Delays in India’s submarine program

In the Times of India, Rajat Pandit reviews the state of the Indian Navy’s submarine fleet:

Is India’s aging fleet of conventional submarines threatening to go the MiG-21 way? The Tejas light combat aircraft (LCA), already 30 years in the making, was slated to replace the obsolete MiG-21 in the 1990s but is still at least two years away from becoming fully-operational.

Similarly, the Navy too was to induct 12 new diesel-electric submarines by last year, with another dozen to follow in the 2012-2030 timeframe. This was the 30-year submarine building plan approved by the Cabinet Committee on Security (CCS) way back in July, 1999. But the Navy has not inducted even one of the 24 planned submarines till now, and is forced to soldier on with just 14 aging conventional vessels.

“The Navy is steadily modernizing in the surface warship and aircraft arenas. But our aging and depleting underwater combat arm is a big worry. But it also must be kept in mind that INS Sindhurakshak‘s accident is the first such incident we have had in over four decades of operating submarines,” said a senior officer.

Sources said INS Sindhurakshak, after Wednesday’s accident, is “a clear write-off”. Of the 13 submarines left now, as many as 11 are over 20 years old. The setback comes when China and Pakistan are systematically bolstering their underwater combat capabilities, with the former being armed with over 55 submarines.

The Indian Navy diving teams have been working nonstop to reach into the compartments of the submarine since rescue operations commenced early noon of August 14. The boiling waters inside the submarine prevented any entry until noon that day. Access to the inner compartments of the submarine was made almost impossible due to jammed doors and hatches, distorted ladders, oily and muddy waters inside the submerged submarine resulting in total darkness and nil visibility within the submarine even with high power underwater lamps. Distorted and twisted metal within very restricted space due extensive internal damage caused by the explosion further worsened conditions for the divers. This resulted in very slow and labored progress. Only one diver could work at a time to clear the path to gain access. After 36 hours of continuous diving effort in these conditions, Navy divers have finally reached the second compartment behind the conning tower in the early hours of August 16.

Three bodies have been located and extricated from the submarine from this compartment. The bodies are severely disfigured and not identifiable due to severe burns. The bodies have been sent to INHS Asvini, the naval hospital, for possible DNA identification which is likely to take some more time.

The state of these two bodies and conditions within the submarine leads to firm conclusion that finding any surviving personnel within the submarine is unlikely.

The Indian Navy suffered a huge blow Wednesday when a frontline submarine exploded and sank here at dawn with 18 sailors after two explosions turned it into a deadly ball of fire.

The deep sea attack vessel INS Sindhurakshak, recently refurbished in Russia, suffered an unexplained explosion just after Tuesday midnight and an immediate deafening blast heard almost in the whole of south Mumbai.

Naval officials said the rapid spread of the blaze and the intensity of the explosions left the trapped 18 sailors, including three officers, with apparently no chance of escaping.

“We cannot rule out sabotage,” navy chief Admiral D.K. Joshi told the media after Defence Minister A.K. Antony visited the disaster site at the Mumbai naval dock.

“But indications at this point do not support the (sabotage) theory,” he said. “At this point of time we are unable to put a finger on what exactly could have gone wrong.”

An inquiry set up to probe the disaster will submit its report within four weeks.

On 14 August 2013, the Sindhurakshak sank after explosions caused by a fire took place onboard when the submarine was docked at Mumbai. The fire, followed by a series of ordnance blasts on the armed submarine, occurred shortly after midnight. The fire was put out within two hours. It is unclear exactly what caused the fire. Due to damage from the explosions, the submarine sank at its berth with only a portion visible above the water surface.[10][14][15] Sailors on board reportedly jumped off to safety. Navy divers were also brought in as there was a possibility that 18 personnel were trapped inside. India’s defence minister confirmed that there were fatalities.[6]

Due to the explosion, the front section of the submarine was twisted, bent and crumpled, and water had entered the forward compartment. Another submarine, INS Sindhuratna, also sustained minor damage when the fire on Sindhurakshak caused its torpedoes to explode.[14][16] Defence minister A. K. Antony briefed the Prime Minister Manmohan Singh on the submarine incident, and would leave for Mumbai to visit the accident site.[17][18]

