The absolutely vital elements of a successful democratic component of government (note – component of a system, not the entire system): is that there be a literate population; a free and enquiring press; a well developed and just rule of law; and a tradition of give and take being acceptable to the society.
Tribal societies have none of these things. That is why democracies have consistently failed in African countries where tribalism is still the most important element. (In fact politics in some of these places is still largely a competition between which tribal groups served in the imperial militaries, versus which served in the imperial civil services. With very bloody competition between the two.) The fact that illiteracy is rampant; free presses almost non-existent; and the rule of law where judges are not beholden to tribal interests, or simply threats, doesn’t exist: makes democracy impossible to sustain.
Muslim culture has none of these things. A system where a woman’s evidence in court is one third of a man’s – and dhimmitude is recognized even if slavery officially isn’t – is unlikely to have these things. And for literacy, free press, or rule of law, see Africa, but doubled.
It is also possible to suggest that without a clear understanding of the logic of natural laws, you can’t have a democracy. The fact that Muslim scholarship specifically rejects natural law on the basis that Allah can cause anything, so there are no ‘natural laws’, means you cannot have these things. The reason the Muslim world lost its scientific supremacy of the 11th and 12th centuries relates specifically to their decision to turn their back on empirical evidence. Without that basic understanding, I do not believe democracy is possible. (In fact that basic approach helps explain why democracy is actually anathema to good Muslims, and why Boko Haram literally means ‘Western education is evil’!)
So the concept that an ‘Arab Spring’ could work in the Middle East is a sad indictment on the Western media and ‘intelligentsia’s’ failed understanding about how democracy works.
In fact the entire deluded Western project of attempting to impose ‘republics’ on tribal societies as part of post-colonialism, is an indictment on the western fantasy that republics are workable, let alone good things.
Let’s face it, no western republic, even in the most educated, literate, and rule of law-abiding parts of the Anglosphere, has survived a first century without a collapse and or bloody civil war. The most ‘successful’ Western republics have included the American (see above), French (see above), Weimar (heard of the popularly elected Adolf Hitler?), Italian (50 governments in 50 years), Greek (how’s that brilliant financial planning going?) and Polish (are they on their 3rd, 4th, or 5th?). Those are the good ones. 90% of all republics ever founded in Europe, South America, Asia, Africa, or the Middle East, have collapsed into dictatorship, civil war, mass murder, or ethnic cleansing, within 20 years of being set up.
And that’s what we thought would work in the Middle East?

