The PR problem of NASA

L. Neil Smith explains why and how NASA has managed to become so uninspiring (hint: it was deliberate).

The truth is, there are three kinds of people in the world, those to whom traveling to, landing on, settling, and terraforming the planet Mars requires no explanation, those for whom no explanation of any kind will ever suffice, and those who remain to be convinced.

Our job in that respect really amounts to putting the romance back into space exploration that the National Aeronautics and Space Administration carefully throttled out of it over the past half century. I think their secret motto was, “If you’re having any fun, you’re not doing it right.”

All that time, NASA and its supporters seemed to be asking desperately, why is the American public losing interest in what we’re doing? But the answer was in the mirror before them. In a desperate bid for false respectability, in a misplaced desire not to evoke visions of Flash Gordon or Buck Rogers or Captain Video, they ended up not evoking any visions at all, and thereby destroyed any reason for the average individual, the average man, woman, or child, to support their program.

I have also come to think — very reluctantly, believe me — that there has been a secret agenda, probably in echelons much higher than NASA itself, to prevent that average individual from ever getting into space, which may be why they opposed the whole “space tourism” idea so hysterically.

The ever-expanding role for women in the military

The growing number of women in the military is largely driven by the need for people with scarce skills. Since most (over 80 percent) of military jobs have little, or nothing, to do with combat, if you can’t find enough qualified men, you can recruit women. This is especially true in the West, where females tend to be better educated than males. Thus women comprise about ten percent of the troops in Western armed forces. In the United States this is 15 percent for active duty troops, and 18 percent for the reserves. Civilian contractors, who are taking back some of the military jobs they performed for thousands of years, have an even higher percentage of females.

All this reflects growing female participation in the post-agricultural economy. We tend to forget that as recently as the 19th century, 90 percent of humanity were engaged in agriculture. It had been that way for thousands of years. With industrialization, women began to stay at home with the kids, and no longer work the same jobs (as they did in agriculture) with their husbands. But in the last sixty years, women have returned to their traditional place in the economy.

This current trend in using women and contractors are actually a return to the past, when many of the “non-combat” troops were civilians. Another problem is the shrinking proportion of troops who actually fight. A century ago, most armies comprised over 80 percent fighters and the rest “camp followers (support troops) in uniform.” Today the ratio is reversed, and therein resides a major problem. Way back in the day, the support troops were called “camp followers,” and they took care of supply, support, medical care, maintenance and “entertainment” (that’s where the term “camp follower” got a bad name). The majority of these people were men, and some of them were armed, mainly for defending the camp if the combat troops got beat real bad and needed somewhere to retreat to.

One of the great revolutions in military operations in this century has been in the enormous increase in support troops. This came after a sharp drop in the proportion of camp followers in the 18th and 19th centuries. Before that it was common for an army on the march to consist of 10-20 percent soldiers and the rest camp followers. There was a reason for this. Armies “in the field” were camping out and living rough could be unhealthy and arduous if you didn’t have a lot of servants along to take care of the camping equipment and help out with the chores. Generals usually had to allow a lot of camp followers in order to get the soldiers to go along with the idea of campaigning.

Only the most disciplined armies could do away with all those camp followers and get the troops to do their own housekeeping. The Romans had such an army, with less than half the “troops” being camp followers. But the Romans system was not re-invented until the 18th century, when many European armies trained their troops to do their own chores in the field, just as the Romans had. In the 19th century, steamships and railroads came along and made supplying the troops even less labor intensive, and more dependent on civilian support “troops.” The widespread introduction of conscription in the 19th century also made it possible to get your “camp followers” cheap by drafting them and putting them in uniform.

Measuring the effectiveness of your charity organization by how they allocate their spending

You’re a generous person, I can tell. But how much do you think about the effectiveness of your charitable donations? One handy way to size up a charity is to pay attention to how much money it spends on overheads such as administration and fundraising, rather than frontline do-gooding. There’s only one small problem: this ready reckoner is enormously misleading.

For people who think about the effectiveness of charities, this insight is not news. Givewell, a charity that evaluates the effectiveness of other charities, complained five years ago about the “pervasive attitude that nonprofits need to get all their money right to the needy, and do all their administration on the cheap”. Dean Karlan, an economics professor and co-author of More Than Good Intentions, analysed Givewell’s recommendations and found that outstanding charities tended to spend more money, not less, on administration and fundraising.

