India’s submarine program hits (even more) delays

Strategy Page reports on the latest set of delays to hit the Indian navy’s submarine building program:

India’s effort to build six submarines (French Scorpenes), under license, has been delayed once again. The problem is mainly poor management. An example of this occurred quite recently with the departure of ten Spanish technical advisors for the Scorpenes. Their contract expired at the end of March and, despite the expiration date being well known Indian bureaucrats were unable to get a new contract in place on time. Similar avoidable delays have occurred several times already and the price has gone up with each delay. Last year it was announced that the first Scorpene sub would not be ready until 2015. The new delays push that to 2017.

Building the subs in India will leave India with thousands of workers and specialists experienced in building modern submarines. All that will be wasted because the defense procurement bureaucrats seem to have learned nothing. These officials already caused numerous delays and cost overruns during negotiations to build these diesel-electric submarines. The bureaucrats mismanaged this deal to the extent that it is now five years behind schedule. But it is even more behind schedule if you count the several years the Indian bureaucrats delayed it even getting started. The delays and mismanagement have so far increased the cost of the $4 billion project by 25 percent (to $834 million per sub).

All this ineffective urgency is in play because India’s submarine fleet is dying of old age and new boats are not going to arrive in time. It’s not like this was a surprise, but the Indian defense procurement bureaucracy has long been noted as slow, sloppy, and stubborn, especially in the face of demands that it speed up. The twisted tale of the tardy submarines is particularly painful.

The plan was to have a dozen new subs in service by the end of the decade. At present, there will be (with a bit of luck) three or four of them in service by then. The procurement bureaucracy is still seeking a supplier for the second batch of six diesel-electric subs. This second six probably won’t even begin arriving by the end of the decade. It’s hard to say, although the defense procurement nabobs speak of “fast tracking” this project, but long-time observers not expecting speed.

There’s some urgency to all this because this year five of India’s 16 diesel-electric subs (10 Kilo and two Foxtrot class Russian built boats and four German Type 209s) were to be retired (some are already semi-retired because of age and infirmity). Because of the Scorpene delays, the Type 209s are being kept in service (but not allowed out to sea much) for several more years. That leaves India with 14 subs. But in the next year or so several of the older Kilos will reach retirement age. Thus, by the time the first Scorpene arrives in 2017, India will only have five or six working subs. India believes it needs at least 18 non-nuclear subs in service to deal with Pakistan and China.

PVFW heroically takes the fight back to disparaging military bloggers

You’ve got to admire their willingness to continue their fight against reality:

The Phony Veterans of Foreign Wars, the nation’s leading military fakers’ organization — representing fake members from all service branches — has gone on the offensive in the fight against military bloggers.

PVFW fired back with a public relations offensive, speaking with reporters and establishing a password-protected blog on their website devoted to peer-reviewed development of members’ stories of their superhuman valor and heroism.

“Because of these milbloggers’ relentless assault on our First Amendment-protected right to lie about brief, unglamorous or nonexistent military service,” PVFW chairman Michael Spurwick told reporters, “several of our members have suffered irreparable damage to their reputations, and a few have even had their businesses and careers ruined, after being exposed as frauds. Something had to be done.”

Spurwick, a former Army sergeant, who was promoted to General before retiring as a Captain, has a long and impressive career of made-up military service.

“We lost a lot of good men out there,” Spurwick said. “I don’t really like to talk about it.”

Born in 1965, he’s a veteran of every U.S. military action since his birth, from the Vietnam War to the wars in Iraq and Afghanistan. Boasting unearned Special Forces and Ranger tabs, Spurwick served with both Delta Force and the Rangers during Operation Gothic Serpent in Mogadishu, Somalia. He’s participated in every combat parachute jump since 1967, when, at just fifteen months of age, he parachuted into North Vietnam with the 173rd Airborne during Operation Junction City — as well as a top-secret high altitude, high opening jump from the International Space Station during OEF VI and a LANO (low-altitude, no-opening) jump from a B-1 bomber during OIF V.

I’m sure there is — or soon will be — an anti-bullying law of some stripe that will allow these brave imaginary heroes to launch legal counter-attacks against those who would deny them the ability to wear uniforms, medals, badges, and awards to which they have no actual right.