Official sources said it was “highly unlikely” the submarine could be returned to service.[19]

The real reasons for problems with Canada’s submarine fleet

An interesting post at the Laurier Centre for Military, Strategic, and Disarmament Studies looks at the real reasons the Royal Canadian Navy has had such a rough time with the current class of submarines:

Submarines are perhaps the most misunderstood weapon system in the Canadian Forces. Few Canadians, even those well-versed in military matters, understand their role in Canada’s defence. Worse, the technical issues that have afflicted the Victoria class submarines have dominated the media narrative for a decade, convincing many that they really are a set of lemons put upon us by the crafty British. In actuality, the navy had relatively few options to replace its aging Oberons in the 1990s. It was the decisions made then, rather than any inherent technical shortcomings, which created many of the problems experienced after these vessels entered active service. Yet, the choices for the navy were stark. Faced with a government that was essentially hostile to the idea of submarines, and limited in what it could spend, the used, but highly modern Upholders were the only option open to the RCN: it was either that or the end of the Submarine Service.

However, submarines were politically unpopular within the Chretien government. The former foreign minister called them “un-Canadian” in nature, and Chretien himself dithered on the decision. Sensing that the window was about to slam shut, the navy lobbied hard for their acquisition in what was called the deal of a century – four slightly used subs for $750 million. The old supply vessel HMCS Provider would be paid off early and planned refits for the O-boats foregone.

But the navy had to live within the tight limits that had been established by that $750 million figure. As such, much of the spare parts the RN had warehoused for the submarines were not purchased, nor was some of the technical information concerning the engineering of the submarine’ systems acquired from VSEL (later BAE Systems). In addition, a series of technical problems were discovered in the submarines as they began to be reactivated by the Royal Navy. Many of these were fixed before the boats were delivered to Canada, but several expensive fixes remained after they were acquired. The heavy demands made on the navy at the beginning of the War on Terror in 2003, just as the submarines were arriving in Halifax, also limited the ability to move quickly in resolving these issues.

In many ways, the problems experienced by the subs represent an “own goal” on the part of the navy. The decisions that were made at the time in order to get the boat were to come back to haunt the navy years later. The failure to acquire sufficient spares or establish supplier relationships resulted in many of the significant delays in making the subs operational as the navy worked to create its own network of industrial relationships to manufacture the specialized equipment found on no other naval system. It is this fallout from the procurement process, rather than the frequent argument that the subs were poorly constructed, that is responsible for the delays and technical setbacks in the programme. Given the constraints under which the navy had to operate in the mid-1990s there really were no other alternatives if the service was to be preserved. Despite the problems that came with the boats, it really was the deal of the century!

Spain needs to put new submarine design on a diet

If they launch the new class of submarines as designed, they might not be able to re-surface after diving:

Spanish engineers, who already spent some $680 million on designing the new generation S-80 class submarine, say it is a major “technical innovation.” There is just one problem the calculations show – if submerged into water, it may never come up again.

The Spanish media has been furiously discussing the errors made by the state-owned Navantia construction company, which has spent about a third of the huge $2.2 billion budget only to produce an ‘overweight’ submarine that is not able to float.

Spain’s Ministry of Defense has confirmed that Navantia detected “deviations” in the new submarine’s design, thus delaying its March 2015 scheduled launch for one or two years.

Navantia said an excess weight of up to 100 tons has been added to the sub during construction, and the company may have to redesign the whole craft.

India’s submarine program hits (even more) delays

Strategy Page reports on the latest set of delays to hit the Indian navy’s submarine building program:

India’s effort to build six submarines (French Scorpenes), under license, has been delayed once again. The problem is mainly poor management. An example of this occurred quite recently with the departure of ten Spanish technical advisors for the Scorpenes. Their contract expired at the end of March and, despite the expiration date being well known Indian bureaucrats were unable to get a new contract in place on time. Similar avoidable delays have occurred several times already and the price has gone up with each delay. Last year it was announced that the first Scorpene sub would not be ready until 2015. The new delays push that to 2017.