Caroline Fiennes, author of a new book, It Ain’t What You Give, It’s The Way That You Give It, explains that fundraising costs tend to be determined by donors — who can generous or stingy, ignorant of the cause or conscious of it. Meanwhile, administration costs could include efficient logistics, accounting or purchasing systems — plus paying for rigorous evaluation.

A possible solution to Canada’s long, long search for new search-and-rescue aircraft

Here’s the back story: For nearly a decade, the Department of National Defence has had cabinet approval to go out and spend $3.1 billion on new search-and-rescue planes. That’s a big contract and several aircraft vendors wanted to win that deal.

Aircraft makers and their lobbyists knew which buttons to push within DND but also at other key government departments such as Public Works and Government Services and at Industry Canada.

The goal of the lobbyists was to rig the bid so only their plane could win.

Pulled eight ways to Sunday by the heavy lobbying, the bureaucrats at three departments kept pushing pieces of paper at each other but never got close to making some purchase decisions.

Now, with the possibility that the search-and-rescue purchase process could be tied up in the bureaucracy for yet another year (followed by delivery of planes years after that!) the government may be ready to slice through this Gordian Knot and simply turn to our American allies to pick up most of their fleet of C-27 Spartans.

Apparently one of the remaining hurdles to be cleared is that the manufacturer of the Spartan aircraft, Alenia Aermacchi, is trying to prevent the sale and is even threatening not to provide spare parts or service to any country that buys the aircraft from the US. I have no idea why, but I’m sure there’s a reason for it.

Veterans Affairs to face disproportionally big cuts in federal budget

That’s what Sean Bruyea thinks. Here’s his piece in the Globe & Mail:

Prime Minister Stephen Harper calls enlisting in the military the “highest form of public service.” Why then is Veterans Affairs, the department which cares for the Canadian Forces when its members are injured, facing the largest proportional cuts of any other public-service department?

The budget axe has been looming over all federal departments. The current “strategic and operational review” is a euphemism for reigning in a federal public service that is out of control. In the last 10 years, the core public service has grown by 34 per cent (versus 12 per cent at Veterans Affairs) and total government program expenses have swelled by 84 per cent (versus 67 per cent at Veterans Affairs).

Perhaps most galling for Canadians who have passed through two recessions in two decades and have seen no real growth in their earnings, public service salaries have increased by 22 per cent over and above inflation.

Few could credibly argue against the need for Ottawa to be managed better.

Yet another death due to excessive concern for ‘elf an’ safety issues

Bagehot blogs about the unhealthy results of paying too close attention to the health and safety regulations:

[T]he Mail on Sunday ran an interesting feature this weekend about a different example of what certainly sounded like a health and safety overreaction. It told the tale of a man who drowned in a shallow boating pond in his local park, after suffering an epileptic seizure while feeding swans. A passer-by (a woman who was in charge of a small child so did not dare enter the pond) called the emergency services. But the first firemen to show up announced that they only had Level One training, for ankle-deep water, and needed to wait for a specialist team with Level Two training for chest-deep water. By the time that team arrived, the man had been floating in the pond for 37 minutes. While waiting for that specialist help, the same firemen also strongly urged a policeman not to attempt a rescue in the pond, even refusing to lend the policeman a life-vest. Then the policeman’s control room told him not to enter the water, as the victim had been in the pond so long that it was a body retrieval mission, not a rescue.

The MoS, which sent its reporter out into the same pond equipped with no more than rubber waders, called it a story that “shames Britain”. Certainly its photograph of the eventual retrieval of the poor victim’s body, featuring 25 separate emergency workers, an inflatable tent, several fire engines and a helicopter, is suggestive of an over-reaction after an under-reaction.

It is tempting to conclude that Britain has fallen into a serious problem with regulation, red tape and crippling risk-aversion. Certainly, the newspapers have recently been filled with all manner of depressing stories about pancake races being cancelled, policemen being urged not to pursue criminals onto roof tops, party bunting being outlawed or council workers refusing to mount shoulder-height step ladders to fix broken signs without logistical back-up once reserved for the cleaning of the Sistine Chapel ceiling.

