A layman’s guide to evaluating statistical claims

We’re awash with statistics, 43.2% of which seem to be made up on the spot (did you see what I did there?). Betsey Stevenson & Justin Wolfers offer some guidance on how non-statisticians should approach the numbers we’re presented with in the media:

So how can non-experts and policy makers separate the useful research from the dross? Allow us to offer six rules.

1. Focus on how robust a finding is, meaning that different ways of looking at the evidence point to the same conclusion. Do the same patterns repeat in many data sets, in different countries, industries or eras? Are the findings fragile, changing as one makes small changes in how phenomena are measured, and do the results depend on whether particularly influential observations are included? Thanks to Moore’s Law of increasing computing power, it has never been easier or cheaper to assess, test and retest an interesting finding. If the author hasn’t made a convincing case, then don’t be convinced.

2. Data mavens often make a big deal of their results being statistically significant, which is a statement that it’s unlikely their findings simply reflect chance. Don’t confuse this with something actually mattering. With huge data sets, almost everything is statistically significant. On the flip side, tests of statistical significance sometimes tell us that the evidence is weak, rather than that an effect is nonexistent. Remember, results can be useful even if they don’t meet significance tests. Sometimes questions are so important that we need to glean whatever meaning we can from available data. The best bad evidence is still more informative than no evidence.

3. Be wary of scholars using high-powered statistical techniques as a bludgeon to silence critics who are not specialists. If the author can’t explain what they’re doing in terms you can understand, then you shouldn’t be convinced. You wouldn’t be convinced by an analysis just because it was written in ancient Latin, so why be impressed by an abundance of Greek letters? Sophisticated statistical methods can be helpful, but they can also hide more than they reveal.

4. Don’t fall into the trap of thinking about an empirical finding as “right” or “wrong.” At best, data provide an imperfect guide. Evidence should always shift your thinking on an issue; the question is how far.

5. Don’t mistake correlation for causation. For instance, even after revisions and corrections, Reinhart and Rogoff have demonstrated that economic growth is typically slower when government debt is higher. But does high debt cause slow growth, or is slow growth in gross domestic product the cause of higher debt-to-GDP ratios? Or are there other important determinants, such as populist spending by a government looking to get re- elected, which is more likely when growth is slow and typically drives debt up?

6. Always ask “so what?” Are the factors that drove the observed negative correlation between debt and GDP likely to exist today, in the U.S.? Does it even make sense to speak of “the” relationship between debt and economic growth, when there are surely many such relationships: Governments borrowing simply to fund their re-election are likely harming growth, while those investing in much-needed public works can provide the foundation for growth. The “so what” question is about moving beyond the internal validity of a finding to asking about its external usefulness.

US domestic firearms sales continue to grow

In the Wall Street Journal, Tom Gara shows us the booming market for firearms since 2008:

Gun buyers have long demonstrated a tendency to stock up on weapons and ammunition ahead of possible changes to gun laws, and a so-called “Obama surge” in gun sales kicked off in the lead-up to Barack Obama’s first election victory in 2008.

There was a similar pick up in 2012 as a second Obama victory looked likely, and another rush on stores when it became clear the Obama administration would push for tighter gun control laws in the wake of the Sandy Hook school shooting last December.

In fact, the rush beginning in December has been high even by historic standards: the FBI conducted just under 2.8 million background checks on prospective gun buyers in December 2012, the highest number in any single month since records begin in November 1998. That’s more than triple the number it was running in in December 2002.

And the rush has continued through 2013 so far. Here’s the number of monthly background checks in the first three months of each year since 1998. This year looks set to be the busiest ever.

What we “know” as opposed to what is actually true

We all know the NFL is in serious trouble as more evidence comes out about the relationship between playing professional football and brain damage in later life. But what we know may not be true:

Dr. Everett Lehman, part of a team of government scientists who studied mortality rates for NFL retirees at the behest of the players’ union, discovered that the pros live longer than their male counterparts outside of the NFL. The scientists looked at more than 3,000 pension-vested NFL retirees and expected 625 deaths. They found only 334. “There has been this perception over a number of years of people dying at 55 on the average,” Dr. Lehman told me. “It’s just based on a faulty understanding of statistics.”

