The diminishing importance of borders in a supranational world

At sp!ked, Angus Kennedy reviews The Significance of Borders, a new book by Thierry Baudet:

A controversial Dutch columnist for NRC Handelsblad, a lawyer and historian at the University of Leiden, Baudet argues that representative government and the rule of law is impossible without the nation state. But today, he argues, the nation is under attack from two directions.

First it is under attack from supranationalism, that is, from institutions like the European Court of Human Rights, the UN Security Council, and, most dramatically, the European Union. So while nations retain sovereignty at a formal level, increasing degrees of ‘material sovereignty’ have been acquired by supranational organisations. Baudet argues, for instance, that the official aim of the EU ‘is the negation of the concept of statehood’, because the nation state is held responsible, most notably by German theorists, for war. The EU’s immanent federalist logic leads to the necessary extension of its bureaucratic power (taking more and more countries into its orbit). Or — as an illustration of the attack on the democratic basis of national sovereignty — take the contempt in which the ECHR holds Britain for denying convicted prisoners the right to vote: this despite the fact that parliament voted 234 votes to 22 against the proposal. It seems the ECHR is happy to demand Britain change laws upheld by its own democracy.

Second, self-government is also under attack from below. Firstly, in the form of multiculturalism and its official support, legal pluralism (where the law is applied with cultural ‘sensitivity’ rather than justly). Secondly, from cultural diversity, which rejects the idea of a British or a Dutch identity in favour of overlapping multiple, provisional and lightly held, identities. Baudet gives the example of the Dutch crown princess, Máxima, who declared in 2007 that ‘the Dutch identity does not exist’, that the world has ‘open borders’ and that ‘it is not either-or. But and-and.’ When royalty — once the very symbol of national sovereignty — refuses to discriminate between citizens and outsiders, then even the most ardent internationalist might begin to smell a rat.

As Baudet argues, without a community of interest, a ‘we’, there is nothing. He notes that the ECHR outlaws ‘discrimination on any ground such as sex, race, colour, language, religion, political or other opinion, national or social origin, association with a national minority, property, birth or other status’. Everyone must be treated equally. Baudet is correct to point out that such a widely drawn attack on discrimination ‘must necessarily implicate the citizens’ indifference towards those criteria’. Any form of particularity, of which nationality is one, is denied in the name of a totalising universality. The effect is not the widening of ‘minds and sympathies’ but rather their ‘Balkanisation’. In the process, the law becomes ‘no longer “ours” or “from within”, but from “out there”’. Our responsibility is eroded and our capacity to decide for ourselves (however we constitute that ‘we’) is further diminished, both at the level of the nation state, historically the basis for constituting a self-governing ‘we’, and at the level of the individual citizen.

A quixotic quest to rehabilitate the reputation of Richard Nixon

President Richard Nixon’s reputation could hardly be any worse: he’s seen as the most evil president if not of all time, certainly of the 20th century. Conrad Black attempts to correct the record:

Forty years after Watergate, as the agreed demonology of that drama begins to unravel and the chief authors of it, Bob Woodward and Carl Bernstein, struggle to keep the conventional wisdom about it intact as an article of righteous liberal faith, a factual review is timely. When Richard Nixon was inaugurated president in 1969, the United States had 550,000 draftees in Indochina with no plausible explanation or constitutionally legitimate reason for them to be there and 200 to 400 of them were coming back every week in body bags. President Lyndon Johnson had offered Ho Chi Minh deferred victory in his Manila proposal of October 1966: withdrawal of all foreign forces from South Vietnam. Ho could have taken the offer and returned six months after the Americans had left, saved his countrymen at least 500,000 combat dead, and lived to see a communist Saigon. He chose to not even give LBJ a decent interval for defeat and insisted on militarily humiliating the United States.

In January 1969, there were no U.S. relations with China, no arms control talks in progress with the U.S.S.R., no peace process in the Middle East, there were race or anti-war riots almost every week all over the United States, and the country had been shaken by the assassinations of Martin Luther King and Robert Kennedy (both in their early 40s). LBJ could not go anywhere in the country without demonstrations, as students occupied universities and the whole country was in tumult.