All of which is sensible. You don’t have to be a wild-eyed libertarian to suspect that something has gone wrong with the management of risk in Britain. It is also depressing to see so many advertisements for ambulance-chasing lawyers, urging anyone who has had the smallest accident to sue. Anecdotally, members of parliament grumble about the role played by some insurance companies who hold special advice-sessions on liability for local councils, seeking to terrify them into taking out expensive cover and in the process filling the heads of municipal bosses with all manner of scare stories.

But listening to my rather cautious Jersey host, and reading the MoS report of the pond rescue, I found myself wondering if the British character may not also play a role. Read the report by Lord Young, or even the detail of the admirably comprehensive Mail report, and the rules themselves are sometimes less the problem than their interpretation. It turns out that emergency workers can break all sorts of health and safety rules when lives are at stake, without fear of prosecution, for example. And those guidelines on Level One and Level Two water training were intended for rescuers in fast-moving flood waters, the inquest into the pond case was told.

Burger King latest corporation to pull out of UK work experience program

The British government’s work experience program for unemployed would-be workers loses another employer:

The fast food giant said it had decided to cease its involvement in the Get Britain Working programme because of recent concerns expressed by the public.

The scheme has attracted growing criticism in recent weeks with opponents describing it as a form of slave labour because young people worked for nothing, while keeping their benefits.

Burger King said it had registered for the programme six weeks ago intending to take on young people for work experience at its Slough headquarters, but had not recruited anyone.

It sounds like the program was well intended — allowing people without work experience to at least have something to put down on a resumé — but fails the PR test because the corporation is seen as “getting work for nothing”. And, without a doubt, some corporations will use the program in exactly that way. Despite that, on balance it seems that the potential benefit to young entrants to the work force is greater than the actual benefit to the companies that get that “free labour”.

The value of that “free labour” may well be lower than the costs to the employer for training them: new employees with no marketable skills are not the bonanza of profit that some seem to think that they are. Some people I worked with early in my working life could be proven to be a net loss for months after hiring …

Prohibition-era restrictions finally coming down: Making it legal to cross provincial boundaries with wine

Of course, it’s only a private member’s bill, so there’s only a tiny chance that it will be enacted:

I recently spent four days in Kelowna, B.C. during the Canadian Culinary Championships, then another subsequent two days at home in Toronto, tasting B.C. reds. There are many intriguing and excellent new labels on the market. […] The vast majority however are not available on the shelves of the LCBO’s Vintages stores; and the prices of some that are available for order via local agents are bloated by 50% to 100% over retail in B.C., thanks to LCBO mark-ups.

Before you say ‘so what’s the point’ and click away, hear my tale. Their availability may improve dramatically before this year is out, and you may be able to access them at something closer to B.C. prices. Our archaic interprovincial wine shipping system is seeing its first official crack.

In the Air Canada departure lounge at Kelowna Airport I spent a few minutes talking to Ron Canaan, MP for Kelowna-Lake Country. He, along with MP Dan Albas of Okanagan-Coquihalla, have been championing a private members bill (C-311) that would make it legal for individuals to carry or import wines across provincial borders (which has been technically illegal since Prohibition almost 90 years ago). A website called freemygrapes.ca has the full story.

The bill passed Second Reading in the House of Commons in the last session, and Mr. Canaan is “confident” it will pass third reading and become law this year. He is hoping in early summer.

First it was the “he-cession”: now it’s the “she-cession” in Ontario

Frances Woolley in the Globe & Mail Economy Lab says that the next phase of Ontario’s recovery from the 2008 recession will disproportionally fall on women:

Men were hit hard by the 2008-9 economic downturn, with losses of construction jobs (98 per cent male), transport jobs (90 per cent male), and manufacturing jobs (70 per cent male). Male unemployment rose so quickly that people began to talk about a “he-cession.”

Three years on, a tenuous “he-covery” seems to be under way – male unemployment rates fell last year, and the percentage of men with jobs rose.

Now it’s the ladies’ turn. Ontario’s Drummond Report calls for deep cuts to financial, administrative and secretarial jobs throughout the public service. Strictly speaking, the report recommends cutting costs; automating, streamlining and consolidating the delivery of services. Yet administrative costs equal administrative jobs — jobs that are, 8 times out of 10, held by women.