The scientists also learned that, contrary to conventional wisdom, NFL players commit suicide at a dramatically lower rate than the general male population. The suicides of Junior Seau, Dave Duerson, and Andre Waters don’t represent a trend but outliers that attract massive attention, and thereby massively distort the public’s perception. More typical was the death of Pat Summerall, who passed away quietly last week at 82 after a productive post-career career.

Indeed, a 2009 study by University of Michigan researchers reported that NFL retirees are far more likely to own a home, possess a college degree, and enjoy health insurance than their peers who never played in the league. The myth of the broke and broken-down athlete is just that: a myth. A few surely struggle after competition ceases; most apply their competitive natures to new endeavors.

It’s true that skill-position players on rosters for five or more years in the NFL faced elevated levels of Alzheimer’s, Lou Gehrig’s, and Parkinson’s disease deaths. But some perspective is in order. Of the 3,439 retired athletes studied by Lehman’s group, less than a dozen succumbed to deaths directly attributable to these neurodegenerative killers. Had Parkinson’s killed one rather than the two retirees it did kill, for example, its rate would have been lower among players than among the general population.

It’s quite possible the NFL is concerned (and ensuring that it is seen to be concerned) primarily because of the need to address public perceptions, rather than as a defensive move against future or ongoing legal challenges.

Copyright terms are almost certainly too long already

At Techdirt, Mike Masnick makes the case for reducing the swollen length of time current copyrights are protected:

We’ve pointed a few times in the past to a chart from William Patry’s book, looking at how frequently copyright was renewed at the 28 year mark back when copyright (a) required registration and (b) required a “renewal” at 28 years to keep it another 28 years. The data is somewhat amazing:

As you can see, very few works are renewed after 28 years. Only movies, at 74% are over the 50% mark. Only 35% of music and only 7% of books tells quite a story. It makes it quite clear that even the copyright holders see almost no value in their copyrights after a short period of time. It appears that the Bureau of Economic Analysis is coming to the same conclusion from a different angle. As Matthew Yglesias notes, as part of its effort to recalibrate how it calculates GDP, the BEA is considering money spent on the creation of content an “investment” in a capital good, which needs to be depreciated over the time period in which it is valuable. Frankly, I’m not convinced this is the smartest way to account for money spent on the creation of content, but either way, the BEA’s analysis provides some insight into the standard “economic life” of various pieces of content, which match up with the chart above in many ways.

QotD: Welcoming the DSM-V appropriately

The much-awaited arrival of DSM-5 (the fifth edition of the American Psychiatric Association’s Diagnostic and Statistical Manual of Mental Disorders) should ensure that every human being is classed as insane. At this point we might be able to start again and consider what psychiatry is for. Genomics is keen to help in the effort by finding the loci that are associated with all sorts of mental disorders. Enter a huge population based study funded by the National Institute of Mental Health: “Our findings show that specific SNPs are associated with a range of psychiatric disorders of childhood onset or adult onset. In particular, variation in calcium-channel activity genes seems to have pleiotropic effects on psychopathology. These results provide evidence relevant to the goal of moving beyond descriptive syndromes in psychiatry, and towards a nosology informed by disease cause.” Hmm. I think that when authors have to use words like “pleiotropic” and “nosology” there is a high chance that they do not know what they are talking about. So before welcoming the marriage of genomics and psychiatry, let us remember that there is a strong history of madness on both sides.

Neuroscience or neurotrash?

In The Register, Andrew Orlowski reports on the sad state of published neuroscience articles:

A group of academics from Oxford, Stanford, Virginia and Bristol universities have looked at a range of subfields of neuroscience and concluded that most of the results are statistically worthless.

