Contrasting Canadian and Australian approaches to national defence spending

Matthew Fisher considers the way Australia deals with defence spending in comparison to Canada:

Australia may not immediately spring to mind as the country with which to best compare Canada’s defence spending, but it is not that much of a stretch. They share the same values and allies, have similarly robust resource-based economies, generous welfare nets and military histories from the Boer War through to the war in Afghanistan that usually have dovetailed.

Although Canada’s economy is nearly twice the size of Australia’s — and has about 40 per cent more people — Canada lags far behind in defence spending.

Australia spent $29 billion on its armed forces last year. That is about $7 billion more than Canada did. Given the relative size of the two economies and populations, for the federal government to match Australia on defence spending would require an annual out-lay of between $35 billion and $40 billion, rather than the $22 billion that was spent last year.

There are reasons why Australia spends more. But taken together, they do not account for the staggering gap between the two countries.

Support for — or hostility toward — defence spending in Canada follows the usual political fault lines. This is in sharp contrast to Australia, where there is a broad political consensus that adequate funding is vital to the national interest. So much so, in fact, that for Australian parliamentarians and the media, defence spending is not a hugely controversial subject.

It’s not safe to go back in the water . . . because of Climate-Change-induced mutant SHARKS!

James Delingpole has all the scary details:

It had to happen. As if the plight of the polar bear wasn’t punishment enough for our evil, selfish, refusing-to-change-our-lifestyle-because-we’re-addicted-to-oil ways, it now seems that Mother Gaia may have a deadly new weapon up her sleeve: KILLER MUTANT SHARKS!!! (H/T Brown Bess)

So far, admittedly, Mother Gaia is in the very earliest stages of her experimentation:

    Scientists said on Tuesday that they had discovered the world’s first hybrid sharks in Australian waters, a potential sign the predators were adapting to cope with climate change.

    The mating of the local Australian black-tip shark with its global counterpart, the common black-tip, was an unprecedented discovery with implications for the entire shark world, said lead researcher Jess Morgan.

    “It’s very surprising because no one’s ever seen shark hybrids before, this is not a common occurrence by any stretch of the imagination,” Morgan, from the University of Queensland, told AFP.

    “This is evolution in action.”

But those of us who have seen Deep Blue Sea (not the feeble Terence Rattigan rip off, obviously; the proper version, about the mutant killer sharks bred in an undersea laboratory who escape and hunt down the scientists one by one) will know that this is just the beginning.

Australia the hot destination for former RN, RCN, and USN sailors

Australia’s job market is very tight, and the military is feeling the pinch. Strategy Page explains how the military is coping:

Noting that Britain was downsizing its armed forces, and cutting loose a lot of experienced personnel, the Australian Navy has sent recruiting officers to Britain to see if there would be interest among some of these former (or soon-to-be former) British sailors in joining the Australian Navy. The navy is particularly interested in obtaining personnel with technical skills. Years of low unemployment in Australia (partly because China is buying so many raw materials) has caused a shortage of engineering and technical specialists in the navy. The mining companies have been luring away a lot of technical personnel with higher pay and better working conditions. As a result, for example, the navy only has crews for three of its six submarines.

For over two years now the navy has been recruiting foreigners who possess needed technical skills. Australia is a nation of immigrants, and the admirals point out that recruiting a foreigner is cheaper than training an Australian to do these tasks. But sending recruiters to foreign countries is a new angle. Australia has also been offering navy jobs to sailors from Canada, New Zealand and the United States. All four foreign nations share a common language and, in general, culture with Australia. Moreover, sailors from these foreign nations have gone through similar security vetting. The recruiting offers are being sweetened with quick granting of Australian citizenship after less than a year of service.

The Philippines seek some cheap aircraft

Strategy Page, on the Philippines’ financial and strategic problems:

The Philippines is asking the U.S. for some used F-16 jet fighters. The Philippines is broke, so the proposed deal is for free F-16s, with the Philippines paying for any upgrades or modifications needed for service in the Philippines Air Force. Normally, the Philippines has no practical need for a jet fighter force. But this has changed because of possible clashes with China, the Filipinos are being practical. China is claiming Filipino territorial waters, including places where the Philippines authorized drilling for oil and gas. The Philippines could never afford to buy, or even just maintain warplanes sufficient to deal with a Chinese air threat. The Philippines depends on its friendship with the United States for protection. American warplanes provide better protection than any jet fighters the Philippines could put in the air. But the Philippines would like a dozen or so F-16s just so they can chase away Chinese warplanes that increasingly fly into Filipino air space.