The bulk of Ontario government spending goes to MUSH — Municipalities, Universities, Schools and Hospitals. Overall spending cannot be reduced substantially without making cuts in these areas. There are about 280,000 teachers and professors in Ontario, and 65 per cent of them are female. The Drummond report recommends larger class sizes for elementary and secondary school teachers, and “flexible” teaching loads for university professors. Yet more students per teacher mean fewer teaching jobs. Just as a downturn in the construction sector leads to male unemployment, a downturn in the teaching sector leads to female unemployment.

Tim Worstall on the dilemma facing the social housing authorities

I don’t know what the actual situation is in Britain, but here in Ontario the responsibility for public housing is a regional or municipal responsibility. There’s no automatic mechanism for planners in one area to anticipate the need for additional housing, so apartments, townhouses and other subsidized accommodations are informally “swapped” between city, town, and regional governments. Would-be tenants are able to refuse being moved from one municipality to another (if you’re in Oakville, but the offered housing is in Pickering, for example).

I suspect, based on Tim Worstall’s thought experiment here, that the British system does not work quite the same way:

What’s the first thing that rational planner is going to do? Note that there’s a number of people living in London without the means to afford housing in London. And no particular economic reason for living in London either. She’s also going to note that’s there’s great swathes of housing up North which is indeed affordable. And given that there’s no particular economic reason for those in London to be in London why shouldn’t they be on benefits up North in the much cheaper housing?

This will be, after all, greatly to the benefit of society even if a bit tough on the personal liberty side. But then that’s what planning of all these things is about, doing what is best for society, yes?

So you can see the amusement: the Statists, the planners, those who insist that society is more important than the desires of any mere individual, are in something of a bind. The current reforms to the housing market are producing exactly what a rational planner would produce. The poor are sent off to be poor in cheap housing, individual desires be damned.

While cutting back the troops, the MoD bureaucrats get big bonus payments

C. Northcote Parkinson formulated the law that bears his name. He documented the phenomenon (PDF) of more and more bureaucrats supporting fewer and fewer ships and sailors back in 1955:

The accompanying table is derived from Admiralty statistics for 1914 and 1928. The criticism voiced at the time centered on the comparison between the sharp fall in numbers of those available for fighting and the sharp rise in those available only for administration, the creation, it was said, of “a magnificent Navy on land.” But that comparison is not to the present purpose. What we have to note is that the 2,000 Admiralty officials of 1914 had become the 3,569 of 1928; and that this growth was unrelated to any possible increase in their work. The Navy during that period had diminished, in point of fact, by a third in men and two-thirds in ships. Nor, from 1922 onwards, was its strength even expected to increase, for its total of ships (unlike its total of officials) was limited by the Washington Naval Agreement of that year. Yet in these circumstances we had a 78.45 percent increase in Admiralty officials over a period of fourteen years; an average increase of 5.6 percent a year on the earlier total. In fact, as we shall see, the rate of increase was not as regular as that. All we have to consider, at this stage, is the percentage rise over a given period.

His law is still operative, as shown recently in healthy bonus payments to bureaucrats in the British Ministry of Defence at the same time that the troops are under a pay freeze and reduction in force:

One senior civil servant was awarded an £85,831 bonus on top of their six-figure salary — at the same time as members of the armed forces have been subject to a two-year pay freeze and 20,000 are to be made redundant.

The bonuses have been paid since April last year and have seen more than 55,000 officials awarded extra payments for their performance — out of a payroll of 83,000.

The ministry expects to pay more in bonuses in the current financial year than the last, even thought it is attempting to drastically reduce the number of civil servants as part of cuts to Government expenditure.

The North Carolina school lunch story continues

Remember the original story from a few days ago that lots of conservative and libertarian bloggers jumped on right away: the child whose packed lunch was deemed unhealthy so she had to eat cafeteria chicken nuggets and the bill sent home to the parents? That story was denied and several sources insisted it was a deliberate reframing of an innocent situation. However, there’s now a second parent form that school who says the same thing happened to her child:

Diane Zambrano says her 4-year-old daughter, Jazlyn, is in the same West Hoke Elementary School class as the little girl whose lunch gained national attention earlier this week. When Zambrano picked Jazlyn up from school late last month, she was told by Jazlyn’s teacher that the lunch she had packed that day did not meet the necessary guidelines and that Jazlyn had been sent to the cafeteria.

The lunch Zambrano packed for her daughter? A cheese and salami sandwich on a wheat bun with apple juice. The lunch she got in the cafeteria? Chicken nuggets, a sweet potato, bread and milk.