Building the subs in India will leave India with thousands of workers and specialists experienced in building modern submarines. All that will be wasted because the defense procurement bureaucrats seem to have learned nothing. These officials already caused numerous delays and cost overruns during negotiations to build these diesel-electric submarines. The bureaucrats mismanaged this deal to the extent that it is now five years behind schedule. But it is even more behind schedule if you count the several years the Indian bureaucrats delayed it even getting started. The delays and mismanagement have so far increased the cost of the $4 billion project by 25 percent (to $834 million per sub).

All this ineffective urgency is in play because India’s submarine fleet is dying of old age and new boats are not going to arrive in time. It’s not like this was a surprise, but the Indian defense procurement bureaucracy has long been noted as slow, sloppy, and stubborn, especially in the face of demands that it speed up. The twisted tale of the tardy submarines is particularly painful.

The plan was to have a dozen new subs in service by the end of the decade. At present, there will be (with a bit of luck) three or four of them in service by then. The procurement bureaucracy is still seeking a supplier for the second batch of six diesel-electric subs. This second six probably won’t even begin arriving by the end of the decade. It’s hard to say, although the defense procurement nabobs speak of “fast tracking” this project, but long-time observers not expecting speed.

There’s some urgency to all this because this year five of India’s 16 diesel-electric subs (10 Kilo and two Foxtrot class Russian built boats and four German Type 209s) were to be retired (some are already semi-retired because of age and infirmity). Because of the Scorpene delays, the Type 209s are being kept in service (but not allowed out to sea much) for several more years. That leaves India with 14 subs. But in the next year or so several of the older Kilos will reach retirement age. Thus, by the time the first Scorpene arrives in 2017, India will only have five or six working subs. India believes it needs at least 18 non-nuclear subs in service to deal with Pakistan and China.

UK considering alternatives to Trident

The Royal Navy operates four Vanguard-class ballistic missile submarines equipped with the Trident nuclear missile. The coalition government is internally divided over the decision to order replacement submarines to come online when the current subs reach their designed end-of-life. The Tories (at least for public consumption) are in favour of a replacement on a one-for-one basis, while the Liberal Democrats would prefer to eliminate nuclear missiles from the British arsenal.

In the Telegraph, Peter Dominiczak explains why the one-for-one replacement is the least likely outcome:

Mr Alexander, the Chief secretary to the Treasury, dismissed Tory demands for a new continuous at-sea nuclear deterrent and warned that the Treasury does not have “a magic pot of money” to pay for a new generation of submarines.

In an interview with the Guardian he insisted that there are “potential alternatives” to Trident.

The Liberal Democrats have repeatedly clashed with Conservatives who are calling for an upgrade to the fleet of Trident submarines.

The Lib Dems insisted on an official review into Trident, which is due to report in June, as part of the Coalition agreement in 2010.

“Is it right in the 21st century that we still need to have submarines at sea, 24 hours a day, seven days a week, 12 months of the year? All those things are ripe for being reviewed and considered, and alternatives presented.”

Philip Hammond, the Defence Secretary, last year said that upgrading Trident would probably be cheaper than any alternative nuclear deterrent proposed by the Lib Dems.

He said the Trident missiles and warheads have “many, many years of life in them” and will only need new submarines to carry them by 2028.

Any attempt to create a whole new nuclear deterrent system is unlikely to be economic, he said.

Ballistic missile submarines are very expensive to design and build (and to operate), and shifting to a smaller number of hulls would save very little money. As I put it back in 2010, “Army, RN, RAF, and Trident replacement: pick any three“. Trident is nearly as expensive as an entire arm of the military all on its own, and it’s no surprise that the Liberal Democrats would love to eliminate it if they could get away with it.

Not all submarines are equal

The U.S. Navy continues to debate the issue of just how effective non-nuclear submarines would be in wartime, and whether the U.S. should buy some of these non-nuclear boats itself. This radical proposal is based on two compelling factors. First, the U.S. Navy may not get enough money to maintain a force of 40-50 SSNs (attack subs.) Second, the quietness of modern diesel-electric boats puts nuclear subs at a serious disadvantage, especially in coastal waters. With modern passive sensors, a submerged diesel-electric sub is often the best weapon for finding and destroying other diesel-electric boats. While the nuclear sub is the most effective high seas vessel, especially if you have worldwide responsibilities and these nukes would have to quickly move long distances to get to the troubled waters, the diesel electric boat, operating on batteries in coastal waters, is quieter and harder to find.