Four years later, Nixon had withdrawn from Vietnam, preserving a non-communist South Vietnam, which had defeated the North Vietnamese and Viet Cong in April 1972 with no American ground support, though heavy air support. He had negotiated and signed the greatest arms control agreement in world history with the Soviet Union, founded the Environmental Protection Agency, ended school segregation and avoided the court-ordered, Democratic Party-approved nightmare of busing children all around metropolitan areas for racial balance, and there were no riots, demonstrations, assassinations or university occupations. He started the Middle East peace process, reduced the crime rate and ended conscription. For all of these reasons, he was re-elected by the greatest plurality in American history, 18 million votes, and a percentage of the vote (60.7) equalled only by Lyndon Johnson in 1964 and Franklin D. Roosevelt in 1936. His term was rivalled only by Lincoln’s and FDR’s first and third terms as the most successful in U.S. history.

President Hollande “dwarfed” by Coldstream Guards

So much for a honeymoon period in office for French President Francois Hollande:

Francois Hollande was ridiculed today after allowing himself to look like a ‘dwarf’ alongside a British regiment which won battle honours at Waterloo and then occupied Paris.

During an official visit to London on Tuesday, the French President inspected a guard of honour from the 1st Battalion of the Coldstream Guards at the Foreign Office.

He then appeared in hugely embarrassing photographs alongside Major James Coleby, who looked around two feet taller than the Gallic head of state.

Comments alongside the image on a website of pictures taken by AFP, France’s national news agency, suggested Hollande had fallen into a ‘trap’ made to make him look ridiculous.

‘Poor France,’ wrote Jean-Marc Rameau, from Paris, while Dmitri Kovaley mocked Mr Hollande, who is 5ft 7ins, with the words ‘Dwarfs rule the world’.

Andrew Coyne on the high school relationship that is Canada and the USA

I have to admit that I never saw the diplomatic and trade relationship between the two countries in quite this way before:

As veteran diplomats and foreign policy specialists trade blows over who is to blame for the crisis in Canada-U.S. relations — How Obama Lost Canada; How Obama Won Canada; Obama Didn’t Lose Canada; Maybe Canada Lost Obama, Ever Think of That? — thoughtful observers on both sides of the border are concerned that important nuances in the debate are being overlooked.

While managing a bilateral relationship is never easy, especially one as complex and multi-faceted as that between Canada and the U.S., sources close to the Canadian government stress that America totally did not break up with Canada, Canada broke up with it first. They point to the Obama administration’s politically motivated decision to block approval of the Keystone XL pipeline extension as an important irritant in the relationship, adding that America has been avoiding Canada in the halls for weeks.

On the other hand, long-time State Department watchers suggest Canada may have erred in focusing its diplomatic efforts too intently on the administration, in a capital in which power is increasingly dispersed, and besides Canada didn’t even look at America in the library even though they were like studying at the same table.

Seeking to downplay tensions, they note that today’s disputes pale in comparison to the controversies that have sometimes roiled relations between the two countries in the past, such as over Vietnam or that thing at the party last year after grad.

Nonetheless, it is clear that on a number of issues there is a gathering sense of grievance on the Canadian side, a feeling that Canada’s concerns are not taken seriously in official Washington. Sources in the department of Foreign Affairs, who did not want to be named because they had English Lit with America right after lunch, cited a long list of perceived slights, from the Buy America provisions in the stimulus bill to the failure to support Canada’s bid for a seat on the Security Council to the lack of recognition of Canada’s contribution to the Afghanistan mission. Would it have killed America, these sources ask, just to call?

In response, Canada has moved to more aggressively assert its interests, for example warning it might cultivate China and other export markets for its crude oil, scaling back its commitment to Afghanistan and changing its Facebook status to “it’s complicated.”

He’s talked some sense into me: no longer will I deny that the bilateral relationship between Canada and the United States should be described in terms of “a sexual chemistry you could cut with a knife”.