More on the US Navy’s laser weapon development effort

Earlier this month, it was reported that the US Navy had successfully tested their ship-mounted laser defence system called LaWS (earlier story here). Strategy Page has more information about the weapon system’s development:

The U.S. Navy believes it has found a laser technology that is capable of being useful in combat. This is not a sudden development but has been going on for most of the last decade. Three years ago the navy successfully tested this new laser weapon (six solid state lasers acting in unison), using it to destroy a small UAV. That was the seventh time the navy laser had destroyed a UAV this way. But the LaWS (Laser Weapon System) was not yet powerful enough to do this at the range, and power level, required to cripple the expected targets (missiles and small boats.) The manufacturer convinced the navy that it was just a matter of tweaking the technology to get the needed effectiveness. Three years later another test was run, under more realistic conditions. LaWS worked, knocking down a larger UAV at longer range. The navy now plans to install the system in a warship within the year for even more realistic testing.

The LaWS laser cannon was mounted on a KINETO Tracking Mount, which is similar, but larger (and more accurate than) the mount used by the Phalanx CIWS (Close In Weapons System). The navy laser weapon tests used the radar and tracking system of the CIWS. Four years ago CIWS was upgraded so that its sensors could detect speedboats, small aircraft, and naval mines. This was crucial because knocking down UAVs is not something that the navy needs help with. But with the ability to do enough damage to disable boats or missiles that are over two kilometers distant meant the LaWS was worth mounting on a warship. LaWS may yet prove incapable of working under combat conditions, but so far this new development has kept passing tests.

The LaWS uses electricity and more and more U.S. warships are producing a lot of electricity, mainly because it is used to operate electrical motors to propel the ship and, as part of that plan, operate weapons like LaWS. Thus a warship with an electrical drive (propulsion) system would be able support multiple shots from LaWS at low cost (a few dollars per firing). By current standards that’s pretty inexpensive ammo. The 20mm shells for the Phalanx cost less than $30 each, but you have to fire a hundred or more at each target. The 20mm cannon is being replaced by RIM-116 “Rolling Air Frame” missiles that have a longer range (7.5 kilometers) than the 20mm cannon (two kilometers) but cost nearly half a million dollars each.

Nearly half a century of engineering work has produced thousands of improvements, and a few breakthroughs, in making the lasers more powerful, accurate, and lethal. More efficient energy storage has made it possible to use lighter, shorter range ground based lasers effective against smaller targets like mortar shells and short-range rockets. Northrop’s move a decade ago was an indication that the company felt confident enough to gamble its own money, instead of what they get for government research contracts, to produce useful laser weapons. A larger high energy airborne laser would not only be useful against ballistic missiles but enemy aircraft and space satellites would also be at risk. But companies like Northrop and Boeing are still trying to produce ground and airborne lasers that can successfully operate under combat conditions. The big problem with anti-missile airborne lasers has always been the power supply. Lots of chemicals are needed to generate sufficient power for a laser that can reach out for hundreds of kilometers and do sufficient damage to a ballistic missile. To be effective the airborne laser needs sufficient power to get off several shots. So far, no one has been able to produce such a weapon. Shorter range solid state lasers need lots of electricity. This is difficult for aircraft or ground troops but not for properly equipped ship. That’s why these lasers remain “the weapon of the future” and will probably remain so for a while.

LaWS takes a different approach, using existing solid-state laser technology tweaked to complement the 20mm cannon shells normally used with Phalanx. Unlike the 20mm autocannon, the power of LaWS can be adjusted down to non-lethal (but blinding to the human eye) levels. That makes LaWS more flexible than the 20mm cannon and cheaper to operate. That will happen if LaWS proves able to operate under the same conditions that the 20mm cannon in Phalanx has operated for decades.

US Navy to deploy laser ship defence system in the Persian Gulf next year

At The Register, Neil McAllister reports on the most recent successful test of the US Navy’s LaWS prototype and plans to deploy the weapons to the Persian Gulf:

The US Navy says it has successfully test-fired a ship-mounted laser weapon, and that it plans to deploy the device to an actual maritime staging area beginning in 2014.

On Monday, the Navy released video and still images showing the somewhat-unimaginatively named Laser Weapon System (LaWS) firing on an unmanned drone, causing the aircraft to burst into flames and plummet from the sky.

Speaking at the Navy League Sea Air Space Exposition at National Harbor, Maryland on Monday, Rear Admiral Matthew Klunder, chief of Naval research, said the device would be deployed to the Persian Gulf, where Iran has been “harassing” US ships with drones and small, fast boats.