For much of the past decade the U.S. Navy has been trying to get an idea of just how bad the threat it. Thus from 2005 to 2007 the United States leased a Swedish sub (Sweden only has five subs in service), and its crew, to help American anti-submarine forces get a better idea of what they were up against. This Swedish boat was a “worst case” scenario, an approach that is preferred for training. The Gotland class Swedish subs involved are small (1,500 tons, 64.5 meters/200 feet long) and have a crew of only 25. The Gotland was based in San Diego, along with three dozen civilian technicians to help with maintenance.

For many years before the Gotland arrived, the U.S. Navy had trained against Australian diesel-electric subs, and often came out second. The Gotland has one advantage over the Australian boats, because of its AIP system (which allows it to stay under water, silently, for several weeks at a time). Thus the Gotland is something of a worst case in terms of what American surface ships and submarines might have to face in a future naval war. None of America’s most likely naval opponents (China, North Korea or Iran), have AIP boats yet, but they do have plenty of diesel-electric subs which, in the hands of skilled crews, can be pretty deadly.

21st century navies to watch: China and India

The Economist provides some background on a growing naval rivalry between the two biggest powers in Asia:

Samudra Manthan is the title of a new book on this topic by C. Raja Mohan, an Indian writer on strategic affairs, for whom the myth is a metaphor for the two countries’ competition at sea. This contest remains far more tentative and low-key than the 50-year stand-off over their disputed Himalayan border, where China humiliated India in a brief, bloody war in 1962. But the book raises alarming questions about the risks of future maritime confrontation.

China’s naval plans receive more attention. By 2020 its navy is expected to have 73 “principal combatants” (big warships) and 78 submarines, 12 of them nuclear-powered. Last year its first aircraft-carrier, bought from Ukraine, began sea trials; indigenous carriers are under construction. Proving it can now operate far from its own shores, China’s navy has joined anti-piracy operations in the Gulf of Aden. Of course this evolution is not aimed at India, so much as at building a force commensurate with China’s new economic might, securing its sea lines of communication and, eventually perhaps, challenging American dominance in the western Pacific, with a view to enforcing China’s view of its national sovereignty in Taiwan and elsewhere.

Indian strategists, however, tend towards paranoia where China is concerned. China’s close strategic relations with India’s neighbours, notably Pakistan, have given rise to the perception that China is intent on throttling India with a “string of pearls” — naval facilities around the Indian Ocean. These include ports China has built at Gwadar in Pakistan; at Hambantota in Sri Lanka; at Kyaukphyu in Myanmar; and at Chittagong in Bangladesh.

India’s naval advances are less dramatic. But it has operated two aircraft-carriers since the 1960s, and aims to have three carrier groups operational by 2020, as part of a fleet that by 2022 would have around 160 ships and 400 aircraft, making it one of the world’s five biggest navies. Like China, it also hopes to acquire a full “nuclear triad” — by adding sea-based missiles to its nuclear deterrent. While China has been testing the waters to its south and south-west, India’s navy has been looking east, partly to follow India’s trade links. India fears Chinese “strategic encirclement”. Similarly, China looks askance at India’s expanding defence ties with America, South-East Asia, Japan and South Korea.

HMS Conqueror and “Operation Barmaid”

In spite of the name, it had nothing to do with a crew booze-up in town:

HMS Conqueror is famous, some would say notorious, for sinking the Argentinian cruiser General Belgrano. The nuclear-powered attack submarine, a type also known menacingly as a hunter-killer, that year became the first of her kind to fire in anger. The Belgrano was sent to bottom in short order, her ancient hull rent by two torpedoes: 323 men, many of them young conscripts, died. The Falklands war began in earnest that day, May 2 1982.