ACTA rejected decisively by European Parliament

Apparently even the insulated, protected European Parliament can be moved if enough people are actively against something — in this case it was the Anti-Counterfeiting Trade Agreement (ACTA). Michael Geist explains:

When ACTA was formally signed by most participants in October 2011 in Tokyo, few would have anticipated that less than a year later, the treaty would face massive public protests and abandonment by leading countries. But with tens of thousands taking to the streets in Europe earlier this year, ACTA became the poster child for secretive, one-sided IP agreements that do not reflect the views and hopes of the broader public. This morning, the European Parliament voted overwhelmingly against the agreement, effectively killing ACTA within the EU. The vote was 478 against, 39 in favour, with 165 abstentions. This is a remarkable development that was virtually unthinkable even a year ago. Much credit goes to the thousands of Europeans who spoke out against ACTA and to the Members of the European Parliament who withstood enormous political pressure to vote against the deal.

The European developments have had a ripple effect, with the recent Australian parliamentary committee recommendation to delay ACTA ratification and the mounting opposition around the world. ACTA is not yet dead — it may still eke out the necessary six ratifications in a year or two for it to take effect — but it is badly damaged and will seemingly never achieve the goals of its supporters as a model for other countries to adopt and to emerge as a new global standard for IP enforcement. That said, ACTA supporters will not take today’s decision as the final verdict. In the coming weeks and months, we can expect new efforts to revive the agreement within Europe and to find alternative means to implement its provisions. That suggests the fight will continue, but for today, it is worth celebrating how the seemingly impossible — stopping a one-sided, secretly negotiated global IP agreement — became possible.

This has been referred to as the biggest parliamentary defeat ever for a European Commission initiative. In theory, the ACTA treaty cannot be enacted into EU law without being approved by the European Parliament (although, as we’ve seen before, the EU is adept at getting around minor inconveniences like referenda and recalcitrant national governments).

Writing the UN’s epitaph in advance

Conrad Black on the increasingly useless United Nations (although he urges reform instead of abandonment):

For the past 45 years the United Nations has become steadily over-populated by poor states, failed states, petty despotisms and militant Muslim counties chiefly preoccupied in diplomatic matters with the harassment and denigration of Israel. Most of the agencies have become sink-holes of patronage and corruption for poor countries paying themselves with the contributions of rich countries and polemically biting the hands that feed them.

It has become a source of payola windfalls for corrupt agency officials as well as a substitute for theatre and psychiatry for many of the world’s most disreputable regimes. Muammar Gadaffi’s Libya was elected to the chair of the Human Rights Commission (precursor of the present Human Rights Council), and the whole hierarchy of the UN was implicated in the scandalous misappropriation of many millions of oil dollars supposedly destined for humanitarian purposes in Iraq. The chief humanitarian beneficiaries were Saddam Hussein and crooked UN officials. Many of the peace-keeping missions are staffed by unqualified soldiers from very poor countries, which rent themselves out to the warring factions for cash; and thereby increase, rather than control, local violence.

Unfortunately, Canada was, for most of the UN’s history, far too indulgent of it. First, as a victorious ally and charter member, it was part of the Anglo-American governing consensus. Then, after Lodge gave Pearson the Suez peacekeeper idea (and Pearson forgot that it wasn’t his originally), the foreign policy establishment in Ottawa began to view the UN as a way for Canada to distinguish itself from the U.S. at little cost, and to allow itself, with a modest foreign aid budget, to pander to Third World countries without seriously annoying our traditional allies. This gradually developed into the Chrétien government’s endorsement of “soft power,” a phrase originated by former U.S. president Bill Clinton’s national security adviser Joe Nye, which was a soft alternative to the use of American military might. It is a concept that has any validity only when there is a hard power option, which Canada did not possess. As practised by this country, soft power was a fraud, it was just more softness.

Undoubtedly, there will be those in Canada who decry the Harper government’s comparative friendliness with Israel and call for appeasement of Pillay and her foaming claque. What we should do instead is lead agitation for a massive transformation of the United Nations — back to the defence of Eleanor Roosevelt’s Universal Declaration on Human Rights (which is not subject to Shariah law or any other such barbarities), jettison the antiquated Security Council and propose a variable system of voting in the General Assembly, where votes are accorded to countries and groupings of countries according to a combination of their population, economic strength and objectively assessed respect for human rights.

Canada is well placed to organize the support for such measures by the countries that pay most of the UN’s bills. This would be a much more appropriate stance for Canada, now that it has been so unjustly pilloried by the anthill of bigotry of a Human Rights Council, than continued reverence for this citadel of hypocrisy. The United Nations is both a mad cow and a sacred cow; it is in desperate need of radical reform.