The researchers found that most structural and volumetric MRI studies are very small and have minimal power to detect differences between compared groups (for example, healthy people versus those with mental health diseases). Their paper also stated that, specifically, a clear excess of “significance bias” (too many results deemed statistically significant) has been demonstrated in studies of brain volume abnormalities, and similar problems appear to exist in fMRI studies of the blood-oxygen-level-dependent response.

The team, researchers at Stanford Medical School, Virginia, Bristol and the Human Genetics dept at Oxford, looked at 246 neuroscience articles published in 2011 and and excluded papers where the test data was unavailable. They found that the papers’ median statistical power — the possibility that a study will identify an effect when there is an effect there to be found — was just 21 per cent. What that means in practice is that if you were to run one of the experiments five times, you’d only find the effect once.

A further survey of papers drawn from fMRI brain scanners — and studies using such scanners have long filled the popular media with dramatic claims — found that their statistical power was just 8 per cent.

Low statistical power caused three problems, the authors said. Firstly, there is a low probability of finding true effects; secondly, there is a low probability that a “true” finding is actually true; and thirdly, exaggerating the magnitude of the effect when a positive is discovered.

Canadian public sector workers earn between 9% and 12% more than private sector workers

Once upon a time, back in the far-distant past, public sector workers got lower wages but better job security, benefits, and pensions than their private sector counterparts. Over the last few decades, the public sector wages caught up and surpassed the private sector, and if anything the benefits and pensions got better. The Fraser Institute calculates that currently there is between a 9% and a 12% premium paid to public sector workers for similar jobs (and that understates the overall differential):

Comparing Public and Private Sector Compensation in Canada examines wage and non-wage benefits for government employees (federal, provincial, and local) and private-sector workers nationwide. It calculates the wage premium for public-sector workers using Statistics Canada’s Labour Force Survey from April 2011, after adjusting for personal characteristics such as gender, age, marital status, education, tenure, size of establishment, type of job, and industry. When unionization is included in the analysis, the national public-sector “wage premium” (i.e., the degree to which public-sector wages exceed private-sector wages) declines to 9.0 per cent from 12.0 per cent.

Aside from higher wages, the study also found strong indications that Canada’s government workers enjoy more generous non-wage benefits than those in the private sector, including:

  • Pensions: 88.2 per cent of Canadian government workers were covered by a registered pension plan in 2011 compared to 26.4 per cent of private-sector employees.
  • Early retirement: Government employees retired 2.5 years earlier, on average, than private-sector workers between 2007 and 2011.
  • Job security: In 2011, 0.6 per cent of government employees lost their jobs — less than one sixth the job-loss rate in the private sector (3.8 per cent).

To ensure public-sector compensation is fair to both taxpayers and government workers, the report argues that better data collection is needed and suggests that Statistics Canada should gather data on wages and non-wage benefits more regularly and systemically than it does now. In addition, comparisons between the public and private sectors should focus on total compensation, not just wages or specific benefits such as pensions.

About one in five Canadian workers is in the federal, provincial, or local government civil service or related organizations, and only 15% of Canadians are self-employed. The vast majority of government workers are unionized, while the reverse is true in the private sector.

Humans are very good at spotting patterns … even when they aren’t really there

In Slate, George Johnson explains why the human ability to detect patterns can sometimes work against us:

Lay a chessboard on a table. Then grab a handful of rice and let the grains fall and scatter where they may. They won’t spread out uniformly with the same number occupying each square. Instead there will be clusters. Now suppose that the chessboard is a map of the United States and the grains are cases of cancer.

Each year about 1.6 million cases of cancer are diagnosed in the United States, and epidemiologists regularly hear from people worried that their town has been plagued with an unusually large visitation. Time after time, the clusters have turned out to be statistical illusions — artifacts of chance.