“The area we’re going to test this in is a very intensive maritime region of the world,” Klunder told USNI News. “Lots of commerce, lots of ships.”

Klunder said the Navy has field-tested the solid-state laser 12 times so far, and in each case it managed to destroy its target. He added that the weapon also has a nonlethal mode that can generate a “dazzle” effect, which can be used to blind enemy vessels by overwhelming their sensors.

In addition to being effective against small, fast-moving craft, the cannon offers another benefit: its low cost relative to traditional weapons systems. According to The New York Times, firing LaWS costs less than $1 per sustained pulse. Compare that to the cost of a short-range interceptor missile, which the paper estimates run around $1.4m apiece.

Mistral in Russian is Vladivostok

Strategy Page on the largest purchase of Western military equipment by Russia since the end of the Second World War:

The Russian Navy intends to have its version of the French Mistral amphibious ships (the Vladivostok Class) carry 30 helicopters (compared to 16 on the French version) and have several other modifications to the ship itself. The Vladivostok Class ships will be armed with two AK-630 multibarrel 30mm autocannon for anti-missile defense. There will also be two quad-launchers of shoulder fired type anti-aircraft missiles (with a 5 kilometer range and good against helicopters) and two or more DP-65 55mm grenade launchers for defense against divers.

The Vladivostoks will also be winterized for use in arctic conditions. The hull with be strengthened to deal with ice and the well deck door will completely close. The flight deck will have a deicing system and the ship will be modified to operate for extended periods in arctic conditions. There is also different electronics and this means a different arrangement of radomes and antennae.

In the aircraft handling areas below the deck height will be higher for the taller Ka-52K and Ka-29 helicopters. The Ka-52K is a navalized version of the Ka-52 that went into production last year. In addition to being equipped with coatings to resist sea water corrosion, the K model will also have a lightweight version of the high-definition Zhuk-AE AESA radar used on jet fighters. This radar currently weighs 275 kg (605 pounds), but the helicopter version will weigh only 80 kg (176 pounds) and enables the Kh-52K to use the Kh-31 anti-ship missile. This weapon has a range of 110 kilometers and travels at high speed (about one kilometer a second.) The Kh-52K can also carry the sub-sonic Kh-31 missile, which has a range of 130 kilometers. Both of these missiles weigh about 600 kg (1,300 pounds) each.

Russia is buying two French Mistral class amphibious ships for $1.7 billion. This is the largest Russian purchase of Western weapons since World War II. The deal was delayed for a long time because the Russians demanded the transfer of shipbuilding and electronics technology (which is now agreed to).

The French navy received the first of the 21,500 ton Mistrals in 2006, with the second one arriving in 2007. Both were ordered in 2001. These two ships replaced two older amphibious landing ships. This gave France a force of four amphibious ships. The two Mistrals are also equipped to serve as command vessels for amphibious operations. The French have been very happy with how the Mistrals have performed.

The Mistrals are similar in design to the U.S. LPD 17 (San Antonio) class. Both classes are about 200 meters/620 feet long, but the LPD 17s displace 25,000 tons. The French ships are more highly automated, requiring a crew of only 180, versus 396 on the LPD 17. On long voyages on the open ocean, the Mistrals require as few as nine sailors and officers on duty (“standing watch”) to keep the ship going.

Considering the future of the aircraft carrier

At the Thin Pinstriped Line blog, Sir Humphrey considers the arguments put forward by a US Navy officer on the viability of the USN carrier fleet:

Humphrey was lucky enough to be tipped off about the existence of an extremely thought provoking article by a US Navy officer (Captain Hendrix) on the future viability of the US carrier fleet. This was an alternative thinkpiece, produced in an unofficial capacity, but one that does raise some extremely searching questions about the viability of the long term future of the US carrier fleet.

The author conducted a detailed analysis of the cost of the CVN fleet, and also of the airwing attached to it, and broadly concluded that in terms of delivering effect, there were other means that could deliver similar effect for less cost (e.g. stand off missiles, more escort vessels etc). He was also scathing about the overall cost effectiveness of a current airwing, suggesting that large amounts of an aircraft’s use was linked to carrier qualification and not necessarily the delivery of effect. At the same time, the increased use of long range anti-ship missiles will make it more difficult to operate close in to an enemy coastline without being at increased risk. He believes that because of this, in future the F35 will simply not have the range to be able to penetrate enemy air defences, and that instead efforts should focus on development of a navalised UCAV to take over instead of the F35, with any future force structure being built around UCAVs and SSGNs using land attack missiles.