Six years ago, the Philippines removed from service its eight F-5 fighters. These 1960s era aircraft were not much of a match for more recent warplanes, and were expensive to maintain. In the meantime, the Philippines has been using armed trainer aircraft for strikes against Moslem and communist rebels.

China’s first aircraft carrier at sea

A US satellite company says it has taken a photograph of China’s first aircraft carrier during trials in the Yellow Sea.

It is believed to be the first time the 300-metre ship, a refitted former Soviet carrier, has been photographed at sea since it was launched in August.

DigitalGlobe said one of its satellites took the picture on 8 December and an analyst at the firm spotted the ship this week while searching through images.

Stephen Wood, director of DigitalGlobe’s analysis centre, said he was confident the ship was the Chinese carrier because of the location and date of the image. The carrier has generated intense international interest because of what it might portend about China’s intentions as a military power.

The former Soviet Union started building the carrier, which it called the Varyag, but never finished it. When the USSR collapsed, the ship ended up in Ukraine.

Reason.TV: How Pearl Harbour made America a global power

A minor quibble: though Craig Shirley asserts that the only way Americans could fight overseas before Pearl Harbour was with the Chinese air force, at least 16,000 Americans were serving in the Canadian Army, the Royal Canadian Navy, or the Royal Canadian Air Force:

Long before Pearl Harbor, a steady stream of Americans had started moving northward across the border to join the Canadian armed forces. By the beginning of 1941 some 1,200 Americans comprised about 10 percent of RCAF officer strength and 3 percent of the other ranks. A U.S. influx totaling about 10 percent of RCAF recruitment continued until, at the time of Pearl Harbor, over 6,000 U.S. citizens were serving in the RCAF, of whom 600 were instructors in the British Commonwealth Air Training Plan. By the same time nearly 10,000 Americans were serving in the Canadian Army. After Pearl Harbor a reverse movement resulted in the absorption of over 26,000 Canadians into the U.S. armed forces during World War II.

“It is a sad state of affairs when an amazing feat of engineering is only seen in bleak environmental and misanthropic terms”

Nick Thorne wonders why the soon-to-be-completed road link between Peru and Brazil, the Interoceánica, has gotten such poor press in the west:

In July this year, an amazing feat of engineering and testament to the progress of Latin America went almost completely unreported in the Western media. With the opening of the Puente Billingshurst, a half-mile suspension bridge across the Madre Dios river, the interoceanic highway or Interoceánica neared completion. Soon, a long-held dream will finally come true: for the first time, a road will stretch all the way from the Pacific to the Atlantic, crossing the whole of South America.

The road starts in the Peruvian capital, Lima. It crosses the Andes, reaching a highest point of 4,850 metres (higher than Mont Blanc), then plunges into the rainforest, crosses several tributaries of the mighty Amazon, and after a total of 3,400 miles it reaches the Atlantic coast of Brazil. Much of the route has been in place for decades, but a 460-mile middle section was still missing. With the opening of the bridge, the road’s completion is in sight.

Comparisons have rightly been made between the Interoceánica and the first North American transcontinental railroad completed in 1869. In Brazil, the highway has already been dubbed ‘the road to China’. In 2009, China overtook the US as Brazil’s largest trading partner. Chinese trade will be able to use the Peruvian ports on the Pacific coast, cutting out a long detour via Cape Horn or the Panama Canal. While Brazil will be the main beneficiary, Peru will benefit as a middle-man. The think tank Bank Information Centre estimates that the highway will lead to a 1.5 per cent annual increase in GDP in Peru. The highway will facilitate greater regional integration and is a real symbol of Latin America’s economic awakening. A triumphant banner along the highway reads ‘once a promise, now a reality’. In 2006, a mere 3,500 people crossed the border from Peru to Brazil. By 2009, with the partial completion of the highway, this had already increased ten-fold to 35,000.