Reviewing Democracy in Chains as speculative fiction, rather than as history
James Devereaux critiques the recent book by Nancy MacLean which was intended to tarnish the reputation of James McGill Buchanan by tracing the intellectual roots and influences that shaped Buchanan’s life and work.
Nancy MacLean, in her new book Democracy in Chains, has allegedly revealed the master plan of right-wing political operatives, funded by the Kochs and inspired by James McGill Buchanan. MacLean pulls no punches as she describes a right-wing conspiracy meant to bring about “a fifth column movement the likes of which no nation has ever seen.” (page 127) Alas, the major problem with her account, as her fellow Duke Professor Mike Munger summarized, is it is “a work of speculative historical fiction.” MacLean’s contribution is a failure of academic discourse more likely to increase unfounded paranoia and division than to reveal any hidden agenda. MacLean’s bias bleeds into nearly every aspect of this book and taints her interpretation of the facts and sources beyond any reasonable interpretation could support. At one point she ponders the genius of Buchanan but determines it to be an “evil genius” for his work, much of which discusses the difficulties of democracy (page 42).
Why, one may feel justified in asking, dwell on speculative fiction? Unfortunately, when speculative fiction enters the popular culture, is applauded, and treated as fact, a measure of scrutiny is required. MacLean has received a fair share of positive press. NPR wrote that Democracy in Chains is “a book written for the skeptic; MacLean’s dedicated to connecting the dots.” That is if the dots were points on a corkboard tied together with red yarn. Oprah’s book club put it in their “20 books to read this summer” list. The Atlantic’s review praised the book as “part of a new wave of historiography that has been examining the southern roots of modern conservatism.” Slate also wrote a review.
A Deluge of Error
MacLean’s revelation regarding this “stealth plan” for a “fifth column movement” focuses on the relatively obscure, but well-respected, founder of public choice economics Nobel laureate James McGill Buchanan. MacLean weaves a fascinating tale but one that paints Buchanan and sympathizing libertarians as radicals determined to undermine democracy for the purpose of satisfying elitist urges, squashing the underdog, burdening the minority, and exploiting the poor. Unfortunately for MacLean, and those heaping praise, it is clear this tale rests on ransom-note-style citations, cutting and pasting together portions of phrases to change the meaning and support her narrative. In certain places it appears she has woefully misunderstood the source material or did not care – the notes do not match the claims. By cobbling together this mish-mash of selective quotes and speculation MacLean errs twice: first in describing Buchanan’s views and second in describing the motives of Buchanan and anyone sympathetic to his view.
A litany of scholars have examined the book and revealed a deluge of error. Russ Roberts wrote that MacLean owed Tyler Cowen an apology, courteously gave her room to respond, which she used to double down on her claims despite the obvious selective use of unfairly parsed phrases which attributed a view to Cowen he did not hold. Steve Horwitz, Michael Munger, Jonathan Adler, and David Bernstein have found issues with her citations and claims (Adler aggregated them at the Washington Post). Most thoroughly, Phil Magness has dissected numerous errors, misquotes, and general failures of citation found within the book, it appears to be an ongoing project. The errors which have compiled are such that they undermine credibility in the reading. As others have listed her poor citations, mangling of quotes, and selective editing, this will not be the focus of this review.
Since the publication of Maclean’s book, Don Boudreaux at Café Hayek has been hammering her work on an almost daily basis.

What does “predictive processing” have to do with religious experiences?

The theory of predictive processing posits that much of the brain’s activity is geared toward building and correcting internal models using feedback from both the body and the environment. This goes for everything from basic motor acts, like reaching for a cup, to more complicated, higher-level experiences like taking part in a religious service.
For example, if you reach for a cup and saucer, your brain uses feed-forward models to generate internal simulations of the consequences of that motor action, and it uses feedback to correct those simulations if those predicted consequences don’t actually match what happens.
Say you’re on a cruise ship. The seas are rough and the ship is heaving to and fro, so your cup slides a few inches away on the table as you reach for it. The simulated prediction your brain had generated falls flat. Fortunately, you’re probably able to grasp the cup in its new position, because your brain uses that sensory feedback to hastily update its model of your body’s relationship to the room, including your table, cup, and saucer. It even incorporates the rhythmic seesawing of the ship into its models.
(Incidentally, this is part of why you get “sea legs” after you’ve been onboard a boat or ship for a few hours – your brain has learned to dynamically compensate for the constant, rhythmic rocking of the boat. Then, when you set foot back on dry land, your motor repertoire is still trying to match the rhythm of the waves, but there are no waves to match. So you feel wobbly, as the electro-chemical memory of the ocean sloshes around inside your nervous system, telling your brain to expect and compensate for a rhythmic rocking that isn’t there anymore.)
According to van Elk and Aleman, this cognitive process of constantly building and correcting models – or selectively failing to correct them – may explain a lot of what we call religious phenomena. How? A core feature of their model is that religious experiences emerge from changes in how the brain processes the external (or exteroceptive) versus the internal (or interoceptive) data that it receives.
For example, they describe intense experiences of personal prayer as resulting from more intense focus on interoceptive signals. Inward focus enables us to simulate the internal mental processes of other people, creating predictive models of what we would likely be feeling, or what plans we’d probably be hatching, if we were in their circumstances. So, when we’re highly focused on our own interoceptive signals, we may be more primed to attribute mental and emotional states to others – even imaginary or invisible others. In the prediction processing model, then, personal prayer – talking to God or gods – involves focusing so intently on our own internal experiences that we become easily able to attribute mental states, emotions, and desires to whatever divine being we (believe we) are engaging with.
Mystical experiences are another type of religious phenomenon, one that’s often characterized by feelings of expansiveness or loss of identification with one’s own ego or consciousness. In the predictive processing model, mystical experience – unlike personal prayer – is most likely to result from an increased attention to exteroceptive data. That is, the brain becomes focused on external sense data to the exclusion of internal information, and this absorption in external input actually decouples the brain’s self-understanding from its own bodily signals. As a result, one suddenly seems to exist outside of, or to transcend, the body.