What is perhaps interesting about the paper is that in many ways it revisits a lot of the long term arguments about the validity of carriers, and revisits them to show that the perceived weaknesses remain the same as they always have. One only has to think of the argument in the UK in the 1960s, when the decision was taken to move away from fixed wing carriers that they were inherently vulnerable to attack and could be sunk with ease. Humphrey is always somewhat sceptical of claims about ‘wonder weapons’ that can take out a carrier battle group from nowhere with ease. While there are indeed many very potent long range weapons out there, the problem remains one of getting accurate enough real time intelligence to be able to ensure accurate targeting of the carrier in the event of war.

The issue for UCAVs at present is that they are probably not at a sufficient level of maturity to conduct the wide range of operations that are being envisaged for JSF. It is worth considering that while there is plenty of use of so-called ‘drones’ like the Predator, these are fundamentally fairly simple aircraft designed to not be used in hugely complex missions. To meet the requirements of a new UCAV, you would essentially need to design an entirely new platform from scratch, adding in technologies never used before and then integrate it with all the likely weapons systems expected to be used. You’d then need to ensure the platforms were capable of flying the missions expected of them, which are likely to be very different to the so-called ‘racetrack’ circuits flown by drones in Iraq or Afghanistan.

Lockheed Martin’s budgetary force-field

In the Washington Post, along with asking why “the Navy’s Army needs its own Air Force”, Rajiv Chandrasekaran explains why the F-35 is close to un-killable:

The Defense Department and Lockheed Martin, the giant contractor hired to design and build the plane, also known as the Joint Strike Fighter, have constructed what amounts to a budgetary force field around the nearly $400 billion program.

Although it is the costliest weapons system in U.S. history and the single most expensive item in the 2013 Pentagon budget, it will face only a glancing blow from the sequester this year. And as the White House and Congress contemplate future budgets, those pushing for additional cuts may find it difficult to trim more than a fraction of the Pentagon’s proposed fleet, even though the program is years behind schedule and 70 percent over its initial price tag.

The reasons for the F-35’s relative immunity are a stark illustration of why it is so difficult to cut the country’s defense spending. Lockheed Martin has spread the work across 45 states — critics call it “political engineering” — which in turn has generated broad bipartisan support on Capitol Hill. Any reduction in the planned U.S. purchase risks antagonizing the eight other nations that have committed to buying the aircraft by increasing their per-plane costs. And senior military leaders warn that the stealthy, technologically sophisticated F-35 is essential to confront Iran, China and other potential adversaries that may employ advanced anti-aircraft defenses.

The biggest barrier to cutting the F-35 program, however, is rooted in the way in which it was developed: The fighter jet is being mass-produced and placed in the hands of military aviators such as Walsh, who are not test pilots, while the aircraft remains a work in progress. Millions more lines of software code have to be written, vital parts need to be redesigned, and the plane has yet to complete 80 percent of its required flight tests. By the time all that is finished — in 2017, by the Pentagon’s estimates — it will be too late to pull the plug. The military will own 365 of them.

By then, “we’re already pregnant,” said Air Force Lt. Gen. Christopher Bogdan, who oversees F-35 development for the Pentagon.

US Department of Defence to change standards for awarding the Purple Heart

A recognition of the importance of maintaining service members’ self-esteem in the face of harsh and unyielding forces beyond their control:

Purple Heart medalIn the wake of the newly unveiled Distinguished Warfare Medal, the Department of Defense intends to relax standards on the nation’s oldest military decoration — the Purple Heart. Under the expanded interpretation, the award will now be available to any disgruntled service member suffering from disillusionment and shattered expectations.

“Acute Rectal Inflammation, colloquially known as ‘butthurt,’ is a serious and grossly underrated epidemic plaguing our military,” Lieutenant Jimmy Chang, Doctor of Osteopathic Medicine, told The Duffel Blog. “Essentially, psychological or emotional trauma, stemming from either internal or external stimuli, manifests itself and eventually begets anal trauma. In severe cases, butt cells can become so hurt that they become malignant. In fact, butthurt is the leading cause of colon cancer among service members.”

Are we approaching the end of the aircraft carrier era?