Chile upgrades their amphibious capabilities

A brief item from the invaluable Strategy Page talks about Chile’s most recent naval acquisition:

Chile is buying the French amphibious ship Foudre, which is being replaced by a more recent design. The 12,000 ton Foudre has been in service for 21 years and could, with some refurbishment, serve another two decades or more. The 168 meter (521 feet) long ship has a crew of 160 and carries up to 70 vehicles. The well deck contains eight landing craft and there is a hangar that carries up to four helicopters. There are accommodations for 450 troops (or double that for short voyages). The Foudre can also be used as a command ship, which spaces for 150 headquarters personnel and their equipment.

Chile will use the Foudre to replace an 8,700 ton, 40 year old, American Newport class LPD. This ship was retired earlier this year, as it was considered too expensive to refurbish it. France has also offered Chile the second ship of the Foudre class, which is scheduled to retire from French service in a few years. The price of the Foudre to Chile has not been revealed. It will be cheap, and will depend on how much refurbishment French firms will undertake. Foudre undertook several long-distance operations during its career.

When will Tuvalu be inundated?

The answer, according to Lorne Gunter is . . . not very soon, if at all:

For nearly a decade now, the tiny Pacific island-group nation of Tuvalu has made news for its government’s claim that the archipelago is being swallowed up by rising sea levels caused by global warming. The island government has even considered suing the world’s largest industrial powers for emitting the carbon dioxide that many scientists believe is trapping solar radiation in the atmosphere and leading to allegedly higher global temperatures. When the highly vaunted UN climate summit in Copenhagen in Dec. 2009 failed to produce a successor agreement to the 1997 Kyoto accords, the Tuvalu delegation was not shy about expressing its disgust and outrage, claiming that world leaders had consigned them to a slow extermination. (So slow — over 100 years — that almost no current Tuvaluns will live long enough to be killed by the encroaching oceans and their descendents will have plenty of time to row to safety. But let’s not pick nits.)

Two American experts on coastal construction and sea-level — James Houston, director emeritus of engineering research and development for the U.S. Army Corps of Engineers, and Robert Dean, professor emeritus of civil and coastal engineering at the University of Florida — examined decades worth of data from all the tidal monitors around the U.S. and determined earlier this year that “worldwide-temperature increase has not produced acceleration of global sea level over the past 100 years.” indeed, the rate at which oceans have been rising has “possibly decelerated for at least the last 80 years.”

Houston and Dean are committed warmists. They started their study with the expectation that their results would show rapidly increasing sea levels. Instead, they found that the oceans around the U.S. had risen little in the 20th Century and that the far from rising faster due to global warming were actually rising more slowly. If the trend of the past 80 years continued, the pair estimated that at most worldwide oceans would rise by 15 cms (ankle depth) by 2100, rather than the one to two metres most recently projected by the UN, or the 10 metres estimated by Al Gore.

China’s second-hand aircraft carrier puts to sea for initial trials

The Shi Lang, formerly the Varyag, is undergoing a set of sea trials:

China’s first aircraft carrier began sea trials on Wednesday, the state-run Xinhua news service reported, a highly symbolic step in what is certain to be a years-long effort to create a carrier presence in the Pacific waters off its coast.

The carrier, once known as the Varyag, left Dalian, its northeast China port for what analysts said would be a test of its rudder, propulsion system and other basics. Xinhua’s two-sentence report stated only that the carrier would make a short voyage before returning to Dalian for further tests.

The Chinese Defense Ministry said last month that the carrier would be used largely for scientific research and training. Foreign military analysts say it could be a decade or more before the Chinese can deploy and operate a true fleet of carriers, the most costly and complex weapons systems in any nation’s arsenal.

Okay, everyone relax: China says aircraft carrier to be used for “research and training”

That’s the latest story from China, which has finally acknowledged that they are rebuilding the former Soviet aircraft carrier Shi Lang:

China has officially acknowledged that it is rebuilding an aircraft carrier it bought more than a decade ago, but says the refurbished ship will be used only for research and training.