What did Canada give up to get “2nd class seating” in the TPP negotiations?

Michael Geist on the Canadian concessions to get a seat at the kiddy table for the Trans Pacific Partnership free trade negotiations:

…the benefits for Canada are hard to identify. The price of admission was very steep — Canada appears to have agreed to conditions that grant it second-tier status — and the economic benefits from improved access to TPP economies are likely to be relatively minor since we already have free trade agreements with four of the ten participants.

Given those conditions, why aggressively pursue entry into the negotiations?

Given Canada’s late entry into the TPP process, the U.S. was able to extract two onerous conditions that Prime Minister Stephen Harper downplayed as the “accession process.” First, Canada will not be able to reopen any chapters where agreement has already been reached among the current nine TPP partners. This means Canada has already agreed to be bound by TPP terms without having had any input. Since the TPP remains secret, the government can’t even tell us what has been agreed upon. [Scott Sinclair reports that the commitment is even broader, covering any chapter where provisions have been agreed upon]

Second, Canada has second-tier status in the negotiations as the U.S. has stipulated that Canada will not have “veto authority” over any chapter. This means that should the other nine countries agree on terms, Canada would be required to accept them.

This condition could be used to stop Canada from joining forces with another country on a tough issue during the late stages of the negotiation. For example, Canada and New Zealand both have copyright terms that last for the life of the author plus an additional 50 years. The U.S. has proposed that the TPP mandate a term of life plus 70 years. While Canada and New Zealand might be able to jointly block the extension, the U.S. could pressure New Zealand to cave on the issue and effectively force Canada to accept the change.

Getting rid of our government-mandated monopolies in the agricultural sector (a good thing) is not going to be worth the price of adopting American-style copyright legislation.

Sacrificing relations with your top trading partner for domestic political reasons

In Foreign Affairs, Derek H. Burney and Fen Osler Hampson outline the sad state of the trading relationship between Canada and the United States:

Permitting the construction of the Keystone XL pipeline should have been an easy diplomatic and economic decision for U.S. President Barack Obama. The completed project would have shipped more than 700,000 barrels a day of Albertan oil to refineries in the Gulf Coast, generated tens of thousands of jobs for U.S. workers, and met the needs of refineries in Texas that are desperately seeking oil from Canada, a more reliable supplier than Venezuela or countries in the Middle East. The project posed little risk to the landscape it traversed. But instead of acting on economic logic, the Obama administration caved to environmental activists in November 2011, postponing until 2013 the decision on whether to allow the pipeline.

Obama’s choice marked a triumph of campaign posturing over pragmatism and diplomacy, and it brought U.S.-Canadian relations to their lowest point in decades. It was hardly the first time that the administration has fumbled issues with Ottawa. Although relations have been civil, they have rarely been productive. Whether on trade, the environment, or Canada’s shared contribution in places such as Afghanistan, time and again the United States has jilted its northern neighbor. If the pattern of neglect continues, Ottawa will get less interested in cooperating with Washington. Already, Canada has reacted by turning elsewhere — namely, toward Asia — for more reliable economic partners.

In Afghanistan, Canada is now rapidly scaling back its substantial commitment to the military mission, thanks to the United States’ increasingly erratic, if not embarrassing, direction. Canada has spent billions on the war and lost over 150 soldiers, proportionately more than any other ally, but has received no tangible dividend for its support on bilateral or multilateral issues of concern to it. Canada also participated in NATO’s mission in Libya — where a Canadian, Lieutenant-General Charles Bouchard, commanded military operations. Canada has no tangible interests of any kind in Afghanistan or Libya. Its participation in those countries, proportionately larger than any other ally, was intended primarily to strengthen the partnership with the United States on the theory that solid multilateral commitments would engender more productive bilateral relations. That proved not to be the case.