At the Thin Pinstriped Line, “Sir Humphrey” looks at Spain’s all-but-certain exit from the ranks of carrier-equipped navies:

In Spain for instance the veteran carrier Principe De Asturias (PDA) has finally been paid off after some 25 years service as part of budget cuts. It is perhaps ironic to consider that she was originally conceived in the early 1980s as a cheap ‘Sea Control Ship’ solution originally looked at by the US Navy to provide cheaper carriers. Intended to put ASW helicopters to sea as a replacement for the Delado, she represented the closest any nation has perhaps come to a truly ‘austere’ carrier, with minimal support facilities for the airwing. Optimised in the first for ASW, with a very limited fixed wing capability using the Harrier (although never to the same level of development as the UK with the mixed FA2 / GR7 airwing), the PDA was an example in the 1980s of how smaller ‘harrier carriers’ could be built for emerging middle tier navies, providing them with airpower at relatively small cost. In reality she remained the sole of her class built around the world, with the closest other example being a Thai vessel optimised for EEZ protection and to act as a Royal Yacht.

Although the Spanish have built a large LPH, with carrier facilities (the Juan Carlos) as a second platform relatively recently, she is not an aircraft carrier in the conventional sense, and with the Spanish economic crisis deepening, it seems likely that PDA will not be directly replaced by another ‘proper’ aircraft carrier.

Similarly, with the emphasis on Juan Carlos as an assault ship, it seems likely that the small fleet of Spanish harriers (less than 15 airframes) will be increasingly vulnerable to defence cuts in an economy which is desperately struggling. The chances of seeing a credible Spanish fixed wing aviation capability beyond the next few years seem slim, and at a time when they are struggling to afford sustaining a relatively small buy of Eurofighters, it seems hard to envisage introduction of the JSF too.

So, Spain is perhaps the first carrier casualty of the economic crisis, although Italy is also looking increasingly vulnerable. The Guissepe Garibaldi is now nearly 30 years old, and again is unlikely to be directly replaced. Mindful of the recent cuts to the Italian Navy which will see a near 20% cull in manpower, and significant loss of hulls across the fleet, it again seems less and less likely that a credible carrier aviation capability can be sustained in a single hull (the Cavour). Having seen both these nations enter the ‘Carrier Club’ in the 1980s, one cannot help but wonder if they will be leaving it as full time members in the not too distant future?

Update: BBC News is reporting that the US Navy is planning a new class of UAV carriers:

The new project has been dubbed Tern (Tactically Exploited Reconnaissance Node) after a sea-bird known for its endurance.

Darpa programme manager Daniel Patt, said: “Enabling small ships to launch and retrieve long-endurance UAVs on demand would greatly expand our situational awareness and our ability to quickly and flexibly engage in hotspots over land or water.”

He added: “It is like having a falcon return to the arm of any person equipped to receive it, instead of to the same static perch every time.”

Sequestration and the defence budget

Military spending will remain at roughly 2006 levels — $603 billion, higher than peak U.S. spending during the Cold War. Meanwhile, we live in a safer world. The Soviet Union has been dead for more than two decades; no other nation, or combination of nations, has emerged since that can pose a comparable threat. We should have a defense budget that reflects this reality.

To be clear, sequestration was no one’s first choice. But the alternative — ever-increasing military spending detached from a legitimate debate over strategy — is worse. We should have had such a debate, one over the roles and missions of the U.S. military, long before this day of reckoning. And politicians could have pursued serious proposals to prudently reduce military spending. Instead, they chose the easy way out, avoiding difficult decisions that would have allowed for smarter cuts.

Head for the hills! The sequester is coming!

As in: Batten down the hatches — the sequester will cut $85 billion from this year’s $3.6 trillion budget! Or: Head for the storm cellar — spending will be cut 2.3 percent! Or: Washington chain-saw massacre — we must scrape by on 97.7 percent of current spending! Or: Chaos is coming because the sequester will cut a sum $25 billion larger than was just shoveled out the door (supposedly, but not actually) for victims of Hurricane Sandy! Or: Heaven forfend, the sequester will cut 47 percent as much as was spent on the AIG bailout! Or: Famine, pestilence and locusts will come when the sequester causes federal spending over 10 years to plummet from $46 trillion all the way down to $44.8 trillion! Or: Grass will grow in the streets of America’s cities if the domestic agencies whose budgets have increased 17 percent under President Obama must endure a 5 percent cut!