A defence ministry spokesman, Geng Yansheng, told reporters on Wednesday that work was under way on refitting an old carrier, a reference to the Varyag, whose stripped-down hull was towed from Ukraine in 1998 and has been under reconstruction for the best part of a decade.

“Building an aircraft carrier is extremely complex and at present we are using a scrapped aircraft carrier platform to carry out refurbishment for the purposes of technological research, experiments and training,” Geng said.

China admits it’s hard to hide 1000ft-long aircraft carrier

China has finally gotten around to acknowledging that they’re rebuilding the former Soviet aircraft carrier for use by their navy:

Gen Chen Bingde refused to say when the carrier — a remodelled Soviet-era vessel, the Varyag — would be ready.

A member of his staff said the carrier would pose no threat to other nations.

The 300m (990ft) carrier, which is being built in the north-east port of Dalian, has been one of China’s worst-kept secrets, analysts say.

Gen Chen made his comments to the Chinese-language Hong Kong Commercial Daily newspaper.

Although the Chinese say that the ship, once ready for operations, won’t enter other countries’ territorial waters, keep in mind that China doesn’t have the same idea about maritime rights as others in the South China Sea region:

How not to celebrate Anzac Day

An elderly driver of a retired military vehicle either lost control of his vehicle or (as the article implies) took his hands off the wheel to take a photo just before the crash:

A 64-year-old man who drove his World War II truck into a group of veterans marching in Melbourne’s Anzac Day parade last year has been charged with dangerous driving causing serious injury.

Eight members of the Ceylon Ex-Serviceman’s Association were injured, two critically, when the vintage truck lurched forward into them on Saint Kilda Road.

All the veterans survived but some are still recovering from injuries ranging from broken bones to internal injuries.

A picture obtained by the ABC in May last year allegedly showed the driver using both hands to take a photograph moments before the accident.

Two things you may not realize as background to this:

(1) Australia is HUGE on Anzac day; My indoctrination started as a 10-year old in Southern Cross WA. A large portion of the town’s population was drunk by the start of the dawn service at the war memorial, and it just got worse after that. Every year. I mean, every year, the DAY just got worse.

Anzac day is the day when old diggers get maudlin about their mates who fell in The Great War, even though the maudlin diggers are too young to have HAD mates in The Great War.

(2) I feel deeply about the origins of The Third Balkan War, read up on it frequently, have 6 bookcases (not bookshelves) of books on the subject, and am deeply moved by the stories. I see 19-year old kids in the elevator and think “You died for us”, for that was most probably the average age of the soldier, sailor and airman.
So I don’t resent “dwelling on the past”; I do it daily.

Australian Defence Force in the news . . . not in a good way

Australia’s military have a reputation for brashness, but competence in combat. The bureaucratic side of the ADF has problems:

The Australian Defence Force found itself in the headlines for the wrong reasons when a young female member of the ADF Academy went public after having sex with a fellow cadet, only to find out later that he used a webcam and Skype to broadcast the assignation to his mates.

Okay, slimy action on the part of the other cadet. Action by the military braintrust should be some form of discipline against the cadet who violated trust, yes? No:

The ADF first tried to equivocate, saying that there was nothing it could use to charge the unconscionable bastard who thought the broadcast was a good idea, only to backpedal when Defence Minister Stephen Smith (who is an impressive sight when in full flight and fury) hit the roof.

Next, the ADF brasshats, in an outbreak of unbelievably insular stupidity, decided to go ahead with a separate charge against the traumatised female, to do with AWOL and drinking. Moreover, these same defence bosses also asked the woman to apologise for going public with her story.

Adding military insult to personal injury, check. The Defence Minister was even more displeased, of course. Richard Chirgwin points out that these actions are merely symptoms of a deeper institutional problem:

Now, I could write a serious and reasoned column about the chronic social problems of the ADF, which has, for as long as I can remember, acted as if it has institutional autism.

Or I could observe that the ADF seems entirely unable to instill even the remotest hint of good sense in how its members behave in the presence of computers. It’s less than a fortnight since we found out that Australian soldiers were posting racist messages about Afghanistan nationals on Facebook.

But I have a different question to ask: why the hell was the ADF permitting unrestricted use of Skype in the Academy?