But the ship now in the crosswires was not the Belgrano. This was August, almost two months after the liberation of the Falklands, and on the other side of the world, in the Barents Sea, backyard of the mighty Soviet Northern Fleet. Conqueror was sailing as close to Russian territorial waters as was legally allowed — or maybe closer. Submariners, a tight-knit community, politely disdainful of their surface counterparts, joke that there are two types of naval vessel: submarines and targets. Wreford-Brown’s target was a spy trawler — an AGI in Nato parlance, meaning Auxiliary General Intelligence. Crammed with interception and detection equipment, they were a ubiquitous presence during the Cold War, shadowing Nato exercises or loitering off naval bases.

This one was special: Polish-flagged, she was pulling a device long coveted by the British and Americans, a two-mile string of hydrophones known as a towed-array sonar. It was the latest thing in Soviet submarine-detection technology and Conqueror’s job was to steal it. To do so, the bow was equipped with electronically controlled pincers, provided by the Americans, to gnaw through the three-inch-thick steel cable connecting it to the trawler. The name of this audacious exercise in piracy? Operation Barmaid.

Submarines for the drug trade

The drug gangs in south and central America are becoming quite sophisticated in their attempts to get their products to the eager US consumer. One of the more technological developments is the drug-running submarine:

Despite losing nearly a hundred of these vessels to U.S. and South American naval forces (and dozens more to accidents and bad weather) the drug gangs have apparently concluded that the subs are the cheapest and most reliable way to ship the drugs. It’s currently estimated that over 80 percent of the cocaine smuggled into the United States leaves South America via these submarines or semi-submersible boats.

Most of these craft are still “semi-submersible” type vessels. These are 10-20 meter (31-62 foot) fiberglass boats, powered by a diesel engine, with a very low freeboard, and a small “conning tower” providing the crew (of 4-5), and engine, with fresh air and permitting the crew to navigate. A boat of this type was, since they first appeared in the early 1990s, thought to be the only practical kind of submarine for drug smuggling. But in the last decade the drug gangs have developed real submarines, capable of carrying 5-10 tons of cocaine that cost a lot more and don’t require a highly trained crew. These subs borrow a lot of technology and ideas from the growing number of recreational submarines being built.

The submarines that have been captured have, on closer examination, turned out to be more sophisticated than first thought. The outer hulls are made of strong, lightweight Kevlar/carbon fiber that is sturdy enough to keep the sub intact but very difficult to detect with most sensors. The hulls cannot survive deep dives but these boats don’t have to go deep to get the job done. The diesel-electric power supply, diving and surfacing system, and navigational systems of captured subs was often in working order. It was believed that some of those who built these boats probably had experience building recreational subs. The sub builders also had impressive knowledge of the latest materials used to build exotic boats. It had already become clear that something extraordinary was happening in these improvised jungle shipyards.

Ecuadoran police found the first real diesel-electric cocaine carrying submarine two years ago. It was nearly completed and ready to go into a nearby river, near the Colombian border, and move out into the Pacific Ocean. The 23.5 meter (73 foot) long, three meter (nine feet) in diameter boat was capable of submerging. The locally built boat had a periscope, conning tower, and was air conditioned. It had commercial fish sonar mounted up front so that it could navigate safely while underwater. There was a toilet on board but no galley (kitchen) or bunks. Submarine experts believed that a five man crew could work shifts to take care of navigation and steering the boat. The boat could submerge to about 16 meters (50 feet). At that depth the batteries and oxygen on board allowed the sub to travel up 38 kilometers in one hour, or at a speed of 9 kilometers an hour for 5-6 hours. This would be sufficient to escape any coastal patrol boats that spotted the sub while it moved along on the surface (its normal travel mode). The boat could also submerge to avoid very bad weather. The sub carried sufficient diesel fuel to make a trip from Ecuador to Mexico. There was a cargo space that could hold up to seven tons of cocaine.

Midway: the turning point of the Pacific War

For many of us the Battle of Midway is just one more Hollywood spectacular in, to paraphrase Neville Chamberlain, a far-away sea of which we know little. But having recently taken a closer look at the battle I am struck both by what was at stake and what the consequences of the American victory were for the Allies at the time and geopolitics since then.