The sequester has forced liberals to clarify their conviction that whatever the government’s size is at any moment, it is the bare minimum necessary to forestall intolerable suffering. At his unintentionally hilarious hysteria session Tuesday, Obama said: The sequester’s “meat-cleaver approach” of “severe,” “arbitrary” and “brutal” cuts will “eviscerate” education, energy and medical research spending. “And already, the threat of these cuts has forced the Navy to delay an aircraft carrier that was supposed to deploy to the Persian Gulf.”

“Forced”? The Navy did indeed cite the sequester when delaying deployment of the USS Truman. In the high-stakes pressure campaign against Iran’s nuclear weapons program, U.S. policy has been to have two carriers in nearby waters. Yet the Navy is saying it cannot find cuts to programs or deployments less essential than the Truman deployment. The Navy’s participation in the political campaign to pressure Congress into unraveling the sequester is crude, obvious and shameful, and it should earn the Navy’s budget especially skeptical scrutiny by Congress.

The Defense Department’s civilian employment has grown 17 percent since 2002. In 2012, defense spending on civilian personnel was 21 percent higher than in 2002. And the Truman must stay in Norfolk? This is, strictly speaking, unbelievable.

Japan lodges formal protest after Chinese ship targets Japanese ship near Senkaku/Diaoyu islands

“On 30 January, something like fire-control radar was directed at a Japan Self-Defence Maritime escort ship in the East China Sea,” Mr Onodera told reporters on Tuesday.

The minister said Japan’s Yuudachi vessel and the Chinese frigate were about 3km (one mile) [ed: conversion error here, 3km is about 2 miles] apart at the time, Japan’s Kyodo News reports.

Asked about the delay in filing the protest, Mr Onodera said it took the ministry until Tuesday to determine that a fire-control radar had indeed locked on the Japanese ship.

He added that a Japanese military helicopter was also targeted with a similar type of radar by another Chinese frigate on 19 January.

“Directing such radar is very abnormal. We recognise it would create a very dangerous situation if a single misstep occurred,” he said.

USS Guardian to be dismantled in place after grounding on coral reef

The US Navy has decided that the best course of action is to break up the minesweeper USS Guardian after it ran solidly aground on a coral reef in the Sulu Sea:

“We’re working very closely with the Philippine coast guard, with their navy and their government personnel. We’ve been grateful for their support as we all work together to remove Guardian and minimize further damage to the reef,” James said.

It’s expected to take over a month to dismantle the Guardian, which ran aground before dawn on Jan. 17.

Crews have already removed 15,000 gallons of fuel from the ship. They’ve also taken off hundreds of gallons of lubricating oil and paint. They’ll be removing human wastewater and other materials that could harm the environment, James said.

The U.S. Navy is hiring floating cranes to help with the removal. A contractor in Singapore is sending the cranes, which should arrive on site in a few days.

The Navy originally said the Guardian would be lifted by crane onto a barge and taken to a shipyard. But now the Navy says the ship is “beyond economical repair.”

No one was injured when the ship ran aground at the reef in the Tubbataha National Marine Park. The park is a World Heritage Site in the Sulu Sea, about 400 miles southwest of Manila.

Update, 8 February: A bit more information about the salvage operations which are supposed to have started on February 4th.

Pirate attacks down off Somali coast, but rising in the Gulf of Guinea

Strategy Page counts the number of attacks by pirates in two hotspots around Africa:

Piracy attacks were down last year, returning to 2007 levels. The greatest reductions occurred off Somalia, where more effective anti-pirate patrols and escort operations made it very difficult for the pirates to even get close to merchant ships. When pirates did close in, the crews were better equipped and trained to get away. Many ships now carry some armed guards when off Somalia, who can shoot back (much more accurately) if the pirates get too close. No ship with armed guards has been taken.

Last year there were 75 pirate attacks on large ships off Somalia, compared to 237 in 2011. Last year pirates took 14 ships, compared to 28 in 2011. It’s been more than six months since pirates have taken a ship off Somalia and several large pirate gangs have simply gone out of business. Others have switched to smuggling people from Africa to Yemen. That business is booming.

There has been more piracy off the west coast of Africa, where there were 58 incidents last year. Most of this has been taking place in the Gulf of Guinea where the pirates have become bolder and are hijacking ships (which they mainly take only long enough to steal the cargo). This is not a new trend (it has long been common in Asia) but it is new for West Africa.
