They were invented by Captain Alexander McDougall, and revolutionized the way boats on the Great Lakes handled bulk commodities. Unfortunately, their unique design was one of the many factors which led to their discontinuation.

Today we have a rifle from a really neat forgotten corner of American military history. During World War One, the Pacific Northwest was the source of prime lumber, in particular Sitka Spruce that was ideal for aircraft production. The US military wanted that spruce for its own aircraft, and there was also massive demand from France and the UK for their production as well. As part of the American war effort, the Signal Corps (which oversaw military aviation) set about increasing spruce production severalfold.
The Corps sent a Colonel to investigate what would be necessary to do this, and he found that logging work was being significantly disrupted by labor union organizing, ranging from strikes to active sabotage. In response, the Army essentially created its own labor union, the Loyal Legion of Loggers and Lumbermen which both provided some of the labor reforms sought by groups like the IWW and also succeeded in massively increasing timber output for the war. The LLLL is a mostly-forgotten organization, and most of the documentation on it is from very left-wing organizations that paint it as a government attempt to quash labor rights. The reality appears to be far more nuanced, with several very legitimate reforms instituted in good faith. Unfortunately, the best reference on this period is completely out of print, Soldiers and Spruce: Origins of the Loyal Legions of Loggers & Lumberman by Harold Hyman (https://amzn.to/3lErrRC).
At any rate, part of the effort included the creation of the Spruce Production Division — 25,000 soldiers (mostly with backgrounds in logging and lumber) to Vancouver. They were seconded to private logging companies with Army-subsidized wages, but retained a military structure and officer corps. The Signal Corps purchased about 1,800 Winchester Model 1894 rifles in .30-30 caliber to arm a segment of the Division for security and military police type duties. Winchester 94s were in production and readily accessible, and the Division’s mission did not justify giving them Enfield or Springfield rifles needed by troops in Europe. These Winchesters were marked with a “US” property stamp and flaming bomb, and had serial numbers between 835,000 and 853,000 (specific numbers are not known because Winchester’s records form this period were destroyed). When the war ended, the guns (along with the Division’s other equipment) were sold as surplus, and they are found to this day in the Northwest. Many are in poor condition from decades of hard use, and they can be difficult to identify (and are also faked …) but they are a really neat artifact of a long-forgotten part of World War One history.

Fallen Flag — the Northern Pacific Railway
This month’s Classic Trains fallen flag feature is the Northern Pacific Railway by George Drury. The NP was a government-authorized transcontinental line planned to run from a Great Lakes port to the Pacific Northwest. Its founding legislation was passed during the American Civil War but construction of the right of way didn’t begin until 1870 and the line was completed in September, 1883. The railway was granted up to 60 million acres in land grants, but eventually only claimed about 40 million acres (much of this land was already occupied or claimed by various First Nations tribal groups who — of course — were given no choice about having a railway built through their lands and many actively fought against the railway eventually requiring formal US Army protection for the surveying and building crews).
Despite the vast land grants, the costs of building the railway eventually drove Jay Cooke, the original financial backer, into bankruptcy which was one of the major triggers of the financial disaster known as the Panic of 1873. The economic impact was widespread and was known — until the 1930s — as the “Great Depression”, and the US economy took several years to resume growth while other industrialized countries suffered the effects for longer.
NP reorganized by converting the bonds to stock, and the Lake Superior & Mississippi was reorganized as the St. Paul & Duluth. In 1881 control of the NP was purchased by Henry Villard, who also controlled the Oregon Railway & Navigation Co. and the Oregon & California Railroad. On Sept. 8, 1883, NP drove a last spike at Gold Creek, Mont., near Garrison, completing a line from Duluth to Wallula Junction, Wash. Northern Pacific trains continued on the rails of the OR&N to Portland, where NP’s own line to Tacoma resumed (it crossed the Columbia River by ferry from Goble, Ore., to Kalama, Wash.).
Even before completing the line at Gold Creek, NP began constructing a direct line from Pasco, Wash., over the Cascade Range to Tacoma. The Puget Sound area was beginning to grow, and NP wanted to reach it with its own line rather than rely on OR&N. Indeed, soon after the last-spike ceremonies, Villard’s empire collapsed and OR&N became part of Union Pacific (Southern Pacific got the Oregon & California). The Pasco–Tacoma line opened in 1887, with temporary switchbacks carrying trains over Stampede Pass until the opening of Stampede Tunnel in May 1888.
To help populate the railway’s claimed lands, colonization offices were established in northern Europe in the mid-1880s to attract immigrants to settle and farm along the right of way. Many Americans of German or Scandinavian ancestry can trace their roots back to these programs, which generally offered very cheap package deals for transportation to the United States along with parcels of land and other inducements.
In 1901 Northern Pacific and Great Northern gained control of the Chicago, Burlington & Quincy by jointly purchasing approximately 98 percent of its capital stock. That same year James J. Hill and J. P. Morgan formed the Northern Securities Co. as a holding company for NP and Great Northern. The U.S. Supreme Court dissolved Northern Securities in 1904. In 1905 the two roads organized the Spokane, Portland & Seattle, which was completed from Spokane through Pasco to Portland in 1908. GN and NP attempted consolidation in 1927, but the Interstate Commerce Commission made giving up control of the Burlington a requisite for approval, a condition the roads found unacceptable.
In October 1941 NP purchased the property of the Minnesota & International Railway (Brainerd to International Falls, Minn.), which it had controlled for a number of years.
In image, Northern Pacific was the most conservative of the three northern transcontinentals. (Great Northern was a prosperous, well-thought-out railroad; the Milwaukee Road was a brash newcomer.) Bulking large in NP’s freight traffic were wheat and lumber. In the 1920s and 1930s NP suffered from smaller than usual wheat crops and competition from ships for lumber moving to the East Coast. Ship competition decreased during World War II, and postwar prosperity brought an increase in building activity and population growth to the area NP served. NP was the oldest of the northern transcontinentals and had been instrumental in settling the northern plains. It served the populous areas of North Dakota, Montana, and Washington. Its slogan was “Main Street of the Northwest,” and its secondary passenger train of the 1950s and ’60s was the Mainstreeter. Its flagship was the North Coast Limited, launched in 1900.
In 1956 NP and Great Northern again studied merger of the two roads, the Burlington, and the Spokane, Portland & Seattle. In 1960 the directors of both roads approved the merger terms. On March 2, 1970, NP was merged into Burlington Northern along with Great Northern; Chicago, Burlington & Quincy; and Spokane, Portland & Seattle.