QotD: The fall and rise of the “liberal” label in Canada
The word “liberal” began to encounter a well-known crisis starting in about 1980. Liberalism had become equated with feeble criminal justice, Cold War slackness, large public deficits, high taxes, squirrelly currency … the mix of outrages varied from place to place and from time to time, but the common theme was weakness. To be a liberal was to be spongy and soft-headed about Darwinian imperatives of life, foreign policy and economics.
Our federal Liberal party has, given time, addressed some of these perceptions head-on and simply outlasted others. The capital-L Liberal brand has benefited from a whole range of phenomena, from Paul Martin’s curtailment of the federal public service to Justin Trudeau beating the crap out of a Conservative senator on television and looking good doing it. Trudeau took pains to stress the presence of “liberty” in the name “Liberal,” which had become almost a forgotten secret, a coincidence of etymology. That deprived the Conservatives of some of the energy that socially liberal and libertarian fellow-travellers might have brought to the contest.
Perhaps the secret of recent history in the provinces is that conservatives are not addressing psycho-semantic problems with the term “conservative.” How many times have you heard someone say, “I’m a social liberal but a conservative on economics”? This is the default political position of most adults now, is it not? Liberalism, which is to say pluralism, has won the argument in the “social” realm of government. What once was liberalism in economics, the dirigisme that my generation was taught to think of as the “mixed economy,” has largely lost; but the people who call themselves Liberals have succeeded at extricating themselves from the reputational burden.

Despite the rhetoric, Trump can’t just “wave goodbye” to Puerto Rico’s debt
Megan McArdle on the financial plight that Puerto Rico was facing even before the hurricane season began:
… the fact remains that Puerto Rico is not going to be able to pay all of its debts. Prior to the hurricane, the territory had $73 billion in outstanding debt, and a population of 3.4 million people. That’s approximately $21,500 for every man, woman and child on the island – just about enough to buy each of them a brand new Mini Cooper, provided that they don’t insist on the sport package or the heated seats.
Puerto Rico couldn’t afford to buy 3.4 million Mini Coopers before; they certainly can’t now that Maria has washed out so many roads. Even before the hurricane, Puerto Rico’s GDP was around $100 billion, meaning that repaying its debt would consume nearly nine months of everything the island earned. And while there will probably be a brief bump in economic activity as disaster relief funds pour in and the destruction is cleared away, over the long term the hurricane represents a huge setback: businesses destroyed, people killed or injured, funds that could be generating economic growth instead diverted to simply replacing what has been lost.
So whatever President Trump does, or does not do, investors in Puerto Rican bonds are going to have to take a substantial haircut. The problem is, we’re not going to wipe out the debt entirely. And even if we could, it wouldn’t be enough to get Puerto Rico back to economic or fiscal health.
“If it’s that bad,” you may be thinking, “surely we ought to simply wipe out the debt holders? After all, they’re investment professionals. They can afford to take the loss; ordinary Puerto Ricans can’t.” The problem is that most of the folks holding Puerto Rico’s debt aren’t vulture hedge funds sitting on wads of ill-gotten gains; the overwhelming majority of the debt is held by ordinary folks who buy bonds or bond funds. Like, say, your parents. Or maybe you. And also, a lot of Puerto Ricans, who would be hit very hard if the value of their investments were wiped out.
How did Puerto Rico get so deeply into debt? Step forward the federal and Puerto Rican governments to take a bow:
The operations of the Puerto Rico Electric Power Authority, for example, defy belief: It essentially gave unlimited free power to municipalities and government-owned entities, which used it to do things like operate skating rinks in the tropics. Everywhere you look, you see signs of a government struggling to perform basic tasks: collect taxes, maintain the infrastructure, improve the health system. In the jargon of development economists, the island lacks “state capacity”: It is simply unable to exert the amount of power over its operations that we on the mainland mostly take for granted.
But you can’t entirely blame the Puerto Rican government for the state of the underlying economy, which is what had plunged the island into a bankruptcy crisis even before the hurricane. For that you have to look to the federal government, which eliminated a tax break that had given companies incentives to locate in Puerto Rico, and then oversaw a financial crisis that sent them into an even deeper spiral. We also made sure that a relatively poor island was forced to adopt the federal minimum wage, which was too high for the local labor market. That has contributed to the 11.5 percent unemployment rate. And Puerto Rico uses the U.S. dollar, leaving it unable to adjust monetary policy to overcome economic stagnation.