Update: Matt Gurney wonders if the palpable lack of reaction by Canadians to the laundry list of “slights” might possibly indicate that Canada is finally “growing up”:

You can’t say the essay is wrong. From Keystone XL to Buy America provisions in the stimulus packages developed by Congress, the U.S. has found occasion over the last few years to irritate Canada. But notably absent has been the kind of heated Canadian rhetoric you’d hear as recently as the Paul Martin era during the softwood lumber dispute. Nor does the Canadian public seem to be demonstrating much of the reflexive anti-Americanism that has always been a strange part of our national character.

We’ve long insisted that the U.S. treat us as a separate and sovereign country, and yet react with wounded outrage when they treat us as a separate country. Go figure. But given that Burney and his co-author are right, and America has repeatedly slighted Canada … and if we can agree that Canadians don’t seem particularly freaked out about it … good Lord, could it be that Canadians are, gulp, growing up?

The War of 1812 “remains the Jan Brady of American conflicts”

In The Atlantic, Adam Chandler explains why the War of 1812 is an also-ran in the American war popularity contest:

Of the many holes in the American national memory, the War of 1812 may be the most gaping. The war that gave America its national anthem, birthed Uncle Sam, and anointed four future presidents as war heroes remains the Jan Brady of American conflicts for good reason: not only was it book-ended by two vastly more significant wars, but its causes weren’t sexy, its conclusions were muddy, and its most famous battle took place after peace was declared. And so 1812 remains the only American war known by its date. (Even Congress refused to establish a bicentennial commission, leaving the commemorations up to the states.)

But as history buffs, state and local governments, and (doubtlessly) some zealous reenactors begin the mark the conflict that started on this date in 1812, there is much that modern-day Americans can learn from this clumsy moment in the nation’s childhood.

Congress finally declared war on Britain, with impeccably bad timing: Just a few days earlier, the British foreign minister had decided to rescind the policy towards American trade that had caused all of the hullabaloo to begin with. But word did not reach America in time, and ill-equipped U.S. forces fecklessly staggered into Canada to show the British not to mess with American trade (and to possibly snag some of Canada’s sweet farm land). Aided by a confederacy of Native Americans, Canada mostly repelled the invasion and won a large number of battles.

The most ridiculous moment of all featured the United States surrendering the entire city of Detroit without firing a shot in defense. “It was the most colossal screw-up of the war,” Alan Taylor, the Pulitzer Prize-winning historian explained in an interview. “And it comes at the worst possible time in the first major invasion. The Madison administration was counting on winning a quick victory in invading Upper Canada from the western end via Detroit to render the war popular. And instead, he got a catastrophic defeat.”

However, most Americans, if they remember it at all, recall the scene that inspired the writing of the national anthem or the (technically post-war) battle at New Orleans:

“All of those are events that come in the last months of the war when the British were mounting a counterattack against the United States.” Taylor explained. “They are all events that lead Americans to think they were on the defensive in the war and that the British were the aggressor. What’s lost sight of is that the United States declared the war and conducted the first two years of the war primarily as an invasion of Canada. And so Americans don’t remember the battles in Canada because they went so badly for the United States.”

EU’s Barroso spurns advice from Canadian “nobody”

The EU is not taking Prime Minister Stephen Harper’s advice gracefully. In fact, they’re not taking it at all:

Maybe it was the 35 C heat here on Mexico’s Baja Peninsula. Maybe it was the pressure of the crisis he faces back home.

Whatever it was, when I asked European Commission president Jose Manuel Barroso here Monday why Canada should risk its financial good name to bail out European banks, Barroso blew a diplomatic gasket.

“We are extremely open and we are engaging our partners but we are certainly not coming here to receive lessons from nobody,” he harrumphed.

That “nobody” is apparently our PM. How dare a mere Canadian politician offer criticism of the European Union, the greatest political achievement of mankind?

In Barroso’s eyes, the fiscal crisis in Europe is not even Europe’s fault. It is the victim in all of this. For that reason, the rest of the world ought bail it out, even though, as Prime Minister Stephen Harper has noted, the so-called euro area of 27 countries is the single largest and wealthiest economic unit in the entire world.

Harper has told Barroso just that, saying that if Canada — or anyone else — is going to kick in to a US$430 billion pool administered by the International Monetary Fund, then Europe is going to have to release the chokehold it has had on the IMF.