Grammar is now racist
Theodore Dalrymple on the recent revelation of the inherent racism of correct language usage:
Two kind readers have drawn my attention to a person called Asao B. Inoue, of whom I had previously not heard, who teaches writing at Tacoma University in Washington State. This deeply conventional corrupter of youth has delivered himself of the pseudo-original opinion that American grammar is inherently racist. It is true that it is often not very good; but that, alas, is true of the speech and writing of the people of all known nations.
To give a flavor of Professor Inoue’s polysyllabic pseudo-ratiocination, I can do no better, alas, than to quote him:
Antiracist writing assessment ecologies explicitly pay close attention to the relationships that make up the ecology, relationships among people, discourses, judgments, artifacts created and circulated. They ask students to reflect upon them, negotiate them, and construct them. Antiracist writing assessment ecologies also self-consciously (re)produce power arrangements in order to examine and perhaps change them. When designing an antiracist writing ecology, a teacher can focus students’ attention on a few of the ecological elements…which inter-are. This means addressing others, such as power relations and the ecological places where students problematize their existential assessment situations.
This is a quotation, at random, from Professor Inoue’s book, Antiracist Writing Ecology: Teaching and Assessing Writing for a Socially Just Future.
I have not torn this passage out of context because tearing Professor Inoue’s prose out of context is as impossible as tearing fog. There are, in this instance, 300 pages of it, and I congratulate in advance anyone who reads it all. He deserves full marks for persistence, if not for a wise employment of his time.
It might, of course, be thought that a man like Professor Inoue could do little damage. It is unlikely that ghetto youth will ever go on the rampage shouting Problematize our existential assessment situations! It has other problems on its mind, such as police brutality and the price of crack. Moreover, although Professor Inoue’s prose is hardly Gibbonian, the fact is that he himself writes in approximately grammatical form — in other words, he uses standard grammar. No doubt he would argue that this is because he is forced to do so, that the vicious racists of Tacoma University would sack him if he didn’t, but this is no excuse: He doesn’t have to work there and could take another job, though for the moment I cannot think what it could be.
The point is, however, that he probably demands of his students that they reproduce his thoughts — or rather, opinions — not only in content but in form, that is to say in approximately standard grammar. Whether this is hypocritical of him rather depends on whether he is aware of it.