The Erin Brockovich incident, one of the most famous, is among the many that have been debunked. Hexavalent chromium in the water supply of a small California town was blamed for causing cancer, resulting in a $333 million legal settlement and a movie starring Julia Roberts. But an epidemiological study ultimately showed that the cancer rate was no greater than that of the general population. The rate was actually slightly less.

By way of Five Feet of Fury, an interesting story about challenging some very basic assumptions about psychology:

While the setting was fairly typical for an anthropologist, Henrich’s research was not. Rather than practice traditional ethnography, he decided to run a behavioral experiment that had been developed by economists. Henrich used a “game” — along the lines of the famous prisoner’s dilemma — to see whether isolated cultures shared with the West the same basic instinct for fairness. In doing so, Henrich expected to confirm one of the foundational assumptions underlying such experiments, and indeed underpinning the entire fields of economics and psychology: that humans all share the same cognitive machinery — the same evolved rational and psychological hardwiring.

When he began to run the game it became immediately clear that Machiguengan behavior was dramatically different from that of the average North American. To begin with, the offers from the first player were much lower. In addition, when on the receiving end of the game, the Machiguenga rarely refused even the lowest possible amount. “It just seemed ridiculous to the Machiguenga that you would reject an offer of free money,” says Henrich. “They just didn’t understand why anyone would sacrifice money to punish someone who had the good luck of getting to play the other role in the game.”

The potential implications of the unexpected results were quickly apparent to Henrich. He knew that a vast amount of scholarly literature in the social sciences — particularly in economics and psychology — relied on the ultimatum game and similar experiments. At the heart of most of that research was the implicit assumption that the results revealed evolved psychological traits common to all humans, never mind that the test subjects were nearly always from the industrialized West. Henrich realized that if the Machiguenga results stood up, and if similar differences could be measured across other populations, this assumption of universality would have to be challenged.

Henrich had thought he would be adding a small branch to an established tree of knowledge. It turned out he was sawing at the very trunk. He began to wonder: What other certainties about “human nature” in social science research would need to be reconsidered when tested across diverse populations?

A notion that’s popped up several times in the last couple of months is that the easy access to willing test subjects (university students) introduces a strong bias to a lot of the tests, yet until recently the majority of studies disregarded the possibility that their test results were unrepresentative of the general population.

Paul Wells says Harper and Flaherty have learned a lot about budgeting

Of course, this isn’t necessarily a good thing:

One thing Stephen Harper learned soon after he became Prime Minister was that Canadians have little intuitive grasp of decimal places. A government does not get 1,000 times more credit for spending $1 billion on something than it does for spending $1 million. In fact, it does not get twice as much credit. As long as the government notices a problem and nods at it, it wins approval from voters who care about that problem. So not long after his man Jim Flaherty started delivering budgets, a Harper era of small and essentially symbolic investment began.

Similarly, the ability to tell the difference between a little belt-tightening and a wholesale cut to a government service or department is not a widespread skill. So as long as the government offers only the vaguest information about its spending cuts, few Canadians will go searching for details.

This general numerical dyslexia will come in handy this year more than most, as Jim Flaherty tries to meet a zero-deficit target that is suddenly rather close — 2015, give or take — while dealing with a lousy economy.

Food safety “churnalists” strike again: processed meat will kill you!

In sp!ked, Rob Lyons explains why the most recent food flap in Britain is no more worth paying attention to than the last couple of dozen:

‘Processed meat blamed for one in 30 early deaths’, declares the Daily Telegraph. ‘Processed meat “is to blame for one in 30 deaths”: scientists say a rasher of cheap bacon a day is harmful’, says the Daily Mail in the true spirit of ‘churnalism’, while the addition of ‘cheap’ to the headline is surely designed to confirm the prejudices of its snobbier readers.

The BBC, which has made a veritable full English breakfast of this story this morning, summed it up as follows: ‘Sausages, ham, bacon and other processed meats appear to increase the risk of dying young, a study of half-a-million people across Europe suggests. It concluded diets high in processed meats were linked to cardiovascular disease, cancer and early deaths.’