And of course, no negotiation with the EU is complete without some hard-to-misunderstand threats from the Eurocrats:

But Barroso wasn’t finished. In the middle of his tirade, he trotted out a thinly veiled threat that a Canada-EU free-trade deal was at risk unless Harper comes to his senses and sends Canadian cash to the continent.

“We are trying to conclude an important agreement on trade with Canada. Why? Because all the other parts of the world look at Europe as a source of possible growth for them. And, in fact, they also have an interest. The sooner the situation is stabilized in Europe, the better for them,” he said.

The only justifications for armed intervention

George Jonas on the arguments being trotted out for military intervention in Syria and other hotspots:

Repeating for the record what I’ve written many times before, I think only three things justify resorting to arms: (A) self-defence, (B) treaty obligations, and (C) defending vital national interests, defined as interests that properly mandated governments on reasonable grounds honestly believe cannot be safeguarded or secured in other ways.

As far as I can see, nothing compels or even excuses belligerency except national defence obligations. Humanitarian components are icing on the cake. “Responsibility to protect” strikes me a slogan of liberal imperialism; the battle cry of post-modern civilization’s missionaries, the casus belli of self-appointed knights errant with an unquenchable thirst for running the world. Disguised as academics, adventurers, mercenaries, bureaucrats, bien-pensants and do-gooders, these 21st-century Don Quixotes consider themselves the new global aristocracy. They’re the enlightened ones, expecting to become the anointed ones before long, and rule as functionaries of various supranational bodies — governmental, non-governmental, or merely mental — in what no doubt many believe is humanity’s best interest.

Anyway, my main point was that the West’s moment of going off the rails in foreign policy didn’t come in the turbulent and error-prone 1960s, but in the seemingly level-headed 1950s, under the presidency of the popular wartime commander “Ike” Eisenhower. Instead of letting America’s allies, Britain, France and Israel, finish the job Egypt’s military dictator, Colonel Nasser, started when he arbitrarily nationalized the Suez Canal in 1956, Eisenhower’s America, aided by Lester B. Pearson’s Canada, rescued the aggressive nationalist. As Westerners, Eisenhower and Pearson may have expected credit; what they got was contempt.

“Weren’t they allies? Westerners are people whose enmity is preferable to their friendship,” was how a Libyan I interviewed commented some years later. I don’t think we learned much since.

The end of the “predictable” China

Robert D. Kaplan on the end of an era in geopolitical calculations:

The United States has had it easy over the past third of a century in regards to China. Washington has been able to proclaim moral superiority over the Communist Party dictatorship in Beijing, even as those very dictators provided Washington with a stable, businesslike relationship that fostered immense opportunities for American companies in China and for the American economy overall. China’s rulers, ever since Deng Xiaoping consolidated power in 1978, may have been nominally communists, but they have also been professionals and technocrats who have ruled in a self-effacing, collegial style. Yes, they may oppress dissidents, but they have also been enlightened autocrats by the standards of the suffocating rulers who have governed in the Middle East.

But the purging of the pseudo populist boss of the megacity of Chongqing, Bo Xilai, may indicate that a less predictable period in Chinese politics lies ahead. Bo was something not seen in China since Mao Zedong: a leader with real charisma. China’s autocrats have for many years been nervously riding a domestic tiger. With communism no longer a philosophical organizing principle for the state, they have had to justify their rule by delivering double-digit annual economic growth — or close to that — to provide jobs for a potentially restive younger generation. Thus, even while China has amassed impressive new air and sea power, it has — by and large — not tried to employ that power in a particularly hostile way. China’s communist rulers have had too much domestically to worry about without creating new problems for themselves by constantly challenging the United States or its allies on the high seas. While China’s push to acquire air-sea power most specifically dates to 1996, when Beijing was humiliated by Washington’s ability to drive two aircraft carrier strike groups through waters near the Taiwan Strait, the building of a substantial air force and navy have so far been part of the natural, organic process of a new and rising great power. At least so far, it has not been particularly destabilizing to the world or regional order, unlike Iran’s push to develop a nuclear capability as part of a drive for Near Eastern leadership. China’s rulers may be dictatorial, but they are not radical and messianic.

UN joke of the day: Mugabe named “international tourism ambassador”

I guess it’s maybe a hint that the UN is no longer serious?