Western states and the female franchise
An interesting story from Maggie McNeill, discussing the career of Lou Graham, Seattle’s most famous madam:
As Thaddeus Russell explains in A Renegade History of the United States, the reason so many western states gave women the right to vote long before the eastern ones (or the country in general) had absolutely nothing to do with high-minded egalitarianism and everything to do with pragmatism and arse-kissing. You see, frontier populations are always disproportionately male because they tend to lack the sort of amenities “good” women tend to want. Accordingly, frontier towns fill up with lonely young men desperate for female company and usually possessed of money drawn from whatever industry the town is built on (whether that be mining, trapping, trade or whatever). Naturally, whores arrive to capitalize on this and so the minority of frontier populations which are female are usually made up largely of working girls. These ladies soon amass a disproportionate share of the wealth, and madams tend to become fabulously wealthy; in order to win their favor (the better to secure donations and investment in civic projects), city fathers all over the western US granted them suffrage. Seattle did this on November 23rd, 1883 and almost immediately regretted it; by the time the city had actually granted suffrage, the whores had been outnumbered by recently-arrived “good” women, who immediately repaid the “bad” sisters who had won the vote for them by electing “progressive” prohibitionists to enact new laws (and vigorously enforce old ones) restricting saloons, brothels, gambling and other “vices”. The result, naturally, was a dramatic loss of tax and license revenue, and by the time women’s suffrage was revoked by judicial fiat in 1887-88 the city’s finances were in shambles.

Can you really call it a “cork” when it’s made of plastic?
I have to agree with Michael Pinkus on this issue: wines that are sealed with a synthetic cork really should carry a warning label or at least use a transparent capsule to avoid disappointment for the consumer. Fortunately, most of the wineries I favour have either stuck with traditional cork or have gone to steel closures, but I’ve had some unhappy experiences with Californian wine (and not always the cheap stuff) locked down under a blob of synthetic material.
The question I brought up in my post was why use a plastic cork in a knowingly ageable wine? First generation plastic, self-admitted by one of the leading synthetic manufacturer’s in the US, is for drink-now wines (at least within 3-4 years maximum); yet the Washington based Hedges is still claiming the possibility of 20 years. Now I am aware that better technology in synthetic is currently being studied and marketed to preserve bottles longer, but the fact still remains that a bottle closed in 2002 and opened in 2014 wasn’t given proper opportunity to age 5 years, let alone 20, based solely on choice of closure by the wine makers. But knowing what they know now about the older synthetics should not Hedges change their tune on their older bottles? Why stick by the 20 year number? It would be more appropriate to say: ‘you’d be very lucky for 20 years, or even 10, we recommend a maximum of 5 years.’
The Montreal-based writer, who took me to task, said that he did not approve of my anti-synthetic stance and said that I blamed the producer for a choice they made 12 years ago “as if they knew it would fail” over the long haul. He argued that taking into account the thinking of the time: that synthetic would do a better job and eliminate dreaded cork taint (TCA), I should give the producer a break. I’ll agree that maybe it is a little unfair of me to blame them for a decision they made 12 years ago; but what’s their excuse today? My demand NOW is to know what is sealing my bottles today.
A well-known and award winning winery here in Ontario used synthetic for their 2002-2005 vintage wines and consider it now to be “one of their worst mistakes ever”, once they realized their poor ageing ability. I recently dumped a number of their wines down the drain after discovering, and tasting, the wines I had in my cellar, sealed synthetically, and their marketing manager says he has done the very same with what he had considered, at the time of bottling, “some beautiful wines”. A popular, longtime wine writer and friend confided that upon noticing that this winery had moved to the synthetic closure said “my opinion of their wines was tainted”.
These are just two examples of industry insiders, from two sides of the industry (writing and marketing — each over 15 years in the business) knowingly making the decision against synthetic for long-term aging. So I know I’m not alone in my thinking; and where there is two in such close vicinity that means there are plenty more of us around the world.

Waiting for the Feds to respond to legal marijuana in Colorado and Washington
Phillip Smith examines the changed situation in Colorado and Washington in the wake of the marijuana legalization votes and what the federal government may do:
While the legal possession — and in the case of Colorado, cultivation — provisions of the respective initiatives will go into effect in a matter of weeks (December 6 in Washington and no later than January 5 in Colorado), officials in both states have about a year to come up with regulations for commercial cultivation, processing, and distribution. That means the federal government also has some time to craft its response, and it sounds like it’s going to need it.
So far, the federal response has been muted. The White House has not commented, the Office of National Drug Control Policy has not commented, and the Department of Justice has limited its comments to observing that it will continue to enforce the federal Controlled Substances Act.
“My understanding is that Justice was completely taken aback by this and by the wide margin of passage,” said Eric Sterling, former counsel to the House Judiciary Committee and currently the executive director of the Criminal Justice Policy Foundation. “They believed this would be a repeat of 2010, and they are really kind of astonished because they understand that this is a big thing politically and a complicated problem legally. People are writing memos, thinking about the relationship between federal and state law, doctrines of preemption, and what might be permitted under the UN Single Convention on Narcotic Drugs.”
What is clear is that marijuana remains illegal under federal law. In theory an army of DEA agents could swoop down on every joint-smoker in Washington or pot-grower in Colorado and haul them off to federal court and thence to federal prison. But that would require either a huge shift in Justice Department resources or a huge increase in federal marijuana enforcement funding, or both, and neither seems likely. More likely is selective, exemplary enforcement aimed at commercial operations, said one former White House anti-drug official.