Because the Americans were the victors at Midway, it is easy to forget how near they came to losing the battle. On the day of the main action they attacked the Japanese carriers from dawn until 10.20 am without inflicting any serious damage. Then, between 10.20 am and 10.25 am, the American planes caught three of the Japanese carriers without adequate fighter protection. All three were completely disabled in just five minutes in what has been called ‘the miracle of Midway’.

Now suppose — and it almost happened — that the Japanese carriers, with their vastly superior fighter planes, had caught the American carriers off guard. The loss of those carriers and the destruction of the Midway airbase would have compelled America to give a much higher priority to the Pacific. A direct consequence of that would have been a slower build-up of American power in, first North Africa, and then Europe.

Shortly after the North African landings, there was the other great turning point of the war: Germany’s surrender at Stalingrad. From then on one of the great questions of the war was where the Russians would meet the Allies. Had America suffered a massive defeat at Midway, the Allies advance in Europe would have been slower. (As it was, D-day strained the Allies to the limit. Even a small reduction in ships, tanks, planes or men would have forced its delay.) In these circumstances it is not inconceivable that the Soviet Union would have taken the whole of Germany

I just finished reading one of the few accounts of the battle from the Japanese perspective, Midway: The Battle That Doomed Japan by Mitsuo Fuchida and Masatake Okumiya. Because I couldn’t remember Fuchida’s co-author’s name, I Google searched on the title of the book, only to find the top item after Fuchida’s Wikipedia entry was this:

The Western accounts of the Japanese side of the battle have heretofore been built around three primary sources: The after-action log of Admiral Nagumo (“The Nagumo Report”); the interviews with Japanese naval officers conducted after the war by the United States Strategic Bombing Survey (“USSBS”); and Mitsuo Fuchida’s book, Midway: The Battle That Doomed Japan, which was published in the United States in 1955. These three sources, augmented by fragmentary survivor accounts, have formed the backbone of the Japanese account for all Western histories up to this point.

Unfortunately, one of these sources — Fuchida’s Midway — is irretrievably flawed. Fuchida’s misstatements, which have lain undetected in the West until very recently, have had manifold negative effects on the veracity of the standard English-language battle accounts. His were not minor errors of omission that can be brushed off or explained away — they were fundamental and willful distortions of the truth that must be corrected. Intriguingly, Fuchida’s account was overturned and discredited in Japan more than twenty-five years ago. Yet in the West, he has remained as important as the day his book was first published.

Ukraine rejoins the submarine team

The only submarine in Ukraine’s navy is seaworthy again:

The Ukrainian Navy got its only submarine (the Zaporozhye) back into service. The 40 year old Foxtrot class boat has been out of action for 18 years and was recently refurbished. Zaporozhye is the only sub in the Ukrainian Navy, which mainly consists of small, Cold War era frigates (one) and corvettes (seven). There are also two amphibious ships and six minesweepers. The Foxtrot class diesel-electric subs were designed in the late 1950s and 58 were built until production ended in 1983. These are 1,900 ton boats with ten torpedo tubes and a crew of 78. Russia retired all of its Foxtrots by 2000, but they were all obsolete by the early 1980s. The Zaporozhye is the last Foxtrot still in service.

The Black Sea has not been kind to submarines. Three years ago the Russian Black Sea Fleet suffered a major blow when its only operational submarine, a 19 year old Kilo class boat, broke down at sea and limped back to port on partial power. The only other sub in the fleet, a 32 year old Tango class boat, was undergoing repairs (and still is, but will soon be scrapped.) During the Cold War, the Black Sea Fleet had thirty or more submarines.

Wikipedia says:

Zaporizhzhia (U-01) (Ukrainian: Запоріжжя) is a project 641 (“Foxtrot” class) submarine, the only submarine of the Ukrainian Navy at the moment. She formerly carried the Soviet Navy pennant number B435.

Zaporizhzhia is run by a naval crew of 78, commanded by 1st Rank Capt. Oleh Orlov.

Royal Navy faces shortage of trained submariners

Internal documents warn that a lack of recruits for the Submarine Service may leave attack submarines and boats carrying the Trident nuclear missile stranded in port.

