle to peace in the Middle East, in the now infamous interview with Bloomberg’s Jeffrey Goldberg, the president put the Israeli on the defensive and undermined his attempts to rally support for his positions with both AIPAC members and Congress. That should also have made it more difficult for Netanyahu to resist American pressure to make concessions to the Palestinians in order to help the negotiations sponsored by Secretary of State John Kerry succeed. But the president’s move had to leave those who have actually been following the talks with the Palestinians scratching their heads.

Kerry’s current objective is to get both parties to agree to a framework for continued talks. As has been widely reported, Netanyahu has already signaled his consent to the framework even though he and his Cabinet have grave misgivings about where the talks may eventually lead. By contrast, the Palestinians have repeatedly and publicly rejected the framework. The Palestinians have angrily rejected the framework’s requirement that they recognize Israel as a Jewish state, which is to say they agree to end the conflict rather than merely pause it. They also reject the West Bank security guarantees included in the framework even though it also contains their basic demands about a Palestinian state whose borders will be based on the 1967 borders while leaving open the possibility of territorial swaps. In other words, the Israelis have already given Kerry what he wanted while the Palestinians have done the opposite. Yet Obama still treats Israel as the truant and lauds Palestinian Authority leader Mahmoud Abbas as a trustworthy warrior for peace even though his government is a font of incitement for hatred against Jews and Israelis and he has repeatedly rejected every previous offer of statehood because he and his people remain unable or unwilling to recognize the legitimacy of a Jewish state no matter where its borders are drawn.

By speaking in this manner about Israel, Obama has pleased the Palestinians, Netanyahu’s Jewish critics and Israel-bashers everywhere. But it will also do something else that perhaps the president never intended. He has killed any chance that Kerry’s peace talks could possibly succeed.

The problem isn’t Israel (although they’ve made the situation tougher to resolve in several ways): the problem is that no Palestinian leader dares to accept any proposal that explicitly accepts Israel’s right to exist. If Abbas agreed to that, Abbas himself would probably cease to exist in short order. Arafat at the height of his power didn’t dare to take that step, and no Palestinian leader since Arafat has had as much control, power, or influence among the factions and groups that loosely form Palestine politically. This is known to the American government — it can hardly be much of a secret — but for political reasons it can’t be stated. If one side cannot possibly agree, then in the looking glass world of diplomacy, you must berate the other side for their intransigence. It doesn’t matter who is President … this is the reality that must be ignored or wished away (because it’s not going away on its own).

Polygamy and the inevitable “bachelor herd”

William Tucker suggests that societies that practice polygamy will always produce a violent fringe of men too poor or too powerless to have even a chance of marriage (or any kind of stable relationship with women):

Polygamy? What does that have to do with anything? Am I suggesting that because some minor sheik outside Baghdad takes two wives, two young Muslim brothers in Massachusetts feel compelled to blow up the Boston Marathon?

Well, yes. In any human society there are approximately the same number of men and women. Under monogamy, which limits each man to one wife, everyone gets a fair chance to marry. When powerful and successful men are allowed to take more than one wife, however, as they are in a polygamous society, this creates a pool of unsuccessful men at the bottom of society who are constantly in conflict with the system.

The history of Islam has been one continuous story of rebel groups off in the desert and deciding that the religion being practiced by the authorities and their harems back in the cities is not the “true Islam.” They come crashing back upon the palaces, overthrowing the leaders (no Ottoman Sultan ever died of natural causes) and establishing a new regime that is just like the old one, where powerful are allowed to take multiple wives.

The fruits of polygamy are visible all over the Middle East. Because women are always in short supply, families can charge a “bride price” to any man who wants to marry their daughter. Because daughters are now worth money, they must be veiled and sequestered so they don’t run off with some callow youth. Older men desperate for wives push down into younger and younger cohorts of the population. Marriages between 35-year-old men and 13-year-old girls become common. […]

But the main product of polygamy is a population of angry young men who are ripe recruits for terrorism. The Koran supposedly limits a man to four wives but in countries where there are vast disparities of wealth this is routinely violated. Osama bin Laden’s father, a successful Saudi businessman, had 22 wives and 54 children. The unbalance between unmarried men and the available women in Saudi Arabia is the highest in the world.

Poll on women’s head coverings in Islamic countries

An important issue in the Muslim world is how women should dress in public. A recent survey from the University of Michigan’s Institute for Social Research conducted in seven Muslim-majority countries (Tunisia, Egypt, Iraq, Lebanon, Pakistan, Saudi Arabia and Turkey), finds that most people prefer that a woman completely cover her hair, but not necessarily her face. Only in Turkey and Lebanon do more than one-in-four think it is appropriate for a woman to not cover her head at all in public.

The survey treated the question of women’s dress as a visual preference. Each respondent was given a card depicting six styles of women’s headdress and asked to choose the woman most appropriately outfitted for a public place. Although no labels were included on the card, the styles ranged from a fully-hooded burqa (woman #1) and niqab (#2) to the less conservative hijab (women #4 and #5). There was also the option of a woman wearing no head covering of any type.

Overall, most respondents say woman #4, whose hair and ears are completely covered by a white hijab, is the most appropriately dressed for public. This includes 57% in Tunisia, 52% in Egypt, 46% in Turkey and 44% in Iraq. In Iraq and Egypt, woman #3, whose hair and ears are covered by a more conservative black hijab, is the second most popular choice.

Update: Of course, no discussion of the oppression of women in other countries can be considered complete until we’ve managed to find an angle where Western culture is significantly worse:

Studies have found that the average woman in the UK spends £26,500 on her hair over her lifetime, with 25% of respondents saying they would rather spend money on their hair than food. And women don’t just spend serious money on their hair, they spend serious time on it. On average, British women spend just under two years of their lives styling their hair at home or in salons.

Whether it’s covered by a veil or coloured by Vidal Sassoon, hair is a feminist issue. Indeed, hair is so bound up with ideals of femininity that, to some degree, the measure of a woman is found in the length of her hair. In the semiotics of female sexuality, long hair is (hetero)sexual, short hair is non-sexual or homosexual, and no hair means you’re either a victim or a freak. When Natalie Portman shaved her head for a film role she summed up these stereotypes with the observation that: “Some people will think I’m a neo-Nazi or that I have cancer or I’m a lesbian.” But Portman also added: “It’s quite liberating to have no hair.”

In a sense, women’s hair in the west functions as it’s own sort of veil, one which most of us are unconsciously donning. The time and money women spend on their hair isn’t just the free exercise of personal preferences, it’s part of a broader cultural performance of what it means to be a woman; one that has largely been directed by men. Rather than fixating on what the veil means for Muslim women, then, we should probably spend a little more time thinking about our own homegrown veils. Because it’s still an unfortunate fact that, across the Muslim and non-Muslim world, women are often judged more by what is covering their head that what is in it.