For cognitive dissonance, see under: The United Nations. It’s no longer just a platform for countries with less-than-negligible human rights records to bash Israel and other democratic nations, or the dispatcher of envoys like Kofi Annan to Syria (under whose watch some 800,000 Rwandans were slaughtered) or the patronizing professional busy-body Olivier De Schutter, a Belgian “UN special rapporteur on the right to food,” to lecture Canada. The UN is now an expert on tourism to Africa and deciding who is best suited to promote it.

The UN just announced that its favourite African megalomaniac, Robert Mugabe, and his Zambian sidekick, Michael Sata, have been appointed United Nations international tourism ambassadors in recognition of the promotion and development of tourism. The UN through the United Nations World Tourism Organisation will officially confer the status to the two presidents at a function to be held in Victoria Falls this week and officiated by the UNWTO secretary general Mr Talib Rifai. The honour comes even though the European Union and U.S. have imposed travel bans on Mugabe and many of his senior government officials due to widespread human rights abuses.

Stephen Harper’s “world view is based on the premise that the United States is in relative decline as a superpower”

Eugene Lang has an interesting view of how Stephen Harper has changed since coming to power and how this is reflected in Canada’s foreign policies:

Stephen Harper became Prime Minister six years ago with little interest in or experience of international affairs. He was a domestic policy wonk — particularly interested in economic and fiscal affairs. Yet, in about half a decade, he has fashioned the clearest Canadian foreign policy posture in at least a generation, whether you like that posture or not. We can now speak of a Harper Doctrine which forms the cornerstone of our foreign relations.

In a largely ignored interview with Maclean’s magazine last summer, the Prime Minster stated: “We also know, though, the world is becoming more complex, and the ability of our most important allies, and most importantly the United States, to single-handedly shape outcomes and protect our interests, has been diminishing, and so I’m saying we have to be prepared to contribute more, and that is what this government’s been doing.”

These remarks are an important insight into the Prime Minister’s perception of the changes in America’s geopolitical position, and how Canada should respond. They suggest his world view is based on the premise that the United States is in relative decline as a superpower, and that Canada must step up to the plate to help our distressed ally police the world. It is a striking acknowledgement. And it was not just words.

Canada has been needing to diversify its trading relationships to reduce its dependence on, and exposure to, the vagaries of the US economy and the meddling of the US government. President Obama’s recent decision to veto the Keystone XL pipeline is merely the latest spur to get Canada to work more closely with China and other growing economies rather than be subject to presidential whim in our dealings with the US.

During his first half-decade in office Stephen Harper was putting most of Canada’s economic eggs in the American basket, as had his predecessors — from Brian Mulroney to Jean Chrétien to Paul Martin. The Prime Minister was accused of willfully ignoring unprecedented economic opportunities in China.

But that is a thing of the past. Over the last year, the Harper government has embarked on the most ambitious trade and economic diversification agenda in memory. Ottawa is now pursuing free trade agreements with India and the European Union simultaneously. The government has done a 180 on Chinese trade and investment, actively and aggressively pursing both. Canada is trying hard to become a member of the Trans Pacific Partnership, a multi-lateral free trade agreement centred in Asia. And now Canada has begun free trade negotiations with Japan, the world’s third largest economy. Little of this was on Ottawa’s radar screen 18 months ago.

It’s my opinion that the US economy is being held back at least in part because of fears of what the federal government may do — instead of smoothing the worries of business, the government is stoking them and adding to the uncertainties that make business decision-making less bold. The more regulatory changes the government makes (or even hints that it might make), the less investment will be made in areas that might be affected by those changes. The current presidential election campaign with its naked fanning of class warfare isn’t helping the situation either.

Since the global financial crisis, the evidence has mounted that the United States is in economic decline. Its system of government seems congenitally incapable of coming to grips with America’s fiscal crisis. For the first time in living memory, the U.S. recovery from recession has been weaker than Canada’s. The United States continues to have a higher unemployment rate than Canada, virtually unheard of historically. The American economy is amazingly resilient and might yet come back strong, but right now the evidence suggests a long period of relative economic stagnation south of the border. This is the most important structural change affecting Canada since Stephen Harper became Prime Minister.