A separate threat comes from a predicted 15 per cent shortfall in engineers by 2015.

One in seven posts for weapons officers at the rank of lieutenant will also be vacant, raising operational questions over the boats equipped with nuclear and cruise missiles.

Many submariners are being poached by the civilian nuclear sector and those who remain are being forced to go to sea for longer and more frequently.

Adml Lord West, the former First Sea Lord, said the situation was “very worrying” and he hoped the Navy had mechanisms in place to make up for the shortfall.

The Navy has a fleet of six attack submarines and four Vanguard boats that carry the Trident nuclear missile, but the personnel issues could mean they cannot be deployed.

The report found that the recruiting and retention of submariners was also threatening operations. “Inability to recruit, retain and develop sufficient nuclear and submarine design qualified personnel will result in an inability to support the Defence Nuclear Programme,” the document said.

An update from Strategy Page on how far the Russian nuclear submarine threat has diminished from its peak during the cold war:

Three years ago two Akulas were detected (by the U.S. Navy) off the east coast of the United States, in international waters. Russia admitted two of its Akula class boats were out there. This was the first time Russian subs had been off the North American coast in over a decade. This spotlights something the Russian admirals would rather not dwell on. The Russian Navy has not only shrunk since the end of the Cold War in 1991, but it has also become much less active. In the previous three years, only ten of their nuclear subs had gone to sea, on a combat patrol, each year. Most of the boats going to sea were SSNs, the minority were SSBNs (ballistic missile boats). There were often short range training missions, which often lasted a few days, or just a few hours.

The true measure of a fleet’s combat ability is the number of “combat patrols” or “deployments” in makes in a year and how long they are. In the U.S. Navy, most of these last from 2-6 months. Currently U.S. nuclear subs have carry out ten times as many patrols as their Russian counterparts. Russia is trying to catch up, but has a long way to go.

Russia has only 14 SSNs (nuclear attack subs) in service and eight of them are 7,000 ton, Akulas. These began building in the late 1980s and are roughly comparable to the American Los Angeles class. All of the earlier Russian SSNs are trash, and most have been decommissioned. There are also eight SSGN (nuclear subs carrying cruise missiles) and 20 diesel electric boats. There is a new class of SSGNs under construction, but progress has been slow.

The peak year for Russian nuclear sub patrols was 1984, when there were 230. That number rapidly declined until, in 2002, there were none. Since the late 1990s, the Russian navy has been hustling to try and reverse this decline. But the navy budget, despite recent increases, is not large enough to build new ships to replace the current Cold War era fleet that is falling apart. The rapid decline of Russia’s nuclear submarine fleet needed international help to safely decommission over a hundred obsolete, worn out, defective or broken down nuclear subs. This effort has been going on for over a decade, and was driven by the Russian threat to just sink their older nuclear subs in the Arctic Ocean. That might work with conventional ships, but there was an international uproar over what would happen with all those nuclear reactors sitting on the ocean floor forever. Russia generously offered to accept donations to fund a dismantling program that included safe disposal of the nuclear reactors.

Wreck of WWII U-boat may be 100km up the Churchill River

CBC News on the possible discovery of remains of a German WW2 submarine in Labrador:

The German government says it is possible, but added that it would be “sensational and unusual,” that a submarine could have ended up so far inland.

“We do know that German U-boats did operate in that region,” said Georg Juergens, the deputy head of mission for the German Embassy in Ottawa.

He notes that a Second World War-era, battery-operated weather station was found decades after being left in Labrador by a U-boat. It is now on display at the Canadian War Museum in Ottawa.

“We must brace ourselves for surprises,” Juergens told CBC News, while stressing that the submarine has yet to be positively identified.

More than a dozen U-boats may still be unaccounted for, he said.

If the mystery find is proven to be a submarine wreck, the German government does not favour bringing it to the surface.

“That would be against our tradition and our naval customs,” Juergens said. “This site then would be declared a war grave at sea.”

He said Canadian policy dovetails with German policy on such matters.

According to Juergens, the Newfoundland and Labrador government is now involved in efforts to authenticate the possible wreck.