Limited liability isn’t magic
John Hasnas has a Princess Bride problem:
In the much-beloved movie, The Princess Bride, Inigo Montoya has spent his life seeking revenge against Count Rugen, the man who murdered his father. When he finally confronts Count Rugen, he keeps repeating, “Hello. My name is Inigo Montoya. You killed my father. Prepare to die.” Finally, in utter frustration, Count Rugen yells, “Stop saying that!”
I know just how Count Rugen felt.
Everywhere I go, people begin arguments for a wide variety of normative conclusions with the premise, “Corporations have the special privilege of limited liability.” Thus:
- “Corporations have the special privilege of limited liability; therefore, they have social responsibilities that individuals and other businesses do not.”
- “Corporations have the special privilege of limited liability; therefore, government regulation is required to level the competitive playing field.”
- “Corporations have the special privilege of limited liability; therefore, they are obligated to manage their company in the interest of all their stakeholders.”
I encounter this statement in so many contexts, both inside and outside the academy, that, like Count Rugen, I want to yell. “Stop saying that!”
However, in my case, it is not because I fear death, but because the statement is so patently false.
Corporations Do Not Have Limited Liability
Shareholders have limited liability. If a corporation contracts a debt that it does not pay or is found liable for a tort, one hundred percent of its assets are available to satisfy the debt or judgment. If it does not have enough cash on hand to pay what it owes, its creditors may force the firm to liquidate and sell off its physical assets to discharge its debt. The corporation is fully liable for all the debts it incurs and all the torts it commits.
It is the corporation’s shareholders who have limited liability. They are liable to lose one hundred percent of their investment in the firm, but no more. The firm’s creditors may not collect the corporation’s debt or judgment out of the shareholders’ personal wealth. Thus, the shareholders’ liability for the debts of the firm is limited to the size of their investment in the firm.

QotD: Excess officers
Excess? The German Army of WW II somehow managed to fight off for six years – that, or beat the ever loving crap out of – nearly the whole world with under three percent commissioned officers. Roman legions, perhaps the most formidable fighting machines of human history, got by with six to eight. Six to eight percent? Not on your life; six to eight, period, six military tribunes, a legate, and – arguably – the praefectus castrorum, who was more in the line of a late entry officer, as per the British system. Think about that one, one officer per every eight hundred men. And it was plenty.
What have we got? As of 2013 we had over eleven percent commissioned in the Marine Corps, seventeen percent in the Navy, almost nineteen percent in the Army, and nearly twenty percent of strength being commissioned officers in the Air Force.
The problems with having this many officers are multifold. I can only cover some of the more important ones.
This high a percentage of officers almost certainly means that there are people running around with bars and leaves and even eagles and perhaps stars who probably should have been non-coms. They may have the education and intelligence to be officers, but as a matter of attitude, outlooks, values, and approaches to things, they’d have been happier if they’d been wearing multiple stripes. I used to see a lot of this among lieutenants who decided to go Special Forces. In almost every case I have seen, these were guys who really wanted to be squad leaders which, in SF, they could be. The effect of commissioning so high a percentage of people has tended to be having an NCO corps weaker than it should have been and weaker than it needs to be. This tends to exacerbate another problem, officers will tend to micromanage if they’re allowed to. They will be allowed to, if there is a common perception that the NCO corps needs to be micromanaged, which, because some numbers actually do need to be micromanaged, casts them all in a questionable light in some circles. There’s another reason, one having little or nothing whatsoever to do with NCOs, for that kind of micro-management.