When Jazlyn said she didn’t eat what her mother had made her, Zambrano went to her teacher and demanded to know what happened. She said the teacher told her an official had come through that day to inspect students’ lunches and that those who were lacking certain food groups were sent to the cafeteria. After she received her cafeteria food, the teacher told Zambrano, Jazlyn was told to put her homemade lunch back in her lunchbox and set it on the floor.

Zambrano said the teacher told her it was not the first time student lunches have been inspected, and that officials come “every so often.”

The memo Jazlyn brought from the school outlines the necessary nutritional requirements students’ homemade lunches must contain: two servings of fruit or vegetables, one serving of dairy, one serving of grain and one serving of meat or meat substitute. Included with the memo was a separate sheet, this one a bill for the cafeteria food Jazlyn was served.

The memo, dated Jan. 27 with the subject line “RE: Healthy Lunches,” was signed by school principal Jackie Samuels and said, while “we welcome students to bring lunches from home … it must be a nutritious, balanced meal with the above requirements. Students, who do not bring a healthy lunch, will be offered the missing portions which may result in a fee from the cafeteria.”

America’s galloping regulation state

You know you’re becoming a regulation-for-the-sake-of-regulation state when even The Economist — whose current staff have never met an EU regulation they didn’t love to pieces — can correctly poke fun at you for your obsessive over-regulation of everything:

Americans love to laugh at ridiculous regulations. A Florida law requires vending-machine labels to urge the public to file a report if the label is not there. The Federal Railroad Administration insists that all trains must be painted with an “F” at the front, so you can tell which end is which. Bureaucratic busybodies in Bethesda, Maryland, have shut down children’s lemonade stands because the enterprising young moppets did not have trading licences. The list goes hilariously on.

But red tape in America is no laughing matter. The problem is not the rules that are self-evidently absurd. It is the ones that sound reasonable on their own but impose a huge burden collectively. America is meant to be the home of laissez-faire. Unlike Europeans, whose lives have long been circumscribed by meddling governments and diktats from Brussels, Americans are supposed to be free to choose, for better or for worse. Yet for some time America has been straying from this ideal.

Two forces make American laws too complex. One is hubris. Many lawmakers seem to believe that they can lay down rules to govern every eventuality. Examples range from the merely annoying (eg, a proposed code for nurseries in Colorado that specifies how many crayons each box must contain) to the delusional (eg, the conceit of Dodd-Frank that you can anticipate and ban every nasty trick financiers will dream up in the future). Far from preventing abuses, complexity creates loopholes that the shrewd can abuse with impunity.

The other force that makes American laws complex is lobbying. The government’s drive to micromanage so many activities creates a huge incentive for interest groups to push for special favours. When a bill is hundreds of pages long, it is not hard for congressmen to slip in clauses that benefit their chums and campaign donors. The health-care bill included tons of favours for the pushy. Congress’s last, failed attempt to regulate greenhouse gases was even worse.

Getting rid of that messy, obstructive “democracy” thing in Europe

Bruno Waterfield on the destruction of democracy in Greece and what it will mean for the rest of the European Union:

What happens in Greece will mark the opening of a new era in European politics. It is important therefore to understand what is and isn’t going on. The crisis is not, as many believe, being driven by ‘neoliberal’ economic policies. It isn’t caused by any Greek cultural propensity to fecklessness either. And, despite the protest graffiti and the timeless appeal of Nazi references, the Greek tragedy is not a plot to restore an explicit German hegemony in Europe. Angela Merkel is no Adolf Hitler.

What is happening in Greece is a crisis of European proportions because it is the sharpest expression of a destructive trend common to all countries in the EU: the twenty-first-century elite mission to place institutions, policy and statecraft above society. The Greek catastrophe, then, is an indicator of what happens when the question of interest or politics becomes the sole preserve of bureaucratic or state structures decoupled from, and increasingly defined against, the public.

Measures imposed on Greece are explicitly declared, even celebrated, as being in opposition to Greek society. Any attempt by political parties to uphold the democratic representation of Greek interests is met with aggressive hostility. Moreover, the EU-IMF programme, or so-called Memorandum of Understanding, for Greece is utterly divorced from economic reality. As documented in the Daily Telegraph, the Eurozone’s policies are pushing Greece into a ‘death spiral’ that defies any economic logic.