Reason.tv: The Wildly Unpopular Status Quo Is Ratified!
“After four years of a crappy economy, bipartisan dissatisfaction with bailout economics, and populous revolts on the right and the left, we are seeing basically the exact same government we had on November 6th,” says Reason magazine Editor in Chief Matt Welch. “The status quo, which has never been less popular, has just been ratified.”
And yet, says Welch, big wins on marijuana legalization and gay marriage give limited government types a lot to be happy about.

Voters approved ballot measures legalizing same-sex marriage in three states by similar margins: 53 to 47 in Maine, 52 to 48 in Maryland and Washington. In Minnesota an initiative that would amend the state constitution to ban gay marriage
is tied right now, with 75 percent of precincts reporting[was defeated 51-48].This is the first time gay marriage has been legalized by popular vote. In the six other states where it is legal (Connecticut, Iowa, Massachusetts, New Hampshire, New York, and Vermont), the policy was enacted by the legislature or compelled by a court decision. By contrast, most of the state laws allowing medical use of marijuana — another one of which passed tonight in Massachusetts — have been enacted by voters. (Colorado and Washington both had such laws before broadening the policy to include recreational use.)

West coast earthquake zones
According to an article in The Economist, the well-known San Andreas fault in California is not the most likely to cause an earthquake of the magnitude of last week’s quake in Japan. The most likely source is the Cascadia subduction zone:
The most likely megaquake on the West Coast would be much further north — in fact, 50 miles off the coast between Cape Mendocino in northern California and Vancouver Island in southern British Columbia. This 680-mile strip of seabed is home to the Cascadia subduction zone, where oceanic crust known as the Juan de Fuca plate is forced under the ancient North American plate that forms the continent. For much of its length, the two sides of this huge subduction zone are locked together, accumulating stresses that are capable of triggering megaquakes in excess of magnitude 9.0 when they eventually slip. As such, Cascadia is more than a match for anything off the coast of Japan.
What makes Cascadia such a monster is not just its length, but also the shallowness of the angle with which the encroaching tectonic plate dives under the continental mass. The descending plate has to travel 40 miles down the incline before it softens enough from the Earth’s internal heat to slide without accumulating further frictional stresses. Could the fault unzip from end to end and trigger a megaquake — along with the mother of all tsunamis? You bet. By one account, it has done so at least seven times over the past 3,500 years. Another study suggests there have been around 20 such events over the past 10,000 years. Whatever, the “return time” would seem to be within 200 to 600 years.
And the last time Cascadia let go? Just 311 years ago.

Just an ordinary traffic accident, until the sword fight breaks out
By way of David Stamper’s Facebook update, a sad story of how ordinary attempted vehicular homicide turned into . . . a sword fight:
A hit-and-run collision Wednesday followed by a brief sword fight led police to arrest a 25-year-old man for assault.
About 4 p.m., the Sunnyside man spotted a 27-year-old rival and intentionally rammed his 1981 Ford F-150 pickup into the man’s vehicle as he backed out of his driveway in the 100 block of South 11th Street, said Charlotte Hinderlider, Sunnyside police spokeswoman.
The alleged assailant brandished a sword, swinging it at his enemy, who had climbed out of his own vehicle, Hinderlider said.
The suspect fell, giving the victim time to pick up a machete that happened to be laying in his yard and defend himself from his alleged attacker, Hinderlider said. Meanwhile, the victim’s mother, still in the vehicle, dialed 9-1-1 from her cellular phone.
You can’t really call yourself a swordsman if your intended victim can pick up a machete that “happened to be laying in his yard” and successfully defend himself. The report doesn’t spell out the actual weapon used, but it doesn’t seem to show that the attacker actually knew what the hell to do with whatever kind of sword he was using.
For those of you following along at home: you wound with the edge, but you kill with the point. The wounds may be painful, nasty, and gruesome, but if you’re trying to kill someone, the sword is a thrusting weapon, not a slashing weapon.