QotD: Madman or academic on the loose?
Chesterton, somewhere, memorably notes that the madman is not without reason. Verily, in the mental department, he has lost everything except his reason. I remember this every time I find myself arguing with an atheist: that it is best not to. The mere idea of “pure reason” enabled a certain Immanuel Kant to anticipate post-modernity, set the stage for some bizarre descendants, and reset all our metaphysical dials to an atheist default position. Not that he was intending this. He was only taking a step beyond Hume. “Fully autonomous reason,” shall we call it, is a powerfully destructive force. Perfection of the intellect is no more possible, down here on earth, than a life entirely without sin. The belief that we can elevate ourselves by the synaptic bootstraps of our wee tiny brains, has much for which to answer.
In Parkdale for instance: a district of this city renowned for its accumulation of “outpatients,” on and off their “meds.” They also illustrate Chesterton’s aphorism. Often they are reasoning, aloud; and seldom on my walks do I detect any logical errors. From the facts or premisses that they have supposed, their (often angry) mutterings to themselves flow quite naturally. I have even overheard some impressive hair-splitting; and have often thought that, with a little anger management, they could be candidates for tenure — at Ryerson, if not the U of T.

New NDP leader Jagmeet Singh even gets the thumbs up from crusty old conservative fogey
That is, Singh is seen as a much bigger threat to Justin Trudeau than to “stodgy” Andrew Scheer … which, in electoral terms, might leave the Liberals and NDP fighting it out for second place in the polls and the Conservatives up near majority territory. He’s certainly teh new hotness as far as the newspapers are concerned:
The media is buzzing about Jagmeet Singh being a game changer. Campbell Clark, writing in the Globe and Mail, says that “The NDP once picked stalwarts to fight the good fight as leader. Now, they have chosen someone who might disrupt Canadian politics. Don’t underestimate the potential for Jagmeet Singh to shake things up.” Chantal Hébert, writing in the Toronto Star, says “[Andrew] Scheer has to be hoping that Singh will give Trudeau more of a run for his money, for it usually takes a divided progressive vote for the Conservatives to win power.” And Lorne Gunter, writing in the Edmonton Sun, says that “Trudeau is a paper “progressive” – a poser – compared to Singh … [and] … unlike Thomas Mulcair, Singh’s predecessor as NDP leader, Singh won’t lose core social democrat voters by running to the right of the Liberals in the next federal election the way Mulcair did in 2015 … [thus, and] … In short, Singh is a headache the Liberals never imagined having. Compared to Trudeau, he is younger (38 rather than 45), smarter, at least as well-dressed and even more of a trendy, politically correct symbol.“
“But,” Mr Gunter says, while Jagmeet’s Singh’s selection is bad news for the Liberals, it “should be good for the Tories … [because] … It should revive vote-splitting on the left. And it should allow Tory Leader Andrew Scheer, while dull, to appear as the only clear alternative to the two Big Government leaders.”
Singh isn’t likely to draw a lot of votes from the Tories, but he’s a major threat to Trudeau in exactly those mediagenic qualities that Trudeau used to such great effect in the last federal election. Justin is in danger of being out-cooled by the new guy. A lot will depend on how long the media allows Singh’s political honeymoon to last, as they will be the primary channel for the “cool duel” to play out.