However, the reality is that the methods used in such studies are so crude that drawing sweeping conclusions from this evidence is fraught with difficulties.

As so many times before, the actual link between the reported data and the eye-catching headlines is not particularly strong or likely to be a cause of worry for most people.

There is a lot of guesstimating going on here. Even after all this, the size of the effect is small. Previous claims about processed meat have focused on cancer, but here the increased risk of cancer was just 11 per cent. The bigger, all-cause mortality figure of 44 per cent was mostly due to cardiovascular disease, a risk which even the researchers suggest may be overstated.

Claiming that such a small effect can therefore be the basis of sound dietary advice is just nonsense — but it is nonsense that is repeated all too frequently. The result is to create unnecessary fear about perfectly good food and confirm the prejudices of those who think that processed food is only fit for the masses.

North Korea’s real inflation rate may have reached 116%

In the Cato@Liberty blog, Steve Hanke looks at North Korea’s offical statistics and makes an educated guess at what they conceal, rather than reveal about the country’s state:

During the past few weeks, North Korea has been the subject of outsized news coverage. The recent peacocking by Supreme Leader Kim Jong Un — from domestic martial law policies to tests of the country’s nuclear weapons capabilities — has successfully distracted the media from North Korea’s continued economic woes. For starters, the country’s plans for agricultural reforms have been deep-sixed, and, to top it off, I estimate that North Korea’s annual inflation rate hit triple digits for 2012: 116%, to be exact.

Unfortunately, the official shroud of secrecy covering North Korea’s official information and statistics remains more or less intact. But, some within North Korea have begun to shed light on this “land of illusions”. For example, a team of “citizen cartographers” helped Google construct its recent Google Maps’ exposition of North Korea’s streets, landmarks, and government facilities. In addition, our friends at DailyNK have successfully been reporting data on black-market exchange rates and the price of rice in North Korea — data which allowed me to conclude that the country experienced an episode of hyperinflation from December 2009 to mid-January 2011.

The sequester rhetoric ratchets up: “By Friday, expect him to be invoking plagues of frogs and flaming hail”

Nick Gillespie rounds up the latest batch of rhetorical shit being spewed by both sides over the looming sequester:

Here’s what President Obama is promising will happen if the sequester goes through as he wrote it (yes, it was his idea, as a way of forcing a compromise):

    “If Congress allows this meat-cleaver approach to take place, it will jeopardize our military readiness. It will eviscerate job-creating investments in education and energy and medical research,” Obama warned in a speech at the White House, flanked by emergency workers. “It won’t consider whether we’re cutting some bloated program that has outlived its usefulness or a vital service that Americans depend on every single day.”

By Friday, expect him to be invoking plagues of frogs and flaming hail. As I noted earlier this week, the $85 billion figure that gets invoked is wrong; cuts in fiscal year 2013 will amount to $44 billion or about 1.2 percent of all federal spending. We’ve been hearing for a long time that sequestration alone would kill about 700,000 jobs.

That’s a claim taken as gospel that is based on what can be called “ugly modeling” at best. Because virtually all government spending is counted by definition as adding to GDP, any cut thus means reductions in activity and jobs. Add to that the idea that projectionists routinely assign a multiplier of more than 1.00 to government spending, so that each dollar the feds spend magically creates more than $1 in economic activity.

The country’s experience with recent stimulus spending should give pause to all of us (if it doesn’t, watch this). When the stimulus manifestly failed to reduce unemployment by its own predictions, its architects and defenders in the press nonetheless pronounced it a success and claimed that it saved us from an ever bigger problem. The real problem, you see, was that the stimulus wasn’t big enough. All it takes is a government failure for stimulatarians to channel their inner Andrea True.

Yet there’s every reason to believe that stimulus spending has a multiplier that is well below 1.0, meaning that every dollar that’s spent generated less than a dollar of activity, resulting in a net drain on economic activity. Think about it in a different context: Virtually everybody understands that when local governments shell out massive tax money on sports stadiums, the local economy doesn’t see any net benefits. If you’re lucky, existing entertainment dollars may be spread toward sports facilities, but nobody seriously believes any more that such spending grows the overall economic pie or stimulates anything other than owners’ and players’ bank accounts (in fact, simply having a major professional team in your metro area shaves about $40 per person per year). If building white elephant stadiums and museums with public dollars worked, Cleveland would be the hottest town in the country.

“People are terrible judges of randomness. That is why we invented statistics”

One of the gaming blogs I’m quite fond of had this rather neat explanation of why humans are so bad at detecting true random distribution (the rest of the post discusses this in a Guild Wars 2 context):

The other thing that may be a factor here is that people are terrible judges of true randomness. As an example take the following two images. Which do you think was generated by the most random process?

It turns out that the image on the left was generated by simply placing 100 random stars with in the fixed area using a random number generator. The image on the right was generated by first dividing the entire area into 100 squares and then randomly placing a star inside each of those squares. See for yourself in the image below. No two stars are in the same box.

It is hard for a lot of people to accept that the image with the black stars is in fact generated by a more random process than the image with the blue stars. This has a lot to do with how the human brain is constantly looking for patterns. When the brain sees these patterns it attempts to correlate them to a cause even if a cause does not exist. Essentially, this is the illusion of luck. It is why people can believe that they are on a “hot streak” or why they might believe an object gives them an increased chance at success. Some call this the Gambler’s fallacy. In the end it is all the same thing. People are terrible judges of randomness. That is why we invented statistics.

Incentives matter (a lot) — the growth of “Disabled America”

Colby Cosh discusses the rise and rise of “Disabled America”, the increasing number of adults of working age who are claiming disability support:

Just looking at fiscal and demographic stats from California will cause a cold, invisible hand to clutch at one’s throat, but talking to an endless series of seemingly able-bodied people who casually disclaim any capacity for honest work is even more chilling. When I got home I found out it’s not just California’s problem. In the OECD’s 2010 “Going for Growth” report, the percentage of the working-age labour force (20 to 65 years) receiving any kind of disability benefit or worker’s compensation is estimated at around 5.1 per cent for Canada. For OECD nations as a whole, the figure is 6.7 per cent.

Northern European welfare states, amiright? But for the super-competitive U.S.A., land of the proudly threadbare social safety net, the number was 9.2 per cent.

There is a handful of economists working on the problem without ever gaining much traction in the popular press; the atmosphere of general crisis hasn’t made it any easier for them to be heard. Reading their papers and seeing them plead for the same reforms every few years is almost as depressing as contemplating Disabled America itself. Just as social security for the aged was devised at a time when workers could expect only a few years of life after clearing 65, social security for the disabled was conceived at a time when manual labour was the norm and “disability” denoted identifiable, incapacitating physical injury. No one envisioned a world in which clerical and “knowledge” work had taken over, but the number of people judged totally unable to work had skyrocketed, owing to vague musculoskeletal disorders, unverifiable chronic pain and an astronomical expansion in the definitions of mental illnesses.

If the system is set up to provide more income through disability payments than through a paying job, there will be a tendency for minor ailments to be parlayed into a disability. When the incentives are rigged to encourage a certain kind of behaviour, people will adapt to take advantage of those incentives. If the system will effectively reward you for being “disabled”, it should be no surprise that we get more people applying for disability support.

Even if the economic climate was better, it’s not likely that governments will crack down on those abusing the system for a couple of solid reasons. First, it’s a public relations nightmare waiting to happen and every government worker knows that you never want your name to appear in the media in this kind of context. Second, people on the disability programs don’t count as unemployed and therefore reduce the pressure on the government to “do more” about jobs. And third, it’s easier to just go with the flow and not try to create any ruckus.
